[1. Call to Order and Recognition of Quorum] [00:00:07] GOOD AFTERNOON EVERYONE. WELCOME TO THE BROWARD MPO TECHNICAL ADVISORY COMMITTEE MEETING OF WEDNESDAY, APRIL 24TH. AND WE'RE GOING TO GET STARTED. WE'LL CALL THE MEETING TO ORDER. WE DO HAVE QUORUM. AND THEN WE'LL GO TO OUR ELECTRONIC ROLL CALL. ONE SECOND TO GIVE REBECCA A MINUTE. OKAY. GOOD PRESENT PLEASE. REBECCA JUST LET ME KNOW WHEN. WE'RE GOOD. THANK YOU VERY MUCH. NEXT, WE'LL MOVE ON TO THE APPROVAL OF THE MINUTES. I CAN HAVE A MOTION TO APPROVE. MADE BY MAQSOOD, SECONDED BY GENA. ANY COMMENTS ON THE MINUTES? I SEE. LISA. DO YOU HAVE A COMMENT? ONE SECOND. LISA, UNMUTE YOURSELF. NO. I'M SORRY. USER ERROR. SORRY ABOUT THAT. OKAY. THAT'S OKAY. SO WE'LL MOVE ON TO SEEING NO COMMENTS. [3. Approval of Minutes - March 27, 2024] WE'LL MOVE ON TO THE VOTE TO APPROVE THE MINUTES OF MARCH 27TH. [INAUDIBLE] EXCELLENT MOTION PASSES. [4. Approval of Agenda] NEXT, WE MOVE ON TO THE APPROVAL OF THE AGENDA. WELL TODAY, MOTIONS MADE BY MAQSOOD, SECONDED BY DANIEL, ANY COMMENTS ON THE AGENDA AS IT'S LISTED. SEEING NONE, NEXT MOVE TO VOTE ON TODAY'S AGENDA. ANNA. THANK YOU. JENNA. OKAY. THANK YOU. SO WILL THE AGENDA PASSES. NEXT ITEM ON OUR AGENDA IS PUBLIC COMMENTS. [5. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.] IF ANYONE IS HERE TO COMMENT ON ANYTHING OTHER THAN WHAT'S ON THE AGENDA. HE SAYS NO, NOTHING'S BEEN HANDED IN TO REBECCA PRIOR, SO WE'LL MOVE INTO OUR ACTION ITEMS. [1. MOTION TO RECOMMEND BROWARD MPO ENDORSE the Route to 2050 Metropolitan Transportation Plan (MTP) Draft Cost Feasible Plan] SOME REALLY IMPORTANT ITEMS TODAY IN OUR AGENDA THAT REALLY PAVE OUR WAY FOR THE NEXT MANY YEARS. SO WE'LL START OUT WITH THE MTP PRESENTATION AND ACTION ITEM PRESENTED BY MR. RESTREPO. YES. GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO. BROWARD MPO. I'M ONE OF YOUR CO PROJECT MANAGERS FOR ABOUT TO 2050, ALSO KNOWN AS OUR METROPOLITAN TRANSPORTATION PLAN. SO TODAY IS GOING TO BE A VERY EXCITING DAY. HOPEFULLY THIS IS THE CULMINATION OF EVERYTHING WE'VE BEEN WORKING FOR THIS PAST YEAR AND A HALF THROUGH OUR NEEDS ASSESSMENT, THROUGH OUR CALL FOR PROJECTS, THROUGH OUR PROJECT PRIORITIZATION, AND FINALLY, OUR FINAL LIST OF PROJECTS FOR OUR DRAFT COST FEASIBLE PLAN. SO LAST MONTH, I WALKED THROUGH WHAT THAT WHOLE PROCESS LOOKED LIKE. TODAY WE'RE GOING TO TALK ABOUT THE PROGRAMS, TALK ABOUT SOME STATISTICS FROM THE PROGRAMS, JUST WHAT YOU CAN EXPECT TO SEE IN EACH ONE OF THEM, AND THEN ALSO GIVE A DEFINITION OF WHAT A COST FEASIBLE PLAN IS SO THAT WE'RE ALL AWARE OF THAT. SO FIRST UP, WHAT'S THE COST FEASIBLE PLAN? I HAVE SOME INFORMATION HERE THAT ARE TAKEN FROM FLORIDA STATUTES AND FROM OUR FDOT, MPO PROGRAM MANAGEMENT HANDBOOK. BUT ESSENTIALLY WHAT A DRAFT COST FEASIBLE PLAN IS, IS DIFFERENT STRATEGIES THAT WE HAVE AT OUR DISPOSAL HERE AT THE MPO TO CREATE A PLAN THAT CAN FUND PROJECTS THROUGH VARIOUS PROGRAMS THAT WE HAVE. SO THOSE ARE THOSE SIX PROGRAMS THAT WE HAVE ESTABLISHED IN OUR MTP. WHEN IT COMES DOWN TO IS THE DRAFT PROCESS FEASIBLE PLAN NEEDS TO BE FISCALLY CONSTRAINT. SO WHAT THAT MEANS IS WE LOOK AT FUNDS THAT ARE COMMITTED TO THE PLAN THAT ARE AVAILABLE FOR THE PLAN AND ALSO THAT ARE REASONABLY AVAILABLE TO THE PLAN. SO THINKING OUT TO THE YEAR 2050, OBVIOUSLY THE MONEY IS REALLY FAR AWAY, NOT YET COMMITTED, BUT WE DO HAVE OUR REVENUE FORECAST THAT WE'RE ABLE TO USE TO ASSIGN THOSE FUNDS TO PROJECTS THAT WE RECEIVE THROUGH OUR NEEDS ASSESSMENT. SO THAT'S A COST. SO HOW DO WE ASSIGN PROJECTS TO OUR COST FEASIBLE PLAN? WELL, HERE'S AN ILLUSTRATION THAT I DEBUTED LAST YEAR AT THE BEGINNING OF OUR MTP PROCESS. [00:05:04] JUST BRINGING IT BACK UP AGAIN TODAY SO THAT WE CAN LEARN AGAIN ABOUT OUR TIME BANDS. SO OUR COST FEASIBLE PLAN ARE THOSE DARK BLUE RECTANGLES THAT YOU SEE THERE. AND WE HAVE FOUR TIME BANDS. THE FIRST ARE GOING TO BE THE COMMITTED FIRST FIVE YEARS THAT ARE OUR TRANSPORTATION IMPROVEMENT PROGRAM. AFTER THAT, FROM THE YEARS 2031 TO 2035 ARE OUR SECOND TIME BAND. OUR THIRD TIME BAND IS FROM 36 TO 40. AND THEN OUR LAST TEN YEARS WOULD BE THE FOURTH TIME BAND OF THE PROGRAM. WE'RE ALSO GOING TO BE DOING SOMETHING WITH OUR MTP, WHERE WE'RE INTRODUCING AN ILLUSTRATIVE PLAN AND AN UNFUNDED NEEDS PLAN. ESSENTIALLY, THE UNFUNDED NEEDS PLAN WILL BE ALL OF THE PROJECTS THAT WE RECEIVED THROUGH OUR NEEDS ASSESSMENT THAT DID NOT MAKE THE COST FEASIBLE PLAN. AND THEN THE ILLUSTRATIVE PLAN IS THERE AVAILABLE FOR PROJECTS THAT DO HAVE LOCAL FUNDS ATTACHED TO THEM, AND THAT COULD POTENTIALLY BE SEEKING THINGS LIKE FEDERAL GRANTS SO THAT THEY CAN HAVE A SPOT RESERVED IN THE MTP. BUT THEY WON'T ESSENTIALLY HAVE OUR MPO ATTRIBUTABLE DOLLARS ASSIGNED TO IT. SO WHAT IS DIFFERENT FROM THIS LIST TO THE PREVIOUS LIST THAT YOU SAW LAST MONTH? WELL THERE ARE. FIRST WE DID A COUPLE OF STAFF RECOMMENDED POLICY DECISION CHANGES. SO THE FIRST ONE IS WITHIN OUR ROADWAY PROGRAM. WE HAD A LOT OF FEASIBILITY STUDIES THAT WERE RANKING A LITTLE BIT LOWER THAN WE WANTED THEM TO DO THEN WE WANTED THEM TO RANK. SO WE THOUGHT AS A POLICY DECISION THAT WE WOULD PUT THOSE FEASIBILITY STUDIES TO THE TOP OF THE ROADWAY PROGRAM. THESE PROJECTS ARE MUCH LOWER COST THAN THE REST OF THE PROJECTS THAT HAD DESIGNED RIGHT OF WAY AND CONSTRUCTION INVOLVED. AND A LOT OF THESE FEASIBILITY STUDIES LOOK AT POTENTIAL FOR RAIL ROAD GRADE SEPARATION CROSSINGS. ALSO THINGS LIKE GRADES SEPARATION FOR INTERSECTIONS. AND THEN ALSO THERE WAS A PROJECT FOR US, 27 FOR THE CAPACITY FOR POTENTIAL FREIGHT AND PASSENGER MOVEMENT. AND THESE ARE THINGS AS A PLANNING AGENCY, WE WANT TO DO A LOT OF PRIORITY. WE WANT TO PUT A LOT OF PRIORITY ON AND WE WANT TO BE ABLE TO DO GOOD FEASIBILITY STUDIES EARLIER INSTEAD OF LATER. SO WE THOUGHT IT WAS GOOD TO RECOMMEND TO HAVE THOSE MOVED TO THE TOP OF THE LIST. THAT DOESN'T MEAN THAT THE FIRST TWO TIME BANDS OF OUR COST FEASIBLE PLAN IS GOING TO BE A FEASIBILITY STUDY. OBVIOUSLY, WE'RE WE'RE A BIG STAFF, BUT WE CAN'T DO ALL THOSE FEASIBILITY STUDIES ALL AT ONCE. SO WE HAVE A STRATEGY TO DELAY THOSE PROJECTS. SO IT WOULD BE LIKE TWO PROJECTS PER YEAR AND STILL BE ACCOMPLISHED ALL OF THEM. SO AS YOU GO THROUGH THE DRAFT COST FEASIBLE PROJECT DRAFT COST FEASIBLE PLAN, YOU'LL SEE THAT THERE ARE TIME BANDS THAT HAVE FEASIBILITY STUDIES. THEN THERE ARE TIME BANDS THAT ALSO HAVE CONSTRUCTION AND DESIGN FOR OTHER PROJECTS, AND THEY'RE ALL KIND OF MIXED IN TOGETHER. FOR TRANSIT AND HUBS THE WAY THAT WE'VE RANKED SOME OF OUR PROJECTS, SOME OF OUR MOBILITY HUB PROJECTS RANKED HIGHER THAN OTHERS. BUT WE WANTED TO MAKE SURE THAT WE WERE COMPLEMENTING THE BROWARD COUNTY TRANSIT PRIMO PLAN AS BEST AS POSSIBLE. SO INSTEAD OF USING THE RANKING THAT WAS ASSIGNED TO THE PROJECTS THROUGH OUR DRAFT LIST OF PRIORITIZED PROJECTS, WE REORGANIZED THEM TO MATCH THE CONSTRUCTION SCHEDULE OF OUR PRIMO PLAN. WE THINK THAT'S JUST A BETTER WAY TO SPEND THOSE DOLLARS. ALSO, WHAT YOU'RE GOING TO SEE IS THE FISCAL YEAR 2025 THROUGH 29 DRAFT TENDER WORK PROGRAM PROJECTS. THOSE ARE ALL EXISTING PLUS COMMITTED PROJECTS THAT WE EXPECT WILL BE A PART OF OUR TRANSPORTATION IMPROVEMENT PROGRAM THAT IS GOING TO BE HOPEFULLY APPROVED THIS JULY. SO RIGHT NOW, THEY'RE BEING SET AS PLACEHOLDERS WITHIN THE DRAFT CONCEPTUAL PLAN THAT WILL BE CONSUMING THE FUNDS FOR THAT FIRST TIME BAND, THE TIP TIME BAND. SO ONCE THE THE TIP IS APPROVED, THOSE PROJECTS WILL ENTER OUR FISCAL PLAN. AND THEN ALSO FOR FUNDING YOU'RE GOING TO SEE PHASES, YOU'RE GOING TO SEE FUNDS ATTACHED TO THOSE PHASES AND THEN THE THRESHOLDS FOR EACH ONE OF THE PROGRAMS. SO THAT'S ALL WRAPPED UP INTO THAT PDF. SO NOW THAT WE'VE GOT OUR BEARINGS WITH WHAT THAT DOCUMENT IS, LET'S TALK A LITTLE BIT ABOUT THE PROJECTS. SO OUR COMPLETE STREETS PROGRAM, IT'S REALLY TO CONNECT ALL THOSE BICYCLE AND PEDESTRIAN GAPS THAT WE HAVE WITHIN OUR NETWORK BY PRODUCING PROJECTS THAT CAN HOPEFULLY FILL THOSE GAPS. THE TYPES OF PROJECTS YOU'RE GOING TO SEE HERE ARE BIKE LANES, SIDEWALKS, MULTI-USE PATHS, TRAILS, POTENTIAL FOR LANDSCAPING, SOME LIGHTING. AND THEN THERE ARE ALSO A FEW FEASIBILITY STUDIES IN THERE AS WELL. WE HAVE A TOTAL OF 24 PROJECTS THAT MAKE UP THIS PROGRAM, AND THIS PROGRAM WILL BE TAKING 51% OF OUR MPO ATTRIBUTABLE DOLLARS. SO IF YOU REMEMBER THAT GRAPH I SHOWED YOU LAST MONTH WHERE WE HAD THAT SMALL LITTLE GREEN SLICE OF THAT WHOLE CHART. THE COMPLETE STREETS PROGRAM WILL BE TAKING 51% OF THAT SMALL LITTLE GREEN PIECE. AND WE HAVE A TOTAL COST ESTIMATE OF ALL OF THOSE PROJECTS THAT MAKE UP THIS PROGRAM BEING $387 MILLION. SO SOME HIGHLIGHTS, WE'RE NOT REMOVING SEA SLIP. WE'RE GOING TO KEEP HONORING SEA SLIP. SO THAT'LL BE PART OF THE COMPLETE STREETS MASTER PLAN. AND WE DO HAVE A SET ASIDE A BUCKET OF WHAT OUR TAP FUNDS WOULD BE USED FOR THE SEA SLIP PROGRAM. FOR ROADWAY. THIS IS GOING TO BE YOUR ROADWAY CAPACITY AND YOUR FREIGHT TYPE PROJECTS. YOU'RE GOING TO SEE THINGS. A LOT OF FEASIBILITY STUDIES THAT I JUST MENTIONED. YOU'RE GOING TO SEE SOME INTERSECTION IMPROVEMENTS, BRIDGES, TRUCK PARKING, GRADE SEPARATION. [00:10:06] AND OVERALL, WE HAVE 27 PROJECTS THAT BUILD UP THIS PROGRAM WITH 10% AND MPO ATTRIBUTABLE FUNDS GOING TOWARDS IT, WITH THE TOTAL COST OF 382 MILLION. FOR TRANSIT AND HUBS, WE'RE GOING TO HAVE THOSE MOBILITY HUB PROJECTS COMPLEMENTING THE PREMO PROGRAM. THERE ARE ALSO SOME TRANSIT IMPROVEMENT PROJECTS, SOME RAIL IMPROVEMENT PROJECTS, PARK AND RIDE, SOME FEASIBILITY STUDIES. AND YOU'RE GOING TO HAVE 25 PROJECTS WITHIN THAT PROGRAM. 12% OF OUR MPO FUNDS WILL BE GOING TOWARDS IT, AND IT'S A TOTAL OF ABOUT 378 MILLION. SO IF YOU LOOK AT THE THREE PROGRAMS FIRST, WE'RE ALL KIND OF CLOSE 382 387 378. IT'S PRETTY WELL DISTRIBUTED THERE BETWEEN THE STATE AND FEDERAL FUNDS COMING TOGETHER. FOR TECHNOLOGY, IT DROPS A LITTLE BIT. WE HAVE A TOTAL OF ABOUT 22 PROJECTS THAT ARE FILLING UP THIS PROGRAM, 12% OF OUR TOTAL FUNDS AND $88 MILLION. THIS IS WHERE YOU'RE GOING TO SEE YOUR EV CHARGING LOCATIONS, TSM TYPE PROJECTS, TRAFFIC SIGNALS, AND ALSO A LITTLE BUCKET FOR OUR DIGITAL TWIN THAT WE'RE SETTING UP. FOR SAFETY RIGHT NOW, IT'S GOING TO LOOK LIKE THAT. THERE ARE ONLY TWO PROJECTS IN THERE. THAT'S BECAUSE WE HAVE SOME FUNDS RESERVED FOR PROJECTS THAT ARE KIND OF COME OUT OF OUR BROWARD SAFETY ACTION PLAN. ONCE THAT BROWARD SAFETY ACTION PLAN GETS COMPLETED, WE'LL HAVE A LIST OF PROJECTS THAT WE CAN POPULATE THIS PROGRAM WITH. SO IT'S GOING TO HAVE 12% OF OUR MPO FUNDS ATTACHED TO IT, FOR A TOTAL OF ABOUT $114 MILLION THROUGHOUT THE COURSE OF THE PLAN. AND THEN RESILIENCY. ANOTHER CAVEAT HERE WITH THE THREE, WE HAVE THREE PROJECTS THAT ARE CURRENTLY SITTING IN THIS PROGRAM. AND THE THREE TYPES OF PROJECTS WE HAVE ARE RESILIENCY CORRIDOR FEASIBILITY STUDIES COUNTYWIDE MAST ARM CONVERSIONS, AND ALSO TRI RAIL STATION AC RETROFITS. WE DO HAVE A LIST OF PROJECTS THAT WILL TAKE UP THE RESILIENCY CORRIDOR, FEASIBILITY STUDIES OR RESILIENCY STUDIES, AND ALSO OUR COUNTYWIDE MAST ARM PROJECTS. THEY'RE JUST NOT PART OF THE DRAFT PLAN YET. BUT ALL OF THOSE PROJECTS WILL BE WRAPPED UP WITHIN THAT $41 MILLION THAT WE HAVE SET ASIDE FOR THIS PROGRAM. SO WHEN YOU'RE LOOKING AT THE PDF ITSELF, HERE'S A CUTE LITTLE HOW TO READ ME. IT'S ALSO INCLUDED AS PART OF THE OVERALL PDF FROM THE DOCUMENT THAT WAS SENT OUT AS PART OF YOUR ATTACHMENT. SO IF YOU ARE CURIOUS ABOUT ANY OF THE INFORMATION THAT'S ON THERE, YOU CAN REFER TO THIS SLIDE OR TO THE PDF IN THE DOCUMENT. SO WHERE ARE WE WITH OUR SCHEDULE? WE'RE ASKING FOR ENDORSEMENT OF OUR DRAFT PLAN TODAY. WE'RE ALSO GOING TO BE DOING THE SAME WITH OUR MPO BOARD AND CAC IN MAY. AND WITH YOUR ENDORSEMENT, WHAT WE'LL BE ABLE TO DO IS THEN GO OUT TO EACH ONE OF Y'ALL TO GET RESOLUTIONS OF SUPPORT FOR THOSE PROJECTS THAT MADE THE DRAFT COST FEASIBLE, PLAN SO THAT WE CAN MAKE IT WHOLE. WHAT WE WOULD LIKE TO DO IN THE SUMMERTIME, IN ADDITION TO OUR RESOLUTIONS OF SUPPORT, IS POTENTIALLY MEET WITH EVERY ONE OF Y'ALL SO THAT WE CAN WALK THROUGH THE PROJECTS THAT MADE THE DRAFT PROCESS FEASIBLE. PLAN. MAYBE EXPLAIN WHY SOME OF THE PROJECTS DID NOT MAKE THE DRAFT COST FEASIBLE PLAN, BUT THEN ALSO SET EXPECTATIONS OF WHAT IT IS THAT WE'RE GOING TO BE ASKING FOR FOR THOSE RESOLUTIONS OF SUPPORT. SO KIND OF LIKE WHAT WE DID AT THE BEGINNING WITH OUR CALL FOR PROJECTS. THIS IS GOING TO BE LIKE THE THE END SIDE. IT'S LIKE WE MET TO TALK ABOUT PROJECTS AT FIRST. NOW WE'RE GOING TO TALK ABOUT LANDING THOSE PROJECTS. SO STAY TUNED FOR AN EMAIL FROM ME ASKING FOR ALL OF THAT. SO YEAH, THE SUMMER WILL GO FOR SUPPORT. AND YOU'VE SEEN THIS SLIDE BEFORE. HOPEFULLY WE'LL GET ADOPTION OF MTP IN JANUARY OF THIS YEAR. AND I'M HERE FOR ANY QUESTIONS. YOU CAN TALK ABOUT ANY OF THE PROJECTS. I'LL TRY TO ANSWER THEM. OR IF YOU'D LIKE TO SET UP A MEETING WITH ME, I WILL GLADLY WALK THROUGH ALL OF THEM WITH YOU. THANK YOU. THANK YOU CHRISTOPHER. ANY QUESTIONS? EVERYBODY WENT TO YOU BEFOREHAND. I HAVE HAD A LOT OF CORRESPONDENCE WITH A LOT OF Y'ALL WITH THE LAST TWO MONTHS, SO THANK YOU FOR BEING VERY ACTIVE. YES. AND I WAS ONE OF THOSE PEOPLE. SO I APPRECIATE ALL YOUR ANSWERS. AND IF I HAD BEEN PATIENT, YOU WOULD HAVE ANSWERED SOME OF THEM IN THIS PRESENTATION. BUT NO QUESTIONS. WELL. THAT'S GOOD. DON'T LET ME DOWN. EVERYBODY SUPER HAPPY WITH ALL THEIR PROJECTS IN THERE. LOOKS GOOD. CAN YOU TALK ABOUT SUN TRAIL, I KNOW WE'VE HAD THAT CONVERSATION. SOME CITIES HERE HAVE POTENTIAL LINKS IN THE SUN TRAIL SYSTEM AND HOW THAT WORKS WITH THE MTP, AND WHAT WE'D HAVE TO DO TO KIND OF BE INVOLVED. I DON'T KNOW IF I'M THE BEST PERSON TO TALK ABOUT CENTRAL, BUT I CAN TALK ABOUT IT IN REGARDS TO THE 2015 MVP. SO FOR IT TO HAVE ENTERED INTO OUR PLAN, IT WOULD HAVE HAD TO HAVE GONE THROUGH THE CALL FOR PROJECTS PROCESS. I KNOW THAT YOU HAD SUBMITTED QUITE A FEW PROJECTS. A LOT OF THEM WERE LIKE, I DON'T WANT TO SAY DISGUISED, BUT THEY WERE, THEY WERE, THEY WERE SHOWN AS EITHER WATER TRAIL OR THE NEIGHBORHOOD MOBILITY PROJECTS. FOR US TO BE ABLE TO INCLUDE INTO THE PROJECT, IT NEEDS TO BE SOMETHING THAT HAS A GOOD SCOPE OF WORK. IT HAS CLEAR LIMITS, AND MOST IMPORTANTLY, IT NEEDS TO BE FEDERALLY ELIGIBLE. SO IT NEEDS TO BE ON THE FEDERAL AID NETWORK FOR US TO INCLUDE IT INTO THE PROJECT AND TO INTO THE PLAN. BECAUSE IF IT'S NOT, THEN WE CAN'T ASSIGN FUNDS TO IT. SO I DON'T KNOW THE FULL LIMITS OF THE SUN TRAIL MYSELF, I DON'T. [00:15:05] BUT IF I DON'T KNOW IF YOU WANT TO HELP ME OUT HERE, I DON'T KNOW. I DON'T KNOW MORE ABOUT THE SUN TRAIL. OKAY. THAT'S THAT WOULD BE THE PROCESS OF GETTING INTO THE FTP, IS THAT IT WOULD HAVE TO BE FEDERALLY ELIGIBLE, AND IT WOULD HAVE TO HAVE GOOD SCOPE AND LIMITS. OKAY. AND THEN I NOTICED FOR OUR LAUDER TRAIL, ONE SEGMENTS IN THE COST FEASIBLE, THE OTHERS ARE IN THE UNFUNDED. SO WOULD THAT BE CONSIDERED STILL CONSIDERED IN THE PLAN RIGHT. YEP. YEAH. SO THE UNFUNDED LIST. SO THAT'S GOING TO BE SOMETHING THAT WE'RE GOING TO SEE LATER ON THIS YEAR IS THAT WE'RE GOING TO PUT ALL OF THE PROJECTS THAT DID NOT MAKE IT ONTO OUR COST FEASIBLE LIST, AND THAT SURVIVED THOSE VETTING ROUNDS OF ELIGIBILITY. THEN THOSE WILL END UP ON THE FUNDED LIST. SO THEY'LL STILL BE REPRESENTED WITHIN OUR DOCUMENT. OKAY. THANK YOU. AND WE HAVE A VIRTUAL RAISED HAND. YES. WE HAVE A MEMBER OF THE PUBLIC WHO HAS A QUESTION. THAT'S WALLY, BLAINE, BLAINE. WALLY, IF YOU CAN UNMUTE YOURSELF, PLEASE. OH. HI. GOOD AFTERNOON. THIS IS WALLY BLAIN WITH BENESCH. CAN YOU ALL HEAR ME? YES WE CAN. YEAH. SO I APOLOGIZE FOR JUMPING IN. WE'RE THE CONSULTANT THAT'S BEEN HELPING CHRISTOPHER AND THE TEAM OUT WITH THE MDP. SO I JUST WANTED TO ADD A LITTLE ADDITIONAL CONTEXT TO THE SUN TRAIL FUNDING. ONE OF THE THINGS CHRISTOPHER TALKED ABOUT WAS THE AVAILABILITY OF REVENUES. SO THE SUN TRAIL PROGRAM IS NOT A REVENUE THAT IS ALLOCATED DIRECTLY TO ANY ONE URBANIZED AREA, BUT IT'S A STATEWIDE COMPETITIVE GRANT PROGRAM, FUNDING BASED ON NEED AND PRIORITIZATION OF THE CENTRAL PROGRAM. SO IT'S ONE OF THOSE REVENUE SOURCES THAT WE KNOW WILL LIKELY COME TO AREAS THAT HAVE SEGMENTS OF THE SUN TRAIL, BUT THERE'S NOT A DEDICATED DOLLAR AMOUNT ALLOCATION FOR THE BROWARD MPO TO CONSIDER FOR PROJECT. SO IT BECOMES MORE OF THAT ILLUSTRATIVE PART OF THE PLAN, WHERE IF THERE ARE REVENUES THAT BECOME AVAILABLE IN THE FUTURE, THOSE PROJECTS CAN BE ADDED. SO HOPEFULLY THAT ADDS A LITTLE BIT OF ADDITIONAL CONTEXT AS WELL. YES, ABSOLUTELY. VERY HELPFUL. THANK YOU. THANK YOU WALLY. ANY OTHER QUESTIONS? NO. EXCELLENT. SO WE'LL CALL FOR A MOTION TO RECOMMEND THAT THE MPO ENDORSE THE ROUTE TO 2050 MTP DRAFT COST FEASIBLE PLAN. MOTION WAS MADE BY NATALIE, SECONDED BY MAQSOOD. ANY COMMENTS? SPEAK NOW OR FOREVER. HOLD YOUR PEACE FOR THE NEXT 20 YEARS. FIVE YEARS, FIVE YEARS. FIVE YEARS. OKAY. SEEING NO COMMENTS, I'LL CALL FOR A VOTE. AND MOTION PASSES. THANK YOU ALL SO MUCH. CONGRATULATIONS. THANK YOU. AND STAY TUNED FOR AN INTERACTIVE MAP THAT WE'LL PROBABLY TALK ABOUT AT NEXT MEETING, SO THAT YOU CAN TELL EVERYONE TO LEAVE COMMENTS ON THE PROJECTS. THANK YOU. THANK YOU. OUR NEXT ACTION ITEM ON THE AGENDA IS THE MOTION TO RECOMMEND THE UPWP WE HAVE MR. [2. MOTION TO RECOMMEND BROWARD MPO APPROVE the MPO's Fiscal Year (FY) 2024/25 - FY 2025/26 Unified Planning Work Program (UPWP)/Budget for Submittal to Funding Agencies for Approval] EMA. THANK YOU CHAIR WARFEL, MEMBERS OF THE TAC, GOOD TO SEE YOU. SO, KALIMA BERN, MPO STAFF, YOU MIGHT REMEMBER I CAME TO YOU. THERE WE GO. I CAME TO YOU A MONTH OR SO AGO WITH OUR DRAFT UPWP. SO I'M BACK AGAIN. SINCE THE INITIAL ORIGINAL DRAFT WENT OUT, WE'VE OBVIOUSLY MADE SOME SMALL TWEAKS AND CHANGES, AND WE'VE GOTTEN THE FEDERAL AND STATE COMMON SENSE. SO I'M JUST REALLY HERE TO JUST GIVE YOU I HAVE ONE SLIDE, JUST GIVE YOU A BRIEF UPDATE ON WHAT'S CHANGED AND WHAT'S HAPPENED SINCE YOU LAST SAW THE DOCUMENT. SO. OF COURSE, YOU KNOW, THE UPWP PROCESS. THERE'S ALWAYS LITTLE ADJUSTMENTS AND THINGS WE'RE MAKING UP UNTIL THE FINISH. AND THAT'S KIND OF HOW IT ALL. THAT'S ALWAYS HOW IT IS. HOWEVER THERE ARE A COUPLE OF BIGGER ITEMS THAT I WANTED TO BRING TO YOUR ATTENTION. GOOD, GOOD ONES. AND SO WE HAD TO INCLUDE BECAUSE WE WERE AWARDED TWO GRANTS, THE SMART GRANT FOR $2 MILLION. SO THAT'S NOW BEEN INCLUDED IN TASK THREE. RIGHT NOW IN THE DRAFT, WE ALSO RECEIVED THE RECONNECTING COMMUNITIES GRANT, AND THAT ONE IS 1.875 MILLION. SO YOU'LL FIND THAT IN TASK FOUR. SO THOSE WERE BIG CHANGES. WE HAD TO WORK THOSE INTO THE BUDGET, OBVIOUSLY. WE ALSO DECIDED SOME SMALLER THINGS TO TAKE CARE OF SOME OF OUR IT EQUIPMENT PURCHASES. SO COMING UP IN THE NEXT MAY EXECUTIVE COMMITTEE, WE'RE GOING TO BE TAKING CARE OF SOME OF THOSE. SO YOU'LL FIND IN TASK ONE, THERE ARE SOME OF THOSE TAKEN OUT OF THERE. ALSO IN TASK SEVEN, WHICH IS PUBLIC INVOLVEMENT. WE HAD A BUNCH OF CONSULTANT ACTIVITIES. WE JUST CONSOLIDATED THOSE AND TRIED TO STREAMLINE THAT TASK A LITTLE BIT MORE. BUT OF COURSE, THE BIG THING IS THE STATE AND FEDERAL REVIEW COMMENTS. SO THOSE CAME LAST MONDAY, TWO DAYS BEFORE WE HAVE TO MAIL OUT FOR THIS THIS MEETING TODAY. SO IT'S ALWAYS A BIT OF A SCRAMBLE. IT'S JUST THE WAY THE SCHEDULE IS. AND WE DON'T REALLY HAVE CONTROL OVER THAT. [00:20:01] BUT WE'VE TRIED TO ADDRESS THOSE AS QUICKLY AS POSSIBLE. SO WE'D BE READY FOR THIS MEETING HERE. SO YOU'LL FIND THAT IN APPENDIX I BELIEVE IT'S APPENDIX B. ALL OF THE FHWA AND FTA, THEY DO A JOINT COMMENT FORM. AND THEN THERE'S THE FDOT COMMENTS RIGHT AFTER THAT. SO YOU'LL SEE ALL OF THAT IN OUR RESPONSES. A LOT OF IT'S THE USUAL STUFF WE SEE EVERY YEAR, YOU KNOW, CHANGE THIS NUMBER, PUT THIS FORM IN ONCE YOU GET IT BEFORE THE FINAL SUBMISSION, ETC.. AND OF COURSE, MY FAVORITE, YOU KNOW, INCLUDE THE COMMENTS, WHICH THEY'RE IN THERE NOW. SO OTHER THINGS THAT WE HAD TO DO THIS TIME, THE TRAVEL POLICY. SO WE BASICALLY UTILIZE THE FDOT TRAVEL POLICY. HOWEVER THERE'S A COUPLE EXCEPTIONS TO OURS THAT WE USE. SO THEY WANTED TO SEE THAT IN THERE, ALONG WITH THE BOARD APPROVAL FOR OUR OUR SLIGHTLY DIFFERENT TRAVEL POLICY. SO THAT'S IN APPENDIX H. THAT'S A NEW APPENDIX. WE ALSO HAD TO CHANGE SOME OF THE LANGUAGE JUST WITH ALL THE TALK GOING ON ABOUT AIR QUALITY STANDARDS AND NONATTAINMENT. SO BASICALLY THE COMMENT TO US WAS, ARE YOU, YOU KNOW, AWARE OF THAT AND IN DISCUSSIONS AND PREPARING YOURSELF IF AND WHEN THAT OCCURS IN BROWARD COUNTY. SO WE DID UPDATE THAT LANGUAGE THERE AND JUST MADE A NOTE OF THAT, THAT WE'RE DISCUSSING IT WITH OUR PARTNERS OVER AT THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL YOU KNOW, MIAMI DADE AND PALM BEACH, ETC.. AS WELL AS WE HAVE, YOU KNOW, STAFF WHO ARE STARTING TO GET TRAINED IN, IN AREAS LIKE GREENHOUSE GAS EMISSIONS. PETER, GUYS JUST GOT BACK FROM DENVER TO A SEMINAR UP THERE ABOUT THAT. SO THAT WAS BASICALLY OUR RESPONSE AND SOME EXAMPLES OF WHAT THE COMMENTS ARE. BUT YOU CAN READ THEM IN THEIR ENTIRETY THERE AND IN APPENDIX B. SO THAT'S REALLY IT. AS FAR AS CHANGES NEXT STEPS WOULD BE JUST WE ARE GOING TO TAKE THIS TO OUR BOARD MAY 9TH. AND THAT ONCE THEY APPROVE IT, THAT'S OUR FINAL ACTION THAT WE'RE GOING TO BE TAKING. AFTER THAT, IT'S DUE TO THE STATE AND THE FEDS. ONCE AGAIN, BY MAY 15TH, THEY'RE GOING TO DO A SECOND ROUND OF CHECKING OUR RESPONSES, MAKING SURE THAT WE'VE SATISFACTORILY ADDRESSED ALL THE THE COMMENTS THAT THEY HAD SUBMITTED TO US. AND THEN ONCE EVERYTHING IS SAID AND DONE, IT'LL BE GOING INTO EFFECT JULY 1ST, 2024. SO THAT IS MY MY BIG UPDATE HERE. SO I WILL HAND IT BACK OVER TO YOU, CHAIR WARFEL. THANK YOU. THANK YOU CARL. ANY COMMENTS ON THE UPWP? NO. LOTS OF INTERESTING STUFF THERE. EXCITING OVER THE NEXT COUPLE OF YEARS AND THE STUFF YOU GUYS ARE GOING TO BE WORKING ON. SEEING NO COMMENTS, I WILL CALL FOR A MOTION TO RECOMMEND THAT THE BROWARD MPO APPROVE THE MPOS FISCAL YEAR 2024/25 TO 25 TO 26 UNIFIED PLANNING WORK PROGRAM BUDGET FOR SUBMITTAL TO FUNDING AGENCIES FOR FINAL APPROVAL. MOTION WAS MADE BY MAQSOOD, SECONDED BY RICHARD. ANY COMMENTS? AND ON THE MOTION? NO. SEEING NONE, WE'LL CALL FOR A VOTE TO RECOMMEND THAT THE BOARD APPROVE. JUST WAITING ON. WE'RE GOOD. OKAY. MOTION CARRIES. THANK YOU. EXCITING STUFF. SETTING THE STAGE FOR OUR NEXT COUPLE OF YEARS. [1. DRAFT Fiscal Year (FY) 2025 Multimodal Transportation Priorities List (MMPL)] NEXT WE WILL MOVE ON TO OUR NON ACTION ITEMS. THE FIRST IS OUR DRAFT FY 25 MULTI-MODAL TRANSPORTATION PRIORITIES. WITH DOCTOR CHAN. IS THAT ALL? THANK YOU, MADAM CHAIR. COMMITTEE MEMBERS. GOOD AFTERNOON. I'M TIFFANY CHAN WITH BROWARD MPO. IT'S TIME OF THE YEAR TO PROCESS MULTI-MODAL PRIORITY LIST IN THE ANNUAL ROUTINE PROCESS FOR THE BROWARD MPO. YOU MAY WONDER WHAT IS A MULTIMODAL TRANSPORTATION PRIORITY LIST. SO IPL INCLUDES PRODUCTS IN NUMERICAL ORDER AND I'VE THAT USE THIS IPL TO PROGRAM THOSE PRODUCTS IN THE DRAFT TENTATIVE WORK PROGRAM. AND THE BROWARD MPO USE THE DRAFT TENTATIVE WORK PROGRAM TO PRODUCE TIP. TODAY, I'M PRESENTING A 2025 DRAFT MULTI-MODAL TRANSPORTATION PRIORITY LIST. THIS PRIORITY LIST WILL BE USED TO PRODUCE DRAFT WORK PROGRAM AND THE TRANSPORTATION IMPROVEMENT PROGRAM FOR 2026 TO 2030. WHO? SORRY, I WAS WRONG BUTTON. [00:25:05] YOU MIGHT HAVE SEEN THE BROWARD APPLE'S CORE PRODUCTS, FOR MANY TIMES. THE MPL IS ONE OF THE CORE PRODUCTS. THIS SLIDE SHOWS BROWARD IMPULSE PLANNING PROCESS. PRODUCTS IN THE METROPOLITAN TRANSPORTATION PLAN, MOVED TO MPO AND THEN MOVED TO FDA'S DRAFT TENTATIVE WORK PROGRAM AND THEN MOVED TO THE TIP FOR IMPLEMENTATION. THIS YEAR, WE USED THE 2045 MTP TO PREPARE THE MPO. THIS LAST YEAR WE USED THIS MTP. THE NEXT YEAR WE ARE GOING TO USE 2050 MTP TO PREPARE THE MPO. JUST A MOMENT AGO, CHRIS HARPER PRESENTED THE COST FEASIBLE PLAN WILL BE USED FOR THIS FOR THE NEXT YEAR MPO. THIS MPO WILL BE. ON THE BOARD MEETING JUNE FOR APPROVAL. AND THE I'VE THAT WILL RELEASE DRAFT TENTATIVE WORK PROGRAM INFO. AND THE TIP WHICH USED THIS MMPO WILL BE RELEASED NEXT APRIL, AND THE NEXT YEAR, JULY WILL APPROVAL FOR THE BOTH. THE MMPO SERVES AS BRIDGE BETWEEN TRANSPORTATION IMPROVEMENTS AND METROPOLITAN TRANSPORTATION PLAN. THE MMPO IS ORGANIZED BY MPP FUNDING PROGRAMS. THE MMPO TRACKS FUNDS BY FAITH FUNDING SOURCE AND FUNDING PROGRAMS. IN ADDITION TO THAT, THE MMPO ALSO MONITORS PROJECT PROGRAM READINESS. PRODUCTS MEANS FOUR CRITERIAS, ON THIS SLIDE. WE CALL THE PRODUCT PROGRAM READY. PROGRAM READY PROJECT HAS TO HAVE A CLEAR SCOPE OF WORK. SUPPORT OF RESOLUTION FROM ALL PARTIES ASSOCIATED WITH THIS PROJECT. GOOD COST ESTIMATE AND PARTNER COLLABORATION. THE MMPO ARE ORGANIZED BY SIX FUNDING PROGRAM. THOSE FUNDING PROGRAM WAS APPROVED IN 2045 MTP. THOSE PERCENTAGE IS USED TO ALLOCATE BROWARD MPOS ATTRIBUTABLE FUNDS AMONG SIX FUNDING PROGRAMS. LET'S TAKE A LOOK AT THE MMPO FOR THIS. THE MMPO INCLUDE 104 PROJECTS. THIS SLIDE SHOWS THE NUMBER OF PROJECTS BY FUNDING PROGRAM. THIS SLIDE SUMMARIZES UNFUNDED AMOUNT BY FUNDING, PROGRAM AND OWNERSHIP. IN SUMMARY, TO COMPLETE PROJECTS ON LOCAL ROADS NEEDS ABOUT $579 MILLION. ADDITIONAL FUNDS TO COMPLETE PROJECTS ON STATE ROAD NEEDS ABOUT $1.7 BILLION ADDITIONAL FUNDS. SUPPORT STAFF ALSO MONITORS PROJECT PROGRESS. THIS SLIDE SHOWS THE NUMBER OF FULLY FUNDED PROJECTS. WHAT IS FULLY FUNDED PROJECTS? ALL FUNDS FOR PROJECTS HAS BEEN PROGRAMED IN THE MOST RECENT WORK PROGRAM OR THE TIP. NO ADDITIONAL FUNDS NEEDED. WE CALL THE PROJECT FULLY FUNDED AND GRADUATED FROM THE MMPO. SO ALL PROJECT PRIORITIES FOR ALL PRODUCTS REMAIN IN THE MMPO. [INAUDIBLE] THERE ARE 13 PROJECTS GRADUATED FROM THE MMPO. FOR DETAILED INFORMATION, PLEASE REFER TO THE ATTACHMENT TO. THIS MMPO ALSO INCLUDED TURNPIKE PRIORITIES. TURNPIKE PRIORITY IN THE LAST SECTION OF THE MMPO. THE MMPO YOU CAN FIND IN THE ATTACHMENT ONE AND ALSO IN OUR MPO WEBSITE. WEBSITE. MPO STAFF AND THE TURNPIKE STAFF ARE HERE TO ADDRESS QUESTIONS. EXCELLENT. THANK YOU. ANY QUESTIONS ON THE MMPO? [00:30:01] WE'LL START OUR PROCESS FOR NEXT YEAR. SO SEEING NONE, EASY CROWD TODAY. EXCELLENT. THANK YOU. THIS MMPO WILL GO BACK TO THIS COMMITTEE MEETING NEXT MONTH FOR APPROVAL. SO BETWEEN NOW AND NEXT MEETING, TAKE A LOOK AT IT IF YOU HAVE ANY QUESTIONS, BECAUSE WE'LL BE VOTING AT THE NEXT MEETING FOR THAT. OUR NEXT NON ACTION ITEM IS THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES. [2. Complete Streets and Other Localized Initiatives (CSLIP) Cycle 9 Update] CYCLE NINE UPDATE. MISS MCNEIL IS HERE TO GIVE US THAT PRESENTATION. HELLO. THANK YOU, MADAM CHAIR. GOOD AFTERNOON. MY NAME IS CARRIE MCNEIL. I'M WITH THE BROWARD MPO, AND I'M HERE TODAY TO PRESENT TO YOU THE NON-ACTION ITEM REGARDING THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM, BETTER KNOWN AS CSLIP. IS THIS WORKING? PERFECT. OKAY, SO JUST A REMINDER THAT CSLIP PROVIDES FUNDING FOR SMALL LOCAL TRANSPORTATION PROJECTS WHICH IMPROVE THE SAFETY AND MOBILITY FOR ALL TRANSPORTATION USERS IN BROWARD. IT'S A COMPETITIVE GRANT PROGRAM. WE CAN FUND PROJECTS SUCH AS COMPLETE STREETS PROJECTS, TRAFFIC CALMING, INTERSECTION IMPROVEMENTS, ADA UPGRADES, MOBILITY HUBS, BIKE RACKS, AND TECHNOLOGY ADVANCEMENTS SUCH AS TRANSIT SIGNAL PRIORITY AND TRAFFIC CONTROL DEVICES. SO TODAY IT'S A RATHER QUICK PRESENTATION. JUST WANTED TO COME TO YOU WITH A REMINDER OF THE CSLIP POLICY CHANGES. THEN WE'RE GOING TO MOVE INTO CYCLE NINE IMPORTANT DATES, AND THEN LASTLY, CSLIP MOVING FORWARD. SO THE BOARD APPROVED CSLIP POLICY CHANGES BACK IN JULY OF 2023. SO JUST A REMINDER THAT THOSE BOARD APPROVED CSLIP POLICY CHANGES APPLY TO CYCLE NINE. AND THEN FOR YOUR REFERENCE, IF YOU'D LIKE TO REVISIT THOSE CHANGES YOU CAN VISIT THE MPOS AGENDAS AND MINUTES WEB PAGE TO REVIEW. IT WAS ACTION ITEM NUMBER TWO FROM THAT JULY BOARD MEETING LAST YEAR. AND THEN THE FOLLOWING SLIDES JUST PROVIDE A SUMMARY OF THE APPROVED CHANGES. SO JUST TO BE CLEAR THESE ARE CHANGES. I'M NOT BRINGING ANY NEW CHANGES TODAY. JUST TO REMIND YOU OF THE ONES THAT WERE APPROVED LAST SUMMER THAT THE BOARD, WHEN THEY APPROVED THEM IT WAS WITH THE CONDITION THAT THEY, THEY NOT TAKE EFFECT IN CYCLE EIGHT THAT THEY DON'T, THAT THEY TAKE EFFECT FOR CYCLE NINE. SO CYCLE NINE IN APPLICATIONS WILL BE ACCEPTED THIS CALENDAR YEAR. NEW APPLICATIONS WILL BE ACCEPTED THIS CALENDAR YEAR. SO THAT'S WHY WE'RE COMING TO YOU WITH JUST A QUICK REMINDER THAT THE FOLLOWING POLICIES ARE IN EFFECT. SO THE UPDATED POLICY NUMBER ONE IS THAT THE APPLICATION, THE CAP FOR CONSTRUCTION FOR A NEW APPLICATION IS NOW $4 MILLION. IT USED TO BE THREE. SO JUST REMEMBER REMINDER THAT YOU CAN REQUEST UP TO $4 MILLION IN CONSTRUCTION FUNDS FOR SEASONAL PROJECTS. AND THEN THE SECOND IS THAT THE MINIMUM IS NOW $750,000. IT USED TO BE 500,000. SO IT IS NOW 750 FOR PER PROJECT. CONSTRUCTION COSTS ONLY. AND THEN I'M NOT GOING TO READ THROUGH THE WHOLE POLICY UPDATED POLICY NUMBER THREE. BUT I WILL JUST SAY THAT THIS WAS UPDATED JUST TO BE CONSISTENT WITH THE ABOVE MENTIONED CHANGES. SO BASICALLY, I THINK ALL THAT WAS DONE WAS THAT THE 3 MILLION WAS CHANGED TO 4 MILLION. THE FOURTH WAS THAT ALL APPLICATIONS ARE SUBJECT TO COMPLETENESS REVIEWS BASED ON THE APPROVED POLICIES AND REQUIRED APPLICATION DOCUMENTATION FOUND IN THE APPLICATION CHECKLIST ON THE PROGRAM WEBSITE. INCOMPLETE APPLICATIONS WILL NOT ADVANCE THROUGH THE OBJECTIVE RANKING FOR MPO BOARD APPROVAL. SO THE WE JUST ADDED THAT THE APPLICATION REQUIRED APPLICATION DOCUMENTATION IS FOUND ON THE APPLICATION CHECKLIST ON THE PROGRAM WEBSITE. THAT WAY WHEN YOU READ THIS POLICY, YOU KNOW WHERE TO FIND THOSE REQUIRED DOCUMENTS. NUMBER FIVE. THIS ONE WAS MODIFIED SLIGHTLY. SO JUST TO REMIND YOU THAT APPLICANTS WILL RECEIVE A TWO TIME POINT DEDUCTION OF 20% OFF THE TOTAL AMOUNT AVAILABLE ON A FUTURE APPLICATION. IF THEY DEFAULT ON ANY LAP ADMINISTRATIVE PROJECT THROUGH CSLIP. AND THEN APPLICANTS WILL RECEIVE A ONE TIME POINT DEDUCTION OF 20% OFF THE TOTAL AMOUNT AVAILABLE ON A FUTURE APPLICATION, IF THEY REMOVE A CSLIP FROM THE TIP PRIOR TO ENTERING INTO A LAP AGREEMENT. AND THEN THIS SO THAT THOSE POLICIES WERE MODIFIED A BIT. AND THEN THE LAST PART HERE WAS NEW. SO THAT THE MPO ENCOURAGES APPLICANTS TO PURSUE BOTH SURGE TAX AND CSLIP FUNDS. THEREFORE, EXEMPTIONS FOR PROJECTS AWARDED TRANSPORTATION SURTAX FUNDS, WHICH DELIVER A SIMILAR PROJECT TO THE SIZE OF APPLICATION, MAY APPLY. AND BUT THIS POLICY SHALL NOT BE APPLIED RETROACTIVELY. [00:35:01] AND THEN LAST TWO ANY REQUESTS BY THE APPLICANT FOR A CHANGE IN PROJECT SCOPE WHICH RESULTS IN A CHANGE IN BUDGET OF MORE THAN 30%, WOULD REQUIRE APPROVAL FROM THE MPO BOARD. SO JUST A QUICK EXPLANATION OF THIS ONE. SO IF THIS IS A REFERRING TO PROJECTS THAT HAVE ALREADY BEEN RANKED, PRIORITIZED AWARDED, AND THEN THE LOCAL AGENCY COMES TO US AND SAYS WE WANT TO CHANGE THE PROJECT SCOPE. WE TAKE A LOOK AND SEE IF THAT CHANGE WOULD AFFECT THE BUDGET, EITHER INCREASING IT OR DECREASING IT BY MORE THAN 30%. WE'D HAVE TO TAKE THAT TO THE BOARD. THEN LASTLY THIS IS JUST THIS IS JUST AN INFORMATIVE POLICY. APPLICANTS MAY UTILIZE THE METRO TRANSPORTATION ENGINEERING AND CONSTRUCTION COOPERATIVE TO DELIVER CSLIP PROJECTS THROUGH THE LOCAL AGENCY PROGRAM PROCESS. SO THAT WAS A NEW, NEW POLICY. AND SO THIS IS NOT THE FULL, COMPLETE LIST OF CSLIP POLICIES. THE FULL LIST IS AVAILABLE ON OUR CSLIP WEBSITE IF YOU WANT TO VIEW IT, BUT THESE WERE JUST THE ONES WE WANTED TO TOUCH ON TODAY. SO AGAIN, THE FULL LIST OF CSLIP POLICIES IS AVAILABLE ON OUR WEBSITE. AND THE UPDATED POLICIES ARE UP THERE. OKAY. SO IMPORTANT DATES. WE'RE GOING TO START EVEN EARLIER THIS YEAR THAN LAST YEAR. WE'RE PLANNING TO HOLD PRE-APPLICATION MEETINGS APPROXIMATELY STARTING ABOUT ONE MONTH FROM NOW, THE END OF MAY. IT'S LOOKING AT THE LAST WEEK OF MAY AND PROBABLY THE FIRST COUPLE OF WEEKS OF JUNE. SO WE'RE GOING TO HAVE A WINDOW OF TIME. WE'RE GOING TO REACH OUT TO TO THE, TO OUR ATTACK AND TO OUR LOCAL AGENCIES AND OFFER THE OPPORTUNITY TO REQUEST A TIME SLOT FOR A PRE-APPLICATION MEETING IN MAY AND JUNE OF THIS YEAR. AND THEN THE ANNUAL APPLICATION WORKSHOP IS ANTICIPATED TO BE HELD MAY 22ND AFTER THE TAC MEETING. AND THEN THE APPLICATION DEADLINE FOR CSLIP CYCLE NINE ON FISCAL YEAR 2025. I WILL BE SEPTEMBER 4TH, 2024. SO AGAIN, WE ARE STARTING THE WHOLE PROCESS SIGNIFICANTLY EARLIER THIS YEAR STARTING WITH THOSE PRE-APPLICATION MEETINGS AND THEN LOOKING AT A SEPTEMBER DEADLINE AND QUICK REMINDER AT THE BOTTOM THAT PRE-AP MEETINGS ARE REQUIRED. IF YOU'RE GOING TO SUBMIT A CSLIP APPLICATION YOU'RE REQUIRED TO MEET WITH, WITH OUR STAFF. LAST SLIDE. MOVING FORWARD WE ANTICIPATE SOME PROGRAM CHANGES IN 2025 AFTER THE 2050 MTP IS ADOPTED. AND THEN WE ALSO ANTICIPATE STAFF WILL ANTICIPATE SKIPPING A CYCLE OF ACCEPTING ANY NEW CSLIP PROJECT APPLICATIONS IN CALENDAR YEAR 2025. SO NEXT YEAR, CYCLE NINE IS STILL OCCURRING AS USUAL. YOU KNOW, THIS YEAR WE'RE GOING TO ACCEPT APPLICATIONS, BUT NEXT YEAR, YOU KNOW, EXPECTED THERE LIKELY BE YOU KNOW, WELL, IF YOU SKIP THIS CYCLE IN ORDER TO WORK ON THOSE PROGRAM CHANGES. THEN IMPORTANT DATES AND DEADLINES WILL BE POSTED ON THE CSLIP WEB PAGE. AND THAT'S IT FOR ME. SO IF YOU HAVE ANY QUESTIONS, I'M HERE. WE HAVE A FEW QUESTIONS. THANK YOU. MICHAEL. GOOD AFTERNOON. THANK YOU, MADAM CHAIR. A QUICK QUESTION ON POLICY NUMBER SEVEN. AND IF IF YOU'RE UNABLE TO ANSWER THAT TODAY, IF YOU COULD PROVIDE SOME SORT OF CLARITY ON ON POLICY NUMBER SEVEN. THE CITY OF COCONUT CREEK IS PROUD TO BE SUPPORTING MTECH. WE'VE GONE THROUGH THAT PROCESS. WHAT? I HAVE HEARD THAT THE LOCAL AGENCY RECEIVING THE FUNDING STILL IS REQUIRED TO BE LAPSE CERTIFIED. EVEN THOUGH WE WOULD BE USING MTECH TO HELP DELIVER THE PROJECT. CAN CAN YOU JUST PROVIDE SOME CLARITY ON THAT OR RESEARCH TO MAKE SURE THAT THAT MAY OR MAY NOT BE THE CASE? SO YOU KNOW, FOR US GOING FORWARD, WE IF THAT'S THE CASE AND AND THEN. YOU KNOW, AS ONE OF THE SMALLER LOCAL AGENCIES. WE JUST NEED TIME IN ORDER TO MAKE THE LAP CERTIFICATION IN SYNC WITH A A PROJECT THAT REQUIRES LAP CERTIFICATION. SO. OKAY. IF THE QUESTION IS DOES THE CITY STILL HAVE TO PROVIDE A STAFF MEMBER THAT IS LAP CERTIFIED, EVEN IF THEY'RE USING MTECC? THAT'S CORRECT. OKAY. I JUST WANT TO MAKE SURE. SO. AND THIS IS, I BELIEVE, A POLICY THAT STATES THAT THE RESPONSIBLE CHARGE THAT FDOT REQUIRES, THAT THE RESPONSIBLE [00:40:02] CHARGE BE A FULL TIME MEMBER OF A FULL TIME, YOU KNOW, CITY STAFF EMPLOYEE AND NOT A, YOU KNOW, A CONSULTANT OR ANYTHING. SO I KNOW THAT THE RESPONSIBLE CHARGE NEEDS TO BE A CITY STAFF PERSON. NOW, WHETHER OR NOT THAT CITY STAFF NEEDS TO BE LAPSED, CERTIFIED, AND THEY CANNOT USE THE MTECC REPRESENTATIVE, I'M NOT 100% SURE. I BELIEVE THE ANSWER IS YES, BUT I THINK I MIGHT WANT TO GET BACK TO YOU AND TALK TO FDOT TO CLARIFY THAT. YEAH. IF IF AT THE NEXT MEETING, IF, IF SOMEBODY OR BILL OR SOMEBODY COULD JUST ANSWER THE QUESTION, I THINK THAT WOULD HELP US HERE AT THE CITY OF COCONUT CREEK. SO. OKAY, YOU WANT TO SAY ANYTHING. THERE WE GO. THROUGH THE CHAIR. SO THANK YOU FOR THE QUESTION. AND THANKS FOR BEING A MEMBER OF MTECC. SO YOU KNOW THAT ORGANIZATION IS STILL NEW AND STANDING UP. SO THESE ARE TOPICS AND ISSUES THAT WE'RE WORKING HARD WITH FDOT TO KIND OF PLOW THROUGH. FDOT HAS TAKEN A VERY CONSERVATIVE APPROACH. I KNOW WE JUST CAME IN WITH WITH OUR MTECC EXECUTIVE DIRECTOR, BUT I GUESS THAT WAS THE BOARD AND NOT HERE. SO YOU KNOW, I DON'T, I GUESS. DOES ANYBODY REMEMBER? YOU DON'T REMEMBER THAT? I GUESS HE DIDN'T COME HERE. SO. YEAH. YOU KNOW, I THINK IT'S TIME TO BRING LOWELL CLARY IN TO KIND OF, LIKE, TALK TO YOU ABOUT WHERE WE ARE WITH, WITH THE REQUIREMENTS. BUT THE CITIES DO STILL HAVE, YOU KNOW, THEY STILL HAVE AN IMPORTANT ROLE TO PLAY, EVEN IF MTECC IS PROVIDING ALL THE TECHNICAL SUPPORT. SO IF, YOU KNOW, I THINK IF THERE'S INTEREST, LET ME GO AHEAD AND CUE UP LOWELL AND SEE IF WE CAN GET HIM ON A FUTURE AGENDA SO HE CAN COME IN AND GIVE YOU KIND OF THE LATEST WHERE WE STAND. I WILL TELL YOU, BECAUSE I'VE BEEN THERE SINCE THE BEGINNING OF MTECC. THE INTENT ABSOLUTELY IS TO GET MTECC LAP CERTIFIED MOVING FORWARD SO THAT WE CAN ELIMINATE A LOT OF WHAT IS, YOU KNOW, KIND OF, IN OUR VIEW, REDUNDANT PAPERWORK. BUT AGAIN, I THINK, YOU KNOW, D.O.T. AND ALL FAIRNESS, THEY'RE BEING A LITTLE CONSERVATIVE. THEY WANT TO MAKE SURE WE CAN WALK BEFORE WE RUN. SO THAT'S THAT'S KIND OF WHERE WE ARE. BUT LET ME, LET ME BRING EVERYBODY BACK, BECAUSE I CERTAINLY ENCOURAGE EVERYBODY TO AT LEAST TAKE A LOOK AT MTECH AND SEE WHETHER OR NOT THEY CAN. THEY CAN SUPPORT YOUR CITY'S PRODUCT. THANK YOU BILL. NATALIE. HI. I JUST HAD A QUICK QUESTION ABOUT POLICY NUMBER SIX. WAS THERE A POLICY IN PLACE THAT HAD A DIFFERENT PERCENTAGE IN OR IS THIS JUST A WHOLE NEW POLICY? YEAH. THANK YOU FOR YOUR QUESTION. SO THE POLICY BEFORE THIS, THIS IT WAS MODIFIED. SO THE ONE BEFORE JUST SAID THAT IF YOU KNOW, IF THERE'S A CHANGE IN SCOPE THAT AFFECTS I THINK IT WAS EITHER JUST IF THERE'S A CHANGE IN SCOPE OR IF IT AFFECTS THE QUALITY OF THE PROJECT. SOME SOMETHING VAGUE. WE JUST WANTED TO MAKE IT A LITTLE BIT MORE SPECIFIC BECAUSE WE WERE, YOU KNOW, KIND OF BEING FACED WITH SOME YOU KNOW, REQUESTS FOR CHANGES IN SCOPE. AND WE WANTED TO TRY TO MAKE IT A LITTLE BIT MORE BLACK AND WHITE. YEAH. OKAY. THANK YOU. MAQSOOD. THANKS FOR YOUR PRESENTATION. I HAVE A QUESTION ON UPDATE POLICY NUMBER THREE AND ALSO ON SIX. I CAN OKAY. THANK YOU. THE CAP $4 MILLION CAP. OUTSIDE THAT I UNDERSTAND THAT HAS TO BE FUNDED BY THE CITY OR WHATEVER THE PROJECT OWNER. BUT MY QUESTION IS THESE OUTSIDE THE PROJECT IS MORE THAN $4 MILLION OUTSIDE THAT $4 MILLION, HOW I AM GOING TO SHOW YOU THAT IT WILL BE IT WILL BE FUNDED. IS IT A BY RESOLUTION OF SUPPORT, THE RESOLUTION COMMITMENT THROUGH RESOLUTION, OR I HAVE TO SHOW THAT THIS IS UNDER CIP LIST IN THE CITY'S PROJECT, HOW I AM GOING TO ENSURE OR SATISFY THIS REQUIREMENT. GOOD QUESTION. YEAH. THERE'S A COUPLE COUPLE PLACES. SO THE RESOLUTION OF SUPPORT FOR THE PROJECT, IT DOES YOU KNOW, STATE THE TEMPLATE, DOES TEMPLATE LANGUAGE DOES STATE THAT THE CITY IS GOING TO BE RESPONSIBLE FOR ANY PROJECT OVERAGES OR AND IN THE, YOU KNOW THE MAINTENANCE OF THE PROJECT. BUT THERE IS A CSLIP POLICY THAT SPECIFICALLY REFERENCES THE THE LOCAL FUNDS THAT WOULD GO TOWARDS A PROJECT. IF YOU DO SUBMIT A PROJECT THAT IS IT COSTS MORE THAN $4 MILLION IN CONSTRUCTION COSTS WHICH USED TO BE 3 MILLION. IT SAYS THAT AT THE TIME, I BELIEVE IT'S BEFORE YOU ENTER THE DESIGN AGREEMENT THAT YOU HAVE TO SHOW PROOF THAT THE FUNDS ARE PROGRAMED IN YOUR CIP IN ORDER FOR THE PROJECT TO MOVE FORWARD AND IF YOU CAN'T AT THAT TIME PROVE THAT, THAT THEY'RE IN THERE, THEN THE PROJECT WILL BE DROPPED. [00:45:03] YEAH, YEAH. SO BASICALLY IT WAS THE SAME BEFORE. ONLY CHANGES YOU FROM $3 MILLION, IT WENT UP TO $4 MILLION. THAT'S CORRECT. SAME RESOLUTION, YOU CAN GO TO POLICY NUMBER SIX. POLICY UPDATE NUMBER SIX. I SEE SCOPE AND SCOPE. IT TRIGGERS MORE THAN 30% CHANGE. DOES IT MEAN THAT EVEN AFTER THE PROJECT IS APPROVED BEFORE IMPLEMENTATION, WE HAVE THE OPTION TO CHANGE THE SCOPE WITHIN THE 30%? I MEAN, IT'S IDEALLY WE WOULD LIKE THE PROJECT'S SCOPE TO STAY AS TRUE AS POSSIBLE TO THE SCOPE THAT WE RECEIVED AT TIME OF PROJECT APPLICATION FOR CSLIP. BUT WE KNOW THAT, YOU KNOW, THINGS CHANGE AS YOU MOVE THROUGH THE PROCESS. SO THIS IS JUST TO ADDRESS SEVERAL REQUESTS FOR CHANGES IN SCOPE THAT THAT STAFF HAS RECEIVED RECENTLY FOR CSLIP PROJECTS SPECIFICALLY YOU KNOW, WHETHER THAT'S A CHANGE IN PROJECT LIMITS OR A CHANGE IN YOU KNOW ELIMINATING CERTAIN PROJECT SCOPE ELEMENTS FROM THE PROJECT. SO, YEAH, IT'S IT'S NOT ENCOURAGED. IT'S NOT MEANT TO ENCOURAGE YOU TO REQUEST CHANGES FOR IT TO THE, TO THIS PROJECT SCOPE, BUT I MEAN, HEY, IT HAPPENS. SO IT'S JUST MEANT TO ADDRESS YEAH, THOSE RECENT REQUESTS. NOW I HAVE ANOTHER QUESTION. IF IT GOES BEYOND 30% BUT OUTSIDE THE PROJECT CAP. SO MY PROJECT COST IS $8 MILLION. AND EVEN I MAKE THE CHANGES, IT'S STILL MORE THAN $4 MILLION. SO DO I HAVE TO COME BACK FOR THIS AND BOARD APPROVAL TO GET MORE THAN 30% CHANGE OUTSIDE THE PROJECT CAP? SO IF OKAY, SO IF I UNDERSTAND CORRECTLY, YOU'RE SAYING IF YOU SUBMIT A PROJECT THAT IS $4 MILLION AND NO SORRY IS AN $8 MILLION PROJECT, RIGHT. BUT YOU'RE ONLY REQUESTING 4 MILLION IN FEDERAL FUNDS, YOU KNOW, CSLIP FUNDS. BUT THEN THE PROJECT IS AWARDED. AND AS YOU GO FORWARD, THE PROJECT SCOPE CHANGES. I WOULD SAY IF IT DOESN'T AFFECT I DON'T KNOW. I WANT TO BE CAREFUL HERE. I'LL LET YOU GO AHEAD, BILL. SO THE QUESTION. SO THIS GIVES ME AN OPPORTUNITY TO ADDRESS WHY WE HAVE POLICY NUMBER SIX. IT'S NOT TO GIVE YOU FLEXIBILITY IT'S TO ADDRESS BAD BEHAVIOR. WE'VE HAD CITIES THAT HAVE TRIED TO CHANGE SCOPE, TRIED TO WALK AWAY FROM THE COMMITMENTS THAT THEY'VE MADE WHICH ALLOW THEM TO RANK WELL. SO THE THE BOARD FELT THAT WITHIN THAT 30% RANGE, YOU KNOW, STAFF COULD LOOK AT IT. IS THIS IS THIS STILL DELIVERING THE INTENT? BECAUSE IF YOU'RE MOVING AWAY FROM THE INTENT OF THE CSLIP THAT YOU TOLD US YOU WERE GOING TO DO AND THAT WE GRADED YOU AND WE RANKED YOU ABOVE YOUR PEERS, AND WE DELIVERED YOU MONEY FOR EVEN IN THAT 30%, WE MAY SAY WE GOT AN ISSUE HERE. WE'RE GOING TO BRING IT TO THE BOARD. BUT THIS SAYS ABSOLUTELY. YOU'RE GETTING TO THE POINT WHERE YOU'RE JUST CHANGING THE PROJECT AND IT LOOKS NOTHING LIKE WHAT YOU SUBMITTED. YOU'RE GOING BACK TO THE BOARD. THANKS A LOT. THAT'S OKAY. IS THAT. YOU ALREADY ANSWERED MY NEXT QUESTION THAT I WAS GOING TO ASK, THAT I CAN SHOW SOMETHING VERY LUCRATIVE, AND IT WILL BE A $10 MILLION PROJECT. FINALLY, I DO NOTHING BUT WHATEVER I CAN AFFORD WITH $4 MILLION. SO IT WILL BE KIND OF I SHOULD SAY WRONG APPROACH, BUT I'M SHOWING SOMETHING TO GET EXTRA CREDIT. BUT FINALLY, I'M NOT DOING. THANK YOU. JENNA. THANK YOU. SO THANK YOU FOR YOUR PRESENTATION. CITY OF CORAL SPRINGS IS VERY EXCITED FOR CYCLE NINE. BUT I DO HAVE A QUESTION. IF THE APPLICATION DEADLINE IS A BIT EARLIER, WE'LL BE, WE'RE RECEIVING THE DRAFT LIST EARLIER AS WELL. OR IS IT AT THE EXPECTED TIMELINE? THAT THE DRAFT, THE FDOT TENTATIVE DRAFT TENTATIVE WORK PROGRAM IS NOT, AS FAR AS I KNOW, IS NOT COMING ANY EARLIER THAN IT TYPICALLY DOES. WE ARE SHIFTING EVERYTHING A LITTLE BIT EARLIER JUST SO THAT YOU KNOW, WE HAVE MORE TIME TO REVIEW THE PROJECTS AND, YOU KNOW, GO THROUGH THAT. ANY BACK AND FORTH NEEDED IN ORDER TO GET THE PRIORITY LIST OF PROJECTS READY FOR THE NOVEMBER I THINK IT'S NOVEMBER TAC, WHICH IS NOW IN EARLY DECEMBER AND THEN DECEMBER BOARD MEETING TO BE APPROVED. SO WITH THAT, YOU KNOW, GETTING ON THAT NOVEMBER TIMELINE, WE FOUND THAT LAST YEAR WAS A LITTLE TIGHT. SO WE'RE JUST MOVING IT LAST YEAR, I THINK THE DEADLINE WAS OCTOBER 2ND. SO MOVING A LITTLE EARLIER TO GIVE US MORE TIME AND THEN ALSO WHERE WE WANT TO CREATE MORE TIME. WE TRY TO CREATE MORE TIME BETWEEN THE PRE-APPLICATION MEETINGS AND THE APPLICATION DEADLINE. SO THAT, YOU KNOW, YOU GUYS WILL HAVE LIKE, TWO AND A HALF MONTHS. JULY, AUGUST YEAH, TWO AND A HALF MONTHS BETWEEN YOUR PRE-APPLICATION MEETING AND THE APPLICATION DEADLINE. [00:50:04] SO. YEAH, THAT'S THE REASON. YEAH. THANK YOU. MAXIM. SHOULD BE GOOD. WELL. YOU KNOW, MY QUESTION IS YOU'RE SHUT OFF YEAH. IT'S MY BABY. YEAH, I CAN USE THIS AND IF I SUBMIT THE SAME PROJECT WITH A LITTLE BIT DIFFERENCE IN THE SCOPE. DO I HAVE TO DO THE PUBLIC OUTREACH AGAIN OR I CAN USE THE SAME DOCUMENT I SUBMITTED LAST TIME? GOOD QUESTION. I THINK IT DEPENDS ON WHAT THE CHANGE IS IN THE IN THE IN THE SCOPE, IF IT'S A REALLY MINOR SCOPE ELEMENT. IF THE PROJECT LIMIT, YOU KNOW, FOR EXAMPLE, IF THE PROJECT LIMITS ARE THE SAME. YOU KNOW, MAYBE LAST TIME YOU HAD FIVE DIFFERENT SCOPE ELEMENTS AND NOW YOU HAVE FOUR, LIKE, YOU'RE NOT INCLUDING, YOU KNOW, I MEAN, BUT USE YOUR I WOULD SAY FOR THE CITIES TO USE YOUR JUDGMENT IF YOU WENT OUT AND YOU SAID, HEY, WENT OUT AND DID PUBLIC OUTREACH AND SAID, HEY, WE'RE GOING TO INCLUDE A BUNCH OF PEDESTRIAN LIGHTING IN THIS PROJECT, AND EVERYONE IS SUPER PSYCHED ABOUT IT. AND THEN NOW THE PROJECT DOESN'T INCLUDE PEDESTRIAN LIGHTING, AND YOU THINK THAT'S SOMETHING THAT THE RESIDENTS MIGHT BE, YOU KNOW DISAPPOINTED ABOUT OR WHATEVER. I WOULD SAY AT YOUR PRE-APPLICATION MEETING OR EVEN BEFORE BRING IT UP TO, TO ME TO MPO STAFF DURING THAT PRE-APP MEETING, LET US KNOW WHAT THE ANTICIPATED CHANGE IN SCOPE IS, AND WE CAN GIVE YOU A DETERMINATION THERE SO THAT YOU HAVE TIME TO DO THAT PUBLIC OUTREACH IF YOU NEED TO GO BACK OUT AGAIN. THANK YOU. YEAH. A VERY TIGHT DEADLINE, I SEE. OR YOU COULD, I MEAN, WE CAN HAVE A CONVERSATION NEXT WEEK IF YOU WANT. YOU KNOW, WE DON'T WE DON'T HAVE TO WAIT TILL THE PRE-APPLICATION MEETING. SO. YEAH, I ENCOURAGE YOU TO COME, COME TO US AS EARLY AS POSSIBLE. ANY OTHER QUESTIONS FOR KERRY? NO. EVERYBODY GO BACK AND GET STARTED. TIME IS NOW WITH SUMMER BREAKS AND SUMMER VACATIONS AND LABOR DAY WEEKEND. WRITING OF APPLICATIONS. EXCELLENT. THANK YOU, THANK YOU. [3.
