THE FLORIDA ENGINEERS MANAGEMENT CORPORATION FINALLY FINISHED THEIR INVESTIGATION OF THE COMPLAINT FILED AGAINST CHRISTINE [INAUDIBLE], THE ENGINEER ON RECORD FOR THE COMPLETE STREETS LANE ELIMINATION PROJECT ON WILTON DRIVE IN WILTON MANORS AND NORTHEAST FOURTH AVENUE IN FORT LAUDERDALE.

THE PROBABLE CAUSE PANEL OF THE FLORIDA BOARD OF PROFESSIONAL ENGINEERS DISMISSED THE CHARGES AGAINST MS. [INAUDIBLE], EVEN THOUGH SHE MADE SOME SERIOUS MISTAKES LEADING TO THE FAILURE OF AN INTERSECTION.

HER REPORT WAS SEALED, BUT SHE DIDN'T SIGN AND DATE IT WHICH IS A VIOLATION OF FLORIDA STATUTE 471.025.

BUT THE BIG PROBLEM WITH THE REPORT IS THE ASSUMPTION OF 2.2 PERCENT, 20 YEAR POPULATION GROWTH RATE INSTEAD OF THE TRUE TEN POINT FIVE PERCENT FIGURE. THIS PROJECT WOULD NEVER HAVE BEEN APPROVED IF THE CORRECT TRAFFIC DATA HAD BEEN USED. QUOTE, THERE IS NO EVIDENCE TO SUGGEST THAT THIS ERROR WAS INTENTIONAL, BUT RATHER AN OVERSIGHT THROUGH INADEQUATE QUALITY CONTROL UNQUOTE.

THE INTERSECTION AT NE FOURTH AVENUE AND NORTHEAST 13TH STREET IS NOW A FAILED INTERSECTION, BUT IT'S MUCH WORSE THAN THAT.

THE TWENTY YEAR DATA INCORRECTLY SHOWS THE INTERSECTION WITH A THROUGH LANE AND A TURNING LANE, THERE IS ONLY A THREE LANE ON NE FOURTH AVENUE GOING SOUTH.

SO RIGHT NOW CARS CONSISTENTLY USE THE BIKE LANE AS A TURNING LANE AND THEY ALSO CUT THROUGH THE SUNOCO STATION ALL THE TIME.

ALEX, THE OWNER OF THE SUNOCO STATION, SAID HE WAS ALMOST RUN OVER BY A CAR CUTTING THROUGH. THE FEMC REPORT STATES, QUOTE, THE INTERSECTION WILL LIKELY EXPERIENCE EXCESSIVE DELAY AND THIS COULD POTENTIALLY IMPACT SAFETY BOTH AT THE INTERSECTION AND THROUGH INCREASED NEIGHBORHOOD INTRUSION.

THIS INTERSECTION SHOULD BE RE-EVALUATED AND CORRECTIVE MEASURES TAKEN, UNQUOTE.

NO BETTER TIME THAN THE PRESENT.

THE SAME INTERSECTION SCREW UP IS HAPPENING AGAIN ON A BIGGER SCALE.

SUNRISE BOULEVARD NE 4TH AVENUE ALSO SHOWS NOT LOSING ANY DRIVING LANES.

YET AN APPENDIX ON THE REPORT SHOWS LANE ELIMINATION.

JUST LAST WEEK, FORT LAUDERDALE VOTED TO HAVE THIS GO THROUGH.

YOU NEED TO FIX THE FAILED INTERSECTION CREATED BY COMPLETE STREETS AND STOP THIS FROM HAPPENING AGAIN AT SUNRISE BOULEVARD.

IS THERE ANYONE I CAN TALK TO AND GO OVER THIS REPORT WITH ITS A 40 PAGE REPORT.

IT'S NOT A REQUIREMENT.

IT IS A REQUEST. IF THEY DID COME ON BOARD WITH THE SAME TECHNOLOGY, WOULD BE ELIGIBLE FOR CIS FUNDS FROM THE STATE, WHICH IS WHY WE WANTED THAT.

BUT, YOU KNOW, THEY SAY THERE'S TWO THINGS I THINK WAS MENTIONED THAT YOU CAN SEE FROM OUTER SPACE THE GREAT WALL OF CHINA AND THE BORDER OF DADE COUNTY AND BROWARD COUNTY.

SO WE HAVE TO LET THEM DO THEIR DUE PROCESS FIRST.

AND IF THEY CHOOSE WRONGLY AGAIN, WE WILL THEN SURFACE THIS ITEM AGAIN AS AN OBJECTION.

CAN WE AT LEAST BRING IT BACK IN SIX MONTHS OR A YEAR, AT LEAST WITH A REPORT OR SOMETHING, JUST SOME DAY? WELL, THE ONLY REASON I WOULD SAY LET'S DO IT INDEFINITELY IS JUST BECAUSE THEY MAY CHOOSE THE TECHNOLOGY THAT WE WANT ANYWAYS.

AND THEN IT WOULD MAKE IT MOOT.

AND JUST TO FOLLOW UP WITH THAT, THIS ORGANIZATION, ALONG WITH BROWARD COUNTY, MIAMI-DADE COUNTY AND TRI RAIL AND THE TWO DOT DISTRICTS, WE DID AN ALTERNATIVE ANALYSIS, ONE OF THE LAST ONES IN THE NATION ON THIS CORRIDOR, AND IT WAS SELECTED FINALLY WITH A BUS RAPID TRANSIT SYSTEM TO CONNECT INTO MIAMI DADE.

THAT SHOWS AN INCREASE IN LEVEL THAT WHICH WOULD YOU KNOW, I WANTED ALL THOSE THINGS TO BE PART OF OUR 2045 PLAN BECAUSE THEY NEED THEY NEED TO BE INCORPORATED.

THAT IS JUST A OVERVIEW OF THE COUNTY FUNDING TIMELINE FOR FISCAL YEAR 2020.

JANUARY 9TH, THE COUNTY HAS ANNOUNCED THAT THEY WILL HAVE A WORKSHOP ON THE MUNICIPAL SURTAX PROJECTS. MARCH 1ST WE WILL DELIVER THE LIST TO COUNTY STAFF AND MARCH 26 THAT LIST OF PROJECTS WILL BE PRESENTED TO THE SURTAX OVERSIGHT BOARD.

APRIL 2020.

THE COUNTY SUPPLEMENTAL BUDGET RESOLUTION WILL INCLUDE THE CYCLE 1 PROJECTS INTO THE FISCAL YEAR 2020 BUDGET AND THEN THE CYCLE 1 PROJECTS WILL LAUNCH IMMEDIATELY FOLLOWING THAT APRIL SUPPLEMENTAL BUDGET RESOLUTION.

I KNOW IT'S BEEN SPRINKLED INTO SOME OF OUR DISCUSSIONS IN VARIOUS WAYS, SHAPES AND FORMS. BUT WE REALLY WANTED TO COME TO YOU AND JUST KIND OF PRESENT TO YOU THAT CULMINATION OF TWO YEARS OF HARD WORK, OF DATA AND OF REALLY PRIORITIZING EQUITY.

I KNOW THAT THE MTP OF THE COMMITMENT 2045 WAS THE FIRST OPPORTUNITY THAT WE KIND OF HAD TO REALLY ELEVATE EQUITY.

AS YOU'RE PROBABLY AWARE, ANY AGENCY THAT RECEIVES FEDERAL FUNDING MUST ADHERE TO SPECIFIC TITLE SIX REQUIREMENTS, AS WELL AS OTHER FEDERAL NONDISCRIMINATION AUTHORITIES, SUCH AS ENVIRONMENTAL JUSTICE.

THE MPO HAS ALWAYS ADHERED TO THESE REQUIREMENTS AND BEEN FOUND IN COMPLIANCE AS FAR AS I UNDERSTAND. BUT DURING THE 2016 FEDERAL CERTIFICATION REVIEW THAT IS COMPLETED EVERY THREE YEARS, FEDERAL HIGHWAY ADMINISTRATION AND FEDERAL TRANSIT ADMINISTRATION STAFF CHALLENGED THE MPO AT THAT TIME TO THINK ABOUT HOW THEY COULD GO ABOVE AND BEYOND THE FEDERAL REQUIREMENTS FOR TITLE 6 AND ADDRESS EQUITY IN A COMPREHENSIVE MANNER ACROSS THE MPOS PLANS AND PROGRAMS AND DEVELOP A STANDARDIZED WAY FOR DOING SO.

BECAUSE WHILE EQUITY HAS HISTORICALLY BEEN CONSIDERED IN THE MPO PLANNING PROCESSES, IT HASN'T ALWAYS BEEN DONE IN THE SAME WAY BY CERTAIN MPO STAFF OR CONSULTANTS OR WHOEVER.

EXCUSE ME, WHOEVER IS RESPONSIBLE FOR THE PROJECT AT THAT TIME.

SO THOSE ARE TWO KEY GOALS OF THIS STANDARDIZED PROCESS AND COMPREHENSIVE ACROSS THE PLANS AND PROGRAMS. SO THE PROCESS ITSELF CAN REALLY BE DISTILLED DOWN TO TWO PARTS.

THE FIRST PART WAS TO DEVELOP THE STANDARDIZED WAY TO IDENTIFY WHAT EQUITY AREAS ARE AND HOW THEY'RE DEFINED IN THE COUNTY.

AND THIS MAP IS THE OUTPUT OF THAT PROCESS.

THIS INCLUDED A VERY COMPREHENSIVE REVIEW OF ALL THE AVAILABLE DATA METHODOLOGIES AND A PEER AGENCY REVIEW.

AND WHAT WE THOUGHT AT THE BEGINNING WAS THAT THERE WOULD PROBABLY BE VERY FEW EXAMPLES OUT THERE OF MPOS CONSIDERING EQUITY IN THIS MANNER.

BASED ON OUR CONVERSATIONS WITH THE FEDERAL AGENCIES AND OUR RESEARCH AND WE WERE CORRECT. SO THIS IS REALLY POSITIONING THE BROWARD MPO TO BE A NATIONAL BEST PRACTICE FOR CONSIDERATIONS OF EQUITY.

AND AS CHAIR MENTIONED THAT THE ASSOCIATION FOR MPO CONFERENCE IN BALTIMORE, WE DID GET THAT FEEDBACK. THE SECOND PART IS TO DEVELOP AND APPLY THE ASSESSMENT METHODOLOGY ACROSS ALL OF THE DIFFERENT PLANS AND PROGRAMS. AND THIS ENTIRE PROCESS WAS GUIDED BY A WORKING GROUP OF MPO STAFF REPRESENTING EVERY SINGLE AREA OF THE MPOS FUNCTIONS.

SO IT'S A VERY COLLABORATIVE EFFORT.

THE EQUITY AREAS THEMSELVES ARE BASED ON DEMOGRAPHIC INDICATORS THAT ALL TIED DIRECTLY BACK TO TITLE 6 AND OTHER FEDERAL NONDISCRIMINATION AUTHORITIES.

THEY'RE ILLUSTRATED ON THIS SLIDE.

AND IT WAS VERY IMPORTANT THAT WE HAD A NEXUS THAT TIED THE EQUITY OUTPUT MAP DIRECTLY TO THE REQUIREMENTS THAT THE MPO IS RESPONSIBLE TO ADDRESS.

THE EQUITY TOOL.

IT'S OH, I'M SORRY, LIMITED ENGLISH PROFICIENCY.

LIMITED ENGLISH PROFICIENCY.

THE EQUITY TOOL ITSELF IS AN EXCEL BASED FILE, AND THE OUTPUT IS THIS MAP, AS I MENTIONED BEFORE. IT'S INTENDED TO BE ONE TOOL IN THE TOOLBOX.

IT'S NOT INTENDED TO DEFINITIVELY IDENTIFY ANY CERTAIN POPULATION GROUPS, BUT IT IS INTENDED TO PROVIDE A CONSISTENT WAY TO ANALYZE THIS DEMOGRAPHIC INFORMATION.

IT IS A STATISTICALLY DRIVEN CALCULATION AND THERE'S NO ABILITY FOR THE USER TO BE ABLE TO INFLUENCE THE OUTPUT.

SO EVERYBODY WILL GET THE SAME CALCULATIONS THAT USES THE TOOL.

IT DOES, HOWEVER, PROVIDE FOR FLEXIBLE GEOGRAPHY.

SO SOMEBODY LOOKING TO CALCULATE AN EQUITY AREA, SCORE FOR THEIR OWN COMMUNITY, CITY, SUB AREA, ETC. CAN INPUT THE DATA FOR THE BLOCK GROUPS OR THE CENSUS TRACKS THAT COMPRISE THEIR COMMUNITY AND HAVE A SIMILAR OUTCOME BUT BASED ON THEIR OWN SPECIFIC LOCAL DATA, IT CAN ALSO BE TAILORED TO LOOK AT A REGIONAL PICTURE AS WELL.

SO IT IS VERY FLEXIBLE IN THAT MANNER.

SO THAT WAS ESSENTIALLY THE DELIVERABLE FOR THE FIRST PART OF THIS PROCESS.

THE SECOND PART WAS THEN TO APPLY, DEVELOP AND APPLY EQUITY ASSESSMENT METHODOLOGY ACROSS ALL OF THE DIFFERENT PLANS AND PROGRAMS, WHICH WAS A KEY GOAL OF THIS EFFORT.

AND IN LOOKING AT WHAT THE MPO IS RESPONSIBLE FOR DEVELOPING, IT REALLY BECAME APPARENT

THAT THERE WERE THREE LEVELS OF WHICH WE NEEDED TO CONSIDER EQUITY.

THE FIRST WAS AT A HIGHER LEVEL, WHICH IS LOOKING AT THE BROWARD COUNTY TRANSPORTATION SYSTEM OVER A LONG TERM PERIOD AND AND HOW THE PROJECTS ARE ULTIMATELY INITIALLY DEVELOPED. THAT IS THE METROPOLITAN TRANSPORTATION PLANNING PROCESS.

AND WE WERE VERY FORTUNATE THAT THIS PROCESS WAS GOING ON AT THE SAME TIME, AS COMMITMENT 2045 SO WE COULD NOT ONLY DEVELOP OUR METHODOLOGY, BUT USE IT AS PART OF THAT PLANNING PROCESS. THEN AS PROJECTS ARE FURTHER REFINED AND LOOKED AT CLOSER FOR POTENTIAL IMPLEMENTATION, THAT'S WHAT I REFER TO AS THE PROJECT DEVELOPMENT LEVEL THAT'S LOOKING AT EQUITY AS PART OF YOUR CORRIDOR STUDY, YOUR ALTERNATIVE'S ANALYSIS, YOUR PD&E STUDY FOR EXAMPLE. AND THEN THE THIRD LEVEL IS THE PROJECT INVESTMENT.

THAT'S REALLY THE TRANSPORTATION IMPROVEMENT PROGRAM WHERE PROJECTS ARE FUNDED FOR IMPLEMENTATION AND EVENTUAL CONSTRUCTION.

AND SO WE WANTED TO MAKE SURE THAT WE CONSIDERED EQUITY FROM THE GROUND UP STARTING AT THAT PROJECT CONCEPT LEVEL, SO THAT BY THE TIME THAT THE PROJECTS ARE FUNDED, EQUITY HAS BEEN CONSIDERED THROUGHOUT THE ENTIRE PROCESS.

AND THAT LAST STEP IS MORE OF A CHECKS AND BALANCES AND MONITORING PROCESS RATHER THAN LOOKING AT EQUITY FOR THE FIRST TIME, WHICH IS OFTEN WHAT HAS HAPPENED IN THE PAST WITH MANY TRANSPORTATION PLANNING AGENCIES.

SO FOR COMMITMENT 2045, WE WERE ABLE TO INTEGRATE EQUITY INTO ALMOST EVERY SINGLE STEP OF THE PROCESS. TRADITIONALLY, AS PART OF THIS LONG RANGE PLANNING PROCESS, EQUITY IS USUALLY CONSIDERED TOWARDS THE END WHEN THE PROJECTS HAVE BEEN IDENTIFIED, THEY ARE CHECKED AGAINST MAPS OF DIFFERENT DEMOGRAPHIC INDICATORS.

AND WHAT WE DID IS WE INTEGRATED EQUITY VERY EARLY ON, FOR EXAMPLE, DURING THE SCENARIO PLANNING PROCESS.

WE LOOKED AT EQUITY AND OUTPUTS OF PERFORMANCE MEASURES FOR EACH SCENARIO COMPARED TO THE TREND SCENARIO FOR EQUITY AREAS VERSUS NON-EQUITY AREAS.

WE DID THE SAME THING FOR THE 2045 NEEDS SYSTEM AND THEN WE ALSO DID THE SAME THING FOR THE COST FEASIBLE PLAN FOR THE FUNDED PROJECTS TO UNDERSTAND DIFFERENCES BETWEEN EQUITY AREAS VERSUS NON EQUITY AREAS OF THE COUNTY.

AND ONE OF THE THINGS THAT WE DETERMINED AS A KEY LESSON LEARNED WAS THE IMPORTANCE OF ELEVATING EQUITY TO A LEVEL ON WHICH IT CAN BE INTEGRATED THROUGHOUT THE ENTIRE PLANNING PROCESS. AND IN THIS CASE, EQUITY WAS ELEVATED TO ONE OF THE SIX PLANNING FACTORS FOR COMMITMENT 2045.

AND SO BECAUSE OF THAT, WE AS PART OF THAT PROJECT PRIVATIZATION PROCESS, THE PROJECT TEAM WAS ABLE TO APPLY A NUMBER OF PRIORITIZATION CRITERIA TO EQUITY, AND IT ACTUALLY ACCOUNTED FOR EIGHT OF THE 37 TOTAL POINTS.

SO IT REALLY HAD A CHANCE TO BE A FACTOR IN HOW THE PROJECTS WERE PRIORITIZED AND THAT THE GOAL OF THIS PROJECT WAS, AS I MENTIONED BEFORE, TO NOT ONLY APPLY THIS PROCESS TO ONE PLANNING FUNCTION OF THE MPO, BUT ACROSS THE BOARD.

SO EQUITY ASSESSMENTS, TO VARYING DEGREES HAVE ALSO BEEN INTEGRATED INTO THE COMPLETE STREETS AND LOCALIZED INITIATIVE PROGRAM.

WE'VE MADE RECOMMENDATIONS FOR THE NEXT UPDATE OF THE COMPLETE STREETS MASTER PLAN, THE MOBILITY HUB PROGRAM, AND WE'RE CURRENTLY FINALIZING A MONITORING PROCEDURE FOR THE TRANSPORTATION IMPROVEMENT PROGRAM.

SO IT REALLY HAS BECOME A COMPREHENSIVE WAY TO LOOK AT EQUITY IN MANY DIFFERENT AREAS.

AND ONE OF THE THINGS THAT I THINK IS GOING TO BE VERY USEFUL AND HOPEFULLY USEFUL TO THE COMMUNITIES AS AN OUTPUT OF THIS PROJECT ARE ALL THE RESOURCES THAT WE'VE DEVELOPED.

SO UNDER THE MPOS WEB SITE AND THE RESOURCES TAB, THERE IS A DEDICATED AREA FOR THE TRAINS TRANSPORTATION PLANNING EQUITY ASSESSMENT.

ONCE WE UPDATE THE EQUITY DATA ANALYSIS, FILE WITH THE NEW AMERICAN COMMUNITIES SURVEY DATA THAT'S COMING OUT THIS MONTH THAT WILL BE PUT ONLINE AND IT HAS DETAILED INSTRUCTIONS AND A TEMPLATE SO THAT ANYBODY CAN DOWNLOAD THE FILE AND CALCULATE THEIR EQUITY AREAS FOR THEIR OWN COMMUNITY.
