SO WE DID AN ANALYSIS IN 2025, UPDATING A SUPPLY AND DEMAND ANALYSIS FROM A 2017 STUDY THAT IDENTIFIED IN 2025, WE NEED AN ADDITIONAL 923 SPACES IN BROWARD COUNTY, THE BROWARD BOULEVARD PARK AND RIDE THE NORTHERN LOT SINCE 2020 HAS HAD ZERO UTILIZATION, SO IT'S AN UNDERUTILIZED FACILITY, THAT LOCATION. WE DID A CONCEPT DESIGN FOR THAT. SO VERY PRELIMINARY. AND WE WERE ABLE TO SECURE FEDERAL FUNDING THROUGH THE NATIONAL HIGHWAY FREIGHT PROGRAM. THAT PROGRAM HELPS FACILITATE FREIGHT AND LOGISTICS PROJECTS, GOODS MOVEMENT, AND SPECIFICALLY, MORE OFTEN THAN NOT, TRUCK PARKING PROJECTS. SO YOU'LL SEE ON THE SCREEN HERE, THIS IS THE PRELIMINARY CONCEPT THAT WAS DEVELOPED WITH AN LRI ESTIMATE. THAT ESTIMATE HAD CHANGED OR WAS UPDATED RATHER WITH THE NEW COSTS THAT YOU SEE IN THE PACKET AS WELL. REGARDING THE ACTUAL LIMITS OF THE PROJECT. BECAUSE OF THIS, THE LAST MAJOR FLOOD, FORT LAUDERDALE, LOST ITS CITY HALL AND THERE WERE, THERE WAS OVER EIGHT FEET OF WATER IN THE A PARKING GARAGE FOR THE FEDERAL BUILDING. SO IT'S NOT A SMALL RAINSTORM, ALTHOUGH THERE WAS NO CYCLONIC WINDS ANYWAY. SO THAT TAKES CARE OF RESILIENCY AND ELEVATION. AND BY THE WAY, I UNDERSTAND THAT MPO IS COMMITTED TO RESILIENCY IN FUTURE PROJECTS. ACCESS FOR TRI-RAIL AND AMTRAK STATION TO THE SOUTH IS ALSO A CONCERN AS WELL AS TRANSIT STOPS. I KNOW PART OF IT'S PART OF THE DRIVEWAYS ARE ALREADY BLOCKED OFF FOR SERVICE, WHICH I LATER FOUND OUT NO LONGER IS IS A STOPPING POINT FOR BROWARD EXPRESS BUSSES. BUT STILL THERE. SO FIRST, I'LL RUN YOU THROUGH THE PROJECT SCHEDULE. CURRENTLY THIS IS A DESIGN PROJECT THAT STEMMED FROM A STUDY THAT WAS RECENTLY COMPLETED BY THE TURNPIKE IN 2024. THIS IS THE FIRST DESIGN PROJECT THAT WAS BROKEN OUT FROM THAT STUDY. AND SO THIS DESIGN STUDY, THIS DESIGN STARTED IN THE FOURTH QUARTER OF 2024. AS YOU CAN SEE WE HAVE A PUBLIC INFORMATION MEETING COMING UP ON THE SECOND QUARTER OF 2026. ACTUALLY, THE DATES AND INFORMATION ON THAT IS SHARED AT THE END OF THE PRESENTATION. WE DO HAVE RIGHT OF WAY ACQUISITION THAT IS PART OF THE PART OF THIS PROJECT THAT'LL START IN SECOND QUARTER OF THIS YEAR AS WELL. SECOND IS ALONG SOME LOCAL STREETS. SO ALONG COCONUT CREEK PARKWAY FROM NORTHWEST 39TH AVENUE TO THE WEST TO 27TH AVENUE TO THE EAST. THIRD IS ALONG BLOUNT ROAD FROM COCONUT CREEK PARKWAY TO NORTHWEST 16TH COURT, AND THEN A SECTION OF NORTHWEST 31ST AVENUE SOUTH OF COCONUT CREEK PARKWAY. SO THIS IS A HIGHLIGHT SHOWING THE PROPOSED IMPROVEMENTS ON THE PROJECT. AND THEN I'LL DIVE INTO MORE DETAILS AS WE GO ALONG. FIRST OF ALL, IS IMPROVEMENTS ALONG COCONUT CREEK PARKWAY TO INTEGRATE WITH THE RECONFIGURATION OF THE INTERCHANGE. SECOND IS SOME RANTS THAT ARE BEING RECONFIGURED. FIRST OF ALL, IF YOU'RE. THE SOUTHBOUND OFF RAMP IS BEING RECONFIGURED, THE EXISTING ONE WILL BE REMOVED, AND THEN WE'RE REALIGNING WITH A NEW RAMP AS A SOUTHBOUND OFF RAMP WITH A BRAND NEW BRIDGE. YOU CAN SEE IN THE MIDDLE OF THE PAGE ALSO, THERE WILL BE NEW RAMPS BUILT TO AND FROM THE SOUTH, WHICH WILL HELP OPERATIONAL IMPROVEMENTS AND SAFETY FOR THE COMMUNITIES IN THE AREA. AND THEN THIRD, THERE IS A DIRECT CONNECTION TO BLOUNT ROAD, WHICH I'LL SHOW LATER. SO WALKING MORE IN THE PROJECT IMPROVEMENTS. FIRST OF ALL, THERE IS THESE NEW RAMPS TO AND FROM THE SOUTH. CURRENTLY, ALL THE RAMP MOVEMENTS ARE AT ONE SINGLE LOCATION, BUT THERE WILL BE A NEW NORTHBOUND NEW SOUTHBOUND ON RAMP THAT WILL BE BUILT FOR THOSE THAT ARE GOING EASTBOUND OR THOSE ARE COMING WESTBOUND. YOU HAVE A NEW NORTHBOUND OFF RAMP THAT WILL BE BUILT AS YOU'RE COMING NORTH AND WANT TO GET OFF ON THE COCONUT CREEK PARKWAY. SECOND IS A SHARED USE PATH. SO AS A DESIRE HERE, WE LOOKED AT PEDESTRIAN CYCLISTS AND WAYS THAT WE COULD IMPROVE THAT FOR THE AREA. CURRENTLY, THERE'S SIDEWALKS AND BIKE PATHS IN SOME OF THE LOCATIONS, SO WE'RE WORKING TO COMBINE THAT INTO ONE SHARED USE PATH FOR THOSE USERS IN THE AREA FROM NORTHWEST 39TH AVENUE. AND ACTUALLY, THAT SHARED USE PATH CONTINUES ALL THE WAY DOWN TO 27TH AVENUE. AND WE'RE ACTUALLY WORKING TO CONNECT SOME OF THE AREAS THAT DON'T HAVE PEDESTRIAN ACCESS AT THE MOMENT. THIRD, WE WILL HAVE SOME RETAINING WALLS THAT HOLD UP THE RAMPS. AND THEN LASTLY, THERE'LL BE ADDITIONAL IMPROVEMENTS TO DRAINAGE SIGNAGE, PAVEMENT MARKINGS, LIGHTING AND SIGNALS IN THE AREA. AS WE'RE WORKING THROUGH OUR DESIGN PROCESS. JUST WANT TO POINT OUT TWO THINGS. THERE ARE TWO PROPOSED TRAFFIC SIGNALS THAT WILL BE BUILT HERE WITH THOSE TWO NEW RAMPS TO BE BUILT. AS YOU CAN SEE WITH THAT TRAFFIC SIGNAL, THERE'S AN EXISTING SIGNAL AT 39TH AVENUE THAT'LL STILL REMAIN. SO MOVING ALONG TO A DIFFERENT PART OF THE PROJECT TO SHOW SOME HIGHLIGHTS. FIRST OF ALL, I JUST WANT TO HIGHLIGHT WITH NUMBER ONE IS THE RECONFIGURED SOUTHBOUND OFF RAMP. YOU CAN SEE THE EXISTING RAMP KIND OF HIGHLIGHTED IN THE BACKGROUND. [00:30:01] THAT RAMP WILL BE REMOVED. THAT IS A RECONFIGURED SOUTHBOUND OFF RAMP THAT WILL ONLY BE FOR SOUTHBOUND TRAFFIC THAT'S GETTING OFF THE TURNPIKE TO COCONUT CREEK PARKWAY. SECOND IS A DIRECT CONNECTION BETWEEN BLOUNT ROAD AND FLORIDA'S TURNPIKE ALONG BLOUNT ROAD. THERE'S A LOT OF COMMERCIAL TRAFFIC OVER THERE AND A LOT OF COMMERCIAL BUSINESSES. AND SO THOSE BUSINESSES ARE COMING ON BLOUNT ROAD. COMING SOUTH WILL BE ABLE TO CONNECT NORTHBOUND ON THAT NEW ENTRANCE RAMP WITHOUT ACTUALLY HAVING TO GO TO COCONUT CREEK PARKWAY, WHICH HELPS A LOT FOR TRAFFIC OPERATIONS IN THE AREA. THIRD, THERE'S A NEW ROUNDABOUT AT BLOUNT ROAD. AS YOU CAN SEE WITH ITEM NUMBER THREE THAT HELPS FOR THE OPERATIONS, FOR THE MOVEMENTS IN THE AREA COMING ON AND OFF THE RAMPS AS SHOWN. ALL RIGHT. SO I WANT TO TALK THROUGH SOME OF THE TYPICAL SECTIONS THAT YOU SEE ALONG THE ROADWAY. SO THIS IS ALONG COCONUT CREEK PARKWAY LOOKING WEST BETWEEN THE EXISTING BRIDGE AND NORTHWEST 39TH AVENUE ON THE SIDE OF COCONUT CREEK. SIMILAR CONDITIONS ARE ALONG THE POMPANO BEACH SIDE AS WELL. SO ON TOP OF WHAT YOU SEE IS THE EXISTING CONDITION. ALONG THE WESTBOUND SIDE YOU HAVE TWO TRAVEL LANES. YOU HAVE TWO LEFT TURN LANES. THOSE TWO LEFT TURN LANES GO INTO THE ENTRANCE TO BROWARD COLLEGE. THEN YOU HAVE A BIKE LANE AND A SIDEWALK. ON THE EASTBOUND SIDE, YOU HAVE TWO TRAVEL LANES LEFT TURN LANE, A BIKE LANE, AND A SIDEWALK. SO IN THE RECONFIGURED CONDITION, WHAT YOU SEE ON THE BOTTOM THERE IS A WESTBOUND. YOU'RE STILL GOING TO HAVE THOSE TWO LEFT TURN LANES THAT GO TO THE BROWARD COLLEGE ENTRANCE. YOU HAVE THE TWO TRAVEL LANES SIMILAR TO WHAT IS THERE TODAY. AND THEN YOU ARE COMBINING TO A SHARED USE PATH TO SEPARATE WITH A SEPARATION FOR PEDESTRIANS AND CYCLISTS IN THAT AREA. EASTBOUND, YOU HAVE THREE TRAVEL LANES AND THEN YOU HAVE A NEW RIGHT TURN LANE. THAT RIGHT TURN LANE IS FOR THE NEW SOUTHBOUND ENTRANCE RAMP. THAT'S WHAT THAT RIGHT LANE IS FOR AND ENDS AT THE BRIDGE. AND THEN SIMILAR ON THE OTHER SIDE. YOU ALSO HAVE A SHARED USE PATH. SHARED USE PATH IS ON BOTH SIDES OF THE ROADWAY. YOU HAVE THOSE TWO TRAVEL LANES, YOU HAVE ONE LEFT TURN LANE, AND THEN YOU HAVE A BIKE AND A FENCED IN SIDEWALK ON THE EXISTING ON THE EASTBOUND SIDE. YOU HAVE TWO TRAVEL LANES, LEFT TURN LANE, A BIKE LANE, AND A FENCED IN SIDEWALK. I WANT TO MENTION IN THE RECONFIGURED CONDITION WE'RE ACTUALLY NOT REPLACING THE BRIDGE AT THIS TIME. TWO IS THERE IS A RE ALLOWANCE REALIGNED SOUTHBOUND OFF RAMP THAT MOVES FARTHER AWAY THAN THE EXISTING RAMP. AND THAT WILL ACTUALLY HAVE A NOISE WALL ON TOP OF THAT RAMP. THIRD, THERE'S A DIRECT CONNECT TO SOUTHBOUND OFF RAMP. SO IF YOU'RE COMING SOUTHBOUND OFF, YOU'LL ACTUALLY SWITCH AT THAT POINT AND COME DOWN TO THE ROUNDABOUT IF YOU WANT. SO HELP FOR THE TRAFFIC IN THE AREA. ALSO, AS I MENTIONED, THERE IS A DIRECT CONNECT TO NORTHBOUND TURNPIKE ON RAMP. WHAT WE'RE WORKING TO DO IS ACTUALLY CONNECT PEDESTRIANS ON ALL FOUR LEGS OF THAT INTERSECTION, WHICH WILL BE A TREMENDOUS BENEFIT TO THE AREA. SO.
