SO. SO I'M SPEAKING ON BEHALF OF AIRLINE PILOTS AND FLIGHT ATTENDANTS AND OTHER PEOPLE THAT DRIVE TO AND FROM MIAMI OR PALM BEACH OR WHATEVER. I OWN A CHEVY VOLT WHICH IS A HYBRID, A PLUG IN HYBRID VEHICLE.

AND IT'S IT'S PART OF THE EXEMPT PROGRAM FOR ELECTRIC AND HYBRID VEHICLES TO USE THE I-95 EXPRESS LANE FOR FREE TO GET DOWN, TO GO FLY AT MIAMI INTERNATIONAL. AND I BELIEVE YOU'RE PROBABLY MIAMI BASED AS WELL.

AND THERE'S THOUSANDS, IF NOT TENS OF THOUSANDS OR MAYBE 100,000 PEOPLE THAT USE THAT PROGRAM TO GET TO AND FROM MIAMI PALM BEACH. THERE'S SO MANY AIRLINE PILOTS AND OTHER PEOPLE THAT LIVE IN JUPITER, AND THEY JUMP ON THAT LANE AND THEY COME DOWN, AND IT'S EASY DRIVING, YOU KNOW, TOLL FREE. THE ONLY TOLL WE PAY IS THAT A CONNECTOR FROM FROM I-95 OVER TO THE THE AIRPORT, WHICH IS LIKE $0.33. AND IT WAS A GREAT PROGRAM UNTIL I GOT A LETTER IN THE MAIL SAYING THAT, HEY, WE'RE GOING TO SHUT THIS THING DOWN. AND THEN NOW WE'RE GOING TO GO TO THESE VARIABLE TOLLS, WHICH I THINK IS THE WORST THING ON EARTH. AS OF JULY 1ST, THE STATE QUIETLY SHUT DOWN ALL NEW HYBRID RENEWALS, AND ONCE MY CURRENT EXEMPTION EXPIRES THIS AUGUST, THIS AUGUST, I LOSE TOLL FREE ACCESS TO I-95, I-95 EXPRESS LANES.

I'M HERE TO ASK THIS BOARD IN FDOT DISTRICT FOUR TO RECONSIDER THE SUDDEN SHUTDOWN.

GIVEN THE GRACE GIVEN, GIVE A GRACE PERIOD FOR EXISTING DRIVERS WHO FOLLOWED THE RULES OR CREATE A LIMITED PILOT PROGRAM FOR LEGACY HYBRIDS LIKE MINE TO KEEP ACCESS.

THIS WASN'T A FREEBIE. IT WAS AN INCENTIVE TO MAKE CLEANER VEHICLES VEHICLE CHOICES WHEN IT REALLY MATTERED.

IF WE ELIMINATE THOSE INCENTIVES RETROACTIVELY, WE SEND THE MESSAGE THAT RESPONSIBLE CHOICES DON'T MATTER.

TRUTHFULLY, I BELIEVE IT'S WORTH REVISITING THE IDEA OF BRINGING THIS PROGRAM BACK ENTIRELY, ESPECIALLY FOR PEOPLE LIKE ME WHO MADE CLEAN VEHICLE CHOICES EARLY.

AND THIS IS A UNIQUE SITUATION. NOT ONLY DO WE HAVE ALL THREE DIRECTORS FROM ALL OF OUR OUR TRANSPORTATION MODES HERE IN ONE PLACE.

WE ALSO HAVE TO TALK TO YOU ABOUT SOME SERIOUS THINGS THAT HAPPENED AND IT AFFECTS ALL OF US IN A DIFFERENT WAY.

THE SALES TAX ISSUES THAT ARE GOING ON THAT ARE KIND OF CUTTING A BUNCH OF BUDGETS.

WE HAVE THIS DISCUSSION, AND EXECUTIVE IS ACTUALLY GOING TO AFFECT ALL OF OUR LOCAL GOVERNMENTS IN THE PROVISION OF TRANSPORTATION DOWN HERE IN BROWARD.

STEVE, SECRETARY BRAUN AND I HAVE BEEN WORKING ON COASTAL BROWARD COMMUTER RAIL SOUTH, BROWARD COMMUTER RAIL NORTH, BROWARD COMMUTER RAIL, NORTHEAST CORRIDOR, LET'S CALL IT WHATEVER YOU WANT.

WE'VE BEEN TALKING ABOUT PASSENGER RAIL NOW FOR OVER 20 SOME ODD YEARS.

IT ACTUALLY PROGRESSED IN A PLACE THAT WE WERE ALL REALLY HAPPY WITH.

IT WAS MOVING FORWARD. IT IS NOW PRETTY MUCH IN A VERY DIFFICULT POSITION, IF NOT ON LIFE SUPPORT, KIND OF A LITTLE BIT PAST THAT. AND THEN WE HAVE DAVE DICK, WHO IS THE EXECUTIVE DIRECTOR OF THE SF, RTA. THEY SAVED MY LIFE YEARS AGO. AND OUR MY ARMS ARE ALWAYS OPEN IN OUR HOUSE AND OUR DOOR IS ALWAYS OPEN FOR HIM TO BE HERE.

THE BIGGER PICTURE IS NOW HE HAS FUNDING ISSUES.

IT WASN'T SOMETHING THAT THE DISTRICT SECRETARY OR I HAD ANY CONTROL OVER, BUT I'M GOING TO ASK EACH ONE OF THEM TO SPEAK TO YOU ALL TODAY OF WHERE THEIR AGENCIES ARE, WHAT THIS MEANS, AND YOU KNOW WHAT WE CAN DO TO HELP OUT.

AND, YOU KNOW, OBVIOUSLY FOR US, WE'RE A BIG BMF.

WE DO THE NEW FIFTH YEAR. YOU'RE GOING TO SEE THE TIP LATER ON TODAY AND IT TAKES TIME TO MOVE MONEY AROUND.

IT'S NOT SIMPLE, BUT OUR FRIENDS IN THE FLORIDA LEGISLATURE DID SOMETHING THAT WE WERE LIKE AND I KNOW COMMISSIONER FURR DURING EXECUTIVE REFERRED TO THE MIAMI DADE REPRESENTATIVE AND THE HOUSE SIDE ACTUALLY SHOULD HAVE PROBABLY CAUGHT THIS, AND THIS MIGHT HAVE BEEN A GIANT MISTAKE, BUT IT'S A MISTAKE THAT WE'RE GOING TO LIVE WITH FOR A WHILE. WITH THAT SAID, I'M GOING TO ACTUALLY TURN THE FLOOR OVER FIRST TO THE DISTRICT SECRETARY, SECOND TO THE REGIONAL TRANSIT AUTHORITY AND THEN FINALLY TO MY FRIEND HERE AT THE COUNTY.

I SAW THE MOBILITY HUB PROJECT WE HAD SPOKEN ABOUT

PROBABLY OVER TEN PLUS YEARS AGO. THAT HAS COME TO FRUITION HERE.

INVESTMENT IN THE SURROUNDING AREAS OF THE CORRIDOR. THE TRI RAIL CORRIDOR SPECIFICALLY EXPANDED SIDEWALKS, SIGNAGE, WAYFINDING TO THE STATION. SO A LOT OF THAT REALLY HINGES ON WHAT HAS BEEN A VISION FOR, FOR THIS ORGANIZATION FOR A LONG TIME. RIGHT.

THE BACKBONE OF THE TRANSPORTATION NETWORK IN YOUR LONG RANGE PLANS FOR SEVERAL ITERATIONS NOW HAS BEEN COMMUTER RAIL.

RIGHT. THE EXISTING SERVICE ON THE TRI RAIL CORRIDOR.

THE SOUTH FLORIDA RAIL CORRIDOR. AND THEN ALSO THE FUTURE VISION FOR COMMUTER RAIL ON THE EAST COAST, THE FLORIDA EAST COAST LINE. SO, AS MR. STEWART SAID THIS ORGANIZATION REALLY HAS UNDERSTOOD THE IMPORTANCE OF TRANSIT AND SPECIFICALLY COMMUTER RAIL TO THIS REGION TO COMPLEMENT THE REST OF THE TRANSPORTATION NETWORK.

THE DEPARTMENT OF TRANSPORTATION OBVIOUSLY UNDERSTANDS THE IMPORTANCE OF THAT MODE TO THIS REGION.

AS MENTIONED BY MR. STEWART, THE LEGISLATIVE DIRECTION REALLY, THROUGH SEVERAL ACTIONS, ELIMINATED THE FUNDING SOURCE TO TWO MAJOR PROGRAMS THAT REALLY SUPPORTED THOSE COMMUTER RAIL LINES.

ONE WAS THE FLORIDA RAIL ENTERPRISE WHICH REALLY IS A KEY FUNDING SOURCE FOR STATE CONTRIBUTION.

SO WE DO ANTICIPATE SIGNIFICANT DECREASES IN THE STATE CONTRIBUTION TO TO TRY RAIL.

WE'VE CONTINUED TO HAVE CONVERSATIONS WITH SF, RTA, WITH THE THREE COUNTIES IN SOUTH FLORIDA, REALLY TO TALK ABOUT STRATEGIES AND MOVING FORWARD TO MAKE UP THAT FUNDING DIFFERENCE.

AND THOSE CONVERSATIONS CONTINUE. AS A MATTER OF FACT, I'VE HAD CONVERSATIONS WITH THE EXECUTIVE DIRECTOR, COUNTY LEADERSHIP. IT SEEMS LIKE EVERY DAY FOR THE LAST WEEK, REALLY JUST TRYING TO WORK THROUGH THIS SO THOSE CONVERSATIONS WILL CONTINUE.

BUT I JUST WANT TO PUT IT OUT THERE, AND MR. DICK WILL PROBABLY TOUCH ON IT A LITTLE BIT MORE. BUT WE DO ANTICIPATE OBVIOUSLY THOSE FUNDING, CUTS FROM THE STATE CONTRIBUTION TO TRAIL THE OTHER PROGRAM.

SO THAT WAS FLORIDA RAIL ENTERPRISE. THE OTHER PROGRAM IS THE STATE NEW STARTS PROGRAM, WHICH WAS THE FUNDING SOURCE REALLY FOR THE STATE CONTRIBUTION TO THE BROWARD COMMUTER RAIL PROJECT. SO THAT PROGRAM, AGAIN, THROUGH THIS LEGISLATIVE ACTION, THAT PROGRAM AND THE ASSOCIATED FUNDING HAS BEEN REMOVED FROM THE DEPARTMENT'S WORK PROGRAM AGAIN FOR THAT LEGISLATIVE ACTION. AGAIN, WE THE DEPARTMENT OF TRANSPORTATION.

ME PERSONALLY, I UNDERSTAND THE IMPORTANCE OF THAT PROJECT TO THIS REGION.

SO AGAIN, WE'LL CONTINUE TO WORK WITH COREY, THE COUNTY ADMINISTRATION TEAM, ON REALLY OPPORTUNITIES TO TO STILL LOOK AT US BEING AN ACTIVE PARTNER IN THAT PROJECT. AS MOST OF YOU KNOW, WE'VE BEEN INVOLVED IN THAT PROJECT.

THE DEPARTMENT, IN PARTNERSHIP WITH BROWARD COUNTY, TOOK THE LEAD ON THE PROJECT DEVELOPMENT STUDY.

WE'VE SEEN EXCELLENT MOMENTUM ON THAT PROJECT.

THE BROWARD COMMUTER RAIL SOUTH SEGMENT. SO AGAIN, WE LOOK FORWARD TO CONTINUING TO WORK WITH MY PARTNERS OVER HERE AS WE RESOLVE THIS FUNDING CHALLENGE AS BEST WE CAN. SO AGAIN, APPRECIATE THE OPPORTUNITY TO BE HERE.

AND AGAIN, I THINK SOMEONE TOOK A PHOTO. AS GREG SAID, GREAT OPPORTUNITY TO TO SEE US ALL HERE IN PARTNERSHIP.

SO, YOU KNOW, SECRETARY BRAUN MENTIONED THAT, YOU KNOW, LEGISLATURE EFFECTIVELY ZEROED OUT SEVERAL PROGRAMS THAT FUND TRI RAIL OPERATIONS. AND IT'S IMPORTANT FOR ME TO SPECIFY OPERATIONS.

CAPITAL FUNDING IS DIFFERENT, BUT THE OPERATING FUNDING IS MUCH HARDER TO COME BY.

WE OPERATE AT ABOUT $150 MILLION A YEAR OPERATING BUDGET.

AND THAT OPERATES, YOU KNOW, 52 TRAINS A DAY, 20 SOME ODD TRAINS ON THE WEEKEND FROM MONGOLIA PARK ALL THE WAY DOWN INTO THE MIAMI AIRPORT AND ALSO INTO THE MIAMI CENTRAL STATION.

WE WE ACTUALLY JUST GOT THE EMAIL THAT WE'VE BROKEN OUR RIDERSHIP RECORD, FROM GOING BACK PRE-COVID.

SO WE'VE, WE'VE WE'VE BEAT OUR RIDERSHIP RECORDS FOR ALL TIMES.

BUT WE'VE GONE FROM EXPECTING 60, 62,000,061, $62 MILLION THIS YEAR TO $19.5 MILLION FROM THE STATE, WHICH IS OBVIOUSLY A SIGNIFICANT REDUCTION. FORTUNATELY YOU KNOW, OVER THE LAST FEW YEARS AND BEING, YOU KNOW, AS FISCALLY RESPONSIBLE AS WE POSSIBLY CAN BE AND STRETCHING COVID FUNDS, WE HAVE RESERVES BUILT UP TO BE, YOU KNOW, RAINY DAY FUNDS. IT'S POURING RIGHT NOW.

SO WE WE DO HAVE RESERVES BUILT UP THAT WE CAN GET OURSELVES BY IN THE SHORT TERM.

THE LARGER EFFECTS OF THIS FOR RTA, ASIDE FROM THE FINANCIAL, IS OUR ABILITY TO ENTER INTO LONG TERM CONTRACTS.

SO, YOU KNOW, WE'VE I'VE COME HERE SEVERAL TIMES AND SPOKEN TO THIS GROUP AND, YOU KNOW, TALKED ABOUT THE WORK WE'RE DOING AND WHY WE'RE DOING IT.

WE'RE GOING OUT FOR THESE LONG TERM OPERATING MAINTENANCE CONTRACTS WHERE WE WANT TO FIND SOME PRODUCTIVITY AND DRIVE OUR PRICING DOWN.

I CAN'T DO THAT NOW. SO, YOU KNOW, AS WE ARE NOW AN ANNUAL LINE ITEM APPROPRIATION IN THE STATE BUDGET.

SO WHERE WE WERE GOING TO GO OUT FOR A LONG TERM OPERATING MAINTENANCE CONTRACT RIGHT NOW, I CANNOT DO THAT. WHERE WHERE WE WERE GOING TO BUILD A NORTHERN LAYOVER FACILITY IN PALM BEACH COUNTY FOR $80 MILLION.

I CAN'T DO THAT. ELEVATOR REHABS. I CAN'T EVEN ENTER INTO A THREE YEAR CONTRACT TO TAKE CARE OF MY ELEVATOR REHABILITATION STATION REBUILD.

SO THIS REALLY OH ROLLING FUND ROLLING STOCK PURCHASES.

SO WE HAD A FEDERAL GRANT THIS YEAR OR LAST YEAR FOR $77 MILLION.

WE WERE PARTNERING WITH MONEY FROM THE MPOS AND THE TPA TO MAKE A $200 MILLION ROLLING STOCK PURCHASE.

WELL IF I DON'T HAVE FINANCIAL STABILITY THE FTA WON'T WON'T GIVE ME THAT MONEY.

SO THAT'S IN FLUX NOW AS WELL. SO EVERYTHING THAT WE'VE WORKED TOWARDS IN THE LAST THREE YEARS IS NOW UP IN THE AIR, I GUESS IS THE THE BEST WAY TO PUT IT. WE ARE WORKING VERY CLOSELY WITH THE STATE AND OUR PARTNERS IN THE COUNTIES.

THAT'S WHAT TRANSPORTATION IS SUPPOSED TO BE. IT'S SUPPOSED TO BE A NETWORK THAT WORKS TOGETHER TO MOVE PEOPLE AND GOODS AND SERVICES.

SO HAVING SAID THAT, THE NOT SO GREAT NEWS IS THAT WE HAVE A DOUBLE HIT WITH SOME OF THE IMPACTS THAT CAME OUT OF THE RECENT LEGISLATIVE SESSION IN TALLAHASSEE.

AND SO THE FIRST IMPACT YOU'VE HEARD ABOUT. SO, STEVE SECRETARY BRAUN BROUGHT THAT UP.

HE TALKED ABOUT THE IMPACT TO THE NEW STARTS PROGRAM.

AND IT IS FOR US VERY CONCERNING. SO JUST TO BRING EVERYBODY UP TO SPEED.

WE HAVE TWO SIGNIFICANT PROGRAMS AND PROJECTS THAT WERE ASSOCIATED WITH THE NEW START.

FIRST AND FOREMOST, THE OVERARCHING PROGRAM THAT WE HAVE IS OUR PRIMO PROGRAM, AND THAT PROGRAM IS BRINGING 200 MILES OF NEW SERVICE TO BROWARD COUNTY. AND THAT IS AN INTERMODAL DELIVERY WHERE WE'LL HAVE RAIL BUS RAPID TRANSIT, HIGH FREQUENCY BUS SERVICE AND SO AND BUS RAPID AND COMMUTER RAIL. AND SO OVERALL, THAT WAS A GREAT OPPORTUNITY FOR US TO HAVE A RIDERSHIP OF. TO ACCOMMODATE ABOUT 25 MILLION. SO THAT'S HUGE.

AND SO JUST THINK ABOUT WHAT THAT COULD DO FOR TRAFFIC HERE IN BROWARD COUNTY.

AND SO THE FINANCIAL MODEL INCLUDED A PLAN THAT WE WOULD HAVE A SPLIT BETWEEN ALL INTERESTED PARTIES.

50% FROM THE FEDERAL GOVERNMENT, 25% FROM THE STATE AND THEN 25% FROM OUR LOCAL SURTAX.

AND SO THAT WAS KIND OF THE FINANCIAL MODEL THAT WE WERE OPERATING UNDER. NOW, REALISTICALLY, YOU KNOW, THE FUNDS THAT WE WOULD BE GOING AFTER AT THE FEDERAL LEVEL ARE FUNDS THAT ARE IT'S A COMPETITIVE PROCESS.

SO WOULD WE GET ALL OF THEM ALL THE TIME? YOU KNOW, PROBABLY NOT LIKELY.

BUT AT LEAST WE SAW THE LIGHT AT THE END OF THE TUNNEL.

SO WE WE WE HAVE A 15 YEAR, 15 YEAR PROGRAM THAT INCLUDES THIS FINANCIAL MODEL.

NOW THE FEDS LOOK TO US TO PROVIDE OUR LOCAL MATCH.

IN THE LOCAL MATCH. YOU'RE MORE COMPETITIVE WHEN YOU'RE GOING FOR THESE FUNDS IF THE LOCAL MATCH IS NORTH OF THE 50%.

SO IF YOU'RE ABLE TO BRING IN 51% OR 52% OR EVEN MORE YOUR, YOUR LIKELIHOOD, IT'S DEPENDING THAT YOU HAVE A GOOD PROJECT AND YOU CAN CHECK ALL THE BOXES THAT ARE NECESSARY TO DO SO.

YOU'RE IN A MORE COMPETITIVE POSITION THAN WHEN YOU'RE WHEN THAT BALANCE IS BEYOND THAT.

AND SO NOW PRIMO IS WHAT WE DO MOVING FORWARD IS IN IN JEOPARDY, TO BE FAIR.

SO I AM HOPEFUL THAT WE ARE LOOKING AT A MISTAKE.

AND THIS IS SOMETHING THAT COULD BE RECTIFIED NEXT YEAR.

SO IN THE MEANTIME WE ARE NOT RESTING ON OUR LAURELS AND LIVING IN HOPE LAND.

WE ARE IN THE PROCESS OF EVALUATING WHAT OUR OPTIONS ARE, AND THOSE OPTIONS INCLUDE LOOKING AT ALTERNATIVE FUNDING SOURCES.

WE WE HAVE CONSULTANTS THAT WE'RE WORKING WITH OR INTERNATIONAL FIRMS. THEY ARE. THEY ARE. THEIR BENCH STRENGTH IS VERY DEEP, AND THEY'RE LOOKING AT A COUPLE OF OPTIONS.

THEY'VE ALREADY PRESENTED US WITH SOME ALTERNATIVE FUNDING SOURCES THAT WE CAN POTENTIALLY LEVERAGE TO CONTINUE THE MOMENTUM THAT WE'VE ALREADY ESTABLISHED ON SO MANY OF THESE PROJECTS. SO THAT'S THE FIRST THING. THE SECOND THING IS, IS THAT WE'RE LOOKING AT, OKAY, NOW THAT WE ARE ASSUMING THAT, YOU KNOW, WE DON'T HAVE THE MONEY, WHAT DOES THE PROGRAM LOOK LIKE? AND SO WE HAVE THESE CONSULTANTS HAVE ALSO GIVEN US KIND OF A GAME PLAN TO HELP US WITH THAT.

A PROCESS TO TALK ABOUT THAT IS TO FIRST GO TO OUR COUNTY ADMINISTRATOR, PRESENT THAT INFORMATION TO HER, GET HER, YOU KNOW, BUY IN AND APPROVAL BEFORE WE GO TO OUR BROADER COMMISSION AND GET THEIR POLICY GUIDANCE AND STRATEGIC DIRECTION ON WHAT TO DO SO THAT WE'RE IN THE PROCESS OF THAT. THE OTHER THING IS, IS A LITTLE CLOSER TO HOME AND AND AFFECTS EVERYONE ELSE.

HERE IS THE BROWARD COMMUTER RAIL PROJECT AND THE BROWARD COMMUTER RAIL NORTH.

OR BCR. SO WE HAVE BEEN HAD A VERY STRONG PARTNERSHIP AND CONTINUE TO HAVE A STRONG PARTNERSHIP WITH FDOT ON

ALL OF THESE PROJECTS. I HAVE TO TELL YOU THAT STEVE AND HIS PREDECESSOR HAVE BEEN AMAZING, AND I HAVE SAID THIS MAYBE NOT IN FRONT OF THIS BODY, BUT I HAVE SAID IT IN FRONT OF OTHER BODIES.

STEVE'S PROBABLY TIRED OF HEARING ME SAY IT. I'VE HAD THE OPPORTUNITY TO WORK IN MULTIPLE REGIONS IN THIS COUNTRY, AND I HAVE WORKED WITH MANY STATE DOT'S FLORIDA DEPARTMENT OF TRANSPORTATION WHEN IT COMES TO TRANSIT AND THE COMMITMENT TO TRANSIT, AND THE GENUINE INVESTMENT AND INTEREST IN THE SUCCESS OF TRANSIT IS NOT FELT ACROSS THE COUNTRY.

IT IS, GENERALLY SPEAKING, HIGHWAY FOCUSED, AND TRANSIT IS AN AFTERTHOUGHT.

AND OH, DO WE REALLY HAVE TO DO THAT? THAT'S NOT THE CASE HERE.

SO I KNOW THAT, YOU KNOW, THE LEGISLATION MADE A PROBABLY A DIFFICULT DECISION.

HAD THIS MISTAKE HERE. AND STEVE IS COMING BEFORE US WITH HIS YOU KNOW, TELLING US WHERE WHERE WE ARE WITH THINGS.

BUT I KNOW GENUINELY, THE DISTRICT FOUR REALLY WANTS ALL OF THESE PROJECTS TO SUCCEED.

AND I'M SURE THAT IF IT WERE UP TO THEM, WE WOULD BE IN A DIFFERENT SPACE, TO BE FAIR, AT THE STAFF LEVEL.

AND SO BRINGING IT HOME TO BCR BROWARD COUNTY PROJECT.

SO WE HAVE, AS YOU KNOW, THIS IS ON THE FLORIDA EAST COAST CORRIDOR.

THIS IS WHERE BRIGHTLINE RUNS. WE HAVE BEEN WORKING VERY CLOSELY WITH OUR COLLEAGUES IN MIAMI DADE, THE NORTHEAST CORRIDOR, AND WE ARE SO CLOSE TO GETTING THIS PROJECT, MAKING IT REAL.

AND WE ARE IN OUR GRANT APPLICATION PROCESS NOW FOR BCR SOUTH.

WE'VE GOT OUR PLANS AT 30% COMPLETE. WE'VE GOT OUR NEPA CLEARANCE AND THIS PROJECT IS MOVING.

THE MOMENTUM IS INCREDIBLE. WE'RE WORKING ON OUR FINANCIAL MODEL.

WE'RE GETTING READY TO SUBMIT THAT TO THE FTA.

AND WE'VE HAD OUR RISK ASSESSMENT DONE AND APPROVED.

SO WE ARE WE'VE CAUGHT UP TO MIAMI. MIAMI WAS A LITTLE BIT AHEAD OF US AND A LITTLE BIT.

THEY WERE A LOT AHEAD OF US. BUT IN THE LAST YEAR WE'VE MANAGED TO CATCH UP.

A LOT OF THAT IS ATTRIBUTED TO OUR PARTNERSHIP WITH FDOT, WHO'S BEEN THERE ALONG THE WAY WITH US, WITH OUR PROJECT DEVELOPMENT PROCESS. SO IT'S BEEN AN AMAZING PARTNERSHIP.

HAVING SAID THAT, THE NEW STARTS PROGRAM, AGAIN, WE WERE LOOKING AT THAT 5025, 25 SPLIT.

WE ARE NOW IN THE PROCESS OF PURSUING A NEW STARTS GRANT WITH THE FEDERAL GOVERNMENT BECAUSE OUR COSTS HAVE GONE OVER THE THE THRESHOLD OF 400 MILLION. AND, YOU KNOW, THINGS WERE LOOKING VERY PROMISING FOR US, AND WE HAD OUR FINANCIAL MODEL DONE BAKED, READY TO SUBMIT. AND THEN THIS HAPPENED. RIGHT.

SO WE'VE HAD TO KIND OF REGROUP ON THAT 20 YEAR FINANCIAL MODEL BECAUSE OUR, OUR LOCAL FUNDING IS IS SHIFTING A LITTLE BIT IN TERMS OF WHAT WE'RE SAYING IS AVAILABLE AT ANY RATE. WE ARE WITHOUT THE NEW STARTS MONEY.

IT'S IT HURTS. AND SO WHERE DO WE GET THAT MONEY FROM? AND THAT'S THAT OTHER EXERCISE THAT I MENTIONED THAT WE'RE DOING.

WHAT I WOULD SAY IS THAT IF WE'RE UNABLE TO SECURE FUNDS FROM SOMEWHERE ELSE OR THIS MISTAKE ISN'T REVERSED, I DON'T KNOW WHAT THE FUTURE OF BCR IS GOING TO LOOK LIKE.

MIAMI IS SUFFERING SIGNIFICANTLY ALSO. SO WE'RE IN THIS TOGETHER.

THERE IS NO BCR IF THERE IS NO MIAMI, BECAUSE THERE'S NO POINT IN DOING IT IF WE DON'T HAVE THAT RIDERSHIP THAT GOES ALL THE WAY INTO MIAMI AND COMES ALL THE WAY OUT OF MIAMI, INTO BROWARD COUNTY. OUR COLLEAGUES IN PALM BEACH COUNTY, THEY'VE ALREADY SAID THEY'RE DOING A TRANSPORTATION MASTER PLAN.

THEY AT THIS TIME DO NOT HAVE ANY MONEY TO CONTRIBUTE TO THAT.

SO THERE'S NO COMMUTER RAIL JUST TO PUT THIS IN CONTENTS.

AND I'M GOING TO BORROW A PAGE OUT OF MAYOR FIRST BOOK, WHO MENTIONED DURING A A MEETING, YOU KNOW, SOME OF THE HISTORY OF THE FSR AND HOW PASSENGER SERVICE CAME TO BE HERE IN SOUTH FLORIDA.

ONE OF THE THINGS THAT HE SAID IS, YOU KNOW, HOW LONG IT TOOK, ACTUALLY TO GO FROM MIAMI TO BROWARD AND THEN THAT GENERAL AREA.

I DON'T WANT TO QUOTE YOU INCORRECTLY, SIR, BUT THERE WAS A STATISTIC THAT HE HE SHARED WITH US.

BUT I DID SOME RESEARCH, AND IT TOOK HENRY FLAGLER 27 YEARS TO GO FROM FORT FROM SAINT AUGUSTINE ALL THE WAY DOWN INTO THE KEYS. 27 YEARS. WE'VE BEEN WORKING ON VCR SOUTH FOR OVER 20 YEARS, AND NORTH AND THE COASTAL CORRIDOR, AND WE HAVEN'T BUILT ANYTHING YET.

SO, YOU KNOW, WE'RE IN SUCH A GOOD PLACE TO REALLY MAKE THIS HAPPEN.

AND I HOPE THAT THESE DECISIONS WILL WILL BE REVERSED.

THERE'S ONE LAST PIECE, AND THAT IS THAT OUR SURTAX IS ALSO IMPACTED BY THIS.

SO FOR THOSE OF YOU WHO MAY NOT KNOW, THE SURTAX IS THE SOURCE OF THE LOCAL FUNDING FOR ALL OF OUR CAPITAL INVESTMENT.

AND THE SOURCE OF FUNDING FOR BCT. SO WE GET OUR OWN FUNDING FROM THE THE SURTAX AS WELL, AND

WE GET SOME MONEY FROM THE FEDS. BUT FOR THE MOST PART IT COMES FROM SURTAX.

AND THEN WE ALSO GET MONEY FROM OUR FROM FDOT.

WELL THE THERE WAS A COMMERCIAL TAX, COMMERCIAL REAL ESTATE TAX THAT WAS INCLUDED IN ONE OF THE THE CHANGES TO THE LEGISLATION AND THAT TAX WAS STRUCK COMPLETELY FROM THE BOOKS.

SO THAT TAX ON EVERY COMMERCIAL REAL ESTATE INTEREST, IN TERMS OF RENTALS, WAS ABOUT A 1% CONTRIBUTION TO OUR SURTAX. AND SO THAT AFFECTS ANY ORGANIZATION IN THE IN THE STATE THAT HAS A SURTAX.

SO IT HIT THE FOLKS IN MIAMI. IT HIT US AS WELL.

AND AS A RESULT OF THAT WE ARE LOOKING AT A, A ROUGHLY ESTIMATED $40 MILLION HIT ANNUALLY.

WE WILL NOT KNOW THOSE NUMBERS. SO THESE ARE ESTIMATED AND ESTIMATED, ESTIMATED, ESTIMATED TO SAY THAT WE WILL NOT KNOW REALLY WHAT THE IMPACTS ARE UNTIL WE HAVE THE FIRST QUARTER OF REVENUE COMING IN. BUT BECAUSE WE KNOW THAT THERE IS A NUMBER AND WE KNOW THAT NUMBER IS NORTH OF OF LIKELY 30 MILLION WE'VE ALREADY TAKEN, WE'RE IN THE BUDGET SEASON NOW AT AT BROWARD COUNTY, WE'VE ALREADY TAKEN SOME OF THE OUR PLANS, WE'VE MODIFIED OUR PLANS AND ALSO TAKEN OUT DID SOME COST CUTTING SO THAT WE COULD COME IN UNDER, YOU KNOW, WITHIN BUDGET, GIVEN THESE NEW CIRCUMSTANCES OUTSIDE OF THE THE NEW STARTS.

SO THAT'S WHERE WE ARE. THERE IS GOOD NEWS. YOU KNOW, WE HAVE THIS INTEROPERABILITY APP THAT'S GOING TO BE COMING TO YOUR PHONE SOON IF YOU CHOOSE TO USE IT, WHICH IS GREAT. BUT, YOU KNOW, IT IS A LITTLE GLOOMY THESE DAYS, AND I WISH I HAD BETTER NEWS TO COME TO YOU WITH.

STUFF WE'RE DOING WITH COCONUT CREEK, STUFF WE'RE DOING WITH SUNRISE, STUFF WE'RE DOING WITH ALL THE COMMUNITIES.

TRANSPORTATION IMPROVEMENT PROGRAM IS A FIVE YEAR PROGRAM INCLUDING PROJECTS THAT THE REGION EXPECTS TO BUILD OVER THE NEXT FIVE YEARS. THOSE PROJECTS INCLUDE TRANSIT, RAIL, HIGHWAY, AND SEAPORT AS

AND THE BOARD MPO SENT THE APPROVED TIP TO FEDERAL HIGHWAY ADMINISTRATION, FEDERAL TRANSIT ADMINISTRATION, AND FDOT BEFORE JULY 15TH. THE TIP TAKES EFFECT ON OCTOBER 1ST EACH YEAR.

TO MEET FEDERAL AND STATE REQUIREMENTS TO THE TIP, THE BOARD MPO RELEASED PUBLIC NOTICE IN NEWSPAPERS, BROWARD MPO WEBSITE, SOCIAL MEDIA, BROWARD MPO MOBILITY MONDAY AND EIGHT PUBLIC LIBRARIES IN BROWARD COUNTY. THIS SLIDE IS A SUMMARY OF THE PUBLIC NOTICE.

THE SECOND ONE IS INTERCHANGE IMPROVEMENT ON I-95 FROM SOUTH OF SOUTH VIA 10TH STREET TO NORTH OF HILLSBORO BOULEVARD. THE THIRD ONE IS IMPROVEMENT OF THE INTERCHANGE ON FLORIDA TURNPIKE AT COCONUT CREEK. ONE QUICK SECOND JUST TO LET THE BOARD MEMBERS KNOW.

WHAT WE'RE REALLY FOCUSING ON AND MR. STUART'S LEADING THE CHARGE AT THE NATIONAL LEVEL IS THE REAUTHORIZATION THROUGH OUR FRIENDS AT AMP, THE ASSOCIATION OF METROPOLITAN PLANNING ORGANIZATIONS, THE NATIONAL ASSOCIATION OF REGIONAL COUNCILS.

THEY HAVE ALSO PARTNERED WITH THE LEAGUE OF CITIES AND THE LOTTE COALITION TO FORM A VERY COMPREHENSIVE GROUP OF THOSE THAT ARE INVESTED IN LOCAL TRANSPORTATION NEEDS TO ENSURE THAT LOCAL THAT THE FEDERAL GOVERNMENT IS STILL MEETING THE NEEDS OF OUR LOCALS.

SOME OF THOSE ARE JUST, YOU KNOW, AS YOU KNOW, NEEDS FOR YOUR RESIDENTS. OTHER THOSE ARE UNFUNDED MANDATES THAT YOU MIGHT END UP WITH. SO THAT'S A LOT OF COORDINATING. AND I HAVE TO THANK MR. STUART, WHO SITS ON THE BOARD FOR TWO OF THOSE ORGANIZATIONS.

SO WE'RE NOT EVEN AT THE FIRST YEAR OF THE ACTUAL YEAR DELIVERY OF WORK PROGRAM PROJECTS THAT WE GOT OUT OF THIS AUTHORIZATION.

SO THE ANALYSIS IS INTERESTINGLY FLAWED, AND I APPRECIATE ANALYSIS, I REALLY DO.

FOR THOSE OF YOU FAMILIAR WITH THE DOCUMENT, IT'S A TEN YEAR PLANNING DOCUMENT. REQUIRES A MAJOR UPDATE EVERY FIVE YEARS.

TEN YEAR PLAN EVERY MONTH, EVERY FIVE YEARS. AND FOR ANNUAL UPDATES IN BETWEEN, WHAT YOU HAVE THIS MORNING IS THE FIRST ANNUAL REPORT WITHIN THAT FIVE YEAR WINDOW.

THE REPORT WILL UPDATE FDOT STAKEHOLDERS AND CUSTOMERS ON THE ON BOARD EFFORTS OVER THE PAST YEAR.

BEGINNING WITH STRATEGIC ACCOMPLISHMENTS. YOU'LL SEE PRIMO BUILD A LOT OF MOMENTUM.

YOU KNOW, WE LOVE MOMENTUM AT BCG HOSTED A HIGHLY SUCCESSFUL INDUSTRY DAY WITH OVER 250 PARTICIPANTS FROM ACROSS THE TRANSIT SECTOR, WHERE THEY WERE ABLE TO DISCUSS FOSTERING PARTNERSHIPS, TOURING FUTURE CORRIDORS, PAVING THE WAY FOR PREMIUM NETWORK IMPLEMENTATION FOR BCR SOUTH.

AN IMPORTANT MILESTONE WAS REACHED. BCT RECEIVES A FINDING OF NO SIGNIFICANT IMPACT OR FONSI, FROM THE FTA IN SEPTEMBER THAT MOVES COMMUTER RAIL FORWARD IN BROWARD COUNTY.

FOR THE MAP PROGRAM, BCT MADE A POINT TO STAY CLOSELY ENGAGED WITH ITS STAKEHOLDERS.

STAFF OFFERED UPDATES AND NUMEROUS OVERSIGHT MEETINGS AND BOARD MEETINGS AND WORKSHOPS COVERING TOPICS LIKE THE SURTAX, BUDGET REQUESTS, AND A FIVE YEAR WORK PLAN. IF YOU LOOK AT THE SIDEBAR ON THE RIGHT, WE WANTED TO HIGHLIGHT A FEW OPERATIONAL ACCOMPLISHMENTS THAT BCT MADE, INCLUDING ADDING ITS FIRST TWO ELECTRIC EXPRESS COACHES TO THE FLEETS ARE LAUNCHING THE PROJECT HOMELESS CONNECT INITIATIVE, WHICH IS A MULTI-AGENCY INITIATIVE DESIGNED TO IMPROVE SAFETY AND SUPPORT VULNERABLE INDIVIDUALS AT TRANSIT LOCATIONS.

BUT MOST NOTABLY, THEY CELEBRATED THE LARGEST BUS OPERATOR GRADUATING CLASS IN BCT HISTORY.

MOVING ON TO PUBLIC OUTREACH, THE COMPREHENSIVE OPERATIONAL ANALYSIS SURVEYED OVER 1000 PEOPLE.

7000 PEOPLE, EXCUSE ME IN THREE DIFFERENT LANGUAGES.

SO THROUGH SURVEYS, PUBLIC MEETINGS, STAKEHOLDER LISTENING SESSIONS, AND POP UP EVENTS AT TRANSIT CENTERS, BCT WAS ABLE TO GATHER FEEDBACK. AND CURRENTLY THAT FEEDBACK IS BEING EVALUATED INTERNALLY AND THE PUBLIC OUTREACH EFFORT WILL BEGIN AGAIN IN THE FALL. WE'RE GOING TO DISCUSS A FEW OF THE GOALS OVER THE NEXT FEW SLIDES.

THESE ARE NO LONGER REQUIRED BY THE REPORT. BCT CONTINUES TO TRACK THEM AS IT HELPS THE AGENCY APPROVE.

IN 2024, YOU SEE SIGNIFICANT STEPS WERE TAKEN TO IMPROVE SAFETY AND SECURITY.

AND THAT'S ON THE LEFT COLUMN THAT YOU SEE THERE.

THAT EFFORT IS STILL ONGOING. ONE HUGE STEP WAS THE PROCUREMENT OF A PEDESTRIAN COLLISION AVOIDANCE SYSTEM.

THIS IS INSTALLED ON BUSSES. THIS IS A SAFETY FEATURE THAT USES SENSORS AND CAMERAS IN EYE TO DETECT PEDESTRIANS AND ALERT DRIVERS TO POTENTIAL COLLISIONS.

IT ALSO ALIGNS WITH NATIONAL VISION ZERO PRINCIPLES FOR TRANSIT SAFETY.

THE AGENCY ALSO ENHANCED SECURITY PRESENCE AT TERMINALS CONDUCTED FOR SAFETY CAMPAIGNS, AND OFFERED REFRESHER AND DE-ESCALATION TRAINING TO OPERATORS.

THAT BEING SAID, YOU'LL SEE ON THE RIGHT THAT THE MISSION TO REDUCE ASSAULT ON TRANSIT WORKERS IS STILL ONGOING.

THE AGENCY INCREASED ITS EFFORTS TO DISCUSS, DEFINE AND TRACK WORKER ASSAULTS, AND WHILE THIS ALLOWED TRACKING AND AWARENESS TO IMPROVE, IT ALSO ALLOWED THE NUMBER OF REPORTED INSULTS ASSAULTS TO GO UP.

SO IT BASICALLY GAVE BC A MORE ACCURATE PICTURE OF WHAT WAS HAPPENING AT TRANSIT STATIONS AND THE BUS STOPS.

THESE WERE BEING EVALUATED, AND BCT CONTINUED TO ENGAGE WITH LAW ENFORCEMENT.

THEY ALSO EXCEEDED THEIR KEY OBJECTIVES OF IMPROVING MOBILITY AND THE IMPLEMENTATION OF COMPREHENSIVE TRANSIT SOLUTIONS.

THE FIRST TWO TARGETS ON THE LEFT COLUMN BOTH SHOW IMPROVEMENTS AND PROJECTS THAT IMPROVE SERVICE AND INFRASTRUCTURE.

AS MENTIONED, THE FONSI FOR BCR SOUTH AND THEY RELOCATED, INSTALLED OR INSTALLED 15 SHELTERS, INSTALLED OVER 1000 NEW SIGNS AND 310 SOLAR LIGHTS IN THE CENTER AND THE CENTER COLUMN.

WE SEE THEY MET THEIR GOAL TO GROW TRANSIT USE AND IMPROVE CUSTOMER EXPERIENCE.

CUSTOMER SERVICE OUTREACH EFFORTS TRIPLED THE MINIMUM TARGET, WITH 46 EVENTS HELD.

RIDERSHIP INCREASED ALMOST 9% ACROSS ALL SERVICES, INCLUDING TOPS, WHICH HIT A HISTORIC HIGH.

I THINK ABOUT 14%. AND THOSE NUMBERS REFLECT REAL COMMUNITY IMPACT.

BC'S GOAL TO. COMMIT ITS COMMITMENT TO STAFF AND FUTURE GROWTH WAS ALSO MET.

THE AGENCY HOSTED 13 CAREER EVENTS BEYOND THE TARGET.

HOWEVER, THE EMPLOYEE SURVEY WAS POSTPONED. IT WAS PUT ON HOLD UNTIL BCT 2.0, WHICH IS THE.

THE ORGANIZATION EFFORT TO MODERNIZE THE STRUCTURE FOR PAYROLL SERVICES CAN BE IMPLEMENTED.

THAT SURVEY IS ON TRACK TO BE CONDUCTED THIS YEAR.

THE AGENCY CAN'T REPORT AS MADE ITS GOAL TO ENSURE RESILIENCY AND MAINTAIN A STATE OF GOOD REPAIR.

THE LOW AND NO EMISSION FLEET GREW BY 8%, WITH 33 ELECTRIC AND 43 HYBRID BUSSES NOW IN OPERATION.

AFTER MEETING THAT GOAL, BC PAUSED EV FLEET EXPANSION DUE TO VEHICLE RELIABILITY ISSUES AND THE RIGHT COLUMN.

EFFORTS TO SUPPORT ECONOMIC DEVELOPMENT ARE STILL ONGOING. THAT'S PART OF THE COA, WHICH I MENTIONED BEFORE WILL BEGIN AGAIN THIS FALL.

WE CAN SEE THE FINANCIALS OVER THE NEXT TEN YEARS.

AND, YOU KNOW, WE'RE GOING TO TAKE THOSE WITH A GRAIN OF SALT. GIVEN MISS NEWS TODAY AS A REMINDER THAT TEN YEAR OPERATING CAPITAL PROGRAM PROVIDES AN UPDATE ON THE PRIOR YEAR'S IMPLEMENTATION PLANS. SO YOU'LL SEE, THIS ADDS A NEW FISCAL YEAR.

SO IT COVERS FISCAL YEAR 2025 THROUGH 2034. IT IS NOT INTENDED TO BE A REPRESENTATION OF THE BUDGET.

IT'S INTENDED TO SHOW BC'S LONG TERM VISION AND FINANCIAL RESPONSIBILITY.

SO YOU SEE IN THE BLUE BOX THE PROJECTED OPERATING EXPENSES TOTAL APPROXIMATELY 3.4 BILLION OVER THE NEXT TEN YEARS TO MAINTAIN AND ENHANCE SERVICES.

THAT INCLUDES NEW HIGH FREQUENCY BUS, NEW LIGHT RAIL, NEW BRT AND COMMUTER RAIL.

IN THE ORANGE BOX, THE CAPITAL PROGRAM, A TOTAL OF 5.1 BILLION, HAS BEEN IDENTIFIED IN INVESTMENT TO SUPPORT SERVICE EXPANSION.

THAT'S 2.5 BILLION ALLOCATED FOR NEW TRANSIT WAYS, OVER $700 MILLION FOR NEW VEHICLES, AND SIGNIFICANT INVESTMENT IN BRT AND LRT IN 2026. AND FINALLY, HERE'S A LIST OF THE PROJECTS AND THEIR ANTICIPATED START DATES.

IF THINGS STAY AS PLANNED BY 2024, BCT EXPECTS NEW SERVICES ACROSS SAMPLE ROAD, HOLLYWOOD BOULEVARD, AND OAKLAND PARK BOULEVARD, AND MORE. A 28% FLEET EXPANSION FROM 415 TO OVER 500 VEHICLES AND CONTINUED PROGRESS ON LIGHT RAIL AND COMMUTER RAIL SEGMENTS AND CLOSING 2024 WAS A YEAR OF TANGIBLE PROGRESS AND RENEWED COMMUNITY CONNECTION.
