WE HAVE MIRAMAR PARKWAY FROM SW 172ND AVENUE TO DIKES ROAD WITH FUNDING IN FISCAL YEAR 29. SO VERY EXCITED WE CAN GET SOME DESIGN GOING FOR THAT ONE. AND THEN WE HAVE TWO OTHER PROJECTS FORT LAUDERDALE/HOLLYWOOD INTERNATIONAL AIRPORT, AUTOMATED PEOPLE MOVER. THAT PROJECT IS STABLE, SO IT'S GOOD WE'RE SEEING THAT PROGRESS. AND THEN THE US 27 FREIGHT AND PASSENGER RAIL STUDY. THIS WAS A PRIORITY FOR THE MPO THAT WE PLACED IN OUR LIST OF PRIORITY PROJECTS. THIS PROJECT DID NOT GET FUNDED. BUT IT'S NOT ALL DOOM AND GLOOM. THOSE ARE JUST THREE LITTLE HIGHLIGHTS I WANTED TO POINT OUT TO YOU. I DID WANT TO SAY THAT THE DISTRICT 4 STAFF HAVE BEEN INCREDIBLE, INCREDIBLY GOOD COLLABORATORS WITH OUR LIST OF PRIORITY PROJECTS. LIST OF PRIORITY PROJECTS THIS YEAR. YOU SEE, THE EXPECTED POPULATION IS SUPPOSED TO BE 4.94 MILLION PEOPLE IN DISTRICT 4. 15% OF THAT INCREASE IS ATTRIBUTED TO THE BROWARD COUNTY. TWO, TWO REALLY GOOD PROJECTS, EXAMPLES OF WHERE WE'VE BEEN ABLE TO UPGRADE LIGHTING, UPGRADE PEDESTRIAN CROSSWALKS, CONVERT TO LED LIGHTING, MAKE IT A LITTLE BIT MORE RESILIENT MOBILITY IMPROVEMENT PROJECTS. SO YOU ALL ARE PROBABLY VERY FAMILIAR WITH THE I-95 MOBILITY HUB AT CYPRESS CREEK THAT'S BEEN GOING ON, THAT'S COMPLETED. WE WERE VERY HAPPY TO FINISH THAT. AND THE UNIVERSITY OF DRIVE IN CORAL SPRINGS, I THINK THAT WAS A VERY SUCCESSFUL PROJECT. WE WERE ABLE TO BUILD BIKE LANES, MAKE THE BUFFERED BIKE LANES, SEVEN FOOT LANES, BUILD A WIDER SHARED USE PATH ALONG THE CORRIDOR, REALLY ACCOMMODATE THE COMMUNITY VISION AND NEEDS THEIR. MOVING FORWARD THE SW 10TH STREET. WE WERE KICKED OFF THE PROJECT THIS YEAR. WE'RE VERY HAPPY ABOUT IT. WE'RE DOING UTILITY RELOCATIONS FOR IT RIGHT NOW AND WE'RE IN THE INNOVATION STAGE. NUMBER 4 IS FOR HIGHWAYS AND FREIGHTS, WHERE THE POWER LINE ROAD FROM SW 10TH STREET TO BROWARD/PALM BEACH COUNTY LINE. THE SCOPE IS TO WIDEN FROM 4 TO 6 LANES. WE HAVE A FEASIBILITY STUDY THAT IS ONGOING AND THEN WE HAVE FOR NEW PROGRAMING AND NEW GAMING. THE PD&E STARTS IN FY29 AND WE PROGRAM $2 MILLION. NUMBER 5 IS STATE ROAD 7 AT COMMERCIAL BOULEVARD. WE HAVE A PD THAT STARTS IN OUR CURRENT YEAR AND WE HAVE PROGRAMED FOR NEW, THIS FISCAL YEAR. DESIGN STARTS IN FY31 FOR $3.5 MILLION. AND THEY CREATE. IT'S NOT JUST ESTHETICS, BUT THERE ARE ALSO SOMETIMES SAFETY ISSUES BECAUSE NOW YOU'VE MADE THE CORRIDOR A LITTLE BIT MORE DENSE WITH, YOU KNOW, THESE TYPE OF STRUCTURES. SO YOU KNOW, WORKING WITH THE FP&L SURELY IS DIFFICULT. BUT I CAN TELL YOU FROM A MUNICIPAL LEVEL, YOU KNOW, WE ARE ENGAGED, AT LEAST THE CITY OF PEMBROKE PINES IS ENGAGED IN TRYING TO ADDRESS THIS PROBLEM, BUT WE'RE RESTRICTED TO LOCAL ROADS, ROADS THAT WE OWN. THOSE ARE THE ONLY ONES WE CAN REALLY KIND OF PUT A LOT OF EFFORT ON. THE COUNTY HAS COUNTY ROADS, AND SO THOSE ARE THE ONLY ROADS THAT THEY CAN BE FOCUSED ON. BUT THE STATE ALSO HAS STATE ROADS. AND THIS WORD ABOUT COLLABORATION MAKES GOOD SENSE WHEN YOU TALK ABOUT EACH OF THESE DIFFERENT LEVEL OF GOVERNMENT AGENCIES HAVING RESPONSIBILITIES FOR THESE DIFFERENT RIGHT OF WAYS. AND I REALLY THINK THAT THE CONVERSATION SHOULD BE THIS IS WHERE WE'RE REPRESENTING ALL THAT TRI LEVEL OF AGENCIES. THEN MAYBE WE SHOULD BE TALKING ABOUT THIS NOW AT THE MPO, YOU KNOW, AND TRYING TO CREATE MAYBE EVEN A SUBCOMMITTEE WHERE THE STATES, YOU KNOW, IS COLLABORATING WITH THE COUNTY, WHICH IS COLLABORATING WITH THE MUNICIPAL GOVERNMENTS, WHICH THEN CAN TAKE THIS ISSUE TO FP&L, BECAUSE THE ONLY OTHER WAY TO DEAL WITH THIS IS TO TAKE IT TO STATE. NOW THERE IS A LAW. BELIEVE IT OR NOT, WHICH EVERYBODY CAN ACTUALLY PUT A LITTLE PRESSURE ON FP&L BECAUSE THERE'S A REQUIREMENT THAT ONCE THEY'VE HARDENED AND THEY'VE, AND FP&L HAS TRANSFERRED THEIR POWER LINES, THEY HAVE A CERTAIN PERIOD OF TIME TO MOVE THESE [00:55:10] POLES. BUT NOBODY HAS PUT THAT PRESSURE ON THE FPL, THE PRIVATE AGENCY. THE SOUTHERN PORTION, STATE ROAD 821 GOING DOWN TOWARDS THE MIAMI DADE COUNTY LINE, AND THEN 22 MILES OF THE SAWGRASS EXPRESSWAY. TOTAL FACILITIES STATEWIDE 520 MILES. WE ARE LOCATED IN 21 FLORIDA COUNTIES AND IN ALL SEVEN FDOT DISTRICTS. WE WANTED TO SHOWCASE THE INVESTMENT OF YOUR TOLL DOLLARS. THIS IS A PROJECT AT ATLANTIC AND SAWGRASS, THE INTERCHANGE IMPROVEMENTS ALONG SAWGRASS EXPRESSWAY AT ATLANTIC BOULEVARD. THAT PROJECT STARTED IN FISCAL YEAR 23. IT IS ANTICIPATED FINISH END OF THIS YEAR, WHICH IS 4 MONTHS AHEAD OF SCHEDULE, SO WE'RE HAPPY TO ANNOUNCE THAT. THE CONSTRUCTION COST FOR THAT PROJECT WAS 85 MILLION. WE HAVE PURSUED FUNDING THROUGH A PREVIOUS GRANT BILL, A PREVIOUS PROGRAM, THE INFRASTRUCTURE BILL AND WE PURSUED FUNDING AND APPLIED FOR FUNDING FOR THE TOWER WITH THE UNDERSTANDING THAT OUR TOWER WOULD HAVE BEEN ELIGIBLE, WOULD CAME BACK TO US FROM THE FAA WAS A DETERMINATION THAT BECAUSE THE TOWER IS OWNED BY THE FAA AND NOT OWNED BY BCAD, THE SPONSOR, IT WAS NO LONGER IT WOULD NOT BE ELIGIBLE TO RECEIVE THE FEDERAL FUNDING. SO THAT PUT US IN A POSITION OF SITTING HERE AND HAVING A DOT GRANT FOR APPROXIMATELY $375,000 TO HELP MOVE FORWARD ON A TOWER. BUT I WILL TELL YOU THAT THE COST OF THAT TOWER AT THE CURRENT MOMENT SITS SOMEWHERE AROUND BETWEEN 20 AND $25 MILLION. THE AND IT MADE NO SENSE TO SIT AND TO TIE UP DOTS MONIES THAT THERE HAVE BEEN OFFERING FOR 375,000. [02:10:05] KNOWING THAT WE STILL HAD A 20 TO $25 MILLION FUNDING GAP FOR A NEW TOWER. SO WHAT WE'VE DONE IS EXPLAIN TO THE DOT ONE. WE GREATLY APPRECIATE YOU PARTNERING WITH US TO TRY TO HELP MOVE THIS FORWARD. BUT AT THE CURRENT MOMENT, WE DO NOT HAVE A FUNDING PLAN BECAUSE THE FEDERAL GOVERNMENT, OR ITS DETERMINATION OF INELIGIBILITY MADE NO SENSE TO CONTINUE DOWN THAT PATH WITH THE AVIATION DEPARTMENT HAS BEEN DOING IS COORDINATING WITH THE FEDERAL GOVERNMENT ON A NEW PROGRAM, A PILOT PROGRAM THAT IS OUT THERE. THE FAA RECOGNIZES THAT IT DID A PRETTY GOOD JOB OF TRYING TO ADDRESS ALMOST 200 TO 300 TOWERS ACROSS THE UNITED STATES THAT REQUIRE TO BE UPGRADED IF THEY WERE OWNED BY THE SPONSOR. IN THIS CASE, AGAIN, IT IS A FEDERAL TOWER, SO THAT THEY'RE WORKING ON A PROGRAM RIGHT NOW TO ADDRESS HOW DO THEY FUND FEDERALLY OWNED INFRASTRUCTURE. WE, THERE'S A PILOT PROGRAM THAT WILL EVALUATE THAT TOWER. CONSIDER FEDERALIZING THE TOWER, WHICH ESSENTIALLY MEANS BECAUSE RIGHT NOW THAT'S A CONTRACT TOWER. BUT WITH THE OPERATIONS THAT HAVE INCREASED AT N. PERRY, IT WOULD IT SEEMS TO SATISFY THE REQUIREMENTS. AND IT'S BEEN OUR POSITION THAT IT WOULD SATISFY THE REQUIREMENTS FOR THE FAA TO THEN TURN THAT FROM A CONTRACT TOWER INTO A FEDERALIZED TOWER WITH FAA EMPLOYEES IN IT. WE ARE CURRENTLY WAITING FOR DETERMINATION. WE BELIEVE WE'RE ONE OF SIX FACILITIES ACROSS THE UNITED STATES THAT HAVE BEEN INCLUDED IN THAT PROGRAM. AND THAT IS WHERE WE'RE PURSUING FUNDING TO REPLACE THE TOWER. IT'S OUR UNDERSTANDING THAT IF THEY MAKE THAT DETERMINATION, THEN THERE WILL BE A REQUIREMENT THAT THAT TOWER WILL HAVE TO MEET THE CURRENT CRITERIA FOR A NEW FAA TOWER WHICH WOULD BE OCCUPIED BY FAA EMPLOYEES. AND THAT'S WHAT WE'RE PURSUING RIGHT NOW. SO I DON'T WANT TO LEAVE ANYBODY WITH THE IMPRESSION THAT THIS TOWER IS NOT IMPORTANT, THAT THIS IS A PROJECT THAT WE'RE GOING TO DISCARD. ALL WE'RE TRYING TO DO IS FIND THE APPROPRIATE MEASURE TO PROPERLY FUND THE NEW REPLACEMENT TOWER AT PERRY. IF WE WERE TO TURN AROUND, AND THERE WAS THE SUGGESTION THAT WE FIND ADDITIONAL MONIES TO FILL THAT GAP AND WE WERE ABLE TO ACTUALLY PAY FOR THE 20 TO $30 MILLION DOLLAR TOWER THERE IMPLICATIONS THAT GO ALONG WITH THAT, THAT WOULD REQUIRE THAT THE AVIATION DEPARTMENT WOULD THEN BECOME RESPONSIBLE IN PERPETUITY TO THE MAINTENANCE OF THAT TOWER. AND AGAIN, RIGHT NOW IT'S AN FAA TOWER, AND THEY'RE RESPONSIBLE FOR THE MAINTENANCE AND THE LIABILITY THAT GOES ALONG WITH THAT. IN ADDITION TO THAT, WE WOULD BE REQUIRED AS A COUNTY AGENCY TO NOW BE RESPONSIBLE FOR THE REPLACEMENT OF ALL OF THE INNER WORKINGS AND THE INFRASTRUCTURE THAT GOES INSIDE THAT TOWER. SO IF THE FAA WAS TO DECIDE IT NEEDED TO HAVE UPGRADED ELECTRONICS, RADAR SYSTEMS, WOULD THE OTHER ANCILLARY PIECES OF EQUIPMENT THAT GO INTO THAT TOWER, THE COUNTY WOULD THEN BE RESPONSIBLE FOR THAT. THAT'S ASSUMING THAT LIABILITY DOESN'T MAKE ANY SENSE FROM THE COUNTY'S PERSPECTIVE. WHEN THE FAA HAS A PROGRAM IN PLACE THAT THEY'RE TRYING TO PUT IN PLACE RIGHT NOW TO REPLACE A TOWER. SO THAT'S THE AVENUE THAT WE'RE TRYING AT THE CURRENT MOMENT TO HEAD DOWN THAT PATH. AND WE UNDERSTAND YOUR CONCERNS. CERTAINLY WE HAVE CONCERNS, TOO, ABOUT SOME OF THE ACTIVITIES OR INCIDENTS THAT HAVE TAKEN PLACE AT PERRY. BUT IN OUR RESEARCH AND GOING BACK THROUGH ALL OF THE INCIDENTS THAT HAVE OCCURRED AT PERRY, NOT ONE OF THOSE INCIDENTS CAN BE TIED TO THE ACTIVITIES OR DEFICIENCY WITHIN THAT TOWER. THERE'S BEEN OPERATIONAL ISSUES, THERE'S EQUIPMENT ISSUES, BUT NOTHING DIRECTLY RELATES BACK TO THE TOWER. THE ONUS WAS ON THE LOCAL MUNICIPALITIES TO RUN DESIGN AND CONSTRUCTION FOR THOSE PROJECTS. FOR THE NEW 2025 POLICIES THAT ARE GOING TO BE PUT INTO PLACE THROUGH FDOT LAP, WE ARE, THEY ARE WE ARE WORKING TOGETHER TO FIND WAYS TO GET THE LOCAL MUNICIPALITIES TO TAKE ON THE FULL CONSTRUCTION OF THOSE PROJECTS, WITH THE CAVEAT IF THERE ARE ANY RIGHT OF WAY COMPONENTS TO THE PROJECT, THAT FDOT WILL WORK WITH US TO ADMINISTER THE PD&E AND RIGHT OF WAY PHASES AND DESIGN OF THOSE PROJECTS, BUT THE CONSTRUCTION WOULD FALL ON THE LOCAL MUNICIPALITY APPLYING FOR THE PROJECT. SO AND THEN, LIKE CHRIS MENTIONED, WE REMAIN COMMITTED TO DELIVER AND WORK WITH THE MPO ON THE MPO PRIORITY PROJECT. SO WE'RE STILL MANAGING FEASIBILITY STUDIES AND PROJECT DEVELOPMENT ENVIRONMENT STUDIES, REGARDLESS OF WHERE THOSE PROJECTS ARE LOCATED AT. BUT THEN WHAT WILL HAPPEN NEXT, IT WILL DEPEND ON WHETHER OR NOT THE PROJECT WILL REQUIRE RIGHT OF WAY. SO WHEN IT REQUIRES RIGHT OF WAY THEN WE WILL MANAGE THE DESIGN AND RIGHT OF WAY PHASES UNTIL THAT POINT. THEN IT WILL BECOME A LOT PROJECT MEANING UNDER THE LOCAL AGENCY PROGRAM FOR THE LOCAL AGENCY TO MANAGE THE CONSTRUCTION PHASE. IF DOESN'T REQUIRE RIGHT OF WAY PHASE THEN WE WILL TRANSITION THAT PROJECT PROJECTS SOONER AT THE DESIGN PHASE. SO WE WILL COMPLETE THE FEASIBILITY STUDY. WE'LL PASS IT ON TO THE CITY TO COMPLETE THE DESIGN AND THE CONSTRUCTION. AND ALWAYS WE EXPECT THE LOCAL AGENCY TO LEAD THE PUBLIC INVOLVEMENT ACTIVITIES THROUGHOUT THE WHOLE PROJECT, AND WE WILL ASSIGN A POINT PERSON WITHIN DOT TO HELP OUT WITH THE DEPARTMENT'S COORDINATION. I JUST WANT TO EMPHASIZE THAT ON THE PEMBROKE ROAD PROJECT, WE HAVE A COORDINATION MEETING THIS AFTERNOON WITH BROWARD COUNTY AND THE CITY OF MIRAMAR AND PINES ON PEMBROKE PINES TO DETERMINE WHO OF THOSE THREE ENTITIES WILL MANAGE THE CONSTRUCTION PHASE. FOR PEMBROKE ROAD I KNOW THERE'S BEEN ONGOING CONVERSATION ABOUT SOME RIGHT OF WAY REQUIREMENTS, AND THAT'S WHY WE'VE COORDINATED THAT COORDINATION MEETING TODAY, THIS AFTERNOON, TO TALK MORE ABOUT WHAT THAT IS GOING TO LOOK LIKE INTO THE FUTURE.
