WE'VE EXPENDED OVER $1 BILLION, AND WE HAVE ABOUT $2 BILLION THAT ARE RESERVED IN FUTURE YEARS FOR LARGE CAPITAL PROJECTS AND OTHER OPERATIONAL EXPENSES ASSOCIATED WITH THE PROGRAM. AS YOU ALL ARE AWARE, WE'VE COMPLETED THE THIRD AMENDMENT TO THE INTERLOCAL AGREEMENT BETWEEN BROWARD COUNTY AND 30 PARTICIPATING MUNICIPALITIES. WE DID GET A NEW PARTICIPATING MUNICIPALITY. LAZY LAKE CAME ON BOARD, WHICH WAS GREAT. AND. WE'VE HAD THE PLEASURE OF WORKING WITH EACH OF YOUR MUNICIPALITIES TO GET THROUGH THE NEW ALLOCATION, THE FORMULA BASED ALLOCATION PROCESS, WHICH IS AN ANNUAL GUARANTEED ALLOCATION TO EACH OF THE MUNICIPALITIES THAT PARTICIPATE IN THE PROGRAM, THAT'S BEEN GOING REALLY WELL. SO WE NOW HAVE REHABILITATION AND MAINTENANCE PROJECTS EVERY YEAR, AS WELL AS MICRO TRANSIT FOR THOSE CITIES THAT WISH TO PURSUE THAT. WE ARE IN THE PROCESS RIGHT NOW OF DOING OUR 2027 BUDGET. AND WE DO HAVE AN OVERSIGHT BOARD, AN INDEPENDENT TRANSPORTATION OVERSIGHT BOARD MEETING ON THE 24TH, WHERE WE'RE HOPING THAT WE'LL BE ABLE TO BRING SOME ADDITIONAL INFORMATION AND PRESENTATIONS ABOUT HOW THE PROGRAM IS PROGRESSING. SO EACH CITY RECEIVED A LIST OF ALL OF THE PROJECTS THAT THEY HAVE IN THE MUNICIPAL CAPITAL PROGRAM, AS WELL AS THE REHABILITATION AND MAINTENANCE PROJECTS THAT HAD ALREADY BEEN APPROVED AND PROGRAMED. THERE ARE ALSO GRANT MATCH PROJECTS NOW. THAT WAS ANOTHER ELEMENT OF THE THIRD AMENDMENT THAT'S BRAND NEW. SO WE WERE ABLE TO AWARD NINE PROJECTS TO MUNICIPALITIES THROUGH A COMPETITIVE PROCESS THAT ALLOWS MUNICIPALITIES TO USE CERTAIN FUNDING AS MATCH TO ACCESS STATE AND FEDERAL DOLLARS. AND SEVERAL CITIES WERE SUCCESSFUL IN THAT IN OUR FIRST ROUND. SO THERE ARE THREE DIFFERENT POTS OF MONEY THAT GO TO THE CITIES FROM A PROJECT BASED STANDPOINT. AND THEN OF COURSE, YOU ALSO HAVE THE COMMUNITY SHUTTLE PROGRAM. OKAY. SO IN REGARDS THEN TO MUNICIPALITIES BEING ABLE TO BOND PROJECTS AND USING THE SURTAX AS THE GUARANTEED REVENUE TO REPAY THOSE BONDS, HOW DOES THAT WORK? WELL, I WOULD HAVE TO TURN THAT OVER TO MR. AND IF ANY OTHER CITY HAS THIS QUESTION IN FACT, IT WAS THE REASON THAT THE THIRD AMENDMENT IS SILENT AS TO THE ISSUE OF THE UTILIZATION OF FORMULA BASED FUNDS FOR DEBT SERVICE OR THINGS OF THAT NATURE WAS JUST BY WAY OF A LITTLE HISTORY, THE ORIGINAL VERSIONS AND EARLIER VERSIONS THAT WE WERE WORKING THROUGH OF THAT DOCUMENT WITH THE WITH THE CITY MANAGERS ASSOCIATION ACTUALLY HAD PROHIBITIONS ON CITIES UTILIZING THE FUNDS BECAUSE WHILE THERE IS A GUARANTEE THAT THERE WILL BE FORMULA BASED FUNDING GOING OUT TO THE CITIES IN ANY GIVEN YEAR, THE AMOUNT OF THAT FORMULA BASED FUNDING, AS YOU INDICATED EARLIER, IS BASED UPON AVAILABILITY. THE FIRST TRANCHE OF MONEY THAT COMES OUT FOR FISCAL YEAR 2026 HAPPENS TO BE A LARGE AMOUNT BECAUSE IT IT INCORPORATES COST SAVINGS FROM A NUMBER OF THE PROJECTS THAT THE CITIES HAVE DONE OVER THE PAST SEVERAL YEARS. THAT AMOUNT WILL OBVIOUSLY FLUCTUATE YEAR BY YEAR BASED ON HOW MUCH SURTAX IS ACTUALLY RECEIVED, THE PORTION THAT IS BEING ALLOCATED OUT TO THE CITIES IN ANY GIVEN YEAR BASED ON AT LEAST THE MINIMUM ANNUAL GUARANTEE. AND YOU KNOW, WE HAVE ANOTHER BODY THAT TO SOME EXTENT CONTROLS OUR FUTURE WITH REGARDS TO ANY NUMBER OF TAXES AND WHO KNOWS WITH REGARDS TO THAT. SO AND I'VE HAD A NUMBER OF CONVERSATIONS. IN FACT, THE REASON THAT THE ELIMINATION OF THE PROHIBITION HAPPENED WAS BASED ON CONVERSATIONS THAT HAPPENED BETWEEN COUNTY REPRESENTATIVES AND FOLKS FROM THE CITY OF PEMBROKE PINES. YOU KNOW, WE HAVE REALLY TRIED TO WORK TO MAKE SURE THAT AS MANY PROJECTS AND AS MANY TYPES OF EXPENDITURES AS THE CITIES HAVE REQUESTED CAN BE FUNDED IN ANY GIVEN YEAR. YOU'VE BEEN CUT OFF. HELLO. SO MONIES THAT ARE SET ASIDE FOR THESE MUCH LARGER CAPITAL PROJECTS, AUTOMATED PEOPLE MOVER, THE AIRPORT, SEAPORT, CONVENTION CENTER CONNECTOR, THINGS OF THOSE NATURES. MONEY IS BEING SET ASIDE AND PROGRAMED FOR THOSE SPECIFIC THINGS WHICH ARE, AS YOU CAN, AS I'M SURE YOU'RE AWARE, ARE MASSIVE CAPITAL PROJECTS FOR THE CITIES. THERE ARE A NUMBER OF CAPITAL PROJECTS THAT HAVE ALREADY BEEN IN THE PIPELINE THAT WE WANTED TO MAKE SURE WHEN WE DID, THE THIRD AMENDMENT DIDN'T GO TO THE WAYSIDE. PROJECTS THAT HAVE ALREADY HAD PLANNING PHASES OR ALREADY HAD DESIGN PHASES. SO ALTHOUGH WE KNOW HOW UNIQUE EACH MUNICIPALITY IS, EACH AREA, WHEN THEY LOOK AT A MAP OF THE COUNTRY, THAT ONE DOT COVERS OUR ENTIRE COUNTY. SO IF THERE ARE GOING TO MAKE AN AWARD, IT'S NOT GOING TO FIGHT. IT'S NOT GOING. WE'RE NOT GETTING FIVE OF THEM AND WE MAY NOT EVEN GET ONE BECAUSE HOW DO THEY PICK WHICH ONE AND IS THERE A FAVORITE AMONGST THE FIVE THAT APPLIED? WE'VE GOT ABOUT $351 MILLION REQUESTS INTO THE FTA FOR CAPITAL INVESTMENT GRANT FUNDS THAT THAT APPLICATION REQUIRES US TO PROVIDE A 20 YEAR FINANCIAL PLAN THAT SHOWS HOW WE ARE GOING TO PAY FOR THAT UPFRONT INVESTMENT, AS WELL AS HOW WE PAY FOR IT ON THE BACK END. IT MAKES US A LOT MORE COMPETITIVE BECAUSE WE ARE COMPETING WITH OTHER AGENCIES ACROSS THE COUNTRY. BUT MOVING FORWARD, GETTING INTO THE DISCUSSION THIS MORNING THOUGH, WHAT YOU HAVE HERE IS OUR BCT TRANSIT DEVELOPMENT PLAN ANNUAL UPDATE. YOU SEE THIS EVERY YEAR FROM US. WHAT THAT DOCUMENT IS, IS ACTUALLY IT'S A TEN YEAR PROGRAM OF PROJECTS. IT'S STATUTORILY REQUIRED BY THE STATE OF FLORIDA. AGAIN, WE USE IT AS A STRATEGIC VISION PLAN. IT ALSO QUALIFIES US FOR CONTINUED PUBLIC PUBLIC GRANT FUNDING FROM THE STATE AND A FIVE YEAR UPDATE AND FOR ANNUAL UPDATES IN BETWEEN. AND IF YOU SEE HERE FROM THE SMALL CIRCLE ON THE RIGHT, WE'RE IN THE SECOND CYCLE OF THE FOUR YEAR ANNUAL UPDATE. WHAT THIS PLAN DOES IS IT PROVIDES A YEARLY UPDATE ON BCT'S PROGRESS AND THAT WE ADD A NEW 10TH YEAR. WE SUMMARIZE OUR COORDINATION WITH THE MPO GIVEN PRIORITIZATION ON OUR PROJECT, WHICH IS ACTUALLY A NEW ELEMENT BASED ON THE LAST TDP RULE CHANGE. [02:20:11] OKAY. WHAT EXACTLY IS TDP? OKAY. WHAT IT DOES OR WHAT IT REQUIRES IS A BRIEF OVERVIEW OF THE PROCESS AND A HIGHLIGHT OF ANY OF OUR SIGNIFICANT OPERATIONAL CHANGES OVER THE LAST FISCAL YEAR. AGAIN, IT GIVES US AN UPDATED TEN YEAR SCHEDULE OF PROJECTS. WE ARE REQUIRED TO UPDATE THE FINANCIAL PLAN IN WHICH THE FIRST FIVE YEARS MUST BE FISCALLY CONSTRAINED, CONSTRAINED RATHER. AND AGAIN, IT SUMMARIZES OUR COORDINATION WITH THE MPO OVER THE LAST YEAR. WHAT WE GENERALLY REPORT OUT ON ARE WHAT WE GENERALLY USE AS A MEASURE OF OUR SYSTEM'S HEALTH OR SYSTEM SUCCESS, RATHER RIDERSHIP. AND WHAT YOU SEE HERE IS A REPRESENTATION OF OUR FISCAL YEAR 24 VERSUS FISCAL YEAR 25 RIDERSHIP. YOU SAW THAT THERE WAS A SLIGHT DIP IN THE LOCAL FIXED ROUTE, WHICH TOOK ABOUT A 20% HIT ON THE BREEZE ROUTE. BUT I WANT YOU TO KNOW THAT WAS NOT AN ORGANIC DROP. WHAT HAPPENED LAST FALL IS THAT WE HAD TO SUSPEND OUR BRIEF SERVICE BASED ON SOME VEHICLE AVAILABILITY ISSUES WITHIN THE FLEET, AND BY SUSPENDING THE SERVICE, IT ALLOWED US TO PUT THOSE RESOURCES ELSEWHERE IN THE SYSTEM. ON THE FLIP SIDE OF THAT, THOUGH, YOU DO HAVE INCREASES IN BOTH THE THE TOPS PROGRAM AND THE COMMUNITY SHUTTLE PROGRAM. PARATRANSIT PROGRAM TOPS. THAT GROWTH, WE CONSIDER MAY HAVE BEEN ORGANIC GROWTH, BUT THE COMMUNITY SHUTTLE PROGRAM, PART OF THAT GROWTH WAS SPECIFIC TO THE FACT THAT THE COMMUNITY. I'M SORRY THE CITY OF HOLLYWOOD RETURNED TO THE COMMUNITY SHUTTLE PROGRAM, RIGHT. IF WE TALK ABOUT KEY ACCOMPLISHMENTS FOR LAST YEAR, WHAT WE WERE ABLE TO DO WAS ADVANCE PCR SOUTH INTO ENGINEERING. WE BEGIN WHAT'S CALLED PROJECT DEVELOPMENT AND ENVIRONMENTAL FOR THE AIRPORT SEAPORT CONVENTION CONNECTOR, WHICH I JUST SPOKE ABOUT. AND WE ALSO ADVANCED THE OAKLAND PARK BOULEVARD BUS RAPID TRANSIT THROUGH COORDINATION AND DESIGN EFFORTS RELATED TO SYSTEM PERFORMANCE AND SAFETY. WE PARTICIPATE WITH THE BROWARD SAFETY ACTION PLAN WITH THE BROWARD MPO. WE'VE ALSO UPGRADED AMENITIES ACROSS OUR SYSTEM TO INCLUDE THINGS LIKE SOLAR LIGHTING, ADDITIONAL SHELTERS, AND BUS STOP SIGNS. WE WERE ALSO ABLE TO REDUCE OUR SAFETY EVENTS. THE FTA REQUIRED US A COUPLE OF YEARS AGO TO START REPORTING CLASSIFICATION CALLED OPERATE ASSAULTS. AND WE WERE ABLE TO REDUCE THAT NUMBER ONE, BASED ON MORE OR CONTINUED EXPANDED COORDINATION WITH LOCAL LAW ENFORCEMENT. IN ADDITION TO PROVIDING DE-ESCALATION TRAINING FOR OUR FRONTLINE STAFF EMPLOYEES SPECIFIC TO CUSTOMER OUTREACH. WE LAUNCHED THE SOKOLOW GO APP WITH THE HELP OF OUR PARTNERS BEING BROWARD AND MIAMI-DADE TRANSIT AND PALM TRAN. WE WERE ABLE TO DELIVER TARGETED OUTREACH FOR OAKLAND PARK BOULEVARD AT MOBILITY WEEK ACTIVITIES, AND ALSO THE OPENING OF THE MIRAMAR PARK AND RIDE. WHAT'S INTERESTING HERE IS THAT IF YOU LOOK TO THE RIGHT, THOUGH, WE SAW SIGNIFICANT GROWTH ON OUR SOCIAL MEDIA PLATFORMS WITH REGARD TO OUR SERVICE AND SERVICES. OKAY. WHAT'S KEY TO NOTE HERE THOUGH, IS THE LAST TWO ROWS COLUMNS RATHER. ON THIS CHART AND THAT IT SHOWS IN TERMS OF OUR MPO ALIGNMENT AND THAT WE ARE COORDINATING WITH THE MPO ON THESE EFFORTS, AND ALSO A NEW CLASSIFICATION BASED ON THE TDP RULES SPECIFIC TO AN IMPLEMENTATION. PRIORITY TWO WORKS A TIMELINE OF WHAT WE CALL SHORT TERM YEARS ONE THROUGH FIVE, AND THAT'S SERVICE OR EXPANSION FOR IMPROVEMENTS IN THE SYSTEM. IN ADDITION TO THAT, THOUGH, WE HOLD A SEAT ON YOUR TECHNICAL ADVISORY COMMITTEE, THE CITIZENS ADVISORY COMMITTEE PARTICIPATE IN COMPLETE STREET ADVISORY COMMITTEE AND ALSO WITH THE TRANSPORTATION DISADVANTAGED LOCAL COORDINATION BOARD.
