THE NEW YEAR FIVE. YEAH.

RIGHT. SO THOSE ARE LIKE HOPEFULLY ONE DAY WE'LL GET FUNDED.

BUT IN THE MMPL THERE ARE SOME PROJECTS THAT ARE ACTUALLY FUNDED, LIKE EVEN NEXT YEAR.

I MEAN, IN THE TERMS OF MILLIONS OF DOLLARS, CAN WE GET AN EXPLANATION OF WHY THAT HAPPENS? FOR THE MMPL ON THE RIGHT SIDE, THOSE FUNDS ARE ALREADY PROGRAMED IN THE WORK PROGRAM AND THE TIP.

SO WE JUST FOR THE TRANSPARENCY PURPOSE AND YOU KNOW WHAT ALREADY FUND.

SO ON YOUR RIGHT SIDE THERE ARE UNFUNDED AMOUNT.

THIS NEED IN THE FUTURE YEAR BASED ON THE FUNDING AVAILABLE PROGRAM THOSE FUNDS, CLEAR.

SO HOW IS IT THAT THE MMPL.

BECAUSE THAT'S A TIP, RIGHT? THESE FUNDS ARE REALLY IN THE TIP, BUT IT'S BEING LISTED IN THE MMPL.

AND I JUST NEED AN EXPLANATION OF WHY IT'S BEING LISTED IN THE MMPL.

WELL, VERY GOOD QUESTION PETER GIES WITH THE BROWARD MPO.

SO I WILL JUST SIMPLY SAY THAT THE AS JIHONG HAD SAID, THE FUNDING THAT IS ON THE LEFT HAND SIDE IS WHAT'S ALREADY PROGRAMED ON THE PROJECT.

NOT EVERY PROJECT IN THE MMPL IS FULLY FUNDED.

THERE MAY STILL BE OUTSTANDING PHASES THAT NEED TO BE FUNDED, AND THAT'S WHY WE SHOW THE CURRENT FUNDING AMOUNT ON THE LEFT HAND SIDE AND ON THE RIGHT HAND SIDE IS THE FUNDING THAT IS STILL NEEDED. SO IT MAY BE FUNDED FOR DESIGN, BUT THE CONSTRUCTION IS NOT FUNDED WITHIN THE FIVE YEARS.

AND THAT'S WHAT WE'RE ASKING FOR IN THE NEW FIFTH YEAR.

SO YOU'RE SAYING THAT WHEN I LOOK AT THAT SAME PROJECT THAT YOU SPEAK TO, WHEN I LOOK AT THE RIGHT HAND SIDE, THERE'S $0 BEING ASKED FOR.

SO THAT ONE, I BELIEVE IS AN ANOMALY BECAUSE THE PROJECT COSTS HAVE BEEN CHANGING ON THAT PROJECT, AND WE'RE WORKING WITH DOT TO UPDATE THAT AND IN THIS CASE, IT'S ONE OF THOSE THINGS WHERE WE KEEP THE PROJECT ON THE LIST, BECAUSE THERE ARE ADDITIONAL FUNDS THAT ARE GOING TO BE NEEDED FOR THAT PROJECT.

IT IS NOT FULLY COMPLETED, BUT WE JUST DON'T KNOW WHAT THOSE FUNDS ARE.

AND I'M GOING TO ADD TO THAT, BECAUSE I WAS ON THE PHONE WITH CONGRESSWOMAN DEBBIE WASSERMAN SCHULTZ, AND SHE HAS PUT IN AN ADDITIONAL EARMARK THAT IT LOOKS LIKE IT'S GOING TO GET APPROVED FOR THE THROUGH THE HOUSE REPUBLICAN SIDE FOR ABOUT $800,000.

SO THE ANOMALY IS WE'RE GOING TO BE ADDING MONEY TO COVER THE COST OF THAT PROJECT.

IT'S JUST IT'S COMING. SO I RECOMMEND THAT ANY ANY ABNORMALITIES BECAUSE THERE ARE PROBABLY OTHER ABNORMALITIES.

YOU MAY WONDER WHAT IS TRANSPORTATION IMPROVEMENT PROGRAM? TRANSPORTATION IMPROVEMENT PROGRAM IS A FIVE YEAR PROGRAM, INCLUDING PROJECTS THAT THE REGION EXPECTS TO BUILD OVER THE NEXT FIVE YEARS. THOSE PROJECTS INCLUDE HIGHWAY, TRANSIT, RAIL, AIR AND SEA PORT, AS WELL AS BICYCLE, PEDESTRIAN AND FREIGHT RELATED PROJECTS.

TODAY, I'M PRESENTING TRANSPORTATION IMPROVEMENT PROGRAM FOR FISCAL YEAR 2025 TO 2029.

BY FOLLOWING THIS PROCESS, BROWARD MPO STAFF PREPARES DRAFTED TIP, STARTS 30 DAYS PUBLIC MEETINGS OF PUBLIC COMMENT PERIOD HOSTS PUBLIC MEETINGS, AND THE [INAUDIBLE] BOARD APPROVED THE TIP.

WE'RE PART OF DOT.

WE'RE KIND OF KNOWN AS THE EIGHTH DISTRICT OF THE DEPARTMENT OF TRANSPORTATION.

SO THE BULK OF MY PRESENTATION TODAY WILL BE ON THE MAINLINE, PRIMARILY BETWEEN I-595 AND WILES ROAD.

SO WE HAVE BEEN FOR THE PAST FEW YEARS.

THANK YOU. BEEN CONDUCTING A PROJECT DEVELOPMENT AND ENVIRONMENT STUDY TO WIDEN THE TURNPIKE IN THIS AREA, AND ALSO IMPROVE SIX EXISTING INTERCHANGES AND LOOK AT NEW INTERCHANGES IN THE AREA AS WELL.

SO WE'VE CONCLUDED THE PDD, RIGHT NOW WE ARE MOVING TOWARDS FUNDING FUTURE PHASES.

THAT'S DESIGN. WE HAVE THAT IN THE WORK PROGRAM CURRENTLY FOR VARIOUS SEGMENTS.

WE DON'T HAVE ANY CONSTRUCTION FUNDED AT THIS POINT.

WE ARE SELF FUNDED.

THE TURNPIKE FUNDS ARE PROJECTS WITH TURNPIKE REVENUES AND BONDS THAT WE ISSUE AGAINST OUR REVENUES.

SO WE'RE WE'RE WE'RE ACTIVELY SEARCHING FOR FUNDS FOR FUTURE PHASES.

BUT ONE REALLY KEY IMPORTANT POINT I WANT TO MAKE IS THAT WE ARE STILL CONTINUING TO ENGAGE PUBLIC INPUT.

THE END OF THE PDD DOES NOT MEAN AT ALL THAT WE ARE NOT RECEIVING ANY MORE PUBLIC INPUT.

THERE'S NO DEADLINE TO RECEIVING PUBLIC COMMENTS.

EVERY COMMENT WE RECEIVE, EVERY TIME WE ENGAGE WITH ONE OF OUR STAKEHOLDERS THAT INFORMS US OF THEIR CONCERNS AND IT HELPS US MAKE CHANGES TO OUR PROJECTS, AS YOU'LL SEE IN FUTURE SLIDES.

BUT ALSO, IT'S KEY TO REMEMBER THAT WITH OUR FUTURE DESIGN PHASES.

SO DURING THE PDD, WE HELD MANY MEETINGS WITH BROWARD COUNTY STAFF AND ELECTED OFFICIALS AND CITIES AND STAFFS THAT NEIGHBOR THE TURNPIKE AND PUBLIC MEETINGS.

HOWEVER, THIS THE NUMBER YOU SEE ON THE SLIDE, IT'S JUST REPRESENTATIVE OF THE OFFICIAL PUBLIC MEETINGS OR OFFICIAL MEETINGS THAT WE HAD.

WE HAD COUNTLESS ENGAGEMENTS WITH PHONE CALLS AND CORRESPONDENCE AND IMPROMPTU MEETINGS DURING THE COURSE OF THE PDD.

SO I WOULD LIKE TO HIGHLIGHT IN OUR PRESENTATION HOW COMMENTS FROM THE LOCAL STAKEHOLDERS HAVE HELPED US COME UP WITH A GOOD PROJECT WE BELIEVE. SO STARTING FIRST AT THE SUNRISE BOULEVARD INTERCHANGE, THIS IS A MODIFICATION THAT WE ARE GOING TO BE MAKING TO THE SUNRISE BOULEVARD INTERCHANGE. AND WE IN OUR COORDINATION WITH THE CITY OF SUNRISE, WE INCORPORATED EXTENDING THE EASTBOUND AUXILIARY LANE TOWARDS STATE ROAD SEVEN.

WE INCORPORATED THAT INTO THE PROPOSED DESIGN.

MOVING ON TO OAKLAND PARK BOULEVARD INTERCHANGE.

SO THIS INTERCHANGE DOESN'T EXIST YET TODAY, THIS IS A NEW INTERCHANGE THAT WE'RE EXCITED, VERY EXCITED ABOUT.

IT WILL DEFINITELY PROVIDE A RELIEF TO COMMERCIAL BOULEVARD AND WE WORKED CLOSELY WITH THE CITY OF LAUDERHILL AND ALSO THE INVERRARY ASSOCIATION.

THE MEDICAL CENTER, AND THE SOUTHWEST CORNER WILL HAVE A MUCH BETTER ACCESS AS A RESULT OF THIS INTERCHANGE.

MOVING ON TO ANOTHER PROPOSED INTERCHANGE.

THIS IS ACTUALLY A PARTIAL INTERCHANGE TO AND FROM THE SOUTH AT CYPRESS CREEK MCNAB.

IT'S ANOTHER POINT OF ENTRY IN THE FORT LAUDERDALE AREA, SO WE WORKED WITH THE LOCAL STAKEHOLDERS THERE TO COME UP WITH A DESIGN, AND IT WILL ALSO BE A GOOD RELIEVER INTERCHANGE TO COMMERCIAL.

FINALLY, COMMERCIAL, WHICH WE KNOW IS A VERY HEAVILY BUSY INTERCHANGE.

SO WE HAVE MADE SOME MODIFICATIONS TO THAT INTERCHANGE.

WE COORDINATED WITH THE CITY OF TAMARAC DURING THIS PERIOD OF TIME TO ACCOMMODATE THEIR FUTURE CITY PARK.

SO WE MADE SURE THAT THE DESIGN THAT WE PROPOSED IN THE PDD WON'T IMPEDE ON THEIR PLANS.

SO MOVING TO THE COCONUT CREEK MARTIN LUTHER KING BOULEVARD INTERCHANGE.

SO OUR COORDINATION WITH POMPANO BEACH HELPED FLUSH OUT THIS DESIGN.

THERE'S A LOT OF FREIGHT TRAFFIC IN THIS AREA AND COMING FROM BLOUNT ROAD TO THE TURNPIKE, AND SO THEY WERE HAVING TO GO DOWN TO MARTIN LUTHER KING BOULEVARD INTERCHANGE AND KIND OF MAKE ALMOST A U-TURN TO GET ONTO THE TURNPIKE.

SO WITH THEIR INPUT, WE CREATED ALMOST A DIRECT ACCESS OFF OF BLOUNT ROAD SO IT'S ELIMINATING THE FREIGHT FROM

MARTIN LUTHER KING COCONUT CREEK PARKWAY.

AND I DO WANT TO POINT OUT THAT WHEN WE PRESENTED TO THE CITIZENS COMMITTEE JUST LAST MONTH, BICYCLE AND PEDESTRIAN SAFETY WAS A BIG POINT OF DISCUSSION.

AND THAT IS SOMETHING THAT WE DO FOCUS ON AT THE TURNPIKE.

FIRST OF ALL, IF YOU'RE IN YOUR CAR ON THE TURNPIKE, STAY IN YOUR CAR.

DON'T BE A PEDESTRIAN ON THERE.

BUT SECONDLY, WE AT THE INTERCHANGE POINTS, WE DO TAKE THAT VERY SERIOUSLY.

AND SOME OF THESE INTERCHANGES, YOU KNOW, THEY WERE DESIGNED IN THE 1950S.

SO THAT WASN'T NECESSARILY THE THE DESIRE TO PROVIDE BIKE PEDS.

IT WAS MORE JUST AUTO CENTRIC AT THAT TIME.

SO AS WE AS WE'RE GOING THROUGH WHEN WE'RE MAKING THESE CHANGES, WE'RE COORDINATING WITH THE LOCALS.

WE DID THAT IN THE PDD BUT AGAIN, WITH THE PDD, PDP, THAT'S JUST THAT'S AT 30% DESIGN.

SO WHEN WE HAVE OUR DESIGN PROJECTS COMING UP, THAT'S WHEN WE CAN REALLY DIG IN WITH THE LOCAL STAKEHOLDERS AND MAKE MORE ACCOMMODATIONS.

YOU KNOW, LISTEN ABOUT THE VULNERABLE POPULATIONS IN THE AREA, THE CONCERNS ABOUT THE PEDESTRIANS AND WHICH WAY THEY GO, FOCUSING ON LIGHTING.

THERE'S ALL KINDS OF THINGS THAT WE CAN DO IN THE DESIGN PROJECTS THAT WE COULDN'T ADDRESS IN THE PDD.

I ALSO, BEFORE I MOVE ON TO THE SLIDE, I WANT TO POINT OUT THAT THE COCONUT CREEK MARTIN LUTHER KING BOULEVARD INTERCHANGE IS A SEPARATE PROJECT IN OUR WORK PROGRAM, AND AS PART OF AN EARLY WORKS, WE'RE INCORPORATING NOISE WALLS ALONG THE WYNMOOR COMMUNITY.

YOU'LL SEE THAT ON DISPLAYED ON THE SCREEN, AND AS WHEN WE HAVE AN ADDITIONAL WIDENING PROJECT PROGRAMS, WE CAN ADVANCE THE NOISE WALLS THAT ARE ASSOCIATED WITH THAT WIDENING PROJECT, TO THE INTERCHANGE PROJECT THAT WILL HELP US BUILD THE NOISE WALLS BEFORE THE CONSTRUCTION STARTS ON THE MAINLINE . SO THIS IS STILL THE COCONUT CREEK MARTIN LUTHER KING BOULEVARD INTERCHANGE LOOKING FROM THE SOUTH SO YOU'RE LOOKING UP TOWARDS THE NORTH.

WHEN THE ROAD WAS DESIGNED IN THE 50S, THIS AREA, FOR SOME REASON, THE THE PREDOMINANT INTERCHANGE DESIGN IN THIS AREA, THERE WAS THESE LARGE LOOP RAMPS COMING FROM THE NORTH.

AND SO AS THE TRAFFIC WAS EXITING, THEY WOULD GO QUITE A BIT WEST, AND THEN THEY'D KIND OF SWOOP BACK OVER THE ROAD AND GO EAST.

SO WE IN ORDER TO REMOVE THAT LOOP RAMP, WE'RE ADDING TWO RAMPS TO AND FROM THE SOUTH ON THE SOUTH END OF THE INTERCHANGE.

DURING THE PDD, AN IMPORTANT STAKEHOLDER DID POINT OUT ABOUT OUR MAINLINE IN THIS AREA THAT WITH THE FLORIDA GAS TRANSMISSION LINE BEING VERY CLOSE TO OUR ROADWAY IN THIS AREA, WE HAVE TO SHIFT TO THE WEST.

BUT AT THE INTERCHANGE, THERE WAS A PART OF THE FLORIDA GAS TRANSMISSION LINE THAT KIND OF SHIFTED A LITTLE BIT MORE EAST.

AND SO THE STAKEHOLDER SUGGESTED, HEY, YOU KNOW, LOOK TO SEE IF YOU CAN MOVE THE MAINLINE OVER TO THE EAST AS MUCH AS YOU CAN.

SO OUR DESIGNERS AND OUR ENGINEERS GOT ON THAT TASK AND DID THE ANALYSIS AND IT WORKED.

AND SO IN THIS AREA, WE'RE ABLE TO SHIFT THE MAINLINE 11 TO 22FT.

THAT DOESN'T EAST A LITTLE BIT FURTHER FROM THE COMMUNITY RIGHT THERE.

SO THAT DOESN'T SOUND LIKE A LOT, BUT THAT'S ACTUALLY EQUIVALENT TO 1 TO 2 TRAVEL LANES.

SO THAT'S SOMETHING THAT COORDINATION HAS REALLY BENEFITED I BELIEVE US MAKING THE GOOD DECISION THAT, YOU KNOW, DESIGN DECISIONS IN OUR PDD PROCESS AND ALSO BENEFITING THE COMMUNITY THAT NEIGHBORS IT.

SO THE LAST SLIDE ON THE COCONUT CREEK PARKWAY, MARTIN LUTHER KING BOULEVARD, THOSE X'S ON YOUR SCREEN, THEY INDICATE WHAT IS THERE TODAY THAT WON'T BE THERE NOW.

SO THIS IS THE LOOP RAMP THAT I REFERRED TO.

SO WE'LL BE REMOVING THAT LOOP RAMP.

ONE OF THE UNINTENDED CONSEQUENCES OF, YOU KNOW, DEVELOPMENT AFTER THE ROAD WAS WAS BUILT IS THAT AS CARS WERE EXITING, THE LIGHTS WERE SHINING INTO SOME OF THE TOWNHOMES BY THE LOOP RAMP, AND WE HAD RECEIVED THOSE COMMENTS.

SO WE LOOKED AT THE OPPORTUNITY TO MOVE IT AND IT WORKS WITH THE ENGINEERING.

AND SO THAT'S BEING REASSIGNED, REDESIGNED AND MORE ALIGNED STRAIGHT TOWARDS THE WEST.

AND THEN ONE THING, ANOTHER COMMENT THAT CAME THROUGH THE PDD IS THAT THERE WAS A LOT OF CONCERN THAT SOME OF THE TREES THAT WERE IN THAT NEIGHBORING COMMUNITY WERE GOING TO BE REMOVED AS PART OF OUR PROJECT.

ALL OF THE LANDSCAPING THAT YOU SEE ON YOUR SLIDE IS ACTUALLY ON PRIVATE PROPERTY.

SO THAT'S NOT GOING TO BE REMOVED BY THE TURNPIKE AS PART OF OUR PROJECT.

THE LAST INTERCHANGE I'LL QUICKLY DISCUSS IS SAMPLE ROAD.

THAT'S THE NORTHERNMOST PROJECT IN THE STUDY LIMITS.

AND WE ARE REALIGNING SOME OF THE RAMPS.

AND WITH THAT WE NEEDED A LITTLE BIT OF LAND FROM TRADEWINDS.

BUT BECAUSE WE'RE REMOVING A LOOP RAMP WE'RE GOING TO BE ABLE TO GIVE SOME LAND BACK.

SO WE'RE WORKING WITH TRADEWINDS PARK ON A ON A LAND SWAP.

SO WE HEARD A LOT FROM COCONUT CREEK AND THEIR CONCERNS ABOUT THE TEN LANE WIDENING IN PARTICULAR, BECAUSE WE DO HAVE THAT WESTWARD SHIFT BECAUSE OF THE FLORIDA GAS TRANSMISSION LINES.

AND WE MADE A COMMITMENT TO ONLY CONSTRUCT EIGHT LANES INITIALLY, AND THEN WHEN LEVEL OF SERVICE, WHEN LEVEL OF SERVICE D IS EXCEEDED, THAT'S WHEN WE WILL MOVE TO CONSTRUCT TEN LANES.

SO I'M NOT GOING TO GO TOO MUCH INTO THE WEEDS WITH LEVEL OF SERVICE D AS AS BEING ON A TRANSPORTATION PLANNING BOARD.

I KNOW YOU'RE FAMILIAR WITH A LOT OF THESE TOPICS, BUT YOU KNOW, IT'S BASICALLY WHEN THERE'S LESS FREEDOM TO NAVIGATE, THERE'S MORE CONGESTION, THERE'S MORE RISK FOR CRASHES.

AND SO, YOU KNOW, IT'S DENSE IT'S GETTING A LOT MORE DENSE.

THE ROAD IS GETTING CLOSE TO FAILURE, SO TO SPEAK.

SO THE ONE THING ABOUT OUR ANALYSIS THOUGH, WE ANALYZE OUR TRAFFIC EVERY YOU KNOW, CONSTANTLY WE HAVE TRAFFIC DATA AT OUR FINGERS IN 15 MINUTE INCREMENTS AND OF, YOU KNOW, WHAT'S GOING THROUGH OUR TOLL PLAZAS.

WHERE ARE THEY GOING? YOU KNOW, BEING THE OWNERS OF THE ROAD, WE CAN DO SPECIAL TRAFFIC STUDIES.

AND SO NONE OF THIS DECISION TO MOVE TO A TEN LANE CONSTRUCTION PHASE WOULD EVER BE DONE IN A VACUUM.

WE HAVE A TRANSPARENT PROCESS, AND WE WILL GO THROUGH THE REGULAR WORK PROGRAM TENTATIVE WORK PROGRAM PROPOSAL WHEN WE DO MOVE TO LEVEL OF SERVICE D AND EVEN PRIOR TO THAT, WE'LL BE IN COORDINATION WITH OUR STAKEHOLDERS.

SO THESE ARE THE FUTURE PHASES THAT WE HAVE IN THE WORK PROGRAM.

AS YOU SEE, WE ONLY HAVE DESIGN FUNDED, THEY VARY FROM YEARS 25, 26 UP TO FISCAL YEAR 29.

AS ADVANCED ACQUISITION, WE WERE ACTUALLY ABLE TO PURCHASE A LARGE PROPERTY, A FORMER GOLF COURSE AT THE OAKLAND PARK BOULEVARD INTERCHANGE TO HELP SET THE SET THE THE LAND, GET IT READY TO BUILD.

BUT WE WE WON'T BE STARTING DESIGN FOR SOME TIME AND WE STILL DON'T HAVE CONSTRUCTION FUNDED, WE'RE LOOKING FOR THAT FUNDS.

SO AS I'VE MENTIONED BEFORE, YOU KNOW, THERE'S NO DEADLINE FOR PUBLIC ENGAGEMENT ANY, ANY, ANY DEADLINES THAT WE MAY HAVE ARE RELATED TO SPECIFIC PUBLIC MEETINGS.

SO IF WE HAVE, YOU KNOW, A PUBLIC HEARING AND FOR THINGS TO BE INSERTED INTO A PUBLIC COMMENT, PERIOD YOU KNOW, THERE'S DEADLINES FOR THE PUBLIC HEARING.

I THINK IT'S TIME THAT WE GIVE REAL, SERIOUS CONSIDERATION TO A BIKEWAY FROM THE NORTH SIDE OF BROWARD COUNTY TO THE SOUTH SIDE OF BROWARD COUNTY.

CURRENTLY, IN ORDER TO TO DO THAT, I THINK WE HAVE SOME POSSIBILITIES.

ONE IS ON THE SIDE OF I-95 TRAIL OR RUNNING PARALLEL TO I 95, RUNNING PARALLEL TO THE FLORIDA TURNPIKE, OR RUNNING PARALLEL TO THE [INAUDIBLE] FEC RAILWAY.

RAILWAYS. THIS OBVIOUSLY THIS BIKEWAY WOULD ALLOW FOR TRAFFIC TO QUICKLY BIKE TRAFFIC, WHICH WE WANT TO INCREASE, GO QUICKLY FROM ONE COUNTY TO THE NEXT COUNTY.

IT ALSO ALLOWS FOR INTER COUNTY TRANSIT FOR OUR BIKERS, WHICH IS DEFINITELY A PLUS.

I KNOW IT COMES WITH CHALLENGES AT SOME OF THE INTERSECTIONS, WE MAY NEED TO PUT PEDESTRIAN BRIDGES OVER INTERCHANGES FOR BIKING.

THAT IS A POSSIBILITY.

JUST JUST PICTURE IT.

YOU'RE GETTING ON A BIKE OR PEOPLE ARE GETTING ON THEIR BIKES AND THEY'RE OUT AND ABOUT.

MAYBE WE HAVE, LIKE, A LITTLE PARKWAY OR WHAT WE COULD CALL A BIKEWAY.

THERE COULD BE BENCHES ALONG THE WAY.

BUT YET AND I KNOW THAT THEY ACTUALLY HAVE AN ADVISORY TO THE AIRPORT, BUT I DON'T KNOW THAT THEY EVEN GET THIS INFORMATION PRESENTED TO THEM ABOUT PROJECTS THAT ARE BEING FUNDED THROUGH THIS PROCESS.

AND I DON'T KNOW THAT THEY'RE BEING ENGAGED.

I DON'T KNOW THAT THE COMMUNITY IS BEING ENGAGED.

I DON'T KNOW ANYBODY'S BEING ENGAGED.

AND I BRING THIS UP ONLY BECAUSE THAT'S $500 MILLION.

THAT'S 40% OF WHAT WE'RE APPROVING TODAY.

AND I DON'T KNOW WHAT OTHER YOU ALL MAY HAVE WITHIN YOUR COMMUNITIES AND WHAT YOU MAY OR MAY NOT KNOW WHAT'S HAPPENING TO THOSE FACILITIES OR OTHER ASSETS THAT THEY MAY HAVE. SO CAN WE GET A LITTLE BIT OF A BRIEFING ON MAYBE HOW THESE PROJECTS GET VETTED BEFORE THE NUMBERS JUST POP UP? SURE. I'LL JUST START WITH THE OTHER CATEGORY AND MENTION YOU'RE ABSOLUTELY RIGHT THAT THESE ARE PROJECTS THAT WOULD TYPICALLY FALL UNDER, LIKE THE AIRPORT OR MAINTENANCE CONTRACTS THAT DON'T FIT NEATLY INTO ONE OF THE MPOS FUNDING PROGRAMS. SO THAT IS WHAT THE OTHER IS.

AND THEY DO MAKE UP A LARGE PORTION OF THE TIP.

IN TERMS OF THE PROCESS THE REASON WHY THE TRANSPORTATION IMPROVEMENT PROGRAM EXISTS IS THAT IT IS A SORT OF CLEARINGHOUSE OR CONSOLIDATION POINT FOR A LOT OF THESE OTHER PARTNERS TO SHOW WHAT FEDERAL AND STATE FUNDING THAT THEY'RE SPENDING ON THEIR PROJECTS.

NOW, IN THE CASE OF A LOT OF OUR PARTNER AGENCIES, WHETHER THAT BE THE AIRPORT, WHETHER THAT BE THE TRANSIT AGENCIES, THEY HAVE THEIR OWN PROCESS THAT THEY'RE FOLLOWING FOR PUBLIC OUTREACH.

AND WHAT WE ARE DOING IS SIMPLY INGESTING THOSE PROJECTS BASED ON WHAT THEY HAVE APPROVED THROUGH THEIR PROCESSES, SO THAT WE HAVE ONE CONSOLIDATED DOCUMENT.

SO I CAN'T SPEAK DIRECTLY TO EACH AND EVERY SPECIFIC AGENCY'S OUTREACH, BUT THEY ARE IN MOST CASES, BECAUSE THEY'RE USING STATE AND FEDERAL FUNDING FOLLOWING THE STATE AND FEDERAL OUTREACH PROCESS FOR THOSE PROJECTS.

SO I CAN SPEAK, FOR EXAMPLE, FOR BROWARD COUNTY TRANSIT, THEY RECEIVE FTA FUNDING, AND THEY HAVE VERY SPECIFIC RULES AND REGULATIONS THAT GOVERN HOW THEY GO OUT TO THEIR COMMUNITIES AND TALK ABOUT THESE PROJECTS.

ONCE THEY ARE APPROVED AND INCLUDED IN SOMETHING LIKE THEIR TRANSIT DEVELOPMENT PLAN, THEY MAKE THEIR WAY INTO OUR TRANSPORTATION IMPROVEMENT PROGRAM.

SO THINK OF IT AS THOSE PROJECTS ROLLING UP INTO THE TIP.

BUT THEN SPECIFICALLY WHEN IT COMES TO THE IDENTIFICATION OF THOSE PROJECTS, THAT IS WORKING WITH THOSE AGENCIES AND THEIR OUTREACH PROCESS, HOPEFULLY THAT ANSWERS YOUR QUESTION. NOT A LOT.

I'M SORRY. I MEAN, YOU KNOW, I GOT TO SAY, BOARD MEMBER MARTIN, YOU KNOW, ACTUALLY KIND OF DEMONSTRATES A LITTLE BIT ABOUT WHAT MY CONCERN IS. AND THESE CONCERNS HAVE BEEN IDENTIFIED IN TRANSMITTAL LETTERS FROM THE CITY MANAGER'S OFFICE FROM THE CITY ATTORNEY'S OFFICE, FROM OUR OUTSIDE LEGAL TEAM EVEN AS LATE AS SEPTEMBER OF 2023, WHERE WE HAD RAISED AND OUTLINED OUR CONCERNS.

THE UNFORTUNATE THING IS, IT MAY HAVE BEEN AN OVERSIGHT.

BUT WE DID NOT RECEIVE A COPY OF THE FULLY EXECUTED PDD UNTIL JULY 2ND, LAST WEEK.

THIS IS A WORKING DOCUMENT THAT AS A CITY AND A LOCAL AGENCY THAT'S BEEN PARTICIPATING IN THIS PROCESS, THAT YOU WOULD HAVE THOUGHT THAT WE WOULD HAVE HAD AN OPPORTUNITY TO REVIEW, REVIEW THE DATA, REVIEW THE RECOMMENDATIONS.

AND I'M TOTALLY IN FAVOR WITH THE INTERCHANGE.

IT WILL HAVE A MAJOR IMPACT ON WHAT YOU GUYS ARE DOING.

I TRY TO STAY IN MY LANE AS THE COUNTY COMMISSIONER, NOT GET INTO MY CITIES.

SO I REPRESENT BOTH LAUDERHILL LAUDERDALE LAKES AS WELL AS SUNRISE.

AND THAT IS WHY WE INCLUDED EVERYONE IN THAT AREA, THAT SERVICE, THAT HOSPITAL THAT TAKES PATIENTS TO THOSE HOSPITALS, RECOGNIZING THAT NOW THAT THEY ARE IN WHATEVER LEVEL OF DEALING WITH THEIR FINANCIAL ISSUES.

MY CONCERN WAS DEALING WITH THE THE INDIVIDUALS THAT WILL BE IMPACTED BY BEING TRANSPORTED FURTHER DISTANCE, TRYING TO GET BACK TO THE DISTRICT TO SERVICE OTHERS, YOU KNOW, BUT THERE'S LOCAL AGREEMENTS BETWEEN CITIES AND COUNTIES TO MAKE THIS

WORK FOR EVERYONE.

SO THERE'S NOT GOING TO BE A MAJOR VOID, BUT IT IS WILL IMPACT HOW WE DO THINGS IN THOSE CITIES, HOW WE TRANSPORT AND GET OUR FIRST RESPONDERS BACK INTO THE DISTRICT TO TAKE CARE OF SOMEONE ELSE WHILE THEY'RE STUCK AT THE HOSPITALS OUTSIDE OF THEIR JURISDICTION. SO THOSE ARE THE KIND OF DISCUSSIONS THAT WE'RE HAVING.

AND SOMETIMES I BELIEVE THAT WHEN WE'RE DOING OUR COMMUNITY OUTREACH AND IF WE WE AS PROFESSIONALS DON'T SEE THE RIGHT PEOPLE AT THE TABLE, IT IS FOR US TO BRING THEM IN.

I DON'T KNOW IF THAT MAKES SENSE.

IF YOU DON'T SEE THE RIGHT PEOPLE ATTENDING THESE MEETINGS, YOU'RE RESPONSIBLE.

WE HAD TURNPIKE PUTTING UP A WALL THAT IMPACT TRANSPORTATION BECAUSE THE WATER IS NOT RUNNING THE WAY IT'S SUPPOSED TO FLOW OUT OF THAT AREA IN FRONT OF A HOSPITAL.

SO I'M GOING TO BE SPECIFIC.

SO AS MY COLLEAGUES STATED, YES, YOU MIGHT NOT KNOW THE HOSPITAL IS HAVING CHALLENGES, BUT BEYOND THAT, THERE ARE OTHER ISSUES AROUND THE HOSPITAL.

AND IF THE INSTITUTIONAL KNOWLEDGE IS NOT THERE, THEN YOU'RE GOING TO MISS IT AS YOU PLAN TO IMPROVE TRANSPORTATION AND MOBILITY IN THOSE COMMUNITIES.

SO JUST WANTED TO ADD THAT TO THE DISCUSSION.

MADAM MAYOR, DID WE HEAR A MEMBER OF THIS BOARD REQUEST THE LIST OF PROJECTS THAT BROWARD COUNTY HAS MOVED FORWARD OR THEY HAVE GONE BEYOND THE TIME FRAME FOR THOSE PROJECTS TO BE FUNDED.

I RECALL A DISCUSSION FROM SOMEONE ASKING FOR BROWARD COUNTY TO PRESENT THEIR PROJECTS, AND I DON'T KNOW IF I MISSED THAT MEETING OR WHATEVER.

SO AND THIS IS A SUBSET OF THE 10%.

SO WHEN WE'RE TALKING ABOUT THE MUNICIPAL CAPITAL PROJECTS, IT'S ONE PORTION OF THAT BECAUSE YOU ALSO HAVE COMMUNITY SHUTTLES AND OTHERS THAT GRETCHEN WILL GIVE MORE INFORMATION ON THAT.

BUT WHEN YOU LOOK AT THEN THE RANGE OF HOW MUCH ULTIMATELY COULD THE AVAILABLE MAG FOR THIS PROGRAM PROVIDE FOR THE REQUEST, IT'S ABOUT 15%.

I WANT TO GIVE A LITTLE CONTEXT BECAUSE I THINK, AS YOU'RE AWARE, A COUPLE OF WEEKS AGO, THE RAISE GRANTS HAD COME OUT.

IT WAS ESSENTIALLY ABOUT $12.9 BILLION IN REQUESTS, AND $1.8 BILLION WAS AVAILABLE TO FUND THOSE PROJECTS.

SO IT'S ACTUALLY BELOW 15%.

SO THIS IS IN LINE WITH WHAT WE WOULD TYPICALLY SEE FOR ONE YEAR OF A PROGRAM LIKE THIS.

SO IT IS COMMON, BUT IT'S ALSO I JUST WANT TO GIVE YOU THAT SENSE OF WHAT THE REQUESTS ARE, BECAUSE AS EACH YEAR GOES ON, WE'LL BE DEALING WITH THOSE REQUESTS AS WE GO ON, AND THEY'LL CHANGE. THEY'LL BE DIFFERENT PROJECTS AS WE GO ON.

THEY'RE LOOKING AT A VARIETY OF DIFFERENT MODES OF TRAVEL RATHER THAN JUST MOTOR MOTOR VEHICLE AS WELL AS THESE ARE ALSO PROJECTS THAT ARE IN THE FEMA HIGH RISK FOR FLOODING. 60% OF THIS FUNDING ALSO GOES WITHIN A SCHOOL ZONE.

SO WHEN YOU THINK ABOUT YOU'RE APPLYING SIDEWALKS AND BICYCLES IN A SCHOOL ZONE, 60% OF THAT.

SO ESSENTIALLY YOU'RE PUTTING THIS MONEY TOWARDS AREAS THAT ARE LOOKING TO IMPROVE MULTIMODAL OPTIONS.

THEY'RE IN SCHOOLS.

THEY'RE IN SCHOOL ZONES.

AND TODAY I WAS ASKED TO PROVIDE AN OVERVIEW OF THE PROGRAM'S PROGRESS, PRIMARILY FOCUSING, AS MR. STUART MENTIONED, ON THE 90% OF THE PROGRAM THAT IS SPECIFIC TO COUNTY PROJECTS.

SO THIS IS A VERY SHORT SYNOPSIS OF AN ANNUAL REPORT THAT JUST CAME OUT, AND I HOPE YOU WILL PLEASE FORGIVE ME, BUT I'M GOING TO BE READING BECAUSE IT GOES VERY QUICKLY.

I'M DOING THE VOICEOVER.

SO WE'RE STARTING WITH THE VISUAL DEPICTING CERTAIN INVESTMENTS THAT HAVE BEEN CONCENTRATED IN MANY OF BROWARD'S OLDER COMMUNITIES, AS WELL AS LOW INCOME ZIP CODES THAT ARE OUTLINED IN BLUE.

WHAT HAVE WE ACHIEVED? WE'VE MADE SIGNIFICANT PROGRESS TOWARDS THE PROGRAM'S FIVE MAIN GOALS IMPROVING TRANSIT SERVICES.

MANAGING CONGESTION.

ENHANCING ENHANCING MULTIMODAL OPTIONS, CREATING CONNECTIVITY AND INVESTING IN OUR LOCAL ECONOMY.

THE PROGRAM SEEKS TO USE LOCAL DEDICATED SOURCE OF REVENUE AS LEVERAGE TO ACCESS OTHER PEOPLE'S MONEY.

WE'VE MADE GREAT STRIDES IN THAT REGARD AND CONTINUE LOOKING FOR OPPORTUNITIES WITH OUR PARTNERS, THE CITY'S MPO AND STATE, TO USE THE SURTAX AS A MATCH TO FEDERAL GRANTS.

THE COUNTY'S PUBLIC WORKS DEPARTMENT HAS PRIORITIZED INVESTMENTS AND INNOVATIVE TRAFFIC MANAGEMENT STRATEGIES EARLY IN THE PROGRAM, LAYING FIBER, OFTEN IN PARTNERSHIP WITH FDOT, AS THE FOUNDATION FOR MANY OF THOSE INITIATIVES.

BROWARD COUNTY TRANSIT WAS ABLE TO COMPLETE THE TRANSIT SYSTEM WIDE STUDY KNOWN AS THE PRIMO PLAN, FUNDED ENTIRELY BY THE SURTAX.

LOCAL BUSINESSES ARE REAPING THE BENEFITS OF THE MOBILITY ADVANCEMENT PROGRAM AS WELL.

THROUGH JUNE OF THIS YEAR, 78 PROJECTS HAD SMALL BUSINESS GOALS ASSIGNED, RESULTING IN AN EXPECTED 2600 DIRECT JOBS AND $400 MILLION IN BUSINESS REVENUE.

THE COUNTY'S PUBLIC WORKS DIVISIONS HAVE DELIVERED 47 PROJECTS ON SCHEDULE AND IN BUDGET FROM INTERSECTION IMPROVEMENTS, BRIDGES, ROAD DRAINAGE, MULTIMODAL ENHANCEMENTS.

TWO OF THOSE PROJECTS ARE ACTUALLY ACTING AS MATCH TO THE SS4A GRANT BEING DONE WITH THE MPO.

BROWARD COUNTY TRANSIT IS USING THE SURTAX TO ELECTRIFY ITS FLEET, INVEST IN TRANSIT INFRASTRUCTURE.

THE DEPARTMENT IS ALSO UNDERTAKING INITIATIVES TO BUILD CAPACITY TO DELIVER PREMIUM TRANSIT, WHILE ENSURING ADEQUATE STAFFING TO SUPPORT TRANSIT SERVICE.

THE PRIMO PLAN NOW A PROGRAM, IS ONE OF MATT BROWARD'S MAJOR ACCOMPLISHMENTS.

THIS VISUAL GIVES YOU A SENSE OF THE MAGNITUDE OF PRIMO.

ALMOST $4.4 BILLION, THE SURTAX IS EXPECTED TO BE A VITAL CONTRIBUTOR TO THE LOCAL MATCH FOR CAPITAL, AS WELL AS NECESSARY COMPONENT FOR THE OPERATIONS AND MAINTENANCE OF THE SYSTEMS. SINCE 2020, HUNDREDS OF MUNICIPAL PROJECTS HAVE BEEN AWARDED AND PROGRAMED INTO OUR ROLLING FIVE YEAR PLANS.

THE SURTAX ALSO FULLY FUNDS THE MUNICIPAL MUNICIPAL COMMUNITY SHUTTLE PROGRAM.

BOTH COUNTY AND MUNICIPAL PROJECTS ARE REVIEWED BY THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT TO DETERMINE WHETHER TO APPLY A LOCAL SMALL BUSINESS GOAL.

FOR THOSE THAT HAVE COMPLETED PROJECTS WHERE A CERTIFIED BUSINESS ENTERPRISE GOAL WAS APPLIED, 58% HAVE EXCEEDED THAT GOAL.

CBE PARTICIPATION IN IS PROJECTED TO GENERATE $147 MILLION IN WAGES ON AWARDED PROJECTS.

EACH YEAR THE SURTAX FUND IS INDEPENDENTLY AUDITED.

THE RESULTS ARE PART OF THE COUNTY'S COMPREHENSIVE FINANCIALS AND PRESENTED TO THE OVERSIGHT BOARD.

THIS FINANCIAL OVERVIEW SUMMARIZES WHAT WAS PRESENTED TO THE COUNTY COMMISSION DURING ITS SURTAX BUDGET LAST YEAR.

REVENUES PROJECTED ARE IN THE TOP ROW ON THE LEFT.

TO THE RIGHT, YOU'LL SEE THE EXPECTED LEVELS OF CAPITAL INVESTMENT IN A VARIETY OF MAJOR PROGRAM AREAS.

THE LAST BAR IDENTIFIED AS RESERVES INDICATES THAT THE COUNTY EXPECTS TO HAVE AROUND $300,000 LEFT IN RESERVES FOR MAJOR PROJECTS BY THE END OF FIVE YEARS.

AND THAT STUDY RECOMMENDED THAT TRANSPORTATION DEMAND MANAGEMENT TDM PROGRAM BE INSTALLED TO AUGMENT AND EMPHASIZE THE CURRENT SOUTH FLORIDA COMMUTER SERVICES PROGRAM THAT YOU MAY BE FAMILIAR WITH.

COMMUTER SERVICES COVERS A SEVEN COUNTY REGION FROM THE TREASURE COAST IN THE NORTH TO KEY WEST IN THE SOUTH.

THAT'S 7 MILLION RESIDENTS, OVER 8500MI², AND THEY HAVE A STAFF OF ABOUT A DOZEN EMPLOYEES.

SO LET'S THINK ABOUT IT AND BE REALISTIC HERE.

THE. THE TDM STUDY RECOGNIZED THAT BROWARD, WITH ITS 2 MILLION RESIDENTS, NEEDED ADDITIONAL PEOPLE POWER TO SUCCESSFULLY ENCOURAGE A MODE SHIFT FROM SINGLE OCCUPANCY VEHICLES.

SO THE TDM STUDY RECOMMENDED WE IMPLEMENT A MARKETING PLAN WITH THE TACTICS THAT YOU SEE THERE ON THE SLIDE THAT'S BEEN SUCCESSFULLY COMPLETED AND APPROVED BY OUR BOARD. WE DEVELOPED A NEW WEBSITE, SOCIAL MEDIA CHANNELS, AS WELL AS PRINTED MATERIALS AND TRADE SHOW MATERIALS TO SPREAD THE GOOD WORD.
