TODAY I'M HERE TO WALK WALK YOU THROUGH THE FIRST AMENDMENT TO FY 2026 TO 2030 TIP.

THE 1ST AMENDMENT IS BROKEN DOWN INTO 3 PARTS.

THE 1ST WE'RE ADDING FISCAL YEAR 2026 ROLL FORWARD REPORT.

THE 2ND ONE WE ARE REMOVING 3 PRODUCTS FROM THE TRANSPORTATION IMPROVEMENT PROGRAM.

THE 3RD ONE WE ADD ONE PROJECTS TO THE TIP. YOU MIGHT HAVE SEEN THE BROWARD MPOS CORE PRODUCTS FOR MANY TIMES.

TRANSPORTATION IMPROVEMENT PROGRAM IS ONE OF THE CORE PRODUCTS.

AS ALWAYS, IT'S TIME OF THE YEAR TO PRIORITIZE ROLL FORWARD REPORT IS AN ANNUAL ROUTINE PROCESS FOR THE BROWARD MPO.

THIS SLIDE SHOWS ROLL FORWARD REPORT DEVELOPMENT PROCESS IN MARCH OR APRIL.

THE FORWARD MPO RECEIVED TIP DATABASE FROM FDOT.

THE TIP DATABASE IS GENERATED FROM DRAFT TENTATIVE WORK PROGRAM BY FDOT.

FROM HERE IT SPLITS INTO 2 PATHS. PATH IN BLUE.

THE BROWARD MPO PREPARED THE DRAFT TRANSPORTATION IMPROVEMENT PROGRAM, AND THE BOARD APPROVED THE DRAFT IN JULY BOARD MEETING. AND THE PATH IN RED. THE STATE APPROVES THE DRAFT TENTATIVE WORK PROGRAM ON JULY 1ST.

ON JULY 1ST, AFTER JULY 1ST, THE FDOT GENERATES THE ROLL FORWARD REPORT FOR EACH MPO. YOU MAY WONDER WHAT TYPE OF PRODUCT IN THE ROLL FORWARD REPORT PROJECTS IS SUPPOSED TO BE ENCUMBERED AND OBLIGATED PRIOR TO JUNE 30TH, BUT WASN'T BECAUSE OF VARIOUS REASONS THOSE PROJECTS WILL AUTOMATICALLY ROLL FORWARD IN THE WORK PROGRAM, BUT NOT AUTOMATICALLY ROLL FORWARD IN THE TIP. AND THE YEAR 1 OF THE 2 DOCUMENTS HAS TO BE SAME.

SO THE BROWARD MPO HAS TO AMEND THE TIP TO INCLUDE THOSE PROJECTS IN THE TIP.

IN SEPTEMBER, THE BROWARD MPO PROCESS ROLL FORWARD REPORT.

AFTER THE BOARD APPROVES THE ROLL FORWARD REPORT, THOSE PROJECTS WILL MERGE TO THE NEW TIP, AND THE NEW TIP TAKES EFFECT ON OCTOBER 1ST. LET'S TAKE A LOOK AT SOME ROLL FORWARD REPORT FOR THIS YEAR.

THE ROLL FORWARD REPORT INCLUDES 157 PROJECTS TOTALING $322 MILLION FUNDING ROLL FORWARD. THIS SLIDE SHOWS ROLL FORWARD FUNDS DISTRIBUTED AMONG TRANSIT, HIGHWAY AND RAIL. THE ROLL FORWARD REPORT ALSO INCLUDES 15 PROJECTS, ABOUT $5 MILLION OF MPO ATTRIBUTABLE FUNDS ROLLING FORWARD.

THIS SLIDE IS HIGHLIGHT OF THOSE PROJECTS. BROWARD MPO STAFF RECOMMENDED TO REMOVE 1 PROJECT.

THIS PROJECT IS JOSH LEE BOULEVARD FROM OAKLAND PARK BOULEVARD TO NOB HILL ROAD.

BECAUSE THIS PROJECT HAS BEEN EXECUTED AND OBLIGATED IS FULLY FUNDED.

NO FUNDING NEEDED. SO DON'T NEED INCLUDE IN THE TIP.

AFTER WE PUBLISHED THE MEETING PACKAGE, WE RECEIVED REQUESTS FROM FDOT TO CHANGE FUNDING TYPE FDOT TO BALANCE ACSA FUND IN THE WORK PROGRAM. SOME STATE FUNDS IS USED TO REPLACE ACSA FUND.

SO THIS SLIDE REFLECTS THE CHANGE. SO WITH THAT MPO STAFF AND THE FDOT STAFF TO ANSWER QUESTIONS.

YEAH, THERE WERE THE 3 PROJECTS, THE PERRY AIRPORT AND THE TWO THE TOWER REPLACEMENT THAT WAS A CONSTRUCTION PROJECT ORIGINALLY PROGRAMED FOR FISCAL YEAR 2026.

THE STATE ALLOCATED FUNDS WERE TOTALED AT $311,475.

FDOT RECEIVED A FORMAL NOTICE REQUESTING THAT THIS PROJECT BE REMOVED FROM THE BROWARD COUNTY AVIATION DEPARTMENT.

THEY REQUESTED THIS PROJECT TO BE REMOVED ON JANUARY 16TH.

THIS TOWER AT NORTH PERRY AIRPORT. THAT IS THE CURRENT TOWER IS PART OF THE FAA CONTRACT TOWER PROGRAM. THEY WERE LOOKING TO RECEIVE SOME FEDERAL FUNDING TO MATCH IN ORDER TO FUND THE DESIGN AND CONSTRUCTION COSTS.

UNFORTUNATELY, THEY DID NOT RECEIVE A FEDERAL AWARD FOR IT.

AND SO UNTIL THEY CAN GET THOSE FUNDS IN TERMS OF FUNDING IT WITHOUT ANY FEDERAL ASSISTANCE THEY WILL NEED TO PULL BACK AND NOT ACCEPT THE FUNDING.

SO THAT WAS THE TOWER REPLACEMENT PROJECT. THE AIRFIELD OKAY. ANYBODY ONLINE? OKAY. SO NO MORE QUESTIONS.

I'M HERE TO GIVE YOU AN UPDATE ON THE MPO'S ANNUAL AMENDMENT CYCLE PROCESS.

SO, AS YOU KNOW, WE WERE HERE IN APRIL AND WE TOLD YOU THAT, HEY, THE ANNUAL CYCLE IS OPEN AND WE'RE GOING TO MEET UP WITH OUR PARTNERS BETWEEN MAY AND JULY. AND WE MET WITH SOME OF OUR PARTNERS. AND AT THIS POINT, WE'RE AT STEP NUMBER 2, RIGHT, WHICH IS WHEN WE'RE GOING TO INFORM YOU WHICH PARTNERS YOU ESSENTIALLY REQUESTED MPO MTP AMENDMENT.

SO WITH THAT, WE HAD ESSENTIALLY WE'RE GOING TO HAVE 3 DIFFERENT SETS OF AMENDMENTS REQUESTS, RIGHT? WE HAVE THE FDOT. THIS IS PROJECTS. WE HAVE THE BSAP, WHICH IS THE SS4A PROJECT THAT WAS FUNDED BY THE FEDERAL GOVERNMENT, THE PARTNERSHIP BETWEEN THE MPO AND BROWARD COUNTY.

SO THEY'RE GOING TO HAVE SOME PROJECTS THAT WE WOULD LIKE TO AMEND INTO THE PLAN.

AND ALSO BCT, WE'LL BE DOING A PRESENTATION. AND A GOOD FRIEND, KHALILAH FFRENCH, WILL BE DOING THAT PRESENTATION.

SO WITH THAT WE'LL START. AGAIN, I JUST, YOU KNOW, 3 PART PRESENTATION AS MY COLLEAGUE DOCTOR CHEN JUST REMINDED US, THE MCP, AS WITH THE CIP, IS ONE OF THE CORE PRODUCTS OF THE MPO.

AND AGAIN, WITH THAT, WE'LL GO INTO THE FDOT SYSTEM AMENDMENTS REQUEST.

SO WE HAVE 5 PROJECTS, RIGHT? WE HAVE I-95 FROM SOUTH OF COMMERCIAL BOULEVARD TO CYPRESS CREEK ROAD.

IT'S THE CONSTRUCTION PHASE OF THAT PROJECT HAS BEEN REMOVED FROM THE SIS.

AND SINCE WE HAVE TO HAVE WHAT'S CALLED PLANNING CONSISTENCY BETWEEN THE MTP, THE TIP IN THE SIS, WE HAVE TO REMOVE THAT FROM THE MTP AS WELL. SAME THING WITH THE SECOND PROJECT YOU SEE THERE, I-75 FROM PINE BOULEVARD NORTH OF MIRAMAR PARKWAY TO NORTH OF PINES BOULEVARD.

SAME ISSUE. THE CONSTRUCTION PHASE WAS REMOVED.

SO WE HAVE TO, YOU KNOW, REMOVE THAT FROM THE MTP AS WELL.

NOW WE HAVE SOME GOOD NEWS PROJECTS, RIGHT. THESE 2 THE 2 PROJECTS HERE, YOU SEE THE TRUCK PARKING EXPANSION AT BROWARD BOULEVARD.

THIS WAS IN THE ILLUSTRATIVE PLAN OF THE MPO.

NOW WE WERE ABLE TO GET A GRANT FOR THAT PROJECT.

I SHOULD SAY OUR PARTNERS AT FDOT. WERE ABLE TO GET A GRANT FOR THAT PROJECT.

SO NOW IT'S FULLY FUNDED. SO IT'S MOVING FROM THE ILLUSTRATIVE PLAN INTO THE COST FEASIBLE PLAN.

SO GOOD NEWS. AND THEN WE HAVE THIS PROJECT HERE, THE STATE ROAD 84 AT FEC CORRIDOR CROSSING THE PD&E WAS SCHEDULED TO BE OUT WAY OUT OF YEAR 4150. AND OUR PARTNERS AT FDOT WERE ABLE TO FUND THAT PROJECT.

IN FISCAL YEAR 29. SO BECAUSE IT MOVED 3 TIME BANDS, WE HAVE TO AMEND THE PROJECT INTO IN THE MTP.

IN THE LAST ONE IS A REMOVAL THE PARK AND RIDE LOTS.

AT PINE BOULEVARD, I-75, I BELIEVE THAT PROJECT IS IT'S NOT BEEN FUNDED YET, BUT IT'S BEING REMOVED FROM THE MTP.

AND I THINK THAT PROJECT IS GOING TO BE A PART OF ANOTHER PROJECT THAT FDOT HAS ALREADY FUNDED.

SO DUE TO BALANCING WORK PROGRAM BALANCING, LAST YEAR, THE CONSTRUCTION PHASE WAS PUSHED OUT OF THE 5 YEAR WORK PROGRAM.

WE HAVE BALANCING WITH THE WORK PROGRAM, AND WE SHIFT FUNDS AROUND MANY TIMES TO KEEP THE WORK PROGRAM WHOLE.

SO THAT WAS THAT WAS THE FIRST PROJECT THE SO THAT CAN COME BACK THEN. OH, ABSOLUTELY. SO WHEN YOU SEE US SOMETIMES DEFERRING JUST LIKE AS WE ADVANCE PROJECTS, SOMETIMES WHEN THE FUNDING BECOMES AVAILABLE, THESE ARE VERY LARGE CORRIDOR AND INTERCHANGE AND BIG PROJECTS.

WHEN THE WORK PROGRAM PROGRAM HAS TO STAY BALANCED.

SO SINCE THEY HAVE SO MANY MILLIONS OF DOLLARS ON THEM.

BUT WE DON'T. THAT PROJECT IS STILL IN THE WORK PROGRAM.

IT'S. THAT PHASE WAS DEFERRED, AND YOU MAY SEE IT COME BACK IN THE NEXT YEAR OR SO.

SO THAT PROJECT ISN'T COMPLETELY GONE. THE OTHER PROJECT, THE PINES BOULEVARD AT I 75 PARK AND RIDE, WAS ACTUALLY ABSORBED INTO ANOTHER ONE OF OUR PROJECTS ALREADY.

WE HAVE ANOTHER PROJECT AT THE PINES BOULEVARD O THE PARK AND RIDE LOTS.

THE MAJOR CONTRIBUTORS NATIONALLY TO THE INCREASE IN TRANSPORTATION COSTS ARE SPENDING ON PUBLIC TRANSPORTATION.

THAT IS MAYBE MORE APPLICABLE IN AREAS THAT, DURING 2023, SAW A LOT OF RETURN TO WORK AND THE INCREASE OF COST TO PURCHASE VEHICLES, NOTABLY, DURING THE SAME TIME PERIOD, THE COST OF GASOLINE DROPPED.

HOWEVER, THE OTHER INCREASES IN COSTS WERE SIGNIFICANT ENOUGH THAT IT WAS OVERALL AN INCREASE OF 7% DURING THAT TIME PERIOD.

THOSE THOUGH LAG A YEAR BEHIND. SO THE INFORMATION ON THIS SLIDE IS LOOKING AT 2022.

AND THIS IS FOR THE MIAMI MSA, WHICH INCLUDES THE TRI COUNTY REGION.

THE GREEN BARS SHOW THE NATIONAL EXPENDITURES, AND THE BLUE BARS ARE THE MIAMI MSA EXPENDITURES.

WHAT WE SEE HERE IS THAT BOTH HOUSING AND TRANSPORTATION MAKE UP A HIGHER PROPORTION OF CONSUMER EXPENDITURES IN THE MIAMI MSA, VERSUS THE US AS A WHOLE. ON AVERAGE, HOUSEHOLDS IN THE MIAMI MSA SPEND 20% OF THEIR HOUSEHOLD EXPENSES ON TRANSPORTATION. THIS IS THE HIGHEST TRANSPORTATION COST BURDEN OF THE 22 MSAS THAT WERE ASSESSED BY THE BUREAU OF LABOR STATISTICS, EXCEPT THAT WE TIED WITH HOUSTON IN TERMS OF WHAT ARE DRIVING THESE COSTS, IT IS A COMBINATION OF FACTORS, INCLUDING HIGHER VEHICLE AND INSURANCE COSTS, COUPLED WITH LOWER WAGES AND LIMITED TRANSPORTATION OPTIONS.

AND SIMILAR TO NATIONAL TRENDS, THESE COSTS ARE NOT OFFSET BY THE LOWER GAS COSTS WE HAVE HERE IN FLORIDA.

I'M GOING TO PULL UP SOME SO AS I PREVIOUSLY MENTIONED, THE 20% TRANSPORTATION COST BURDEN FOR THE MIAMI MSA IS AN AVERAGE THROUGH AN INTERACTIVE DATA TOOL FROM THE USDOT'S BUREAU OF TRANSPORTATION STATISTICS. THE TRANSPORTATION COST BURDEN FOR DIFFERENT HOUSEHOLD TYPES IS PROVIDED, AS THIS TOOL ALLOWS USERS TO SELECT DIFFERENT HOUSEHOLD CHARACTERISTICS, WHETHER THAT'S FAMILIAL STATUS.

SO THAT COULD BE MARRIED HOUSEHOLDS, SINGLE PARENT HOUSEHOLDS, HOUSEHOLDS WITH SCHOOL AGE CHILDREN, OR SPECIFIC AGE CATEGORIES OR INCOME CATEGORIES.

THE TOOL COMPARES AVERAGE VEHICLE MILES TRAVELED VERSUS THE PERCENT OF HOUSEHOLD INCOME SPENT ON TRANSPORTATION BASED ON INCOME QUINTILES. SO THIS IS A TERM I'VE ONLY RECENTLY BEEN FAMILIAR WITH.

AND IT BASICALLY MEANS THAT THE BUREAU OF LABOR STATISTICS SPLITS POPULATION GROUPS INTO 20% CATEGORIES BASED ON INCOME. AND QUINTILE 5 IS THE WEALTHIEST. SO THE WEALTHIEST 20% IN QUINTILE ONE IS THE LOWEST INCOME.
