SO FROM A JUST TO GO OVER THAT PARKING CHALLENGE FROM A NATIONAL CHALLENGE PERSPECTIVE, ONE SPACE FOR EVERY 11 TRUCK DRIVERS IS REPORTED. THOSE TRUCK DRIVERS TAKE ON AVERAGE, ONE HOUR TO FIND PARKING EACH DAY.
THAT EQUATES TO ABOUT 5500 PER YEAR AND ADDED TRAFFIC CONGESTION ON OUR ROADWAY SYSTEMS. 58% OF DRIVERS SAY THEY HAVE TROUBLE FINDING PARKING UP TO THREE TIMES A WEEK.
THEY PARK ILLEGALLY OR UNAUTHORIZED. FROM A FLORIDA MORE SPECIFIC CHALLENGE MOST OVERNIGHT PARKING IS THE HIGHEST UTILIZATION BETWEEN 9 AND 5 A.M.
AND TUESDAYS WEDNESDAYS AND THURSDAYS ARE GENERALLY THE HIGHEST EXPERIENCED RATES.
FOR REFERENCE, HERE WE HAVE THE HOURS OF SERVICE RULING THE FEDS REQUIRE WITH 11 HOUR DRIVING LIMIT AND 14 HOURS ON DUTY THAT YOU REST FOR A CONSECUTIVE TEN HOURS. WHAT DOES THIS MEAN FOR BROWARD COUNTY? WE'RE FACING A GROWING TRUCK PARKING DEFICIT THAT DIRECTLY AFFECTS THE SAFETY OF TRUCK DRIVERS AND OTHER ROADWAY USERS, WHILE ALSO IMPACTING NEIGHBORHOODS AND OUR FREIGHT RELIABILITY.
SO BACK IN 2020, THERE WAS A STATEWIDE STUDY DONE THAT UTILIZED DATA SETS ON TRUCK PARKING, STOPPING EVENTS TO IDENTIFY AUTHORIZED AND UNAUTHORIZED TRUCK PARKING LOCATIONS THROUGHOUT THE STATE.
THEY ANALYZE THOSE LOCATIONS AND CREATED HOT SPOTS OR AREAS OF CONCERNS.

CURRENT DEMAND AS WELL AS PROJECTED TO 2045. SO THE STUDY PROCESS UTILIZED DATA IDENTIFIED DEMAND AND CALCULATED NEED. SO WITH THAT AND USING THE MODEL, WE WERE ABLE TO IDENTIFY WHAT WAS THE DEMAND AND FUTURE NEEDS.
SO AGAIN THAT SUPPLY IS 915 IN BROWARD COUNTY.
THE DEMAND IN 2025 IS 1,838 SPACES ARE NEEDED TODAY OR EXCUSE ME, IS THE DEMAND.
SO THAT'S HOW MANY TRUCKS ARE STOPPING ON AVERAGE AUTHORIZED AND UNAUTHORIZED.
THAT'S A DEFICIT THOUGH OF 923. SO TODAY IN 2025, WE NEED ADDITIONAL 923 SPACES.
IF WE PROJECT THAT USING THE MODEL TO 2045, THE DEMAND IS CALCULATED TO BE 2,303 SPACES.
THAT WOULD BE AN ADDITIONAL NEED OF 465. ON OUR RIGHT HAND SIDE, YOU'LL SEE A SPATIAL REPRESENTATION OF WHERE THE HOT SPOTS WITHIN BROWARD COUNTY, AS WELL AS THE IDENTIFIED PRIVATE SITES AND PUBLIC SITES.
SO YOU'LL SEE ALONG THE 595 AND 95 CORRIDOR NEAR OUR PORTS AND AIRPORTS IS THE HIGHEST LOCATIONS WHERE TRUCK DRIVERS ARE PARKING AND WHERE THE DEMAND IS, WHICH WOULD CORRELATE TO OUR INDUSTRIAL AREAS, OUR FREIGHT ACTIVITY CENTERS, AIRPORT AND SEAPORT.
SO REPURPOSING OF THE BROWARD BOULEVARD PARK AND RIDE NORTH LOT.
THE STATE CONDUCTED ADDITIONAL STUDY IN 2023 THAT CALLED OUT LOOKING AT FDOT RIGHT OF WAY TO EXPAND TRUCK PARKING TO MEET THE DEMAND FOR MORE SPACES STATEWIDE, WITH THAT DISTRICT FOUR IDENTIFIED THE BROWARD BOULEVARD TRUCK, PARKING PARK AND RIDE AS AN UNDERUTILIZED FACILITY. SPECIFICALLY, THE NORTHERN LOT SINCE 2020 HAS NEARLY 0% UTILIZATION RATE.
SO IF YOU GO OUT THERE TODAY, MINIMAL PARKING IS HAPPENING ON THAT NORTHERN LOCATION AND THAT LOCATION, AS YOU SEE IN THE MAP HERE. YEAH, IS JUST NORTH OF THE BROWARD BOULEVARD.
AND YOU HAVE THE I-95 EXPRESS RAMPS AS WELL THAT GO INTO THAT FACILITY.
WE JUST COMPLETED THE CONCEPTUAL PRELIMINARY CONCEPTS, WHICH LAID OUT ABOUT 36 SPACES.
WE ARE LUCKY ENOUGH AND TO SECURE FEDERAL FUNDING THROUGH THE NATIONAL HIGHWAY FREIGHT PROGRAM.

OUR PROJECT TEAM IS HERE THIS AFTERNOON TO PRESENT A PROJECT UPDATE TO THE COCONUT CREEK PARKWAY INTERCHANGE MODIFICATION PROJECT, WHICH IS AT MILEPOST 67. I'LL INVITE OUR PROJECT MANAGER, JUSTIN RELITZ, TO GO AHEAD AND TAKE YOU THROUGH THE PRESENTATION.

SO I'M GOING TO TALK THROUGH THE SCHEDULE PROJECT LOCATION PROJECT IMPROVEMENTS IN THE PROJECT ALSO ACCESS MANAGEMENT MODIFICATIONS AS WELL AS CONTACT INFORMATION. AND WE HAVE A PUBLIC MEETING COMING UP AS WELL, SO I'LL SHARE THAT INFORMATION.
ALL RIGHT. SO FIRST, AS FAR AS SCHEDULE THIS DESIGN PROJECT STEMMED FROM A PD&E PROJECT THAT WAS RECENTLY COMPLETED IN 2024. THIS IS THE FIRST DESIGN PROJECT COMING OUT OF THAT PD&E STUDY.
SO WE STARTED DESIGN FOR THIS PROJECT IN THE FOURTH QUARTER OF 2024.
ALSO, WE HAVE RIGHT OF WAY ACQUISITION THAT WILL START IN THE SECOND QUARTER OF 2024.
ALSO THERE IS DESIGN THAT WILL END IN THE SORRY SECOND QUARTER OF 2027.
AND THE CONSTRUCTION LETTING IS PLANNED IN THE THIRD QUARTER OF 2028.
THESE ARE ALL IN CALENDAR YEAR. ALL RIGHT. SO AS FAR AS PROJECT LOCATION THIS PROJECT IS MAINLY LOCATED AT THE EXISTING INTERCHANGE OF COCONUT CREEK PARKWAY AND FLORIDA'S TURNPIKE.

WE HAVE A NEW NORTHBOUND OFF RAMP THAT WILL BE BUILT FROM TURNPIKE TO COCONUT CREEK PARKWAY.

I DO WANT TO HIGHLIGHT SOME THINGS. THERE IS A SHARED USE PATH WHICH WILL COMBINE THE SIDEWALK AND BIKE LANES THERE FOR BETTER ACCESS FOR PEDESTRIANS AND CYCLISTS IN THE AREA. THERE ARE ALSO SOME PROPOSED RETAINING WALLS FOR THE RAMPS THERE.
THIS WILL WORK. SO THIS IS ZOOMING IN ON THE AREA ON BLOUNT ROAD.
FIRST OF ALL, THERE'S A RECONFIGURED SOUTHBOUND OFF RAMP GOING TOO QUICK, AND THAT IS RECONFIGURING THE SOUTHBOUND OFF RAMP FARTHER EAST AWAY FROM A COCONUT CREEK COMMUNITY OVER THERE TO HAVE THE SOUTHBOUND OFF RAMP DOWN TO COCONUT CREEK PARKWAY.
THERE'S ALSO A NEW DIRECT CONNECTION BETWEEN BLOUNT ROAD AND FLORIDA'S TURNPIKE. THERE'S A LOT OF COMMERCIAL TRAFFIC OVER THERE ON BLOUNT ROAD, AND SO IF THEY WANT TO GO NORTHBOUND TURNPIKE, THEY CAN HIT THAT NEW ROUNDABOUT THAT WILL BE BUILT AND HEAD NORTHBOUND WITHOUT GETTING ON THE COCONUT CREEK PARKWAY. YOU CAN ALSO SEE THERE'S A NEW ROUNDABOUT AT BLOUNT ROAD TO BE BUILT.

CURRENTLY, THERE IS NO PEDESTRIAN ACCESS ON THE NORTH SIDE OF THAT INTERSECTION.
NEXT, THIS IS A 3D RENDERING. THIS IS ACTUALLY LOOKING FROM THE BROWARD COLLEGE CAMPUS.
DUE TO THAT, THERE IS A GAS STATION AT THE SOUTHWEST CORNER OF THAT INTERSECTION.
WITH THAT CHANGE, ONE OF THE DRIVEWAYS WILL BE CLOSED ON COCONUT CREEK PARKWAY.
THEY STILL WILL BE ABLE TO HAVE THEIR RIGHT IN RIGHT OUT DRIVEWAY FROM NORTHWEST 31ST AVENUE.
SECOND, THERE IS A DRIVEWAY TO BE CLOSED FOR THE MAINTENANCE YARD THAT TURNPIKE USES FOR MAINTENANCE NEEDS ALONG THE RAMPS, BUT THERE'LL BE A NEW ONE TO BE BUILT AS A RIGHT IN.
THE LEFT TURN MOVEMENT WILL NOT BE ABLE TO HAPPEN AS YOU'RE COMING SOUTH ON BLOUNT ROAD, BUT YOU'LL ACTUALLY BE ABLE TO USE THE ROUNDABOUT, COME AROUND AND TAKE A RIGHT IN SO THAT MOVEMENT WILL BE ABLE TO BE USED THROUGH THE ROUNDABOUT.
