CELEBRATING 25 YEARS OF SERVICE ON THE BROWARD METROPOLITAN PLANNING ORGANIZATION CITIZEN ADVISORY COMMITTEE.

WHEREAS IT IS WITH GREAT RESPECT AND ADMIRATION THAT WE COME TOGETHER TO CELEBRATE AN EXTRAORDINARY MILESTONE 25 YEARS OF SELFLESS VOLUNTEER SERVICE BY MR. JOSE RODRIGUEZ, REPRESENTING THE CITY OF CORAL SPRINGS.

AND I SHOULD SAY COMMISSIONER SIMMONS UNFORTUNATELY, HE WASN'T HE'S NOT HERE TODAY.

HE WOULD HAVE LIKED TO HAVE BEEN HERE.

WHEREAS OVER THE COURSE OF THESE 25 YEARS, JOSE RODRIGUEZ HAS DEMONSTRATED UNPARALLELED DEDICATION, GENEROSITY AND COMPASSION, CONTRIBUTING SIGNIFICANTLY TO THE MISSION AND SUCCESS OF THE BROWARD METROPOLITAN PLANNING ORGANIZATION.

AND WHEREAS, THROUGHOUT THIS REMARKABLE JOURNEY, JOSE RODRIGUEZ HAS GIVEN TIRELESSLY OF HIS TIME, ENERGY AND TALENT, POSITIVELY IMPACTING THE LIVES OF COUNTLESS INDIVIDUALS AND MAKING A LASTING DIFFERENCE IN OUR COMMUNITY. AND WHEREAS HE HAS EXEMPLIFIED THE TRUE SPIRIT OF VOLUNTEERISM, ALWAYS GOING ABOVE AND BEYOND IN EFFORT TO SUPPORT AND UPLIFT OTHERS, WHETHER THROUGH SERVICE, LEADERSHIP OR INSPIRING OTHERS TO GET INVOLVED.

AND WHEREAS, THE LEGACY OF SERVICE THAT MR. RODRIGUEZ HAS BUILT OVER THE PAST 25 YEARS CONTINUES TO INSPIRE AND ENRICH THE LIVES OF ALL THOSE WHO HAVE HAD THE PRIVILEGE OF WORKING WITH HIM, SETTING A SHINING EXAMPLE OF KINDNESS, HUMILITY AND COMMITMENT.

BECAUSE WE CARE, YOU KNOW, TO SERVE OUR CONSTITUENTS IN THE BEST WAY POSSIBLE.

WE ARE ALSO HERE TO COLLABORATE WITH OUR COLLEAGUES SO THAT WE MAY, YOU KNOW, FIND SOLUTIONS FOR TRANSPORTATION ISSUES WITHIN OUR OWN CITIES AND THROUGHOUT BROWARD COUNTY.

I'LL TELL YOU BEFORE I GOT ON THE MPO BOARD, I SPENT MORE THAN A DECADE AS A MPO TECH REPRESENTATIVE.

AND DURING THAT TIME, I COULD TELL YOU I REPRESENTED BOTH ALL LARGE, MEDIUM AND SMALL CITIES.

I CAN SAY THAT I HAVE A PRETTY GOOD KNOWLEDGE OF THE TECHNICAL MECHANICS OF THE MPO, AND DURING THAT TIME OF MY SERVING ON THE TAC, I COULD TELL YOU THAT EVERY CITY IS UNIQUE.

EVERY CITY HAS ITS OWN NEEDS FOR TRANSPORTATION SOLUTIONS.

NOW THIS BOARD, THIS MPO BOARD, THE EXECUTIVE TEAM STAFF HAS DONE A REALLY GREAT JOB OF MOVING US FORWARD.

ALL I'M ASKING IS THAT YOU ALLOW ME TO USE MY EXPERIENCE TO CONTINUE TO HELP US MAKE PROGRESS.

I THINK THE MOST IMPORTANT ASPECT OF WHAT WE'RE DOING HERE IS JUST TO MAKE SURE THAT EACH AND EVERY ONE OF US HAVE A FAIR AND EQUITABLE ACCESS TO THE RESOURCES FOR TRANSPORTATION SOLUTIONS THAT ARE WITHIN OUR COMMUNITIES.

I'VE BEEN ON IT ABOUT A YEAR NOW, AND THE MPO DOES SOME FANTASTIC WORK AND ALTHOUGH I AM A MEMBER, REPRESENT THE CITY OF OAKLAND PARK, I THINK IT'S SO IMPORTANT TO BE THE BEST PARTNER I CAN WITH ALL THE CITIES WITHIN BROWARD COUNTY.

AND AGAIN, THE MPO, TO MY KNOWLEDGE, MY BELIEF IS THEY DO OUTSTANDING WORK REPRESENTING ALL THE CITIES AND I WANT TO BRING MY EXPERIENCES AND KNOWLEDGE AND BE A MEMBER ON THE EXECUTIVE BOARD.

SO I HAVE BEEN A MEMBER OF THE MPO ON THIS ROUND OF MY BEING IN OFFICE FOR TWO YEARS, AND PRIOR TO THAT, I WAS A MEMBER OF THE MPO FOR APPROXIMATELY EIGHT YEARS.

I'M CURRENTLY ALSO SITTING FOR THE FLORIDA LEAGUE OF CITIES ON TAXATION AND FINANCE, AND I'VE ALSO BEEN LUCKY ENOUGH TO BE APPOINTED TO THE FLORIDA ACTION STRIKE TEAM, WHERE WE HAVE BEEN, WHERE I WILL BE GOING TO WASHINGTON, DC TO LOBBY FOR AS THEY HAD TOLD US THAT THIS CURRENT ADMINISTRATION WILL BE HEAVY ON TRANSPORTATION.

SO I WILL ALREADY BE IN DC LOBBYING, AND I WILL HOPEFULLY ALSO BE ABLE TO INCREASE MY TIME THERE AND HELP WITH LOBBYING FOR TRANSPORTATION ISSUES FOR THE MPO.

SO I'M HOPING THAT I'LL BE ABLE TO, AS A MEMBER OF THE EXECUTIVE BOARD, IF APPOINTED BY MY ESTEEMED COLLEAGUES HERE, INCREASE MY CHANCES THERE, AND DO THAT.

WHILE I AM PART OF COOPER CITY, I'M AN ELECTED MEMBER OF COOPER CITY.

I'VE ALWAYS.

SO YOU'LL SEE OUR FIRST SLIDE IS A QR CODE FOR MONTHLY MEETING WITH YOUR STAFF MEMBERS TO COURT FOR GRANTS COORDINATION.

WE FIND THIS VERY IMPORTANT BECAUSE FOR TWO REASONS.

ONE, WE DON'T WANT TO CANNIBALIZE EACH OTHER AND COMPETE WITH EACH OTHER FOR GRANTS.

OTHER. THE OTHER REASON IS BECAUSE THE FEDERAL GOVERNMENT IS VERY MUCH FAVORS PROJECTS THAT CROSS BORDERS.

SO IF PLANTATION HAS AN IDEA AND IT INTERSECTS LAUDERHILL BY WORKING TOGETHER, IT MAKES THAT APPLICATION THAT MUCH BETTER.

SO THIS IS SHARED EVERY MONTHLY WITH YOUR SORRY EVERY MONTH WITH YOUR TAC MEMBER.

WE HAVE PRETTY DECENT PARTICIPATION.

I'D LIKE TO SEE A LITTLE BIT MORE.

BUT WE ALSO RECOGNIZE THAT NOT EVERY CITY HAS A DEDICATED GRANTS PERSON.

WE'RE ALSO DOING A GRANTS EDUCATION SERIES, SO I'M JUST GOING TO I'LL START WITH THIS CHECKLIST.

THERE'S A LOT OF A LOT OF THIS IS JUST IN THE INTEREST OF TIME, I'LL GO THROUGH IT.

BUT WHAT WE'RE REALLY LOOKING AT IS WHEN YOU'RE TRYING TO SELECT A GRANT, OKAY, ALIGN YOUR PROJECT WITH THE GRANT CRITERIA, BUT ALSO DON'T INVENT A PROJECT WHEN A GRANT COMES OUT.

THAT'S VERY IMPORTANT. YOU ALREADY HAVE A LIST OF PROJECTS.

EVERY CITY HAS A CIP.

YOU HAVE SOME UNFUNDED PROJECTS IN THERE.

GO WITH WHAT YOU ALREADY HAVE.

I KNOW THERE'S AN FORGET THE TERM, BUT THERE'S A VERY MUCH AN INTEREST IN THAT.

GRANTS SHOULD HAVE SEXY PROJECTS.

THAT'S NOT NECESSARY.

GET SOMETHING DONE AND THEN WHATEVER COST SAVINGS YOU HAVE, YOU CAN THEN TURN AROUND AND USE THAT FOR ANOTHER PROJECT.

YOU ALSO NEED TO MAKE SURE THAT THE PUBLIC BENEFITS EXCEED THE COSTS.

THAT'S WHAT WE CALL THE BENEFIT COST ANALYSIS.

SO WHAT THE GOVERNMENT WANTS TO SEE IS A RETURN ON INVESTMENT OF AT LEAST 1 TO 1, SOMETIMES HIGHER.

THE OTHER REASON I RECOMMEND GOING THROUGH YOUR CIP IS THAT, YOU KNOW, THOSE PROJECTS ALREADY HAVE PUBLIC SUPPORT.

IF YOU INVENT A PROJECT TODAY, THEN YOU HAVE TO RUSTLE UP PUBLIC SUPPORT FOR THAT ONE, BECAUSE THE LAST THING YOU WANT TO DO IS WIN A GRANT AND THEN FIND OUT THAT IT'S OPPOSED.

YOU NEED TO MAKE SURE YOU HAVE MATCHING FUNDS.

A LOT OF THESE REQUIRE 20% MATCH.

SO YOU HAVE TO HAVE THAT FUNDING DEDICATED.

BECAUSE IF YOU DO WIN, THE GOVERNMENT WILL LOOK FOR THAT MONEY.

AND TYPICALLY THESE ARE REIMBURSEMENT GRANTS.

SO THAT 20% MATCH IS ACTUALLY YOUR FLOAT.

SO THAT YOU CAN FLOAT THE MONEY AND THEN GET IT BACK.

AND THEN LASTLY AND MOST IMPORTANTLY, THERE IS A COST TO WINNING.

MANAGING THESE GRANTS ARE NOT EASY.

THEY'RE NOT CHEAP.

AND THERE'S A SIGNIFICANT PERSONNEL COST AND A SIGNIFICANT KNOWLEDGE COST.

MANAGING THESE GRANTS REQUIRES A VERY SPECIAL TYPE OF EMPLOYEE THAT CAN NAVIGATE THE FEDERAL GOVERNMENT.

ADDITIONALLY, EACH SUBDIVISION OF USDOT USES A DIFFERENT GRANT MANAGEMENT SOFTWARE, SO IT DOES MAKE EVERYTHING VERY COMPLEX WHEN YOU'RE MANAGING MULTIPLE GRANTS.

FIRST UP IS OUR THRIVING COMMUNITIES PROGRAM, WHICH WILL WRAP UP IN MARCH OF THIS YEAR.

I WANT TO THANK THE CITY OF OAKLAND PARK FOR HOSTING OUR FINAL WORKSHOP.

THIS WILL BE ABOUT TOD STRATEGIES THAT CITIES CAN IMPLEMENT AND INCORPORATE INTO THEIR CODE.

OUR RAILROAD CROSSING ELIMINATION PROGRAM.

I WANT TO GIVE A SHOUT OUT TO MR. RIDDLE AT THE MPO FOR MANAGING SIX CITIES, THE COUNTY'S FRA, BRIGHT LINE, AND EVERY OTHER ACRONYM IN BETWEEN TO GET EVERYBODY ON BOARD WITH WHAT THE SAFETY ELEMENTS ARE GOING TO BE IN ALL THE LITTLE DETAILS THAT GO INTO IT.

THIS IS A $15 MILLION GRANT, A $19 MILLION TOTAL PROJECT, WHICH WILL IMPLEMENT SAFETY MEASURES UP AND DOWN THE FEC CORRIDOR, WHICH IS THE RAIL LINE IN WHICH BRIGHTLINE OPERATES. OUR RECONNECTING COMMUNITIES NEIGHBORHOOD ACCESS EQUITY.

THIS WE ARE IN THE PRE-AWARD STAGE FOR THAT.

IT WAS ANNOUNCED THAT WE WON A FEW WEEKS AGO AND WE'RE SORRY MONTHS AGO, AND WE ARE STILL NEGOTIATING WITH USDOT ON WHAT THAT WILL LOOK

THIS IS A CONTINUATION OF THE WORK THAT THE BROWARD MPO HAS DONE.

IT'S A VERY IT'S AN AI TYPE, INTEGRATING A LOT OF DIFFERENT DATA SETS FOR A DECISION MAKING TOOL, AND THAT WILL BE COMPLEMENTED BY OUR PRIORITIZATION PROCESS PILOT PROGRAM.

IT'S THE LAST ONE I'M GOING TO SAY THAT TODAY.

THE $2 MILLION GRANT.

AND IT SAYS WE'VE WON.

BUT ACTUALLY THE EXECUTIVE DIRECTOR, STUART INFORMED US THAT HE HAD A CONVERSATION YESTERDAY.

SO WE ARE NOW ENTERING THE PRE AWARD STAGE.

THERE'S A QUESTION AT THE EXECUTIVE COMMITTEE OF WHY DO WE DIFFERENTIATE BETWEEN ONE AND PRE AWARD.

AND THAT'S BECAUSE THERE'S A SIGNIFICANT TIME GAP BETWEEN WHEN THEY MAKE THE AND WHEN THEY ANNOUNCE THE WINNER VERSUS WHEN THEY ACTUALLY ENGAGE US IN CONVERSATION ABOUT RECEIVING THE FUNDS.

THIS $2 MILLION WILL GO TOWARDS COMPLEMENTING OUR INVESTMENT NOT JUST FROM THE MPO LEVEL, BUT ALSO THE FEDERAL LEVEL IN THE IN THE SMART GRANT TO CREATE A PRIORITIZATION PROCESS.

SO FIRST, WHAT IS A TRANSIT DEVELOPMENT PLAN? ALL TRANSIT OPERATORS IN THE STATE OF FLORIDA, IF THEY WANT TO REMAIN ELIGIBLE TO RECEIVE STATE TRANSIT BLOCK GRANTS, MUST PREPARE A TRANSIT DEVELOPMENT PLAN.

IT IS A PLANNING DOCUMENT THAT HAS A TEN YEAR HORIZON.

THIS IS A MAJOR UPDATE.

MAJOR UPDATES ARE CONDUCTED EVERY FIVE YEARS, AND THE INTERIM YEARS ARE REFERRED TO AS AN ANNUAL REPORT OR PROGRESS REPORT.

SO IT'S A LIVING DOCUMENT.

MAJOR UPDATE DOES SET THE FRAMEWORK FOR A TEN YEAR VISION FOR THE AGENCY, AND THEN ANNUALLY IT'S UPDATED TO REFLECT THAT VISION IN TERMS OF ANY CHANGES AS WELL AS ACCOMPLISHMENTS. THIS PAST JULY, THERE WAS A NEW TDP RULE THAT WAS PUT INTO EFFECT.

TRANSIT DEVELOPMENT PLANS ARE A VERY PRESCRIPTIVE PROCESS.

I JUST WANT TO HIGHLIGHT SOME OF THE NEW RULE REQUIREMENTS.

ONE IS WHY WE'RE HERE BEFORE YOU.

TODAY, THEY'VE EMPHASIZED AND FORMALIZED A COORDINATION PROCESS WITH THE METROPOLITAN PLANNING ORGANIZATION SUCH AS YOURSELF.

THERE'S ALSO A GREATER EMPHASIS ON LAND USE DEVELOPMENT AND AN ASSESSMENT BY THE AGENCY AND THEN DEMAND ESTIMATION.

WE'VE STARTED THIS PROCESS BACK IN MAY OF THIS YEAR.

WE'VE DONE A LOT OF DATA COLLECTION, PRELIMINARY ANALYSIS, WE'RE NOW ROUNDING OUT OUR COORDINATION EFFORTS WITH EACH ONE OF THE MPO BOARDS TODAY, AS WELL AS CONCLUDING PUBLIC OUTREACH AND THEN GETTING READY INTO DEVELOPING OUR IMPLEMENTATION PLAN SO THAT WE CAN MEET A MARCH 1ST SUBMITTAL DEADLINE THAT NEEDS TO BE SUBMITTED AND REVIEWED

THOSE GOALS ALIGN EXACTLY IN TERMS OF THE AGENCY'S VISION WITH THE TDP AND FOCUS ON SAFETY, ENHANCING RIDERSHIP AND OPERATIONS, AS WELL AS LOOKING AND SEEKING ADDITIONAL FORMS OF REVENUE.

THERE'S ALSO A PUBLIC OUTREACH AND STAKEHOLDER COORDINATION COMPONENT.

OUR PUBLIC INVOLVEMENT PLAN IS REQUIRED TO BE PREPARED, REVIEWED, AND APPROVED BY FDOT.

IT'S BEEN APPROVED.

PROJECT BRANDING, AS YOU CAN SEE HERE IN THE UPPER LEFT HAND CORNER, STAY ON TRACK FOR EXCELLENCE.

WE HAVE AN ACTIVE PROJECT WEBSITE TO NOT ONLY INFORM THE PUBLIC AND OUR CONSTITUENTS OF THE TDP, BUT ALSO SERVE AS AN OPPORTUNITY TO PROVIDE INPUT, ASK QUESTIONS AND TAKE OUR SURVEY. WE'VE ALSO ENGAGED OUR PASSENGERS GOING OUT INTO THE TRI-RAIL SERVICE, TALKING WITH PASSENGERS, HAVING THEM CONDUCT A SURVEY TO UNDERSTAND WHAT IS IT THEY WOULD LIKE TO SEE CHANGE? WHAT ARE THE NEEDS THEY'D LIKE TO SEE THE AGENCY TO REVIEW AND CONSIDER OVER THE NEXT TEN YEARS, AND BEEN MEETING WITH A NUMBER OF STAKEHOLDERS.

THE REGIONAL WORKFORCE BOARDS, EACH ONE OF THE MPO BOARDS, INCLUDING THE GOVERNING BODIES AND OTHER PARTNER AGENCIES THROUGHOUT THE TRI-RAIL SERVICE AREA.

IN ADDITION TO GOALS AND OBJECTIVES COLLECTING BASELINE CONDITIONS, TRI-RAIL SERVES PALM BEACH, BROWARD, AND MIAMI-DADE.

IT'S OVER 6 MILLION PEOPLE WITHIN THAT SERVICE AREA.

AND JUST LOOKING AT SOME OF THE QUICK FACTS AND DEMOGRAPHICS IN TERMS OF THE YOUNGER POPULATION, AROUND 18 TO 20%, THOSE THAT ARE OLDER THAN 65, ROUGHLY THE SAME 40% OF OUR HOUSEHOLDS ARE OCCUPIED BY SINGLE CARS, WITH ONLY 2% OF THEIR POPULATION TAKING TRANSIT.

SO WE'VE GOT SOME OPPORTUNITY BEFORE US TO CONTINUE TO WORK AND IMPROVE AND GET PEOPLE TO TAKE TRANSIT.

ANOTHER ASPECT WE'RE JUST LOOKING AT COMMUTE PATTERNS.

THIS THIS SHOWS RESIDENTS WITHIN BROWARD COUNTY.

THE MIDDLE ROW IS ROUGHLY 509,000 PEOPLE ARE EMPLOYED AND LIVE IN BROWARD, WHERE WE EXPORT ABOUT 318,000.

THOSE WHO LIVE IN BROWARD AND COMMUTE OUT OF THE COUNTY AND IMPORT ANOTHER 318,000 FROM OTHER COUNTIES THAT LIVE OUT, LIVE OUTSIDE OF BROWARD, BUT WORK IN BROWARD. WE ALSO DOCUMENT AND NOTE ALL THE EXISTING TRANSIT SERVICES WITHIN THE TRI COUNTY AREA, AS WELL AS THOSE THAT COMPLEMENT AND CONNECT WITH TRI-RAIL, INCLUDING MANY OF THE MUNICIPAL COMMUNITY SERVICES, AS WELL AS THE LOCAL SERVICE SUCH AS BCT IN BROWARD COUNTY AND OTHER CONNECTIONS. AS I MENTIONED EARLIER, LAND USE ASSESSMENT IS ANOTHER POINT OF EMPHASIS, PARTICULARLY LOOKING AT WHERE THERE'S TRANSIT ORIENTED DEVELOPMENT OPPORTUNITIES AND WHERE WE'RE ENCOURAGING THAT MULTIMODAL CONNECTIVITY.

SFRTA IS A HISTORY FROM A POLICY PERSPECTIVE.

AND THEY'VE PASSED RESOLUTIONS.

ONE IS LATE THAT GOES BACK TO 2017 TO ENCOURAGE TOD AND VARIOUS DEVELOPMENT AROUND THEIR STATIONS.

THEY'VE NOW BEEN ENGAGING THOSE AREAS AROUND THE STATIONS WHERE THEY OWN THE PROPERTY TO FURTHER ADVANCE TRANSIT ORIENT DEVELOPMENT, AND A NUMBER OF LOCATIONS HERE THAT ARE CIRCLED ON THE MAP AND LISTED BOCA RATON, BOYNTON BEACH, CYPRESS CREEK, METRORAIL TRANSFER.

THEY ALSO CONTINUE TO ENHANCE THEIR MULTIMODAL CONNECTIVITY, WHETHER IT'S THROUGH THEIR BICYCLE LOCKERS AT THEIR STATIONS, BIKES ON THEIR TRAINS, AS WELL AS THE RIDE PARTNER SERVICE TO HELP GET PEOPLE TO THEIR LAST MILE FIRST MILE FROM THEIR TRANSIT STATIONS.

ANOTHER BIG COMPONENT IS A TEN YEAR CAPITAL AND OPERATING PLAN OR YOUR IMPLEMENTATION PLAN.

SFRTA HAS BEEN WORKING ON A NUMBER OF DIFFERENT STRATEGIC DOCUMENTS THAT ARE HELPING TO INFORM THAT WHETHER IT'S THEIR 20 YEAR CAPITAL PLAN, FLEET MANAGEMENT PLAN, AS WELL AS THEIR APPROVED CAPITAL AND OPERATING BUDGET WILL INFORM THAT TEN YEAR PLAN.

TDP ALSO PROVIDES AN OPPORTUNITY FOR THE AGENCY TO PRESENT THEIR ACCOMPLISHMENTS AND EFFORTS.

EARLIER THIS YEAR, DOWNTOWN MIAMI LINK OPENED FOR SERVICE.

EXPRESS TRAINS AND LATE NIGHT SERVICE WAS OPENED AND IMPLEMENTED IN JUNE OR JULY OF THIS THIS PAST SUMMER.

AND THEN THE RIDE PARTNER SERVICE WITH RIDESHARE MICROTRANSIT, WHICH STARTED AS A PILOT PROGRAM, CONTINUES TO THRIVE AND IS PROVIDED TO THE PUBLIC.

IN CLOSING OUR NEXT STEPS, WE ARE ON TARGET TO FINALIZE OUR TDP IN JANUARY.

TWO ARE A NON-ISSUE FOR US.

THE THIRD I'LL REFER TO AS THE GARFIELD STREET CROSSING IN THE ORIGINAL GRANT.

IT'S MY UNDERSTANDING THAT THERE'S NO DESCRIPTION SPECIFICALLY OF WHAT WILL HAPPEN AT THAT CROSSING.

BUT IN ALL OF THE DOCUMENTS AND EFFORTS BETWEEN THOSE ORIGINAL THAT PARTICULAR GRANT AND WHERE WE ARE TODAY, AN EXHIBIT B HAS BEEN CREATED.

AND IN THAT EXHIBIT B, IT SPECIFIES THAT THE GRANT STREET CROSSING WILL BE.

I'M SORRY. THE GARFIELD STREET CROSSING WILL BE CLOSED.

OUR COMMISSION VOTED TO NOT AGREE TO THAT.

OUR COMMISSION VOTED TO SPEND THE NEXT 12 MONTHS WORKING WITH THE MPO AND FEC TO TRY TO COME UP WITH A A SAFER A SAFER CROSSING THAN WHAT WE HAVE NOW AND TO WORK TOGETHER AND SEE IF THERE WERE SOLUTIONS THAT WOULD WORK AT THAT LOCATION OTHER THAN A COMPLETE CROSSING.

AND SO WE IN OUR COMMISSION BASICALLY CAME UP WITH VERY SPECIFIC LANGUAGE THAT DISCUSSES THE EFFORTS TO BE MADE OVER THE NEXT YEAR.

AND SO I WOULD MAKE A MOTION TO AMEND EXHIBIT B SOLELY WITH RESPECT TO THE GARFIELD CROSSING, THAT IT BE SUBJECT TO THE LANGUAGE THAT WAS AGREED TO BY THE HOLLYWOOD COMMISSION, WHICH I AM HAPPY TO READ.

MADAM CHAIR, IT BASICALLY SAYS THAT THE COMMISSION APPROVES RAILROAD CROSSING IMPROVEMENTS AT JOHNSON AND WASHINGTON STREET FOR THE GARFIELD STREET CROSSING. THE CITY SHALL WORK WITH PARTNERING AGENCIES OVER THE NEXT 12 MONTHS TO IDENTIFY ADDITIONAL FUNDING, IF NEEDED, FOR NECESSARY SAFETY IMPROVEMENTS THAT DO NOT INCLUDE CLOSURE OF THE CROSSING AT GARFIELD.

IF NOT INITIATED WITHIN THE NEXT 12 MONTHS, THE CITY COMMISSION MAY RECONSIDER POTENTIALLY CLOSING GARFIELD.

AND WITH THAT CLARIFICATION FROM OUR COMMISSION, THE VERY, VERY MINOR CHANGE TO EXHIBIT B, WHICH PERTAINS ONLY TO THE GARFIELD CROSSING, IS REPLACED, CLOSING WITH THE FOLLOWING PROPOSED RCEP IMPROVEMENTS PER FUNDING ALLOCATION.

THIS PROPOSED AMENDMENT REALLY DOESN'T AFFECT ANYBODY BUT US.

SO SUBJECT TO THE AMENDMENT, I WOULD MAKE A MOTION TO APPROVE.

THERE'S SOME THINGS THAT HAPPENED PRIOR TO THE ACTION OF THE CITY COMMISSION THAT WE MOVE MONEY AROUND AND ALL THE REST OF IT, BASED ON THE CLOSING HAPPENING AT GARFIELD.

YOU KNOW, IT KIND OF CAME OUT, IT CHANGED THEIR POSITION, CHANGED OVER TIME OR WAS MODIFIED.

AND SO THERE'S SOME ECONOMIC IMPACTS WITH THAT.

OAKLAND PARK. MY FRIEND FROM OAKLAND PARK, WE'RE GOING TO BE WORKING WITH YOU BECAUSE YOU DIDN'T GET A GRANT.

YOU WEREN'T IN THIS PARTICULAR GRANT ROUND.

SO I'M HOPING TO BRING HOLLYWOOD AND OAKLAND PARK TOGETHER, MARRY THEM, AND THEN GO AFTER FEDERAL FUNDING TO DO THE OTHER CROSSINGS.

AND YOU KNOW, THE THING THAT I THINK THAT'S IMPORTANT TO RECOGNIZE IS THE FUNDING.

AND WE'VE GOTTEN TO THE POINT WHERE I THINK WE HAVE ONLY FORT LAUDERDALE? IS THERE OR IS EVERYBODY APPROVED IT? SO ALL HAVE BEEN APPROVED.

AND SO I MEAN, YOU ULTIMATELY MAKE THE POLICY DECISION.

BUT FROM OUR PERSPECTIVE, WE THINK THAT WE SHOULD GO FORWARD WITH THE AGREEMENT AS IS.

CERTAINLY THIS IS JUST A AND I CAN DEFER TO ANDREW RIDDELL WHO'S MUCH MORE KNOWLEDGEABLE ABOUT THIS.

BUT THIS IS YOU KNOW, ULTIMATELY THERE WILL BE FINAL DECISIONS THAT WILL BE MADE ABOUT INDIVIDUAL CROSSINGS.

SO THIS DOESN'T MEAN THAT THIS WILL HAPPEN.

SO YOU CAN APPROVE THIS AGREEMENT AS IS.

AND THAT DOESN'T MEAN THAT THE GARFIELD CROSSING WILL CLOSE, BECAUSE THERE ARE A LOT MORE STEPS BETWEEN NOW AND WHEN THE MONEY IS RECEIVED.

WHEN THE PLANNING IS DONE, THE ENGINEERING DRAWINGS ARE DONE.

AND I THINK THE MPO HEARS LOUD AND CLEAR FROM HOLLYWOOD AS FAR AS THEIR FEELINGS REGARDING THE GARFIELD CLOSURE, AND WE CAN WORK WITH THEM MOVING FORWARD.

BUT I THINK IT'S IMPORTANT THAT IN ORDER TO MAINTAIN CONSISTENCY WITH WHAT'S ALREADY BEEN APPROVED BY THE VARIOUS MUNICIPALITIES AS WELL AS THE COUNTY, THAT WE CONTINUE WITH THIS AGREEMENT WITHOUT ANY AMENDMENTS MADE, BECAUSE I'M AFRAID THAT THE OTHER COMMUNITIES MAY THEN INSIST THAT WE BRING IT BACK TO THEM AND HAVE THEM APPROVE THE MODIFIED AGREEMENT.

AND THAT'S JUST GOING TO DELAY EVERYTHING.

AND I THINK WE'RE RUNNING CLOSE TO OUR DEADLINE TO GET BACK TO THE FRA.

AND BRIGHT LINE WITH RESPECT TO THESE APPROVED DOCUMENTS.

AND IF I COULD EXPLAIN THE THREE TYPES OF AGREEMENTS THAT ARE HAPPENING CONCURRENTLY TO MAKE THIS GRANT ACTUALLY HAPPEN, AND WE CAN GET THOSE SAFETY IMPROVEMENTS INSTALLED.

THE FIRST IS THE LOCAL MATCH, THE 20% LOCAL MATCH, THE 3.86 MILLION IS BETWEEN THE CITIES AND BRIGHT LINE THAT WENT TO YOUR CITY COMMISSION, AND THAT IS THE INSTRUMENT FOR YOU ALL TO PROVIDE THE CITY TO PROVIDE THAT LOCAL MATCH FOR THIS PROJECT.

AS YOU SEE IN THE EXHIBIT, THEY ARE ALL IN PROPOSED AND IN EXHIBIT B OF THIS SUBRECIPIENT.

THE ACTUAL GRANT AGREEMENT IS IN DRAFT, AND I PUT READ DRAFT ON EVERYTHING TO SO THAT YOU'RE FULLY AWARE THAT THIS IS STILL IN DRAFT.

NOW, THAT INSTRUMENT THAT WENT TO YOUR BOARD IS ONLY THE MECHANISM ON HOW TO BE REIMBURSED FOR YOUR PARTICIPATION ON THAT LOCAL MATCH. YOU, YOUR CITY AND THE OTHER FIVE CITIES AND BROWARD COUNTY.

NOW THERE'S ANOTHER AGREEMENT THAT'S BEFORE YOU TODAY, WHICH IS THE SUBRECIPIENT AGREEMENT BETWEEN BRIGHTLINE AND THE BROWARD MPO.

THIS IS FOR THE FEDERAL SHARE, WHICH IS THE 80% AND THE MECHANISMS TO DELIVER THE PROJECT.

IT THE EXHIBIT A ALSO INCLUDES PROPOSED IN THE IN THE TABLE OF THE IMPROVEMENTS AND EXHIBIT B INCLUDES A DRAFT FOR THE GRANT AGREEMENT.

WE DID HAVE A CALL WITH FRA ON TUESDAY.

WE MADE THEM AWARE OF THE CITY COMMISSIONS YOU KNOW, CHANGE OF SCOPE AT YOUR MEETING.

THEY FELT LIKE IT WAS NOT RELEVANT BECAUSE THIS IS A FUNDING AGREEMENT THAT YOU WERE APPROVING.

AND THAT THE GRANT AGREEMENT SHOULD REFLECT WHAT WE CAN DO FOR GARFIELD.

WE CAN'T PROMISE YOU THAT FRA IS GOING TO APPROVE EXIT GATES.

IT'S A VERY COMPLICATED, VERY UNSAFE TODAY CONDITIONS.

THERE'S A LOT OF EXPENSE THAT WE JUST DO NOT HAVE IN THE GRANT BUDGET.

IT WAS BASICALLY AGREED BETWEEN FRA BRIGHT LINE AND THE MPO THAT THERE THIS WOULD ABSORB A LOT OF COST.

AND WE REALLY NEED TO FIGURE OUT A PATH FORWARD.

DO WE KEEP IT INTO THIS PROJECT, OR DO YOU PARTNER WITH, SAY, LIKE, OAKLAND PARK AND GO OFF AND DO YOUR OWN GRANT? THAT WAS WHERE FRA WAS KIND OF NUDGING US.

SO, YOU KNOW, THE PHRA GRANT AGREEMENT IS THE GUIDING WHATEVER IS IN THAT WHENEVER WE FINALIZE IT, WHENEVER WE GET EVERYBODY'S INPUT AND FINALIZE CHANGE THOSE PROPOSED TO FINAL, THAT IS WHAT IS GOING TO BE IN THE GRANT AGREEMENT, AND THAT IS WHAT WILL BE LET WITH BRIGHT LINE TO IMPLEMENT THE PROJECT.

SO HOPEFULLY THAT CLARIFIES THE THREE DIFFERENT TYPE OF AGREEMENTS THAT ARE HAPPENING.

AND REALLY THERE'S THE SCOPE CHANGES ISN'T PART ISN'T IN PLAY IN YOUR FUNDING AGREEMENT.

THERE ARE 376 PROJECTS THAT ARE INCLUDED IN FDOT DRAFT TENTATIVE WORK PROGRAM THAT AMOUNT TO ABOUT $4 BILLION AND WILL FORM THE BASIS FOR OUR TRANSPORTATION IMPROVEMENT PROGRAM THAT WILL BE COMING BEFORE YOU NEXT YEAR.

WE ALSO LIKE TO COMPARE THAT TO WHAT WE HAVE AS PART OF OUR METROPOLITAN TRANSPORTATION PLAN AND OUR MPO ATTRIBUTABLE FUNDING.

SO A DISTINCTION HERE THAT I'D LIKE TO MAKE IS WHEN WE LOOK AT THE WORK PROGRAM, WE SEE WHERE OUR MPO ATTRIBUTABLE FUNDING IS GOING.

AND IF YOU REMEMBER THOSE OF YOU WHO HAVE GONE THROUGH THE TRANSPORTATION ACADEMY AND HEARD ME SPEAK BEFORE THIS BOARD BEFORE, THAT'S THAT VERY SMALL PART OF THE PIE THAT WE AS THE MPO AND YOU ALL SPECIFICALLY AS THE MPO BOARD, HAVE DIRECT CONTROL OVER.

SO WE LIKE TO MAKE SURE THAT THOSE DOLLARS ARE GOING TO THE PLACES THAT YOU ALL, AS THE MPO BOARD, HAVE VOTED.

SO WE DO THAT BASED ON OUR FUNDING PROGRAMS. AND I'M HAPPY TO REPORT THAT SINCE THE INCEPTION OF THE 2045, A MASSIVE PART OF OUR MPO ATTRIBUTABLE FUNDING WAS SLATED TO GO FOR BICYCLE PEDESTRIAN TYPE PROJECTS. AND WHEN YOU LOOK AT THE ORANGE CATEGORY AND THE LIGHT BLUE CATEGORY RIGHT NEXT TO IT, THE SMP AND THE CSLIP.

SO THAT'S OUR COMPLETE STREETS MASTER PLAN AND OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM.

YOU CAN SEE COMBINED, WE ARE NOW AT 76% OF MPO ATTRIBUTABLE FUNDING GOING TO THAT PROGRAM.

AND THAT'S DEFINITELY FALLING IN LINE WITH THE FUNDING DIRECTION THAT YOU ALL HAD APPROVED WITH THE METROPOLITAN TRANSPORTATION PLAN.

WHEN WE LOOK AT THE OVERALL FUNDING THAT WE HAVE IN THE METROPOLITAN TRANSPORTATION PLAN AND HOW THAT FITS WITHIN THE FDOT WORK PROGRAM, YOU CAN SEE THERE'S A LITTLE BIT MORE OF A HEAVIER ROADWAY FOCUS, WHICH IS NOT A SURPRISE.

WE KNOW THAT THERE'S A LOT OF ROADWAY NEEDS THAT THE DEPARTMENT OF TRANSPORTATION HAS CONTROL OVER.

THAT NEEDS TO ALSO BE SUPPLEMENTED WITH NEW CAPITAL FUNDING.

SO THAT'S THAT BREAKDOWN HERE ON SCREEN.

WE'RE ALSO HAPPY TO REPORT THAT THERE WERE QUITE A FEW CONGRESSIONAL DISCRETIONARY EARMARKS THAT WERE FUNDED.

AND THEY'RE HERE ON SCREEN. I'M NOT GOING TO GO THROUGH THEM INDIVIDUALLY, BUT I'M SURE YOU ALL ARE AWARE OF THEM IF THEY'RE IN YOUR COMMUNITY.

FINALLY, THERE'S SOME PROJECT HIGHLIGHTS THAT I WOULD JUST LIKE TO TO HIT ON AGAIN.

I'M NOT GOING TO GO THROUGH EVERY ONE, BUT I WILL TOUCH ON THE FIRST ONE.

US 27 RAIL.

THIS WAS SOMETHING THAT THE SOUTHEAST FLORIDA TRANSPORTATION COUNCIL, WHICH MAYOR FURR IS A MEMBER OF VOTED ON COLLABORATIVELY BETWEEN THE THREE COUNTIES MIAMI-DADE, BROWARD AND PALM BEACH TO BEGIN FUNDING A FEASIBILITY STUDY TO LOOK AT PASSENGER RAIL AND FREIGHT RAIL OUT ALONG US 27.

THIS WAS NOT INCLUDED IN THE DRAFT TENTATIVE WORK PROGRAM.

WE DID RECEIVE COMMENT BACK FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION, AND THEY LET US KNOW THAT THEY ARE WORKING COLLABORATIVELY, COLLABORATIVELY WITH DISTRICT SIX, BECAUSE THAT IS THE OTHER DISTRICT THAT IS INVOLVED IN THIS EFFORT.

AND WE'RE GOING TO WORK EITHER AS PART OF THIS CYCLE OR NEXT CYCLE TO GET THAT INTO THE WORK PROGRAM.

BROWARD COMMUTER RAIL SOUTH, THE COMMENT HERE WHEN WE SAY PROJECT WAS DELAYED ONE YEAR, IT WASN'T SPECIFICALLY DELAYED ONE YEAR.

THE FUNDING JUST SHIFTED ONE YEAR IN ORDER TO BETTER ALIGN WITH BROWARD COUNTY SCHEDULE.

THERE WERE ALSO SOME PROJECTS THAT WERE ADVANCED FOR FUNDING, AND THESE ARE ALL COMPLETE STREETS AND LOCALIZED INITIATIVE PROGRAM PROJECTS.

AND YOU CAN SEE THOSE HERE ON THE RIGHT HAND SIDE OF THE SCREEN.

SOUTHWEST 10TH STREET REMAINS STABLE IN THE WORK PROGRAM.

WE ALSO HAVE A NEW RAIL GRADE SEPARATION STUDY THAT MADE IT IN BASED ON A PRIORITY WITHIN THE METROPOLITAN TRANSPORTATION PLAN FOR STATE ROAD 84 AT THE FEC CORRIDOR.

AND THEN I'M ALSO HAPPY TO REPORT THAT THE AIRPORT'S AUTOMATED PEOPLE MOVER, AS WELL AS THEIR INTERMODAL CENTER, ARE STABLE IN TERMS OF THE FUNDING, AND THOSE ARE BIG CAPITAL PROJECTS THAT ARE HAPPENING IN THE REGION.

SO FROM A STAFF PERSPECTIVE, WE ARE HAPPY TO RECOMMEND APPROVAL OF THE 2026 TO 2030 TENTATIVE WORK PROGRAM.

WE HAVE SUBMITTED QUESTIONS AND WHEN WE PUBLISH THIS, WE WERE STILL AWAITING A RESPONSE.

WE DID RECEIVE A RESPONSE FROM DOT, AND THERE'S JUST SOME SMALL COMMENTS AND ITEMS THAT WE ARE WORKING THROUGH WITH THEM.

ALSO WANT TO JUST MENTION THAT WE'VE HAD INCREASED COORDINATION WITH FDOT OVER THE LAST YEAR OR TWO, AND THAT'S RESULTED IN A MORE CONSISTENT AND STABLE WORK PROGRAM.

SO VERY, VERY HAPPY TO SEE THAT.

WHEN I SAY THAT WE'RE GETTING BETTER ALIGNMENT WITH THE MTP AND MORE OF OUR MPO ATTRIBUTABLE FUNDING IS GOING TO THOSE BICYCLE PEDESTRIAN PROJECTS, MORE OF THOSE TRANSIT FOCUSED PROJECTS. THAT'S AS A RESULT OF THAT COORDINATION.

AND WE'D REALLY LIKE TO THANK DOT AS WELL FOR KIND OF BEING IN LOCKSTEP WITH US ON THAT.

WE WERE THE FIRST TO IMPLEMENT A LANE CLOSURE NOTIFICATION SYSTEM THAT COMMUNICATES WITH WAZE AND 511, SO THAT THE DRIVERS ON THE ROAD WHO HAVE THAT APP RUNNING ARE AWARE OF WHERE A CLOSURE MIGHT BE, AND HELPS REDIRECT THEM.

WRONG WAY. VEHICLE DRIVING DETECTION SYSTEMS. THIS WAS A STATEWIDE INITIATIVE, AND I'M GOING TO JUST TALK ABOUT ARTIFICIAL INTELLIGENCE, RIGHT? WE ACTUALLY IMPLEMENTED AN AI POLICY AT THE DEPARTMENT, PROBABLY ONE OF THE FIRST STATES TO DO SO.

WE WERE ABLE TO IMPROVE MAST ARMS YOU KNOW, MID-BLOCK PEDESTRIAN CROSSWALKS, RUMBLE STRIPS, IMPROVEMENTS.

THIS WAS A STATEWIDE INITIATIVE.

WE YOU SEE THE LOCATIONS ON THE MAP WHERE THAT TOOK PLACE.

ADVANCED WRONG-WAY DRIVING I MENTIONED THAT THIS IS A USE OF TECHNOLOGY FOR US TO HELP, YOU KNOW, GET AT THOSE SEVERE INJURIES AND FATALITIES THAT OCCUR ALONG OUR EXPRESSWAYS. HENRY E KINNEY TUNNEL SHOULD BE FULLY, FULLY COMPLETE BY THE END OF JANUARY, EARLY FEBRUARY.

THIS WAS ACTUALLY SOME MITIGATION THAT WE HAD IN ORDER TO GET THE PROJECT AND THE REST AREA UPGRADED.

THIS PROJECT SHOULD BE GETTING COMPLETED IN THE NEXT YEAR OR SO.

I 75 IMPROVEMENTS FROM SHERIDAN STREET TO GRIFFIN ROAD UNDER CONSTRUCTION.

OBVIOUSLY OUR INTERSTATES ARE KEY TO OUR SUPPLY CHAIN.

LOXAHATCHEE ROAD IMPROVEMENTS.

ANYBODY WHO LIVES IN THE AREA OF LOXAHATCHEE ROAD KNOWS IT'S BEEN A KIND OF A LITTLE PAIN, BUT I AM HAPPY TO REPORT THAT IT IS OPEN TO TRAFFIC.

AND SO WE'RE MOVING AHEAD WITH WRAPPING THAT PROJECT UP.

UNIVERSITY DRIVE IN CORAL SPRINGS UNDER CONSTRUCTION.

THIS WAS A WIDENING PROJECT FOR THREE LANES AS WELL AS BIKE LANES, HELPING IMPROVE THE DRAINAGE IN TERMS OF RESILIENCY.

ALSO CITY OF HOLLYWOOD RESILIENCY PROJECTS.

THIS WAS A COLLABORATION WITH THE COUNTY, THE MPO AND THE CITY TO HELP GET SOME PUMPS AND SEAWALL IMPROVED THAT ACTUALLY IMPACT THE INFRASTRUCTURE OF THE BIKE LANES AND THE SIDEWALKS. I DO THINK THAT THIS IS HOW WE'RE GOING TO BE ABLE TO HELP ADVANCE SOME OF THESE RESILIENCY PROJECTS.

YOU'LL SEE SOME OF THOSE IN THE DRAFT TENTATIVE WORK PROGRAM AS WELL.

I-95 EXPRESS MAY BE A SORE POINT FOR THOSE WHO DRIVE THROUGH IT EVERY DAY, BUT I'M HAPPY TO REPORT THAT MOST OF IT IS DONE.

THE LAST PHASE OF IT, WHICH IS 3C, THE CONNECTION BETWEEN I-595 AND THE EXPRESS LANES ON I-95 SHOULD BE WRAPPED UP BY LATE 2025.

SO VERY HAPPY THAT THIS PROJECT WILL BE DONE AND OPEN TO TRAFFIC HOPEFULLY NEXT YEAR.

SOUTHWEST 10TH CONNECTOR, I'M NOT GOING TO TALK ABOUT IT MUCH, BUT YOU KNOW, THIS WAS THIS WOULDN'T HAVE HAPPENED WITHOUT THE COLLABORATION THAT OCCURRED HERE WITH THE MPO TO GET THIS OFF THE GROUND.

SO WE WORK WITH THE MPO STAFF BACK IN JULY TO START DEVELOPING THAT.

AND AFTER THAT.

SO UNTIL OCTOBER WE WORK ON BALANCING THE WORK PROGRAM WITH THE FUNDING ALLOCATIONS THAT WERE RECEIVED.

TODAY BASICALLY, AND CONCLUDES OUR TOUR AROUND THE DIFFERENT MPOS PRESENTING THE DRAFT OF THE WORK PROGRAM.

WE ALSO PRESENTED TO THE DIFFERENT COMMITTEES AND THE BOARD.

EARLIER THIS WEEK AND LAST TUESDAY, WE HELD THE PUBLIC HEARING AT THE DISTRICT FOUR HEADQUARTERS OFFICE.

IF YOU WERE NOT ABLE TO ATTEND AND THE RECORDING IS AVAILABLE ONLINE.

AND SO GOING FORWARD IN JANUARY AND FEBRUARY, THE FDOT CENTRAL OFFICE WILL COMPILE THE DISTRICT PLANS AND COMPILE AND THE STATEWIDE PLANS THAT WILL BECOME THE STATEWIDE WORK PROGRAM THAT WILL BE SUBMITTED TO THE GOVERNOR'S OFFICE AND THE LEGISLATURE LATER IN MARCH.

THE TRANSPORTATION COMMISSION WILL HOLD A PUBLIC HEARING, AND THE LEGISLATURE WILL CONVENE IN JULY 1ST AFTER THE APPROPRIATIONS ARE APPROVED BY THE STATE LEGISLATURE AND THE GOVERNOR.

THE FIVE YEAR WORK PROGRAM WILL BE ADOPTED BY THE FDOT STATE SECRETARY.

SO SOME OF THE CONSIDERATIONS THAT THE DEPARTMENT TOOK ON THIS CYCLE WHEN WE DEVELOPED THE WORK PROGRAM WERE FIRST WE UPDATED THE CONSTRUCTION AND RIGHT OF WAY COST FOR ALL PROJECTS, AND THAT TYPICALLY IS DONE ON AN ANNUAL BASIS.

PROJECT COSTS INCREASE WITH RESPECT TO LAST YEAR.

I THINK THAT'S VERY WELL KNOWN AT THIS POINT.

SOME OF THE FUNDING ALLOCATIONS WERE LOWER THAN PRIOR CYCLES, AND THE ESTIMATED REVENUE DISTRIBUTION, WHICH IS BASED ON PERCENT OF POPULATION OF THE STATE, WAS LOWER THAN EXPECTED. GOAL IS TO MAINTAIN PROJECTS THAT WERE COMMITTED IN THE COMMON FOUR YEARS.

THAT MEANS YEARS 26 TO 29.

RELATED TO SAFETY, PRESERVATION AND MAINTENANCE, NEW PROJECTS AND NEW PHASES ARE GENERALLY PROGRAMED IN THE NEW FIFTH YEAR, WHICH IS IN THIS CASE 2030.

AND WE'RE HAPPY TO REPORT THAT THE FIT FOR WORK PROGRAM IS BALANCED TO THE ALLOCATIONS RECEIVED.

I MENTIONED JUST NOW THAT OUR GOAL WAS TO KEEP PROJECTS THAT WERE FUNDED IN THE PREVIOUS FOUR YEARS, BUT THAT WASN'T THE CASE ON THESE TWO PROJECTS.

THESE TWO PROJECTS ON I-95 AND I-75 ON THE CIS SYSTEM WHERE DEFER OUT FROM THE FIVE YEAR WORK PROGRAM DURING THE BALANCING EXERCISE.

OKAY, SO THE FIRST ONE IS IDENTIFIED BETWEEN COMMERCIAL BOULEVARD INTERCHANGE AND CYPRESS CREEK.

THAT'S BASICALLY JUST ACROSS THE STREET.

THAT'S THE NEW ROAD THAT WILL CONNECT THE ANDREWS AVENUE ONRAMP TO I-95 SOUTH WITH COMMERCIAL.

SO THAT GOT DEFERRED OUT TO 2021, POTENTIALLY, AND ALSO THE I-75 INTERCHANGE WITH PINES BOULEVARD THAT ALSO INCLUDES A PARK AND RIDE LOT.

NOW GOING THROUGH YOUR MULTIMODAL APPROACHES, THIS AND WHERE THOSE SIT IN THE WORK PROGRAM, STARTING WITH THE CSLIP OR COMPLETE STREET OR OTHER LOCALIZED INITIATIVES PROGRAM, WE HAVE FOUR DIFFERENT PROJECTS THAT WERE ADVANCED IN THE DESIGN PHASE FROM 2019 TO 2027.

AS YOU CAN PROJECT THIS IS GOING TO HELP US RELIEVE CONGESTION AND GET OUR EMERGENCY EVACUATION RESPONSE TIMES TO BE A LITTLE QUICKER.

IT'S GOING TO ENHANCE CONNECTING WITH LOCAL ROADS.

WE'RE GOING TO INCORPORATE NEW SIGNAGE, NEW PAVEMENT MARKERS THAT ARE SMART CARS ARE LOOKING FOR, THAT WANT TO HAVE THESE REFINEMENTS MADE. OUR DRAINAGE REFINEMENTS HAVE BEEN A SIGNIFICANT INVESTMENT AS WE TOUCH PARTS OF THE TURNPIKE THAT HAVEN'T BEEN IMPROVED SINCE BUILT IN 1957.

COORDINATING WITH LOCAL COMMUNITIES, UTILITIES.

AND WE PUT THE X AFTER THE MILEPOST, AND YOU'LL SEE THAT WE HAVE SOME CONSTRUCTION FUNDING ON THOSE PROJECTS.

INTERCHANGE IMPROVEMENTS, COCONUT CREEK PARKWAY, THERE IS A LOT OF WORK BEING DONE THERE.

THAT CONSTRUCTION FUNDING WAS ADDED TO OUR WORK PROGRAM.

I KNOW THAT OUR CITY ATTORNEY AND OUR CITY MANAGER DID GO TO OCOEE AND MEET WITH THE TURNPIKE OFFICIALS RECENTLY TO GO ON RECORD THAT WE BECAUSE WE WANTED TO REITERATE WHETHER THE INTENT WAS TO GO FROM EIGHT LANES TO TEN AND THAT ALL EXPANSION WOULD BE FROM THE CENTER LINE STILL, AND THAT EVIDENTLY WAS STILL THE CASE.

WE ARE WOULD LIKE TO GO ON RECORD THAT WE ARE ADAMANTLY OPPOSING ANY EXPANSION FURTHER THAN EIGHT LANES, BECAUSE ALL OF IT IS COMING TO THE COCONUT CREEK RESIDENTIAL SIDE RATHER THAN ANYTHING TO THE EAST.

SO WE ARE LOOKING FOR SUPPORT FROM THE OTHER MEMBERS IF THEY CHOOSE TO DO SO, BUT THIS IS VERY MUCH GOING TO ANY FURTHER EXPANSION PAST EIGHT LANES IS DEFINITELY GOING TO IMPACT A GREAT DEAL OF VULNERABLE POPULATIONS IN OUR AREA.

AND MY COMMENTS ARE NOT ON THIS ITEM, BUT TO EXPEDITE THINGS, I'M GOING TO MAKE A COUPLE COMMENTS ON ITEM FOUR AND FIVE IN TERMS OF RELATED TO THE FDOT STAFF AND THE CSLIP AND LAP PROJECTS THAT WE HAVE THAT WE'LL BE DISCUSSING.

BASICALLY, FOR MY COLLEAGUES HERE, YOU KNOW, EVERYBODY KNOWS THAT CSLIP PROJECTS NOW ARE ALL FALLING UNDER THE LAP CONCERNS.

AND WHAT HAPPENS IS WITH CSLIP, THESE ARE ALL VERY AS MR. CRANE SAID WITH THE FDOT, THESE ARE A LOT OF SMALL PROJECTS.

BUT WHAT HAPPENS IS THE LAP RESTRICTIONS SOMETIMES IMPOSE, YOU KNOW, HARDSHIPS ON THE MUNICIPALITIES DUE TO THE COST AND ESPECIALLY WITH A LOT OF THESE CSLIP PROJECTS FROM OLD CYCLES 4 OR 5 AND SIX ARE YEARS AGO, AND THE COST ESTIMATES NOW ARE OVERRUNNING WHAT THE ACTUAL COST, PROJECTED COSTS ARE OVERRUNNING THE ESTIMATES.

AND WE HAVE A POLICY THAT WAS IMPLEMENTED THAT IF THE COST OVERRUNS OR THE COST ESTIMATE EXCEEDS 30%, IT HAS TO COME BACK FOR APPROVAL ON THE REDUCTION IN SCOPE AND PROJECTS, WHICH AFTER WE GO OUT, AFTER WE GET APPROVED HERE, THEN WE GO OUT AND YOU KNOW, TALK UP THESE PROJECTS, AND NOW WE HAVE TO COME BACK AND SAY WE'RE REDUCING THE SCOPE OF PROJECTS.

I JUST WANT TO ADDRESS THAT WITH THE CONCERNS GOING FORWARD FOR OTHER PROJECTS THAT WE'RE, YOU KNOW, APPROVING TODAY THAT MIGHT BE FIVE YEARS OUT.

SOMETIMES IT'S COST INFLATION NUMBER, YOU KNOW, OVER FIVE YEARS, 30%.

IT MAY BE WE NEED TO RAISE THAT NUMBER.

AND I KNOW THE SECRETARY IS ONE OF MY NEIGHBORS AND HE'S YOUR BOSS.

AND, YOU KNOW, I WOULD NEVER TELL OUR MY NEIGHBOR HIS GRASS NEEDS TO BE CUT OR HIS GARBAGE CAN NEEDS TO BE PUT INSIDE.

BUT THE THESE LAP RESTRICTIONS THAT ARE IMPOSED ON THESE PROJECTS, AS YOU KNOW, THEY CAN BE A HARDSHIP TO THE COMMUNITIES GOING FORWARD.

AND, YOU KNOW, AS YOU SAID, WE CELEBRATE SMALL THINGS TOGETHER AND WE RODE TOGETHER.

WE NEED TO ROW BETTER TOGETHER SO THAT SOMETIMES THESE HARDSHIPS DON'T COME TO THE MUNICIPALITIES AFTER THEY'VE ALREADY BEEN APPROVED A CYCLE FIVE YEARS AGO.
