GENERALLY SPEAKING TO YOUR POINT, WE HAVE BEEN SEEING PRICE INCREASES ACROSS THE BOARD DUE TO INFLATION.
IN THE CASE OF THIS PROJECT, THERE WAS SOMETHING VERY SPECIFIC THAT HAPPENED THAT CAUSED THE PRICE INCREASE, BUT I'M GOING TO LET THE PROJECT MANAGER WHO'S A PE, ANSWER THAT QUESTION.

THE COST INCREASE IS MAINLY BECAUSE OF THE SCOPE OF WORK CHANGE.
ORIGINALLY, THE SCOPE WAS TO PROVIDE BOTH FOR BIKE LANES, BUT WE WENT THROUGH VARIATIONS WHERE WE ENDED UP GOING INTO A SHARE USED PATH AND THAT CAUSED MAJOR IMPACTS INTO THE CANAL, WHICH WASN'T ACCOUNTED FOR.
AS WE FURTHER DEVELOPED THE DESIGN, THE QUANTITIES INCREASED, AND IT WAS A COMBINATION OF BOTH, QUANTITIES AND INFLATION, WHICH CAUSED THE PRICE TO SIGNIFICANTLY GO UP.
>> MIC'S STILL ON. PERFECT. THE QUESTION I THINK THAT I WOULD LIKE TO UNDERSTAND A LITTLE BIT IS, WHAT IS THE COST OF INFLATION THAT YOU'VE FACTORED INTO THIS? IN WESTON, I REMEMBER JUST RECENTLY WE HAD A PROJECT THAT WAS MAYBE FOUR YEARS AGO IN THE DESIGN PHASE, AND THEN IT CAME TO THE CONSTRUCTION PHASE AND THE COST INCREASES WERE INCREDIBLY DRAMATIC, JUST LIKE THIS IS ON THIS PROJECT HERE, COULD PERTAIN TO THE COST OF INFLATION, AND WE HAD A CUT BACK SOME OF THAT PART OF THAT PROJECT WITHIN THE CITY BECAUSE OF THAT EXACT ISSUE THAT WE WERE JUST TALKING ABOUT THERE ON ITEM E. UNFORTUNATELY, THOSE COST INCREASES ARE SOMETIMES OUT OF OUR CONTROL. THANK YOU.

AND THE TAX PACKAGE HAS BEEN THE MAIN SOURCE OF THE FIGHTING BETWEEN THE TWO CHAMBERS AND ALSO WITH THE GOVERNOR'S OFFICE, THAT CONTINUES TO BE A BIT OF A FIGHT, ALTHOUGH A FRAMEWORK WAS ANNOUNCED FOR A TAX CUT PACKAGE.IT'S STILL INFLUX OF WHAT THAT'S GOING TO LOOK LIKE IN TERMS OF IF IT'S A SALES TAX REDUCTION, IF THEY'RE GOING TO BE FOCUSING ON PROPERTY TAXES.
THERE WAS ALSO A SELECT COMMITTEE FORMED THAT WOULD BE CONTINUING TO LOOK AT PROPERTY TAXES, AND TO SALE OF THAT AS WELL.
THERE WAS THE LOCAL OPTION SURTAX BILL THAT WOULD HAVE IMPACTED BROWARD COUNTY'S TRANSPORTATION SURTAX, AND THANKFULLY, WE DID GET THAT BILL IN TERMS OF JUST OUR CURRENT 30-YEAR SURTAX.
WE WERE ABLE TO GET THE BILLS IN A GOOD SPOT IN BOTH CHAMBERS.
THERE WERE A LOT OF OTHER REVENUE SOURCES THAT ENDED UP GETTING MESSED UP IN THAT BILL, TDT, AND OTHER THINGS.
BUT AT LEAST FOR OUR CURRENT TRANSPORTATION SURTAX, WE DID HAVE IT IN A GOOD POSITION IN BOTH CHAMBERS.
THAT IS STILL ON THE TABLE, HOWEVER, BECAUSE IT IS A TAX CUT OR IT DOES INVOLVE TAXES, SO IT COULD BE PART OF THE TAX PACKAGE.
THAT IS STILL TECHNICALLY IN PLAY, BUT WE DO FEEL SOMEWHAT GOOD ABOUT WHERE WE HAD IT LANDING IN TERMS OF THE BROWARD COUNTY SURTAX.
AT LEAST IN THE HOUSE, THEY WERE EVEN JUST OKAY WITH 30-YEAR SURTAXES IN GENERAL, SO THAT WOULDN'T HAVE PRECLUDED US FROM GOING FOR A TRANSPORTATION SURTAX OR OUR PARTNERS IN THE FUTURE FOR A 30-YEAR SURTAX.
THAT'S NOT TO SPEAK FOR THE OTHER REVENUE SOURCES, HOWEVER.
BUT JUST TO KNOW THAT THAT IS STILL IN PLAY, AND THAT'S SOMETHING THAT WE'RE STILL GOING TO BE CONTINUING TO MONITOR AND WORK ON.
ALSO, THERE WAS SOME LANGUAGE THAT DID PASS IN THE INDUSTRY PACKAGE, WHICH WAS SB462, THAT DID PROVIDE FOR SOME REPORTING REQUIREMENTS AND OVERSIGHT OF COUNTY SURTAXES, BUT IT'S JUST REPORTING REQUIREMENTS, AND IT'S ALL INFORMATION THAT'S ALREADY PUBLIC ANYWAY.
IT'S NOT TOO MUCH OF AN ISSUE, BUT THAT DID PASS IN THAT BILL.

THEN THE HB703, THIS IS THE UTILITY RELOCATION BILL THAT I SPOKE ABOUT THE LAST UPDATE.
AS YOU MIGHT RECALL, THIS BILL WOULD HAVE REQUIRED THAT RIGHT OF WAY OWNERS WOULD HAVE TO BE ON THE HOOK FOR PAYING FOR THE RELOCATION OF THE CST PROVIDERS IN THE RIGHT OF WAY IF THEY NEEDED TO RELOCATE FOR A ROAD PROJECT, THAT WOULD HAVE BEEN A SIGNIFICANT EXPENSE TO BOTH THE WORK PROGRAM AND LOCAL GOVERNMENTS.
THANKFULLY, WE WERE ABLE TO WORK OUT A COMPROMISE.
FDOT WORKED OUT ITS OWN COMPROMISE TO WHERE IT WOULDN'T BE IMPACTING TRANSPORTATION PROJECTS AS MUCH.
THEN, FOR THE LOCAL GOVERNMENTS, WE WORKED OUT A COMPROMISE WHERE YOU WILL SEE A REDUCTION TO YOUR CST REVENUE.
IT'S $50 MILLION STATEWIDE THAT WOULD GO INTO A POOL.
BUT AS PART OF THAT AGREEMENT, WE'VE GOT IT EXPLICITLY IN THERE THAT LOCAL GOVERNMENTS ARE NOT ON THE HOOK FOR HAVING TO PAY FOR UTILITY RELOCATION.
THAT WAS THE COMPROMISE THERE.
BUT YOU WILL SEE A REDUCTION TO CST REVENUE AS A RESULT.

THIS BILL, IN PARTICULAR, THIS BILL WAS PUSHED BY CHARTER COMMUNICATIONS, AND THIS BILL WAS SPECIFIC TO WHO PAYS FOR RELOCATION WHEN IT'S REQUIRED BY A PROJECT.
UNFORTUNATELY, THAT WAS NOT ADDRESSED, THE SHOT CLOCK, BUT IF THERE'S OPPORTUNITIES IN THE FUTURE, WE KNOW THAT WE HAVE SOME ADVOCATES THAT ARE LOOKING VERY EXTENSIVELY INTO IT.

THE RECONCILIATION TECHNICALLY RECONCILES THE FISCAL YEAR '25 BUDGET, BUT THAT'S A LITTLE BIT IN THE WEEDS.
BUT AT ANY RATE, CONGRESS IS GOING THROUGH THE FY '26 APPROPRIATION CYCLE NOW.
THEY'RE CURRENTLY OPERATING UNDER A YEAR LONG CR.
FOR YOUR PURPOSES, UNFORTUNATELY, THAT MEANS THAT NONE OF THE EAR-MARKED PROJECTS THAT WERE IN THE APPROPRIATIONS BILLS WERE INCLUDED, BUT I UNDERSTAND THEY'VE BEEN SUBMITTED AGAIN THIS YEAR, STILL KNOW MORE ABOUT WHETHER OR NOT THEY'VE BEEN APPROVED IN THE APPROPRIATIONS BILL UNDER TD GOING FORWARD.

AS FAR AS THE PRESIDENT'S SIDE OF THAT, THE PRESIDENT LAST WEEK RELEASED HIS FY '26 BUDGET, WHICH LARGELY CALLED FOR I THINK 23% CUT IN NON-DEFENSE DISCRETIONARY SPENDING WHICH IS BIG, BUT FOR TRANSPORTATION PURPOSES.
DOT WOULD SEE A SIZABLE INCREASE WITH THE EXCEPTION OF SOME OF THE CLEAN ENERGY AND EFFICIENCY PROGRAMS THAT WERE PURSUED UNDER THE BIDEN ADMINISTRATION.
FOR EXAMPLE, THE BRIT STAPLE INFRA GRANT WOULD SEE A 770 MILLION INCREASE, SAFETY PROGRAMS TO SEE A $400 MILLION INCREASE.
FAA OPERATIONS WOULD ALSO SEE AN INCREASE, BUT AGAIN, THAT'S JUST A BUDGET REQUEST.
THOSE TYPICALLY GET CUT UP IN THE APPROPRIATIONS PROCESS.
AT MOST, IT'S A WISH LIST, BUT WE'LL KEEP YOU UPDATED AS THAT GOES FORWARD.
THE FISCAL YEAR CURRENTLY ENDS OR IS SET TO BEGIN, WHICH MEANS GOVERNMENT FUNDING WOULD EXPIRE ON OCTOBER 1.

AS I SAID EARLY, THE IOPP IS ORGANIZED BY MTP FUNDING PROGRAMS. PERCENTAGE APPROVED IN MTP IS USED TO DISTRIBUTE BROWARD MPOS ATTRIBUTABLE FUNDS.
THIS IOPP IS THE FIRST TIME TO USE 2050 MTP.
THAT WAS APPROVED DECEMBER 2024, AND THE DRAFT ALTERNATIVE DEVELOPED WITH THIS IOPP WILL BE RELEASED IN THE UPCOMING FOUR AND THE TIP DEVELOPED WITH THIS IOPP WILL BE PRESENTED IN THE JULY, 2026, BOARD MEETING FOR APPROVAL.
LET'S TAKE A LOOK AT THE IOPP FOR THIS YEAR.
THE IOPP INCLUDES 118 PROJECTS.

ONCE SCOPE OF WORK WHILE DEVELOPED, THOSE CORRIDORS WILL BE INCLUDED IN THE MTP SAFETY PROGRAM.
AS A RESULT, THOSE PROJECTS WILL BE INCORPORATED IN THE IOPP.

SOME OF MY PARTNERS SOMETIMES HAVE PROJECTS THAT REQUIRE FEDERAL FUNDS, THOSE PROJECTS NEED TO BE IN OUR MTP.
LIKE BCT, THEY HAVE SOME PROJECTS THAT ARE PARTLY LOCALLY FUNDED, BUT THEY WANT TO GO AFTER FEDERAL FUNDS, SO THOSE PROJECTS NEED TO BE IN THE MTP PENDING CONSISTENCY.
MAJOR PROJECT CHANGES LIKE, YOU'RE CHANGING LIMITS OF A PROJECT, OR THE COST OF A PROJECT GOES UP BY A CERTAIN AMOUNT, YOU MAY HAVE TO DO AN AMENDMENT, AND ADDING A PROJECT TO THE MTP OR REMOVING A PROJECT FROM THE MTP REQUIRES AN AMENDMENT.
WHO CAN INITIATE AN AMENDMENT? YOU, BOARD MEMBERS, OUR TAC, AND CAC MEMBERS, THE MPO EXECUTIVE DIRECTOR, AND OF COURSE, OUR TRANSLATION PARTNER AGENCIES, LIKE, BCT, FDOT, AND SFRTA.
