HCT IS THE AUDIT FIRM OF RECORD FOR BROWARD MPO.

WE WILL BE SPENDING A FEW MINUTES THIS MORNING GOING THROUGH THE AUDIT RESULTS FOR THE PERIOD ENDED JUNE 30, 2024.

WE PERFORMED OUR AUDIT IN ACCORDANCE WITH AUDITING STANDARDS.

OUR GOAL WAS TO EXPRESS AN OPINION ON THE FINANCIAL STATEMENTS TAKEN AS A WHOLE.

WE CONSIDERED THE INTERNAL CONTROL ENVIRONMENT OF THE FINANCIAL STATEMENTS.

WE DID NOT EXPRESS AN OPINION ON THE OVERALL INTERNAL CONTROL ENVIRONMENT.

OUR AUDIT OPINION IS NOT DESIGNED TO NOTE ANY MATERIAL WEAKNESSES THAT MAY EXIST THAT MAY NOT BE IDENTIFIED, AND I'LL CLEAR THAT UP LATER.

LOOKING AT THE FINANCIAL REPORTING PROCESS, WE OBTAINED THE UNDERSTANDING OF THE PROCESS.

WE LOOKED AT THE FINANCIAL STATEMENTS TO ENSURE THAT THEY WERE PERFORMED IN ACCORDANCE WITH GAAP.

OF COURSE, WE PERFORMED OUR AUDITING STANDARDS IN ACCORDANCE WITH GASB.

WE REVIEWED THE ACCOUNTING DISCLOSURES TO MAKE SURE THAT ALL APPLICABLE DISCLOSURES WERE RECORDED IN FINANCIAL STATEMENTS.

THE NUMBERS: REVENUES TOTALED 19.7 MILLION FOR THE '24 YEAR AS COMPARED TO 10.7 MILLION FOR THE SAME PERIOD ENDED '23.

WE LOOKED AT A SAMPLE OF SIGNIFICANT TRANSACTIONS IN THE REVENUE STREAMS AND TESTED THOSE TRANSACTIONS FOR COMPLETENESS,

ACCURACY, AND THE PRESENTATION OF THE REVENUE RECORDED.

EXPENSES FOR THE SAME TIME PERIOD, 19.8 FOR THE '24 YEAR AS COMPARED TO 10.7.

WE TESTED SIGNIFICANT EXPENDITURE TRANSACTIONS, WE TESTED THOSE TRANSACTIONS FOR COMPLETENESS, ACCURACY, AND PRESENTATION.

CAPITAL ASSETS FOR JUNE 24, 0.4 MILLION AS COMPARED TO 1.7 FOR THE '23 YEAR'S, RECEIVABLES 3.1, AGAIN, FOR JUNE 30, 2024, AS COMPARED TO TWO MILLION FOR '23.

LONG-TERM DEBT, 8.7 MILLION FOR THE '24 YEAR AS COMPARED TO 6.5 MILLION FOR '23.

OUR CONCLUSIONS. OUR AUDIT WAS, AGAIN, PERFORMED FOR THE '24 YEAR.

WE PERFORMED OUR AUDIT IN ACCORDANCE WITH THE ENGAGEMENT LETTER WHICH WAS DATED AUGUST 15, 2024.

AS A RESULT OF OUR TESTING, WE ISSUED AN UNMODIFIED OR CLEAN AUDIT REPORT.

THE DATE OF OUR AUDIT REPORT IS JANUARY 9TH, 2025.

AT THIS TIME, I WILL DO MY VERY BEST TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE OF ME BASED ON OUR AUDITS THAT WE PERFORMED.

THANK YOU FOR YOUR SERVICE.

TO MAYOR GANZ, WHO WILL BE STEPPING OFF, THIS IS HIS LAST MEETING AS WELL.

THANK YOU FOR ALL THE YEARS. [APPLAUSE]

>> TOGETHER, WE WENT THROUGH A LOT.

ACTUALLY, IT WAS MARY GANS WAS AROUND WHEN WE LEFT BROWARD COUNTY.

I WANT TO SAY 16, 17 YEARS AGO NOW.

HE'S SERVED ON THIS BOARD FOR QUITE A LONG TIME AND HIS VOICE WAS VERY STEADY THROUGHOUT THE ENTIRE TIME AND I APPRECIATE IT.

THAT SAID, WE'RE GOING THROUGH ANOTHER INTERESTING TIME.

MAY YOU BE BLESSED TO LIVE IN INTERESTING TIMES AND WE ARE LIVING IN THEM.

WE HAD A MOST INCREDIBLE INFRASTRUCTURE BILL THAT'S ONLY BEEN AROUND FOR THREE YEARS OF ITS FIVE, AND IT IS NOW IN A DIFFERENT SITUATION THAN IT WAS TWO MONTHS AGO.

I JUST WANT EVERYBODY TO REALIZE THAT IT TAKES US ABOUT FIVE YEARS TO GET ANYTHING INTO A PROGRAMMING STATE AND KNOWING THAT WE WERE SUPPOSED TO HAVE A GIANT WINDFALL, WHICH IT WAS.

IT WAS ABOUT DOUBLE WHAT WE HAD.

WE ALSO HAD TO DEAL WITH INFLATION ON A SERIES OF PROJECTS THAT CAME IN MUCH HIGHER OUT IN PARKLAND, FOR EXAMPLE, AND I THINK THAT WE DOUBLED OR TRIPLED IN PRICE JUST OVER A FEW YEARS.

THERE LITERALLY, IT'S A VERY DIFFERENT VIEW AS WE'RE LOOKING AT THINGS.

WE'RE GOING TO HOPEFULLY GET THROUGH THE ADMINISTRATION'S ISSUES ON DEI AND THINGS.

THERE WAS A CONSENT ITEM YOU PASSED, WHICH WILL ALLOW US TO ADDRESS THE CONCERNS THAT WILL BE CHANGING.

FEDERAL HIGHWAY ADMINISTRATION JUST SENT OUT SOME GUIDANCE TO THE MPOS THAT HAVE NOT ADOPTED THEIR LONG RANGE PLANS.

WE ALREADY DID BACK IN DECEMBER TO ACTUALLY MAKE CHANGES AND EXPECTATIONS.

I'VE ALREADY DIRECTED STAFF TO START GOING THROUGH OUR PLANS AND DOCUMENTS TO COMPLY WITH FEDERAL GUIDANCE BECAUSE I DON'T WANT THAT TO BE AN EXCUSE FOR US NOT TO GET OUR FUNDING.

IT'S IMPORTANT TO MAKE SURE THAT WE'RE ON TOP OF THAT AND AHEAD OF IT.

WE HAVE ENOUGH THAT'S GOING TO DRAG US THAT WE NEED TO BE ABLE TO DEAL WITH.

THAT SAID, I HAVE WORKED WITH THE CHAIR A LITTLE BIT.

SHE KNOWS THAT I WAS LOSING SLEEP MANY A NIGHT, TRYING TO FIGURE OUT WHAT IT WOULD BE LIKE TO HAVE A 90 DAY FREEZE ON FUNDS.

WE ARE A GRANT FUNDED ORGANIZATION AND WE ARE 100% REIMBURSABLE THE WAY WE WORK.

IF WE DIDN'T GET REIMBURSED ONE MONTH, THAT MEANS WE'RE CARRYING MORE DEBT INTO THE SECOND MONTH INTO THE THIRD MONTH, 90 DAYS WOULD BE A REALLY BIG DEAL.

SO WE WERE VERY FORTUNATE, MY FINANCE DIRECTOR AND THE TEAM HAVE ACTUALLY COME UP WITH MULTIPLE OPTIONS.

I'VE BEEN VERY TRANSPARENT WITH THE EMPLOYEES.

THEY COULD ARGUE I'VE BEEN TOO TRANSPARENT, BUT I WANT THEM TO KNOW WHAT'S GOING ON AROUND THEM, SO THAT WAY THEY'RE NOT SURPRISED WHEN AND IF WE NEED TO TAKE ANY TYPE OF ACTION.

THE GOOD NEWS IS THEY HAVE CONTINUED TO BE REIMBURSING US ON MULTIPLE GRANTS.

FLORIDA, SENATOR SCOTT, AND THAT WAS ONE OF THE WONDERFUL THINGS AND THANK YOU VERY MUCH FOR ATTENDING THE MEETING UP IN DC, MAYOR.

BIGGER PICTURE WITH THIS IS THEY ARE GOING TO BE APPEARS THAT THEY'RE GOING TO BE HONORING THE EXISTING CONTRACTS. YEAH, HOPEFULLY.

THAT'S TODAY. BUT THAT SAID, WE DO HAVE A CONTRACT THAT WASN'T SIGNED, UNFORTUNATELY.

IT'S NOT QUITE ZONE, BUT THE RAIL SAFETY IMPROVEMENTS.

THAT'S SITTING IN LIMBO A LITTLE BIT.

WE'RE JUST WAITING TO HEAR BACK.

WE TALKED TO FRA STAFF.

THAT PARTICULAR GRANT HAS SOME THINGS THAT PROBABLY WILL NEED TO BE CHANGED IN THE CONTRACT.

WE'LL BRING THAT BACK TO THE BOARD IF WE NEED TO.

YOU GAVE THE APPROVAL TO EXECUTIVE.

IF WE PULLED AN EMERGENCY EXECUTIVE COMMITTEE MEETING, IT'S JUST TO TAKE CARE OF SOME MINOR CHANGES TO CONTRACTS TO FOLLOW THE ADMINISTRATION'S NEW DIRECTIVES.

IT'S BEEN REALLY FASCINATING, BUT IT IS WHAT IT IS, AND YOU DEAL WITH IT WHAT YOU HAVE TO.

WE'VE GONE THROUGH ROUGH TIMES BEFORE.

I CAME TO THIS ORGANIZATION BACK WHEN WE HAD ONE OF THE LARGEST ECONOMIC CRISIS THAT WE'VE EVER HAD IN THE UNITED STATES NEXT TO THE GREAT DEPRESSION AND ADMINISTERED OVER THAT RA FUNDS AND BUILT A BRIDGE IN DEERFIELD.

DEERFIELD HAS A LOT TO DO WITH US EVERY TIME.

[LAUGHTER] IT WAS LITERALLY, WE WERE ABLE TO MAKE IT THROUGH THAT AND WE'RE GOING TO MAKE IT THROUGH THIS, THAT MUCH, I PROMISE YOU.

WE REALLY WILL, AS A COMMUNITY.

I DO WANT TO LET EVERYBODY KNOW THAT WE ARE SCHEDULING MEETINGS WITH NEW US DOT STAFF,

BASICALLY, THEY'RE VERY TIGHT WITH THE NEW ADMINISTRATION, OUR LOBBYISTS.

IN FACT, ONE, ANTHONY BEDEL SERVED UNDER TRUMP THE LAST TIME.

HE SAID TO ME THE OTHER DAY, IT'S LIKE CHRISTMAS, AND I SAID, "WELL, FOR SOME PEOPLE." [LAUGHTER] BUT IT'S GOOD WE HAVE CONNECTIONS AND WE'LL CONTINUE.

I DO WANT TO GIVE YOU A QUICK UPDATE ON A COUPLE OF OTHER GRANTS.

I TALKED ABOUT RAIL SAFETY.

THE SMART GRANT IS CONTINUING TO MOVE FORWARD.

OUR CONSULTANT DALOT, HAS BEEN DOING A YEOMAN'S LIFT AS FAR AS CREATING THAT SINGLE SOURCE OF TRUTH.

WE'RE GOING TO BE PRESENTING THAT TO THE US DEPARTMENT OF TRANSPORTATION OFFICE OF SECRETARY IN APRIL.

THE MODELING IS ACTUALLY GOING REALLY WELL.

IT FITS AND STARTS WHEN YOU TRY TO DO SOMETHING DIFFERENT, THERE'S ALWAYS A LEARNING CURVE, AND THAT LEARNING CURVE IS STEEP BECAUSE IT'S ALL ARTIFICIAL INTELLIGENCE.

WE'RE TRYING TO MAKE SOMETHING THAT WILL ACTUALLY PRIORITIZE PROJECTS, PRIORITIZE NEEDS, AND THEN ULTIMATELY BE EXPANDABLE TO OTHER SERVICES.

WE'VE BEEN WORKING WITH COY OVER BCT.

IT CAN ACTUALLY DO ROUTE PLANNING, IT CAN DO ALL CLIMATE CHANGE, WE'LL CALL IT SOMETHING ELSE.

INFRASTRUCTURE HARDENING.

IT WILL DO ALL THESE THINGS THAT ARE NECESSARY FOR US IN OUR FUTURE, AND A LOT OF OUR PEER AGENCIES AROUND THE COUNTRY ARE VERY INTERESTED IN BECAUSE IT PROVIDES A DIFFERENT OPPORTUNITY FOR GOVERNMENTAL AGENCIES TO DO WORK.

THIS CONCEPT OF GOING OVER OR UNDER IS SOMETHING WE'VE BEEN CONTEMPLATING FOR A WHILE.

AS MR. STEWART SAID ABOUT NATIONAL PRIORITIES, WELL, THAT'S THE ROLE OF THIS BOARD IS TO IMPLEMENT NATIONAL PRIORITIES.

ALTHOUGH THEY MIGHT BE DIFFERENT ACROSS THE COUNTRY.

THEY'RE TYPICALLY FLEXIBLE ENOUGH THAT WE CAN GET WHAT WE NEED.

WHAT THIS ADMINISTRATION SEEMS TO BE LEANING TOWARDS IS DOING.

CAN WE GET STUFF DONE? THERE'S BEEN A LOT OF TALK OF PLANS SUCH AS GET PUT ON A SHELF.

I CAN PROUDLY SAY THAT THIS BOARD IS ONE OF THE NATIONAL EXAMPLES OF GETTING THINGS IN THE GROUND AND GETTING THINGS DONE.

WE RECEIVED THE DRAFT TRANSPORTATION BILL YESTERDAY, WE'RE REVIEWING.

SOME OF IT IS A REPEAT FROM LAST YEAR, WHERE THE WHOLE BILL JUST WE THOUGHT IT WAS GOING TO MAKE IT ACROSS THE FINISH LINE AND IT DIDN'T, BUT THERE'S SOME NEW REVISIONS.

THANKFULLY, FOR YOUR STATE ADVOCATES, THEY PROVIDE US WITH THIS INFORMATION.

WE PROVIDE NOTES, AND THEN THEY SET UP MEETINGS FOR STAFF TO TALK TO STAFF OR STAFF TO TALK TO THE STATE REPRESENTATIVES WHO PRESENT THESE BILLS TO GET IDEAS.

WE EXPECT TO BE WITH YOU IN A SERIES OF PRESENTATIONS THIS MONTH, NEXT MONTH AND THE FOLLOWING MONTH, AND I'LL EXPLAIN A LITTLE BIT MORE ABOUT THAT PROCESS WHAT WE'RE EXPECTING TO DO.

BUT A REMINDER, BASICALLY THIS SS PHRASE STANDS FOR THE SAFE STREETS AND ROADS FOR ALL GRANT.

IT'S PART OF THE BIPARTISAN INFRASTRUCTURE LAW.

THE BROWARD MPO APPLIED FOR AND RECEIVED ONE OF THE LARGEST GRANTS IN THE COUNTRY OF

$5,000,000 TO DEVELOP A COMPREHENSIVE SAFETY ACTION PLAN FOR ALL OF BROWARD COUNTY.

WE PARTNERED WITH BROWARD COUNTY GOVERNMENT, WHO IS PROVIDING A 1.25 MILLION LOCAL MATCH OF IN KIND SERVICES, AND IN A COUPLE OF PRESENTATIONS, YOU'LL GET TO HEAR ABOUT ONE OF THOSE STUDIES THAT IS PART OF THE IN KIND MATCH.

PURPOSE IS THREEFOLD TO DO A DATA DRIVEN APPROACH THAT WE'RE WORKING WITH THE INFORMATION, NOT JUST HUNCHES, BUT ACTUALLY THINGS THAT WE CAN PROVE.

AN ACTION ORIENTED PLAN, AS MR. CAVALZI MENTIONED, THE POINT OF CREATING A PLAN IS NOT JUST TO DO THE PLAN, BUT ACTUALLY GET THINGS IMPLEMENTED.

WE'RE LOOKING AT FUNDING AND IMPLEMENTATION OPTIONS.

THEN A OVERRIDING GOAL IS TO REDUCE SEVERE INJURIES AND DEATH ON OUR ROADWAYS TO ZERO.

YOU'LL BE HEARING MORE ABOUT THAT.

IF WE DO SAY KSI, THAT STANDS FOR KILLED IN SERIOUS INJURIES.

I KNOW A LOT OF YOU HEAR ACRONYMS AND SOMETIMES DON'T STOP US.

IF I SAY KSI, THAT'S KILLED IN SERIOUS INJURY, JUST SO EVERYBODY KNOWS.

THREE OUTCOMES WE EXPECT FROM THE PLAN ARE ONE A GOAL WITH A DATE OF WHEN WE WANT TO REDUCE OR ELIMINATE THE KSI, THE DEATH AND SERIOUS INJURY ON THE ROADS.

SECOND, WE WANT TO IDENTIFY PROJECTS AND FIND A WAY TO GET THEM FUNDED AND IMPLEMENTED.

THEN THIRD IS IDENTIFY POLICIES AND PROGRAMS TO ADDRESS SAFETY.

YOU'LL BE HEARING MORE ABOUT THAT IN THE NEXT SET OF MEETINGS.

JUST A BIT OF BACKGROUND.

I WON'T GO THROUGH ALL THE DETAILS, BUT BROWARD COUNTY AND SOUTH FLORIDA AND THE STATE OF FLORIDA ARE NOT DOING WELL COMPARED TO OUR PARTNERS ACROSS THE COUNTRY.

WE HAD IN THE FIVE YEAR STUDY PERIOD THAT WE WERE LOOKING AT, 01,000 PEOPLE KILLED BETWEEN 2018-2022 ON OUR ROADWAYS AND ALMOST 5,000 SERIOUSLY INJURED.

AS WE LOOK AT WHERE THOSE DEATHS AND SERIOUS INJURIES OCCUR, WE DEVELOPED WHAT WE CALL A HIGH INJURY NETWORK AND ABOUT 77% OF THOSE CRASHES OCCUR ON 6% OF OUR ROADS, WHICH IS INTERESTING, AND IT ALSO GIVES US AN OPPORTUNITY TO FOCUS OUR EFFORTS TO SEE IF WE CAN ADDRESS THOSE DEADLY AND SERIOUS INJURY CRASHES THAT OCCURRING ON CERTAIN ROADWAYS.

THERE'S ALSO AN ECONOMIC COST TO THIS.

WE LOOK AT THE COST OF WHAT DOES A DEATH ON THE ROADWAY MEAN FOR A FAMILY FOR THE SURVIVORS? WHAT DOES A SERIOUS INJURY MEAN? THERE'S A CUMULATIVE COST, AND THAT HELPS AS WE LOOK AT A COST BENEFIT ANALYSIS OF DOES IT MAKE SENSE TO INVEST THIS MUCH MONEY TO SOLVE THAT PROBLEM?

>> WE'VE BEEN DOING WORK UNDER THE SAFETY ACTION PLAN FOR OVER A YEAR AND RATHER THAN GO THROUGH THE PROCESS, WHICH I THINK WE'VE TALKED ABOUT THE LAST TIME I WAS IN FRONT OF YOU, I WANT TO HIT ON FOUR THEMES THAT I THINK ARE INDICATIVE OF WHERE THE SAFETY ACTION PLAN IS GOING.

FOR EACH OF YOU, YOU REPRESENT DIFFERENT PARTS OF THE COUNTY, HAVE DIFFERENT CHARACTERISTICS, SO I'M HOPING EACH OF THESE THEMES YOU CAN THINK ABOUT WHAT THAT MEANS FOR YOUR COMMUNITIES.

FOR EXAMPLE, LIGHTING IS AN ISSUE.

IF YOU LOOK AT THE GRAPH ON THE UPPER LEFT, THE RED INDICATES WHERE WE HAVE THE HIGHEST NUMBER OF KSI DEATH AND SERIOUS INJURY CRASHES DEPENDING ON TIME OF DAY, AND IT TENDS TO BE AROUND DUSK AND SO IT'S DUSK AND IT ALSO CHANGES BY TIME OF YEAR AND BY DAYLIGHT SAVINGS TIME SO THERE'S SOMETHING GOING ON AROUND THAT TIME PERIOD THAT LIGHTING IS HAVING AN EFFECT ON THE CRASHES THAT ARE OCCURRING.

ON THE UPPER RIGHT THEN, THOSE TWO MAPS, AS WE STARTED THE ANALYSIS, I EXPECTED TO FIND THAT WE WOULD HAVE A LOT OF KSI CRASHES WHERE THERE WAS NO LIGHTING, BUT AS YOU CAN SEE ON THE DOTS ON THE MIDDLE MAP, A LOT OF THESE CRASHES ARE OCCURRING WHERE THERE IS LIGHTING IN PLACE.

THE QUESTION IS, WHAT'S GOING ON WITH THE LIGHTING? IS IT INSUFFICIENT? WE DID SOME ANALYSIS AND IT MIGHT BE THAT THE LIGHTING ISN'T WORKING OR IT'S NOT NECESSARILY IN THE PLACES WHERE IT WILL LIGHT UP THE PLACES THAT PEOPLE NEED TO SEE AS THEY DRIVE.

FROM THAT, OUR TEAM IS RECOMMENDED LOOKING AT SOME NEW STANDARDS FOR PROVIDING LIGHTING AT INTERSECTIONS AND THE BOTTOM LEFT GRAPHIC SHOWS THE RECOMMENDED STANDARDS NOW IS TO HAVE FOUR LIGHTS AT EACH CORNER OF AN INTERSECTION, AND THEN SOME LIGHTS BACK BEFORE THE CROSSINGS SO THAT THEY PROVIDE ILLUMINATION FOR PEOPLE THAT COULD BE GOING INTO THE CROSSING ITSELF.

THIS WILL ADDRESS SOME OF THE CONCERNS THAT WE HAVE ABOUT PEDESTRIANS, ABOUT BUS STOPS, ABOUT CROSSING AT SIGNALS AND THE NIGHT TIME.

THAT'S A RECOMMENDATION.

SECOND THING IS THE ISSUE OF BUS STOP LOCATIONS.

AGAIN, YOU CAN THINK OF STREETS IN YOUR OWN COMMUNITIES, BUT I PICKED OUT THIS SECTION OF BROWARD BOULEVARD, EAST OF 95, GOING OVER TOWARD THE FEC CORRIDOR.

THE SYMBOLS INDICATE WHERE THE TRAFFIC SIGNALS ARE, AND THEN THE BLUE SIGNS INDICATE WHERE THERE ARE BUS STOPS.

YOU CAN SEE SOME OF THE BUS STOPS ARE LINED UP WITH WHERE THERE ARE SIGNALIZED CROSSINGS, AND SOME OF THE BUS STOPS ARE IN THE MIDDLE OF A LOCATION WHERE THERE'S NOT A SIGNAL.

WE HAVE FOUND THEN A CORRELATION, NOT NECESSARILY CAUSATION, BUT A CORRELATION IN TERMS OF THE CRASHES THAT ARE OCCURRING RELATED TO THE BUS STOP LOCATIONS.

THE BOTTOM GRAPHIC WITH THE HEAT MAP SHOWS ALL THE CRASHES THAT ARE OCCURRING,

NOT ONLY THE DEATH AND SERIOUS INJURY, BUT THE DIFFERENT KINDS.

YOU CAN SEE SOME CORRELATION WITH INTERSECTIONS, BUT THE MIDDLE GRAPHIC SHOWS WHERE THE DEATH AND SERIOUS INJURY CRASHES ARE OCCURRING ON THE CARD AND THE DIFFERENT TYPES IF THEY'RE BICYCLE OR PAD OR JUST MOTOR VEHICLE AND YOU DO SEE SOME CORRELATION THERE WITH THE LOCATION OF BUS STOPS.

WE HAVE NOTICED, AND AGAIN, CAN'T PROVE, BUT THERE IS A RELATION THERE THAT THE LOCATION OF BUS STOPS CAN INFLUENCE WHERE THE DEATH AND SERIOUS INJURIES ARE OCCURRING.

WITH THAT, WE'VE BEEN WORKING WITH OUR PARTNERS AT BROWARD COUNTY TRANSIT, AND THEY'VE BEEN VERY HELPFUL TO SAY, LET'S LOOK AT CERTAIN LOCATIONS.

LET'S SEE IF WE CAN EITHER RELOCATE THOSE BUS STOPS, SO THEY'RE CLOSER TO A SIGNALIZED INTERSECTION OR BRING IN A MID BLOCK CROSSING WITH SOME LIGHTING AND SIGNALIZATION THAT MAKE IT SAFER FOR PEOPLE TO CROSS THE STREET IN THOSE LOCATIONS.

WE'RE COMING FORWARD WITH A VARIETY OF RECOMMENDATIONS IN THAT REGARD.

THIRD ISSUE THAT WE TALK ABOUT THEN IS SPEED.

THERE'S A QUESTION OF SPEED ITSELF AND OUR PEOPLE SPEEDING GOING FASTER THAN THE SPEED LIMIT ITSELF.

BUT JUST IN GENERAL WITH SPEEDING, AS WE LOOK AT THE SPEED THAT PEOPLE ARE GOING, THE INTENSITY AND SEVERITY OF INJURY OR DEATH INCREASES BY THE SPEED THAT ONE IS GOING.

YOU CAN SEE THE DIFFERENT POTENTIAL IMPACT BASED ON THE SPEEDS THAT ONE IS MOVING.

WE ALSO KNOW AS WE DRIVE THAT OUR REACTION TIME AND ABILITY TO BRAKE IS DIFFERENT BASED ON HOW FAST WE'RE GOING, AND ALSO THE CONE OF WHAT WE'RE SEEING AS WE'RE GOING FASTER, WE HAVE A LITTLE MORE TUNNEL VISION.

WHAT WE'VE COME FORWARD WITH THIS PLAN IS LOOKING AT, HOW DO WE ADDRESS SPEEDS.

THERE'S THE SPEED LIMIT ITSELF.

THERE'S A TARGET SPEED OR THE SPEED THAT WE WOULD LIKE PEOPLE TO BE DRIVING ON THE QUARTER IN TERMS OF THE CONTEXT AND WHAT'S GOING ON IN TERMS OF LAND USES AND PEOPLE WHO MIGHT BE GOING AROUND THERE.

THEN THE ACTUAL SPEED, HOW FAST PEOPLE ARE ACTUALLY GOING.

WE DID SOME ANALYSIS AND FOUND THAT DRIVERS TEND TO BE GOING ABOUT 10 MILES PER HOUR OVER THE SPEED LIMIT.

IS THAT AN ISSUE? THAT'S THEN WHAT WE NEED TO LOOK AT A LITTLE BIT MORE.

I DO WANT TO THROW OUT A STATISTIC HERE THOUGH THAT IN TERMS OF SCHOOL ZONES, WHEN THE FLASHERS ARE GOING, OVER THE FIVE-YEAR PERIOD THAT WE LOOKED AT 2018-2022, WE ONLY HAD ONE DEATH OR SERIOUS INJURY OF CHILDREN UNDER AGE 19 DURING THAT FIVE-YEAR PERIOD.

THAT'S A GOOD INDICATOR TO US THAT THOSE SCHOOL FLASHERS ARE WORKING TO MAKE IT SAFER FOR OUR CHILDREN.

THE QUESTION WILL COME UP AND WE'LL TALK ABOUT THAT A LITTLE BIT MORE.

THE STATE NOW ALLOWS SOME SPEED ENFORCEMENT NEAR THE SCHOOL ZONES.

DO WE WANT TO, AS AN MPO BOARD, ENCOURAGE LEGISLATIVE OPTIONS TO INCREASE SPEED ENFORCEMENT IN DIFFERENT PLACES AND OTHER TYPES OF CAMERA ENFORCEMENT? BUT AS WE LOOK AT SPEEDING, THERE ARE CERTAIN STRATEGIES.

WE'RE NOT JUST TRYING TO MAKE UP THINGS, BUT THERE ARE PROVEN COUNTERMEASURES THAT WORK.

THIS TABLE IS NOT THE PRETTIEST, BUT IT LETS YOU KNOW THAT IN TERMS OF THE CONTEXT, SO THE 2C IS RURAL ROADS.

C3, C4 GETS YOU INTO SUBURBAN COMMERCIAL OR RESIDENTIAL, C5 AND C6 ARE MORE URBAN CORE.

DEPENDING ON THE CONTEXT AND THE SPEED LIMITS THAT ARE GOING ON, THERE ARE DIFFERENT STRATEGIES THAT WE CAN USE WITH MID BLOCK CROSSING, RAISED INTERSECTIONS, NARROWING LANES, THINGS OF THAT SORT.

WE WILL BE COMING FORWARD WITH RECOMMENDATIONS TO HOW TO APPLY THOSE SPECIFICALLY IN CERTAIN LOCATIONS.

FINALLY, THE LAST THING BEFORE I WRAP UP IS TECHNOLOGY, THAT THE BROWARD 2050 MTP INCLUDED A SECTION ON TECHNOLOGY OF HOW WE CAN TAP INTO WHAT'S GOING ON IN THE FUTURE TO MAKE OUR ROAD SAFER.

BIG PICTURE, WE HAVE THIS THING ABOUT CONNECTED VEHICLES, AUTONOMOUS VEHICLES, NEAR MISS, HOW WE CAN READ WHAT'S GOING ON, BUT IN THE NEAR TERM, WE CAN DO A LOT OF DIFFERENT THINGS SUCH AS ADJUSTING SOME OF OUR SIGNALS IN TERMS OF DIRECTING DRIVERS A BIT DIFFERENTLY.

MAYBE GIVING WHAT WE CALL LEADING PEDESTRIAN INTERVAL, LPI, SO THAT A PEDESTRIAN HAS A LITTLE BIT OF A FEW SECONDS OF ADVANCED TIME TO GO OUT AND START CROSSING BEFORE THE CAR START MOVING.

THERE'S VARIABLE LANES THAT CAN CHANGE THE SPEED DEPENDING ON TIME OF DAY.

WE ALSO WANT TO LOOK AT LOW COST HIGH IMPACT IMPROVEMENTS SO EVEN SOMETHING SOLAR PANELS THAT CAN HELP ILLUMINATE WHERE PEDESTRIANS ARE, I THINK WE DO HAVE SOME PHOTOS OF BCT PUTTING SOLAR PANELS ON THEIR BUS STOP SO THAT THEY CAN LIGHT UP AT NIGHT AND BE A LITTLE BIT MORE VISIBLE.

WITH THOSE THEMES, THEY HAVE DEVELOPED OUT OF THE DIFFERENT THINGS THAT WE HAVE COMPLETED.

IN THE LAST YEAR, WE COMPLETED A LOT OF DIFFERENT PROJECTS, OUR PUBLIC INVOLVEMENT PLAN, SAFETY ANALYSIS, THE HIGH INJURY NETWORK, HIGH RISK NETWORK MAPPING, WE'VE HAD A LOT OF PUBLIC MEETINGS.

LONG ROUTES THAT TAKE YOU ESSENTIALLY DOOR TO DOOR AND TAKE YOU ON CIRCUITOUS ROUTES AROUND AND THROUGH THE CBD, TYPICALLY SPEAKING, OR RATHER THEY TAKE YOU FROM HOME TO WORK, JUST ALONG ONE LONG ROUTE.

TRANSFER-BASED, IT'S A GRID SYSTEM OR URBAN'S BOOK SYSTEM WHERE YOU TAKE A BUS TO A CENTRAL LOCATION, YOU TRANSFER, AND YOU TAKE THAT SECOND BUS TO YOUR FINAL DESTINATION.

BUT THOSE BUSES ARE OPERATING WITH SUCH FREQUENCY THAT YOU CAN REALLY SIT AND WAIT AND YOUR TRANSFER WILL COME WITHIN 10-15 MINUTES, AND IT MAKES FOR AN EFFICIENT SYSTEM THAT OPERATES WELL IN A HIGH-DENSITY AREA.

SOME ELEMENTS OF SUCCESSFUL HIGH-FREQUENCY BUS SERVICE ARE SOME OF THOSE TECHNOLOGY ELEMENTS, THOSE ITS ELEMENTS THAT WE'VE TALKED ABOUT HERE BEFORE, ACTIVE TRANSIT SIGNAL PRIORITY, WHICH ALLOWS THE TRANSIT VEHICLE TO QUEUE JUMP OR GO THROUGH THE LIGHT.

WHY DEVELOP A HIGH-FREQUENCY BUS NETWORK? THERE ARE LOTS OF REASONS THAT MAKE IT MORE EFFICIENT.

IT ALLOWS PEOPLE TO NOT BE STUCK BEHIND THAT GATE, THAT'S KEEPING THEM INSIDE THEIR HOMES.

THEY HAVE GREATER INDEPENDENCE.

THE CONNECTION SYSTEM IS MUCH EASIER, AND IT LIMITS THE RELIABILITY PROBLEMS. IF THERE ARE MORE OPPORTUNITIES FOR TRANSFER, YOU'RE LESS BEHOLDING TO THE INCONSISTENCIES THAT MAY BE ENDEMIC IN YOUR SINGLE BUS ROUTE.

THIS TYPE OF PROGRAM IS GOING TO HELP THAT SINGLE MOTHER IN MY CITY BECAUSE TAKING THE BUS, WELL, FIRST OF ALL, WALKING TO GET TO OAKLAND PARK BOULEVARD AND THEN TAKING A BUS FROM OAKLAND PARK BOULEVARD DOWN TO UNIVERSITY AND FROM UNIVERSITY TAKING A BUS UP TO CORAL SPRINGS IS A CHALLENGE.

OUR GOAL IS TO HELP WITH NOT ONLY THE INTERCHANGE OPERATIONS, BUT ALSO THE TRAFFIC ON THE INTERSTATE AND GETTING THEM OFF THE INTERSTATE SAFELY AND GETTING TRAFFIC ONTO THE INTERSTATE SAFELY.

AS MANY OF YOU ALL PROBABLY ARE FAMILIAR WITH, A LOT OF TIMES THE TRAFFIC FROM THE OFF-RAMP BACKS UP ONTO THE MAINLINE, AND THEN THAT PRESENTS CHALLENGES FOR THE TRAFFIC ON THE MAINLINE THAT ARE TRYING TO GET FROM POINT A TO POINT B, MAYBE IN NORTHERN BROWARD COUNTY.

IT'S A COMBINATION OF EFFORTS OF WHAT WE'RE TRYING TO HELP IMPROVE OUT THERE.

TODAY, WE ARE HERE IN ADVANCE TO TALK TO YOU PRIOR TO OUR PUBLIC HEARING.

WE STOPPED THE CLOCK, IF YOU WILL, AND WE TOOK A STEP BACK AND SAID, HOW CAN WE ADDRESS THESE CONCERNS? WE HAD A LOT OF CONCERNS THAT WE WERE ELIMINATING THE OPPORTUNITY FOR LOCAL CONNECTIVITY TO USE THE INTERSTATE.

FOR EXAMPLE, WE FOUND THAT WORKING WITH THE CITY OF HALLANDALE AND THE CITY OF HOLLYWOOD, THAT A LOT OF THE RESIDENTS WILL GET ON THE INTERSTATE AT SAY HALLANDALE BEACH BOULEVARD TO GET OFF AT PEMBROKE ROAD.

OUR PREVIOUS ALTERNATIVE SEVERED THAT CONNECTIVITY.

WHILE IT DID IMPROVE THE OPERATIONS AND ACHIEVE OUR PURPOSE AND NEED, IT CAME AT THE EXPENSE OF SOMETHING THAT THE COMMUNITY WAS VERY INTERESTED IN.

WE TOOK A STEP BACK.

AS YOU CAN SEE, SHOWN IN THE REFINED PREFERRED ALTERNATIVE ON THE SCREEN, WE WERE ABLE TO ADD BACK IN THAT LOCAL CONNECTIVITY USING THE INTERSTATE WHILE ALSO STILL ACHIEVING OUR PURPOSE AND NEED.

SOME OTHER THINGS THAT WE HEARD FROM THE TOWN OF PEMBROKE PARK WAS THEY WERE VERY CONCERNED ABOUT THE AMOUNT OF RIGHT OF AWAY THAT WE WERE ACQUIRING WITHIN THE LIMITS OF THEIR MUNICIPALITY.

AGAIN, WE STEPPED BACK, WE PAUSED, WE SHARPENED THE SAW A LITTLE BIT, AND WE LOOKED AT SOME OTHER ALTERNATIVES TO HELP ADDRESS OUR DRAINAGE NEEDS.

RIGHT NOW, WE'RE ACTIVELY WORKING WITH THE CITY OF HOLLYWOOD ON SOME JOINT USE OF SOME OPPORTUNITIES WITHIN THE FOOTPRINT OF THE PROJECT THAT WILL HELP US ADDRESS THOSE NEEDS ALONG WITH SOME OTHER LOCATIONS ALONG THE CORRIDOR.

THAT'S WHY WE'RE HERE FOR THE SECOND PREFERRED ALTERNATIVE.

THE GREEN LINES IN THE MAP WOULD BE FOR WALKING BIKING AND USING PERSONAL CONVEYANCE DEVICES, SO THINK WHEELCHAIRS, WALKERS, SCOOTERS, UNICYCLES, ETC.

THE NETWORK COMPRISES OF 250 IDENTIFIED PROJECTS, 60% OF THESE PROJECTS WE'VE DEEMED MODERATE TO IMPLEMENT.

MEANING THAT THERE MAY BE MORE THAN ONE AGENCY INVOLVED AND THEY MAY BE PINCH POINTS ALONG THE CORRIDOR WHERE DECISIONS NEED TO BE MADE.

FIVE PERCENT OF THIS NETWORK FALLS ALONG CANALS, PROVIDING TRAIL OPPORTUNITIES AND DISTANCE FROM VEHICLES.

ELEVEN PERCENT ARE EXISTING FACILITIES THAT WE MAY BE RECOMMENDING IMPROVEMENTS TO MAKE IT MORE COMFORTABLE, TO MAKE IT SAFER, AND TO MAKE IT MORE INCLUSIVE.

THEN 1% OF THIS NETWORK IS UNDER CONSTRUCTION TODAY.

HERE'S A SUMMARY OF OUR PROPOSED IMPROVEMENTS FOR THE NETWORK.

ROUGHLY HALF OF THE PROJECTS THAT WE'RE LOOKING AT ARE TO WIDEN THE EXISTING SIDEWALK TO A SIDE PATH OR SHARED-USE PATH STANDARD, FILL IN MISSING SIDEWALK GAPS.

ROUGHLY 44% OF THE PROJECTS ARE ALREADY PLANNED OR IDENTIFIED IN A MASTER PLAN.

TWENTY PERCENT OF THE PROJECTS ARE NEW TRAILS OR EXTENSIONS OF EXISTING TRAILS.

WE'RE LOOKING ALSO AT TRAFFIC CALMING, LOOKING AT BICYCLE LANE MODIFICATIONS, MEANING PUTTING IN BUFFERING AND OR PHYSICAL SEPARATION, ENHANCEMENTS TO THE EXISTING GREENWAYS AND TRAILS.

LOOKING AT MAKING SAFETY IMPROVEMENTS AS WELL AS IMPROVING THE CROSSINGS, ESPECIALLY ALONG THE MAJOR CORRIDORS.

THEN WE'VE GOT A FEW PROJECTS THAT IDENTIFY PEDESTRIAN BICYCLE BRIDGES AND TUNNELS.

LIKE I SAID, PREVIOUSLY, 1% IS UNDER CONSTRUCTION.

I JUST WANT TO HIGHLIGHT OUR PRIORITIZATION CRITERIA.

WE IDENTIFIED SIX METRICS, SAFETY BEING THE TOP METRIC FOR OUR PRIORITIZATION, SPECIFICALLY LOOKING AT PEDESTRIAN AND BICYCLE CRASHES AND CRASH SEVERITY.

FOLLOWED BY CONNECTIVITY AND COMFORT WITH THE SECOND RANK MOST POINTS.

CONNECTIVITY BEING ONE OF THE CORE OBJECTIVES OF OUR PROJECT, CONNECTING TO TRANSIT STOPS, CONNECTING TO SCHOOLS, CONNECTING TO PARKS, CONNECTING TO MEDICAL CENTERS, SHOPPING CENTERS, JOBS.

THEN ALSO LOOKING AT INCREASING THE COMFORT, SO MEANING HOW COMFORTABLE SOMEBODY FEELS USING A SIDEWALK OR A BIKE LANE.

OUR LEVEL OF TRAFFIC STRESS ANALYSIS IDENTIFIED THAT THE NETWORK HERE IN BROWARD COUNTY FOR BICYCLISTS IS PREDOMINANTLY A LEVEL OF TRAFFIC STRESS THREE OR FOUR, MEANING THAT REALLY PEOPLE ARE USING IT BECAUSE THEY EITHER HAD THE COURAGE TO OR THEY NEED TO.

THEN WHEN IT COMES TO PEDESTRIAN LEVEL OF TRAFFIC STRESS, MUCH OF OUR NETWORK FALLS WITHIN LTS 2 OR 3.

ULTIMATELY, OUR GOAL IS TO REACH AN LTS LEVEL OF TRAFFIC STRESS ONE OR TWO.

WE ALSO LOOKED AT EQUITY HEALTH AND DEMAND POTENTIAL USING SOME OF THE EXISTING TOOLS OUT THERE, THE BROWARD METROPOLITAN PLANNING ORGANIZATIONS TRANSPORTATION PLANNING EQUITY ASSESSMENT MOUTHFUL AND THE US.EQUITABLE TRANSPORTATION COMMUNITY EXPLORE THEN WE ALSO LOOKED AT THE POPULATION WITHIN A 15 MINUTE TRAVEL SHED OF THESE FACILITIES TO CAPTURE THE POTENTIAL DEMAND.

THIS IS OUR NETWORK PRIORITIZED.

THE COLOR PURPLE IS OUR HIGHEST RANKED SEGMENTS.

YOU'LL SEE A LOT OF PURPLE SEGMENTS IN THE NORTHEAST AND IN THE SOUTH.

THESE SEGMENTS RANK THE HIGHEST IN TERMS OF IMPLEMENTATION AND GOING AFTER AND STARTING TO FILL IN THAT NETWORK.

THEN THE BLUE COLORS ARE LOWER SCORE PROJECTS.

WE WENT TO THE TECHNICAL WORKING GROUP, WE PRESENTED OUR LIST OF 250 PROJECTS, AND WE HAD A WORKSHOP WHERE WE HASHED OUT AND WE SELECTED 10 PROJECTS FOR FEASIBILITY SCOPE.

THIS IS THE LIST OF OUR 10 PROJECTS.

I WANT TO NOTE THAT PROJECT 190A WHICH IS DIXIE HIGHWAY FROM SAMPLE ROAD TO COUNTY LINE ROAD WAS RECENTLY SWAPPED OUT.

WE FOUND OUT THAT IT IS UNDER FEASIBILITY ANALYSIS, AND FDOT ALSO HAS A PLANNED RESURFACING PROJECT IN A FEW YEARS FOR THIS PARTICULAR SEGMENT.

WE WENT AHEAD AND SWAPPED IT OUT FOR PROJECT 160, WHICH IS NORTHEAST THIRD AVENUE.

ALSO KNOWN AS FAU RESEARCH PARK BOULEVARD.

THE CITY OF DEERFIELD BEACH IS DOING A NUMBER OF IMPROVEMENTS ALONG THAT CORRIDOR FOR BIKE-PED.

WE'LL BE LOOKING AT THE SEGMENT THAT'S IN POMPANO BEACH FROM SAMPLE ROAD DOWN TO OPENS AT BICYCLE-PEDESTRIAN IMPROVEMENTS.

THERE'S A SCHOOL ALONG THAT CORRIDOR, A LOT OF RESIDENTS, SO WE'LL BE SWAMPING OUT 190A FOR 160.

THESE 10 PROJECTS, WE'RE LOOKING AT FEASIBILITY.

MOST OF THEM ARE LOOKING AT WIDENING THE EXISTING SIDEWALK FOR SHARED-USE PATH OR SIDE PATH.

THEN ON DIXIE ROAD IN PARTICULAR BETWEEN MCNAB AND POMPANO PARK PLACE.

IT'S A ONE-WAY PAIR WE'RE LOOKING AT THE EXISTING BUFFERED BIKE LANE AND PUTTING SOME TYPE OF PHYSICAL SEPARATED BARRIER FOR PROTECTION.

WE'RE ALSO LOOKING AT A TRAIL SEGMENT ALONG BROWARD BOULEVARD IN PLANTATION BY THE TRANSIT HUB THERE, AND ALSO TRAFFIC CALMING, AND OF COURSE, IMPROVING THE CROSSINGS AND CROSSWALKS.

FOR OUR FEASIBILITY ANALYSIS, WE'RE LOOKING AT RIGHT OF WAY.

WE'RE LOOKING AT ELEVATION AND DRAINAGE.

WE'RE LOOKING AT ENVIRONMENTAL IMPACTS, EXISTING CONDITIONS, UTILITIES, STREETSCAPE, LIGHTING, IMPACTS TO ADJACENT PROPERTIES, AND ANY POTENTIAL FATAL FLAWS.

WE ARE WRAPPING UP OUR APPROXIMATE PLANNING COST ESTIMATES FOR OUR 250 PROJECT LIST.

THEN WE'LL BE GOING TO THE TECHNICAL WORKING GROUP IN A FEW WEEKS TO PRESENT OUR FINDINGS.

THEN WE WILL WORK TOGETHER WITH THE TECHNICAL WORKING GROUP TO ADVANCE FIVE OF THESE PROJECTS FOR CONCEPTUAL DESIGN.

FOR CONCEPTUAL DESIGN, WE'LL BE LOOKING AT CREATING RENDERINGS, CROSS-SECTION PLANS, AND AERIAL PLANS FOR THE FIVE SEGMENTS THAT ARE CHOSEN.

WITH THAT SAID, WE'VE GOT OUR SUB-CONSULTANT WORKING ON THE DESIGN MANUAL, AND THE DESIGN MANUAL IS FOCUSED ON CREATING LOW-STRESS FACILITIES FOR PEOPLE OF ALL AGES AND ABILITIES.

IT'S RESPONSIVE TO CONTEXT, CLASSIFICATION, AND ROADWAY CHARACTERISTICS.

IT'S ALSO BUILDING OFF OF THE BROWARD MPO'S COMPLETE STREETS DESIGN GUIDE.

SOMEBODY HAS TO TAKE THEIR BIKE ONTO THE TRAIN.

I THINK WHAT TRI-RAIL IS WANTING TO DO IS TO HELP ON THAT FIRST MILE LAST MILE.

I THINK IT WOULD MAKE SENSE WHERE THOSE STOPS ARE.

SOME OF THOSE WHATEVER THE PLANS ARE SO SOMEBODY CAN GET OFF AT THE STOP, GET ON THEIR BIKE, AND GO WHEREVER THEY GOT TO GO.

I DON'T SEE THAT ON HERE.

ANYBODY'S LOOKING AT THAT?

I GUESS I WOULD LOVE TO SEE A PLAN THERE FOR EVERY STOP ON TRI-RAIL.

B, WE DO HAVE RECOMMENDATIONS FOR NOT ONLY SAFETY IMPROVEMENTS, CROSSINGS, CONNECTIVITY, BUT WE'LL BE PROPOSING RECOMMENDATIONS FOR AMENITIES, THINGS LIKE BICYCLE RACKS, BICYCLE PARKING, SHOWER FACILITIES, WATER FOUNTAINS, AS WELL AS RECOMMENDATIONS RELATED TO BICYCLE SHARE, AND EXPANDING THAT NETWORK HERE IN THE COUNTY BECAUSE MOST OF THOSE BIKE SHARE STATIONS ARE REALLY CONCENTRATED IN TOURIST DESTINATION.

IT'S ONE OF THOSE THINGS WHERE IT'S SO OBVIOUS THAT PEOPLE WHEN YOU HAVE 1,000 BIKES THAT ARE HAVING TO BE ON THE TRAIN, BECAUSE THERE'S NOT THOSE FACILITIES RIGHT NOW, AND NOW YOU'RE LOSING CAPACITY ON THE TRAIN BECAUSE THERE'S SO MANY BIKES ON THERE.

I WILL SAY THAT THERE WERE A LOT OF BICYCLE RIDERS THAT WERE ON THE BIKES WITH THE BIKE WRECKS.

I WOULD RECOMMEND FOR MY OWN PERSONAL USE IS WHAT YOU'RE TALKING ABOUT, THOSE FACILITIES FOR BICYCLE PARKING AT THE TRI-RAIL STATIONS.

THE FIRST ONE SHOULD BE AT THE FALL LAUREL HOLLYWOOD AIRPORT, AND THEN THE SECOND ONE SHOULD BE AT THE MIAMI AIRPORT BECAUSE THOSE STATIONS GO RIGHT INTO THE AIRPORT AND MIAMI, SO PEOPLE DON'T NEED THEIR BIKES WHEN THEY GET THERE.

THEN IN THE FALL LAUREL ONE, I KNOW THERE'S A SHUTTLE SERVICE, I BELIEVE, FROM THE FALL AURAL STATION TO THE AIRPORT, WHICH A LOT OF PEOPLE ARE DOING.

I WOULD RECOMMEND THOSE WILL BE THE TWO ONES THAT YOU WOULD.
