WE'RE EXPECTING SOME POLICY CHANGES THAT WILL OCCUR. AND WE THINK THAT WHILE IT'S GOING TO BE A LITTLE MORE CHALLENGING. WE WILL STILL BE ABLE TO, BECAUSE WE HAVE DEMONSTRATED TO THE DEPARTMENT OF TRANSPORTATION THAT OUR GOVERNMENTS, AS WELL AS THIS ORGANIZATION, ARE CAPABLE OF PROCESSING THE HUNDREDS OF MILLIONS OF DOLLARS WORTH OF FEDERAL FUNDS. AND THAT IS SOMETHING, WHETHER YOU'RE A REPUBLICAN OR A DEMOCRAT IS GOING TO BE SOMETHING THAT'S IMPORTANT AS YOU LOOK AT GOVERNMENTAL EFFICIENCIES. AND I WANT TO BRING THAT UP FIRST, OUR SMART METRO PLAN, OUR SMART METRO PROGRAM THAT WE HAVE BEEN AWARDED FOR ABOUT $2 MILLION FROM THE US DEPARTMENT OF TRANSPORTATION, ACTUALLY IS THE EXACT THING THAT THEY'RE LOOKING FOR IN GOVERNMENT EFFICIENCIES. THE IDEA, THE SHARING DATA SETS ACROSS ALL DIFFERENT GOVERNMENT ENTITIES AND PRIVATE SECTOR IS SOMETHING THAT YOU'RE GOING TO SEE OVER THE NEXT FOUR YEARS COMING OUT OF THE ADMINISTRATION IN WASHINGTON, IN MAKING SURE THAT WE ACTUALLY ARE BEING EFFICIENT IN THE USE OF FEDERAL FUNDS. THE OTHER THING TO LOOK TOWARDS IS PASS THE SMART GRANT, WHERE KICK OFF IS ACTUALLY FOR US LOCALLY IS GOING TO BE IN DECEMBER. THE SMART GRANT ITSELF. WE STARTED ACTUALLY WITH 15 OF THE LARGEST METRO AREAS IN THE COUNTRY. THAT WOULD BE LOS ANGELES, CHICAGO, BOSTON, ATLANTA, HERE, SOUTH FLORIDA. WE REPRESENTED ON WITH THE SMART GRANT. SO THAT OCCURRED IN SALT LAKE CITY. AND THAT WAS LAST TWO MONTHS AGO. SO WE'RE ACTUALLY MOVING FORWARD WITH A CONSOLIDATED EFFORT, MOVING OUR GRANT APPLICATION THAT WE WON TO BASICALLY BRING IT NATIONALLY. AND THAT'S IMPORTANT TO NOTE. THEN THE NEXT THING, WHICH I THINK FOR THE EASTERN COMMUNITIES SHOULD BE OF GOOD NEWS, IS OUR RAIL SAFETY PROGRAM, YOU KNOW, THE NEW MAST ARMS AND THINGS THAT WE WANT OUT OF WASHINGTON. WE FINALLY GOT TO AN AGREEMENT WITH ALL THE ATTORNEYS. AND FOR THOSE OF YOU WHO ARE ATTORNEYS, YOU KNOW HOW YOU GUYS CAN BE THAT SAID, WE ACTUALLY GOT TO THE AGREEMENT. ANTHONY BEDELL, A FORMER TRUMP ADMINISTRATION DOT OFFICIAL DURING THEIR FIRST ITERATION AND NURY MARTINEZ, WHO IS A FORMER CHIEF OF STAFF TO SENATOR TIM SCOTT, BUT ALSO WORKED IN THE TRUMP ADMINISTRATION IN THE FIRST ITERATION, BOTH ON THE TEAM TO MAKE SURE A HEALTHY TRANSITION FOR THE TEAM. AS GREG MENTIONED, OUR DELEGATION REMAINS LARGELY UNCHANGED, WITH THE EXCEPTION OF SENATOR RUBIO MOVING TO THE STATE DEPARTMENT. AS HE MENTIONED, THERE WILL BE QUITE A BIT OF JOCKEYING GOING ON TO REPLACE HIM. BUT OUR TEAM, WHICH IS BASED RIGHT THERE IN FORT LAUDERDALE, IS VERY KNOWLEDGEABLE AND WELL ACQUAINTED WITH EACH OF THE FOLKS WHO HAVE BEEN DISCUSSED AS POTENTIAL REPLACEMENTS FOR SENATOR RUBIO. THERE WILL BE I THINK THERE WAS A LOT OF THOUGHT THAT HAVING A, AN ALL GOP CONGRESS WOULD MAKE THINGS MOVE A LITTLE BIT MORE SMOOTHLY. LITTLE BIT IS PROBABLY THE THE ADJECTIVE WE SHOULD USE HERE. THERE WILL DEFINITELY BE SOME CHANGES IN PHILOSOPHY BETWEEN THE TWO CHAMBERS AS TO HOW THEY REACT TO THINGS. YESTERDAY SENATOR JOHN THUNE WAS ELECTED TO LEAD THE SENATE. HE IS A VERY OLD SCHOOL GOP MEMBER SEES THE WORLD A LITTLE BIT DIFFERENT THAN THE CURRENT SPEAKER OF THE HOUSE, MIKE JOHNSON. SO THERE WILL BE SOME DIFFERENCE IN IDEAS ON PROCESS AND HOW THEY MOVE ALONG. FROM EVERYTHING FROM TRADE TO HOW WE MOVE APPROPRIATIONS APPROPRIATIONS WILL BE THE FIRST CONVERSATION. WE'RE STILL TRYING TO FIGURE OUT EXACTLY WHAT THAT'S GOING TO LOOK LIKE. MR. JOHNSON HAS FAVORED FOR THE ENTIRE TIME THAT HE'S BEEN SPEAKER HEARING ALL OF THE 17 AGENCY BILLS ON THE FLOOR HAVING THE SENATE DO THE SAME AND THEN LITIGATING EACH ONE OF THOSE BILLS INDIVIDUALLY. OF COURSE, THERE'S NOT ENOUGH TIME IN THE SCHEDULE TO DO THAT DURING THE LAME DUCK. SO THERE IS A A THOUGHT THAT THERE WILL BE A CONTINUING RESOLUTION THAT WILL PUSH THE APPROPRIATIONS BILLS INTO MARCH OF NEXT YEAR. THAT IS NOT THE PREVAILING WISDOM AT THIS POINT. THERE IS STILL A LOT OF DISCUSSION ABOUT TRYING TO CLEAR THE DECK DURING THE LAME DUCK SO THAT THE TRUMP ADMINISTRATION CAN COME IN WITH A WITH A [00:35:07] CLEAN SLATE TO GET WORKING ON THEIR PRIORITY ISSUES. THEY ANNOUNCED, I THINK THAT THE LOCAL BUILD DEADLINE IS DECEMBER 6TH, SO JUST KEEP THAT IN MIND AS WELL FOR THE LOCAL LEVEL. AND THEN THE HOUSE SPEAKER, THERE HAVEN'T BEEN A TON OF ANNOUNCEMENTS. AND THAT MEANS A LOT MORE HOMES ARE NEEDED AND A LOT MORE STRAIN ON OUR TRANSPORTATION NETWORK. FOR A CHALLENGES IN THE RESILIENCY AREA, WE HAVE A LOT OF ENVIRONMENTAL IMPACTS. [00:50:02] ALL OF US HAVE LIVED THROUGH THAT VERY RECENTLY. WE'VE BEEN SEEING SOME REALLY BAD FLOODING, SOME STORMS THAT HAVE COME BY. WE HAVE STRESSORS LIKE EXTREME HEAT, GROUNDWATER AND STORM SURGE. SO WE'VE CREATED DATA SETS THAT HELP SHOW US WHERE EXACTLY ALL OF THOSE VULNERABILITIES ARE. AND THEN WHEN IT COMES TO TECHNOLOGY, THINGS ARE MOVING SO FAST. WE DON'T WANT TO GET LEFT BEHIND. WE WANT TO MAKE SURE THAT WE CREATE A PLAN THAT'S FLEXIBLE ENOUGH SO THAT WHEN THERE'S A NEW TECHNOLOGY THAT COMES UP, WE'RE ABLE TO MAKE SOME QUICK CHANGES AND INCORPORATE THAT INTO OUR PLAN. OKAY, SO THOSE ARE ALL THE CHALLENGES. SO WHAT ARE THE OPPORTUNITIES THAT WE'RE WORKING ON. SO TO THE LEFT IN THOSE DARK BLUES WE HAVE SOME PROGRAM OPPORTUNITIES. SO WITHIN OUR SIX FUNDING PROGRAMS THERE ARE SOME THINGS THAT WE CAN WORK ON TO GET US CLOSER TO VISION 2100. AND THEN TO THE RIGHT ON THE LIGHTER BLUE, WE HAVE SOME PROCESS OPPORTUNITIES. SO IN BETWEEN MTPS, THERE ARE CERTAIN THINGS THAT WE CAN WORK ON TO HELP FIND NEW FUNDING SOURCES AND ALSO HELP DEVELOP BETTER PROJECTS. SO ON THE PROGRAM SIDE, I WON'T GO THROUGH ALL OF THEM, BUT C SLIP IS VERY POPULAR. WE WANT TO MAKE SURE THAT WE'RE KEEPING THAT, MAKING SURE THAT IT'S STILL A MECHANISM FOR OUR LOCAL AGENCIES TO SUBMIT FOR PROJECTS THAT HELP GET PEOPLE TO WHERE THEY NEED TO GO WHEN IT COMES TO BICYCLING AND WALKING, AND ALSO PROVIDING SHADE FOR TRANSIT USERS FOR MOBILITY HUBS. THIS IS SOMETHING A LITTLE BIT OF A PARTNERSHIP THAT WE'RE GOING TO BE WORKING ON WITH BROWARD COUNTY TRANSIT. ONCE THEY IMPLEMENT THEIR PRIMO PLAN, WE'RE GOING TO BE COMPLEMENTING THOSE INVESTMENTS BY PROVIDING FUNDING FOR MOBILITY HUBS. SO THE CONSTRUCTION AND THE DESIGN OF THOSE MOBILITY HUBS THAT CREATE THOSE FIRST LAST MILE CONNECTIONS FOR TRANSIT USERS. ON THE PROCESS SIDE, WE HAVE DONE SOMETHING DIFFERENT THAT WE HAVEN'T DONE BEFORE WITH MTPS, AND WE'VE CREATED SOMETHING CALLED A GRANTS COORDINATION MATRIX. SO WE'VE TAKEN A LOOK AT ALL THE DIFFERENT GRANTS THAT ARE OUT THERE, ALL OF THEIR REQUIREMENTS, ALL THE THINGS THAT WOULD MAKE A PROJECT MORE SUITABLE TO ACQUIRING THAT GRANT. AND WE'VE COMPARED THAT TO EVERY SINGLE PROJECT THAT WE RECEIVED THROUGH OUR NEEDS ASSESSMENT, THROUGH OUR CALL FOR PROJECTS. AND WE HAVE A BASICALLY A TIERED LIST OF WHICH PROJECTS ARE THE ONES THAT WOULD BE THE BEST OPPORTUNITY TO GO AFTER THOSE GRANTS. SO THAT'S SOMETHING COOL. AND THEN ALSO SMART METRO, THAT'S OUR DIGITAL TWIN. THAT'S SOMETHING THAT WE'RE SETTING UP SOME SEED MONEY FOR. THE I-75, IF YOU HAVEN'T BEEN ON I-75 LATELY, GOING NORTH OF GRIFFIN, NORTH OF THE 595 AND I-75 INTERCHANGE, THE MANAGED LANES THAT ARE BEING CONSTRUCTED OUT THERE. AND WE'VE TALKED ABOUT THAT MANY, MANY YEARS AGO. THAT PROJECT IS ACTUALLY MOVING ALONG QUITE RAPIDLY, WHICH IS A GOOD THING FOR WEST BROWARD. IT EQUATES TO ABOUT FOUR DEATHS ON OUR ROADWAYS PER DAY. IS THAT RIGHT? PER WEEK. YEAH, FOUR PER WEEK AND ABOUT 20 INJURIES PER WEEK. SO WE HAVE PLACES TO IMPROVE. AND WE THROW IN THIS INFORMATION ABOUT ECONOMIC COSTS. BECAUSE THERE'S ALSO A QUESTION OF COST BENEFIT ANALYSIS AS WE MAKE THE CASE TO DO SOME OF THE IMPROVEMENTS. THE COUNTY IS PROVIDING A LOCAL MATCH WITH THREE STUDIES THAT THEY ARE DOING, AND AMONG THOSE ARE A MULTIMODAL MOBILITY PLAN. SO AGAIN, ADDRESSING SOME OF THE ISSUES OF BICYCLE PEDESTRIAN ACCESS, THEY'RE ALSO LOOKING AT INTERSECTIONS IN NEAR MISSES. WE STARTED OFF WITH AN 18 MONTH SCHEDULE AND ARE SEEKING INPUT FROM ALL OUR COMMUNITIES. SO WE HAVE TWO ADVISORY COMMITTEES THAT HAVE NOT ONLY TRANSPORTATION PROFESSIONALS, BUT ALSO COMMUNITY GROUPS, BUSINESS INTERESTS, HEALTH PROFESSIONALS, POLICE EMERGENCY PROVIDERS. SO THAT WE'RE GETTING A BROADER VIEW OF WHAT IT IS THAT WE NEED TO DO FOR SAFETY. THE THREE MAIN OUTCOMES THAT WE'RE PURSUING ARE, FIRST, IS A GOAL TO WORK TOWARD PREVENTING DEATHS AND SERIOUS INJURIES ON OUR ROADWAYS. WE WILL BE COMING TO YOU TO ASK YOU TO APPROVE THAT GOAL. THERE ARE A NUMBER OF THESE DIFFERENT PLANS THAT WILL INFORM THE RECOMMENDATIONS THAT COME FORWARD TO THE BOARD. OVER THE SUMMER WE STARTED DOING SOME CORRIDOR PRIORITIZATION THAT I'LL TALK TO YOU A LITTLE BIT ABOUT, AND HAD A SERIES OF PUBLIC MEETINGS IN SEPTEMBER AND OCTOBER HAD TO CHANGE 2 OR 3 TIMES THAT SCHEDULE BASED ON HURRICANES, WHICH WAS UNFORTUNATE, BUT WE KEPT GOING AND GOT SOME GOOD FEEDBACK AND THEN WE'RE MOVING FORWARD WITH THAT. THEN TO DEVELOP THE RECOMMENDATIONS AND PACKAGE THOSE, DO SOME PRIORITIZATION, COME BACK WITH AN IMPLEMENTATION PROGRAM THAT TALKS ABOUT FUNDING AND ASSIGNMENT OF RESPONSIBILITIES AND SEQUENCING. COMING BACK TO WHAT CHRISTOPHER WAS MENTIONING EARLIER, THAT WE ARE LOOKING TO INCORPORATE CERTAIN PROJECTS INTO THE METROPOLITAN TRANSPORTATION PLAN SO THAT THEY'D GET IN LINE FOR FUNDING THAT'S AVAILABLE THROUGH THE MPO. SO A LITTLE BIT ABOUT THE ANALYSIS TO MAKE SURE THAT WE'RE ALL ON THE SAME FOUNDATION, WE EMPHASIZE THE IMPORTANCE OF TALKING ABOUT CRASHES, NOT ACCIDENTS, THAT THERE'S A REASON WHY THESE CRASHES OCCUR. IT'S NOT JUST SOMETHING RANDOMLY, BUT THERE'S ANALYSIS THAT WE CAN DO TO THEN FIGURE OUT HOW TO RESOLVE THOSE PROBLEMS. AND WE ALSO USE THE TERM KCI. SO IF I TALK ABOUT THAT IT'S KILLED OR SERIOUS INJURIES. THIS IS A THERE ARE A LOT OF DIFFERENT CRASHES. THERE ARE AND THERE ARE ABOUT 250,000 CRASHES OVER THE LAST FIVE YEAR PERIOD. BUT THEN THERE'S A SMALLER NUMBER THAT ACTUALLY WAS RESULTING IN DEATH OR SERIOUS INJURY. AND WE LOOKED AT INFORMATION FOR A FIVE YEAR WINDOW. AND WE RECOGNIZE THERE'S A LIMITATION TO THE DATA. IT'S WHAT GETS REPORTED. I FELL AND BROKE MY ARM TWO DIFFERENT TIMES ON MY BIKE, AND I NEVER REPORTED IT TO THE POLICE, SO THAT WOULDN'T BE IN ANY INFORMATION THERE. AND IT'S ALSO ONLY CRASHES THAT INVOLVE MOTOR VEHICLES. SO, THE SS4A GRANT REQUIRES US TO HAVE A TRANSPARENT PROCESS FOR PRIORITIZATION AND ALSO HAVE EQUITY CONSIDERATIONS. SO WE DEVELOPED AN APPROACH THAT LOOKED AT OUR HIGH INJURY NETWORK, OUR HIGH RISK NETWORK AND EQUITY SCORES IN TERMS OF PRIORITIZING PROJECTS. FIRST OFF, OUR HIGH INJURY NETWORK, AND AGAIN, REFERRING BACK TO WHAT PAUL FLAVIEN JUST TALKED ABOUT WITH OUR SAFETY STATISTICS, WE LOOKED AT WHERE THE MOST CRASHES THAT RESULT IN DEATH AND SERIOUS INJURY ARE OCCURRING. SO IT'S A LITTLE DIFFERENT FROM WHAT OUR PREVIOUS HIGH INJURY NETWORK WAS. IN THIS ANALYSIS, WE MAPPED WHAT ENDED UP BEING ABOUT 75% OF THE CRASHES THAT RESULT IN DEATH OR SERIOUS INJURY, AND IT'S ON ABOUT 6% OF OUR ROADWAYS. SO THAT LETS US KNOW THAT THERE'S THESE ISSUES ARE NOT SPREAD EVENLY AROUND THE COUNTY, BUT THEY INCUR MORE IN SOME PLACES THAN OTHERS. UNFORTUNATELY, OVER HALF OF THOSE KSI CRASHES ARE ON THE STATE ROADS. ABOUT 25% ARE COUNTY ROADS, AND THEN THE REST ARE LOCAL ROADS. SO WE DECIDED WITH THIS TO TAKE A MULTI-JURISDICTIONAL APPROACH TO HOW WE PROCEED SO THAT IT WASN'T ALL JUST EMPHASIZED. [01:40:04] WELL, FDOT, YOU NEED TO SOLVE ALL THE PROBLEMS. WE ALSO HAVE ROLES AT THE COUNTY AND AT THE LOCAL LEVEL. AND THEN WE ALSO LOOKED AT THE DISTRIBUTION OF THE CRASHES BASED ON OUR EQUITY AREAS. AND WE FOUND THAT THERE WASN'T NECESSARILY AN OVER PREPONDERANCE OF SERIOUS CRASHES IN OUR EQUITY AREAS. THE ONE AREA WHERE THAT IS DIFFERENT, THOUGH, IS PED AND BIKE CRASHES ARE HIGHER IN OUR IN OUR EQUITY AREAS THAN WOULD BE EXPECTED NATIONWIDE. WE ALSO THEN LOOKED AT HIGH INJURY NETWORK AND THEN THE HIGH RISK NETWORK. THESE ARE ROADWAYS WHERE CRASHES AREN'T NECESSARILY AT A HIGHER LEVEL NOW, BUT THEY ARE ROADWAYS THAT HAVE A A, THE CHARACTERISTICS THAT LEAD TO WHERE THE CRASHES ARE OCCURRING. AND SO THERE'S A THERE'S A SPREAD THERE, BUT THE PREPONDERANCE OF CRASHES ARE OCCURRING ON SIX LANE ROADWAYS WITH SPEED LIMITS OF 45. AND IT'S WEIRD. IT WAS LESS IF THEY WERE AT 55 MILE PER HOUR, BUT BUT 45 MILE PER HOUR. THEY TEND TO BE CONCENTRATED IN THE AREA BETWEEN 95 AND THE TURNPIKE. DEERFIELD BEACH, POMPANO, FORT LAUDERDALE, HALLANDALE BEACH HAVE A PREPONDERANCE THERE. ONE THING THAT IS INTERESTING ABOUT OUR EQUITY ANALYSIS, IT DOESN'T JUST SAY THESE ARE UNDERSERVED COMMUNITIES. IT'S THE OPENING TO LOOK AT DETAILS. AND SO EACH OF THESE HIGH AREAS, YOU CAN LOOK TO SEE, OH, IT'S A PREPONDERANCE OF CHILDREN OR SENIORS OR LOW INCOME. AND SO IT HELPS INFORM THE SOLUTIONS THAT COME FORWARD FROM THAT. WE GATHERED INFORMATION, MET WITH THE LOCAL PARTNERS, DID DATA ANALYSIS. WE ALSO WENT OUT AND WALKED THE CORRIDORS, HAD A PUBLIC MEETING, HAVE COME UP NOW WITH SOME INITIAL IDEAS THAT WE COULD LOOK TO APPLY ON OUR DIFFERENT CORRIDORS. WE WILL BE SUMMARIZING THOSE COMING BACK IN AND NUMBER TEN FINAL PUBLIC MEETING AROUND FEBRUARY, AND THEN FINALIZING THOSE CONCEPT DESIGNS WITH COST ESTIMATES AND AND BENEFIT COST ANALYSIS, THINGS OF THAT SORT. AND THAT WILL BECOME PART OF THE REPORT THAT WE PRESENT TO YOU. SO IN CONCLUSION FOLLOWING OUR TIMELINE, WE WERE DOING THE PRIORITIZATION OF CORRIDORS FALL WINTER. THEY'VE MAPPED AND LOOKED AT LOCATIONS, HOW TO CREATE A NETWORK THAT IS LESS STRESSFUL. AND THEN THEY WILL BE COMING UP WITH DESIGN STANDARDS FOR THOSE LOW STRESS FACILITIES. OKAY. WE ALSO WILL BE COMING UP WITH A DESIGN MANUAL THAT INCORPORATES THAT, BECAUSE THAT'S GOING TO FOCUS ON THE LOW STRESS FACILITIES. AND WE'LL BE COMING UP WITH A DESIGN MANUAL IN IN COORDINATION WITH YOUR BROWARD COUNTY STAFF TO SAY, LET'S CONSOLIDATE ALL THE INFORMATION IN ONE PLACE TO WORK TOWARDS SAFE STREETS. AND SO THAT'S SOMETHING THAT AS WE ACCELERATE OUR PROCESS TO ADOPT THE PLAN. AND THEN EVEN TEN YEARS AFTER THAT, THE CITY WAS GIVING UP ENTIRE LANES FOR BICYCLE FACILITIES. SO THERE ARE THINGS GOING ON NOW THAT WE DIDN'T EVEN ANTICIPATE OR WOULDN'T EVEN HAVE DARE ASKED FOR. AND SO I THINK THAT IS PART OF THE APPROACH HERE THAT, YOU KNOW, THE STATE. WE APPRECIATE THAT THE STATE HAS A REQUIREMENT TO PROVIDE BICYCLE FACILITIES ON THEIR ROADWAYS, BUT THEY'RE NOT NECESSARILY THE MOST INVITING OR COMFORTABLE FOR THE NON DARING BICYCLISTS TO GO ON. AND SO CAN WE DO IT BETTER. SO THIS THIS THING THAT YOU TALKED ABOUT ACTUALLY IN THE NEXT FEW WEEKS, MONTHS, AS YOU LOOK OUTSIDE HERE ON CYPRESS CREEK, WE ARE DOING THAT IDEA. WE INITIALLY PROPOSED DOING A BIKE LANE ON CYPRESS CREEK. THE DESIGN EVOLVED SO THAT NOW WE WILL HAVE A CONSOLIDATED BICYCLE PED PATH SEPARATED FROM TRAFFIC, SLIGHTLY ELEVATED. THAT'S THE ONLY WAY YOU'RE GOING TO GET PEOPLE RIDING A LOT MORE. AND BECAUSE OTHERWISE THEY'D LIKE TO, BUT THEY'RE NOT GOING TO UNTIL IT'S REALLY SAFE. BUT THIS ACTUALLY THE CYPRESS CREEK EXAMPLE IS, IS PRIME, WHERE THE FOLKS IN MIAMI-DADE WERE TALKING ABOUT IS WHAT WE'RE ACTUALLY IMPLEMENTING.
