HI, I AM JENNIFER TUCCI, BROWARD MPO GOVERNMENT RELATIONS. I'M HERE TO PRESENT THE GRANT UPDATES AND DISCUSSION. AS MANY OF YOU KNOW, WE HAVE OUR COORDINATION MEETING THE SECOND TUESDAY OF EACH MONTH. IT'S A WAY FOR US TO KNOW WHAT EACH OTHER'S DOING AND TO DISCUSS, YOU KNOW, COORDINATION TOGETHER. ALL RIGHT. SO THRIVING COMMUNITIES PROGRAM CURRENTLY, WE'RE IN THE DEVELOPMENT OF THE TOOLKIT AND PREPARING FOR OUR UPCOMING OPEN HOUSE, WHICH WILL BE PRESENTED ON APRIL 22ND AT OAKLAND PARK. THERE WILL BE A REGISTRATION GOING OUT, SO, AND WE'LL KEEP YOU UP TO DATE ON MORE INFORMATION AS THAT COMES. NEXT UP, WE HAVE OUR STRENGTHENING MOBILITY REVOLUTIONIZING TRANSPORTATION. THE SMART GRANT. WE'VE ACTUALLY JUST PASSED THE SECOND NATIONAL ADVISORY PANEL MEETING AND THE STAKEHOLDER WORKING GROUP MEETING LAST WEEK. AND IT'S CURRENTLY UNDER THE PLATFORM IS CURRENTLY UNDER DEVELOPMENT. DATA IS BEING COLLECTED FOR INGESTING INTO THE PLATFORM. AND THE PROTOTYPE PROMPTS ARE BEING VETTED WITH THIS. OR THEY WERE VETTED WITH THE STAKEHOLDER WORKING GROUP. THE RAILROAD CROSSING ELIMINATION PROGRAM. WE ARE ANTICIPATING EXECUTING THE FRA GRANT AGREEMENT AND ISSUING NOTICE TO PROCEED WITH THE DESIGN CONSULTANT FOR DESIGN IN MID 2025. OUR FUND PARTNER FUNDING AGREEMENTS AND THE MPO AND BRIGHTLINE SUB SUB RECIPIENT AGREEMENT ARE EXECUTED. AND PROCUREMENT FOR DESIGN CONSULTANT IS UNDERWAY. RECONNECTING COMMUNITIES. THE GRANT AGREEMENT WITH THE FHWA AND THE FUNDING AGREEMENT WITH THE CITY OF FORT LAUDERDALE HAS BEEN COMPLETED AND SIGNED, AND OUR NEXT STEPS IS TO SEND OUT THE RFQ. THE PRIORITIZATION PROCESS PILOT PROGRAM. WE ATTENDED THE WELCOME WEBINAR ON JANUARY 16TH, MET WITH THE INTERNAL TEAM TO DISCUSS THE SCHEDULE AND BUDGET AND WORKING ON A DRAFT OF THE SCOPE OF WORK, BUT WE ARE CURRENTLY WAITING ON THE FHWA DIVISION POINT OF CONTACT FOR THE KICKOFF MEETING. WE HAVE THE THE OPEN GRANT APPLICATIONS. AS YOU CAN SEE, THERE IS NOT MUCH AS OF RIGHT NOW. THIS INFORMATION IS AS OF FEBRUARY 13TH AND 14TH OF THIS MONTH. TONIGHT, WE WANT TO LAY OUT FOR YOU THE OUTLINE OF THE EXECUTIVE PLAN THAT WE ARE WORKING TO GET TO THE BOARD BY APRIL FOR THEIR APPROVAL. THIS WILL NOT BE THE FINAL PLAN. THIS IS A PLAN THAT WILL MEET THE REQUIREMENTS FOR ELIGIBILITY FOR OUR PARTNERS AT BROWARD COUNTY TO APPLY FOR SFRA IMPLEMENTATION FUNDING IN IN THE CYCLE THAT WE HOPE WILL BE OPENING SOON. AND SO AS, AS YOU LOOK AT THIS AND TAKE COMMENTS, PLEASE REMEMBER THAT WE'RE DOING A STREAMLINED VERSION OF THE PLAN TO GET TO THE BOARD FOR APPROVAL. AND SO SOME OF YOUR COMMENTS ARE ONES THAT WE CAN ADDRESS AS WE DO A MORE COMPLETE PLAN AND BRING IT TO THE BOARD LATER ON IN THE YEAR. SO THE SAFETY ACTION PLAN IS THE RESULT OF A GRANT THAT BROWARD MPO AND BROWARD COUNTY PURSUED. JUST A REMINDER, WE PARTNERED AND RECEIVED A $5 MILLION GRANT, ONE OF THE LARGEST IN THE NATION. MPO IS ADMINISTERING THE GRANT, AND BROWARD COUNTY IS PROVIDING A LOCAL MATCH IN TERMS OF THREE CURRENT STUDIES THAT ARE GOING ON. I THINK AT THE PREVIOUS MEETING, YOU SAW THE LOW STRESS MULTIMODAL MOBILITY PLAN. AND THAT'S ONE OF THE THREE THAT'S MOVING FORWARD. WE'RE HOPING TO ACHIEVE, OR THE DIRECTION THAT WE GOT WITH THE SAFETY ACTION PLAN IS AT THE TOP THERE TO HAVE A DATA DRIVEN PLAN. SO IT'S BASED ON THE ANALYSIS OF INFORMATION THAT WE CURRENTLY HAVE AVAILABLE, RECOGNIZING THAT IT'S AS GOOD AS THE INFORMATION THAT WE HAVE AND THAT WE ALSO DON'T HAVE ALL THE DATA THAT WE WOULD LIKE. SECOND, AN ACTION ORIENTED PLAN SO THAT IT'S SOMETHING THAT WE ARE FIGURING OUT NOT ONLY RECOMMENDATIONS, BUT WHAT IS THE PATH TO MOVE TOWARD IMPLEMENTATION. AND THEN THIRD IS LOOKING AT HOW TO REDUCE SEVERE INJURIES AND FATALITIES TO ZERO ON THE BROWARD COUNTY ROADWAYS. YOU MAY HEAR ME SAYING K C, WHICH STANDS FOR STANDS FOR KILLED IN SERIOUS INJURIES. THAT'S AN ACRONYM THAT WE USE. BUT THE THE IDEA IS TO LOOK AT HOW TO REDUCE OR ELIMINATE THESE CRASHES THAT RESULT IN DEATH AND SERIOUS INJURY. SO AS WE MOVE FORWARD WITH THE PLAN, THREE OUTCOMES THAT WE'VE BEEN WORKING ON FROM THE START ARE CREATING THE PLAN WITH A DEFINED GOAL, WITH A DATE, TO WHEN WE WANT TO REDUCE OR ELIMINATE DEATH AND SERIOUS INJURY ON OUR ROADWAYS. WE WANT TO IDENTIFY PROJECTS AND FORGE THE PATH FOR THEM TO MOVE FORWARD TO, TO BE PROGRAMED FOR DESIGN AND CONSTRUCTION. AND THEN ALSO IDENTIFYING POLICIES AND PROGRAMS TO HELP REDUCE THE THE, THE DEATH AND SERIOUS INJURY RATE RATE ON OUR ROADWAYS. SO THIS ACTION PLAN IS RESPONDING TO THE COMPLIANT COMPONENTS AS WE RECEIVE THE GRANT. QUICK NOTE THERE WERE EIGHT COMPLIANT COMPONENTS. ONE ADDRESSED EQUITY. WE ARE AWAITING FURTHER CLARIFICATION FROM OUR WASHINGTON PARTNERS ON HOW TO ADDRESS THAT. SO WE'VE JUST PULLED THAT OUT FOR NOW. BUT WE DO HAVE INFORMATION READY SHOULD WE NEED TO ADD THAT TO THE DOCUMENT. BUT THERE ARE DIFFERENT COMPONENTS OF THE DOCUMENT THAT WE NEED TO MEET. THERE'S A CHECKLIST THAT WE LOOK AT. SO IF YOU LOOK AT THOSE ITEMS ON THE COLUMN ON THE LEFT WE NEED TO MAKE SURE THAT THE PLAN ADDRESSES ALL OF THOSE. AND THEN TO THE RIGHT, YOU SEE THE TABLE OF CONTENTS OF THE EXECUTIVE PLAN. AND AGAIN, WE ARE STILL DOING SOME REVIEWS AND HOPE TO BE ABLE TO POST IT. THE FIRST PART OF NEXT WEEK FOR PEOPLE TO LOOK AT AND COMMENT. SO I'LL GO THROUGH EACH OF THESE COMPLIANT COMPONENTS AND SO I DON'T WANT TO GO THROUGH THIS LIST RIGHT NOW NECESSARILY. THE FIRST COMPONENT HAS TO DO WITH LEADERSHIP COMMITMENT AND GOAL SETTING. SO THIS INVOLVES GETTING APPROVAL OF THE PLAN ITSELF FROM A GOVERNING BODY. SO THAT WOULD BE TAKING THE BOARD TO THE SAFETY ACTION PLAN TO THE BOARD MPO BOARD FOR APPROVAL. AND WITH GOAL SETTING, THEY REQUESTED THAT WE IDENTIFY A MILESTONE YEAR WHEN WE WOULD STRIVE TO REDUCE OR ELIMINATE DEATH AND SERIOUS INJURY TO ZERO. THAT GOAL YEAR IS 2050. [00:10:01] THAT IS IN LINE WITH SEVERAL OTHER GOALS THAT ARE ARE IN PLACE, SUCH AS NATIONAL SAFETY COUNCIL, IN LINE WITH WHAT THE THREE COUNTY MPO ORGANIZATION IS LOOKING AT. AND IT'S ALSO IN LINE WITH OUR BROWARD MTRP 2050 AND SOME OF THE RECOMMENDED IMPROVEMENTS THERE. WE'RE LOOKING AT A HOLISTIC APPROACH. I THINK A LOT OF PLACES JUST PICK A YEAR. AND WHAT WE DID WITH THIS PLAN THOUGH, IS LOOK AT, WELL, WHAT KIND OF INVESTMENT IS NECESSARY TO GET US DOWN TO ZERO. AND SO THERE ARE GOING TO BE MORE DETAILS IN THE PLAN ITSELF. BUT BASICALLY IT'S LOOKING AT VARIOUS COMPONENTS, STARTING OFF WITH SOME LOW COST, HIGH IMPACT IMPROVEMENTS THAT CAN HELP BRING THE CURVE DOWN FOR DEATH AND SERIOUS INJURY. IT'LL TAKE MAYBE FIVE YEARS, 5 TO 10 YEARS TO GET SOME OF THE LARGER PROJECTS PROGRAMED. SO THAT NUMBER COMES OUT A FEW MORE YEARS LATER IN TERMS OF REDUCING THE CASE IS BASED ON CAPITAL IMPROVEMENT PROJECTS, LOOKING AT STRATEGIES TO REDUCE SPEED SO THAT THE CRASHES THAT DO OCCUR ARE NOT AS HARMFUL. THERE'S A QUESTION ALSO OF REDUCING VMT BECAUSE AS PEOPLE ARE MORE COMFORTABLE WALKING AND BICYCLING THERE, THAT CAN ALSO RESULT IN THE REDUCTION. AND THEN ALSO SOME NEW TECHNOLOGIES CAN BE HELPFUL. THE SECOND COMPONENT WE'RE LOOKING AT IS A PLANNING STRUCTURE. AND I JUMPED AHEAD SORRY PLANNING STRUCTURE. SO THE, THE REQUIREMENTS FOR SS FOR A SAID THAT WE NEEDED TO HAVE REPRESENTATION FROM DIVERSE ELEMENTS OF THE COMMUNITY TO HELP GUIDE THE DEVELOPMENT OF THE PLAN. SO WE CREATED TWO COMMITTEES. ONE IS A TECHNICAL WORKING GROUP THAT MEETS MONTHLY AND THEN AN OVERSIGHT COMMITTEE THAT MEETS QUARTERLY. AND OUR CHAIR, REINHART, IS A MEMBER OF THAT OVERSIGHT COMMITTEE. AND SO THE PURPOSE OF THIS GROUP WAS TO MAKE SURE THAT WE GET BROAD REPRESENTATION. SO NOT JUST THE TRANSPORTATION OFFICIALS THAT WE'RE ALWAYS TALKING TO, BUT THAT WE'RE REACHING OUT TO THE HEALTH INDUSTRY, TO LAW ENFORCEMENT, TO BUSINESS INTERESTS, TO COMMUNITY GROUPS. AND SO WE'VE HAD GOOD DISCUSSION WHERE WE HEAR NEW PERSPECTIVES THAT WE DON'T NECESSARILY GET WHEN WE ALWAYS JUST TALK TO THE SAME PEOPLE. SO THAT'S, WE'RE ABLE TO CHECK OFF THE BOX FOR THAT HAVING BEEN PART OF OUR PROCESS. THIRD THING WE NEEDED TO DO AS A SAFETY ANALYSIS. AND SO I THINK WE'VE TALKED A LITTLE BIT ABOUT THIS. WE LOOKED AT THE CRASH STATISTICS FOR A FIVE YEAR PERIOD AND IDENTIFIED THE ROADWAYS THAT HAD THE HIGHEST LEVEL OF DEATH AND SERIOUS INJURY. THAT BECAME OUR HIGH INJURY NETWORK. AND IT'S BASICALLY OF OUR ROADWAY NETWORK. I THINK THERE'S ABOUT 5000 MILES AND ABOUT 380 ARE IN OUR HIGH INJURY NETWORK. AND THAT'S 6% OF THE ROADWAY NETWORK THAT HAS 77% OF THE DEATH AND SERIOUS INJURIES. THAT GIVES US A PLACE WHERE WE CAN FOCUS OUR EFFORTS. WE ALSO DEVELOPED A HIGH RISK NETWORK TO LOOK AT WHAT ARE THE CHARACTERISTICS OF THE ROADWAYS THAT ARE TENDING TO HAVE THESE CRASHES. NOT THAT ALL OF THEM ON THE HIGH RISK NETWORK ARE HAVING THE LEVEL OF DEATH AND SERIOUS INJURY OF THE OTHERS. BUT WHAT ARE THE CHARACTERISTICS? AND IN BROWARD, IT'S SIX LANE ROADWAYS GENERALLY THAT HAVE SPEED LIMITS BETWEEN 40 AND 45. ODDLY, THE 55 MILE PER HOUR SPEED LIMIT AREAS AREN'T AS AREN'T RESULTING IN AS MANY DEATHS AND SERIOUS INJURIES AS SOME OF THE SLOWER ONES. SO WE IDENTIFIED THAT AND USE THAT TO ANALYZE THE NETWORK AND COME UP WITH THEN SOME PRIORITIES. WE IDENTIFIED 11 CORRIDOR SEGMENTS THAT WE ARE DOING CORRIDOR DESIGN CONCEPTS AND USING THAT AS THE FOUNDATION FOR OUR PUBLIC OUTREACH AND AND FOCUSED SAFETY ANALYSIS. WE HOPE THAT ON EACH OF THESE 11 CORRIDORS, WE CAN IDENTIFY KIND OF TEMPLATE TYPE IMPROVEMENTS, TEST THOSE OUT AND SEE IF THEY CAN OCCUR ON OTHER AND OTHER ROADWAYS IN THE BROWARD NETWORK. AND THEN PART OF THE SAFETY ANALYSIS ALSO INCLUDED EIGHT FOCUS PLANS WHERE WE LOOKED AT SPECIFIC COMPONENTS OF HOW OUR TRANSPORTATION SYSTEM WORKS. SO WHAT HAPPENS AROUND SCHOOL ZONES? WHAT'S GOING ON AROUND RAILROADS AND RAILROAD CROSSINGS? HOW DOES LIGHTING AFFECT SAFETY? WHAT ARE THE OPPORTUNITIES FOR MID-BLOCK CROSSINGS? TECHNOLOGY, NEIGHBORHOOD ROADS, ALL THESE DIFFERENT THINGS THAT ARE GOING FORWARD. AND SO THESE HAVE BEEN VERY INFORMATIVE AND HAVE HELPED SHIFT AND ADJUST WHAT WE EXPECTED THAT WE WOULD FIND. FOR EXAMPLE, WE FOUND THAT THE SCHOOL ZONES ARE VERY EFFECTIVE IN SAFETY FOR CHILDREN WHEN THE FLASHERS ARE GOING, THAT THERE WAS ONLY ONE DEATH OR SERIOUS INJURY IN A FIVE YEAR PERIOD IN THE SCHOOL ZONES FOR CHILDREN WHEN THAT WAS HAPPENING. SO, SO THAT GIVES US INFORMATION AND IMPETUS TO DO MORE OF THAT KIND OF WORK. WE NEED TO COME UP WITH POLICY AND PROCESS CHANGES. SO WE'RE THINKING POLICY AND PROGRAMMATIC CHANGES. AND IN THE DOCUMENT ITSELF YOU'LL SEE THAT WE USE THE SAFE SYSTEM APPROACH THAT THERE ARE FIVE DIFFERENT CRITICAL ELEMENTS ABOUT, SAY, FOR PEOPLE VEHICLE SPEEDS, ROADS IN THE POST-CRASH CARE. AND SO EACH OF THOSE HAS SOME DIFFERENT RECOMMENDATIONS IN TERMS OF HOW TO MAYBE [00:15:03] ADJUST OR RECOMMEND POLICY CHANGES OR DEVELOP PROGRAMS WHERE WE CAN BETTER COORDINATE WITH EACH OTHER ON HOW TO ACHIEVE SAFETY. WE ALSO THEN HAD TO HAVE A STRATEGY OF HOW TO MOVE FORWARD WITH IMPLEMENTATION WITH SPECIFIC PROJECTS. AND SO INCLUDED IN THAT IS IDENTIFYING FUNDING OPPORTUNITIES. AND ALSO WHO ARE THE RESPONSIBLE PARTIES TO MOVE THESE FORWARD TO IMPLEMENTATION. AS I MENTIONED EARLIER, WE HAD A MIX OF COUNTY, STATE AND LOCAL ROADWAYS. AND SO SOME OF THE IMPLEMENTATION RESPONSIBILITIES GO TO DIFFERENT PARTIES. I MENTIONED THE PRIORITY CORRIDORS. THOSE ARE GOING TO BE 11 MAJOR RECOMMENDATIONS THAT WILL MOVE FORWARD. WE ARE CURRENTLY IN THE PROCESS OF PUBLIC MEETINGS THROUGHOUT THE COUNTY TO GET FEEDBACK ON THE CONCEPTS, AND WE'LL BE FINALIZING THOSE AS WE MOVE FORWARD. AND THEN WE ALSO HAD RECOMMENDATIONS COMING OUT OF EACH OF THE FOCUS PLANS THAT ARE LISTED AGAIN DOWN HERE ON THE SIDE. I USED A SAMPLE FROM THE RAIL SAFETY PLAN. AND AGAIN, THIS IS VERY HIGH LEVEL. THERE ARE SPECIFIC RECOMMENDATIONS IN SPECIFIC LOCATIONS, BUT THIS IS A SENSE OF SOME OF THE RECOMMENDATIONS THAT WILL COME OUT. FOR EXAMPLE, FENCING, THERE ARE SOME DIFFERENT SEGMENTS OF THE FEC CORRIDOR THAT COULD BENEFIT FROM FENCING TO KEEP PEOPLE FROM TRESPASSING. AND THEN ALSO ALONG THE THE, THE SOUTH FLORIDA RAIL CORRIDOR WHERE TRI-RAIL RUNS AND AMTRAK, THERE ARE SOME SECTIONS THERE THAT HAVE ISSUES WITH, WITH TRESPASSING AND FENCING THAT MIGHT KEEP PEOPLE SAFE OR THERE'S QUESTIONS ABOUT SIGNING AND ALERTING PEOPLE AS THEY'RE COMING CLOSE TO CROSSING THINGS OF THAT SORT. AND THERE MAY BE SOME POLICY CHANGES THAT WE'D WANT TO PURSUE AS WE GO FORWARD. NEXT TO LAST ELEMENT OF THE COMPONENTS IS ENGAGEMENT AND COLLABORATION. SO THIS IS OUR PUBLIC OUTREACH. AND SO WE HAD A FOUR PHASE APPROACH WHERE WE STARTED OFF AS WE WERE DOING OUR INITIAL DATA GATHERING WITH PUBLIC AWARENESS AND EDUCATION, WE HAD THE PAMPHLET THAT YOU ALL SAW. WE HAD SOCIAL MEDIA DIFFERENT KINDS OF OUTREACH TO EDUCATE AND INFORM PEOPLE ABOUT SAFETY AND HOW THEY CAN USE OUR ROADWAYS MORE SAFELY. STARTING IN AUGUST, SEPTEMBER, WE DID OUR FIRST ROUND OF PUBLIC MEETINGS THAT WERE BASED ON THE 11 PRIORITY CORRIDORS. YOU CAN SEE SOME PHOTOS THERE OF THE DIFFERENT PEOPLE THAT WE MET WITH. THE FIRST ROUND OF MEETINGS WAS JUST TO GET INPUT ON WHAT THE PROBLEMS WERE, BECAUSE WE DIDN'T WANT TO COME IN WITH SOLUTIONS UNTIL WE UNDERSTOOD WHAT THE ISSUES ARE THAT WE NEEDED TO ADDRESS. SO THIS IS JUST TO GIVE YOU A SENSE OF WHAT IT'S GOING TO LOOK LIKE. SO THESE ARE THE DIFFERENT COMPONENTS OF THE SAFETY ACTION PLAN. AND WHAT WE'RE LOOKING TO DO IS TO GET THAT SAFETY ACTION PLAN OUT FOR REVIEW. FIRST PART OF MARCH, GET SOME COMMENTS IN THE FIRST COUPLE WEEKS OF MARCH, AND THEN INCORPORATE THOSE REVISIONS TO THEN TAKE THIS PLAN TO THE MPO BOARD FOR APRIL APPROVAL. LAST YEAR, THE DEADLINE FOR APPROVAL OF A SAFETY ACTION PLAN TO BE ELIGIBLE FOR THE PARTNERS TO PURSUE IMPLEMENTATION GRANTS WAS APRIL 30TH. SO WE HAVE NOT HEARD DIFFERENTLY. SO WE'RE MOVING FORWARD WITH THAT DATE IN MIND. BUT EVEN AFTER THIS PLAN IS APPROVED, I MENTIONED THAT THERE WILL BE ADDITIONAL ACTIVITY GOING ON. SO WE'LL BE FINALIZING OUR ACTION PLANS. COULD WE LOOK AT RELOCATING THE BUS STOPS TO A DIFFERENT LOCATION IF WE CAN'T RELOCATE THEM, CAN WE LOOK AT DOING A MID-BLOCK CROSSING THAT ALLOWS FOR SAFE CROSSING. SO THERE'S A VARIETY OF DIFFERENT APPROACHES THERE. JUST SO YOU ALL KNOW, THE STATE DID AN ANALYSIS OF THE CORRIDORS THAT HAD THE GREATEST RISK FOR VULNERABLE ROADWAY USERS. SO PEOPLE NOT IN A VEHICLE LIKE BICYCLING OR WALKING. AND THE BROWARD BOULEVARD SEGMENT FROM 95 EAST INTO DOWNTOWN FORT LAUDERDALE IS ONE OF THE WORST IN THE STATE. AND SO THAT IS ONE OF THE CORRIDORS THAT WE'RE LOOKING AT AND MAKING RECOMMENDATIONS, JUST AS I MENTIONED, ABOUT ADDRESSING HOW PEOPLE MIGHT CROSS THE STREET AFTER THEY GET ON OR OFF OF US. IF YOU CAN STILL HEAR ME, THERE'S WAS A SERIOUS CRASH WITH A PEDESTRIAN WHO WAS TRYING TO WALK FROM THE BUS STOP ACROSS TO A VA CLINIC IN EITHER PLANTATION OR SUNRISE MAYBE A YEAR OR TWO AGO.
