ABOUT TWO YEARS AGO, WE CAME TO OUR PUBLIC HEARING AND WE GOT A LOT OF FEEDBACK FROM THE MUNICIPALITIES, AS WELL AS CITIZENS AND RESIDENTS ALONG THE CORRIDOR OF SOME CONCERNS THAT THEY HAD. AND SO WE WENT, KIND OF WENT BACK, TOOK A STEP BACK, PAUSED, TOOK A STEP BACK, AND CONTINUED REFINING THE CONCEPTS THAT WE WERE PRESENTING TO THE PUBLIC SO THAT WE COULD ACHIEVE A PREFERRED ALTERNATIVE THAT WAS MEETING EVERYBODY'S CONCERNS TO THE EXTENT POSSIBLE. OVER THE LAST TWO YEARS, WE HAVE CONTINUED TO HAVE THOSE CONVERSATIONS WITH MUNICIPALITIES, ESPECIALLY WHO WERE VOICING CONCERNS. SO THE NUMBERS ARE NOT GOOD. SO HOW CAN WE WHAT CAN WE DO TO IMPROVE THEM? SO SOME THEMES HAVE EMERGED. ONE HAS TO DO WITH LIGHTING. WE'VE IF YOU LOOK AT THE TOP LEFT GRAPH WITH THE DIFFERENT COLORS WE ARE SEEING THAT THE RED INDICATES THE GREATEST NUMBER OF KSI WHICH IS KILLED AND SERIOUSLY INJURED, CRASHES BY HOUR OF THE DAY. AND THAT HOUR, DEPENDING ON THE TIME OF YEAR TENDS TO BE AROUND DUSK. SO IT SHIFTS WITH THE, THE, YOU KNOW, THE SUNSET COMES LATER IN THE DAY, IT SHIFTS. AND THEN ALSO WITH DAYLIGHT SAVINGS TIME, IT SHIFTS. SO THERE'S, THERE'S A PRETTY CONSISTENT AND UNFORTUNATE PATTERN THERE OF, OF A GREATER NUMBER OF KSI CRASHES AT DUSK. SO AS WE LOOK AT WHY IS THAT HAPPENING? I INITIALLY THOUGHT THAT WE WOULD FIND THAT A LOT OF OUR DEATH AND SERIOUS INJURIES WERE OCCURRING WHERE THERE WAS NOT LIGHTING, BUT THE TWO MAPS, THE ONE IN THE MIDDLE SHOWS THAT THE GREAT, THE GREATEST NUMBER OF THE CRASHES, THE SERIOUS CRASHES THAT ARE OCCURRING ARE WHERE IT'S DARK, BUT THERE IS LIGHT. SO THE QUESTION IS, IS THE LIGHTING SUFFICIENT? AND SO OUR TEAM DID SOME ANALYSIS AND DETERMINED THAT THERE ARE ISSUES WITH THE LIGHTING THAT'S IN PLACE. EITHER IT'S NOT IN THE RIGHT PLACE OR IT'S NOT THE RIGHT BRIGHTNESS. AND SO AT THE BOTTOM YOU'LL SEE A STANDARD FOR INTERSECTION LIGHTING THAT OUR PARTNERS AT FDOT AND OTHERS HAVE BEEN WORKING TO ACHIEVE, WHERE WE LOOK AT LIGHTING FOUR CORNERS OF THE INTERSECTIONS. AND THEN PRIOR TO THE CROSSWALKS THEMSELVES, THERE WILL BE LIGHTING, WHICH WILL INCREASE THE VISIBILITY OF ANY POTENTIAL PEDESTRIANS THAT MAY BE IN THAT AREA. SO THERE IS A THERE IS A CURRENT EFFORT, AND IT WILL BE ONGOING TO LOOK AT HOW TO IMPROVE THE LIGHTING AT THE INTERSECTIONS AND ALONG THE CORRIDORS. NEXT SLIDE. BUT THERE ARE A NUMBER OF BUS STOPS THAT ARE NOT LOCATED NEAR SIGNALIZED INTERSECTIONS. THE BOTTOM GRAPHIC SHOWS WHERE ALL THE CRASHES ARE OCCURRING. SO THEY'RE KIND OF GROUPINGS AROUND SOME OF THE INTERSECTIONS. BUT IF YOU LOOK AT WHERE THE DEATH AND SERIOUS INJURY CRASHES, THERE IS A CORRELATION. WE CAN'T SPECIFICALLY SAY IT'S A CAUSATION, BUT THERE IS A RELATION THERE OF THE LOCATION OF THESE DEATHS AND SERIOUS INJURY CRASHES WITH THE LOCATIONS OF BUS STOPS AND MAYBE PEOPLE THAT ARE CROSSING AND NOT PAYING ATTENTION OR OTHER THINGS THAT ARE GOING ON. WE'VE BEEN WORKING WITH OUR PARTNERS AT BROWARD COUNTY, AND THEY'VE BEEN VERY COOPERATIVE IN TERMS OF LOOKING AT WHERE THE BUS STOPS ARE LOCATED. AND THE QUESTION COMES UP IF A BUS STOP IS NOT LOCATED NEAR A SIGNALIZED INTERSECTION, IS IT POSSIBLE TO MOVE THE BUS STOP CLOSER TO WHERE PEOPLE CAN HAVE A SIGNALIZED CROSSING? OR IS IT ADVISABLE TO LOOK AT ADDING A MID-BLOCK CROSSING WITH THE APPROPRIATE LIGHTS AND SIGNALS AND SIGNS AND STRIPING ON THE ROAD? AND SO WE WILL BE COMING FORWARD WITH RECOMMENDATIONS FOR SEVERAL PLACES WHERE THOSE MID-BLOCK CROSSINGS WILL BE HELPFUL AND WILL, WE HOPE, INCREASE THE SAFETY OF PEOPLE WHO ARE CROSSING THE ROADS. SO AS WE LOOK AT SPEED AND SPEEDING, THERE'S THERE'S A QUESTION OF WHAT IS THE SPEED LIMIT? WHAT IS THE DESIGN SPEED OF THE ROAD? WHAT WHAT DOES THE ROAD TELL YOU? YOU SHOULD BE GOING. AND WHAT IS THE ACTUAL SPEED THAT PEOPLE ARE TRAVELING? AND OUR ANALYSIS HAS SHOWN THAT. OVERWHELMINGLY ON OUR ROADWAYS, PEOPLE ARE TRAVELING TYPICALLY 7 TO 10MPH OVER THE SPEED LIMIT. AND SO THERE ARE VARIOUS QUESTIONS THAT THAT AFFECT THAT. NEXT SLIDE PLEASE. AND SO AS WE LOOK AT IF WE WANT TO AFFECT SPEEDING, THERE ARE COUNTERMEASURES OR THE INGREDIENTS THAT WE CAN APPLY TO THE ROADWAY TO ACHIEVE A DESIRED OPERATING SPEED. AND THAT SPEED VARIES DEPENDING ON THE ROAD AND THE CONTEXT. SO ON THE LEFT OF THE, OF THE, OF THE TABLE THERE IT TALKS ABOUT CONTEXT CLASSIFICATION. AND THERE'S ALSO RED LIGHT PHOTOS THAT CAN, YOU KNOW, IF POLICE ARE NOT OUT THERE, THERE'S A WAY TO ENCOURAGE COMPLIANCE WITH THE TRAFFIC LAWS. ANOTHER TECHNOLOGY OPTION IS WE LOOK AT OUR ROADWAYS, [00:40:03] THE, THE BOTTOM LEFT IMAGE WITH THE SPEED LIMIT SIGNS. OUR ROADS DO NOT NECESSARILY NEED TO BE THE SAME 24 HOURS A DAY. AND SO THERE ARE WAYS THAT WE CAN TAKE ADVANTAGE OF THE ROADS AND USE THEM ENCOURAGE DIFFERENT SPEEDS AND DIFFERENT USE AT DIFFERENT TIMES OF DAY BASED ON THE DEMAND AND THE NEED. THE GRAPHIC WITH THE PEDESTRIAN IS AN EXAMPLE OF A LOW COST, HIGH IMPACT IMPROVEMENT WHERE WE CAN DO A NUMBER OF THINGS TO IMPROVE OUR ROADWAY CONDITIONS, IMPROVE PEDESTRIAN ACCESS AND SIGNALS YOU KNOW, SOLAR POWERED LIGHTING THAT CAN HELP MAKE PEDESTRIANS MORE VISIBLE AS THEY'RE CROSSING THE STREET, THINGS OF THAT SORT. AND THEN THE FINAL ONE ON THE RIGHT IS THE BIG PICTURE TECHNOLOGIES THAT HAVE BEEN DEVELOPING AND ARE, ARE DEVELOPING MORE FOR THE FUTURE OF CONNECTED VEHICLES, SENSORS, AUTONOMOUS VEHICLES NEAR MISS TECHNOLOGIES, BEING ABLE TO HAVE THE VEHICLES READ THE ROAD BETTER THAT THERE CAN BE MESSAGES THAT COME THROUGH YOUR WAZE OR OR GOOGLE MAPS OR WHATEVER IT IS TO HELP ENCOURAGE SAFER MOVEMENTS. YOU KNOW, THERE'S A CONCERN OF PEOPLE NOT PAYING ATTENTION AND, AND WILL THIS ENCOURAGE PEOPLE TO PAY LESS ATTENTION DEPENDING ON THEIR CAR? SO THERE, THERE ARE THINGS TO BE WORKED OUT, BUT TECHNOLOGY DOES PROVIDE SOME GREAT OPPORTUNITIES TO IMPROVE SAFETY. NEXT SLIDE. BUT YOU KNOW, THIS PLAN IS REALLY TARGETING, YOU KNOW, THE YOUNG PEOPLE AND THE FOLKS THAT ARE 55 AND OLDER BECAUSE IT IS A, WHAT WE ARE CALLING ON ALL AGES AND ABILITIES NETWORK. YOU KNOW, I WE'RE COMPLETELY AWARE THAT WE'RE, WE'RE HAVING A SILVER WAVE COME IN RIGHT WHERE WE'RE ANTICIPATING HIGH NUMBERS OF PEOPLE THAT ARE 55 AND OLDER BY 2030. I THINK IT'S LIKE 30% OF THE POPULATION. AND THEN, YOU KNOW, THERE'S A GOOD NUMBER OF FOLKS THAT ARE YOUNG THAT WOULD LIKE TO BIKE AND WALK, BUT THEY, YOU KNOW, WHAT WE FOUND IN OUR SURVEY IS THAT MOST PARENTS DON'T FEEL COMFORTABLE ALLOWING THEIR CHILD TO WALK AND BIKE. SO, YOU KNOW, HOW CAN WE GET THOSE NUMBERS UP? HOW, HOW CAN WE CREATE A SYSTEM THAT, THAT PARENTS FEEL COMFORTABLE ALLOWING THEIR CHILD TO BIKE, RIDE OR, OR WALK, YOU KNOW, TO THE CORNER STORE OR TO SCHOOL? THAT WAS ONE OF THE, THE FOUNDATIONS OF THIS PLAN. SO YEAH, I THINK ANOTHER THING THAT YOU CAN ADD INTO THAT IS FOUNDATIONAL TO THIS PROJECT WAS A LEVEL OF TRAFFIC STRESS ANALYSIS AND THAT HAS FOUR DIFFERENT CATEGORIES. [01:15:06] AN LTS ONE IS REALLY AIMED AT GETTING THE MOST VULNERABLE ROAD USERS. YOU KNOW, THOSE WOULD BE THE CHILDREN, THE ELDERLY, THE CONFIDENCE AND, AND COMFORT TO ACTUALLY USE THESE FACILITIES. SO OUR GOAL IS TO MAKE THESE FACILITIES AS COMFORTABLE AS POSSIBLE FOR CHILDREN AND ELDERLY TO USE. ANOTHER THING THAT'S IMPORTANT TO KEEP IN MIND IS WITH THIS PROJECT, WE SPECIFICALLY DID AN ACCESSIBILITY ANALYSIS WHERE WE HIGHLIGHTED SPECIFIC DESTINATIONS THAT WE WANTED TO PRIORITIZE, AND SOME OF THOSE WOULD BE SCHOOLS, PARKS JOBS JUST TO THROW OUT A FEW OF THOSE. AND SO WHEN WE WERE DEVELOPING THIS NETWORK, WE HAD THOSE DESTINATIONS IN MIND AND WE WANTED TO MAKE SURE THAT WE WERE SPECIFICALLY ENHANCING ACCESSIBILITY TO THOSE. AND THOSE ARE ALL DESTINATIONS. I THINK IT ALSO, IT SAYS SCHOOLS, TRANSIT, PARKS, MEDICAL ACTIVITY CENTERS, GROCERY STORES. SO THOSE ARE ALL DESTINATIONS THAT WE THINK WOULD BE VERY VITAL TO THE FOUNDATION OF, OF OUR RESIDENTS AND VISITORS COMING. I COULDN'T AGREE WITH YOU MORE. I MEAN, WHEN I DRIVE AROUND BROWARD AND I SEE SOMEONE WHO USES A WHEELCHAIR TO GET AROUND AND THEY'RE ON SIDEWALKS, I'M, I'M JUST PETRIFIED. BECAUSE I KNOW TRAFFIC IS NOT VERY FORGIVING TO THOSE INDIVIDUALS. SO MY LAST REQUEST WOULD BE WHEN YOU START DOING THIS OR WHEN YOU HAVE YOUR FIRST PROJECT THAT'S COMPLETED I, YOU KNOW, I WOULD LOVE TO SEE IT AND TO CELEBRATE IT BECAUSE THIS IS, I THINK, AS I SAID, WHAT I THINK THIS COMMITTEE AND OUR, YOU KNOW, SOME OF OUR TRANSPORTATION DOLLARS SHOULD BE DOING. SO, YOU KNOW, WE HAVE DATA THAT SUPPORTS THAT THE AVERAGE PERSON WILL WALK UP TO 15 MINUTES AND BIKE UP TO UP TO 15 TO 20 MINUTES. SO IT'S TYPICALLY FOR BIKING, IT'S LIKE FIVE MILES AND FOR WALKING, IT'S LIKE THREE MILES. I THINK, I THINK THOSE ARE THE NUMBERS ON OFFHAND. DON'T QUOTE ME ON THAT. BUT IN TERMS OF THE LONG DISTANCE BIKER, RIGHT? WE CLASSIFIED THOSE AS THE THE LIGHTS FOR GROUP, THE STRONG AND DETERMINED FOLKS. YOU KNOW, OUR, OUR NETWORK PLAN IS REALLY TARGETED TOWARDS THE AVERAGE USER THAT DOESN'T FEEL COMFORTABLE, YOU KNOW, RIDING IN THOSE BIKE LANES ON US ONE AND COMMERCIAL BOULEVARD SUCH AS MYSELF. SO WE'RE REALLY, YOU KNOW, TARGETING FOLKS AND TRYING TO NOT ONLY INCREASE ACTIVE TRANSPORTATION, WALKING AND BIKING BECAUSE THE RATES HERE ARE PRETTY DISMAL. BUT WE'RE, WE'RE TRYING TO GET UTILITARIAN TRIPS. SO FOR THE SHORT TRIPS THAT PEOPLE CAN TAKE TO THE CORNER STORE OR TO, TO A DOCTOR'S APPOINTMENT THAT MAY BE DOWN THE STREET. WE'RE TRYING TO ENCOURAGE THEM TO, TO, TO WALK OR BIKE THERE RATHER THAN GET IN THEIR CAR TO DO THOSE, THOSE TRIPS THAT ARE LESS THAN TWO, YOU KNOW, 2 TO 5 MILES. WE HAVE IDENTIFIED A NUMBER OF TRAILS. SO, YOU KNOW, THOSE TRAIL SEGMENTS THAT THOSE ARE KIND OF OPPORTUNITIES WHERE THEY GO LONG DISTANCES, RIGHT? SOME OF THE EXISTING GREENWAYS ARE LIKE TEN, TEN, 12, 13 MILES. BUT ULTIMATELY THIS NETWORK IS GEARED FOR TRAVEL WITHIN BROWARD COUNTY. AND, YOU KNOW, IT ALSO CONNECTS TO THE CENTRAL NETWORK. SO AS THAT NETWORK GETS COMPLETED, WE'LL BE ABLE TO TRAVERSE LONGER DISTANCES. [01:20:05] YOU KNOW, NORTH AND SOUTH OF, OF BROWARD COUNTY. AND IF I MAY JUMP IN, CHRISTINA, I, I WOULD PERSONALLY LOVE TO SEE PEOPLE, THE AVERAGE PERSON BIKE TEN MILES TO GET SOMEWHERE BECAUSE THAT'S AN INDICATOR THAT THEY FEEL COMFORTABLE THAT THE FACILITY IS ACCESSIBLE TO THEM. AND THEY FEEL SAFE ON IT.
