[00:00:02] OKAY. IT'S 2:33. [1. Call to Order and Recognition of Quorum] WE'RE GOING TO CALL TO ORDER, AND WE HAVE QUORUM. YES. OKAY. SO LET'S GO AHEAD WITH THE ELECTRONIC ROLL CALL. AND THOSE ON THE PHONE, IF YOU CAN GO AHEAD AND MARK YOURSELF AS PRESENT. OKAY. OKAY. THAT'S PROOF. NEXT WE HAVE APPROVAL OF THE MINUTES FROM THE JUNE 26, 2024 MEETING. [3. Approval of Minutes - June 26, 2024] YOU SEE A MOTION MADE BY EMILY, SECONDED BY DANIEL. NO COMMENTS. QUESTIONS? NOTHING. NO. GO AHEAD AND VOTE. THE ITEM [INAUDIBLE]. OKAY, LET'S MOVE FORWARD TO NUMBER FOUR. [4. Approval of Agenda] THE APPROVAL OF THE AGENDA. ANY COMMENTS OR QUESTIONS? IF NOT, IS THERE A MOTION MADE BY CHRISTOPHER? SECONDED BY DANIEL? OKAY. I THINK WE'RE GOOD. OKAY. NEXT. DO WE HAVE ANY PUBLIC COMMENTS OR ANY GENERAL KNOW ANYTHING ONLINE? OKAY. AND NEXT IS THE 2050 METROPOLITAN TRANSPORTATION PLAN UPDATE. [6. 2050 Metropolitan Transportation Plan (MTP) Updates: http://routeto2050.org] CHRISTOPHER RESTREPO. HELLO. GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO. I AM A SENIOR PLANNER HERE AT THE BROWARD MPO AND YOUR CO PROJECT MANAGER FOR ROUTE TO 2050, ALSO KNOWN AS OUR 2050 METROPOLITAN TRANSPORTATION PLAN. AND I'M GOING TO GIVE YOU A QUICK UPDATE OF WHERE WE ARE WITH THE PLAN. AND IF YOU GUESSED IT, WE ARE HERE. WE'RE LOOKING FOR RESOLUTIONS OF SUPPORT. AND IF YOU'VE HEARD FROM ME IN THE PAST FEW MONTHS ASKING FOR A RESOLUTION OF SUPPORT, THAT MEANS WE'RE ASKING FOR IT. IF YOU HAVE NOT HEARD FROM ME, DON'T WORRY. DON'T STRESS. THAT MEANS WE ARE NOT REQUIRING A RESOLUTION FROM YOUR MUNICIPALITY. SO WHERE WE ARE TODAY IS OUR DEADLINE IS SEPTEMBER 6TH TO COLLECT ALL OF THOSE RESOLUTIONS OF SUPPORT. I'VE BEEN CHECKING YOUR AGENDAS, YOUR CITIES, AND I'VE SEEN THAT A LOT OF THEM HAVE MADE IT TO THOSE AGENDAS. SO THANK YOU SO MUCH FOR COORDINATING THAT WITH YOUR CITY COMMISSION. IF YOU GUYS HAVE THOSE PDFS THAT ARE SIGNED BY THE COMMISSION, PLEASE SEND THEM TO US BY SEPTEMBER 6TH SO THAT WE MAKE SURE TO INCLUDE ALL OF YOUR PROJECTS IN THE PLAN, OR CONTINUE TO HAVE THEM IN THE PLAN. SO THAT'S WHERE WE ARE THIS SUMMER. AFTER WE RECEIVE ALL OF THOSE RESOLUTIONS OF SUPPORT ON SEPTEMBER 6TH, WE WILL THEN START FINALIZING THE DRAFT. SO WE'LL HAVE A FINAL DRAFT TO YOU AT OUR NEXT MEETING, I BELIEVE IN OCTOBER, NOT SEPTEMBER. SO IN OCTOBER WE'LL BE ABLE TO GIVE YOU A DRAFT. YOU'LL BE ABLE TO REVIEW THE FULL DOCUMENT. IT WILL COME WITH A PRESENTATION WHERE WE'LL SHARE SOME FACTS ABOUT WHAT IS IN THE DOCUMENT ITSELF, WHERE PROJECTS LANDED, AND THEN YOU WILL BE ABLE TO PROVIDE US ALL OF YOUR COMMENTS FOR THE 2050 PLAN, SO THAT WE CAN MAKE ANY ADJUSTMENTS THAT NEED TO BE DONE BEFORE WE GO TO ADOPTION IN DECEMBER BY THE BOARD. SO THE ADOPTION BY THE TAC WOULD BE IN NOVEMBER. AND THEN ALSO ON TOP OF THAT, IF YOU HAVEN'T HEARD, WE ARE HOSTING AN EVENT ON SEPTEMBER 12TH. IT IS CALLED A JOURNEY OF INNOVATION, COMMUNITY AND MOBILITY. IT IS A FULL SUMMIT DEDICATED JUST TO THE ROUTE TO 2050 MTP. AND SO WHAT IS GOING TO HAPPEN AT THIS SUMMIT IS WE ARE GOING TO HAVE A LOVELY MC, TOM HUDSON FROM WLRN. IF YOU LISTEN TO NPR, HE'LL BE THERE TO MC THE WHOLE SHOW FOR US. AND WE HAVE A KEYNOTE SPEAKER, LAURA CHACE FROM ITS AMERICA. SHE'S GOING TO GIVE US A REALLY GREAT PRESENTATION. I'VE ACTUALLY JUST INCLUDED IT IN OUR DECK SLIDE. IT'S PRETTY INTERESTING. SO IT'LL BE A LOT OF FUN STUFF THAT DAY. IF YOU HAVEN'T REGISTERED, YOU CAN USE YOUR PHONES TO SCAN THIS QR CODE HERE. OR YOU CAN GO TO BROWARDMPO.ORG/MTPSUMMIT TO DO SO. IT'S A FREE EVENT AND WE WOULD LOVE TO SEE ALL OF YOUR BEAUTIFUL FACES THERE. THE SCHEDULE ITSELF, IT'S GOING TO BE STARTING AT 8 A.M. AND IF YOU WOULD LIKE TO ATTEND OUR MPO BOARD MEETING, THAT'S ALSO GOING TO BE HOSTED. [00:05:02] OH, SORRY. THE LOCATION. IT'S THE MUSEUM OF DISCOVERY AND SCIENCE IN DOWNTOWN FORT LAUDERDALE. SO YEAH. SO IT'S GOING TO BE THERE. AND ALSO WE'RE GOING TO BE HOSTING THE MPO BOARD MEETING BEFORE OUR KEYNOTE EVENT HAPPENS. SO IF YOU WOULD LIKE TO ATTEND THE BOARD MEETING, IT STARTS AT 8 A.M.. IF YOU WOULD NOT LIKE TO ATTEND THE BOARD MEETING, BUT YOU'D STILL LIKE TO GET THERE EARLY WE ARE HAVING A COFFEE AND NETWORKING HOUR WHERE WE'LL HAVE LIGHT BITES AND ALSO SOME COFFEE. YOU'LL SEE MY BEAUTIFUL FACE AT THE ENTRANCE DOOR AND I'LL SHOW YOU WHERE TO GO. AND AFTER THAT HOUR OUR EVENT WILL START AT 9 A.M. AND IT WILL BE IN THE IMAX THEATER. SO IF YOU'VE BEEN TO IMAX THEATER BEFORE, YOU KNOW IT'S A TREAT. GREAT COMFY SEATS, SOME GOOD AIR CONDITIONING, AND INCREDIBLE SOUNDS. SO WE'LL SEE ALL OF THOSE COOL PRESENTATIONS WITH SOME REALLY GREAT GRAPHICS. OUR EVENT SPEAKERS. YOU'LL SEE SOME FAMILIAR FACES HERE, SUCH AS GREG STUART, MONICA CEPERO, STEVE BRAUN. BUT ALSO WE HAVE OUR KEYNOTE SPEAKER, LAURA CHACE. WE HAVE JOE COX. HE'S THE PRESIDENT OF THE MODS. TOM HUDSON, LIKE I MENTIONED BEFORE, AND THEN SOME OTHER WONDERFUL PARTNERS AND OUR MPO BOARD CHAIR, YVETTE COLBOURNE. IF YOU'RE CURIOUS OF WHERE DO I GO? WHERE DO I PARK FOR THE EVENT? THERE'S VARIOUS PLACES WITHIN DOWNTOWN FORT LAUDERDALE WHERE YOU CAN PARK, BUT PROBABLY THE EASIEST ONE OR THE CLOSEST TO THE MUSEUM OF DISCOVERY AND SCIENCE IS THE PARKING GARAGE THAT'S RIGHT ACROSS THE STREET FROM IT. AND IF YOU'RE IN A LITTLE BIT OF A RUSH, I WOULD SUGGEST THAT YOU DOWNLOAD THE PARK MOBILE APP SO THAT YOU CAN QUICKLY PUNCH IN THE NUMBERS, AND THEN YOU CAN PAY TO PARK AND THEN WALK OVER TO THE MUSEUM. AND THAT'S MY UPDATE FOR TODAY. LET ME KNOW IF YOU HAVE ANY QUESTIONS. ANY QUESTIONS? WELL THANK YOU. AND JUST TO NOTE, YOU DO HAVE THIS FLIER. YOU CAN TAKE IT WITH YOU. AND THE QR CODE IS ON THERE AS WELL. YEP. THANK YOU. OKAY. OKAY. ACTION ITEM NUMBER ONE. [1. MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the Fiscal Year (FY) 2025-2029 Transportation Improvement Program (TIP): Florida Department of Transportation (FDOT) - Roll Forward Report With Staff Recommendations] THIS IS THE MOTION TO RECOMMEND BROWARD MPO APPROVE AN AMENDMENT TO THE FISCAL YEAR 2025 THROUGH 2029. TRANSPORTATION IMPROVEMENT PROGRAM FLORIDA DEPARTMENT OF TRANSPORTATION ROLL FORWARD REPORT WITH STAFF RECOMMENDATIONS. AND JIHONG CHEN IS GOING TO PRESENT. THANK YOU. VICE MADAM CHAIR, COMMITTEE MEMBERS. GOOD AFTERNOON. I'M JIHONG CHEN WITH BROWARD MPO. IT'S TIME OF THE YEAR TO PROCESS ROLL FORWARD REPORT IS AN ANNUAL ROUTINE PROCESS FOR THE BROWARD MPO. ROLL FORWARD REPORT IS THE FIRST AMENDMENT TO THE NEWLY ADOPTED TIP. TODAY I'M PRESENTING FISCAL YEAR 2025 ROLL FORWARD REPORT. IT IS THE FOURTH AMENDMENT TO FISCAL YEAR 2025 TO 2029 TRANSPORTATION IMPROVEMENT PROGRAM. YOU MIGHT HAVE SEEN THE BROWARD MPOS CORE PRODUCTS TRANSPORTATION IMPROVEMENT PROGRAM IS ONE OF THE CORE PRODUCTS. THIS SLIDE SHOWS BROWARD MPOS ROLL FORWARD REPORT DEVELOPMENT PROCESS. THE BROWARD MPO RECEIVES TIP DATABASE FROM FDOT IN EACH MARCH OR APRIL. THE BROWARD MPO USES THE DATABASE TO DEVELOP TRANSPORTATION IMPROVEMENT PROGRAM, AND THE BOARD APPROVES THE TRANSPORTATION IMPROVEMENT PROGRAM. THIS DATABASE RECEIVES IT GENERATED FROM THE DRAFT TENTATIVE WORK PROGRAM. FROM HERE YOU SPLIT INTO TWO PATHS. THE PATH IN BLUE INDICATES BROWARD MPO APPROVES THE TIP. THE BROWARD IN RED INDICATES THE STATE ADOPTS A WORK TRANSPORTATION WORK PROGRAM. ON JULY 1ST. AFTER JULY 1ST, THE FDOT GENERATES ROLL FORWARD REPORT FOR EACH MPO. YOU MAY WONDER WHAT PROJECTS IN THE ROLL FORWARD REPORT PROJECTS WERE SUPPOSED TO BE AUTHORIZED AND ENCUMBERED BEFORE JUNE 30TH, BUT DID NOT BECAUSE OF VARIOUS REASONS. THOSE PROJECTS WILL BE AUTOMATICALLY ROLLED FORWARD IN THE WORK PROGRAM, BUT NOT AUTOMATICALLY ROLL FORWARD IN THE TIP. SO THE BROWARD MPO HAVE TO AMEND THE TRANSPORTATION IMPROVEMENT PROGRAM TO INCLUDE THOSE PROJECTS IN THE TIP IN ORDER TO RECEIVE FUNDS. SO AFTER THE BOARD APPROVED THE ROLL FORWARD REPORT, THOSE PROJECTS WILL MERGE TO THE NEWLY ADOPTED TRANSPORTATION IMPROVEMENT [00:10:03] PROGRAM, AND THIS NEW TIP TAKES EFFECT ON OCTOBER 1ST. SO THE NEW TIP FISCAL YEAR 2025 TO 2029 TAKES EFFECT ON OCTOBER 1ST, 2024. LET'S TAKE A LOOK AT THE ROLL FORWARD REPORT FOR THIS YEAR. THE ROLL FORWARD REPORT INCLUDES 177 PROJECTS WORTH ABOUT $697 MILLION. ROLL FORWARD. THIS SLIDE SHOWS ROLL OVER FUNDS DISTRIBUTED AMONG TRANSIT, HIGHWAY, AND RAIL. THE ROLL FORWARD REPORT INCLUDES 21 PROJECTS WORTH ABOUT $11 MILLION OF BROWARD MPO ATTRIBUTABLE FUNDS ROLLING FORWARD. THIS SLIDE SHOWS THE LIST OF PROJECTS. BY WORKING WITH PLANNING PARTNERS TO BROWARD MPO IDENTIFIED ONE MODIFICATIONS AND ONE ADDITIONS. THIS SLIDE SHOWS THE PROPOSED PROJECT CHANGE AT SFRTA REQUEST WE MODIFY THE FUNDING AMOUNT FOR THIS PROJECT, AND THIS PROJECT ALSO LISTED IN THE DRAFT ROLL FORWARD REPORT TWICE WE REMOVED THE DUPLICATION ENTRY ON PAGE 73. THIS SLIDE SHOWS THE PROPOSED ADDITION. THIS PROJECT INCLUDED IN THE FISCAL YEAR 2025 TIP. BUT FUNDING FROM PREVIOUS YEARS NOT INCLUDED IN THE TIP. SO ABOUT $83 MILLION FROM PREVIOUS YEARS IS BEING ADDED TO THE ROLL FORWARD REPORT. AMONG THE $83 MILLION, ABOUT $43 MILLION WILL BE ALLOCATED TO THE RAIL VEHICLE REPLACEMENT GRANT FOR SFRTA. SO WITH THAT BROWARD MPO STAFF AND FDOT STAFF ARE HERE TO BE READY TO ANSWER ANY QUESTIONS. ANY QUESTIONS OR COMMENTS FROM THE COMMITTEE? ANYBODY? OKAY. NO. OKAY. SO DO WE HAVE A MOTION TO APPROVE OR TO RECOMMEND MPO APPROVAL? MOTION MADE BY MICHAEL. SECONDED BY VIVIANA. ANY COMMENTS? NOTHING. OKAY, LET'S CALL FOR A VOTE. THANK YOU. OKAY. THIS MOTION PASSES. LET'S MOVE TO THE NEXT ACTION ITEM. [2. MOTION TO RECOMMEND BROWARD MPO APPROVE the DRAFT 2020 Federal Functional Classification] THIS IS THE MOTION TO RECOMMEND BROWARD MPO APPROVED THE DRAFT 2020 FEDERAL FUNCTIONAL CLASSIFICATION AND WE HAVE BUFFY SANDERS FOR THIS. WE'RE ACTUALLY GOING TO TAKE IT STRAIGHT TO KENT WALIA FROM FDOT. OKAY. SORRY, KENT. NO WORRIES. GOOD AFTERNOON EVERYONE. MY NAME IS KENT WALIA WITH FDOT DISTRICT FOUR. AND I'M HERE TODAY TO PRESENT THE FUNCTIONAL CLASSIFICATION FOR BROWARD COUNTY. I'M JOINED WITH [INAUDIBLE] AND TINA FROM CALTRANS. THEY'RE OUR CONSULTANTS. I WILL DO THE NEXT SLIDE. SO FUNCTIONAL CLASSIFICATION IS A DESIGNATION PROVIDED BY FHWA THAT DESCRIBES THE FUNCTIONAL, THE FUNCTION OF A ROADWAY SUCH AS MINOR ARTERIAL, MAJOR ARTERIAL, LOCAL ROADS AND COLLECTOR ROADS. THE ROADWAY DESIGNATIONS ABOVE LOCAL AND RURAL MINOR COLLECTORS ARE ELIGIBLE FOR FEDERAL FUNDS, WHICH ARE STBG AND EMERGENCY RELIEF GRANTS. TO PROVIDE A LITTLE BACKGROUND OF THE FUNCTIONAL CLASSIFICATION IT'S AN UPDATE WITH FHWA EVERY TEN YEARS. ONCE WE GET THE UPDATE WE PROVIDE TO CENTRAL OFFICE, THEY PROVIDE A DRAFT AND THEY REVIEW IT. [00:15:02] IT GOES BEFORE LOCAL MUNICIPALITIES THROUGHOUT THE COUNTY AND ALSO THE MPO. WE HAD SEVERAL WORKSHOPS AND PLENTY OF QUESTION AND ANSWER AND CONFIRMATION MEETINGS WITH LOCAL MUNICIPALITIES TO REVIEW ANY CHANGES TO THE FUNCTIONAL CLASS AS WELL. AND HERE'S OUR NEXT SLIDE AND I'LL TURN IT OVER TO [INAUDIBLE] WITH CALTRANS. GOOD AFTERNOON, TAC MEMBERS. MY NAME IS [INAUDIBLE] LIU. I'M HERE ALONG WITH TINA AND WE HAVE BEEN ASSISTING THE DOT IN THIS PROCESS. IT WAS FIRST URBAN BOUNDARY WHICH WE PRESENTED IN FRONT OF YOU WAS APPROVED AT THE BEGINNING OF THIS YEAR. AND NOW WE MOVE ALONG WITH THE FUNCTIONAL CLASSIFICATION, WHICH IS THE LAST STEP OF THIS PROCESS THAT'S DONE EVERY TEN YEARS. SO BASICALLY I'M GOING TO WALK YOU THROUGH THE DIFFERENCES VERY BRIEFLY ON THE DIFFERENT FUNCTIONAL CLASSIFICATIONS. I'M ALSO GOING TO BE TALKING ABOUT THE PROCESS WE FOLLOW FOR THE ANALYSIS OF THIS ROADWAYS. AND AS WELL AS I'M GOING TO PRESENT THE SCHEDULE AND THE ACTIONS THAT ARE NEEDED, THAT ACTUALLY THE ACTIVITIES THAT HAVE BEEN CONCLUDED AND THE ONES THAT ARE STILL PENDING TO FINALIZE THIS PROCESS. SO BASICALLY ON THE LEFT SIDE YOU HAVE THIS GRAPH PRETTY MUCH DESCRIBES WHAT THE DIFFERENCES ARE. WHEN YOU LOOK AT PRINCIPAL ARTERIALS OR ARTERIALS IN GENERAL, YOU PROVIDE MORE MOBILITY, WHEREAS WHEN YOU HAVE LOCAL ROADS IT'S MORE LAND ACCESS. THOSE ARE KIND OF LIKE YOUR RESIDENTIAL ROADS. THOSE ARE THE ONES THAT CONNECT TO YOUR DRIVEWAYS. AND THEN THE ONES IN THE MIDDLE ARE YOUR MINOR ARTERIALS AS WELL AS YOUR COLLECTORS. OKAY. SO NEXT SLIDE IS PRETTY MUCH GIVING YOU A LITTLE BIT MORE CHARACTERISTICS ABOUT THESE DIFFERENT FUNCTIONAL CLASSIFICATIONS. SO YOUR PRINCIPAL ARTERIALS YOU'RE GOING TO HAVE MORE ACCESS POINTS. YOUR SPEED LIMITS ARE GOING TO BE HIGHER. YOU'RE GOING TO HAVE MORE LANES. YOU'RE GOING TO HAVE A LONGER LENGTH. AND THEN YOUR LOCALS OBVIOUSLY IS GOING TO BE TOTALLY THE OPPOSITE. YOU'RE GOING TO HAVE MANY ACCESS POINTS. YOU'RE GOING TO HAVE A LOWER SPEED LIMIT, AS YOU CAN SEE ON RESIDENTIAL ROADS, AND YOUR LENGTH IS GOING TO BE SHORTEST AND EVERYTHING IN BETWEEN IS GOING TO BE YOUR COLLECTORS. YOUR MINOR ARTERIALS ARE GOING TO FALL LIKE IN BETWEEN YOU HAVE ALSO FOR COLLECTORS, YOU HAVE MAJOR COLLECTORS AND MINOR COLLECTORS. SO USUALLY WITH THOSE THERE'S A VERY SLIM DIFFERENCE. SO SOMETIMES IT'S KIND OF LIKE A GRAY LINE IN BETWEEN DETERMINING WHICH ONE WE'RE GOING TO GO FOR. OOPS. YEAH OKAY. SORRY. SO THE PROCESS PRETTY MUCH FOR THE FUNCTIONAL CLASSIFICATION STARTED WITH DOT MEANING DOT ALONG WITH US ANALYZING THE ROADWAYS. SO PRETTY MUCH THE FIRST THING WE DID IS WE COMPLETED THE URBAN BOUNDARY. AND WE ANALYZED THOSE SECTIONS. WE ALIGNED THOSE URBAN THAT URBAN BOUNDARY WITH THE ROADWAY WITH THE ENTIRE YOUR ENTIRE COUNTY. AND WE DETERMINE WHICH ONES WERE GOING TO BE OUTSIDE THE URBAN BOUNDARY, WHEREAS THE ONES THAT WERE GOING TO BE INSIDE THE URBAN OUTSIDE THE URBAN BOUNDARY, WHICH IS THE RURAL AREA. SO YOU CAN SEE HERE THAT YOUR BLUE IS WHAT WAS IN 2014. THAT WAS THE URBAN BOUNDARY. AND THEN YOUR SMOOTH URBAN BOUNDARY IN 2024 IS YOUR PINK. SO AS YOU CAN SEE HERE, IT EXTENDED PAST WHAT WAS DONE IN 2014. AND THEN YOUR KIND OF LIKE YOUR IN BETWEEN WHICH IS LIKE A PURPLE IS WHAT'S FOR BOTH THE 2014 AND THE 2024. OKAY. SO THE VERY SECOND THING WE DID, WE WENT AHEAD AND WE ANALYZED THE ENTIRE NETWORK. THE FIRST THING WE DID IS THERE'S ALIGNING WITH THE URBAN BOUNDARY. AND THEN SECOND WE WENT AND WE ANALYZED THE ENTIRE SYSTEM. SO WE LOOKED AT ALL THESE ROADS AND WE DECIDED WHETHER THEY SHOULD BE UPGRADED, DEMOTED, OR IF THERE WERE LOCAL ROADS THAT SHOULD BE ADDED INTO THE SYSTEM. SO THIS SECOND PORTION OR SECOND STEP OF THE PROCESS WAS TO MAKE SURE THAT WE ANALYZED THE ENTIRE SYSTEM AND WE MADE THOSE CHANGES. SO PRETTY MUCH WHAT WE DID IS WE LOOKED AT IF THEY QUALIFY, THERE ARE CERTAIN CRITERIA THAT FHWA GIVES US TO BE ABLE TO ANALYZE THESE ROADWAYS. SO PRETTY MUCH. I DON'T WANT TO BORE YOU WITH ALL THIS INFORMATION, BUT PRETTY MUCH YOU HAVE TO HAVE CERTAIN AMOUNT OF CRITERIA, ITEM OR PURPOSES FOR EACH ONE OF THEM AND THE ONE THE MAP ON THE RIGHT HAND SIDE ARE SOME SAMPLES OF ROADWAYS THAT WERE CHANGED AS PART OF THIS PART OF THE ANALYSIS. THIS IS A CONTINUATION YOU ALSO SEE ON THE RIGHT HAND SIDE THE MAP AND SOME OF THE CHANGES THAT THAT WERE TRIGGERED BASED ON THIS ANALYSIS THAT WE [00:20:09] PERFORM. SO THE THIRD PART OF THE THIRD STEP OF THIS PROCESS WAS TO GO AHEAD AND LOOK AT ALL THOSE LOCAL ROADS TO SEE IF THEY COULD BE ADDED INTO THE SYSTEM BY ADDING THEM INTO THE SYSTEM, IS WHAT KEN HAD MENTIONED BEFORE. THEY MIGHT QUALIFY IF THEY'RE INSIDE THE URBAN BOUNDARY, WHICH PRETTY MUCH YOUR COUNTIES PRETTY MUCH URBAN. THAT MEANS THAT YOU WOULD GET THERE WILL BE BUMPED UP ONE STEP UP USUALLY, WHICH IS TO MINOR COLLECTOR WHICH QUALIFIED FOR FEDERAL FUNDS. WITH THAT, I'M GOING TO MOVE TO THE SCHEDULE. SO THE SCHEDULE PRETTY MUCH WE ARE IN THAT STAGE THAT KIND OF LIKE OVAL AREA THAT YOU HAVE, WHICH IS PROVIDING ALL THIS INFORMATION TO CENTRAL OFFICE AND FHWA FOR APPROVAL. SO THIS WAS SUPPOSED TO BE DONE AT THE END OF THE YEAR. AND THEY KIND OF TOLD US THAT WE HAD TO ADVANCE ALL THIS, AND WE HAD TO PRESENT IT BY AUGUST. THAT'S WHY WE'RE HERE. WE WERE SUPPOSED TO BE HERE A LITTLE LATER, BUT WE HAVE TO KIND OF LIKE SPEED UP THE PROCESS. AND WE HAVE SUBMITTED EVERYTHING TO CENTRAL OFFICE. I JUST WANTED TO POINT THAT OUT FOR THEIR REVIEW. WE HAVEN'T RECEIVED THEIR COMMENTS YET, BUT WE HAVE SUBMITTED THAT TO THEM. SO HOPEFULLY BY NEXT WEEK WE WOULD HAVE THEIR INITIAL REVIEW AND APPROVAL OF WHAT WE HAVE RECOMMENDED. THERE'S ONE MORE SLIDE BUT IT'S NOT OKAY. SO SO I WANT TO GO OVER THE COMPLETED ACTIVITIES. AS I MENTIONED BEFORE, THE URBAN BOUNDARY HAD BEEN APPROVED. THAT WAS THE FIRST STEP OF THIS PROCESS. THAT WAS EARLY THIS YEAR. THE FUNCTIONAL CLASSIFICATION HAS BEEN REVIEWED BY FDOT. WE HAD WE HELD A WORKSHOP AT THE DOT DISTRICT FOUR HEADQUARTERS THAT WAS BACK IN JULY, I BELIEVE IT WAS IN JULY 22ND WHERE SOME OF THE MUNICIPALITIES CAME AND THEY PROVIDED THEIR COMMENTS. WE ALSO SENT EMAILS TO EVERY REPRESENTATIVE CONTACT PERSON FROM EACH OF THE MUNICIPALITIES TO GET THEIR INPUT. AND WE HAVE RECEIVED COMMENTS. WE ADDRESSED THOSE COMMENTS. SOME OF THE MUNICIPALITIES THEY CONCUR WITH THAT OUR INITIAL RECOMMENDATIONS. SO WE SUBMITTED THIS TO CENTRAL OFFICE. WE'RE WAITING FOR THE REVIEW. THE REMAINING ACTIVITIES IS PRETTY MUCH TO OBVIOUSLY GET YOUR APPROVAL TODAY. AND THEN WE'RE GOING TO GET HOPEFULLY THE APPROVAL FROM THEIR BOARD AND SUBMIT THE MAPS TO FOR SIGNATURES FOR YOUR BOARD AND THEN TO CENTRAL OFFICE AND SUBMIT THEM TO OUR FHWA FOR FINAL APPROVAL. AND WITH THAT IF YOU HAVE ANY QUESTIONS. ANY QUESTIONS? OKAY. FIRST. LEONARD. HELLO, LEONARD [INAUDIBLE], CITY OF PLANTATION. I JUST HAVE A QUESTION IN REGARDS TO YOU KNOW, THE PROCESS OF ADDRESSING THE COMMENTS THAT THE CITY HAS PROVIDED, BECAUSE I KNOW FROM CITY OF PLANTATION, THERE WAS A FEW COMMENTS THAT WAS PROVIDED, BUT I DON'T KNOW IF THESE WERE HATCHED OUT, SO I JUST WANTED TO KNOW IF YOU RECEIVE THEM AND IF YOU ATTEMPTED TO REACH OUT. SO I HAVE A TABLE RIGHT HERE THAT DOCUMENTED ALL THE COMMENTS THAT WE RECEIVED, AND I DON'T SEE THAT WE RECEIVED ANYTHING FROM CITY OF PLANTATION ON THIS TABLE. CAN WE SEND IT OKAY. YEAH, THAT'S FINE BECAUSE IT COMES DIRECTLY FROM ME. SO THAT'S WHY I'M ASKING BECAUSE. OH, IT CAME FROM YOU. DO YOU REMEMBER. DO YOU RECALL WHO YOU SENT IT TO? I DON'T RECALL, BUT I CAN FIND THAT EMAIL AND SEND IT OVER. WE CAN SPEAK OFFLINE IF YOU WANT. AND THAT'S FINE. BUT DEFINITELY WE CAN ADDRESS YOUR COMMENTS. I MEAN, WE'RE NOT LATE. I MEAN, WE'RE FINE. I MEAN, IT COULD. WHAT? WE'RE WHAT WE'RE TRYING TO GET FROM FHWA RIGHT NOW IT'S AN INITIAL APPROVAL. ANYWAYS. WE'RE GOING TO SEND IT BACK. WE'RE GOING TO SEND ALL THOSE MAPS THEY NEED TO BE SIGNED BEFORE THEY ACTUALLY APPROVE THE WHOLE PACKET. SO WE CAN DEFINITELY ASSESS YOUR COMMENTS. THANK YOU. YOU'RE WELCOME. OKAY. NEXT UP IS MICHAEL RIGHETTI. GOOD AFTERNOON. THANK YOU FOR YOUR PRESENTATION. CAN YOU GO BACK TO THE SLIDE THAT SHOWED THE WESTON UPGRADE AND. IS IT THAT ONE? YEAH. SO. JUST TO CLARIFY, THESE ARE LOCAL ROADS THAT ARE GOING TO BE UPGRADED TO MINOR COLLECTORS. [00:25:01] ALL RIGHT. I'M CURIOUS IF THIS WAS A RECOMMENDATION FROM THE TOWN OF WESTON OR IS THIS SOMETHING, AS THE CONSULTANT YOU IDENTIFIED THAT WOULD MEET THE CRITERIA FOR THAT UPGRADE. SO, WESTON WAS A CITY THAT CONCUR WITH OUR RECOMMENDATIONS? YES. OKAY. ARE THERE ANY OTHER QUESTIONS OR COMMENTS? NO. OKAY. IF NOT, DO WE HAVE A MOTION TO RECOMMEND THIS ITEM? MOTION MADE BY RICHARD, SECONDED BY VIVIANA. ANY COMMENTS? SEEING NONE. LET'S GO TO A VOTE. OKAY. THAT'S A CONTROL ROOM TO PUT UP THE VOTE, PLEASE. OKAY. MOTION PASSES. OKAY, LET'S MOVE FORWARD TO OUR NON-ACTION ITEMS. [1. Broward Safety Action Plan (BSAP) Update] FIRST UP, WE HAVE THE BROWARD SAFETY ACTION PLAN UPDATE. JAMES CROMER FROM THE MPO. GOOD AFTERNOON, JAMES CROMER WITH THE BROWARD MPO, AND I'M PLEASED TO BE ABLE TO COME AND GIVE YOU AN UPDATE. IT'S BEEN A FEW MONTHS SINCE WE'VE BEEN ABLE TO TALK TO EVERYBODY HERE ABOUT THE BROWARD SAFETY ACTION PLAN. SOME OF, YOU KNOW, PIECES OF IT. AND SO SO WE'LL BE, YOU KNOW, WE WERE JUST TALKING RECENTLY, [LAUGHTER] SO WE'LL BE GIVING YOU A BROAD OVERVIEW. I ONLY HAVE TEN MINUTES. LAST WEEK WE DID A COUPLE PRESENTATIONS OF 45 MINUTES THAT COVERED, AGAIN, MORE, MORE BREADTH, BUT STILL KIND OF HIGH LEVEL. SO I'M GOING TO GO THROUGH STUFF SOMEWHAT BRIEFLY AND THEN YOU CAN ASK ANY QUESTIONS. I'M ALSO PREPPING OUR CITIZEN'S ADVISORY COMMITTEE. I'M EXPECTING THEY'RE GOING TO HAVE A LOT OF QUESTIONS TOO. SO YOU ALL CAN HELP ME GET READY TO TALK TO THEM. BUT BASICALLY, THE BROWARD SAFETY ACTION PLAN IS A COMBINED EFFORT OF BROWARD COUNTY AND THE BROWARD MPO. AND I'LL GIVE A LITTLE BIT OF EXPLANATION OF HOW WE GOT STARTED WITH IT. BUT THE SAFETY ACTION PLAN HAS THREE MAIN COMPONENTS IN THIS SLIDE. IT NEEDS TO BE A DATA DRIVEN PLAN. SO WE WANT TO WORK WITH INFORMATION THAT ARE AVAILABLE. WE RECOGNIZE THAT THERE'S INFORMATION THAT WE DON'T HAVE, BUT WE WANT TO HAVE A FOUNDATION FOR THE RECOMMENDATIONS THAT WE COME FORWARD WITH. WE ALSO WANT IT TO BE ACTION ORIENTED. THE IDEA THAT IT'S A PLAN THAT WE WANT TO HAVE, NOT ONLY RECOMMENDATIONS, BUT THINGS THAT CAN HAPPEN. AND SO THAT'S SOMETHING GOOD WITH OUR COUNTY PARTNERS THAT AS THEY'RE PARTICIPATING, THEY'RE GOING TO BE RESPONSIBLE FOR MOVING A LOT OF THINGS FORWARD. SO WE NEED TO MAKE SURE THAT IT WORKS WELL WITH WHAT THEY'RE ABLE AND WILLING TO DO. AND THEN THE POINT IS OF ALL OF THIS IS TO REDUCE OR ELIMINATE CRASHES THAT RESULT IN DEATH OR SERIOUS INJURY ON THE ROADWAYS. IN BROWARD, AS WE APPLIED FOR THE FUNDING, THERE WERE CERTAIN CRITERIA THAT WE NEEDED TO ADDRESS. ONE WAS ABOUT EQUITY. SO WE HAD STATISTICS THAT SHOWED 28.27% POPULATION IN OUR UNDERSERVED COMMUNITIES. BUT THEN WE ALSO HAD TO HAVE SOME SAFETY. AND UNFORTUNATELY WE DID QUALIFY BY HAVING BAD SAFETY STATISTICS THAT AS OUR ANALYSIS HAS SHOWN, THAT BETWEEN 2018, 2022, THESE WERE THE FIVE YEARS THAT WE HAD THE FULL SET OF INFORMATION, OVER 5000 PEOPLE WERE EITHER KILLED OR SERIOUSLY INJURED ON OUR ROADWAYS IN BROWARD. AND THERE'S AN ECONOMIC COST TO THIS ALSO, WHICH WILL BECOME IMPORTANT AS WE TALK IN THE FUTURE ABOUT COST BENEFIT ANALYSIS. BUT THERE'S ABOUT $14.2 BILLION IN ECONOMIC IMPACT TO OUR COMMUNITIES. DEATH, LOST WAGES, PHYSICAL INJURY, ALL THESE DIFFERENT KINDS OF THINGS. THE GRANT ITSELF, THE BROWARD MPO RECEIVED $5 MILLION, AGAIN IN PARTNERSHIP WITH BROWARD COUNTY. WE ARE ADMINISTERING THE GRANT, BUT BROWARD COUNTY IS PROVIDING A LOCAL MATCH IN TERMS OF THREE STUDIES THAT THEY ARE DOING, AND THOSE ARE FEEDING INTO THE RECOMMENDATIONS THAT WILL COME FORWARD. THERE'S A NEAR MISS STUDY, THERE IS AN INTERSECTION STUDY. AND THEN THERE'S ALSO A LOW STRESS MULTI-MODAL MOBILITY PLAN. AND WE'LL BE HAVING THAT PRESENTATION HERE, I THINK, IN A COUPLE OF MONTHS IN OCTOBER. WE'RE WORKING ON BASICALLY AN 18 MONTH SCHEDULE. THE IDEA IS TO COMPLETE THE PLAN BY JUNE 2025 AND HAVE THAT GO TO THE MPO BOARD AND THE BOARD OF COUNTY COMMISSIONERS FOR APPROVAL. SIMILAR TO YOU ALL WITH THE TECHNICAL ADVISORY COMMITTEE. WE NEED TO GET INPUT FROM A VARIETY OF SOURCES. SO WE HAVE AN OVERSIGHT COMMITTEE THAT VIEWS THINGS ON A HIGHER LEVEL, MEETS QUARTERLY, AND THEN WE HAVE A TECHNICAL WORKING GROUP THAT DIVES INTO THE ISSUES AND THEY MEET ON A MONTHLY BASIS. AND SO EACH OF THESE GROUPS IS HELPING PROVIDE DIRECTION AS THIS PLAN GOES FORWARD. THE MAIN OUTCOMES THAT WE WANT TO GET WITH THE PLAN ARE THREE THINGS. ONE IS AN ACTION PLAN GOAL, SO THAT WE SAY BY THIS PARTICULAR YEAR, WE WANT TO HAVE REDUCED OR ELIMINATED DEATH AND SERIOUS INJURIES ON OUR ROADWAYS. [00:30:04] WE'RE TALKING ABOUT HOW WE SET THAT GOAL. SECOND IS IDENTIFYING PROJECTS THAT WE CAN MOVE FORWARD FOR FUNDING AND IMPLEMENTATION. AND SO IT'S NOT JUST PROJECTS THOUGH. WE'RE ALSO LOOKING AT POLICIES AND PROGRAMS. SO WE'RE TALKING ABOUT SPEED MANAGEMENT POLICIES; POLICIES THAT CAN STREAMLINE THE PROCESS TO DO TRAFFIC CALMING IN NEIGHBORHOODS OR MID-BLOCK CROSSINGS, A VARIETY OF DIFFERENT THINGS IN THAT REGARD. OUR TIMELINE STARTING A YEAR AND A HALF. WE'RE ABOUT MIDWAY THROUGH THE PROCESS HERE. THE MAIN THING I WANTED TO BRING UP TO YOU, TO YOUR ATTENTION HERE IS NUMBER THREE, THAT IN ADDITION TO ALL THE DIFFERENT WORK THAT WE'RE DOING WITH THE ANALYSIS AND COMING UP WITH ALTERNATIVES AND RECOMMENDATIONS, WE HAVE NINE DIFFERENT FOCUS PLANS THAT WE'RE LOOKING AT, AREAS OF PARTICULAR EMPHASIS AND STUDY. SO WE'RE LOOKING AT RAIL SAFETY. NATALIE'S PARTICIPATED IN SOME OF THAT. WE'RE LOOKING AT LIGHTING. WE FOUND OUT THAT WE THOUGHT THERE WAS A LOT OF DEATH AND SERIOUS INJURY WHERE THERE WAS NOT LIGHTING ON CORRIDORS. THAT'S NOT THE CASE. THERE'S LIGHTING IN A LOT OF THE PLACES WHERE THERE ARE THESE SERIOUS CRASHES, BUT IT'S NOT ADEQUATE LIGHTING. SCHOOL ZONES. AGAIN, FINDING OUT SCHOOL ZONES ARE VERY EFFECTIVE AT HELPING KEEP CHILDREN SAFE WHEN THE FLASHERS ARE GOING ON, BUT IT'S OTHER TIMES OF DAY THAT IT'S NOT AS SAFE. NEIGHBORHOOD INTRUSION. MID-BLOCK CROSSINGS. ALL THESE DIFFERENT THINGS. THESE ARE DIFFERENT ACTION PLANS THAT WE'RE GOING TO COME UP WITH RECOMMENDATIONS. AND AT THE END OF THE PROCESS, WE'LL COMPILE THOSE INTO A MAJOR DOCUMENT THAT PROVIDES A PLAN FOR HOW TO MOVE FORWARD WITH IMPLEMENTATION. SO THIS IS JUST A HIGH LEVEL. IF YOU SEE ANYTHING THAT YOU WANT TO ASK ME ABOUT, WE CAN COME BACK TO THAT LATER IF YOU'D LIKE. BUT I WANTED TO HIGHLIGHT A FEW DIFFERENT THINGS ABOUT OUR SAFETY ANALYSIS THAT PROVIDES THE FOUNDATION FOR THE RECOMMENDATIONS THAT WILL MOVE FORWARD. FIRST OFF. AND KAREN WAS PART OF THIS WAS GETTING THE IDEA OF SAYING CRASHES, NOT ACCIDENTS. THE IDEA THAT ACCIDENTS, OH, SOMETHING JUST HAPPENED. WHEREAS CRASHES, THERE'S THE IDEA THAT IT'S SOMETHING WE CAN TAKE, ACTIONS TO PREVENT CRASHES FROM OCCURRING. AND THEN WHEN WE TALK ABOUT KSIS THAT'S KILLED OR SERIOUSLY INJURED. SO THAT'S THE MAIN STATISTIC THAT WE'RE LOOKING AT, THE MAIN KIND OF CRASH TYPE THAT WE WANT TO ADDRESS AS WE GO FORWARD. AGAIN, I MENTIONED WE HAVE A FIVE YEAR WINDOW OF CRASH DATA THAT WE'VE LOOKED AT. AND AGAIN, ONLY THE STUFF THAT WE HAVE REPORTED INFORMATION AND THEN ALSO CRASHES INVOLVING A MOTOR VEHICLE. THERE'S A I USUALLY SAY WE KNOW, BUT WE DON'T KNOW, BUT WE THINK THAT THERE IS UNDERREPORTING OF BICYCLE AND PEDESTRIAN CRASHES. I KNOW I'VE FALLEN TWICE AND BROKEN MY ARM ON A BIKE, AND I NEVER REPORTED IT TO THE POLICE. SO AGAIN, WE HAVE TO WORK WITH THE DATA THAT ARE AVAILABLE. AS WE GO FORWARD. THEN WE TAKE THIS DATA AND WE USE IT TO HELP PRIORITIZE THE CORRIDORS THAT WE'RE GOING TO BE LOOKING AT. AND WITH THAT, THEN THAT LEADS US TO AS JULIA KNOWS, THE THE IDEA OF PRIORITY CORRIDORS THAT WE'RE GOING TO BE FOCUSING ON. AND SO WE HAD THREE DIFFERENT CRITERIA THAT WE USED TO IDENTIFY THOSE CORRIDORS. SO FIRST OFF, IT'S OUR HIGH INJURY NETWORK AND UNDERSTANDING WHERE CRASHES AND SERIOUS INJURIES ARE OCCURRING WITH THIS MAPPING, THERE WAS A KIND OF A SLIDING SCALE ALSO TO SEE WHERE THERE WERE GROUPINGS OF KSIS ALONG THE CORRIDOR. AND AS WE MAP THESE, WE ENDED UP, YOU KNOW, PLAYING HOW MANY SHOULD WE SHOW ON THIS? WE CAME UP WITH SHOWING 75% OF THE CASES ARE ON 6% OF THE ROADWAYS, WHICH IS KIND OF AMAZING TO KNOW THAT THEY'RE KIND OF FOCUSED. WE KNOW THERE ARE NEIGHBORHOODS WHERE THINGS ARE SCATTERED, BUT IF YOU'RE LOOKING FOR WHERE MOST OF THEM ARE OCCURRING, 6% OF OUR ROADWAYS, OVER HALF OF THOSE ARE ON STATE FACILITIES, ABOUT 25% ON COUNTY FACILITIES AND THE REST ON CITY ROADS. WE ALSO DEVELOPED A HIGH RISK NETWORK AND LOOKED AT THE CHARACTERISTICS OF THOSE ROADWAYS THAT TENDED TO HAVE THE THE DEATH AND SERIOUS INJURIES AND PREPONDERANCE OF THE CRASHES ARE ON SIX LANE FACILITIES WITH SPEED LIMITS OF 45MPH. SO WE ALSO LOOKED AT THOSE KIND OF WHERE THE RISK MIGHT BE WHERE THE CRASHES AREN'T NECESSARILY OCCURRING, BUT THE PROPENSITY MIGHT BE THERE TO DO IT. AND YOU CAN SEE THERE'S A SLIGHT DIFFERENCE BETWEEN THOSE TWO MAPS OF HIGH INJURY AND HIGH RISK. AND THEN THE THIRD THING WE LOOKED AT WAS EQUITY CONSIDERATIONS. SO USING THE BROWARD MPO TRANSPORTATION EQUITY ASSESSMENT TOOL, WE LOOKED AT WHERE THERE ARE CONCERNS ABOUT EQUITY AND OVERLAID THOSE ALL SO HIGH INJURY NETWORK, HIGH RISK NETWORK AND EQUITY AREAS AND CAME UP WITH A LIST OF OVER 338 CORRIDORS THAT ARE RANKED BASED ON THOSE CRITERIA. THIS IS THE TOP OF THE LIST. AND AS YOU CAN SEE, MOST OF THE CORRIDORS THAT ARE MOST HAVING THE MOST DEATH AND SERIOUS INJURY ARE STATE FACILITIES. AND SO WE FACE THE QUESTION OF, OKAY, WHAT DO WE DO WITH THIS INFORMATION? HOW DO WE MOVE FORWARD? WE COULD HAVE DECIDED TO JUST FOCUS ON STATE CORRIDORS, BUT WE ALSO WANTED TO LOOK AT A VARIETY OF DIFFERENT CORRIDOR TYPES, LOOK AT DIFFERENT JURISDICTIONAL LEVELS WITH STATE, COUNTY AND LOCAL ROADS, AND THEN ALSO LOOK AT DIFFERENT PHYSICAL TYPES TWO LANE, FOUR LANE, SIX LANE, DIFFERENT THINGS OF THAT SORT. SO WE TOOK THE TOP 30 ABOUT TOP 25 STATE CORRIDORS, THE TOP 25 COUNTY CORRIDORS AND THE TOP 25 LOCAL CORRIDORS DID SOME ANALYSIS AND FIGURED [00:35:07] OUT, HEY, IS FDOT ALREADY DOING PLANS ON THIS CORRIDOR. DOES THIS CITY ALREADY HAVE SOMETHING GOING FORWARD? COIL THAT DOWN TO 30 AND THEN FIGURED OUT WHICH ARE THE ONES THAT WE COULD MOVE FORWARD TO DO SOME PRIORITY WORK? AND SO THE FINAL 11 ON THIS ARE THESE THAT ARE RIGHT HERE. AND THIS IS WHERE WE ARE DOING SOME CORRIDOR CONCEPT DESIGN TAKING THESE CORRIDORS. AND WE WILL COME UP WITH WHAT WE CONSIDER PROGRAM READY PROJECTS THAT WE CAN THEN INCORPORATE INTO OUR 2050 MTP AND OR OTHER DOCUMENTS TO MOVE THOSE FORWARD. SO IT WON'T BE DESIGN DRAWINGS, BUT IT'LL BE THE CONCEPT COST ESTIMATES, BENEFIT COST ANALYSIS, A VARIETY OF DIFFERENT THINGS. AND WE CAN GO THROUGH THIS LIST. YOU CAN ASK ANY QUESTIONS ABOUT THESE. BUT WE WANTED TO SHARE THIS WITH YOU BECAUSE STARTING IN SEPTEMBER WE WILL BE HAVING PUBLIC MEETINGS FOR EACH OF THESE CORRIDORS. WE DON'T YET HAVE AUTHORIZATION TO PUBLICIZE THOSE DATES. IT SHOULD BE THAT SHOULD BE OUT IN A FEW HOURS MAYBE, BUT WE WANT TO INVITE YOU ALL WITH YOUR COMMUNITIES. CHRIS GRATZ, YOU KNOW, THERE'S STUFF GOING ON, DANIEL. DIFFERENT THINGS. SO WE WILL BE HAVING THESE MEETINGS. WE'RE COMBINING A ROADWAY SAFETY ASSESSMENT AS PART OF THAT PROCESS ALONG WITH THE PUBLIC MEETING. SO THESE DIFFERENT TASKS IN THE PROCESS, THE FIRST PART IS DEVELOPING THE DATA AND THE MAPPING AND SPEED STUDIES TO KNOW WHAT IT IS WE'RE LOOKING AT. WE WANT TO HAVE SOME TECHNICAL PEOPLE GO LOOK AT THE CORRIDORS, TAKE INPUT FROM THE PUBLIC. AFTER THAT PUBLIC MEETING, WE'LL SUMMARIZE THE INFORMATION, COME UP WITH SOME INITIAL COUNTERMEASURES AND CONCEPTS, COME BACK TO THE COMMUNITY PROBABLY IN JANUARY, AND THEN FINALIZE THOSE PLANS AND INCORPORATE THOSE INTO OUR REPORT. AND YOU CAN SEE WITH THE MAP THERE, THERE'S KIND OF A DISTRIBUTION OF CORRIDORS THROUGHOUT THE COUNTY TRYING TO GET A LOT OF DIFFERENT THINGS GOING ON. FINALLY THEN TO COME TO THE MILESTONES THEN. SO RIGHT NOW WE'RE IN THE SUMMER. WE'VE DEVELOPED THIS PRIORITY CORRIDORS. BUT WE ALSO ARE WORKING ON THE FOCUS PLAN. SO I DON'T WANT YOU TO LOSE SIGHT THAT IF YOU'RE NOT ONE OF THOSE 11 CORRIDORS, THERE'S OTHER ACTION PLAN THINGS WHERE WE'RE GOING TO BE FOCUSING ON DIFFERENT AREAS. THROUGH THE FALL AND WINTER WE'RE GOING TO REACH OUT TO THE COMMUNITIES, GET INPUT, COMPLETE THE FOCUS PLANS. IN THE SPRING, START TO CONSOLIDATE THE INFORMATION AND DEVELOP A PRIORITIZED SET OF RECOMMENDATIONS, AND THEN TAKE IT TO OUR BOARDS FOR APPROVAL AND ADOPTION. AND SO EVEN THOUGH JUNE 2025 IS THE TARGET DATE TO COMPLETE THE PLAN WE'RE GOING TO BE, I HOPE, DOING A LOT OF IMPLEMENTATION AFTER THAT. SO WITH THAT, LET'S SEE IF YOU HAVE ANY QUESTIONS. STUMP THE PRESENTER PLEASE. ANY QUESTIONS COMMENTS. I DO HAVE A FEW. JUST RAISE YOUR. I CAN'T SEE WHO'S TALKING. THERE YOU ARE. OKAY. JUST TWO POINTS. FIRST IS I REALLY AGREE WITH THE DATA DRIVEN WAY TO MAKE THIS MAKE THE MESSAGE CLEAR. I THINK ONCE THESE PROJECTS ARE READY TO GO OUT TO THE PUBLIC, I THINK HAVING THAT HATE TO SAY LIKE SHOCK FACTOR, BUT HAVING THAT INFORMATION READILY AVAILABLE FOR PEOPLE TO SEE, YOU KNOW, HOW IMPERATIVE IT IS AND IMPORTANT IT IS THAT WE ALLOCATE TIME, RESOURCES AND ENERGY INTO THOSE CORRIDORS. SECOND, I AGREE WITH THE VERNACULAR CHANGE WITH RAIL. WE DO THE SAME. YOU KNOW, PEOPLE SAY THERE WAS SOMEBODY WAS HIT BY THE TRAIN AND THE TRAIN, IT DOESN'T MAKE A LEFT. IT DOESN'T MAKE A RIGHT. IT DOESN'T, YOU KNOW, IT'S A TRESPASSER STRIKE BECAUSE THAT'S ACTUALLY WHAT IT IS. AND IT SOUNDS A LITTLE ROBOTIC, YOU KNOW, BUT IT TAKES A LITTLE BIT OF FEELING OUT OF IT FOR SURE. BUT THE POINT IS THAT SHOCK FACTOR. RIGHT? WE'RE TRYING TO MAKE SURE THAT PEOPLE ADDRESS RAIL IN THE MOST SAFE MANNER POSSIBLE, AND I THINK THAT SHOULD BE THE WAY WE APPROACH ALL OF THESE INITIATIVES IS CALLING IT WHAT IT IS. AND THAT WAY, YOU KNOW, FOLKS MAINTAIN THAT SAFE PERSPECTIVE. AND WE HAD A CONVERSATION ABOUT THAT THIS MORNING. WE WERE LOOKING AT SOME STATISTICS, AND THERE ARE SOME SCARY STATISTICS THAT WE COULD THROW OUT. HAVE TO BALANCE IT, I'M SURE. AND THE IDEA IS, YEAH. DO YOU, DO YOU SCARE PEOPLE LIKE, OH MY GOSH, I'LL NEVER WALK OR BICYCLE ANYWHERE? OR DO YOU TRY TO CONVEY THE MESSAGE OF, HEY, IF YOU'RE DRIVING, PLEASE BE AWARE THAT YOU'RE GOING TO SEE PEOPLE ON BIKES OR WALKING NEAR PARKS AND SCHOOLS. SO PLEASE DRIVE SAFELY SO THAT WE HAVE TO STRIKE A BALANCE. AND I DO THINK THAT THE PROPOSED CHANGES WILL HELP DEMONSTRATE THAT. YEAH. ANY, OH WE DO HAVE ONE VIRTUAL RAISED HAND. TONYA WILLIAMS, YOU'RE UNMUTED. JAMES. HI. HEY. ON PAGE SEVEN OF THE PRESENTATION UNDER VOCABULARY, YOU HAVE CRASHES, NOT ACCIDENTS. [00:40:07] CAN YOU JUST ELABORATE ON THAT OR EXPLAIN WHAT YOU MEAN? YEAH. SO THE VISION ZERO COMMUNITY I REMEMBER HEARING THAT THIS IS PROBABLY ABOUT THE LAST EIGHT, TEN YEARS WAS THE FIRST TIME I HEARD THIS IDEA. AND I STILL GET DINGED. FAZEL HERE HAS A LITTLE BUZZER THAT ANYTIME SOMEBODY SAYS ACCIDENTS, HE HITS IT. SO IT'S PART OF A FUNDAMENTAL CHANGE IN APPROACH TO HOW WE'RE REVIEWING OUR ROAD SAFETY SYSTEM. A LOT OF THE THINGS USED TO BE, WELL, YOU KNOW, CRASHES ARE INEVITABLE AND YOU CAN'T DO ANYTHING ABOUT IT. AND AND IT'S ALL, YOU KNOW, BECAUSE PEOPLE AREN'T PAYING ATTENTION OR WHATEVER IT IS. AND THIS SAFE SYSTEM APPROACH THAT I DIDN'T INCLUDE HERE, IT'S IN ANOTHER SLIDE PRESENTATION. IF WE HAD 45 MINUTES THAT THERE ARE VARIOUS FACTORS THAT WORK TOGETHER. SO THERE'S A QUESTION ABOUT SAFE SPEEDS AND SAFE DRIVERS AND SAFE RESPONSE TIME. AND ALL THESE DIFFERENT THINGS WORK TOGETHER, THAT IT'S NOT JUST YOU BY YOURSELF THAT ARE RESPONSIBLE. IT'S THE WHOLE SYSTEM. HOW IT WORKS TOGETHER TO HELP CREATE A SAFER ROAD AND A SYSTEM. SO, SO PART OF THAT IS CHANGING THE THINKING WITH ACCIDENT IS, OH, THERE'S NOTHING I COULD HAVE DONE. BY THE WAY, ELSA SPEAKS SPANISH AND IN SPANISH YOU KNOW, IT'S SOME OF THE WORD CONSTRUCTION. IT'S LIKE, OH, MY LEG JUST BROKE. YOU KNOW, IT DIDN'T JUST SOMETHING HAPPENED. AND SO THAT'S THE DIFFERENCE BETWEEN AN ACCIDENT THAT JUST HAPPENED VERSUS A CRASH. SOMEBODY TOOK ACTIONS THAT LED TO SOMETHING, YOU KNOW, A CRASH OCCURRING. AND SO THAT'S THAT DIFFERENCE OF A SEMANTIC THING OF UNDERSTANDING THEIR ACTIONS THAT THOSE PEOPLE COULD HAVE TAKEN TO NOT HAVE IT HAPPEN. SO. OKAY. DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS FROM THE COMMITTEE. ALL RIGHT. SEEING NONE. THANK YOU. ALL RIGHT. THANK YOU. OUR NEXT NON ACTION ITEM IS THE PREMIUM TRANSIT EDUCATION SERIES HIGH FREQUENCY BUS [2. Premium Transit Education Series: High Frequency Bus Service] SERVICE. AMANDA CHRISTON. HELLO. MY NAME IS AMANDA CHRISTON. I AM THE TRANSIT MANAGER FOR THE BROWARD METROPOLITAN PLANNING ORGANIZATION. AND I'M GOING TO BE GIVING YOU A BRIEF PRESENTATION TODAY ABOUT THE HIGH FREQUENCY BUS SERVICE COMPONENT OF THE BROWARD COUNTY PREMO TRANSPORTATION PROGRAM. THIS IS THE FOURTH IN MY FOUR INSTALLMENT SERIES THAT I HAVE GIVEN TO OUR MPO BOARD. THIS IS THE FIRST THAT I WILL BE GIVING TO THE TAC AND THE CAC. SO I HOPE YOU ENJOY IT. SO HIGH FREQUENCY BUS SERVICE. I'M JUST GOING TO EXPLAIN A LITTLE BIT ABOUT WHAT IT IS AS A COMPONENT OF PREMO. AND THEN I'LL GO INTO IT AS A TRANSIT TECHNOLOGY. SO THERE ARE FOUR TECHNOLOGIES THAT ARE OUTLINED IN THE PREMO PLAN, WHICH IS THE BROWARD COUNTY PREMIUM MOBILITY PLAN. LET ME AGAIN REITERATE, I AM AN MPO EMPLOYEE. I AM NOT A BROWARD COUNTY TRANSIT EMPLOYEE. SO THIS IS AN EDUCATION SERIES ABOUT THE TYPES OF THE MODES OF TRANSIT THAT ARE INCLUDED IN THE PLAN, NOT ANYTHING ELSE. SO THERE ARE FOUR TYPES. WE HAVE LIGHT RAIL BUS, RAPID TRANSIT, COMMUTER RAIL, AND THEN THE HIGH FREQUENCY BUS SERVICE. THERE ARE ABOUT 100 MILES OF IT THROUGHOUT THE COUNTY. MOST IMPORTANTLY, YOU CAN YOU CAN SEE THE CORRIDORS ON THE MAP RIGHT THERE. SO EAST WEST, SAMPLE, ATLANTIC COMMERCIAL, SHERIDAN AND THEN NORTH SOUTH UNIVERSITY 441 DIXIE US ONE. THE INFRASTRUCTURE COST IS ANTICIPATED TO BE ABOUT $125 MILLION. AND THAT WAS IN 2022. SO I WANT TO START WITH AN ANALOGY. SO CONSIDER THERE IS A GATE AT THE END OF YOUR DRIVEWAY OR IN AND OUT INTO YOUR COMMUNITY. AND THINK ABOUT THAT GATE AND THINK ABOUT IMAGINE IF THE GATE WAS ONLY OPEN EVERY 30 MINUTES OR EVERY 60 MINUTES. THAT WOULD PROBABLY REALLY IMPACT THE WAY THAT YOU LIVED YOUR LIFE AND THE WAY THAT YOU PLANNED YOUR TRIPS AND HOW OFTEN YOU GOT IN AND OUT OF THE VEHICLE TO TAKE YOU THROUGH THAT GATE. [00:45:02] WELL, THINKING ABOUT TRANSIT AND HEADWAYS THAT ARE LONG 30 MINUTE, 60 MINUTE HEADWAYS, MEANING A BUS COMES EVERY 30 MINUTES OR 60 MINUTES. THAT REALLY PUTS A DAMPER ON SOMEBODY'S A TRANSIT RIDERS, YOU KNOW, PERSONAL FREEDOM, THE WAY THAT THEY CAN PLAN THEIR DAY, THE WAY THAT THEY CAN PLAN YOU KNOW, EVENTS AND DOCTOR'S APPOINTMENTS FOR CHILDREN. ET CETERA. ET CETERA, ET CETERA. IT REALLY BECOMES A GREAT HINDRANCE. SO HIGH FREQUENCY BUS SERVICE TAKES AWAY THAT 30 TO 60 MINUTE HEADWAY AND REPLACES IT WITH IN SOME CITIES EVERY FIVE MINUTES TO MAYBE LIKE EVERY 20 MINUTES IS REALLY PUSHING THE BOUNDARY OF WHAT'S CONSIDERED TO BE LIKE HIGH FREQUENCY. THERE'S HIGH, LOW AND MODERATE. THE COMMON COMPLAINTS ABOUT PUBLIC TRANSPORTATION, WHICH WE PROBABLY ALL KNOW ABOUT, IS THERE ARE DELAYS. SO YOU CAN'T, YOU KNOW, RELY ON THE ACCURACY OF THE SCHEDULE. THERE ARE LONG WAITS IF YOU NEED TO TRANSFER, WHICH MEANS YOU'RE SITTING THERE. YOU GET TO THE BUS STOP AND BECAUSE THE, YOU KNOW, THE HEADWAYS ARE REALLY LONG, THAT MEANS YOU HAVE A LOT OF DOWNTIME THAT YOU HAVE TO WAIT FOR YOUR TRANSFER AND THEN JUST POOR SCHEDULING, MEANING, YOU KNOW, THINKING ABOUT THE ORIGINS AND DESTINATIONS IN BROWARD AND THAT THE SCHEDULING DOESN'T REALLY MATCH THE WAY THAT PEOPLE TRAVEL WITHIN AND THROUGH BROWARD COUNTY. SO HIGH FREQUENCY BUS SERVICE IS SO FREQUENT THAT YOU DON'T NEED A SCHEDULE. AND WHAT I MEAN BY THAT IS IT COMES WITH REGULARITY, AND IT COMES FREQUENTLY ENOUGH THAT YOU DON'T NEED TO LOOK AT THE CHART AND SEE WHERE WHEN YOUR BUS IS GOING TO ARRIVE. YOU CAN, WITH CONFIDENCE, SIT AT THE BUS STOP OR WAIT AT THE BUS STOP KNOWING THAT THE BUS WILL COME IN A RELATIVELY SHORT AMOUNT OF TIME. SO LOW VOLUME IS ANYTHING OVER 15 MINUTE HEADWAYS. SO THAT'S FOUR BUSSES AN HOUR REALLY. YOU KNOW FEWER THAN 100 PASSENGERS AN HOUR. SO THAT IS BARE MINIMUM, LOW VOLUME, MODERATE VOLUME EVERY 10 TO 15 MINUTES, 4 TO 10 BUSSES AN HOUR. SO YOU'RE REALLY, LIKE, DOUBLING, YOU KNOW, AND THEN BETWEEN 100 AND 750 PASSENGERS AN HOUR. HIGH VOLUME SIMILARLY, IT'S EVERY 2 TO 6 MINUTES FOR COMBINED HEADWAYS. SO DEPENDING ON WHAT'S ON THAT ROUTE, IT'S EVERY 2 TO 6 MINUTES YOU'LL BE SITTING THERE AND YOU'LL SEE A BUS. IT MOST LIKELY WILL BE YOURS WITHIN, YOU KNOW, TEN MINUTES OR SO 10 TO 30 BUSSES AN HOUR, 500 TO 2000 PASSENGERS PER HOUR. SO THAT'S HUGE CITY, LA METRO, NEW YORK CITY, MTA, THAT KIND OF THING. AND WHAT BROWARD COUNTY TRANSIT IS CALLING HIGH FREQUENCY BUS SERVICE ACCORDING TO COMMUNITY OR FOR INDUSTRY STANDARDS, IS ACTUALLY MODERATE BECAUSE THEY'RE THINKING ABOUT THOSE 15 MINUTE. I THINK THAT THEY WOULD LIKE TO REACH THOSE TEN MINUTE HEADWAYS ON, YOU KNOW, AT LEAST A FEW ROUTES THERE MOST SERVICED ROUTES RIGHT NOW. BUT IN ORDER TO ACCOMMODATE HIGH FREQUENCY BUS SERVICE, THE TYPE OF SERVICE, THE PLANNING AND THE SCHEDULING, IT NEEDS TO BE CHANGED ENTIRELY. SO WHAT WE HAVE NOW IS CONSIDERED OR CALLED A DIRECT SERVICE MODEL. SO THE NETWORK IS DESIGNED TO TAKE YOU ESSENTIALLY FROM DOOR TO DOOR. YOU GO TO THE BUS STOP, YOU WAIT AT THE BUS, YOU TAKE THE BUS AND THEN YOU EITHER WALK OR, YOU KNOW, YOU TYPICALLY ARE DELIVERED WHERE YOU WOULD LIKE TO BE. YOU'RE DELIVERED TO YOUR DESTINATION. IT REALLY IS A COMMUTER MODEL, AND IT'S KIND OF AN OUTMODED MODEL FOR THE REALLY THE 21ST CENTURY. IT CONNECTS THE SUBURBS TO A CENTRAL LOCATION. TYPICALLY IT'S THE CENTRAL BUSINESS DISTRICT. AND OTHER TRIPS HAVE TO GO THROUGH THE CENTRAL BUSINESS DISTRICT IN ORDER TO BE COMPLETED. SO THAT IS THE KEY RIGHT THERE. SO HIGH FREQUENCY BUS SERVICE OPERATES ON A TRANSFER BASED SYSTEM OR PLANNING SCHEDULING, WHATEVER YOU WANT TO CALL IT. IT ALLOWS RIDERS TO USE MANY DESTINATIONS USING TRANSFERS. [00:50:05] SO TRANSFER BASED. SO YOU GET ON A BUS, YOU TAKE IT MAYBE 15 MINUTES OR SO, YOU TRANSFER, AND THEN YOU SPEND ANOTHER 15, 20 MINUTES ON THAT SECOND LEG OF YOUR TRIP AND IT GETS YOU CLOSER TO WHERE YOU NEED TO GO. AND IT GETS YOU THERE RELATIVELY QUICKER. SO IT BETTER SERVES DISPERSED MOBILITY PATTERNS. SO IT REALLY MOVES AWAY FROM THAT COMMUTER BASE, FROM THAT SUBURB TO CBD WAY OF TRANSIT PLANNING, AND TAKES YOU FROM LOTS OF DIFFERENT ORIGINS TO LOTS OF DIFFERENT DESTINATIONS IN A MUCH MORE EFFICIENT WAY. IF YOUR ROUTES WITH HIGHER FREQUENCY AND IT OFFERS PASSENGERS GREATER SELECTION OF TRAVEL ROUTES AGAIN, BECAUSE OF TIME, YOU DON'T HAVE TO GO THROUGH THE CENTRAL BUSINESS DISTRICT IN ORDER TO GET TO YOUR DESTINATION. IT'S TRANSFER BASED. SO YOU YOU GET ON TRANSFER, YOU KNOW, GET ON, GET OFF TRANSFER AND THEN YOU GET TO YOUR DESTINATION. SO IT ELIMINATES THAT UNNECESSARY TRIP TIME AND LENGTH THAT, YOU KNOW, REALLY DOESN'T APPLY TO YOU AND WHERE YOU NEED TO TO GO AND WHERE YOU LIVE. SO THERE ARE SOME ELEMENTS TO THIS MODERATE TO HIGH VOLUME SERVICE, BUT, YOU KNOW, HIGH FREQUENCY BUS THAT ARE IMPORTANT TO ITS EFFICIENCY AND ITS EFFICACY. IF THERE ARE, ELEMENTS OF THIS THAT WILL BE NECESSARY TO BE IMPLEMENTED. HENCE, THE $125 MILLION INFRASTRUCTURE COST WITH WHAT FOR ALL INTENTS AND PURPOSES, PEOPLE WILL THINK IS JUST THE SAME SORT OF BUS AND THE SAME SORT OF ROUTE AND THE SAME SORT OF SCHEDULING WITH THAT. THEY DON'T REALLY NEED THAT KIND OF MONEY FOR AN INFRASTRUCTURE BOOST. SO ACTIVE TRANSIT SIGNAL PRIORITY. THAT IS ESSENTIALLY G.P.S. AND DETECTION LOOPS AND DIFFERENT TRANSIT, DIFFERENT SIGNAL PRIORITIZATION COMPONENTS THAT LET THE TRANSIT BUS EITHER. IT LET ME JUST EITHER THE PHASING IS SUCH THAT THE TRANSIT CAN GET A GREEN, YOU KNOW, GET THE GREEN WAVE, OR THERE ARE ELEMENTS ON THE BUS ITSELF THAT SIGNAL TO THE INTERSECTION INFRASTRUCTURE THAT IT'S COMING AND, YOU KNOW, MAKE WAY FOR THE TRANSIT. DIFFERENT APPROACH LANES AND QUEUE JUMPS. AGAIN, THE QUEUE JUMP IS IS ALSO PART OF THE TRANSIT SIGNAL PRIORITY. BUT IN LANE STOPS, WHICH MEANS THAT THE BUSSES DON'T HAVE TO PULL OUT AND PULL IN, WHICH ELIMINATES SOME OF THAT TIME. BOARDING ISLANDS, BUS BULBS, NEAR-LEVEL BOARDING. ALL OF THESE ARE TIME TIME MINIMIZERS MULTI DOOR BOARDING, DEDICATED TRANSIT LANES, DEDICATED PEAK ONLY LANES AND SHARED BUS BIKE LANES. NOW, AGAIN, THESE ARE ELEMENTS OF A SUCCESSFUL HIGH FREQUENCY BUS SERVICE. THEY ARE NOT NECESSARILY WHAT WILL BE IMPLEMENTED HERE IN BROWARD COUNTY, BUT THESE ITEMS WORK TOGETHER TO CREATE A MORE EFFICIENT BUS NETWORK. SO WHY DEVELOP THIS? THERE ARE THREE INDEPENDENT BENEFITS FROM HIGH FREQUENCY BUS SERVICE REDUCES WAITING. I'VE TALKED ABOUT THAT THROUGHOUT MY SHORT PRESENTATION THAT WE WOULD LIKE TO MAKE TRIPS MORE CONVENIENT, MORE RELIABLE, AND MORE ATTRACTIVE TO ALL RIDERS, CURRENT RIDERS AND RIDERS OF CHOICE. SO REDUCES WAITING, MAKES CONNECTIONS EASY, AND IT GIVES YOU A LOT MORE VARIETY OF WHERE YOU CAN GET, YOU KNOW, WHERE YOU NEED TO GO ON FOOT AND TO THE BUS. AND IT REALLY DOES REDUCE THE RELIABILITY PROBLEM. SO THE PREMO GOALS TALK ABOUT HIGH FREQUENCY BUS SERVICE AND HOW THEY HOW THIS ACHIEVES THOSE GOALS. SO HIGH FREQUENCY BUS SERVICE AGAIN IS A TRANSFER BASED SYSTEM. SO IT COMPLEMENTS THE BRT AND THE LIGHT RAIL. BECAUSE ALL OF THESE MODES WORK TOGETHER THEY ARE NOT WORKING ISOLATED FROM ONE ANOTHER. IT'S EQUITABLE LOW COST. IT'S FLEXIBLE. IT CAN BE MORE MUCH MORE EASILY CHANGED OPERATIONALLY THAN YOUR TYPICAL FIXED ROUTE BUS SERVICE PLANNING. [00:55:05] THE PREMO GOAL IS TO HAVE AN ELECTRIFIED FLEET. SO THAT IS PART OF WHERE THAT $125 MILLION IS GOING TO COME INTO IT. BUT AGAIN, IF YOU HAVE AN ELECTRIC FLEET, YOU NEED TO BUILD THE INFRASTRUCTURE TO POWER THOSE BUSSES. AND THAT IS THAT CAN BE A LITTLE DAUNTING. SO THAT'S PART OF THE PROBLEM. BUT IT IS A BLUEPRINT FOR SUCCESS. SO JARRET WALKER, WHO'S A VERY FAMOUS TRANSIT PLANNER IN THE UNITED STATES. I THINK HE'S ACTUALLY AUSTRALIAN. THIS IS HIS MANTRA. FREQUENCY IS FREEDOM AND IT REALLY IS TRUE. AS FAR AS LIKE THE HIGH FREQUENCY BUS SERVICE IS CONCERNED. IT TAKES AWAY YOU SITTING THERE STARING DOWN, WAITING FOR THE BUS TO COME BECAUSE, YOU KNOW, YOU KNOW, WITHIN 10 OR 15 MINUTES IT'S GOING TO BE THERE SO YOU CAN RELAX AND REST ASSURED THAT IT'S GOING TO BE COMING ALONG SOONER THAN IT WOULD BEFORE. SO THAT IS MY PRESENTATION AGAIN. MY NAME IS AMANDA. HERE'S MY CONTACT INFORMATION AND IF YOU WOULD LIKE MORE INFORMATION, JUST LET ME KNOW. AND IF YOU HAVE ANY QUESTIONS GO AHEAD. FIRST UP KHALILAH. OH. THANK YOU. I'M NOT EVEN SURE WHERE TO BEGIN. JUST POINTS OF CLARIFICATION WHERE YOU STARTED. SO FOR ME, THE CONCERN IS THE DOVETAILING, THE CONTENTS OF THE PRESENTATION WITH PREMO BECAUSE SOME OF IT. SO THE PREMO PRESENTATION SPECIFICALLY TALKS TO HIGH FREQUENCY BUS BEING 15 MINUTES AND BEING ONLY IN THE PEAK, WHICH IS. AND SO IF IT'S GOING TO BE EDUCATIONAL, THAT'S FINE. YOU KNOW, HAVING PEOPLE UNDERSTAND GENERALLY WHAT HIGH FREQUENCY BUS IS, BUT I DON'T WANT IT TO BE MISLEADING BECAUSE THERE ARE A LOT OF ELEMENTS IN HERE THAT YOU REFERENCE THAT ARE NOT PART OF THE SO I'M NOT SURE. YOU KNOW WHO AT THE I YOU KNOW WHAT? I THINK THAT'S VERY INTERESTING KHALILAH IT'S NOT CONSISTENT. BUT THIS RIGHT HERE IS INDUSTRY STANDARD FOR HIGH FREQUENCY BUS. OH, I DID IN THE BEGINNING. A LOT OF IN AND OUT REFERENCES AS YOU PRESENT. SO I JUST WANT TO MAKE SURE IT'S CLEAR THAT IT IS INDUSTRY. AND AS YOU POINT OUT TO WHAT PREMO HAS MAYBE REFERRED TO AS I'M SORRY, I CAN'T HEAR YOU. AS YOU REFER TO PREMO MAYBE SHOW IT AS IT IS. OH, YOU KNOW, I MEAN. YOU WANT ME TO SAY ALL OF THAT AGAIN, I REALLY I KNOW I'M PRETTY LOUD, BUT AND THEN IT. OH SO I HAD TO SORRY. I KIND O HAD BOTH. YEAH I HEAR WHAT YOU'RE SAYING KHALILAH. I DON'T THINK THAT THERE ARE ANY INCONSISTENCIES IN THE PRESENTATION. IT REALLY IS JUST INFORMATIONAL. AND IF ANYBODY WOULD LIKE MORE INFORMATION ABOUT IT RELATIVE TO PREMO, THEY SHOULD REFER TO THE PREMO DOCUMENTS IF THEY WOULD LIKE INFORMATION ABOUT HIGH FREQUENCY BUS SERVICE AS A STANDALONE TRANSIT MODE THAT IS SUCCESSFUL IN LOTS OF PARTS OF THE COUNTRY, WITH A LOT OF THOSE ELEMENTS THAT ARE NECESSARY FOR IT TO BE SUCCESSFUL YOU CAN TALK TO ME ABOUT IT. MADAM CHAIR, DO YOU MIND IF I STEP IN JUST FOR A MOMENT? NOT AT ALL. SO KHALILAH I THINK WHAT WE WERE TRYING TO DO IS WE WERE GETTING A LOT OF QUESTIONS FROM MPO BOARD MEMBERS. WE. OH, THAT'S FINE, AND I UNDERSTAND THAT. BUT THE WAY THE PRESENTATION IS SET UP AND PRESENTED WITH THE IN AND OUT REFERENCES TO PREMO, IT SENDS MORE COORDINATION THAN WHAT WAS DONE. AND SO I JUST WANT IT TO BE CLEAR THAT THIS IS INFORMATIONAL AND THAT'S FINE. AND WHAT YOU'RE SAYING IS CORRECT. BUT IF YOU JUST REFER TO, YOU KNOW, PREMO HAS HIGH FREQUENCY BUS, THIS IS HOW PREMO PRESENTS IT. AND THEN CONTINUE THROUGHOUT THE PRESENTATION PRESENTING THE INFORMATION. THAT'S FINE. BUT IT'S THE IN AND OUT REFERENCES THAT I THINK IT'S CONFUSING BECAUSE I DON'T THINK THAT WE'VE GONE OUT AND SAID EXACTLY WHAT ELEMENTS WE ARE, AND SO IT JUST CREATES MORE QUESTIONS THAN NEED TO BE. AND I THINK TO AMANDA'S POINT, THAT WASN'T OUR INTENT. I'M SORRY. THAT'S HOW IT CAME ACROSS. THAT'S FINE. AND WE WILL TAKE THAT COMMENT TO HEART. [01:00:01] I THINK WE CAN CERTAINLY MAKE THAT DISTINCTION MORE CLEAR AS PART OF THE FIRST PART OF THE PRESENTATION. RIGHT? BECAUSE I THINK FOR US IT'S TECHNICAL, IT'S JUST WHEN IT GOES TO THE OTHERS, I DON'T. UNDERSTOOD. OKAY. I JUST WANTED TO CLARIFY, AND I THINK THIS WAS JUST IN RESPONSE TO OUR MPO BOARD ASKING A LITTLE BIT MORE INFORMATION ABOUT ALL OF THESE DIFFERENT TECHNOLOGIES. RIGHT? BECAUSE THE OTHER ONES, I THINK THEY WENT THROUGH FINE. THIS ONE'S JUST A LITTLE BIT I GUESS CLOSER TO IMPLEMENTATION FROM OUR END, BECAUSE IT'S JUST IT'S HIGH FREQUENCY. OKAY. COMMENT FROM. SORRY FROM CHRISTOPHER. MY MIC IS ON. AMANDA, THANK YOU FOR YOUR PRESENTATION BECAUSE I ACTUALLY DID LEARN A LOT. THANK YOU. I HAVE A COUPLE OF QUESTIONS. FIRST OFF, AND YOU MAY BE SPEAKING TO THE PREMO, AND I DON'T WANT YOU TO DO THAT BASED ON THE LAST SPEAKER, BUT IS THERE ENOUGH VOLUME OF RIDERSHIP ON THE ROUTES THAT ARE PROPOSED TO IMPLEMENT THE HIGH FREQUENCY? BECAUSE WE'RE MOVING LIKE 100 TO 750 PEOPLE AN HOUR. IS THAT WHAT I SAW? WELL, YEAH, THOSE ARE THE STANDARDS FOR HIGH MOD AND LOW THAT QUESTION I CAN'T ANSWER. OKAY. THANK YOU. YEAH. YOU'RE WELCOME. AND THEN HELP EDUCATE. WELL, I KEEP ON MOVING MY MIC WHEN YOURS GOES OUT. I DON'T KNOW WHY. I DON'T EITHER. [LAUGHTER] SO CAN YOU DISTINGUISH BETWEEN BUS RAPID TRANSIT AND HIGH FREQUENCY BUS SERVICE? SURE. BECAUSE I THINK I MIGHT BE CONFUSING THE TWO. YEAH. BUS RAPID TRANSIT IS I CALL IT YOU KNOW, A LIGHT RAIL ON RUBBER TIRES. IT LOOKS SIMILAR. YOU KNOW, IT TYPICALLY HAS, LIKE AN ARTICULATED VEHICLE. IT HAS LEVEL BOARDING, LIKE YOU WOULD A LIGHT RAIL, RIGHT? IT HAS A TICKET VENDING MACHINE THAT IS AT THE STATION AS OPPOSED TO, YOU KNOW, A COLLECTION ON THE VEHICLE ITSELF. IT HAS A PROMINENT STATION. IT HAS ITS OWN BRANDING, IT HAS ITS OWN IDENTITY, AND THEY TYPICALLY THEY WORK BEST. AND THEN THIS IS ALSO KIND OF WHERE I GOT IN TROUBLE WITH MY BRT PRESENTATION. THEY WORK BEST WHEN THEY DO ALSO HAVE THEIR OWN BUS WAY. RIGHT. AND YOU KNOW, ENFORCEMENT VERSUS, YOU KNOW, INFRASTRUCTURE AND KEEPING PEOPLE OUT, KEEPING YOU KNOW, THOSE ARE ALL THINGS THAT THE ENGINEERS WILL WORK OUT LATER. BUT THOSE ARE THE DISTINCT DIFFERENCES. YOU'RE WELCOME. ARE THERE ANY OTHER QUESTIONS OR COMMENTS? I DON'T HAVE ANY ONLINE, SO THANK YOU. YOU'RE WELCOME. THANK YOU. ITEM NUMBER THREE IS OUR FEDERAL DISCRETIONARY GRANTS. [3. Federal Discretionary Grants] AND JENNIPHER TUCY. THANK YOU CHAIRPERSON. HELLO EVERYONE. LOVELY TO SEE YOU AGAIN. OUR ONCE A MONTH MEETINGS ARE ALWAYS DELIGHTFUL. I AM JENNIPHER TUCY. I'M GOVERNMENT RELATIONS AT BROWARD MPO. I'M HERE TO GIVE YOU THE BROWARD MPO GRANTS UPDATE AND DISCUSSION FOR AUGUST OF 2024. AS MANY OF YOU SHOULD KNOW, WE HAVE OUR MONTHLY GRANTS COORDINATION CALL EVERY SECOND TUESDAY OF EACH MONTH. IT IS A GREAT OPPORTUNITY TO COLLABORATE AND SHARE WITH PARTNERS. PLEASE USE THE QR CODE OR THE LINK TO SIGN UP FOR THE MONTHLY MEETINGS. WE DID RECENTLY SEND OUT A QUESTIONNAIRE TO COLLECT INFO FROM OUR PARTNERS AS TO WHICH GRANTS THEY ARE CONSIDERING APPLYING FOR, AND THE YEAR THAT THEY PLAN TO PROJECT. A LITTLE BIT DESCRIPTION. IT WILL ALLOW US TO BUILD BETTER COLLABORATION BETWEEN ALL OF US, AND WE WILL BE SHARING THE INFORMATION, THE RESULTS OF THOSE COLLECTION AT THESE MONTHLY MEETINGS. ALL RIGHT THRIVING COMMUNITIES PROGRAM. WE HAVE THE WORKSHOP COMING UP, THE TRANSIT ORIENTED DEVELOPMENT FOR CENTRAL BROWARD WORKSHOP. IT'S ON TUESDAY, OCTOBER 15TH. THE INVITE IS ON YOUR DESK AND YOU'RE GOING TO HEAR MORE ABOUT IT. THE EVENT SHORTLY FROM ASHLEY. WITH THE GRANT ITSELF. WE ARE CURRENTLY GATHERING DATA THAT WE WILL BE SHARING THROUGH THESE WORKSHOPS. THE RAIL CROSSING ELIMINATION PROGRAM. WE ARE CONTINUING TO COORDINATE WITH ALL THE PARTIES ON THE GRANT AGREEMENTS. RECONNECTING COMMUNITIES. WE ARE MAKING PROGRESS WITH THE GRANT AGREEMENT AND THE NEPA CHECKLIST. [01:05:10] STRENGTHENING MOBILITY AND REVOLUTIONIZING TRANSPORTATION GRANT. SMART GRANT. WE ARE COORDINATING WITH US DOT AND THE OFFICE AND OFFICE OF SECRETARY AND TRANSPORTATION ON THE GRANT AGREEMENT AND PROJECT SPECIFIC TERMS AND CONDITIONS. MY FAVORITE ONE TO SAY. PRIORITIZATION PROCESS PILOT PROGRAM. WE HAVE AN APPLICATION IS SUBMITTED AND IS AWAITING TO BE REVIEWED. WE HAVE OUR OPEN GRANT APPLICATIONS OF NOTE THE CHARGING AND FUELING INFRASTRUCTURE PROGRAM. THE DATE ACTUALLY CHANGED FOR THE SUBMISSION TO SEPTEMBER 11TH. IT WAS, I BELIEVE ACTUALLY DUE TODAY TECHNICALLY. SO JUST AS A HEADS UP. OUR UPCOMING GRANT APPLICATIONS FALLING INTO FUNDS GUYS CHANGED IT FROM YOU WHO. ALL RIGHT. GOOD. THAT IS ALL I HAVE FOR YOU TODAY. THANK YOU VERY MUCH. ANYBODY SUBMITTING ANYTHING OR. THANK YOU. ANY QUESTIONS OR COMMENTS? I DON'T SEE ANY. SO THANK YOU. THANK YOU VERY MUCH. AND THAT IS A GOOD SEGUE INTO THE FOURTH ITEM, WHICH IS THE THRIVING COMMUNITIES PROGRAM. [4. Thriving Communities Program - Central Broward Transit-Oriented Development (TOD) Toolkit] CENTRAL BROWARD TOD TOOLKIT AND ASHLEY MOHNI. HELLO, EVERYONE. I'M ASHLEY MOHNI, I'M THE COMMUNICATIONS SPECIALIST FOR THE BROWARD MPO. I'M VERY HAPPY TO BE WITH YOU TODAY. SO I JUST WANT TO GIVE YOU A VERY QUICK OVERVIEW OF THE THRIVING COMMUNITIES PROGRAM. AND THEN I'M GOING TO HAND IT OVER TO ONE OF OUR CONSULTANTS WHO'S ON THE LINE, AND HOPEFULLY HE'LL BE ABLE TO CHAT WITH YOU. OTHERWISE PAUL'S OUR PLAN B. [LAUGHTER] SO ALL RIGHT. SO. YEAH. OKAY. SO LAST YEAR, THE BROWARD MPOS APPLICATION WAS SELECTED FOR THE THRIVING COMMUNITIES PROGRAM. AND THIS IS A TECHNICAL ASSISTANCE AWARD. AND SO YOU MAY BE THINKING, OH, THAT SOUNDS REALLY FAMILIAR. AS JENNIPHER MENTIONED, YOU HAVE BEEN HEARING ABOUT THRIVING COMMUNITIES IN THE MONTHLY GRANT UPDATE FOR THE PAST COUPLE OF MONTHS. BUT AS PART OF THIS PROGRAM, WE'RE CREATING A TRANSIT ORIENTED DEVELOPMENT TOOLKIT. AND THE GOAL OF THIS TOOLKIT IS TO PROVIDE THE MPO, AS WELL AS OUR MUNICIPALITIES, WITH THE RESOURCES AND STRATEGIES TO IMPLEMENT TOD IN OUR COMMUNITIES, AND ALSO RECOGNIZING THE DIVERSE CHALLENGES AND ALSO OPPORTUNITIES THAT ARE AVAILABLE IN CENTRAL BROWARD. THE THRIVING COMMUNITY PROGRAMS FOCUS AREA IS FROM COUNTY LINE TO COUNTY LINE, FROM FLORIDA TURNPIKE TO I-95, WHICH IS A HUGE SWATH OF OUR COUNTY. IT'S ABOUT A THIRD OF BROWARD COUNTY. AND WITHIN THAT AREA THERE ARE 20 MUNICIPALITIES THAT ARE INCLUDED WITHIN THE STUDY AREA. AND SO THE REASON THAT WE SELECTED THIS AREA IS BECAUSE THERE ARE A LARGE NUMBER OF TRANSIT DEPENDENT RESIDENTS, BUT ALSO A DISPROPORTIONATE NUMBER OF JOBS AVAILABLE. SO THERE ARE A LOT OF PEOPLE WHO PASS THROUGH CENTRAL BROWARD, BUT WE REALLY WANT TO EXPLORE OPPORTUNITIES FOR PEOPLE TO STOP HERE AND STIMULATE SOME ECONOMIC DEVELOPMENT AND INVESTMENT IN THAT AREA. SO OUR LARGE STUDY AREA IN BROWARD IS VERY UNIQUE FOR THE THRIVING COMMUNITIES PROGRAM, AND IT'S ACTUALLY THE LARGEST NATIONWIDE, WHICH IS VERY EXCITING BECAUSE IT MEANS THAT WE'VE STIMULATED QUITE A BIT OF AND GARNERED A LOT OF ATTENTION HERE IN OUR COMMUNITY FROM A NATIONAL PERSPECTIVE, WHICH IS GREAT. ON JUNE 20TH, WE HOSTED OUR FIRST VIRTUAL KICKOFF, WHICH WAS A HUGE SUCCESS. AND OF THE 20 CITIES THAT ARE WITHIN OUR STUDY AREA, WE HAD 18 REPRESENTATIVES THAT JOINED US. WE ALSO HAD FOLKS FROM FDOT, AS WELL AS TRI-RAIL AND BROWARD COUNTY WHO JOINED US FOR THAT. AND IN TOTAL WE HAD 60. SO WE WERE VERY EXCITED TO KIND OF JUST KICK OFF THE PROGRAM. AND THAT'S A GREAT SEGUE. AND THANK YOU TO JENNIFER FOR MENTIONING OUR OCTOBER EVENT. SO OUR FIRST FORMAL WORKSHOP IS GOING TO BE TAKING PLACE ON OCTOBER 15TH FROM 10 TO 1 P.M., AND THAT WILL BE AT THE LAUDERHILL PERFORMING ARTS CENTER. AND SO I WOULD REALLY LOVE IT IF ALL OF YOU COULD JOIN US. AND ALSO IF YOU COULD REALLY ENCOURAGE YOUR MPO BOARD MEMBERS AS WELL AS YOUR CITY MANAGERS, TO COME, BECAUSE THIS IS GOING TO BE THE FIRST OF THREE WORKSHOPS. AND THE GOAL OF THIS TOOLKIT IS TO PROVIDE OUR COMMUNITY WITH THE TOOLS TO REALLY EMBRACE TOD, AND WE NEED YOU TO HELP US TO DO THAT. SO WITH THAT BEING SAID, I WOULD LIKE TO PASS IT OVER TO ROB PIATKOWSKI, WHO IS PART OF OUR CAPACITY BUILDING TEAM WITH WSP. [01:10:03] HE'S JOINING US VIRTUALLY, AS I MENTIONED, AND HE'LL PROVIDE YOU WITH A STATUS UPDATE ON THE WORK UNDERWAY FOR THE TOOLKIT. AND I'M GOING TO STAND HERE TO HELP HIM WITH THE PRESENTATION. SO, ROB, I'M GOING TO HAND IT OVER TO YOU. GREAT. THANK YOU, ASHLEY. IS EVERYONE ABLE TO HEAR ME OKAY. YES, YES. YOU'RE GOOD. GREAT. FIRST, I JUST WANT TO THANK THE TECHNICAL ADVISORY COMMITTEE FOR THE OPPORTUNITY FOR US TO PROVIDE AN INTRODUCTION FOR THE CENTRAL BROWARD TOD TOOLKIT AS PART OF THE US DOT THRIVING COMMUNITIES PROGRAM THAT ASHLEY PROVIDED AN OVERVIEW OF. AGAIN, MY NAME IS ROB PIATKOWSKI. I'M AN URBAN DESIGNER AT WSP. ALSO ON THE CALL WE HAVE JOSH TURNER, WHO'S WORKING SOUTHEAST URBAN DESIGN PRACTICE LEAD FROM WSP, AND WE'RE WORKING VERY CLOSELY WITH THE MPO AS WELL AS OTHER MEMBERS OF OUR CAPACITY BUILDING TEAM, INCLUDING ACCELERATOR FOR AMERICA AND MHCP COLAB. SO THE THRIVING COMMUNITIES PROGRAM, AS ASHLEY MENTIONED, IS A GRANT PROGRAM THAT WAS AWARDED TO BROWARD MPO TECHNICAL SUPPORT PROVIDED BY WSP AND OUR CAPACITY BUILDING TEAM. THE MPO SUCCESSFULLY APPLIED FOR THIS AND IS RECEIVING THIS AS PART OF THE COMPLETE TRANSIT ORIENTED NEIGHBORHOODS COHORT. IT'S ONE OF 14 COMMUNITIES ACROSS THE COUNTRY THAT'S FACING SIMILAR CHALLENGES RELATED TO AFFORDABLE HOUSING, EQUITABLE TRANSIT ORIENTED DEVELOPMENT, OR ETOD, AND CONCERNS OF DISPLACEMENT, GENTRIFICATION, AND CREATING SAFE, WALKABLE CONNECTIONS TO TRANSIT. FOR THE SAKE OF TIME, I THINK WE CAN SKIP TO THE NEXT SLIDE. GREAT. THANK YOU. BUT GO ONE UP. SO RECOGNIZING THE HOUSING AND TRANSPORTATION CHALLENGES THAT ASHLEY MENTIONED AND THE GROWING PRESSURES OF THE REGION. THE MPO IS USING THE GRANT TO CREATE A TOD TOOLKIT. THE TOD TOOLKIT WILL PROVIDE THE MPO AND MUNICIPALITIES WITH RESOURCES AND STRATEGIES TO ADDRESS A LOT OF THE DIVERSE CHALLENGES THAT WE HAD TALKED ABOUT AND ARE STARTING TO LOOK INTO IN A LITTLE MORE DETAIL. THE TOOLKIT WILL BE DEVELOPED BASED ON THE RESULTS OF A THOROUGH EXISTING CONDITIONS, ANALYSIS, AND ALSO INPUT FROM YOU ALL AS STAKEHOLDERS ON THE OPPORTUNITIES IN YOUR COMMUNITIES AND THE CHALLENGES THAT YOU FACE IMPLEMENTING YOUR TOD PLANS. SO THE PROJECT GOALS ARE TO REALLY LEVERAGE INVESTMENT TRANSIT WITH LAND USE TO SUPPORT ECONOMIC OPPORTUNITY, ESTABLISH EQUITABLE TOD GOALS, AND ENSURE THAT TOD BENEFITS EXISTING COMMUNITIES AND RESIDENTS AS WELL AS WELCOMES NEW ONES. GUIDE PLANNING EFFORTS ALONG KEY CORRIDORS AND INTERSECTIONS TO BE CONSISTENT WITH TOD GOALS, AND SUPPORT MUNICIPAL PLANS AND GOALS WHILE IMPROVING ACCESS TO TRANSIT. NEXT SLIDE. HERE'S A MAP SHOWING THE STUDY AREA THAT ASHLEY MENTIONED IS REALLY LARGE, OVER 70MIĀ² FROM BETWEEN, MOSTLY BETWEEN THE TURNPIKE AND I-95 FROM THE NORTH TO SOUTH END OF THE COUNTY. NEXT SLIDE. WHILE THE TOOLKIT IS BEING DESIGNED AND DEVELOPED TO BE APPLICABLE ACROSS THE ENTIRE CENTRAL BROWARD AREA TO HELP US FOCUS OUR EFFORTS WITHIN THIS REALLY BIG SPACE, THIS REALLY BIG STUDY AREA. WE'RE WORKING WITH A SELECTION OF CORRIDORS AND INTERSECTIONS THAT REPRESENT KEY OPPORTUNITIES FOR TOD, BASED ON EXISTING AND PROPOSED TRANSIT, AS WELL AS FORM A REPRESENTATIVE SAMPLE OF THE TYPES OF CONDITIONS THAT CAN BE FOUND ACROSS THE STUDY AREA. SO HERE YOU CAN SEE EAST WEST CORRIDORS AND NORTH SOUTH CORRIDORS THAT WE'RE FOCUSING OUR INITIAL STUDIES ON FOR EXISTING CONDITIONS. NEXT SLIDE. IN ADDITION TO CORRIDORS, WE'RE ALSO LOOKING AT KEY INTERSECTIONS THAT REPRESENT A VARIETY OF TYPICAL CONDITIONS FOUND IN THE STUDY AREA. TRI-RAIL STATIONS TO AREAS WITH LARGE AMOUNTS OF BUS TRANSFERS. AND AGAIN, THE TOOLKIT WILL BE APPLICABLE TO THE ENTIRE CENTRAL BROWARD AREA. BUT WE'RE REALLY TRYING TO USE THESE KEY INTERSECTIONS AND CORRIDORS TO HELP US IN OUR EXISTING CONDITIONS, ANALYSIS AND TOOLKIT DEVELOPMENT, JUST TO BE ABLE TO FOCUS A LITTLE BIT MORE ON SUCH A LARGE STUDY AREA. NEXT SLIDE. WE'RE CURRENTLY CONDUCTING A DISCOVERY EFFORT TO UNDERSTAND EXISTING CONDITIONS AND OPPORTUNITIES WITHIN THE STUDY AREA THAT CAN FIT INTO A VARIETY OF TYPOLOGY BASED SOLUTIONS. WE CAN THEN BE REPLICATED THROUGHOUT ANY MUNICIPALITY WITHIN THE STUDY AREA. SO THIS INITIAL ANALYSIS AND MAPPING WILL HELP US DEVELOP A DEEPER UNDERSTANDING OF THE STUDY AREA INCLUDES KEY CORRIDORS AND INTERSECTIONS REALLY LAY THE GROUNDWORK FOR WHAT MIGHT BE INCLUDED WITHIN THE TOOLKIT. SO OUR ANALYSIS IS LOOKING AT A REALLY BROAD BREADTH OF CONDITIONS FROM PREVIOUS PLANS AND STUDIES, ZONING AND REGULATORY ANALYSIS, FUTURE LAND USE, EXISTING LAND USE, PUBLIC AMENITIES AND COMMUNITY NEEDS, AND MULTIMODAL CONNECTIVITY, EQUITABLE TOD, AFFORDABLE HOUSING AND NATURAL AND ENVIRONMENTAL FEATURES. AND NEXT SLIDE HERE JUST WANT TO RUN THROUGH A FEW. THESE ARE REALLY HIGH LEVEL IN DRAFT IN PROGRESS MAPS FROM OUR ANALYSIS, JUST TO PROVIDE AN OVERVIEW OF WHAT WE'RE WORKING ON AND COME BACK TO OUR EVENT IN OCTOBER. [01:15:10] WE'LL HAVE OUR POLISHED DRAFTS READY TO REVIEW AND HAVE CONVERSATIONS ON. SO IN THIS EXAMPLE WE'RE LOOKING INTO FUTURE LAND USE AND ACTIVITY CENTER DESIGNATIONS IN THE STUDY AREA. THIS WILL HELP OUR TEAM UNDERSTAND WHICH FUTURE LAND USE DESIGNATIONS AND ACTIVITY CENTERS ARE SUPPORTIVE OF TOD, WHERE GAPS MIGHT EXIST IN LAND USE THAT'S SUPPORTIVE OR NOT SUPPORTIVE OF TOD, AND THE DISTRIBUTION OF THESE USES AND CENTERS ACROSS THE KEY CORRIDORS AND INTERSECTIONS. NEXT SLIDE. MULTIMODAL TRANSPORTATION IS OBVIOUSLY A CRITICAL COMPONENT OF TRANSIT ORIENTED DEVELOPMENT AND CAN HELP ENABLE HIGHER DENSITY, MIXED USE, WALKABLE DEVELOPMENT. WE ARE LOOKING INTO EXISTING AND PROPOSED TRANSIT BIKE FACILITIES AND SIDEWALKS USING AVAILABLE DATA. NEXT SLIDE. AND THE TOOLKIT THE TOD TOOLKIT IS GOING WELL BEYOND JUST LOOKING AT LAND USE AND TRANSIT, AND REALLY TRYING TO TAKE A CLOSER LOOK AT HOW TRANSIT ORIENTED DEVELOPMENT CAN HELP COMMUNITIES IMPROVE ACCESS TO KEY COMMUNITY NEEDS AND SERVICES SUCH AS SCHOOLS, GROCERY STORES, HOSPITALS, PARKS. THE ANALYSIS WILL HELP US IDENTIFY GAPS FOR EXISTING ACCESS TO THESE ESSENTIAL NEEDS AND SERVICES, AND WITH AN UNDERSTANDING OF WHERE THESE ARE AND WHERE THE GAPS ARE, IT WILL HELP US INFORM THE TOOLKIT STRATEGIES AND RECOMMENDATIONS SO WE CAN PROVIDE TOOLS TO HELP CLOSE SOME OF THESE GAPS WHERE THEY EXIST. NEXT SLIDE. AND TO HELP ENSURE THAT TOD CAN BENEFIT THOSE LIVING IN THE COMMUNITIES TODAY AND MEETS THEIR NEEDS, MITIGATES ANY POTENTIAL UNINTENDED IMPACTS WE'RE PERFORMING AN EQUITABLE TOD ASSESSMENT. THE MPOS 2019 COMPLETE STREETS MASTER PLAN HAD A REALLY DETAILED AND IN DEPTH EQUITABLE ANALYSIS. AND SO WE'RE REALLY TRYING TO LOOK AT THAT, UPDATE IT AND BRING THAT FORWARD AND APPLY IT TO THE TOOLKIT. HERE'S JUST SOME POTENTIAL CRITERIA THAT MAY BE A PART OF THIS, BASED ON WHAT WAS USED IN THE 2019 COMPLETE STREETS MASTER PLAN. NEXT SLIDE. GREAT. SO OUR NEXT STEPS IS TO WORK TO COMPLETE THIS DRAFT EXISTING CONDITIONS ANALYSIS AND THEN REVIEW AND REFINE THEM. AND AGAIN, THE PURPOSE OF THIS DEEP DIVE INTO EXISTING CONDITIONS IS TO PROVIDE AN UNDERSTANDING OF TYPICAL CONDITIONS ACROSS THE STUDY AREA TODAY. AND WHEN WE MOVE FORWARD AND START DEVELOPING TOD PLACE TYPES, THE EXISTING CONDITIONS WILL HELP US UNDERSTAND WHAT TOOLS, WHAT STRATEGIES, WHETHER IT'S RECOMMENDATIONS FOR ZONING OR FUTURE LAND USE, OR HOW TO IMPROVE ACCESS FROM A SHOPPING CENTER TO THE ADJACENT EXISTING RESIDENTIAL NEIGHBORHOOD. THE ANALYSIS WILL HELP US FIND THESE GAPS. UNCOVER WHERE THEY MAY BE AND WHAT TOOLS WE MIGHT NEED TO PROVIDE FOR COMMUNITIES TO IMPLEMENT TOD AND THEIR VISIONS FOR THE FUTURE. ALL RIGHT, ONE MORE SLIDE. AND SO IT'S GOING TO BE REALLY IMPORTANT FOR AS MANY PEOPLE AS POSSIBLE TO COME AND ATTEND OUR OCTOBER EVENTS. OCTOBER 15TH IN PERSON TOD FOR CENTRAL BROWARD CORRIDOR. HERE WE'LL DISCUSS THE DIFFERENT PRIORITY ELEMENTS TO BE INCLUDED IN THE TOD TOOLKIT FOR LOCAL USE. AND WE'RE LOOKING TO GET INPUT ON THE EXISTING CONDITIONS AND OPPORTUNITIES AND CHALLENGES FOR TOD IN THE CENTRAL BROWARD COMMUNITIES. WE WANT TO FOSTER LOCAL COMMUNITY CONNECTIONS WITH THE CAPACITY BUILDING TEAM AND THE FEDERAL AGENCY AGENCIES. SO THIS WILL BE THE FIRST OPPORTUNITY FOR EVERYONE TO COME TOGETHER FOR INPUT AND DISCUSSION ON HOW THIS TOD TOOLKIT CAN BEST SERVE THEIR COMMUNITIES IN CENTRAL BROWARD COUNTY. AND IT'S REALLY IMPORTANT WE'RE DOING THIS DETAILED EXISTING CONDITIONS ANALYSIS, BUT GETTING INPUT FROM YOU ALL WHO LIVE AND WORK THERE AND ARE VERY INVOLVED IN THE INS AND OUTS OF THE COMMUNITIES, WE REALLY NEED THAT AS WELL TO HELP ENSURE THAT THE TOD TOOLKIT PROVIDES RESOURCES THAT YOUR COMMUNITIES CAN USE FOR IMPLEMENTING PLANS THAT YOU HAVE IN PLACE. NEXT SLIDE. GREAT. AND WITH THAT, I JUST WANTED TO THANK YOU ALL FOR YOUR TIME THIS AFTERNOON AND SEE IF YOU HAVE ANY QUESTIONS. OKAY. GREAT PRESENTATION. ARE THERE ANY QUESTIONS OR COMMENTS FROM THE COMMITTEE. OKAY. AND SARAH HAS HER HAND RAISED VIRTUALLY. NO. MY NAME IS SARAH FARRELL. I AM THE PEDESTRIAN AND BICYCLE COORDINATOR FOR BROWARD COUNTY AND HAVE WORKED AROUND HERE FOR MANY YEARS, READ COUNTLESS BOOKS AND YOU KNOW, JUST SEEING WHERE WE'RE MOVING TOWARDS. [01:20:03] THERE'S BEEN A LOT OF TOD PLANNING IN THIS COUNTY. AND, YOU KNOW, IT'S KIND OF LIKE, OKAY, AN ITERATIVE PROCESS. ONE CONCEPT I DID WANT TO SHARE OR A COUPLE OF CONCEPTS THAT I THOUGHT HAVE BEEN USEFUL OVER TIME FOR ME, UNDERSTANDING HOW TO BEST REALLY BRING ABOUT TO THE ONE IS WALKABILITY SCORE. AND I JUST THOUGHT THAT THE WALKABILITY SCORE HELPED PEOPLE UNDERSTAND, YOU KNOW, HOW MANY THINGS CAN I ACCESS WITHIN A SHORT WALKING DISTANCE FROM MY HOUSE? AND SO THOSE ARE ALL THE, YOU KNOW, HOW MANY TRIPS CAN I MAKE TO LIKE, GROCERY STORES OR, YOU KNOW, ACCESS THINGS OF CONVENIENCE. SO I'M HOPING YOU'RE INCLUDING SIMILAR CONCEPTS. THE OTHER IS THE 15 MINUTE COMMUNITIES. I THINK THAT'S A YOU KNOW, IT'S A REDO OF AN EXISTING CONCEPT, BUT IT'S VERY EASY TO EXPLAIN, YOU KNOW, WHAT CAN YOU DO, WHERE CAN YOU GO WITHIN 15 MINUTES? BUT THE MOST IMPORTANT FOR ME RIGHT NOW IS THE DIFFERENCE BETWEEN ACCESS AND ACCESSIBILITY. SO ONE IS BEING ABLE TO ACCESS THE TRANSIT SERVICE BECAUSE THAT'S WHAT TRANSIT ORIENTED SHOULD BE. BUT THE OTHER THING IS ACCESSIBILITY. AND IT'S MAKING SURE THAT WE ARE, YOU KNOW, PEOPLE ARE ABLE TO GET FROM THOSE NEW BUILDINGS TO OR ANY BUILDING TO THE SIDEWALK EASILY AND THEN GET TO THE BUS STOP CONVENIENTLY OR TO WHATEVER TRANSIT SERVICE IS EXISTING. AND SO MAKING THAT DISTINCTION AND INFORMING ZONING CODES SO THAT WE'RE DESIGNING OUR SITE PLANS PROPERLY TO INCORPORATE A SAFE ACCESS IS VERY, VERY IMPORTANT. I'M LOOKING FORWARD TO PARTICIPATING IN THE WORKSHOP. AND JUST WANT TO ADD ONE MORE THING. THERE'S SOMETHING CALLED LIVE LOCAL. IT IS NEW LEGISLATION THAT WAS PASSED IN THE STATE. IT ALLOWS RESIDENTIAL DEVELOPMENT ALONG COMMERCIAL CORRIDORS. AND SO THE LAND USE MIGHT SHOW AS COMMERCIAL BUT RESIDENTIAL MIGHT HAPPEN THERE. AND SO WE WANT TO MAKE SURE THAT THIS RESIDENTIAL IS DESIGNED IN A WAY THAT IT RELATES TO THE STREETS AND HELPS THE ACCESS AND ACCESSIBILITY COMPONENT OF YOUR PLAN. THAT'S IT. THANK YOU. GREAT. THANK YOU FOR THAT, SARAH. THAT'S ALL REALLY WONDERFUL INFORMATION. AND HOPEFULLY AT THE OCTOBER EVENT WE CAN GET MORE INSIGHTS LIKE THAT FROM THOSE IN ATTENDANCE. OKAY. WE HAVE ANOTHER RAISED HAND. DAWN. HI. CAN YOU HEAR ME? YES WE CAN. OKAY, GREAT. I'M SORRY. I WASN'T SURE IF IT WAS GOING TO WORK. I'M DAWN TEETSEL WITH THE BROWARD COUNTY PLANNING COUNCIL, AND I'M SURE THAT YOU GUYS HAVE BEEN LOOKING AT THE COUNTY LAND USE PLAN, BUT I JUST WANTED TO POINT OUT POLICY 216 FOUR. I KNOW THAT RIGHT NOW YOU HAVE THE ACTIVITY CENTERS IDENTIFIED, BUT THE COMMERCE LAND USE DESIGNATION ALSO ALLOWS FOR RESIDENTIAL BY RIGHT WHEN YOU'RE PROVIDING AFFORDABLE HOUSING NOW, WHICH IS ALSO BASED ON A DIRECT ACCESS TO A ROADWAY CLASSIFIED AS A STATE ROAD, COUNTY ARTERIAL OR FUNCTIONAL CLASSIFICATION MAP, SO THAT WE ARE RECOGNIZING THE POSSIBILITY FOR INCORPORATING THESE HOUSING USES, AS WELL AS COMMERCIAL USES, TO BETTER RESPOND TO THE HOUSING AND TRANSPORTATION CONNECTION. AND I DON'T KNOW IF THAT WOULD BE ANOTHER CONSIDERATION FOR THIS TOOLKIT. YEAH. THAT'S GREAT. THANK YOU. THANK YOU FOR SHARING THAT. AND THAT IS DEFINITELY SOMETHING IMPORTANT. AND WE'LL MAKE SURE WE TAKE A CLOSE LOOK AND INCORPORATE IT INTO OUR EXISTING CONDITIONS ANALYSIS. OKAY. DO WE HAVE ANY OTHER QUESTIONS OR COMMENTS. OKAY. SEEING NONE. THANK YOU. LOOKING FORWARD TO THE OCTOBER WORKSHOP. THANK YOU VERY MUCH. THANK YOU. OKAY THAT'S THE END OF OUR NON ACTION ITEMS. COMMITTEE REPORTS ARE CONTAINED IN YOUR PACKET. SOME ADMINISTRATIVE ITEMS. [ ADMINISTRATIVE ITEMS ] FIRST UP OUR SEPTEMBER TAC MEETING IS CANCELED, SO OUR NEXT MEETING WILL BE OCTOBER 23RD. SO JUST MAKE NOTE OF THAT. THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM. PETER, DID YOU WANT TO? [01:25:01] SURE. I'LL CALL KERRIE MACNEIL UP TO THE PODIUM, IF YOU DON'T MIND, MADAM CHAIR. HI.
