AND WHAT I'D LIKE TO POINT OUT TO YOU IS WHAT, ESPECIALLY WHAT YOU SEE IN GREEN, ARE THE REFINEMENTS THAT WE MADE AFTER THE 2021 FIRST PUBLIC HEARING, WITH THE ASSISTANCE WORKING AGAIN WITH THE MUNICIPALITIES ALONG THE CORRIDOR.
SO WHAT OUR GOAL IS, IS TO OBVIOUSLY ADDRESS THE OPERATIONAL CONCERNS ALONG THE CORRIDOR AND ESPECIALLY THE EGRESS ISSUES FROM THE INTERSTATE TO ENSURE THAT THE MAIN LINE ALONG I-95 IS NOT BACKING UP TO THE EXTENT POSSIBLE.
SO YOU CAN SEE THE DETAIL AT EACH INTERCHANGE AND WHAT IS BEING PROPOSED THERE.

YOU CAN SEE THAT THERE'S SIGNIFICANT TURN LANE IMPROVEMENTS COMING OFF THE RAMPS ON BOTH THE NORTHBOUND AND THE SOUTHBOUND SIDES, AS WELL AS IMPROVEMENTS FOR GETTING ONTO THE INTERSTATE IN BOTH DIRECTIONS AS WELL.

SO THAT'S ALL RELATED TO THE CONSTRUCTION OF THAT, THOSE TWO INTERCHANGES COMING TOGETHER, THE IMPROVEMENTS THERE. OKAY. THANK YOU. OKAY.

THE CEI COST, THE REASON WHY IT'S MORE THAN THE DESIGN COST IS GENERALLY SPEAKING, THE CEI COST IS ALMOST ALWAYS MORE THAN THE DESIGN COST.BUT THE 16% RANGE IS DUE TO THE NATURE OF THE STRUCTURAL IMPROVEMENTS THAT WILL HAVE TO CHANGE, LIKE BRIDGE WIDENINGS. YOU KNOW, IF THERE'S NOISE, WALLS, THINGS LIKE THAT, THAT TENDS TO BE A MORE COST INTENSIVE TYPE OF OVERSIGHT DUE TO THE NATURE OF THE REQUIREMENTS THAT THEY HAVE TO BE BUILT TO AND THE REQUIREMENTS THE DEPARTMENT IS HELD TO IN ORDER TO ENSURE THAT THEY'RE BUILT CORRECTLY.
SO CEI IS A LITTLE BIT MORE EXPENSIVE THAN DESIGN.
THAT IS CORRECT. SO, PER YOUR DOT STANDARD, THE DESIGN COST BETWEEN 10 TO 20% OR LESS THAN 10%.
IT CAN RANGE DEPENDING ON THE TYPE OF PROJECT.
9% 10% FOR A PROJECT LIKE THIS. IT COULD BE THAT LOW.
IT COULD GO AS HIGH AS 20%. IT DOES RANGE JUST DEPENDING ON THE TYPE OF PROJECT.
AND THAT'S THE BEST ANSWER I CAN GIVE YOU. OKAY.
BECAUSE TO US, LOOKS LIKE KIND OF LOW 9% ANYWAY.

A REMINDER, WE'VE BEEN BEFORE YOU A FEW TIMES, SO WE DON'T WANT TO GO THROUGH THE ENTIRE PROCESS AS WE HAVE BEFORE, BUT WE WANT TO HIGHLIGHT A FEW THINGS ABOUT HOW THIS PLAN IS A DATA DRIVEN.
SO, IT'S BASED ON INFORMATION. SO, WE'RE NOT JUST PULLING THINGS OUT OF THE AIR.
IT'S AN ACTION ORIENTED PLAN. SO THE POINT IS NOT JUST TO PLAN, BUT TO ACTUALLY MOVE FORWARD TO IDENTIFY POLICIES, PROJECTS AND PROGRAMS FOR IMPLEMENTATION. AND THEN THE FOCUS IS TO REDUCE SEVERE INJURIES AND TRAFFIC FATALITIES ON BROWARD COUNTY ROADWAYS.
A REMINDER, WE RECEIVED A $5 MILLION GRANT THROUGH THE SAFE STREETS FOR ALL SAFE STREETS AND ROADS FOR ALL FEDERAL PROGRAM, AND THE MPO IS ADMINISTERING THE GRANT, AND BROWARD COUNTY IS PARTICIPATING ALSO IN LEADING THE PROJECT AND PROVIDING 1.25 MILLION AS A LOCAL MATCH FOR THREE DIFFERENT STUDIES THAT THEY HAVE GOING ON, AND THAT WILL TIE INTO THE NEXT ITEM ON THE AGENDA.
THE OUTCOMES WE'RE EXPECTING IS ONE TO SET A GOAL TO SAY, BY SUCH AND SUCH A DATE, WE WANT TO REDUCE OR ELIMINATE DEATH AND SERIOUS INJURY ON OUR ROADWAYS. AND WE'LL BE TALKING TO YOU MORE ABOUT THAT NEXT MONTH.
WE WANT TO IDENTIFY PROJECTS AND PREPARE THEM FOR IMPLEMENTATION AND FUNDING.
SO NOT JUST A WISH LIST BUT DEVELOPING CONCEPTS AND COST ESTIMATES AND COORDINATION WITH JURISDICTIONS AND SUCH, AND THEN ALSO POLICIES AND PROGRAMS TO INCREASE SAFETY.
SO, THERE'S A VARIETY OF DIFFERENT THINGS THAT ARE GOING TO BE LONG TERM, ONGOING THAT ARE NOT CAPITAL IMPROVEMENT PROJECTS, BUT CHANGES TO REGULATIONS OR POLICIES OR PROGRAMS TO ENCOURAGE OR EDUCATE THINGS OF THAT SORT.
NEXT SLIDE. SO RATHER THAN GO THROUGH THE ENTIRE PROCESS OF THE OF THE SAFETY ACTION PLAN.
I WANTED TO FOCUS ON SOME ON FOUR THEMES THAT SUMMARIZE.
AND REMINDER WE HAVE OVER A THOUSAND PEOPLE DIED ON OUR ROADS BETWEEN 2018 AND 2022.

THAT'S ABOUT 200 PER YEAR, ABOUT FOUR PER WEEK.WE ALSO HAVE ALMOST 5000 SERIOUS INJURY OR FATAL CRASHES ON THE ROADWAYS IN THAT FIVE YEAR PERIOD.
ABOUT 20 SERIOUS CRASHES PER WEEK. SO THAT'S A LOT.
SO, THESE ARE FOUR THEMES THAT CAN HELP US ADDRESS SOME OF THOSE CONCERNS.
FIRST OFF, WE CAN TALK ABOUT LIGHTING. THE GRAPH ON THE TOP LEFT, THE RED INDICATES THE TIME OF DAY WHERE WE HAVE THE GREATEST NUMBER OF CRASHES THAT RESULT IN DEATH AND SERIOUS INJURY. AND WHAT WE NOTICED WITH THIS IS THAT IT'S TYPICALLY AROUND DUSK, THAT THE SERIOUS CRASHES ARE OCCURRING WITH GREATEST FREQUENCY AND THE DUSK, THE TIME OF DAY CHANGES BASED ON THE SEASON.
AND THEN IT ALSO CHANGES BASED ON DAYLIGHT SAVING TIME ADJUSTMENTS.
WHAT THAT LETS US KNOW, THOUGH, IS THERE'S SOMETHING ABOUT THE LIGHTING CONDITIONS THAT THAT IS A CONCERN. AS WE STARTED THIS PROCESS, I ALSO EXPECTED THAT WE WOULD SEE THAT A LOT OF OUR SERIOUS AND FATAL CRASHES WERE WHERE THERE WAS NOT LIGHT.
CRASHES ARE OCCURRING WHERE THERE ARE LIGHTING CONDITIONS.
AND AS WE ANALYZE THE INFORMATION, WE DISCOVERED THAT IT'S NOT THAT THERE IS NO LIGHT PRESENT, BUT THAT THE LIGHT IS NOT ADEQUATE. SO, WITH THAT, WE'RE COMING FORWARD WITH A RECOMMENDATION TO IMPROVE LIGHTING FOLLOWING CURRENT STANDARDS. AND YOU CAN SEE ON THE BOTTOM LEFT, THEN A GRAPHIC THAT INDICATES THE TYPE OF LIGHTING THAT IS IDEAL FOR SAFETY AT INTERSECTIONS. SO YOU WOULD HAVE FOR OVERHEAD LIGHTS THAT WOULD ILLUMINATE THE INTERSECTION ITSELF.
AND THEN BACK BEFORE THE CROSSWALK THERE WOULD BE LIGHTS ON BOTH SIDES.
SO, THAT'S THE IDEAL. SO THAT'S ONE OF THE THEMES THAT TOUCHES ON A LOT OF CONCERNS THAT WE HAVE.
NEXT, ANOTHER MAJOR CONCERN IS THE LOCATION OF BUS STOPS.
OH, SHOOT. SORRY. THIS IS A SECTION OF BROWARD BOULEVARD JUST EAST OF 95.
SOME OF THE BUS STOPS ARE LOCATED NEAR SIGNALIZED INTERSECTIONS, SO THAT PEOPLE WHO CATCH THE CATCH THE BUS IN ONE DIRECTION AND THEN THE OTHER DIRECTION LATER IN THE DAY CAN CROSS AT A SIGNALIZED INTERSECTION, BUT WE SEE THAT THERE ARE A NUMBER OF BUS STOPS THAT ARE NOT LOCATED NEAR SIGNALIZED INTERSECTIONS. WELL, WHAT DOES THIS MEAN? SO WE LOOK AT THE CRASHES THAT OCCUR.
THE BOTTOM GRAPH SHOWS ALL KINDS OF CRASHES THAT OCCUR.
AND SO, THERE'S SOME GROUPINGS THAT OCCUR AROUND INTERSECTIONS.
BUT THEN THE MIDDLE GRAPH SHOWS THE LOCATION OF KILLED AND SERIOUS INJURY CRASHES.
AND IT'S VERY UNFORTUNATE THAT THERE IS A CORRELATION NOT NECESSARILY A CAUSATION, BUT A CORRELATION BETWEEN THE LOCATION OF THESE SERIOUS INJURY AND FATAL CRASHES AND THE BUS STOPS. SO, WE'VE BEEN VERY FORTUNATE TO WORK WITH OUR PARTNERS AT BROWARD COUNTY TO SAY, LET'S LOOK AT WHERE THESE BUS STOPS ARE LOCATED.
LET'S LOOK AT IF THE BUS STOPS CAN RELOCATE CLOSER TO A SIGNALIZED INTERSECTION.
AND IN SOME CASES THAT'S NOT POSSIBLE. AND IF NOT, THEN LET'S LOOK AT SOME MID-BLOCK CROSSING OPPORTUNITIES WITH THE NECESSARY SIGNALS AND LIGHTING AND SIGNAGE AND STRIPING TO ALLOW FOR SAFE CROSSING FOR PEDESTRIANS.
BUT THE BUS STOPS GIVE US A FOCUS ON WHERE TO TO LOOK AT HOW TO DO THOSE IMPROVEMENTS NEXT.
SPEED IS ANOTHER CONCERN THAT WE KNOW THAT THE INTENSITY OF A CRASH INCREASES BASED ON THE SPEED.
THERE ARE VARIOUS DIFFERENT VERSIONS OF THE GRAPH ON THE ON THE LEFT THAT IF YOU'RE GOING IF YOU'RE HIT BY A VEHICLE OR IN A VEHICLE IN A CRASH GOING 20MPH, YOUR CHANCE OF SURVIVAL IS MUCH GREATER THAN IF THE CAR IS GOING FASTER.
AND THAT NUMBER CONTINUES TO INCREASE BASED ON THE THE SPEED ITSELF.
THERE'S ALSO THE QUESTION OF AS ONE IS DRIVING THE VISIBILITY YOU CAN SEE ON THE TOP RIGHT GRAPH.
THE VISIBILITY OF WHAT YOU SEE AS YOU'RE DRIVING KIND OF HEMS IN BASED ON HOW FAST YOU'RE GOING, IT'S HARDER TO SEE DIFFERENT THINGS GOING ON THE SIDE OF THE ROAD.
AND THEN ALSO YOUR RESPONSE TIME AND BRAKING IS GREATER BASED ON THE SPEED THAT ONE IS GOING.
SO WE ARE VERY CAREFUL TO TALK ABOUT THE SPEED LIMIT.

A LITTLE GRAPHIC OR A LITTLE STATISTIC IS THAT AS WE DID SPEED SURVEYS, WE FOUND THAT MOST DRIVERS, YOU KNOW, THE 50% LINE ARE GOING 7 TO 10MPH OVER THE SPEED LIMIT.SO THERE IS SOME KIND OF DISCONNECT GOING ON THERE.
SO NEXT SLIDE. SO THERE ARE SOME THINGS THAT WE CAN DO TO ADDRESS SPEED AND SPEEDING.

THERE'S DIFFERENT DEMANDS ON THEM AT DIFFERENT TIMES OF DAY. SO IS IT NECESSARY THAT OUR ROADWAYS HAVE THE SAME LANE CONFIGURATION AND SPEED AND SUCH 24 HOURS A DAY, OR COULD IT ADJUST AT DIFFERENT TIMES OF DAY? THE GRAPHIC WITH THE PEDESTRIAN AND THE SOLAR PANEL.
THE IDEA THERE IS THAT THERE ARE LOW COST AND HIGH IMPACT IMPROVEMENTS THAT CAN COME IN.
FOR EXAMPLE, IF WE WANTED TO DO LEADING PEDESTRIAN INTERVALS TO ALLOW PEDESTRIANS A LITTLE HEAD TIME BEFORE THE CARS START MOVING IN AN INTERSECTION, THAT TECHNOLOGY ALREADY EXISTS. IT'S A QUESTION OF USING IT STAFF TO GET THAT IMPLEMENTED AND MOVING FORWARD.

MY FACE ISN'T SHOWING UP THERE, BUT THE ONE THING WITH THE SUPER CONNECTORS GETTING A LITTLE TO THE WEEDS OF THE COMPLETE STREETS MASTER PLAN FROM THE BROWARD MPO, THE MASTER PLAN IDENTIFIED 12 AREAS WHERE WE WOULD LOOK TO KIND OF CONCENTRATE COMPLETE STREETS IMPROVEMENTS.
SO RATHER THAN TRY TO DO EVERYTHING ALL OVER THE COUNTY AT THE SAME LEVEL, THE IDEA WAS THERE ARE CERTAIN AREAS THAT HAVE GREATER NEEDS FOR BIKE AND PED ACCESS AND SUCH. AND SO THERE ARE 12 DIFFERENT CONCENTRATIONS IN THESE SUPER CONNECTORS WERE THE OPPORTUNITIES, AS CHRISTINA MENTIONED, TO PROVIDE CONNECTIONS BETWEEN SOME OF THESE OTHER AREAS.
SO OVER TIME WE'RE LOOKING TO GET A KIND OF A COMPLETE COUNTY NETWORK GOING.
I THINK DEERFIELD BEACH WAS ONE OF THOSE, YOU KNOW, SOME PARTS OF FORT LAUDERDALE, HOLLYWOOD, DIFFERENT PLACES WHERE WE'RE GOING TO HAVE A LOT MORE BIKE PED ACTIVITY.
BUT THEN THERE'S SOME LONGER STRETCHES WHERE MAYBE WE CAN FOCUS OUR RESOURCES ON THOSE SUPER CONNECTORS TO PROVIDE LOWER STRESS FACILITIES AND MAKE IT MORE INVITING. AND I APPRECIATE, CHRISTOPHER, YOU'RE THINKING ABOUT THE MID-BLOCK CROSSING.
YEAH, THAT'S A MAJOR OPPORTUNITY. AND HOW TO MAKE THOSE SAFE IS KEY.
