I MENTIONED WE HAVE WE'RE WORKING THROUGH A GRANT THAT WE RECEIVED $5 MILLION, ONE OF THE HIGHEST IN THE NATION IN THE FIRST CYCLE AND BROWARD COUNTY IS PROVIDING A 1.25 MILLION LOCAL MATCH OF IN-KIND SERVICES FOR THREE DIFFERENT STUDIES THAT ARE GOING ON THE OUTCOMES THAT WE'RE EXPECTING, AND I'LL HIT ON THOSE A LITTLE BIT LATER, TOO, IS AN ACTION PLAN THAT HAS A MILESTONE DATE FOR WHEN WE WANT TO REDUCE OR ELIMINATE DEATH AND SERIOUS INJURY ON OUR ROADWAYS. WE WANT TO IDENTIFY PROJECTS AND GET THEM IN LINE FOR FUNDING AND IMPLEMENTATION, AND ALSO IDENTIFY PROGRAMS AND POLICIES TO IMPROVE SAFETY ON OUR ROADWAYS. THE SAFETY ACTION PLAN ITSELF, WE SENT IT OUT OR MADE IT AVAILABLE FOR PUBLIC COMMENT AT THE BEGINNING OF MARCH, AND WE SENT NOTICES TO THE BOARD MEMBER TO THE TECHNICAL ADVISORY COMMITTEE, CITIZENS ADVISORY COMMITTEE, CITY MANAGERS, MEMBERS OF OUR ADVISORY COMMITTEES FOR THE GROUP AND SOME OTHER DIFFERENT GROUPS, AND WE RECEIVED A TOTAL OF OVER 400 DIFFERENT COMMENTS, AND WE REVIEWED ALL OF THOSE AND COMPILED THOSE INTO THIS DOCUMENT THAT YOU SEE IN FRONT OF YOU. THINGS OF THAT SORT. THE SECOND COMPONENT THAT WE HAD TO ADDRESS THEN IS A PLANNING STRUCTURE, AND SO WE NEEDED TO HAVE A DIVERSE OVERSIGHT BOARD, AND SO WITH THAT, WE CREATED TWO COMMITTEES AN OVERSIGHT COMMITTEE THAT MET ON A QUARTERLY BASIS, THAT PROVIDED HIGH LEVEL DIRECTION, AND A TECHNICAL WORKING GROUP THAT MET MONTHLY. SO WE CAN GET INTO A LOT MORE DETAIL ABOUT THIS, BUT BASICALLY, WE TOOK THE DATA THAT WE HAVE THROUGH THE STATE'S CRASH REPORTING SYSTEM AND PULL THAT TOGETHER AND FIGURED OUT WHERE THE GREATEST NUMBER OF CRASHES ARE OCCURRING THAT RESULT IN DEATH AND SERIOUS INJURY. OVER HALF OF THOSE ARE STATE CORRIDORS, ABOUT 25% ARE COUNTY AND ABOUT 19% ARE LOCAL ROADS. WE ALSO DEVELOPED A HIGH RISK NETWORK TO UNDERSTAND WHERE CRASHES MAYBE AREN'T OCCURRING RIGHT NOW, BUT THE TYPES OF FACILITIES WHERE THEY'RE LIKELY TO OCCUR. SO TYPICALLY SIX LANE FACILITIES, SPEED LIMITS AROUND 40 TO 45, AND THEN WE USE THAT INFORMATION, [00:15:04] ALONG WITH SOME DEMOGRAPHIC ANALYSIS TO IDENTIFY 11 PRIORITY CORRIDORS, AND THOSE BECAME THE FOCUS FOR THE CORRIDOR CONCEPT PLANS WHERE WE DID PUBLIC OUTREACH, DEEPER LEVEL ANALYSIS TWO ROUNDS OF PUBLIC MEETINGS, AND THEN WE ARE GOING TO BE COMPLETING THOSE PLANS IN THE NEXT MONTH. LOOKING AT SPECIFIC AREAS OF INTEREST. WE DEVELOPED THIS SCOPE PRIOR TO WINNING THE GRANT, AND SO WE RECOGNIZE THERE ARE ISSUES AROUND SCHOOL ZONES. THERE'S ISSUES RELATED TO RAIL SAFETY AT THE CROSSINGS AND BETWEEN CROSSINGS, ISSUES RELATED TO LIGHTING TO MID-BLOCK, CROSSING ALL THESE DIFFERENT AREAS, AND SO WE DID AN IN-DEPTH ANALYSIS OF THOSE COMPONENTS AND CAME UP WITH SOME ALTERNATIVES AND RECOMMENDATIONS THERE THAT YOU'LL SEE A LITTLE BIT MORE IN A MINUTE. THE FOURTH COMPONENT THAT WE HAVE TO ADDRESS IS POLICY AND PROCESS CHANGE, AND SO IN THE DOCUMENT TOWARD THE BACK YOU'LL SEE A LOT OF DIFFERENT RECOMMENDED PROGRAMS AND POLICIES. WE'RE CONTINUING TO WORK OUT THE DETAILS WITH OUR PARTNER AT BROWARD COUNTY, BECAUSE THEY ARE GOING TO BE ONE OF THE PRIMARY IMPLEMENTERS, ALONG WITH WITH STATE DEPARTMENT OF TRANSPORTATION BUT WE WANTED TO HIGHLIGHT THAT IT'S A HOLISTIC APPROACH. SO IT'S NOT SAYING THAT THE SOLUTION LIES IN MORE ENFORCEMENT OR MORE WHATEVER. IT'S THE SYSTEM WORKING TOGETHER AS WE HAVE PEOPLE USE THE ROADS MORE SAFELY, SAFER VEHICLES MOVING AT SAFER SPEEDS. THE ROADS THEMSELVES DESIGNED AND THEN POST-CRASH CARE CAN MAKE A DIFFERENCE IN TERMS OF HOW QUICKLY PEOPLE CAN GET THE CARE THAT THEY NEED THAT CAN REDUCE THE DEATH AND SERIOUS INJURY RATES. ANOTHER COMPONENT THAT WE HAVE TO ADDRESS ALSO IS STRATEGY AND PROJECT SELECTIONS, AND SO FROM ALL THIS DIFFERENT ANALYSIS THAT WE DID AND I MENTIONED YOU SEE THE DIFFERENT FOCUS PLANS THERE ON THAT LIST. WE DEVELOPED SETS OF RECOMMENDATIONS OF ALMOST 60 DIFFERENT POTENTIAL PROJECTS. WE ALSO IDENTIFIED FUNDING OPPORTUNITIES, AND THEN WHO WILL BE THE RESPONSIBLE AGENCIES OR IMPLEMENTERS OF THOSE PROGRAMS. SO SOME OF THEM CAN GO THROUGH FEDERAL GRANT OPPORTUNITIES. SOME OF THEM CAN GO THROUGH OUR METROPOLITAN TRANSPORTATION PLAN. SOME CAN GO THROUGH COUNTY FUNDS, LOCAL FUNDS, MAYBE PRIVATE DEVELOPER CONTRIBUTIONS AS THEY COME IN AND DO DIFFERENT PROJECTS, AND WE OFFER THIS EXAMPLE HERE OF FROM THE RAIL SAFETY COMPONENT OF THE PLAN, OF SOME OF THE RECOMMENDATIONS THAT COME OUT OF SOME ACTUAL PHYSICAL IMPROVEMENTS IN SIX DIFFERENT LOCATIONS, AND MAYOR TRANTALIS, I WANT TO CONGRATULATE THE CITY OF FORT LAUDERDALE THAT IS ALREADY TAKING CARE OF ONE OF THESE POTENTIAL IMPROVEMENTS THAT WE IDENTIFIED THAT THERE WAS A GAP BETWEEN HARDY PARK AND THE RAILROAD TRACKS AND SO A SEPARATION THERE IS GOING TO BE COMING INTO PLAY WITH THE CITY. SO APPRECIATE THAT. WE ALSO HAD TO ADDRESS ENGAGEMENT AND COLLABORATION. SO WE DID A FOUR PHASE APPROACH WHERE WE STARTED OFF EARLY WITH SOCIAL MEDIA AND PRESS RELEASES AND OTHER INFORMATION TO MAKE PEOPLE AWARE OF SAFETY, OF STATISTICS, AND OF DIFFERENT TIPS FOR HOW TO TRAVEL SAFER. IN THE LATE SUMMER EARLY FALL, WE STARTED OUR FIRST ROUND OF PUBLIC OUTREACH TIED TO THOSE 11 PRIORITY CORRIDORS. AGAIN, A ROUND OF 11 DIFFERENT MEETINGS. WE HAD TO RESCHEDULE SOME OF THOSE A COUPLE TIMES BECAUSE OF HURRICANES, WHICH WAS A SCRAMBLE, AND SO WE APPRECIATE OUR PARTNERS HELPING ALL OF THAT. THERE HAS BEEN TALKS OF MONEY MOVING OUT OF THE TRANSPORTATION TRUST FUND AND INTO GENERAL FUND, WITH THE REASON TO GIVE THE LEGISLATURES MORE FLEXIBILITY ON HOW TO SPEND THOSE FUNDS. SO THEY'RE NOT COMMITTED TO THE TRANSPORTATION TRUST FUND. THE SENATE HAS SAID THAT THEY DON'T WANT TO REMOVE ANY FUNDING FROM FDOT BECAUSE THE STATE IS GROWING, AND WE DO NEED INFRASTRUCTURE. ON THE LOCAL SIDE, THERE'S A GLITCH BILL FOR THE LIVE LOCAL ACT, WHICH WILL EXPAND SOME OF ITS POWERS AND AUTHORITIES. I'M SURE OUR FRIENDS AT THE COUNTY ARE MONITORING THE LOCAL SURTAX BILL, WHICH WOULD REQUIRE THAT ALL LOCAL OPTION SURTAXES COME UP FOR ELECTION EVERY EIGHT YEARS. CHALLENGES WITH THAT IS THAT IF YOU'RE LOOKING FOR FEDERAL FUNDING, YOU NEED AT LEAST 20 YEARS OF SUSTAINABLE FUNDING TO MAINTAIN PROJECTS, AND WE ALSO HAVE A LOT OF PROJECTS IN THE HOPPER WHICH ARE RELYING ON THOSE OUTER YEAR FUNDS. OKAY. TWO MORE. THE UTILITY RELOCATION BILL. SO ORIGINALLY THIS STARTED OFF WITH JUST BROADBAND PROVIDERS, BUT IT WAS EXPANDED TO ALL UTILITIES. SO WHOMEVER IS IS DOING THE PROJECT WOULD HAVE TO PAY THE FULL COST OF RELOCATING UTILITIES. NOW THIS IMPACTS ANYBODY WHO HAS ROADS AND UTILITIES. SO PARTICULARLY FDOT. SO PARTICULARLY FDOT. IT WOULD IT WOULD BALLOON THEIR BUDGET. SO WHEN THEY'RE ALREADY LOOKING AT A REDUCED BUDGET PLUS THESE ADDED COSTS IT'S A LARGE HIT TO THEM, AND LASTLY THERE'S AN MPO BILL THAT DOES A COUPLE OF THINGS. ONE IS THE ELIMINATION OF THE MPOAC. ANOTHER ONE IS LOOKING AT ESTABLISHING PERFORMANCE MEASURES FOR MPOS, [01:05:04] AND WE ARE OKAY WITH PERFORMANCE MEASURES. AS I SAID EARLIER, YOU CAN'T SHOW PEOPLE HOW AWESOME YOU ARE UNLESS YOU HAVE A CEILING TO BREAK. SO I AM OKAY WITH PERFORMANCE MEASURES. SO THE ONLY THING THAT'S CHANGED AT THE MOMENT IS THE PROGRAM NAME, AND IT'S PART OF THE 2050 MTP REV NOW FITS UNDER THE UMBRELLA OF THE ROADS FOR FAMILIES PROGRAM, WHICH IS FORMERLY KNOWN AS THE COMPLETE STREETS PROGRAM. SO REV OR AGAIN FORMERLY CSLIP, HAS OPERATED ON AN ANNUAL BASIS FOR THE PAST NINE YEARS. SO SINCE 2015. JUST A QUICK UPDATE ON THE PROGRAM STATUS FROM CYCLE EIGHT, AND THOSE ARE PROJECTS THAT WERE SUBMITTED IN 2023. WE RANKED 19 PROJECTS FROM 14 DIFFERENT AGENCIES AND AWARDED. THREE PROJECTS WERE AWARDED FOR FUNDING AND THEN IN CYCLE NINE, MEANING PROJECTS THAT WERE SUBMITTED IN 2024. WE RANKED 14 PROJECTS FROM 12 DIFFERENT AGENCIES, AND WE'LL PRIORITIZE THOSE HIGH RANKING PROJECTS IN THE UPCOMING LIST OF PRIORITY PROJECTS, OR LOPP. SO SINCE THE PROGRAM'S BEGINNING IN 2015 THERE THERE HAVE BEEN NEW TRANSPORTATION BILLS. FDOT HAS CONVERTED THESE PROJECTS TO BE DELIVERED VIA THE LOCAL AGENCY PROGRAM PROCESS, AND POST-PANDEMIC COSTS HAVE SIGNIFICANTLY IMPACTED CONSTRUCTION COSTS FOR THESE PROJECTS. THE LAST MINOR ADJUSTMENTS TO THE ROAD PROGRAM WERE MADE IN 2023, AND SO WE'RE GOING TO TAKE A PAUSE, MEANING THE MPO STAFF WILL NOT CONDUCT A REV APPLICATION CYCLE IN 2025. SO THAT MEANS WE WILL NOT OPEN OUR SUBMITTAL PORTAL THIS CALENDAR YEAR TO ACCEPT NEW APPLICATIONS. SO WHY ARE WE SKIPPING AN APPLICATION CYCLE? CHANGES IN WASHINGTON HAVE PROMPTED STAFF TO REVISE THE PROGRAM POLICIES AND EVALUATION CRITERIA TO ALIGN WITH NEW DIRECTIVES FROM USDOT. THE TOWN WANTS TO LEARN MORE ABOUT THE PROJECT TO SEE HOW THESE IMPACTS CAN BE ADDRESSED TO SUSTAIN OUR RESIDENTS QUALITY OF LIFE, PEACEFUL ENJOYMENT OF THEIR PROPERTY AND RESULTS IN TRAFFIC IMPROVEMENTS. PEOPLE THAT WANT TO GO TO THE AREA AROUND STIRLING AND STATE ROAD SEV EN, WHETHER IT'S THE SHERIDAN OR ANY OTHER LOCAL ROADWAYS, ARE CURRENTLY USING GRIFFIN ROAD INTERCHANGE TO THE NORTH AND HOLLYWOOD BOULEVARD INTERCHANGE TO THE SOUTH. OUR TRAFFIC PROJECTIONS SHOW ABOUT A 2,530% REDUCTION AT THE GRIFFIN ROAD INTERCHANGE WITH THE STIRLING ROAD INTERCHANGE. WE'RE PROJECTING TRAFFIC REDUCTIONS AT THE HOLLYWOOD BOULEVARD INTERCHANGE. WE'RE PROJECTING TRAFFIC REDUCTIONS ALONG HOLLYWOOD BOULEVARD, [01:40:07] ALONG GRIFFIN ROAD, AND ALONG STATE ROAD SEV EN. THERE WILL BE A TRAFFIC INCREASE ALONG STATE ROAD STIRLING ROAD.
