THE PROJECT NUMBER IS 061, THE NORTH PERRY AIRPORT TOWER REPLACEMENT, BECAUSE, YOU KNOW, THE INCIDENTS THAT HAVE BEEN GOING ON AT THE AIRPORT THERE IN THE LAST YEAR OR SO HAVE BEEN A IN THE HEADLINES.
AND WHEN WE HAVE FUNDING OR WHEN WE HAVE A PROJECTED FUNDING FROM THE MASTER PLAN THAT WAS DONE IN 2020 TO UPDATE THE AIR TRAFFIC CONTROL TOWER THERE AT THE NORTH PERRY AIRPORT.
IT WAS PLANNED TO BE DONE IN 2022. THE FUNDING IS $4.4 MILLION.
AND THE I UNDERSTAND THAT BROWARD COUNTY TERMINATED A GRANT FOR $350,000.
AND THEN THE ADDITIONALLY, THE YOU KNOW, HISTORICALLY, WHEN WE REMOVE A PROJECT, BECAUSE WHEN THE PROJECTS IN THE TIPS, THAT MEANS THE IT'S PROGRAMED TO BE FUNDED. AND ONCE YOU REMOVE THE PROJECT, IT'S VERY DIFFICULT TO GET THAT FUNDING BACK IN FOR THAT PROJECT IN THE FUTURE. I HAVE HISTORY WITH THIS, WHERE WE HAD A PROJECT OUT IN WESTON WHERE THE IT WAS FUNDED IN THE TIPS.
THE COMMUNITY DIDN'T WANT TO DO IT. AND I HAD TO COME BACK TO THE BOARD HERE.
I WAS ADVISED THAT, YOU KNOW, ONCE THE PROJECT IS REMOVED, IT'S NEVER GOING TO BE BACK IN.
IT'S GOING TO IT'S VERY HARD TO GET IT BACK INTO THE TIPS.
AND IN THIS CASE, THE COMMUNITY WANTS THAT PROJECT DONE.
ON. SO WHY, WHY IS FDOT SAYING LET'S TAKE IT OUT? AND OBVIOUSLY ANY ENHANCEMENTS TO THE AIR TRAFFIC CONTROL TOWER WOULD INCREASE THE SAFETY, THE OPERATION UPGRADE, THE RADAR, COMMUNICATIONS IS SOMETHING THAT I WOULD THINK THAT EVERYBODY WHO TRAVELS IN AND AROUND THAT AIRPORT WOULD WANT TO BE A SAFE OPERATION.
AND I UNDERSTAND THAT THIS AIRPORT TOWER IS IT'S A PRIVATE TOWER, SO IT OPERATES UNDER DIFFERENT RESTRICTIONS THAN A FEDERAL TOWER AT ONE OF THE OTHER MAJOR AIRPORTS. I'M JUST CURIOUS WHY FDOT DECIDED ALL OF A SUDDEN TO BASICALLY PULL THE FUNDING FOR THIS NEW TOWER.

IN THIS CASE, THE NORTH PERRY PROJECT WAS SLATED TO ACCOUNT AND RELY HEAVILY ON FEDERAL DOLLARS.

BROWARD COUNTY AVIATION DEPARTMENT HAS NOT BEEN ABLE TO SECURE THOSE FEDERAL DOLLARS, AND OUR CONTRIBUTION OR STATE CONTRIBUTIONS, AS IT WAS PROGRAMED, WAS $311,475. SO VERY SMALL AMOUNT COMPARED TO WHAT THE FEDERAL CONTRIBUTION WOULD HAVE BEEN.IN GENERAL PROJECTS LIKE THIS WOULD BE FUNDED 90-95% FEDERAL, AND THE OTHER LOCAL CONTRIBUTIONS BECOMES EITHER 10 OR 5%, WITH TWO AND A HALF BY THE DEPARTMENT AND TWO AND A HALF BY THE AVIATION SECTION, AVIATION DEPARTMENT, OR 5% FOR THAT MATTER. IN THIS CASE, AGAIN BROWARD COUNTY AVIATION HAD PROGRAMED THIS PROJECT HAD REQUESTED AS A PRIORITY. UNFORTUNATELY, THOSE FEDERAL DOLLARS HAVE NOT BEEN ABLE TO BE SECURED.
ESSENTIALLY, THEY'RE SAYING THEY'RE NOT READY TO IMPLEMENT THIS PROJECT JUST YET, AND THEY'RE BEING EXTREMELY GOOD PARTNERS TO LET US KNOW THAT THEY WANT TO MAKE SURE THAT THOSE FUNDS ARE USED EFFICIENTLY. IN OTHER PROJECTS WE HAVE TO BALANCE THE NEEDS ACROSS THE BOARD IN OUR DISTRICT WITH ALL THE OTHER PROJECTS.
AND WE HAVE THE VERY BOTTOM OF THE LIST CAPACITY.
SO ONCE AGAIN MAXIMIZING FEDERAL DOLLARS THAT WERE NOT EXISTENT IN THIS CASE FOR THIS PROJECT IS THE REASON WHY THIS PROJECT WAS REQUESTED TO BE REMOVED. IF THIS PROJECT IS REMOVED, WHEN WILL WHEN HOW SOON COULD IT BE BE BACK ON IN THE TIP IF IN THE EVENT, IN THE EVENT THAT THEY DO HAVE FEDERAL DOLLARS.
RIGHT. SO THE $311,000 WERE SORT OF RECONCILING THOSE FUNDS INTERNALLY.
WE PUT THEM IN A BOX, SO TO SPEAK. WE PUT THEM ASIDE.
AND ONCE WE HAVE POTENTIALLY FEDERAL DOLLARS IN PLACE, WE CAN REPROGRAM WITH THE CORRECT MATCH LOCAL CONTRIBUTION. SO IF IT'S AVAILABLE, IF THEY HAVE THE FUNDING NEXT YEAR.
THEN DO THEY HAVE TO WAIT FIVE YEARS OR WILL IT? WOULD IT BE AT THE TOP OF THE LIST? HOW DOES IT GET BACK INTO THE PROGRAMING? THE DEPARTMENT UNDERSTANDS THE IMPORTANCE OF THIS PROJECT. I WANT TO MAKE THAT CLEAR IN OUR DISTRICT, SO IT'S DEFINITELY ON OUR RADAR. WE ATTENDED LAST WEEK'S TOWN HALL MEETING JUST TO BE FOR PURPOSES OF CLARITY AND TO ANSWER THE QUESTION AGAIN. WE SHOULD BE ABLE TO GET THIS PROJECT BACK ON NEXT YEAR IF FEDERAL FUNDS ARE SECURED.

YOU'RE TALKING ABOUT THAT FEDERAL FUNDING IS PEOPLE WOULD THINK THAT PROBABLY FEDERAL FUNDING, PROBABLY. IT'S AVAILABLE FOR MOST OF THESE AIR TRAFFIC CONTROL TOWERS.
OKAY. BUT IN THE MASTER PLAN UPDATE FROM 2020 THAT WAS ISSUED BY THE COUNTY HERE, IT SAYS THE ATC TOWER REPLACEMENT, THE PROJECT WOULD BE 4,400,000. ESTIMATED COST.
THE FAA FUNDING IS ZERO. THE FDOT FUNDING IS 3,520,000 AND THE LOCAL PORTION IS 880,000. SO THAT'S NOT EXACTLY WHAT YOU JUST SAID, THAT NORMALLY THE YOU KNOW, THAT YOU'RE LOOKING FOR FEDERAL FUNDING FOR THAT PROJECT. IT'S NOT IN THE MPU.
THAT IS THE JUSTIFICATION THAT WAS PROVIDED TO US BY BROWARD COUNTY AVIATION DEPARTMENT, THAT'S NOT TO SAY THAT WE'RE NOT LOOKING AT POTENTIALLY FUNDING THIS PROJECT WITH STATE DOLLARS. THAT IS ALSO PART OF THE EQUATION HERE, HOW TO FIGURE OUT HOW TO FUND THIS.
BUT I'LL GIVE YOU AN EXAMPLE. TYPICALLY OUR BUDGET IT'S ABOUT ON A YEARLY BASIS ABOUT $50, 45 $45 MILLION, $40 MILLION IN OUR AVIATION PROGRAM IN DISTRICT FOUR.

AND IN DOING SO, THE STATE CAME BACK AND SAID, OKAY, WELL, WE DON'T WANT ANY MARKINGS ON THE STREET, NO MATTER WHAT, AS LONG AS TO THE EXTENT THAT THEY ARE TRAFFIC CONTROL DEVICES.
THEY WERE APPROVED BY FDOT. THEY WERE DESIGNED IN CONCERT WITH FDOT.
AND NOW THEY'RE SAYING, WELL, THE LAWS CHANGED, SO YOU GOT TO REMOVE THEM. THE PROBLEM WITH THAT, YOU KNOW, IN THE STUDY OF LAW, YOU KNOW, LET'S SAY, FOR EXAMPLE, THERE'S A A ZONING LAW THAT SAYS, OKAY, YOU CAN BUILD A TEN STORY BUILDING IN THIS NEIGHBORHOOD.
AND THE DEVELOPER GOES IN AND BUILDS A TEN STORY BUILDING.
AND THEN THE MUNICIPALITY COMES BACK AND SAYS WE'RE GOING TO REZONE THAT AREA.
AND THAT AREA NOW CAN ONLY ACCOMMODATE FIVE STORY BUILDINGS.
SO THERE IS, THERE'S AN EXPECTATION THAT THAT BUILDING NOW HAS TO CUT DOWN FIVE STORIES AFTER IT'S ALREADY BEEN BUILT? NO, IT'S WHAT'S CALLED A LEGAL NONCONFORMING USE.
SO THE STATE OF FLORIDA HAS COME TO THE CITY OF FORT LAUDERDALE, AND I'M NOT GOING TO TALK ABOUT ANY OTHER CITY, ALTHOUGH WE HEARD ABOUT DELRAY AND WE'VE HEARD ABOUT ORLANDO, WE'VE HEARD ABOUT A LOT OF CITIES AROUND THE STATE.
AND BUT THE CITY OF FORT LAUDERDALE HAS A NUMBER OF INTERSECTIONS THAT WERE COLORIZED USING TECHNIQUES THAT HAVE BEEN ADOPTED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION IN ORDER TO ENHANCE THE DRIVER AWARENESS THAT THEY'RE COMING INTO AN INTERSECTION.
WHY DO THEY DO THAT? BECAUSE IT'S BEEN DETERMINED THAT ONCE YOU ALERT DRIVERS THAT YOU'RE COMING INTO AN INTERSECTION, CHANCES ARE IT CREATES MORE SAFETY FOR PEDESTRIANS.
THIS HAS BEEN A PRACTICE NOT ONLY ADOPTED BY THE MPO, BUT BY PHILANTHROPIC ORGANIZATIONS LIKE BLOOMBERG, WHO HAVE DONE EXTENSIVE STUDIES ON THIS AND HAVE DETERMINED DETERMINE THAT, THAT ADDING PAINT OR SOME KIND OF DEVICE THAT ALERTS THE DRIVER THAT THEY'RE ENTERING AN INTERSECTION NORMALLY BRINGS DOWN PEDESTRIAN FATALITIES AND INJURIES SIGNIFICANTLY.
THE PROBLEM IS, I'M WONDERING HOW FAR FDOT IS GOING TO TAKE THIS.
WE HAVE JUST APPROVED A NUMBER OF PROJECTS AND AND WE CONTINUE TO DO SO.
I SEE THAT THERE'S FUNDING FOR BIKE LANES. THERE'S FUNDING FOR ALL KINDS OF TRAFFIC CONTROL DEVICES THAT THIS BOARD CONTINUES TO SUPPORT IN FUNDING AND COLLABORATING WITH OTHER MUNICIPALITIES IN ORDER TO ENSURE TRAFFIC SAFETY, VEHICULAR SAFETY, PEDESTRIAN SAFETY AND BICYCLE SAFETY.
WHY ARE WE EVEN HERE? IF WE ARE BEING ALERTED TO THE POSSIBILITY THAT THE STATE GOVERNMENT CAN COME BACK AND SAY, OKAY, WE'RE GOING TO CHANGE OUR MIND AND WE'RE NOT GOING TO DO THIS, AND WE SAW ALREADY IN THE ACTION ITEMS HOW THINGS HAVE MOVED FORWARD FOR SEVERAL YEARS, AND ALL OF A SUDDEN THEY'RE TAKEN OFF THE TABLE.
OR AT LEAST THE REQUEST IS TO TAKE THEM OFF THE TABLE.
WE CAN'T SEEM TO FIND OUR PLACE HERE ANYMORE.
WE, AS THE MPO, IF WE'RE LOOKING TO SEND MESSAGES, WE NEED TO SEND A MESSAGE TO THE FLORIDA DEPARTMENT OF TRANSPORTATION THAT WE CANNOT FIND OURSELVES AS THE STEPCHILD OF THOSE WHO PARTICIPATE IN DETERMINING SAFETY AND THE INFRASTRUCTURE OF OUR ROADWAYS AND THEN BE TOLD, WELL, WE'RE CHANGING THE LAW, SO WE'RE GOING TO WE'RE NO WE NO LONGER NEED YOUR INPUT, AND WE'RE NO LONGER FUNDING A PROJECT THAT WE ONCE SAID WAS, OKAY.

WELL, THIS IS THE PRODUCT OF THAT FAIR INTEROPERABILITY.
SO SFRTA WAS THE MAIN PROJECT MANAGER AT THE END OF OUR PROJECT, AND THEY GOT THE THING DONE.
THEY'RE OUR TRUE REGIONAL PARTNER, AND THEY BECAME A REAL TECH INNOVATOR OVER THE LAST THREE YEARS WITH THIS PALM TRAN, BROWARD COUNTY TRANSIT AND MIAMI-DADE TRANSIT WERE THE OTHER PARTNERS.
BUT MIAMI-DADE TRANSIT IS THE REGIONAL LEADER IN ELECTRONIC TRANSIT FARE COLLECTION.
THAT WAS THROUGH THE EASYCARD, AND THAT WAS ABOUT IN 2009.
THE EASYCARD WAS INTRODUCED INTO MIAMI-DADE TRANSIT.
AND WHEN THAT WAS THE FIRST ELECTRONIC TICKETING IN THE REGION.
OUR FIRST INITIATION OR FIRST INCLINATION WAS TO BRING EVERYONE IN TO MIAMI'S PROGRAM. SO GET EVERYBODY ON BOARD WITH THE EASYCARD.
AND IN ABOUT 2013, THAT'S WHEN WE STARTED THE FUNDING, GOT THE FUNDING FOR THIS AND STARTED CHAMPIONING THE FARE INTEROPERABILITY THROUGH TODAY. WE PAID FOR SEVERAL ASPECTS OF THIS THROUGH BCT THERE.

AND THEN IN 2021, THAT'S WHEN SFRTA CAME ON AS OUR REGIONAL PARTNER, AND WE DECIDED TO COMPLETELY REARRANGE AND MAKE IT SUCH THAT WE HAVE ONE APP AND YOU CAN PAY FOR AND PLAN YOUR TRIP THROUGH ALL FOUR OF THE AGENCIES. SO THAT WAS THE BEST WORKAROUND.

IF YOU'RE FAMILIAR WITH COMMUTER RAIL NORTH PROJECT LIMITS FORT LAUDERDALE ON THE SOUTH, DEERFIELD BEACH IN THE NORTH COUNTIES COMMITTED $20 MILLION FOR OUR PART OF OUR FISCAL YEAR 26 BUDGET FOR PDE TO START THAT YEAR. WE'RE ASKING TO HAVE THIS PROJECT ADDED TO THE ILLUSTRATIVE PLAN.
NEXT PROJECT IS OAKLAND PARK BOULEVARD. THAT PROJECT IS FULLY FUNDED.
PROJECT LIMITS ARE A1, A2 SAWGRASS. WE START THE PD&EE ON THAT RATHER THAN 2023.
IT'S REVENUE EXPECTED IN 2030, BUT WE'RE ASKING TO HAVE THAT PLAN MOVED TO THE FISCALLY CONSTRAINED, FISCALLY CONSTRAINED LIST. POWER LINE, ROAD BUS RAPID TRANSIT PROJECT LIMITS ARE BROWARD BOULEVARD TO SAMPLE ROAD.
THE COUNTY HAS COMMITTED $7.5 MILLION TO THAT AS PART OF OUR FISCAL YEAR 2026 BUDGET FOR THE PD&E, WHICH WILL START IN 2020, I'M SORRY, 2026 AS WELL.
WE'RE ASKING TO HAVE THAT PROJECT PLACED IN THE ILLUSTRATIVE LIST.
