THOSE WERE THE MAJORITY OF THE COMMENTS THAT WE RECEIVED.
WE ALSO WORKED WITH BROWARD COUNTY TRANSIT TO UPDATE THEIR ILLUSTRATIVE PROJECTS IN THE PLAN.
WE ALSO WORKED WITH PORT EVERGLADES TO UPDATE THEIR UNFUNDED PROJECTS.
THEY WERE NOT UNREADABLE, BUT JUST, YOU KNOW, WEREN'T HIGH QUALITY.
SO WE'VE GONE AHEAD AND REPLACED ALL OF THAT.
WE'VE ALSO UPDATED ALL OF THE PERFORMANCE MEASURE TABLES, AND ONE OF THE REASONS WHY WE HAD TO DO THAT IS BECAUSE DURING THE DRAFT PROCESS, OR AT LEAST IN PREPARATION FOR THE DRAFT, WE DIDN'T HAVE ALL OF THE PERFORMANCE MEASURES CALCULATED FOR THE PLAN.
WE ALSO ADDED THE ELECTRIFICATION OF THE SOUTH FLORIDA RAIL CORRIDOR FEASIBILITY STUDY.
AND WE ALSO ADDED THE 2050 FINANCIAL REVENUE FORECAST TO THE APPENDIX.

MOTION TO RECOMMEND BROWARD MPO.APPROVE THE FLORIDA DEPARTMENT OF TRANSPORTATION UPDATED DISTRICT FOUR DRAFT TENTATIVE WORK PROGRAM FOR FISCAL YEAR 2026-2030. SO ONCE AGAIN, PETER GIES HERE WITH THE BROWARD METROPOLITAN PLANNING ORGANIZATION.
SO THIS IS AN ANNUAL PROCESS THAT WE GO THROUGH EVERY YEAR.
WE LIKE TO CALL IT THE START OF THE DEVELOPMENT OF OUR TRANSPORTATION IMPROVEMENT PROGRAM.
SO TO TAKE YOU ALL THROUGH THE PROCESS, BACK IN JUNE, YOU ALL APPROVED THE MULTIMODAL PRIORITIES LIST, WHICH SET THE STAGE FOR DOT TO START PROGRAMING NEW FUNDING IN THE FIFTH YEAR FOR PROJECTS.
WHILE THEY'RE DOING THAT PROCESS, OR I SHOULD SAY, AS A RESULT OF THAT PROCESS, FROM JUNE THROUGH NOVEMBER, THEY PRODUCE WHAT IS CALLED THE DRAFT TENTATIVE WORK PROGRAM, WHICH IS BASICALLY THE DRAFT LIST OF PROJECTS THAT ARE GOING TO BE FUNDED AND ANY CHANGES THAT HAVE HAPPENED DURING THE FIVE YEAR PERIOD AS WELL.
SO THIS VOTE HERE IS REALLY TO MOVE THE DRAFT TENTATIVE WORK PROGRAM FORWARD TO A FINAL STATE AND THEN ALLOW US TO DEVELOP THE TRANSPORTATION IMPROVEMENT PROGRAM FOR FISCAL YEAR 2026 THROUGH 2030 NEXT YEAR, WHICH WILL THEN COME UP FOR APPROVAL IN JULY.
SO IT'S KIND OF STRANGE BECAUSE OUR PRIORITIES LIST OVERLAPS OFTENTIMES WITH THE PREVIOUS YEAR'S CYCLE, WHERE WE'RE ADOPTING THE PRIORITIES LIST BEFORE THE NEW TIP IS APPROVED. BUT AGAIN, THIS IS REALLY THE START OF OUR TRANSPORTATION IMPROVEMENT PROGRAM CYCLE WITH THE ADOPTION OF THE DRAFT TENTATIVE WORK PROGRAM.
I SEE KAREN NODDING HER HEAD BECAUSE AS FORMER CHAIR, SHE KNOWS SOME OF THE STRUGGLES THAT WE'VE HAD JUST WITH THE REVIEW PROCESS, ESPECIALLY WHEN IT'S AN EARLIER CYCLE LIKE IT IS THIS YEAR.
THERE'S WELL OVER LIKE 600 PROJECTS THAT ARE IN THE DRAFT TENTATIVE WORK PROGRAM.
AND TO GIVE YOU ALL AS TAC MEMBERS, AN IDEA OF WHAT WE DO ON THE STAFF SIDE IS WE SIT DOWN AND WE DEVELOP A COMPARISON REPORT OF EVERY SINGLE PROJECT THAT IS INCLUDED IN THE DRAFT TENTATIVE WORK PROGRAM, AND WE COMPARE THAT PROJECT TO THE PROJECT THAT WAS SHOWN IN THE PREVIOUS YEAR'S TIP.
SO WE CAN SEE WHAT HAS CHANGED, WHAT ARE NEW PROJECTS, WHAT ARE REMOVALS.
AND BASED ON THAT, WE DEVELOP A LIST OF COMMENTS AND QUESTIONS THAT WE SEND OVER TO DOT TO HAVE THEM RESPOND TO US ON THOSE ITEMS. SO MY PRESENTATION IS REALLY FOCUSED ON WHAT WE FOUND AS PART OF OUR DRAFT TENTATIVE WORK PROGRAM REVIEW WHAT WE THINK YOU ALL AS THE TAC AS WELL AS THE MPO BOARD ARE GOING TO BE INTERESTED IN, BECAUSE I KNOW IT'S A BEAR LOOKING THROUGH 600 PROJECTS.
SO HOPEFULLY WE'VE PULLED OUT THE GREATEST HITS FOR YOU HERE.
SO THIS IS OUR CORE PRODUCT I MENTIONED.
THIS IS PART OF THE TRANSPORTATION IMPROVEMENT PROGRAM.
SO IT'S KIND OF THE LAST STEP IN THE PROCESS WHERE WE'RE ACTUALLY PROGRAMING FUNDS ON PROJECTS.
SO IN THIS DRAFT TENTATIVE WORK PROGRAM, THERE WERE 376 PROJECTS.
SO THOSE INCLUDE THE MPO ATTRIBUTABLE DOLLARS, KNOWN AS SU FUNDING IN THE WORK PROGRAM, AS WELL AS OUR TAP AND SOME OF OUR OTHER NEW FEDERAL FUNDING SUCH AS CARBON REDUCTION AS WELL. SO YOU CAN SEE HOW THE FUNDING DIVIDES UP BETWEEN OUR DIFFERENT FUNDING PROGRAMS. SO A TOTAL OF $108 MILLION WORTH OF FUNDING.
AND YOU CAN SEE THE DISTRIBUTION OF THAT.
AND I'M HAPPY TO REPORT THAT WE'RE STARTING TO GET REALLY CLOSE TO THOSE PERCENTAGES.
YOU CAN SEE NOW THAT BETWEEN CSLIP AND THE COMPLETE STREETS MASTER PLAN SO THAT LIGHT BLUE AND THAT ORANGE CATEGORY WHICH ARE BICYCLE, PEDESTRIAN OR COMPLETE STREETS PROGRAMS. YOU'RE LOOKING AT 76% OF OUR FUNDING GOING TOWARDS THOSE TYPES OF PROJECTS.
WHEN WE LOOK AT OVERALL FUNDING.
SO THIS INCLUDES BOTH MPO ATTRIBUTABLE FUNDING AS WELL AS STATE FUNDING.

NATURALLY THE DOT HAS A LOT OF FACILITIES TO TAKE CARE OF LIKE I-95, 595.WE'RE ALSO HAPPY TO REPORT THAT THERE WERE QUITE A FEW EARMARKS THAT WERE FUNDED AS PART OF THIS UPCOMING DRAFT TENTATIVE WORK PROGRAM, AND YOU CAN SEE THE REPRESENTATIVE ON THE RIGHT HAND SIDE WHO IS RESPONSIBLE FOR THOSE EARMARKS, EVERYTHING FROM BRIDGE REHABILITATIONS TO SOME WIDENINGS ATMS, BIKE LANE AND SIDEWALK PROJECTS ON UNIVERSITY DRIVE.
THERE ARE ALSO SOME PROJECT HIGHLIGHTS THAT I'D LIKE TO CALL OUT HERE.
THE FIRST ONE IS ONE THAT WE'RE ACTIVELY WORKING WITH THE DEPARTMENT OF TRANSPORTATION ON.
SO AS PART OF OUR SOUTHEAST FLORIDA TRANSPORTATION COUNCIL, WHICH IS BASICALLY THE COUNCIL MADE UP OF ALL THREE MPOS IN THE REGION MIAMI-DADE, BROWARD, AND PALM BEACH. WE HAD REQUESTED A FEASIBILITY STUDY TO BE PROGRAMED FOR US 27 RAIL TO LOOK AT THE FEASIBILITY OF PUTTING FREIGHT AND PASSENGER RAIL OUT ON US 27.
SO BUILDING A NEW RAIL LINE, THAT WAS NOT INCLUDED IN THIS DRAFT TENTATIVE WORK PROGRAM.
HOWEVER, WE ARE ACTIVELY WORKING WITH DOT TO GET THIS FEASIBILITY STUDY PROGRAMED BECAUSE IT WAS A RESOLUTION THAT WAS PASSED BY SEFTC AND IS ALSO BEING CHAMPIONED AND SPEARHEADED BY OUR MPO BOARD, IN PARTICULAR BEAM FURR, WHO IS GOING TO BE MAYOR COMING UP HERE SHORTLY.
A NOTE HERE THAT THE PROJECT WAS DELAYED ONE YEAR.
SO THE FUNDING HAS SHIFTED ONE YEAR OUT.
THE NEXT FOUR PROJECTS I'M HAPPY TO REPORT WERE PROJECT ADVANCEMENTS.
SO THESE PROJECTS ADVANCED PHASES FROM FISCAL YEAR 29 TO 27 AND AND SOME OF THEM FROM 28 TO 27.
SO WE WERE REALLY HAPPY TO SEE THAT.
SOUTHWEST 10TH STREET AND THE ASSOCIATED PROJECTS ALONG WITH THAT, THE PROJECT IS STABLE.
SO WE'VE NOT NOTICED ANY DEFERRALS ON THAT FRONT.
WE ALSO FINALLY HAVE A NEW RAIL GRADE SEPARATION STUDY AT STATE ROAD 84 AND FEC, WHICH IS SOMETHING THAT WE'VE BEEN WORKING FOR A LONG TIME WITH THE CITY OF FORT LAUDERDALE, AS WELL AS PORT EVERGLADES TO GET THAT PROGRAMED, AND ALSO THE FORT LAUDERDALE HOLLYWOOD INTERNATIONAL AIRPORT AUTOMATED PEOPLE MOVER AS WELL IS A PROJECT THAT IS OF LARGE SCALE BUT IS STABLE FROM THAT ASPECT.
SO WE RECOMMEND APPROVAL OF THE 2026 THROUGH 2030 TENTATIVE WORK PROGRAM.
THERE WAS NOTHING EGREGIOUS OR UNACCEPTABLE AS PART OF THOSE RESPONSES.
SO A LOT OF IT IS US JUST HAVING TO WORK OUT THE LAST FEW DETAILS RELATED TO SOME PROJECTS.
AND WE'RE HAPPY TO ALSO TO REPORT THAT THE INCREASED COORDINATION WITH FDOT, IT CONTINUES TO RESULT IN A MORE STABLE AND CONSISTENT TENTATIVE WORK PROGRAM THAT'S VERY MUCH ALIGNED WITH OUR MULTIMODAL PRIORITIES LIST.

THEN IN MARCH THE STATEWIDE PUBLIC HEARING HAPPENS AND THE DRAFT TENTATIVE BECOMES THE TENTATIVE WORK PROGRAM.AND IT GOES WHEN THE LEGISLATURE WILL CONVENE IN MARCH 4TH AND JULY 1ST IS WHEN THE DRAFT TENTATIVE BECOMES WELL, THE TENTATIVE BECOMES THE ADOPTED WORK PROGRAM, AND IT'S ASSIGNED BY THE GOVERNOR.
IT'S NOT JUST ONCE, BUT WE'RE CONSTANTLY UPDATING OUR LONG RANGE ESTIMATES.
OVERALL PROJECT COSTS INCREASE OVERALL WITH RESPECT TO LAST YEAR, SOME FUNDING ALLOCATIONS WERE LOWER THIS YEAR THAN IN PRIOR CYCLES, AND THE ESTIMATED REVENUE DISTRIBUTION IS BASED ON POPULATION PERCENTAGE THROUGHOUT THE STATE.
THE GOAL IS ALWAYS TO MAINTAIN PROJECTS THAT WERE COMMITTED IN THE COMMON FOUR YEARS RELATED TO SAFETY, AS OUR NUMBER ONE PRIORITY PRESERVATION AND MAINTENANCE OF WHAT ALREADY EXISTS IN THE DDRAFT TENTATIVE WORK PROGRAM.
YOUR YEARS ARE 26 TO 30, AND EVERY YEAR KIND OF MOVES FORWARD.
SO NEXT YEAR WILL BE 27 TO 31.
AND AGAIN, DISTRICT FOUR WORK PROGRAM IS BALANCED ON THE ALLOCATIONS WE RECEIVED.
SO BROWARD COUNTY HAD A COUPLE OF SIS DEFERRALS.
THEY'RE STILL THEY'RE STILL IN THE PROGRAM.
SO WE HAD I-95 FROM SOUTH OF COMMERCIAL BOULEVARD TO CYPRESS CREEK ROAD.
AND YOU'LL SEE A SLIGHT INCREASE BECAUSE WE DO ESTIMATES BASED ON FUTURE YEAR COSTS AS WELL.
AGAIN, THE CONSTRUCTION PHASE THAT WAS PROGRAMED IN 2030 FOR 214 MILLION WAS MOVED TO 2033 FOR 236 MILLION. SO SOME OF THE REASONS WHY WE HAD THESE DEFERRALS, SOME SOME THINGS THAT WERE GOING ON.
WE WERE SO COSTS HAVE GONE UP THROUGHOUT THE STATE FOR EVERYTHING.
SO WHILE THE COSTS OF OUR PROJECTS THAT WE'RE MAINTAINING IN THE IN THE WORK PROGRAM, WE DID DEFER THESE PROJECTS, THE SIS PROJECTS, BUT WE MAINTAINED OUR WORK PROGRAM EVEN WHILE THOSE COSTS WERE GOING UP.
SO THAT WAS A FACTOR THAT WE WERE WORKING WITH.
WE ALSO HAD A SLIGHT POPULATION SHIFT INCREASE.
SO SOME OF THE, BELIEVE IT OR NOT, POPULATION INCREASE, IT WAS A VERY SLIGHT SHIFT BECAUSE THE SIS IS SUCH A LARGE PROGRAM, DEALS WITH LARGE CORRIDORS AND CAPACITY PROJECTS MOVED MORE TOWARDS THE MIDDLE OF THE STATE.
WE HAVE THE DESIGN PHASES THAT WERE ADVANCED INTO 2027.
THERE WERE FOUR PROJECTS AND THAT WAS AN INCREASE OF $1.1 MILLION.
WE HAD DESIGN PHASES GO INTO FY 30 ONE PROJECT WAS A HALF $1 MILLION, CONSTRUCTION PHASES ADVANCED AND PROGRAMED IN FY 30 INTO THE NEW FIFTH YEAR, THERE WERE FOUR PROJECTS FOR 9.2 MILLION AND SFRTA HIGH SECURITY FENCING PROJECT WAS ADVANCED INTO FY 26 FOR A TOTAL OF ALMOST 3 MILLION AT 2.9 MILLION.
THE DESIGN PHASE WAS ADVANCED INTO FISCAL YEAR 27 FOR $0.15 MILLION.
THE CONSTRUCTION PHASE IS NOW IN FY 30 FOR ALMOST $1 MILLION.
THOSE ARE FOR BIKE LANES AND SIDEWALKS.
THE DESIGN WAS ADVANCED INTO FY 27 FOR $300,000, AND CONSTRUCTION IS NOW IN FY 30 FOR $3.3 MILLION.
THE CITY OF LAUDERHILL LAKES NORTHWEST 41ST STREET FROM STATE ROAD SEVEN TO NORTHWEST 31ST AVENUE.
THE DESIGN PHASE WAS ADVANCED TWO YEARS INTO FISCAL YEAR 27 FOR $200,000.
CONSTRUCTION WAS ADDED TO FY 30.
OUR NEW FIFTH YEAR FOR $1.3 MILLION.
AND ALSO YOUR PRIORITY NUMBER FOUR, CITY OF HOLLYWOOD SIDEWALKS AT VARIOUS LOCATIONS.
DESIGN WAS ADVANCED INTO FISCAL YEAR 27 FOR $450,000.

AND PROJECTS ARE THEN PROGRAMED IN THE MPOS TRANSPORTATION IMPROVEMENT PLAN AND LOCAL AGENCIES DELIVER THE PROJECTS THROUGH THE LOCAL AGENCY PROGRAM PROCESS. SO OVERVIEW OF WHAT WE'LL BE TALKING ABOUT TODAY.

AND JUST WANTED TO SHARE WITH YOU SOME QUICK DEMOGRAPHIC INFORMATION WITH RESPECT TO OUR POPULATION, 18 TO 20% ARE YOUNGER THAN 18 YEARS OLD, WHERE 16 TO 24.4% ARE OLDER THAN 65.
74% OF THE SERVICE AREA POPULATION DRIVES ALONE, WITH ONLY 2% USING TRANSIT.
THAT MIDDLE PORTION, THERE IS OVER 500,000 OF PEOPLE WHO ARE EMPLOYED IN BROWARD LIVE IN BROWARD, WHEREAS ITS SIMILAR NUMBERS FOR THOSE THAT WHO ARE EMPLOYED IN BROWARD AND LIVE OUTSIDE THE COUNTY, AS WELL AS THOSE WHO LIVE IN BROWARD COUNTY BUT ARE GO TO THEIR JOB OUTSIDE THE COUNTY.
WE DOCUMENT EXISTING TRANSIT SERVICES OF NOT JUST TRI-RAIL, BUT ALSO THE CONNECTING SERVICES, WHETHER IT'S BROWARD COUNTY TRANSIT OR A NUMBER OF THE DIFFERENT COMMUNITY SHUTTLES AND SERVICES THAT ARE PROVIDED THROUGHOUT BROWARD COUNTY AND THE TRI COUNTY AREA.

WE'RE CURRENTLY IN THE PROCESS OF DEVELOPING THIS.
THEY UPDATE THIS ANNUALLY TO PRIORITIZE CAPITAL PROJECTS, BOTH FUNDED AND UNFUNDED.
ALL OF THESE ARE INPUTTING INTO THE TEN YEAR IMPLEMENTATION PLAN TO ENSURE WE'RE CONSISTENT NOT ONLY WITH THEIR APPROVED CAPITAL AND OPERATING BUDGET, BUT ALSO THE TDP ALLOWS FOR AN UNFUNDED OR UNCONSTRAINED COMPONENT WHEN LOOKING AT THAT TEN YEAR PLAN.
IN JULY, SFRTA TRI-RAIL WERE RUNNING EXPRESS TRAINS AND A LATE NIGHT TRAIN, AND THEY CONTINUE TO HAVE SUCCESS WITH THEIR RIDE PARTNER SERVICE PROGRAM, WHERE THEY HAVE RIDE SHARE, SERVING MANY OF THEIR EXISTING TRI-RAIL STATIONS.
WE ARE ON TARGET TO FINALIZE A PRELIMINARY DRAFT IN JANUARY OF NEXT YEAR, AND GO THROUGH A REVIEW AND APPROVAL PROCESS SO THAT WE CAN GO BEFORE THE SFRTA GOVERNING BOARD FOR THEIR APPROVAL, AND THEN MEET OUR MARCH 1ST SUBMITTAL DEADLINE.
