MOTION TO RECOMMEND BROWARD MPO APPROVE THE DRAFT BROWARD SAFETY ACTION PLAN B SAP EXECUTIVE PLAN PRESENTATION BY JAMES.

SINCE WE DID A PRESENTATION LAST MONTH ON THIS TOPIC, I GUESS IT'S THE DISCRETION OF THE CHAIR AND THE COMMITTEE IF YOU WOULD LIKE TO HAVE ME GO THROUGH THE PRESENTATION AGAIN. IF NOT, I HAVE A FEW COMMENTS I CAN ADD.

I THINK BETTER TO GO THROUGH THE PRESENTATION BECAUSE ALL OF OUR ALL OF US MAY NOT BE IN THE COMMITTEE MEMBER OF YOUR SAFETY COMMITTEE.

SOUNDS FINE. YEAH, WELL, WE ALSO DID IT TO THE TECHNICAL ADVISORY COMMITTEE , TOO, SO.

OKAY. ANYWAY, I'LL, BE BRIEF, KNOWING THAT SOME OF YOU HAVE SEEN THIS BEFORE.

TODAY, WE ARE BEFORE YOU TO REQUEST THAT YOU RECOMMEND THAT THE BROWARD MPO BOARD APPROVE THE BROWARD SAFETY ACTION PLAN EXECUTIVE PLAN.

WE HAVE ACCELERATED THE SUBMITTAL OF THIS PLAN TO THE COMMITTEE HERE BECAUSE OF SOME CONDITIONS COMING UP WITH FUNDING OPPORTUNITIES FOR THE SAFE STREETS AND ROADS FOR ALL IMPLEMENTATION PROGRAM. IF WE FOLLOW THE SCHEDULE FROM LAST YEAR, THE BOARD WOULD HAVE HAD TO HAVE APPROVED THE SAFETY ACTION PLAN BY APRIL 30TH FOR OUR LOCAL PARTNERS TO QUALIFY FOR FUNDING APPLICATIONS THIS YEAR.

SO WE HAVEN'T HEARD ANYTHING DIFFERENT, BUT WE'RE PROCEEDING WITH THAT SCHEDULE.

SO THE IDEA WITH THE SAFETY ACTION PLAN, EXECUTIVE PLAN IS PRESENTING A PLAN THAT MEETS THE REQUIREMENTS FOR AN ELIGIBLE SAFETY PLAN THAT ADDRESSES ALL THE COMPONENTS. KNOWING FULLY THAT WE HAVE NOT COMPLETELY DEVELOPED ALL THE CONCEPTS IN THE PLAN AND THAT WE WILL BE COMING BACK, WE HOPE, IN A FEW MONTHS WITH MORE DETAILS OF EXACTLY HOW CERTAIN PROJECTS AND POLICIES AND RECOMMENDATIONS WILL GO FORWARD.

BUT WE HAVE DONE QUITE A LOT OF WORK, AND WE FEEL THAT THIS IS GOOD NOW FOR A STANDALONE PLAN IN AND OF ITSELF.

JUST A REMINDER, THE IDEA BETWEEN THE IDEA BEHIND THE SAFETY ACTION PLAN IS TO DEVELOP A DATA DRIVEN PLAN SO THAT WE'RE LOOKING AT THE DATA THAT WE HAVE AVAILABLE, ACKNOWLEDGING THE IMPERFECTIONS OF THAT DATA, AND THAT THERE ARE THINGS THAT WE DO NOT KNOW EXACTLY WHAT IS GOING ON.

WE FOR EXAMPLE, ASSUME THAT A LOT OF PED AND BIKE CRASHES ARE UNDERREPORTED.

WE WANT AN ACTION ORIENTED PLAN. THE IDEA OF A PLAN IS NOT JUST TO COME UP WITH SOME NICE IDEAS, BUT TO FIGURE OUT HOW TO MOVE THEM FORWARD. AND THEN THE GOAL IS TO REDUCE SEVERE INJURIES AND DEATHS ON OUR ROADWAYS TO ZERO, AND SET A DATE FOR THAT. WE RECEIVED A $5 MILLION GRANT, PARTNERED WITH THE BROWARD COUNTY GOVERNMENT TO PURSUE THIS GRANT, AND THE MPO IS ADMINISTERING THE GRANT AND BROWARD COUNTY IS PROVIDING IN-KIND SERVICES AND IN-KIND LOCAL MATCH FOR SERVICES ON THREE DIFFERENT STUDIES THAT ARE GOING FORWARD.

AND THEN THE THREE MAIN OUTCOMES WE'RE LOOKING AT IS CREATING AN ACTION PLAN WITH A GOAL, WITH A MILESTONE DATE FOR REDUCING OR ELIMINATING SEVERE INJURY AND DEATH ON OUR ROADWAYS.

IDENTIFYING PROJECTS. AND I MENTIONED GET THEM READY FOR PROGRAMING AND IMPLEMENTATION, AND THEN ALSO IDENTIFY POLICIES AND PROGRAMS THAT WILL SUPPORT THE GOAL OF REDUCING DEATH AND SERIOUS INJURY. I MENTIONED A LITTLE BIT EARLIER THAT THE PLAN FOR IT TO BE ELIGIBLE HAS TO MEET SEVERAL COMPONENTS.

WE'RE REFERRING THEN ON THE RIGHT COLUMN TO THE COMPONENTS THAT MAKE A PLAN ELIGIBLE FROM LAST YEAR'S NOTICE OF FUNDING OPPORTUNITY.

WE FULLY EXPECT TO GET GUIDANCE ON NUMBER FIVE THAT USED TO BE EQUITY CONSIDERATIONS.

WE'RE NOT SURE WHAT THAT DIRECTION IS GOING TO BE NOW. SO WE HAVE INFORMATION ON EQUITY OR DEMOGRAPHICS WHATEVER IT'S GOING TO BE.

AND WE HAVE A CROSSWALK HERE. THEN FOR THE REVIEWERS TO BE ABLE TO LOOK AND SEE.

HERE'S A COMPONENT. HERE'S THE PAGE WHERE WE ARE ADDRESSING THESE PARTICULAR CRITICAL ISSUES.

SO WITH THAT THEN I JUST WANT TO TAKE A BRIEF MOMENT AND GO THROUGH EACH OF THE COMPONENTS.

AND THAT WAY GIVE YOU AN OVERVIEW OF THE PLAN ITSELF.

SO FIRST COMPONENT IS LEADERSHIP COMMITMENT AND GOAL SETTING.

SO THAT INVOLVES HAVING A OFFICIAL APPROVAL FROM AN ELECTED BOARD OR LEADERSHIP.

SO THAT WOULD BE THE REASON WHY WE'RE TAKING THE PLAN TO THE MPO BOARD FOR APPROVAL.

GOAL SETTING IS LOOKING AT A MILESTONE YEAR TO REDUCE OR ELIMINATE DEATH AND SERIOUS INJURIES. AND SO WE HAVE COME UP WITH A GOAL YEAR OF 2050 THAT IS IN LINE WITH A NUMBER OF OTHER GOALS NATIONALLY AND IN THE REGION. AND THEN THE GRAPHIC ON THE RIGHT THERE IS THE CONSULTANT'S VIEW OF TAKING A HOLISTIC APPROACH, THAT IT'S NOT GOING TO BE ONE SOLUTION THAT WILL GET US TO REDUCE DEATH AND SERIOUS INJURY, BUT IT'LL BE A COMBINATION OF LOW COST IMPROVEMENTS, MAJOR CAPITAL IMPROVEMENTS, SPEED REDUCTION STRATEGIES, CHANGES IN DRIVING PATTERNS, MAYBE MORE PEOPLE WALKING AND BICYCLING AND SOME TECHNOLOGY.

SO IT'S A CUMULATIVE APPROACH THAT'S HOLISTIC.

THE NEXT ELEMENT IS HAVING A PLANNING STRUCTURE, WHERE WE NEEDED TO HAVE A DIVERSE GROUP THAT PROVIDED GUIDANCE FOR THE DEVELOPMENT OF THE PLAN, AND SO WE ENDED UP CREATING TWO COMMITTEES AND OVERSIGHT COMMITTEE THAT PROVIDES HIGH LEVEL GUIDANCE FOR THE DEVELOPMENT OF THE PLAN.

THEY MEET QUARTERLY AND THEN A TECHNICAL WORKING GROUP THAT MEETS MONTHLY, SIMILAR TO THE TECHNICAL ADVISORY COMMITTEE HERE THAT DEALS WITH MORE OF THE DETAILS, MORE OF THE TECHNICAL SIDE OF WHAT'S GOING FORWARD. AND WE'RE PROUD TO SAY THAT THE COMMITTEES REPRESENT MORE THAN TYPICAL TRANSPORTATION, THAT WE PEOPLE THAT WE TALK TO. THERE ARE LAW ENFORCEMENT PROFESSIONALS FROM THE HEALTH COMMUNITY, PRIVATE SECTOR, BUSINESS INTERESTS AND ALSO COMMUNITY CHAMPIONS.

WE NEEDED TO DO A SAFETY ANALYSIS, SO WE TOOK THE DATA THAT IS AVAILABLE THROUGH SIGNAL FOUR AND THEN ALSO SOME INFORMATION FROM THE ABOUT THE RAILROADS DEVELOPED A HIGH INJURY NETWORK THAT SHOWS THE CONCENTRATION OF DEATH CRASHES THAT RESULT IN DEATH AND SERIOUS INJURY IN OUR ROADWAY.

IT ENDED UP BEING ABOUT 6% OF OUR ROADWAYS ACCOUNT FOR 77% OF THE CRASHES.

AM I GETTING. YEAH. GOOD. I REMEMBERED THAT CORRECTLY.

SO IT'S ABOUT 380 MILES. THAT ACCOUNT FOR 77% OF THE DEATH AND SERIOUS INJURY CRASHES ON OUR ROADWAYS.

WE ALSO LOOKED AT A HIGH RISK NETWORK LOCATIONS THAT AREN'T NECESSARILY EXPERIENCING THE DEATH AND SERIOUS INJURIES.

NOW, BUT DO HAVE THE CHARACTERISTICS OF THOSE ROADWAYS TEND TO BE KIND OF SIX LANE ROADWAYS, SPEED LIMITS AROUND 45 TO 50. AND THEN WE USED THIS INFORMATION TO PRIORITIZE AND IDENTIFY 11 CORRIDORS THAT WE MOVE FORWARD FOR CORRIDOR CONCEPT DESIGN. SO THESE ARE THE ONES THAT WE WILL MORE FULLY DEVELOP, HAVE COST ESTIMATES, SCOPES OF WORK AND LOOK TO SEE TO ADD TO OUR 2050 METROPOLITAN TRANSPORTATION PLAN FOR FUNDING.

WE ALSO THEN DID SAFETY ANALYSIS IN EIGHT DIFFERENT FOCUS AREAS.

WORKING WITH BROWARD COUNTY. WE DEVELOPED THE INITIAL SCOPE THAT THERE WERE CERTAIN AREAS WE WANTED TO FOCUS ON, SO WE WANTED TO LOOK AT SAFETY AROUND SCHOOLS, SAFETY ALONG THE RAIL CORRIDORS RELATED TO LIGHTING, TO MID-BLOCK CROSSINGS, ALL THESE DIFFERENT THINGS. AND SO EACH OF THESE FOCUS PLANS RESULTED IN ANALYSIS AND THEN CONSIDERATION OF ALTERNATIVES AND RECOMMENDATIONS THAT ARE INCORPORATED IN THE FINAL RECOMMENDATIONS PACKAGE AT THE END.

THE FOCUS PLANS ALSO HELPED US LOOK AT SOME POLICY AND PROCESS CHANGE RECOMMENDATIONS, AND WE ARE FOLLOWING THE SAFE SYSTEM APPROACH THAT IN THE LAST, A LITTLE OVER TWO MONTHS AGO, THEY CHANGED SOME OF THE WORDING. SO WE'RE DEALING WITH SAFER PEOPLE, SAFER VEHICLES. IT USED TO JUST SAY SAFE SAFE PEOPLE, SAFE VEHICLES.

BUT WE'RE TRYING TO BE SAFER. SO THAT'S THE APPROACH THAT WE'RE TAKING.

IT'S A HOLISTIC VIEW THAT IT'S NOT ONE PERSON.

IT'S NOT JUST THE DRIVER DRIVING POORLY, BUT IT'S A QUESTION OF OUR ROADWAYS AND OUR EMERGENCY RESPONSE AND ALL THESE DIFFERENT THINGS THAT WILL LEAD US TO A SAFER ROADWAY NETWORK. NEXT COMPONENT IS STRATEGY AND PRODUCT SELECTION.

SO WE HAD TO NOT ONLY COME UP WITH ANALYSIS BUT MAKE RECOMMENDATIONS.

AND THERE'S AN EXAMPLE HERE FROM OUR RAIL SAFETY PLAN SAFETY ACTION PLAN THAT TALKED ABOUT SOME OF THE RECOMMENDATIONS, RECOGNIZING THAT THERE IS ALREADY ONGOING ACTIVITY TO DEAL WITH RAIL SAFETY, BUT THAT WE'RE LOOKING AT SOME SPECIFIC AREAS THAT COULD USE IMPROVEMENTS.

AND SO 8 FOCUS PLANS AND 11 PRIORITY CORRIDORS EACH HAVE RESULTED IN RECOMMENDATIONS.

WE'RE ALSO LOOKING AT SOME OPPORTUNITIES FOR FUNDING AND THAT WILL HAVE AN IMPACT ON WHO IMPLEMENTS THEM AND HOW THAT WILL HAPPEN.

SO IF IT GOES THROUGH OUR MTP PROCESS THAT FOLLOWS ONE VIEW, IF IT GOES THROUGH A LOCAL CAPITAL IMPROVEMENTS PLAN OR BROWARD COUNTY SURTAX THERE ARE DIFFERENT WAYS AND DIFFERENT SCHEDULES FOR IMPLEMENTATION. NEXT COMPONENT IS ENGAGEMENT AND COLLABORATION.

WE HAD A FOUR PHASE APPROACH TO REACHING OUT TO THE PUBLIC.

STARTED OFF WITH JUST GENERAL PUBLIC AWARENESS AND EDUCATION.

WE DIDN'T WANT TO COMPETE WITH THE 2050 MTP OUTREACH THAT WAS GOING ON, BUT STARTING IN THE FALL, WE IDENTIFIED OUR 11 PRIORITY CORRIDORS AND DID THE FIRST ROUND OF PUBLIC OUTREACH AND HAD SOME NICE MEETINGS WITH MAQSOOD AND OTHERS.

ANYWAY, SO WE HAVE 11 MEETINGS. WE DID HAVE TO ADJUST SOME OF THOSE MEETINGS DUE TO TWO DIFFERENT HURRICANES COMING THROUGH, BUT WE MADE IT THROUGH THOSE MEETINGS. WE DID AN EVALUATION OF HOW EFFECTIVE OUR OUTREACH WAS, DID SOME TWEAKS AND ADJUSTMENTS. AND THEN WE ARE NOW IN PHASE FOUR, WHERE WE HAD OUR SECOND ROUND OF PUBLIC MEETINGS IN FEBRUARY.

AND THEN WE'RE PREPARING FOR ROADSHOWS AND TECHNICAL TRAINING EVENTS.

AND I APPRECIATE SOME OF YOU GOT BACK TO ME. WE'RE TRYING TO FIND OUT IF THERE ARE EVENTS GOING ON IN YOUR COMMUNITY WHERE WE CAN PIGGYBACK AND COME AND TALK TO YOU MORE ABOUT DIFFERENT SAFETY THINGS GOING ON. AND HERE ARE SOME EXAMPLES AN OF SOME OF THE SOCIAL MEDIA THAT WE HAD.

AND THEN FINALLY THE LAST COMPONENT IS A PROGRESS AND TRANSPARENCY METHOD.

SO WE NEED TO MAKE AVAILABLE THE INFORMATION FROM THE SAFETY ACTION PLAN ON OUR WEBSITE.

THE REPORT CARD WILL BE THE WAY TO TELL OUR USDOT PARTNERS THAT HERE'S THE PROGRESS WE'RE MAKING ON THE DIFFERENT RECOMMENDATIONS.

AND THEN WE'VE ALSO DEVELOPED A SAFETY DASHBOARD AND ARE VERY EXCITED TO GET THAT ON OUR WEBSITE, WHERE YOU CAN GO IN AND LOOK AT THE DIFFERENT CRASHES THAT ARE GOING ON.

SO TODAY WE ARE COMING TO REQUEST THAT THE COMMITTEE HERE GIVE RECOMMENDATION THAT THE MPO BOARD APPROVE THE SAFETY ACTION PLAN.

WE'RE CONTINUING TO FINALIZE OUR ACTION PLANS AND DOING SOME POLICY ANALYSIS.

I DO WANT TO COME BACK TO THE POLICY QUESTION, BUT JUST TO LET YOU KNOW THAT AFTER THE BOARD APPROVAL IN APRIL, THERE WILL BE PURSUIT OF A IMPLEMENTATION GRANT PROCESS 4A LOOKING AT RICHARD WITH 31ST AVENUE IN FIVE DIFFERENT CITIES AND UNINCORPORATED BROWARD CONTINUING REFINEMENT OF THE DETAILS OF THE PRIORITY CORRIDOR RECOMMENDATIONS, SOME ADDITIONAL WORK ON QUICK BUILD PROJECTS.

SAFE STREETS DESIGN MANUAL. A THOUSAND LITTLE THINGS PROGRAM.

THESE IDEAS A LOT OF QUICK FIXES THAT COULD GO ON.

AND I MENTIONED THEN GOING OUT TO THE PUBLIC WITH THE SAFETY ROAD SHOW AND A DESIGN MANUAL.

BUT BEFORE I MOVE ON FROM THE POLICY ANALYSIS, I DID WANT TO MENTION THAT WE DID POST THE PLAN ITSELF FOR PUBLIC COMMENT, AND WE SEND EMAILS OUT TO THE MEMBERS OF OUR OVERSIGHT COMMITTEE AND TECHNICAL WORKING GROUP.

WE SEND EMAILS TO OUR MPO BOARD, CITY MANAGERS, TECHNICAL ADVISORY COMMITTEE , CITIZENS ADVISORY COMMITTEE .

ALL THE ATTENDEES THAT SIGNED IN FOR OUR PUBLIC WORKSHOPS RECEIVED AN EMAIL, AS DID THE PEOPLE WHO RECEIVE OUR MOBILITY MONDAY E-BLAST.

AND THEN SOME A GROUP THAT WE WENT TO CITY MANAGERS ASSOCIATION AND ITE WE PRESENTED TO THEM.

SO WE SENT EVERYBODY AN EMAIL LETTING THEM KNOW THAT THE PLAN WAS UP FOR REVIEW AT THE BEGINNING OF MARCH, AND WE RECEIVED OVER 400 COMMENTS, NOT 400 INDIVIDUALS, BUT SOME PEOPLE HAD MORE COMMENTS THAN.

SO I'LL GO AND GET STARTED. I'D LIKE TO INTRODUCE YOU ALL TO REV.

WHAT IN THE WORLD IS REV? THIS PROGRAM IS CALLED ROADS FOR ECONOMIC VITALITY.

AND IT YOU MIGHT KNOW IT AS THE FORMER CSLIP PROGRAM.

SO C SLIP OR COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM IS NOW KNOWN AS REV.

SO AS PART OF THE OR SORRY, BASICALLY, THE MPO BOARD CREATED THE PROGRAM, AS YOU KNOW, C SLIP IN 2015.

AND SINCE THEN, STAFF HAS COMPLETED NINE CYCLES OF C SLIP.

SINCE 2015, FDOT HAS CONVERTED THESE PROJECTS TO BE DELIVERED VIA LAP.

POST PANDEMIC COSTS TO IMPLEMENT THESE PROJECTS HAVE RISEN DRASTICALLY AND OVER THE YEARS, ADJUSTMENTS TO THE EVALUATION CRITERIA AND POLICIES TO C SLIP HAVE BEEN IMPLEMENTED.

THE MOST RECENT BEING IN 2023. SO AS PART OF THE 2050 METROPOLITAN TRANSPORTATION PLAN REV NOW FITS UNDER THE UMBRELLA OF THE ROADS FOR FAMILIES PROGRAM, WHICH IS FORMALLY KNOWN AS THE COMPLETE STREETS PROGRAM.

FOR THE PROGRAM STATUS UPDATE IN OUR CYCLE EIGHT, WE RANKED 19 PROJECTS FROM 14 DIFFERENT AGENCIES, AND THREE PROJECTS WERE AWARDED. IN CYCLE NINE THE MOST RECENT CYCLE, WE RANKED 14 PROJECTS FROM 12 AGENCIES.

THESE PROJECTS HAVE NOT YET BEEN AWARDED, BUT WE WILL PRIORITIZE HIGH RANKING PROJECTS IN THE UPCOMING LOPP OR LIST OF PRIORITY PROJECTS.

LOOKING AHEAD GIVEN THE NEED TO UPDATE THE REV PROGRAM AND COVER COST OVERRUNS OF EXISTING AWARDED PROJECTS, THE MPO STAFF WILL NOT CONDUCT AN APPLICATION CYCLE IN 2025.

SO WHAT DOES THAT MEAN? IT MEANS WE WILL NOT HOLD PRE-APPLICATION MEETINGS NOR A PRE- APPLICATION WORKSHOP IN 2025.

THE ONLINE SUBMITTAL PORTAL WILL NOT BE OPEN TO ACCEPT NEW APPLICATIONS, AND SO THAT MEANS WE WILL HAVE NO RANKING AND PRIORITIZATION OF NEW PROJECTS IN 2025.

SO WHY ARE WE SKIPPING A CYCLE? SO CHANGES IN WASHINGTON HAVE PROMPTED MPO STAFF TO REVISE THE PROGRAM POLICIES AND CRITERIA TO ALIGN WITH NEW DIRECTIVES FROM THE US DEPARTMENT OF TRANSPORTATION. THIS PAUSE WILL ALLOW STAFF TO PROPOSE CHANGES TO THE POLICIES AND EVALUATION CRITERIA TO ALIGN WITH THE 2050 MTP AND THE BROWARD SAFETY ACTION PLAN. THIS IS ALSO AN OPPORTUNITY TO ADDRESS FUNDING THE BACKLOG OF PROGRAM PROJECTS, SINCE FUNDING OF PREVIOUSLY AWARDED PROJECTS TAKES PRECEDENCE OVER NEW AWARDS TO ENSURE PRIOR REV COMMITMENTS ARE MET.

SO ANY UPDATES? I WILL BE POSTED ON OUR WEB PAGE.

AND THAT THOSE FUNDS WILL BE USED TO IMPLEMENT THE PREVIOUSLY AWARDED OR PREVIOUSLY PROGRAMED CSLIP OR REV PROJECTS.

AND HOW MANY OF THOSE PROJECTS ARE CURRENTLY FACING FUNDING SHORTFALLS? I'M NOT SURE IF I CAN ANSWER THAT OFF THE TOP OF MY HEAD.

I MIGHT TURN TO MR. BILL CROSS. YEAH. LET ME JUMP IN HERE.

THROUGH THE CHAIR, IF I COULD. SO, YEAH, OUR PROGRAM IS ABOUT $10 MILLION A YEAR.

THE COST OVERRUNS ON THE PROJECTS THAT WERE SUBMITTED PREVIOUSLY ARE IN THE 40 TO 50% NEIGHBORHOOD.

PER PROJECT. THEY'RE MASSIVE. AND IT'S NOT JUST THE CONSTRUCTION COSTS, BUT IT'S ALSO THE PROFESSIONAL SERVICES HAVE ALSO INCREASED SUBSTANTIALLY.

AND THAT'S KIND OF ON TOP OF JUST THE WAY THINGS HAVE WORKED OUT.

WE APPROVED MANY YEARS AGO NOW. A LOT OF PROJECTS IN SINGLE, YOU KNOW, IN A JUST ONE CYCLE, SOMETIMES A HALF A DOZEN PROJECTS. AND WE'RE NOW MOVING INTO THE CONSTRUCTION CYCLE FOR THOSE.

SO THOSE ARE THE MOST EXPENSIVE PHASES TO FUND.

SO YOU KNOW, OUR KIND OF PHILOSOPHY HAS ALWAYS BEEN THAT PROJECTS THAT HAVE PREVIOUSLY BEEN AWARDED, WE WANT TO PROTECT THOSE. WE WANT TO DELIVER THOSE AND MAKE GOOD ON THAT COMMITMENT BEFORE WE DO ANYTHING ELSE.

SO CONFLUENCE OF ISSUES, AS KERRIE POINTED OUT, BETWEEN THE CHANGES THAT ARE HAPPENING AT THE FEDERAL GOVERNMENT, THE COST OVERRUNS THAT WE'RE DEALING WITH, THE FACT THAT WE WOULD LIKE AN OPPORTUNITY TO RELOOK AT HOW WE'RE EVALUATING THESE PROJECTS, TO TRY TO MAKE IT A LITTLE MORE CONSISTENT WITH THE NEW 2050 MTP METHODOLOGY.

AND I THINK KERRIE ALSO MENTIONED WE WANT TO TRY TO PUT TOGETHER A PROGRAM THAT'S A LITTLE BIT MORE TRANSPARENT SO THAT YOU'LL BE ABLE TO PERHAPS TEST YOUR PROJECTS BEFORE YOU SUBMIT THEM. SO WE HAVE SOME AMBITIOUS GOALS HERE.

AND, YOU KNOW, IN TALKING WITH OUR PARTNERS AT FDOT, THEY ASKED IF WE WOULD, YOU KNOW, THEY'RE SUPPORTIVE OF US TAKING THIS PAUSE.

AND I KNOW THAT THE COST ESTIMATES THAT WERE SUBMITTED BY THE CITIES AS PART OF THEIR APPLICATION PROCESS YOU KNOW, WE CERTAINLY REVIEW THEM. FDOT REVIEWS THEM. SO I DON'T KNOW THAT THERE WAS LIKE A SYSTEMIC FAILURE OF THE ORIGINAL COST ESTIMATES.

HOWEVER, YOU KNOW, NONE OF US REALLY FORESAW COVID AND THE DISRUPTION TO THE CHAIN OF, YOU KNOW, AND NOW WE'VE GOT THESE TARIFFS POTENTIALLY COMING ON STEEL.

SO YEAH, IT'S BEEN SO AGAIN, I DON'T WE WILL CERTAINLY LOOK TO SEE IF THERE'S SOME SYSTEMIC CHALLENGES WITH THE COST ESTIMATES THAT WE'RE GETTING. BUT I THINK THERE WERE SOME EXTERNAL FACTORS THAT WE REALLY COULDN'T HAVE EVER.

SO WE'RE NOW, YOU KNOW, DOING OUR BEST TO DEAL WITH THOSE.

AND THEN HOPEFULLY KERRIE CAN ANSWER THIS ONE INSTEAD OF BILL.

THE POLICY CHANGES DO YOU ANTICIPATE THOSE COMING ALL AT ONCE OR DO YOU SEE THEM IN PACKAGES AND DO YOU HAVE A TIMELINE FOR THAT? THAT'S A GOOD QUESTION. I THINK IDEALLY I'D LIKE TO BRING THEM ALL AT ONCE INSTEAD OF BRINGING IN PIECEMEAL.

BUT IF THE QUANTITY COSTS OR I'M SORRY IF THE MATERIAL COSTS HAVE CHANGED, THAT'S WHERE WE'RE GOING TO DO OUR BEST TO TRY AND ABSORB THAT, THAT COST INCREASE. BUT WE DON'T WANT TO DO IT ALL AT ONCE. AND IF, SAY, FOR EXAMPLE, FOR OUR CITY, IF THE ESTIMATOR SAY FOR EXAMPLE, $2 MILLION, NOW IT COMES $3 MILLION, WE EXPECTED THAT YOU ARE GOING TO GIVE US $2 MILLION.

AT THE MOMENT, THE REVV POLICY STATE THAT IF A CHANGE IN PROJECT SCOPE THAT AFFECTS THE BUDGET FOR THE PROJECT BEYOND A CERTAIN THRESHOLD, WELL, THAT WILL TRIGGER A RE-REVIEW BY THE BOARD.

SO SAY THE PROPOSAL IS TO CUT THE PROJECT IN HALF AND LIKE THE PROJECT LENGTH, FOR EXAMPLE, IN HALF IN ORDER TO BE ABLE TO YOU KNOW, DEAL WITH THOSE COST OVERRUNS.

AS YOU SEE. AND THEN HERE'S A PICTURE ON STIRLING ROAD EASTBOUND ON THE BRIDGE.

IT GOES OVER FLORIDA'S TURNPIKE. AND THEN THIRD IS ON STIRLING ROAD AND STATE ROAD 7.

THAT'S REALLY LOOKING AT THE INTERSECTION OF THOSE TWO ROADWAYS.

AND THAT STUDY AREA. AND HERE'S A PICTURE LOOKING NORTHBOUND AT THAT INTERSECTION.

SO HERE FOR A PROJECT PURPOSE AND NEED. THE WAY WE'RE LOOKING AT IT IS IN FOUR AREAS.

FIRST IS ENHANCING FLORIDA'S TURNPIKE ACCESS IN THIS AREA.

THE ADJACENT INTERCHANGES ARE AT HOLLYWOOD AND AT GRIFFIN.

AND SO THIS IS ANOTHER WAY TO ENHANCE THAT FLORIDA'S TURNPIKE ACCESS AND PROVIDE RELIEF TO THOSE TWO BUSY INTERCHANGES THERE.

TWO IS ACCOMMODATE TRANSPORTATION DEMAND LOOKING AT YEAR 2050.

THIRD IS IMPROVING THE TRAVEL TIME RELIABILITY.

I'M GOING TO GO BACK. SOMETIMES IT MIGHT HAVE MIGHT HAVE A MIND OF ITS OWN.

IMPROVING TRAVEL TIME, RELIABILITY ESPECIALLY ALONG STATE ROAD 7 AND ALONG THE TURNPIKE THAT WE'RE SEEING IMPROVEMENTS THERE.

AND THEN ALSO IMPROVING EMERGENCY RESPONSE. IN THIS AREA FLORIDA'S TURNPIKE IS A EMERGENCY CORRIDOR FOR PEOPLE IN THE AREA.

SO HELPING TO ENHANCE THAT. SO THIS SLIDE SHOWS AN EXISTING VIEW OF THE AREA LOOKING NORTH AT STIRLING ROAD AND TURNPIKE. SO TURNPIKE IS GOING NORTH AND SOUTH ON THIS ON THIS SLIDE.

AND JUST TO POINT OUT BEFORE I SHOW PROPOSED RENDERING IN THIS AREA, REALLY THE IMPACTS THAT WE SEE TO PROPERTIES WITH CURRENT ALTERNATIVE, IT'S EASIER TO SEE WITH THE EXISTING. ON THE NORTHWEST SIDE THERE'S AN EMPTY LOT THERE.

THERE WOULD BE AN IMPACT THERE. THAT NORTHWEST SIDE OF THE INTERCHANGE.

SOUTHEAST SIDE. THERE IS AN EXISTING CHURCH THERE.

THAT WOULD HAVE AN IMPACT AND POTENTIAL RELOCATION WITH THE INTERCHANGE.

AND THEN ON THE NORTHEAST SIDE THERE ARE TWO CHURCHES.

AND IT WOULD HAVE MINOR IMPACTS TO THOSE AND SOME ACCESS MANAGEMENT CHANGES THAT WE'LL GET INTO.

AND THEN OTHERWISE SOME OTHER MINOR RIGHT OF WAY AND OTHER AREAS.

SO I'M GOING TO TALK THROUGH WHAT'S SHOWN AS A PROPOSED INTERCHANGE.

SO AS YOU SEE HERE THIS IS A RENDERING STILL LOOKING NORTH.

AND I'M GOING TO TALK THROUGH ALL THE MOVEMENTS AS WE SEE IN THIS IS CALLED A PARTIAL CLOVERLEAF INTERCHANGE WITH TWO LOOPS ON THE NORTHWEST AND THE SOUTHEAST SIDE.

NUMBER ONE IS THE SOUTHBOUND OFF RAMP FROM TURNPIKE TO NORTH 64TH AVENUE DOWN TO STIRLING ROAD.

NUMBER TWO IS A WESTBOUND STIRLING ROAD TO SOUTHBOUND ON RAMP ON A TURNPIKE.

NUMBER THREE IS A WESTBOUND STIRLING ROAD TO NORTHBOUND ON RAMP.

NUMBER FOUR IS A LOOP RAMP EASTBOUND AND NORTHBOUND ON RAMP.

NUMBER FIVE IS A NORTHBOUND OFF RAMP GETTING OFF THE TURNPIKE TO STIRLING ROAD.

NUMBER SIX IS A NEW SEMINOLE ACCESS BRIDGE THAT WOULD BE OVER STIRLING ROAD TO SEMINOLE WAY TO HELP ALLEVIATE ESPECIALLY STATE ROAD 7 AND STIRLING ROAD FOR THE REGIONAL TRAFFIC IN THAT AREA. AND THEN NUMBER SEVEN, THIS WOULD BE A STIRLING ROAD BRIDGE REPLACEMENT TO ACCOMMODATE THE IMPROVEMENTS.

JUST A FEW THINGS TO NOTE. WE DO HAVE WHICH WILL BE SHOWN IN A TYPICAL SECTION LATER.

WE DO HAVE A SHARED USE PATH THAT'S PROPOSED HERE FROM NORTH 64TH AVENUE ALL THE WAY DOWN TO STATE ROAD 7.

CURRENTLY, THERE'S A SIDEWALK THERE WITH NO BIKE LANES.

AND SO WE'RE PROPOSING A 12 FOOT SHARED USE PATH THAT COULD BE USED FOR BICYCLISTS AND PEDESTRIANS AND GOES ALONG WITH THE ROADS FOR FAMILIES PROGRAM THAT I'VE HEARD THAT BROWARD MPO HAS. SO TREMENDOUS IMPROVEMENT THERE.

AND YOU CAN SEE THE PROPOSED TOLL SITES FOR THOSE RAMP MOVEMENTS.

HERE'S A DIFFERENT VIEW LOOKING EAST OF THE TURNPIKE. ZOOMED IN A LITTLE BIT, STILL LOOKING NORTH.

NUMBER THREE. THIS RELATES TO THE SAME NUMBERS YOU SAW IN THE PREVIOUS SCREEN. JUST A LITTLE ZOOMED IN. NUMBER THREE IS THAT NORTHBOUND WESTBOUND TO NORTHBOUND ON RAMP.

NUMBER FOUR IS A LOOP RAMP. EASTBOUND TO NORTHBOUND.

NUMBER TWO IS THAT WESTBOUND OR SOUTHBOUND ON RAMP.

NUMBER THREE IS WESTBOUND STIRLING TO NORTHBOUND ON RAMP.

YOU WOULD ALSO BE ABLE TO TAKE A LITTLE SLIP RAMP OFF AS YOU'RE GETTING OFF SEMINOLE WAY TO GO WESTBOUND.

AND THEN ALSO THERE WOULD BE A RIGHT TURN LANE ON STIRLING ROAD TO GET ONTO SEMINOLE WAY.

AND THIS IS REALLY HAS A TREMENDOUS BENEFIT FOR STATE ROAD 7 IN PARTICULAR.

BY DOING THIS, AS WAS MENTIONED BEFORE, THIS WOULD REQUIRE THAT STIRLING ROAD BRIDGE REPLACEMENT WITH THOSE IMPROVEMENTS.

AS WELL AS MENTION THE STUDY AREA STIRLING ROAD AND STATE ROAD 7 INTERSECTION.

WE LOOKED AT VARIOUS OPTIONS AND OUR CURRENT ALTERNATIVE.

WE HAVE THE FOLLOWING THAT WE'RE PROPOSING. IT'S AN ADDITIONAL EASTBOUND LEFT TURN LANE TO STATE ROAD 7.

CURRENTLY THERE ARE TWO LANES TO BE ADDITIONAL LEFT TURN LANE, ADDITIONAL WESTBOUND LEFT TURN LANE AT STATE ROAD 7 ON STIRLING ROAD.

AND THEN YOU HAVE AN ADDITIONAL NORTHBOUND RIGHT TURN LANE ON STATE ROAD 7 TO STIRLING ROAD.

ALL FOUR LEGS OF THE INTERSECTION CURRENTLY HAVE A DEDICATED RIGHT.

AND THIS WOULD ADD THAT RIGHT TURN LANE. THE OTHER THING I WANT TO MENTION IS I MENTIONED BEFORE WOULD HAVE THAT 12 FOOT SHARED USE PATH ON THE NORTH AND SOUTH SIDE OF STIRLING ROAD, WEST OF STATE ROAD 7. THIS IS SHOWING A TYPICAL SECTION OF THE ROADWAY ON STIRLING ROAD BRIDGE.

SO ON THE TOP LEFT, WHAT YOU SEE IN THE GRAPHIC IS THE EXISTING TYPICAL SECTION ON THE BRIDGE, WITH THREE LANES IN EACH DIRECTION, WITH A SIDEWALK WITH A COVERED FENCE.

ON THE BOTTOM LEFT IS THAT PROPOSED TYPICAL SECTION.

SO SHOWN IN THE PROPOSED FIRST IS A ADDITIONAL EASTBOUND LANE FROM NORTH 64TH ARE ON THE BRIDGE.

AND THEN ADDITIONALLY THIS IS WHAT WAS MENTIONED BEFORE THOSE 12 FOOT SHARED USE PATH THAT WILL PROVIDE BETTER ACCESSIBILITY FOR PEOPLE IN THE AREA.

AND THEN IT WOULD HAVE THIS BRIDGE FENCING, AND IT ALSO WOULD HAVE A TRAFFIC BARRIER TO SEPARATE PEOPLE THAT ARE ON THE SHARED USE PATH FROM TRAFFIC.

SIMILARLY, IN STIRLING ROAD, FOR A TYPICAL SECTION, IF WE GO A LITTLE BIT FURTHER EAST FROM STATE ROAD 7 TO THE TURNPIKE, ON THE EXISTING IS THE TOP LEFT, WHERE YOU HAVE THREE LANES IN EACH DIRECTION WITH A SIDEWALK. BOTTOM LEFT YOU CAN SEE PROPOSED, WHICH IS VERY SIMILAR TO WHAT WAS SHOWN ON THE BRIDGE. YOU HAVE THAT ADDITIONAL EASTBOUND LANE WHICH WOULD TURN INTO THAT RIGHT LANE AT STATE ROAD 7 TO HELP ALLEVIATE THAT TRAFFIC.

YOU'D HAVE THAT 12 FOOT SHARED USE PATH ON BOTH SIDES.

AN IMPROVEMENT OVER THOSE SIDEWALKS. AND THEN YOU'D HAVE AN AUXILIARY LANE FROM STATE ROAD 7 TO TURNPIKE THAT WOULD TURN INTO THE RIGHT BOUND THE ON RAMP NORTHBOUND TO TURNPIKE. SO THAT'S THE ALTERNATIVE.

I'M GOING TO JUST TALK ABOUT THE SCHEDULE. SO RIGHT NOW WE'RE IN CONCEPT DEVELOPMENT AND SHARING WITH STAKEHOLDERS AND LOCAL MUNICIPALITIES AND COMMITTEES LIKE YOURSELF.

I JUST WANTED TO EXPRESS TO THE GROUP HERE THAT I'VE BEEN WORKING WITH JUSTIN ON THE DEVELOPMENT OF THE PD&E AS IT ASSOCIATES TO THE IMPROVEMENT OF TRAFFIC FLOW. OBVIOUSLY, STATE ROAD 7, WE'VE SEEN A SIGNIFICANT AMOUNT OF TRAFFIC FLOW.

THERE'S A LOT OF DEVELOPMENT IN WITHIN THE SEMINOLE TRIBE ITSELF, ALONG THE CORRIDOR ITSELF.

SO ONE OF THE THINGS THAT WE RECOGNIZE IS THAT HAVING THE INTERCHANGE WILL SIGNIFICANTLY HELP IMPROVE THE FLOW AND ALSO HELP WITH THE CONGESTION THAT WE'VE OBSERVED AT BOTH AT GRIFFIN AND HOLLYWOOD EXIT AS WELL.

SO OVERALL, IT'S A TREMENDOUS BENEFIT THAT WILL COME TO THE TO THE COMMUNITY, TO THE TRIBE AS WELL.

BECAUSE WE DO HAVE A LOT OF PATRONS THAT DO USE THOSE PARTICULAR EXITS TO GET TO IN AND OUT WITHIN OUR RESERVATION.

SO, SO WITH THAT BEING SAID, THERE'S ONGOING MEETING WITH US AND THE FLORIDA TURNPIKE ON THIS MATTER, AND WE'RE WORKING THROUGH THE AREAS THAT JUSTIN HIGHLIGHTED WITH THE LAND.

THOSE ARE DISCUSSIONS THAT WE'RE HAVING BETWEEN THE TURNPIKE AND MY, OUR COUNCIL, THE TRIBE COUNCIL ON AS WE SPEAK.
