ALL RIGHT. GOOD MORNING, EVERYBODY.

[1. Call to Order and Pledge]

IF I CAN GET EVERYBODY TO TAKE THEIR SEATS, IT WILL BE APPRECIATED.

IT IS 9:30. I'M CALLING THIS MEETING TO ORDER RIGHT ON THE DOT.

SO BEFORE WE BEGIN, ONE OF THE THINGS THAT I'M REQUIRED TO DO IS TO REMIND YOU OF IN CASE THERE'S AN EMERGENCY.

THESE ARE THE EMERGENCY EXITS BEHIND HERE IN A STAIRWELL TO THE BACK.

TWO EMERGENCY EXITS IN THE STAIRWELL.

OK. YEAH, I KNOW.

SO THE FIRST THING THAT WE HAVE IS THE PLEDGE OF ALLEGIANCE, SO FUEL, PLEASE STAND AND I'LL HAVE OUR GENERAL COUNSEL LEAD US IN THE PLEDGE OF ALLEGIANCE TODAY.

THANK YOU. AND NOW WE HAVE ELECTRONIC ROLL CALL.

[2. Electronic Roll Call]

THE WAY THAT YOU PERFORM THIS IS YOU JUST SIMPLY PUSH THE YES BUTTON AND THEN IT WILL REGISTER YOU THAT YOU ARE HERE FOR THE ROLL CALL.

SO PUSH. YES.

OK. SO IT LOOKS LIKE EVERYBODY SIGNED IN.

THANK YOU FOR THAT. I FIRST WANT TO TAKE THIS MOMENT OF PRIVILEGE TO WELCOME COMMISSIONER FISHER TO THE MPO. HE HAS REPLACED HOLNESS AND WE'RE VERY HAPPY TO HAVE HIM.

I TEASED HIM EARLIER WHEN HE CAME IN BECAUSE I SAID, YOU'RE THE FIRST COUNTY COMMISSIONER TO BE HERE THIS EARLY EVER IN THE HISTORY OF THE MPO.

NUMBER ONE. AND NUMBER TWO, I SAID I I'VE SCRATCHED MY HEAD WHEN HE WAS UP FOR HIS COUNTY COMMISSION SEAT BECAUSE I'D GO THROUGH AND SEE [INAUDIBLE] SIGNS.

AND LAMAR FISHER SIGNS IN THE SAME YARD OVER AND OVER AND OVER AGAIN.

AND I WAS LIKE, WOW.

THIS FAMILY IS A MIXED FAMILY.

BUT NO, THAT'S JUST THE OUTREACH THAT WAS DONE.

SO WELCOME. AND BOARD MEMBER SIMONE, IF YOU WOULD LIKE TO BE RICKEY.

NO. OKAY. SO THE FIRST THING THAT WE HAVE UP IS THE APPROVAL OF THE MINUTES.

[3. Approval of Minutes - December 12, 2019]

SO IF I CAN GET A MOTION, YOU CAN PUSH THE A MOTION.

ALL RIGHT. THE MINUTES HAVE BEEN MADE AND SECONDED.

ALL THOSE IN FAVOR WILL VOTE N OW.

OK. IT LOOKS LIKE IT WAS PASSED UNANIMOUSLY.

THANK YOU VERY MUCH. WE NOW HAVE APPROVAL OF THE AGENDA.

[4. Approval of Agenda]

IF I CAN GET A MOTION TO APPROVE TODAY'S AGENDA.

YOU'VE GOT TO PUSH THE BUTTON.

HERE WE GO. OK. AND NOW WE CAN VOTE.

ENTER YOUR MEETING I.D.

FOLLOWED BY POUND.

THAT WAS MY FAULT. REBECCA SCHULTZ, BROWARD MPO .

I HAVE TO CANCEL IT AND RESTART IT BECAUSE THE MANUAL, UH, THE MOTIONS DID NOT GO IN.

OKAY. SO AT THIS TIME WE WILL GET A MOTION AND A SECOND.

THERE WE GO. NOW, THERE WE GO.

NOW WE CAN VOTE AGAIN.

HOPEFULLY WE'LL GET THE SAME RESULTS.

AND WE'RE WAITING ON MISSIONER BLATTNER.

OK. PERFECT. SO WE DID GET THE SAME RESULTS PASSED UNANIMOUSLY.

NOW IT'S TIME FOR PUBLIC COMMENTS.

MS. THOMAS, IF YOU'LL RAISE YOUR HAND, IF THERE'S A MEMBER OF THE PUBLIC THAT WOULD LIKE TO SPEAK THEIR CARD BY MS. THOMAS. SHE'S GOING AROUND RIGHT NOW.

NOT EVERYBODY GET UP AT ONCE.

GOING ONCE. GOING TWICE.

OK. PUBLIC COMMENT IS CLOSED.

THAT WAS VERY EFFICIENT. WE CAN ALWAYS THANK MS. THOMAS FOR THAT, EFFICIENCY IS HER MIDDLE NAME.

AET. THAT'S HER INITIALS.

SO NEXT IS APPROVAL OF EXCUSED ABSENCES.

[6. Approval of Excused Absences]

TODAY WE HAVE COMMISSIONER SIMMONS.

MAYOR ORTIS. COMMISSIONER OR VISE MAYOR MCKINZIE.

BILL HARRIS. AND TOM GREEN.

SO IF I CAN GET A MOTION, WE GOT A MOTION, A SECOND TO EXCUSED ABSENCES.

WE CAN NOW VOTE.

MS. STONER. THAT'S OK.

YEAH, WE DO HAVE A QUORUM, QUORUM IS 14.

SO 17 YESES.

IS IT UNANIMOUSLY PASSED NOW ON TO SOMETHING VERY EXCITING.

[7. Federal Certification Presentation]

WE HAVE A VERY SPECIAL GUEST IN THE AUDIENCE, MRS.

[00:05:01]

BLIZZARD, TO PRESENT THE FEDERAL CERTIFICATION PRESENTATION.

GOOD TO SEE YOU AGAIN AND WELCOME.

VERY GOOD TO SEE YOU AGAIN AS WELL.

AND EVERYBODY ELSE.

I REALLY APPRECIATE A LITTLE BIT OF TIME ON YOUR AGENDA.

I WILL BE QUICK. A LITTLE BIT CLOSER.

THERE WE GO. HOW ABOUT THAT? AS YOU KNOW, WE HAVE TO DO A CERTIFICATION JOINTLY BETWEEN FEDERAL HIGHWAY AND THE FEDERAL TRANSIT ADMINISTRATION EVERY FOUR YEAR, WHICH IS DICTATED BY FEDERAL LAW AND REGULATION. BUT I HAVE TO SAY, INNOVATIVE ORIGINAL OF LEADING EDGE, CUTTING EDGE, PIONEERING, GROUNDBREAKING, TRAILBLAZING, UNCONVENTIONAL, FAR SIGHTED AND PRESCIENT. WE'RE RUNNING OUT OF ADJECTIVES TO TALK ABOUT AND DESCRIBE THE WORK THAT THIS MPO AND ITS TEAM DOES ON A DAILY BASIS.

AS ALWAYS, THIS WAS PHENOMENAL.

A REALLY GREAT CERTIFICATION THAT WE HAD.

AND I'M SPEAKING AS THE TEAM LEAD FOR BOTH AGENCIES ON THAT.

AND WE HOPED WE MADE IT A LITTLE BIT EASIER FOR FOR YOU ON THIS LAST RUN, BECAUSE AS OUR AGENCY HAS BEEN MOVING TO A RISK BASED AND PERFORMANCE MEASURE, STEWARDSHIP AND OVERSIGHT, WE'VE TRIED TO MAKE SOME OF OUR PROCESS REVIEWS THE SAME WAY.

AND TWO YEARS AGO, WE STARTED TO A RISK BASE FOR THE CERTIFICATION.

SO INSTEAD OF PUTTING YOUR TEAM THROUGH A DRILL OF TWENTY ONE SUBJECTS GOING THROUGH COMBING EVERY TIME, WE DID A RISK ANALYSIS.

OH, THAT'S GOOD. AND RISK ANALYSIS ON MAYBE SOME OF THE FOCUS AREAS WE NEEDED TO COVER.

WE ONLY HAD FOUR.

TWO OF WHICH WERE TRANSIT AND A NEW PROGRAM WITH PERFORMANCE MEASURES.

AND SO WE WERE ABLE JUST SPEND OUR TIME DISCUSSING THOSE AREAS AND YOUR STAFF AS IT WAS ABLE TO LIMIT THEIR TIME TO JUST THOSE AREAS INSTEAD OF PREPARING FOR EVERYTHING.

SO WE REALLY DID APPRECIATE THAT.

AND I HOPE THAT IT HELPED THEM ON THAT AND OUT OF JUST THOSE FOUR AREAS W E ENDED UP WITH HAVING A FINDING OF SEVEN VERY NOTEWORTHY PRACTICES, WHICH YOU HAVE COPIES OF THOSE SLIDES. NO CORRECTIVE ACTIONS AT ALL WHICH WE REALLY DON'T EXPECT HERE.

AND WE HAD FIVE RECOMMENDATIONS AND THOSE RECOMMENDATIONS ARE TO HELP THE WITH THE PLANNING PROCESS TO IMPROVE THAT, PARTICULARLY WITH MOST OF THESE AREAS WERE EITHER INITIATIVES SUCH AS THE TRANSIT INTEROPERABILITY THAT THE THREE MPOS HAD BEEN WORKING ON FOR A WHILE. AND SO WE'RE REALLY HOPING THE LENGTH OF TIME WE START SEEING A LITTLE MORE MOVEMENT ON THAT. AND THEN ALSO THOSE AREAS THAT ARE RELATED TO LIKE PERFORMANCE MEASURES, SOME THINGS, ACTIONS THAT ARE NEEDED JUST TO HELP STRENGTHEN AND MAKE THOSE MEETING THOSE REQUIREMENTS A LITTLE MORE ROBUST.

BUT OTHER THAN THAT .

REALLY, IT WAS JUST A REALLY GREAT CHANCE TO SEE WHAT YOU'RE DOING.

AND. AND WE WERE REALLY APPRECIATIVE OF THE CONTINUAL HARD WORK, THE CONTINUAL INNOVATIVE WORK, THE PROFESSIONALISM AND THE HOSPITALITY THAT YOU AND YOUR TEAM ALWAYS SHOW US, NOT ONLY AT CERTIFICATIONS, BUT ON A DAILY BASIS WHEN WE'RE WORKING TOGETHER THROUGHOUT THE YEAR. SO WE REALLY DO APPRECIATE IT.

AND YOU HAVE YOUR CERTIFICATION FOR ANOTHER FOUR YEARS, BUT YOU'RE GONNA SEE ME BEFORE THAT.

ARE YOU AMENABLE TO TAKING QUESTIONS OF THE BOARD? ABSOLUTELY. ARE THERE ANY QUESTIONS FROM THE BOARD? IF SO, JUST PUT REQUESTS TO SPEAK AND YOU'LL BE RECOGNIZED.

I GUESS THAT SHOWS YOUR PRESENTATION WAS AWESOME.

THERE'S AN ADJECTIVE FOR YOU.

AWESOME. THANK YOU VERY MUCH FOR HAVING ME HERE.

OKAY. WE'RE MOVING ON TO THE CONSENT AGENDA.

THERE ARE ONLY TWO ITEMS ON THE CONSENT AGENDA.

BUT I HAVE HAD A REQUEST BY A MEMBER TO PULL ITEM ONE, SO WE WILL HANDLE THEM SEPARATELY.

SO THE FIRST IS FOR CONSENT ITEM ONE, WE CAN HAVE SOME DISCUSSION ABOUT THIS AT THIS

[1. **MOTION TO APPROVE GPC Task Work Order No. 10.1 Between the Broward Metropolitan Planning Organization and HDR Engineering, Inc. for Complete Streets Initiative - Community Engagement in an Amount Not to Exceed $449,926.15]

TIME. IF ANYBODY WOULD LIKE TO BE RECOGNIZED TO DISCUSS CONSENT ITEM ONE.

BOARD MEMBER CARN, YOU'RE RECOGNIZED.

THANK YOU, MR. CHAIR. I DID REQUEST TO PULL THIS.

AND I WANTED TO PULL IT IN THE SPIRIT OF ONE THAT I DON'T EVER LIKE TO COME TO A MEETING AND NOT HAVE TO HAVE A DISCUSSION ITEM.

WE WOULD JUST GO ON THROUGH CONSENT AGENDA AND GO ON HOME.

SECONDLY, THE COMPLETE THE SAFE STREETS SUMMIT AND I LIKE TO TAKE MY HAT OFF TO THE MPO HERE IN BROWARD, DID A PHENOMENAL JOB IN SUPPORTING, STAFFING, SHEPHERDING US THROUGH THAT EVENT, SOME PHENOMENAL SPEAKERS.

AND THE REASON I PULLED THIS IS BECAUSE I HEARD ONE OF THE SPEAKERS AFTER LUNCH AND SHE TALKED ABOUT THE THE WHAT DOES COMPLETE STREETS MEAN IN A BROADER CONTEXT ACROSS ALL COMMUNITIES? WE TALK ABOUT EQUITY HERE.

[00:10:02]

WE TALK ABOUT, YOU KNOW, BICYCLE LANES AND THINGS LIKE THAT.

AND SHE TOLD US THAT IN DADE COUNTY, FOLKS TOLD THEM WE DON'T CARE ABOUT BICYCLES.

THERE ARE SOME OTHER THINGS THAT WE HAVE TO BE CONCERNED ABOUT.

AND SO I WANTED TO TAKE THIS OPPORTUNITY TO SORT OF ASK AND IT'S A BROAD ASK TO ASK OUR STAFF AND THOSE INVOLVED WITH OUR COMPLETE STREETS.

ARE WE IN TOUCH WITH SOME OF THE MORE I SAW URBAN TACTILE TYPE OF MENTIONING HERE? HOW DOES THIS TRANSLATE BROADLY ACROSS THE COMMUNITIES THAT WE SERVE VERSUS THE MAIN THOROUGHFARES AND, YOU KNOW, COME OUT OF SUBURBIA, BUT INTO LIKE THE [INAUDIBLE] CORRIDOR AND IN PLACES LIKE THAT, ACTUALLY.

AND THAT'S A YOU KNOW, ONE OF THE HALLMARKS OF THE ORGANIZATION AND THAT WE'RE REALLY PROUD OF IS ACTUALLY WHAT EQUITY DOES MEAN AND HOW WE'RE PROVIDING ACCESS.

THE OLD DIXIE PROJECT IN FORT LAUDERDALE IS ONE EXAMPLE OF AN AREA THAT WAS TRULY HAVING MANY, MANY ISSUES AS FAR AS THERE WERE CHILDREN BEING HIT BY CARS, BEING KILLED BY CARS.

AND THEY WERE THE THE EQUITY BALANCE THERE.

YOU KNOW, YOU CAN WE CONCENTRATE ON OUR MAJOR ARTERIALS AND WE CONCENTRATE ON THE HIGHWAY SYSTEM. AND THAT WAS SOMETHING THAT WAS LOST IN THE PATH.

AND THAT WAS ONE OF THE AREAS.

AND I'M GOING TO TURN IT OVER TO RICARDO TO GO AND DO A LITTLE BIT MORE DETAIL, BUT JUST LEADING BY EXAMPLE. AND I USED TO WORK AT THE COUNTY YEARS AGO FOR ROGER [INAUDIBLE] THE ADMINISTRATOR. HE ALWAYS USED TO SAY TO US, LEAD BY EXAMPLE, MAKE SURE WHAT YOU'RE DOING IS SOMETHING THAT MAKES A DIFFERENCE.

AND THAT PARTICULAR PROJECT WAS ONE OF THOSE THAT DID .

GOOD MORNING. RICARDO GUTIERREZ, BROWARD MPO. GOOD MORNING CHAIR.

I APOLOGIZE. I'M UNDER THE WEATHER.

I WAS A LITTLE LATE, SO I DIDN'T HEAR THE QUESTION.

SO. COMPLETE STREETS.

HOW ARE WE INTERPRETING THAT DEFINITION EQUITABLY ACROSS THE DIFFERENT DEMOGRAPHIC AREAS OF OUR COUNTY? ONE OF THE THINGS THAT WE'RE DOING, ESPECIALLY WITH THE LATEST, LATEST EFFORT THE COMPLETE STREETS MASTER PLAN, WE ACTUALLY SELECT THE AREA S OF HIGHER EQUITY BASED ON THE INDICATORS THAT WE SELECTED, YOU KNOW, AREA.

SO PEOPLE WITH NO CARS , POVERTY LEVELS, EDUCATIONAL LEVELS AND SOME OTHERS.

SO THAT IS WE PRIORITIZED EQUITY EVERY TIME WE DO OUR PROJECTS.

SO I DON'T HAVE THE ACTUAL PROJECTS HERE NOW, BUT DEFINITELY EQUITY IS A BIG PART OF OUR SELECTION PROCESS. ACTUALLY, IT.

YOU SHOULD PROBABLY BE UNDER THE WEATHER.

THAT WAS STRESSFUL. RICARDO LED THE EFFORT ON THIS SAFE STREET SUMMIT.

SO, YOU KNOW, WE HAD 544 PEOPLE THERE.

AND, YOU KNOW, THAT WAS PRETTY CROWDED.

BIG PICTURE WITH THAT COMMISSION.

AND WHAT WE'LL DO ALSO IS I THINK PROBABLY EITHER THE APRIL AND MAY MEETING, WE'RE GONNA BRING FORWARD AN EXAMPLE OF ALL THE PROJECTS THAT HAVE COME THROUGH.

SO THAT WAY YOU CAN SEE EXACTLY HOW SOCIAL EQUITY AND HOW THAT IS CONSIDERED IN PROJECT PROGRAMING AND PLANNING.

SO THAT WAY THERE'S A GREAT DETAIL ON THAT.

THANK YOU, MR. CHAIR. YOU'RE VERY WELCOME.

DEPUTY VICE CHAIR GOOD.

THANK YOU, MR. CHAIR. I JUST WANT TO THANK STAFF FOR THE DETAIL DESCRIBED WITHIN THE ITEM. I REALLY DO APPRECIATE.

WE HAD GREAT CONVERSATION DURING THE EXECUTIVE BOARD MEETING AND I THINK YOU LISTENED TO OUR COMMENTS AND I REALLY WANTED TO THANK YOU FOR THAT.

AND I ALSO WANTED TO MENTION THAT PART OF THE RECOMMENDATIONS IS TO NOT EXCEED THE FOUR HUNDRED FORTY NINE THOUSAND.

I WANTED MY MPO COLLEAGUES TO UNDERSTAND THAT THAT'S THAT IS EXACTLY THAT.

IT'S AN AMOUNT NOT TO EXCEED, BUT IT DOES NOT MEAN THAT WILL UTILIZE THE ENTIRE AMOUNT.

AND SO I WONDERED IT JUST VERY QUICKLY, YOU CAN MAKE A COMMENT ON THAT SO THAT EVERYBODY UNDERSTANDS. BUT THE TASK YOU IDENTIFIED IN THIS QUARTER ACTUALLY ARE ITEMISED.

SO IF WE DON'T ACTUALLY USE THEM, WE JUST WON'T BE ABLE TO WE JUST WON'T CHARGE THE CONSULTANT TO DO THAT. SO, YEAH, IT'S ITEMISED.

AS NEEDED BASIS. WE'LL PROVIDE THE GUIDANCE TO THE CONSULTANT, IF THE CONSULTANT IS NOT ABLE TO USE IT. WE WOULDN'T DIRECT THEM TO USE IT.

WE JUST WOULDN'T MOVE FORWARD WITH THAT PARTICULAR TASK.

AND IT'S ALSO REALLY IMPORTANT TO NOTE THAT THIS IS ACTUALLY BUDGETED THE TOTAL BUDGET ED AMOUNT THAT'S WITHIN OUR CURRENT APPROVED BUDGET.

SO IF THERE IS EXCESS FUNDS AVAILABLE AT THE END OF THIS CONTRACT, THEN THAT WOULD ACTUALLY BE RE BUDGETED AND THE BOARD WOULD HAVE THE ACTION ACTIVITY.

AND IF I COULD ASK THEN FOR THIS NEXT YEAR AFTER WE UTILIZE THEIR SERVICES, IF WE COULD JUST GET A FOLLOW UP AS TO, YOU KNOW, WHAT EXACTLY DID TRANSPIRE DURING THEIR TIME WITH THIS WORK ORDER AND HOW THE MPO BENEFITED FROM THAT.

THANK YOU. PERFECT.

THANK YOU. THANKS FOR CLARIFICATION ON THAT.

FORMER CHAIR BLATTNER, YOU'RE RECOGNIZED.

[00:15:02]

THANK YOU. I'M REALLY GETTING TO KNOW COMMISSIONER CARN AND A LOT OF RESPECT FOR HIS INTEGRITY. AND I DON'T MEAN THAT AS OPPOSED TO CRIMINALITY, BUT JUST THE FACT THAT HE LOOKS AT THINGS WITH A QUESTIONING EYE.

MAYBE THAT'S THAT'S SOMETHING THAT NEWBIES DO.

WE ALL SHOULD DO.

JUST WANTED TO COMMENT THAT WHEN WE RECEIVED OUR FIRST TIGER GRANT, HOW MANY YEARS AGO? 2016. OKAY.

ONE OF THE ONE OF THE SELLING POINTS WAS AND I'M TALKING ABOUT WHEN WE WENT TO WASHINGTON TO APPLY TO LOBBY, IF YOU WILL, THOSE WHO MIGHT VOTE ON IT WAS THAT WE WERE REACHING OUT TO COMMUNITIES IN AN EQUITABLE WAY.

WE WERE TRYING TO LINK HOSPITALS AND SCHOOLS TO THE COMMUNITIES THAT ACTUALLY DIDN'T HAVE GOOD ACCESS TO THOSE AMENITIES IN A COMMUNITY.

SO WE DID IT ONCE IN AND I BELIEVE WE'LL DO IT AGAIN.

A COUPLE OF OTHER THINGS THAT HAVE COME UP.

I THINK THE PEOPLE IN BROWARD COUNTY ARE JUST AS ANGRY ABOUT BIKE LANES AS THEY ARE IN MIAMI, EXCEPT THAT MIAMI, BECAUSE OF THE NUMBER OF ACCIDENTS THEY'VE HAD GOING ON TO KEY BISCAYNE AND COMING BACK AND THE DEATHS AND FORTUNATELY, KNOCK WOOD, WE HAVEN'T HAD ANYTHING QUITE THAT VISIBLE.

BUT MY COMMUNITY, WHICH IS A SUPPORTER OF BIKE LANES, IS ANGRY ABOUT IT.

AND THEY THINK THEY'RE ANGRY BECAUSE OF SOMETHING THAT WE'VE IDENTIFIED AS A MAJOR PROBLEM IN MY CITY.

AND MAYBE HERE OUR ABILITY TO COMMUNICATE IS NOT THAT WE DON'T HAVE A GOOD MESSAGE, WE CAN'T GET IT OUT TO ENOUGH PEOPLE.

OUR HOMEOWNER'S ASSOCIATION ATTENDANCE IS SO SMALL THAT YOU MAKE A PRESENTATION.

AND SO WHAT, 10 PEOPLE GOT THE MESSAGE WE NEED TO DO AND WE HAVE THIS ROBUST MESSAGING SYSTEM, WHICH I COMPLIMENT STAFF .

I'M JUST SAYING AT THE LOCAL LEVEL, WHEN WHEN YOUR CITY IS EMBARKING ON A COMPLETE STREETS PROJECT THAT HAS BIKE LANES, WE MAYBE YOU CAN HELP US DO A BETTER JOB OF COMMUNICATING. AND WITH THAT SAID, ONE FINAL POINT THAT I'VE BROUGHT THIS UP MANY TIMES.

THERE IS NOT ENOUGH EMPHASIS IN OUR COMPLETE STREETS BIKE LANE EFFORT ON SAFETY.

AND I'M SPEAKING NOW OF THE IN MY OPINION, THE NEED TO HAVE SOME SORT OF DELINEATION BETWEEN BIKE LANES AND TRAFFIC LANES, TRAVEL LANES.

AND WE SHOULDN'T HAVE TO BE GOING TO THE COUNTY OR THE DEPARTMENT TRANSPORTATION TO GET APPROVAL FOR THOSE THINGS THAT TAKE FOREVER WHEN THAT'S THE ONE WAY THAT YOU TAMP DOWN THE OPPOSITION TO BIKE LANES.

AND I KNOW THAT WE'RE OFF THE TOPIC IN TERMS OF THIS CONTRACT.

BUT YOU'RE HERE, RICARDO.

AND I THINK THAT MY MESSAGE TO YOU IS AND MAYBE OTHERS WOULD JUMP IN ON THIS, TOO, IS WE HAVE TO MAKE THIS SOMETHING THAT IS AN AUTOMATIC PROCESS.

YOU PUT IT A BIKE LANE, YOU'RE EXPECTED TO DO SOME DELINEATION.

SO I APPRECIATE THE OPPORTUNITY TO SPEAK ON THIS.

YES. THANK YOU FOR THOSE COMMENTS.

AND I DON'T SEE ANY MORE SO I'LL JUST END WITH THIS .

AND I KNOW THE EXECUTIVE DIRECTOR KNOWS THIS, THAT LAST TIME WE HOSTED THE SAFE STREETS SUMMIT, I WAS NOT APPRECIATIVE OF SOME OF THE SPEAKERS THERE, BECAUSE WHILE THERE MAY HAVE BEEN DYNAMIC, THEY MAY HAVE TOLD LOTS OF JOKES.

THERE WAS NO SUBSTANCE TO IT WHATSOEVER.

I MEAN, THERE IT'S LIKE I'M TELLING FUNNY JOKES AND YOU'RE GONNA LOVE ME.

BUT I HAVE NOTHING TO TALK ABOUT SAFE STREETS, AND THAT REALLY JUST BOTHERED ME AND THE CONTENT WAS STELLAR.

AND I GIVE YOU CREDIT FOR THAT MR. GUTIERREZ, BECAUSE IT WAS PHENOMENAL FROM THE BEGINNING TO THE END.

EVERYBODY COMMENTED ON IT.

SO I APPRECIATE THAT.

IT SOUNDS LIKE WE'VE HAD ONLY POSITIVE COMMENTS ABOUT CONSENT AGENDA ITEM ONE.

SO AT THIS TIME, I'LL RECOGNIZE SOMEBODY.

THEY WANT TO MAKE A MOTION.

AND SECOND IT. THERE IS A MOTION AND A SECOND FOR APPROVING CONSENT ITEM 1.

AND WE CAN NOW VOTE. OK.

IT HAS BEEN APPROVED TWENTY ONE TO ZERO.

MOVING ON TO CONSENT ITEM TWO, NOBODY PULLED IT.

[ CONSENT ITEMS (All Items Open for Public Comment) ]

BUT SINCE THERE'S ONLY TWO.

IF SOMEBODY WOULD LIKE TO MAKE A MOTION, I'VE GOT A MOTION.

IF SOMEBODY WANTS TO SECOND TO APPROVE IT, IT'S BEEN SECONDED.

WE CAN NOW VOTE ON CONSENT ITEM NUMBER 2.

OK. YES, SIR.

OF ALL THE PEOPLE OF ALL THE TWO IN THE ROOM, YOU ARE NOT RECOGNIZED, SIR.

[00:20:05]

OK. IT HAS BEEN APPROVED.

TWENTY ONE TO ZERO.

OK. OH, IT'S MY TURN.

IT'S COMMENTS FROM THE CHAIR.

[8. Comments from the Chair]

THE FIRST THING THAT I WANT TO BRING TO RAISE ATTENTION IS, IS THAT WE HAVE THE MPOAC INSTITUTE, WHICH IF YOU'RE WONDERING REALLY WHEN I WENT TO THIS INSTITUTE A DECADE AGO, IT WAS VERY INFORMATIVE AND IT WAS LIKE THE EUREKA MOMENT HIT ME AND I REALLY UNDERSTOOD WHAT WAS GOING ON. AND WE CAN PUT THERE'S ONE IN MARCH.

MARCH 20TH THROUGH THE 22ND IN ORLANDO.

AND SO FAR WE HAVE DEPUTY VISE CHAIR GOOD.

AND EXECUTIVE BOARD MEMBER OF FURR ARE GOING TO THAT ONE.

OH, YOU'RE GOING TO GO TO TAMPA.

OK. OH, I THINK I HAD YOU FOR.

ARE YOU GOING TO ORLANDO? THE ONE IN MARCH.

OK. BLATTNER.

SO THERE'S STILL ONE SEAT OPEN FOR MARCH AND THE MPO PAYS FOR.

OH, YOU'LL TAKE THAT.

OK. SO WE'LL SEND STONER, GOOD AND BLATTNER TO ORLANDO.

AND WE HAVE FURR GOING TO TAMPA.

AND THERE'S TWO OTHER SEATS.

I'M GOING TO NAME OFF THE NAMES OF THE PEOPLE THAT HAVE NOT ATTENDED THAT ARE ELIGIBLE TO GO. WE'VE GOT CARN, CLARK, FISHER, GANZ, GREEN , HARRIS, JAFFE, HUNSCHOFSKY, JONES, LAZAROW, MOSS.

I CAN'T EVEN READ THIS ONE.

I DON'T KNOW WHO THIS IS.

RYAN, SCHROEDER, SHARIEF, SIMMONS, SOKOLOW.

I CAN'T READ THAT ONE EITHER.

SEE THAT I HAVE GLASSES.

I JUST DIDN'T BRING THEM.

TRANTALIS. SO THERE ARE TWO PEOPLE THAT HAVE NOT ATTENDED THAT WOULD LIKE TO GO IN APRIL.

IT'S APRIL 17TH THROUGH THE 19TH.

THAT'S PAID FOR BY THE MPOAC.

SO IT'S YOU SHOW UP AND YOU GET AN EDUCATION.

THEY PLAY A JEOPARDY GAME, WHICH IS NICE TO KEEP IT LIVELY.

THEY PACK IT FULL OF INFORMATION, BUT IT IS AN ENJOYABLE EXPERIENCE.

YEAH. YEAH. THEY GIVE YOU A BIG LIST OF THEM.

THAT WORKS OUT. OK.

SO ACTUALLY THERE'S ONE OPEN FOR MARCH AND ONE OPEN FOR APRIL.

DON'T ALL JUMP UP AT ONCE.

YEAH, OK.

WELL, WE'LL LEAVE THAT OPEN, WE'VE GOT TWO AND TWO.

SO GIVE IT CAREFUL CONSIDERATION.

IF YOU'D LIKE FURTHER INFORMATION, JUST CONTACT THE EXECUTIVE DIRECTOR FOR THAT.

YEAH, PLEASE.

BECAUSE WE. IT'S A GOOD OPPORTUNITY NOT JUST FOR THE MPO BOARD MEMBERS HERE, BUT YOU ALSO GET TO MEET WITH MPO BOARD MEMBERS FROM AROUND THE STATE.

SO YOUR COLLEAGUES, WHETHER THEY BE IN ESCAMBIA COUNTY OR DUVAL COUNTY OR MIAMI-DADE COUNTY, WE THEY ALL GO TO THESE AND YOU GET TO EXCHANGE IDEAS AND UNDERSTAND THE RULES OF THE ORGANIZATION, BECAUSE WE'RE NOT JUST HERE FOR ONE SPECIFIC REASON.

THERE'S MULTIPLE. AND I THINK IT WAS EYE OPENING FOR MANY, MANY MEMBERS HAVE GONE UP.

THERE IS ALSO A REQUIREMENT TO SERVE IF YOU SERVE ON EXECUTIVE THAT YOU HAVE ATTENDED THE MPOAC INSTITUTE.

THANK YOU. ALSO OF NOTE, THE EXECUTIVE DIRECTOR AND I JUST CAME BACK FROM WASHINGTON, D.C. WE MET WITH USDOT.

ONE OF THE THINGS THAT WE MET ABOUT IS FOR A 10 MILLION DOLLAR ASK FOR THE POMPANO BEACH STATION FOR THE TRI RAIL.

AND I'M JUST GONNA BE BLUNT.

THAT'S YOU KNOW, HOW THAT'S A HAM.

WE GOT PUBLICLY CANED IN THIS MEETING BECAUSE THEY SAID IF WE GIVE YOU THE MONEY, ARE YOU JUST GONNA HAND IT BACK? AND THEN THEY SAID, FLORIDA'S KNOWN FOR THIS.

I MEAN, THEY THEY PULLED SOME PUNCHES.

AND, YOU KNOW, THEY WERE TALKING ABOUT THE WAVE STREET CAR AND THEY WERE TALKING ABOUT THE TRAIN THAT GOVERNOR SCOTT VETOED AT THE BEGINNING WHEN HE FIRST BECAME GOVERNOR.

AND THEY INFORMED US THAT U.S.

D.O.T. IS ACTUALLY ADDING AN ADDITIONAL LAYER OF BUREAUCRACY TO ENSURE THAT ONCE YOU MOVE FORWARD WITH AN APPROPRIATIONS, THAT YOU'RE NOT GOING TO GIVE IT BACK.

SO THEY'RE ADDING THAT IN THERE.

AND THEY FLAT OUT SAID, WHEN'S THE NEXT POMPANO BEACH CITY COMMISSION RACE? IS THIS YOU KNOW, IS WE WANT TO KNOW BECAUSE WE DON'T WANT A CHANGE OF GUARD AND HAVE TO GIVE BACK 10 MILLION DOLLARS.

AND SO IT WAS THE FIRST TIME I EVER SAW MR.

[00:25:02]

STEWART COMPLETELY SILENT AND AS RED IN THE FACE AS I WAS JUST WHEN I GOT EMBARRASSED A MOMENT AGO, THEY THEY WERE WANTING TO MAKE SURE THAT WE WERE GOING TO MOVE FORWARD WITH THIS. YOU KNOW, AND IN REALITY, YOU KNOW, IT'S NOT ROCKET SCIENCE.

YOU KNOW, NONE OF US ARE ROCKET SCIENTISTS.

WELL, EXCEPT FOR MR. CARN, HE'S THE ONE.

BUT IF YOU ASK FOR SOMETHING, MAKE SURE YOU REALLY WANT IT BEFORE YOU ACTUALLY GET IT.

WE CANNOT AFFORD. I MEAN, WE'RE ON THE NAUGHTY LIST, SO WE DON'T WANT TO GET COAL.

BUT IT WAS A POSITIVE MEETING AND THEY GAVE US SOME TOPICS TO PUT INTO THE REQUESTS THAT MIGHT FACILITATE US GETTING THE 10 MILLION DOLLARS, WHICH IS VERY GOOD.

AND THAT'S ALL I HAVE. BUT I DO SEE THAT BOARD MEMBER MOSS, YOU'RE RECOGNIZED.

AS THE COMMISSIONER THAT REPRESENTS THAT DISTRICT, I CAN ASSURE YOU THAT WE WANT IT ALSO THAT EVERYTHING INVOLVED WITH THE [INAUDIBLE] COMPANIES HAVE GONE THROUGH WITH A COMPLETELY UNANIMOUS VOTE OF THE COMMISSION.

SO I DOUBT THAT THERE'LL BE ANY ISSUE THERE.

BUT SEEING THAT THEY'RE SLAPPING US AROUND, I THINK MAYBE I'D BETTER GO TO THAT MEETING ON THE 17TH, APRIL 17TH.

YES, IN TAMPA.

OK. THAT'D BE FANTASTIC.

I APPRECIATE YOU VOLUNTEERING FOR THAT.

SO AT LEAST THE MAIN REASON I BROUGHT IT UP IS JUST SO THAT WE'RE AWARE OF THIS.

I MEAN, WE DID HAVE A CHANGE OF WE HAD A CHANGE OF THE COUNTY COMMISSION AND WE HAD A CHANGE OF THE CITY OF FT.

LAUDERDALE LECTED OFFICIALS SAID THOSE THINGS DO HAPPEN.

THE POLITICAL WILL WAS THERE AND THEN IT WENT AWAY.

I'M NOT SURE IF THERE WAS ANY WAY AROUND IT.

BUT MOVING FORWARD, WE PRETTY MUCH TOLD THEM THAT EVEN AT THE PUBLIC MEETINGS THAT YOU'VE HELD, THAT NOBODY HAS BEEN SHOWING UP AND MOST PEOPLE WERE UP THE ATTITUDE OF WHEN.

HOW FAST CAN WE GET THIS? SO IT WAS A POSITIVE EXPERIENCE IN THE END.

THEY DID COME BACK AROUND AFTER THEY BEAT US UP A LITTLE.

SO THEY YOU KNOW, AND IT'S FAIR.

WE DID. WE GAVE BACK TWO HUNDRED MILLION DOLLARS.

I MEAN, THAT THAT'S A LOT OF MONEY.

NEXT IS THE EXECUTIVE DIRECTORS LEGISLATIVE REPORTS, MR.

[9. Executive Director’s and Legislative Reports]

STUART. THAT KIND OF FITS IN TOGETHER.

SO WHILE THE CHAIR AND I WERE UP IN WASHINGTON, D.C., ATTENDING THE NATIONAL ASSOCIATION OF REGIONAL COUNCILS, BOTH THE CHAIR AND I SERVE ON THE BOARD OF DIRECTORS FOR THAT ORGANIZATION.

WE HAD THE OPPORTUNITY TO NOT ONLY TALK TO OUR PEERS FROM AROUND THE NATION, INCLUDING MS. ROSA DE LEON PARK, WHO IS THE EXECUTIVE DIRECTOR OF THE STANISLAUS REGIONAL COUNCIL OUT IN CALIFORNIA. I THOUGHT HE WAS MAKING A COMMENT.

THE CHAIR WAS MAKING A COMMENT ON THE WAY OVER TO WASHINGTON THAT HE HAD TALKED TO ROSA PARKS AND I WAS ASKING HIM WHEN.

HOWEVER, THAT SAID IT WAS A REALLY INTERESTING MEETING AND WE HAD A LOT OF VERY DYNAMIC SPEAKERS PRESENT AT THE NATIONAL ASSOCIATION.

ONE OF THE BIGGER AREAS THAT WE'RE GONNA BE FOCUSING ON, AND THAT'S SOMETHING THAT EACH MEMBER HERE IS GOING TO HAVE TO BE KIND OF FOCUSING DEALING WITH.

WE HAVE OBVIOUSLY PASSED THE SALES TAX AND THAT'S GOING TO BE A VERY SIGNIFICANT THING WHEN YOU START LOOKING TO FEDERAL MATCHING.

AND WHILE THE CONVERSATION THIS TIME IN WASHINGTON WHEN WE WERE MEETING WITH U.S.

DEPARTMENT OF TRANSPORTATION WAS FOCUSED ON THE TRI RAIL FACILITY IN POMPANO.

AND THE BENEFITS TO THE REGION AND I'M NOT TALKING ABOUT BROWARD COUNTY.

I'M TALKING ABOUT MIAMI DADE, BROWARD AND PALM BEACH.

THAT'S VERY IMPORTANT TO U.S.

DEPARTMENT OF TRANSPORTATION AND OF THE LEGISLATIVE BODY UP THERE.

THEY FOCUSED ON REAUTHORIZATION WHILE WE WERE ON THE HILL MEETING WITH TRANSPORTATION INFRASTRUCTURE STAFF ON THE HOUSE SIDE.

WE MET WITH EPW STAFF AND COMMERCE STAFF ON THE SENATE SIDE.

BOTH OF THOSE DO TITLES.

AND THERE WAS ALSO THE ANNOUNCEMENT ON THE BUDGET SIDE FOR PORT EVERGLADES, ALTHOUGH IT WAS PRETTY MUCH THE FOCUS WITH SENATOR RUBIO AND SENATOR SCOTT ON THE PORT OF MIAMI AND PORT OF PALM BEACH AWARD.

HOWEVER, YOU KNOW, WE WERE VERY SUCCESSFUL, THIS ORGANIZATION, IN MAKING SURE THAT EVERGLADES WAS INCLUDED IN THE FUNDING.

GOING TO WASHINGTON IS PROBABLY ONE OF THE MOST IMPORTANT THINGS THIS ORGANIZATION CAN DO TO KEEP OURSELVES RELEVANT WHEN IT COMES TO ACTUALLY DEALING WITH THE U.S.

DEPARTMENT OF TRANSPORTATION DISCRETIONARY FUNDING.

AND I GO BACK TO THE SALES TAX, BECAUSE WHILE EACH OF THE CITIES ARE GOING TO HAVE A PERCENTAGE OF PROJECTS THAT ARE GOING TO COME THROUGH AND THAT'S OUTSIDE OF THE ACTIVITY OF THIS BOARD, IT IS SOMETHING THAT WE'RE GOING TO HAVE TO BE LOOKING AT WHEN IT COMES TO MATCHING FEDERAL DISCRETIONARY MONEY TO EITHER MUNICIPAL OR COUNTY PROJECTS.

AND THAT'S GOING TO BE THAT CONVERSATION WITH WASHINGTON, BECAUSE IF WE'RE GOING TO ASK FOR STATE AND FEDERAL MONEY, THAT'S GOING TO BE AN AREA THAT WE ALL HAVE TO GO TOGETHER.

WE HAVE TO SHOW THAT WE'RE DELIVERING PRODUCT.

THE POMPANO STATION IS GOING TO BE ONE OF OUR REDEEMERS.

THE PORT EVERGLADES PROJECT WILL BE ONE OF OUR REDEEMERS.

SO THAT'S SOMETHING THAT WE NEED TO ACTUALLY FOCUS ON AND MOVE FORWARD, BECAUSE WE ARE GOING TO BE COMPETING NOT ONLY WITH TAMPA WHO PASSED THEIR SALES TAX, GENERALLY IT'S GOING TO GENERATE LESS. BUT ORLANDO, THAT'S ACTUALLY MOVING FORWARD WITH A REFERENDUM OF THEIR OWN. AND ORLANDO'S REFERENDUM DOESN'T GENERATE 300 MILLION.

[00:30:02]

IT GENERATES 600 MILLION.

SO THEY'RE THE BUYING POWER OF THAT ON AN ANNUALIZED BASIS IS GOING TO BE WHERE OUR COMPETITION IS GOING TO LAY.

AND THAT'S GOING TO BE SOMETHING THAT WE REALLY NEED TO FOCUS ON WHEN WE'RE TALKING ABOUT FEDERAL APPROPRIATION, ESPECIALLY ON THE DISCRETIONARY SIDE.

I DO WANT TO SAY THAT THE FISCAL YEAR 21 BUDGET WAS APPROVED.

AN APPROPRIATIONS SEASON IS UNDERWAY UP IN D.C.

ONE OF THE REASONS WE WERE THERE, FISCAL YEAR 21 INCLUDES 88.5 BILLION DOLLARS TO THE U.S.

DEPARTMENT OF TRANSPORTATION, WHICH IS AN INCREASE OF $1.7 BILLION. WHILE THE CHAIR AND I, AS WELL AS THE EXECUTIVE COMMITTEE, HAVE GONE UP EVERY YEAR AND SAID, PLEASE PUT MORE MONEY IN TRANSPORTATION.

WE'VE BEEN JOINED BY OUR COLLEAGUES IN CHICAGO, NEW YORK, SAN FRANCISCO, L.A., BOSTON AREA, YOU KNOW, AS WELL AS OUR PARTNERS OVER IN HOUSTON AND DALLAS, FORT WORTH.

EVERYBODY'S TELLING THEM, HEY, AS MAJOR AREAS, WE NEED TO HAVE MORE MONEY IN THIS BUDGET, IN THE LEGISLATURE UP IN WASHINGTON HAVE BEEN RESPONDING APPROPRIATELY.

THAT SAID, THE PLACE HOLDER BASICALLY IS ADDING UP TO ABOUT ONE TRILLION.

DOLLARS AND TOTAL WHAT WE ANTICIPATE THAT WILL BE AVAILABLE OVER A FIVE TO SEVEN YEAR PERIOD FOR TRANSPORTATION PROJECTS, 60 BILLION DOLLARS IS NEW IN THE BUILDING INFRASTRUCTURE GRANTS PROGRAM, WHICH IS GOING TO BE ACCELERATED MEGA PROJECTS.

AND WHEN I TALK MEGA PROJECTS, THOSE ARE GOING TO BE THINGS THAT WE WILL SEE PARTNERING WITH BROWARD COUNTY GOVERNMENT, MOVING FORWARD WITH TRANSIT AND OTHER ROADWAY PROJECTS.

THERE'S A BILLION DOLLARS IN THE GRANT AND THE PORT.

WE'VE JUST I JUST SIGNED THE LETTER THIS MORNING FOR ANOTHER PROJECT WITHIN PORT EVERGLADES REQUESTING SOME [INAUDIBLE] THE BUILD GRANT IS WHAT WE REFERENCE WITH POMPANO BEACH. SO THAT INCREASE OF $100 MILLION IS TO OUR BENEFIT.

THE U.S. DEPARTMENT OF TRANSPORTATION STAFF DID TELL US OF THAT.

THEY PLAN ON HAVING THAT SPLIT WITH THE RURAL AND AS WELL AS THE URBANIZED AREAS.

AND WHILE WE HAVE PUT IN THE PAST FOR PLANNING AND THERE'S ABOUT 15 MILLION DOLLARS AVAILABLE PLANNING, OUR ADVOCACY TEAM IN WASHINGTON ADVISED, PLEASE DO NOT PUT IN A PLANNING REQUEST.

THERE'S SOME OF THE INTERESTING THINGS THAT TO FOLLOW ALONG.

AND THIS IS KIND OF SCARY.

THERE ARE ELIMINATIONS OF THE BIKE AND WALKING SET-ASIDES.

AND COMMISSIONER BLATTNER, YOU WERE HITTING ON THAT EARLIER.

SO YOU KNOW BASICALLY THEY'RE SAYING YOU HAVE THIS MONEY AND HOW YOU CHOOSE TO SPEND IT IS UP TO YOU, WHICH I KIND OF LIKE THAT A LITTLE BIT MORE BECAUSE WE'VE BEEN FOCUSING DOWN WITH OVER $300 MILLION WORTH OF PEDESTRIAN AND BICYCLE PROJECTS HERE IN BROWARD.

FIVE HUNDRED FIFTY MILLION DOLLARS FOR FLOOD CONTROL AND COASTAL EMERGENCIES IS COMING OUT OF THE HARBOR MAINTENANCE TRUST FUND.

THAT'S ACTUALLY A GOOD THING.

THOSE OF YOU WHO READ THE SUN-SENTINEL OR THE HERALD MAY HAVE SEEN WHERE MIAMI-DADE IS PUTTING IN SOME REQUESTS FOR FLOOD CONTROL WALLS.

THAT'S GOING TO BE AN AREA THAT WE'RE ALSO GOING TO HAVE TO HAVE SOME DISCUSSIONS IN THE FUTURE. AND THIS ORGANIZATION HAS SET ASIDE MONEY IN A FUTURE BUDGET YEAR TO ACTUALLY START DEALING WITH RESILIENCY IN THE FIRST TWO PROJECTS ARE GOING TO BE IN FORT LAUDERDALE AND HOLLYWOOD TO DEAL WITH FLOODING.

BUT EVENTUALLY WE WILL START DEALING WITH IT IN OUR WESTERN COMMUNITIES AS WELL.

AS PART OF THE ANNUAL PREPARATION YOU'RE GOING TO SEE 21 LANGUAGE APPROPRIATIONS CREATING A PILOT PROJECT PROGRAM WHICH ALLOWS SURFACE TRANSPORTATION COMMUNITY BLOCK GRANT FUNDS TO FLOW DIRECTLY TO MPOS THAT WOULD STAY IN TRANSPORTATION MANAGEMENT AREAS OF FIVE MILLION OR MORE. THAT LIMITS IT DOWN TO ABOUT SIX AREAS IN THE NATION.

AND BROWARD IS ACTUALLY ONE OF THEM.

THAT IS A GONNA BE A PILOT PROGRAM.

IT'S A KIND OF UNIQUE.

WHILE WE WERE THERE, WE WERE TALKING WITH BOTH APPROPRIATIONS STAFF ON TNI AS WELL AS APPROPRIATIONS STAFF ON SENATE.

AND THAT MIGHT NOT ACTUALLY GET INTO THE BILL.

IT MIGHT JUST GO STRAIGHT INTO APPROPRIATIONS TO FLOAT THE PILOT.

THE U.S. DEPARTMENT OF TRANSPORTATION, AS WELL AS THE FEDERAL HIGHWAY ADMINISTRATION IN WASHINGTON, SEEM VERY SUPPORTIVE OF THAT AS WELL.

THAT ASK IS ACTUALLY COMING NOT JUST FROM THIS ORGANIZATION, BUT OUR PEERS IN THE OTHER FIVE MAJOR AREAS.

REAUTHORIZATION OF THE CURRENT FAST ACT IS EITHER GOING TO HAPPEN AT THE END OF THIS YEAR OR IT'S GOING TO HAVE ABOUT THREE TO FOUR EXTENSIONS.

GOOD MONEY IS BETTING ON THE EXTENSIONS.

HOWEVER, I HAVE SEEN IN THE PAST WHERE THE REAUTHORIZATION BILL IN WASHINGTON SUDDENLY SHOWED UP ON THE FLOOR AND MOVE FORWARD AND THEN WAS PASSED.

SO WE'RE KEEPING AN EYE ON THAT WITH OUR ADVOCACY TEAM, BECAUSE ONE OF THE THINGS THAT HAPPENED BEFORE WE HAD ADVOCATES IN WASHINGTON IS THAT BILL PASSED.

NO ONE KNEW IT WAS GOING TO HAPPEN.

WE WERE RELYING ON PARTNER AGENCIES TO KEEP AN EYE ON THAT.

AND THEY ACTUALLY THE MPO'S FUNDING DECREASED.

THIS MPO ACTUALLY TOOK A $20 MILLION DECREASE IN FUNDING, WHICH WASN'T THAT GOOD FOR ANY OF US. THE HOUSE DEMOCRATS HAVE ANNOUNCED THEIR INFRASTRUCTURE FRAMEWORK.

THAT'S $760 MILLION PLAN OVER FIVE YEARS.

[00:35:04]

THAT INFRASTRUCTURE FRAMEWORK ACTUALLY DOES PROVIDE GUIDANCE FOR WHAT THE REAUTHORIZATION MAY LOOK LIKE. AND THAT'S ACTUALLY, AGAIN, SOMETHING IMPORTANT TO WATCH, BECAUSE THIS IS GOING TO BE THIS HIGH SEASON WHERE IF THEY'RE GOING TO DO SOMETHING BEFORE THE ELECTIONS, BEFORE THE PRESIDENTIAL CYCLE, THERE'S THERE'S THE OPPORTUNITY FOR THAT BILL TO BE SLIPPED TOGETHER, ALREADY THERE IS A BILL OUT AND PASSED OUT OF EPW ON THE SENATE SIDE.

TITLE HASN'T BEEN DONE ON COMMERCE.

COMMERCE DEALS DIRECTLY WITH THE TRANSIT SIDE.

AT THE STATE OF FLORIDA.

WE'VE BEEN FOLLOWING A COUPLE OF BILLS, SB 1000 AND HB 13 71, WHICH IS A CLEAN UP BILL FOR THE FLORIDA DEPARTMENT OF TRANSPORTATION.

IT'S ACTUALLY PUTTING IN $5 MILLION ALLOCATION FOR INTERMODAL LOGISTICS CENTERS, WHICH WE ARE FOLLOWING ALONG, BECAUSE WHILE WE ARE NOT GOING TO BE PRIVY TO ONE, WE WILL BE SUPPORTING ONE HOPEFULLY IN THE PALM BEACH AREA WITH FREIGHT COMING OUT OF PORT EVERGLADES AND PORT MIAMI.

ELECTRIC BICYCLE'S ON HB 971.

FOR THOSE OF US WHO HAVE THE SCOOTERS, ELECTRIC BIKES SEEM TO BE TAKING THE URBANIZED AREAS BY STORM.

SO THE SCOOTERS ARE THE LITTLE SCOOTERS THAT CITY OF FT.

LAUDERDALE HAVE NOW SEEM TO BE BEING REPLACED BY ELECTRIC BIKES WHERE YOU HAVE A LITTLE BIT MORE CONTROL OVER THE VEHICLE WITH WIDER TIRES AND CAN HANDLE GOING OVER POTHOLES.

ASSAULT ON TRANSIT WORKERS THERE'S SOMETHING THE HOUSE JUSTICE APPROPRIATIONS COMMITTEE HAS PASSED UNANIMOUSLY, WHICH MAKES IT A FELONY TO OR ASSAULT A PUBLIC TRANSIT OFFICER, BECAUSE IN MANY OF OUR SYSTEMS, THAT IS SOMETHING THAT'S HAPPENING.

I PERSONALLY WITNESSED THAT ON COMMERCIAL BOULEVARD WITH THE BROWARD COUNTY TRANSIT BUS, WHERE IT WAS SURROUNDED BY VEHICLES FROM THE SHERIFF'S OFFICE AND OAKLAND PARK AND FORT LAUDERDALE. AND THE VEHICLE THE VEHICLE OPERATOR FROM THE TRANSIT WAS ACTUALLY OFF THE BUS, BUT THEY HAD TO GO IN AND TAKE A VIOLATING PASSENGER OFF.

ELECTRIC VEHICLE, CHARGING STATIONS SB 7018.

AND HB 943 IS ALSO MOVING FORWARD.

AND THAT'S ACTUALLY SOMETHING I'M GOING TO BE TALKING TO THIS BOARD ABOUT AND THE EXECUTIVE COMMITTEE NEXT MONTH FOR OPPORTUNITIES TO PUT ELECTRICAL CHARGING VEHICLE STATIONS IN BROWARD, UTILIZING THE VW SETTLEMENT ON THE DIESEL EMISSIONS PROBLEM.

AND THEN FINALLY, TRANSPORTATION DISADVANTAGE.

HB 551 AND SB 76 SEEMS TO BE MOVING FORWARD AS WELL, WHICH IS THE MOBILITY MANAGEMENT PROGRAM. AND THAT IS PART OF ALLOWING FOLKS THAT ARE USING THE TRANSIT DISADVANTAGE TO MOVE SEAMLESSLY FROM ONE COUNTY TO THE OTHER, WHICH IS EXTREMELY IMPORTANT BECAUSE WE HAVE THE TB BOARD THAT COMMISSIONER JOHNSON ACTUALLY CHAIRS AND WE HAVE RIDERS THAT GO TO PALM BEACH, GET DROPPED OFF AND THEN THEY GET PICKED UP IN PALM BEACH AND THEN TAKEN TO THEIR FINAL DESTINATION.

WE'RE TRYING TO FIND A WAY THAT IT'S SEAMLESS FOR THE RIDER WHILE IT IS A LITTLE BIT MORE DIFFICULT FOR THE PROVIDERS.

THERE IS AREAS THAT WE NEED TO SOMETIMES DO WHAT WE NEED TO DO.

WITH THAT, I'M GOING TO SWITCH OVER TO AND UNLESS THERE'S QUESTIONS, MR. CHAIR, ON THE LEGISLATIVE? NOT IN THE QUEUE. AWESOME.

ALL RIGHT. I WANT TO CONGRATULATE OUR TEAM.

THE SAFE STREET SUMMIT WAS THE LARGEST ATTENDED IN HISTORY.

WE'VE BEEN DOING THIS NOW FOR SEVEN YEARS.

WE HAD 544 PAID ATTENDEES.

I'D LIKE TO ENCOURAGE YOU ALL NEXT YEAR OR THE YEAR AFTER TO PLEASE START COMING AND ATTENDING THESE. THE ELECTED OFFICIAL NUMBER HAS BEEN DROPPING OFF, BUT THE NUMBER OF ATTENDEES ARE GROWING.

I DON'T KNOW WHY THAT'S HAPPENING EXPONENTIALLY.

SO THAT'S SOMETHING WE NEED TO LOOK AT.

WHILE IT WAS A TWO DAY EVENT, OUR SUCCESS IS RECOGNIZED NATIONALLY BY OUR PEERS.

AND IT'S SOMETHING THAT IS UNIQUE TO, YOU KNOW, ONE TO THE STATE OF FLORIDA AND TWO THE NATIONAL FORUM THAT AN MPO LEADING THAT TYPE OF EVENT HAS BEEN VERY SUCCESSFUL.

OBVIOUSLY, WE SHARE THAT WITH MIAMI-DADE AND PALM BEACH.

NOW, THAT WAS SOMETHING THAT, YOU KNOW, I TALKED TO THE EXECUTIVE COMMITTEE ABOUT SPEARHEADING THAT EFFORT AND MAKING THAT HAPPEN WHERE WE'RE ACTUALLY WORKING TOGETHER WITH THE OTHER TWO COUNTIES.

AND THEN FINALLY, I ACTUALLY WANT TO BRING UP THE TEAM MEMBERS AND CAN I ACTUALLY HAVE AMANDA, CAN YOU COME UP WITH MARK, DARCY, LEVI, MARCUS AND ROGER? COME ON UP. SO I KNOW THAT SOMETIMES YOU DON'T GET TO SEE WHAT'S GOING ON IN THE BACK OF THE HOUSE, BUT THESE ARE ACTUALLY ALL NEW EMPLOYEES WITHIN THE LAST MONTH.

AMANDA [INAUDIBLE] IS ACTUALLY A PROJECT MANAGER THAT'S BEEN WORKING WITH.

GO AHEAD. SO AMANDA COMES FROM US TO US FROM HDR ORIGINALLY.

SHE TOOK SOME TIME OFF, BUT SHE'S FROM THE HAMPTON ROADS AREA.

MARK BROWN IS A SENIOR CITY TRANSPORTATION PLANNER.

MARK IS GONNA BE WORKING DIRECTLY WITH THE CITY OF FORT LAUDERDALE ON CONTRACT.

DARCY MEYER, WHO SHE AND I HAVE WORKED TOGETHER FOR YEARS, SHE WILL ALSO BE WORKING WITH

[00:40:02]

THE CITY, FORT LAUDERDALE.

LEVI STEWART FIGUEROA IS THE SENIOR TRANSPORTATION PLANNER AS WELL.

AND HE WILL BE WORKING WITH THE CITY OF FORT LAUDERDALE, AS WELL AS WITH COUNTER WITH MPO STAFF. MARCUS RICHARDS, THE SECOND MARCUS JOINS US AS A FRESH GRADUATE FROM THE FLORIDA STATE PLANNING PROGRAM.

MARCUS IS GOING TO ALSO BE WORKING WITH US ON CITY OF FORT LAUDERDALE AND TRAINING UP FOR MPO ACTIVITIES.

ROGER MIRANDA. ROGER IS OUR GIS DATA PLANNER AND HE IS ACTUALLY GOING TO BE WORKING WITH US ON BOTH CITY SERVICES, MPO REQUIREMENTS AS WELL AS COUNTY SURTAX, BECAUSE HE'S GOING TO BE THE ONE THAT IS ACTUALLY MAPPING ALL THOSE PROJECTS.

HE IS ALSO RESPONSIBLE FOR THOSE OF YOU WHO GET CSLIP GRANTS FOR MAPPING THE LOCATIONS OF WHERE ALL THE CSLIP PROJECTS ARE.

WITH THAT, I WANT TO LET YOU SEE SOME OF THE NEW EMPLOYEES.

WE HAVE A FEW MORE THAT ARE GOING TO BE COMING, BUT WE HAVE ACTUALLY RUN OUT OF OFFICE SPACE. AND YOU WILL BE SEEING IN THE NEXT SEVERAL MONTHS AN AGENDA ITEM FROM US FOR ADDITIONAL SPACE ON THE OTHER SIDE OF THE ELEVATORS TO HANDLE THE INCREASE IN CAPACITY AND EMPLOYEE CAPACITY. YOU GUYS WANT TO SAY ANYTHING? LET'S GO BIKING.

PLEASE TRY TO ATTEND THAT.

THAT'S ACTUALLY IN THE CITY AT TAMARAC.

WE WERE REALLY EXCITED TO HAVE THAT.

TAMARAC HAS A VERY ROBUST VIA BICYCLE AND TRAIL SYSTEM THAT IS MATCHED UP WITH SUNRISE.

SO WE'RE REALLY EXCITED ABOUT ACTUALLY THEY'RE HOLDING THE EVENT THERE.

AND THEN I ALSO WANT TO REMIND YOU ABOUT THE LIONS ROAD GROUNDBREAKING EVENT.

THAT IS COMING UP THURSDAY, FEBRUARY TWENTY SEVENTH AND LIONS IS ANOTHER ONE OF THOSE GREAT COMPLETE STREETS PROJECTS THAT START AS 3 1ST AND ENDS UP AS LIONS ROAD.

WE'RE VERY EXCITED ABOUT THAT BECAUSE THAT'S STARTING TO BUILD THE NETWORK TO TAKE PEOPLE FROM ONE LOCATION TO ANOTHER WITHOUT ACTUALLY HAVING TO DRIVE.

AND WITH THAT, I'M DONE, SIR.

THANK YOU. AND NEXT UP IS A RECAP OF THE BOARD ENGAGEMENT FORUM.

[A. Recap of the Board Engagement Forum]

MR. GIES. GOOD MORNING, MEMBERS OF THE BOARD, PETER GIES, SYSTEMS PLANNING MANAGER. SO WE DID HOLD OUR BOARD ENGAGEMENT FORUM JANUARY 10TH IN PLACE OF THE MPO BOARD MEETING AND WE HAD 18 MPO BOARD MEMBERS IN ATTENDANCE WOULD THE FOLKS MIND RAISING THEIR HAND WHO WERE ACTUALLY HERE AT THE MPO ENGAGEMENT FORUM, I'M SEEING A LOT OF FAMILIAR FACES. SO IT'S GREAT.

WE HAD ABOUT HALF THE BOARD THERE.

AND THIS IS CONTINUING ON FROM THE SUCCESS UP THAT WE HAD LAST YEAR.

WE KIND OF CHANGED THE FORMAT OF THE BOARD RETREAT.

SO RATHER THAN DOING A TRADITIONAL RETREAT WHERE SOMETIMES STAFF TENDS TO TALK AT YOU ALL AND YOU GET SOME STRUCTURED EXERCISES.

THE BOARD ENGAGEMENT FORUM WAS REALLY A WAY TO MAKE SURE THAT WE HEAR FROM YOU AND THAT YOU GET A LOT OF TIME TO WORK IN SMALL GROUPS WITH YOUR FELLOW MPO BOARD MEMBERS AND THAT YOU ALSO HAVE AN OPPORTUNITY TO HEAR ABOUT WHAT'S GOING ON IN THE REGION AND NOT JUST FROM THE MPO. SO HERE'S JUST A QUICK SUMMARY OF SOME OF THE TOPICS THAT WE COVERED.

WE HAD A STRATEGIC BUSINESS PLAN OVERVIEW AND UPDATE.

IT'S BEEN TWO YEARS SINCE WE'VE UPDATED OUR STRATEGIC BUSINESS PLAN.

SO WE KIND OF REVIEWED WHAT HAS BEEN DONE AS PART OF THE STRATEGIC BUSINESS PLAN AND WHERE THERE ARE OPPORTUNITIES FOR GROWTH IN THE FUTURE.

AND THERE WAS EVEN AN EXERCISE.

AND YOU CAN SEE HERE IN THE PICTURES WHERE WE BROKE OUT INTO SMALL GROUPS AND HAD THE MPO BOARD MEMBERS GIVE US FEEDBACK AND SOME OF THE AREAS THAT WE CAN GROW INTO AS AN MPO.

YOU HEARD JUST NOW THAT WE'RE GROWING INTO CITY SERVICES.

WE'VE ALREADY BEEN DOING SOME OF THE MUNICIPAL PROJECT PRIORITIZATION FOR THE SURTAX.

SO THERE ARE COMPLEMENTARY AND SUPPLEMENTAL SERVICES THAT WE CAN OFFER TO HELP ALL OF OUR CITIES AND PARTNER AGENCIES IN THE REGION.

THERE WAS A LUNCH KEYNOTE ON SMART CITIES.

WE'VE BEEN WORKING WITH THE DELOITTE TEAM TO PUT TOGETHER AN IMPLEMENTATION STRATEGY TO HELP PREPARE US FOR SMART CITIES.

AND THESE ARE THINGS LIKE SMART SIGNALS, SMART MESSAGING BOARDS, MAKING SURE THAT ALL OF OUR TRANSPORTATION INFRASTRUCTURE IS CONNECTED VIA FIBER.

AND I THINK A LOT OF YOU FOUND THAT VERY INTERESTING AND VERY ENLIGHTENING AS WELL.

THERE'S GREAT OPPORTUNITY ON THE HORIZON.

THERE'S NOT MANY CITIES AROUND THE UNITED STATES THAT ARE IMPLEMENTING IT AT A LARGE SCALE. BUT TOGETHER WITH THE SURTAX AND THE GREAT WORK THAT F.D.O.T.

DOES THROUGH THE TSMNO OFFICE, AS WELL AS BROWARD COUNTY TRAFFIC, THERE'S A HUGE OPPORTUNITY TO MAKE A LARGE INVESTMENT HERE.

AND IF WE'RE GONNA BE TEARING UP OUR ROADS ANY WAY, WE MIGHT AS WELL BE INVESTING IN THIS TYPE OF INFRASTRUCTURE AND MAKING SURE THAT WE'RE REALLY AT THE CUTTING EDGE AND WE CAN EVEN LEAPFROG SOME OF THE OLD TECHNOLOGY THAT WE MAY NOT NECESSARILY HAVE IMPLEMENTED ON THE ROADWAY ALREADY.

AND THEN FINALLY, WE DID SOME BREAKOUT SESSIONS ON REGIONAL TRANSPORTATION HOT TOPICS JUST TO LIST A FEW.

WE HAVE THE SOUTH FLORIDA REGIONAL TRANSPORTATION AUTHORITY HERE WHO GAVE US AN UPDATE OF THEIR CONNECTION INTO THE MIAMI DOWNTOWN AREA.

WE TALKED A LITTLE BIT ABOUT OUR VISION 2100 PLAN THAT IS CONTINUING ON FROM THE METROPOLITAN TRANSPORTATION PLAN.

WE ALSO GAVE A SURTAX UPDATE AS WELL.

WE HAD A COUPLE OF OTHER FOLKS, THE TS MNO STAFF FROM D.O.T.

CAME OVER AND TALKED ABOUT WHAT THEY'RE DOING IN THE REALM OF SMART CITIES AND HOW THEY'RE PREPARING AND SOME OF THE ONGOING WORK THAT THEY'VE BEEN DOING.

SO REALLY COVERED A WIDE RANGE OF TOPICS.

AND IT WAS I THOUGHT THE FEEDBACK THAT I HEARD FROM THE BOARD MEMBERS WAS WAS VERY

[00:45:03]

POSITIVE. SPEAKING OF FEEDBACK, WE DID DISTRIBUTE SOME COMMENT CARDS AT THE BOARD ENGAGEMENT FORUM. WE HAD 10 COMMENT CARDS THAT WERE RECEIVED AND ASKED FOLKS TO RANK THE SUMMIT ON A SCALE OF ONE TO FIVE, FIVE BEING THE BEST.

AND WE RECEIVED 4.95 OUT OF FIVE STARS. SMART CITIES WAS LISTED AS THE FAVORITE SESSION.

BUT ONE THING THAT WE NOTICED IN THE OPEN COMMENT AREA IS THAT CLIMATE RESILIENCY AND THE IDEA OF THE VISION 2100 PLAN WAS MENTIONED OFTEN.

AND I THINK THAT'S GOING TO HELP US INFORM A LOT OF THE STRATEGIC BUSINESS PLAN THAT YOU'LL BE HEARING ABOUT IN THE NEXT TWO MONTHS AS WE UPDATE THAT.

ONE THING THAT WE DID HEAR, HOWEVER, IS MORE BREAKS.

WE DEFINITELY PACKED AN ENGAGEMENT FORUM FULL OF SESSIONS AND WE PROBABLY SHOULD HAVE BUILT IN A FEW 10 TO 15 MINUTE BREAKS FOR THE BOARD MEMBERS.

SO THESE ARE SOME OF THE THEMES MOVING FORWARD THAT WE WANT TO INCORPORATE AS PART OF THE STRATEGIC BUSINESS PLAN.

YOU'LL SEE THERE IS A BIG DISCUSSION ON PROJECT DELIVERY, MAKING SURE WE CAN DELIVER PROJECTS QUICKER AND MORE EFFICIENTLY.

THIS IS SOMETHING THAT WE ARE EXPLORING THROUGH OUR COMPLETE STREETS AND LOCALIZED INITIATIVES PROGRAM AND SOME OF OUR LOCAL PROJECTS.

WE WANT TO MAKE SURE THAT WE CAN FIND ALTERNATIVES TO THE D.O.T'S FIVE YEAR CYCLE.

THE D.O.T. DOES A GREAT JOB HELPING US DELIVER VERY LARGE PROJECTS.

BUT ON THE SMALLER PROJECT SIDE, THERE'S PROBABLY SOME EFFICIENCIES TO BE GAINED BY PULLING THAT OUT OF D.O.T.

AND MAYBE DOING THAT OURSELVES.

SO WE ARE GOING TO BE EXPLORING THAT MPO SERVICES, BUILDING ON THE CITY SERVICES AND SURTAX SERVICES THAT WE ALREADY OFFER.

THERE MAY BE OTHER OPPORTUNITIES THAT WE WANT THAT WE MIGHT WANT TO EXPAND INTO AND WE WILL BE ADDRESSING THAT AS PART OF THE STRATEGIC BUSINESS PLAN.

AND FINALLY, LOOKING AT THE FUTURE OF THE REGION, THINGS LIKE RESILIENCY AND VISION 2100, HOW ARE WE GOING TO STRUCTURE OUR LAND USES, WHERE IS OUR TRANSPORTATION INFRASTRUCTURE GOING TO GO? WHERE SHOULD WE BE FOCUSING GROWTH? THOSE TYPES OF THINGS. SO THAT'S ALSO GOING TO BE INCLUDED AS PART OF THE STRATEGIC BUSINESS PLAN. SO FINALLY, THE STRATEGIC BUSINESS PLAN UPDATE, WE REALLY WANT TO HELP STRUCTURE THE STRATEGIC BUSINESS PLAN AND WE'RE ALSO APPROACHING IT FROM A DIFFERENT FORMAT THIS TIME. SO MUCH LIKE OUR BOARD ENGAGEMENT FORUM, WE WANT TO MAKE THIS STRATEGIC BUSINESS PLAN A LITTLE BIT MORE INTERACTIVE.

SO RATHER THAN JUST HANDING OUT A BOOK, WE'RE GOING TO STRUCTURE MORE AS A FOLDER WITH HANDOUTS, SO THAT WAY THEN WHEN WE GO TO DIFFERENT PLACES AND TALK ABOUT THE ORGANIZATION, OR MAYBE WHEN YOU GO OUT TO DIFFERENT PLACES AND TALK ABOUT THE ORGANIZATION, YOU CAN PULL OUT CERTAIN FACT SHEETS AND HIGHLIGHT SPECIFIC PROJECTS.

YOU'LL SEE THE GRAPHIC ON THE RIGHT.

WANT TO REALLY BUILD OUT WHAT THE ORGANIZATION IS GOING TO LOOK LIKE AND WHERE IT CAN GROW INTO. FOCUSING ON OUR CORE PRODUCTS.

THOSE ARE THE THINGS THAT STACY TALKED TO US ABOUT JUST NOW THAT WE DO AS AN MPO.

LOOK AT WHERE OUR NEEDS ARE AND IDENTIFY SOME OF THOSE NEEDS.

BUT ALSO AS PART OF THE STRATEGIC BUSINESS PLAN, DEVELOP A VISION OF WHERE WE WANT TO GO.

SO THESE MAY BE THINGS THAT WE'RE NOT READY TO DO YET, BUT I THINK THAT AS AN MPO BOARD, YOU ALL CAN HELP PROVIDE DIRECTION ON WHERE WE SHOULD GROW.

IF WE HAD, LET'S SAY, UNLIMITED FUNDING, UNLIMITED RESOURCES SO THAT WE HAVE A SORT OF A FLAG IN THE SAND FAR OUT IN THE DISTANCE AND WE KNOW THAT'S WHERE WE WANT TO GET TO.

SO BE ON THE LOOKOUT FOR THAT.

WE HOPE TO PRESENT A DRAFT OF THE STRATEGIC BUSINESS PLAN IN MARCH AND THEN LOOK FOR ADOPTION IN APRIL.

THE LAST BULLET POINT ON HERE IS THE FRAMEWORK FOR ADAPTING TO EMERGING ISSUES.

THIS IS GOING TO BE IMPORTANT BECAUSE AS WE GROW AND AS WE DEVELOP A VISION, WE ALSO WANT TO MAKE SURE THAT WE'RE BEING THOUGHTFUL ABOUT THE THINGS THAT WE TAKE ON.

AND THIS IS REALLY A FRAMEWORK THAT WE WANTED TO DEVELOP TO HELP TRUTH TESTS SOME OF THE THINGS THAT COME BEFORE US.

WE WANT TO INVOLVE THE EXECUTIVE COMMITTEE AND ULTIMATELY THE MPO BOARD IN MAKING THOSE TYPES OF DECISIONS, AND THAT WILL HELP GUIDE US THROUGH THAT VISION.

SO IF YOU HAVE ANY FEEDBACK, I'M HERE TO ANSWER ANY QUESTIONS, MR. CHAIR. I'LL TURN IT BACK OVER TO YOU OR GREG, IF YOU HAVE ANY OTHER COMMENT.

THANK YOU. WE DO HAVE ONE PERSON REQUEST TO SPEAK.

BOARD MEMBER SHARIEF, YOU'RE RECOGNIZED.

THANK YOU. IN YOUR PRESENTATION JUST NOW, YOU WERE TALKING ABOUT HANDOUTS.

AND SO I'M DOING A SERIES OF MEETINGS THROUGHOUT MY DISTRICT.

BECAUSE ONCE THE SURTAX PASSED, PEOPLE BEEN EMAILING MY OFFICE ASKING ME, WHAT DO WE GET IN OUR AREA WHERE THEY'RE KIND OF OVERWHELMED WITH THE WITH US GIVING THEM EVERYTHING.

SO I'VE BEEN DOING A KIND OF PIECE BY PIECE.

SO WHAT I WAS GOING TO ASK YOU IS, DO YOU HAVE ANY DOCUMENT OR HANDOUT THAT'S KIND OF THE SCALED DOWN THAT I COULD KIND OF USE IN THOSE AREAS THAT I'M DOING THIS IN.

I MEAN, I'M MAKING UP STUFF, BUT I DON'T THINK I SHOULD REINVENT THE WHEEL IF YOU HAVE SOMETHING. SO I SEE GREG UP GESTURING BACKWARDS.

BUT ONE THING THAT I CAN TELL YOU FROM AN MPO ORGANIZATIONAL SIDE IS WE'VE RECOGNIZED THAT WE HAVE A LOT OF PROGRAMS, RIGHT.

THAT ALL IMPLEMENT PROJECTS.

AND WE DO A GOOD JOB TALKING ABOUT WHAT THOSE INDIVIDUAL PROGRAMS DO.

BUT WE'VE RECOGNIZED THAT WE NEED TO CONSOLIDATE AND SHOW ALL THOSE PROJECTS IN ONE MAP AND PROBABLY PIECE TOGETHER THOSE PROJECTS ON ONE MAP FOR THEM FORMED BY MUNICIPALITY OR BY DISTRICT. I'M SURE THE SURTAXES THOUGHT ABOUT THIS AS WELL.

AND WE HAVE OUR OWN IN-HOUSE GIS SERVICES THAT CAN START DOING THAT SO GREG, IF YOU HAVE ANY MORE DETAILS. AND I ACTUALLY I POINTED TO ANDREW BECAUSE I'VE WANTED TO HAVE THIS DISCUSSION. WE ACTUALLY DO BY CITY BOUNDARY AND WE CAN EVEN DO BY COUNTY COMMISSION

[00:50:02]

BOUNDARIES. IF YOU COULD DO DISTRICT 8 AND DO IT REAL FAST, BECAUSE I'VE ALREADY.

I MEAN, I HAVE THIS THING GOING AND I'VE ALREADY HAD ONE AND IT WAS PRETTY SUCCESSFUL.

AND BUT I HAD NOTHING TO TAKE AWAY.

AND PEOPLE WERE LIKE FEVERISHLY WRITING DOWN THE PROJECTS AS I WAS GOING THROUGH THEM.

AND I WAS THINKING, YEAH, THAT WASN'T SO GOOD ON MY PART.

I'M NOT A VERY GOOD TEACHER.

SO I WANT TO MAKE SURE THAT FOR THE NEXT TWO MEETINGS, WHICH IS ONE IN THE BEAUTIFUL CITY OF PEMBROKE PINES, ONE IN MIRAMAR, THOSE WILL BE PROBABLY THE LARGEST TURNOUT THAT WE HAVE, SOMETHING THAT THEY CAN TAKE AWAY.

AND WHAT WE CAN DO AS A GUIDE, HELP GUIDE SOME OF THE COUNTY ON THE PENNY FOR SALES.

PENNY FOR TRANSPORTATION ACTUALLY HAS IT BROKEN DOWN BY CITY BOUNDARY.

BUT IT'S ACTUALLY THAT CONFUSES ME EVERY TIME I SEE IT AS WELL.

WELL, IT WAS A BIT LONG.

YEAH. AND SO THEY WEREN'T REALLY I MEAN I COULDN'T READ ALL THAT STUFF.

I SYMPATHIZE COMPLETELY.

AND SO AND THEN THE OTHER THING THAT WE ROLLED IN ON TOP OF IT WAS WE ROLLED IN THE FD OT IMPROVEMENTS. AND SO WE HAD WE HAD EVERYBODY IN THE ROOM THAT WE NEEDED IN THE ROOM.

THERE WAS NO PROBLEM ABOUT THAT.

BUT I JUST KIND OF FELT LIKE WE GAVE A LOT OF INFORMATION OUT AND WE REALLY NEEDED TO HAVE A HAND OUT TO GO ALONG WITH THAT.

SO I'M ASKING IF YOU COULD DO SOMETHING VERY QUICKLY FOR A LONG TERM MEMBER OF THE MPO.

I REMEMBER YOU SAYING I'VE BEEN HERE HOW LONG? I KNOW I HAVE BEEN ON THIS BOARD FOR OVER 12 YEARS.

I DID TOO, AS A CITY COMMISSIONER OF MIRAMAR.

AND I'VE BEEN OVER 10 ON THE COUNTY COMMISSION.

SO WHAT WE'LL DO IS WE'LL TRY TO GET IS THE MAPS AND STUFF LIKE THAT AS WELL.

BUT THEN THE LONGER, LONGER TERM, BECAUSE IT REALLY IT NEEDS TO BE CLEAR TO THE PUBLIC.

SO WE WE WILL DEFINITELY BE WORKING WITH, YOU KNOW, GRETCHEN AND THE FOLKS OVER THE COUNTY, YOU KNOW, OUR FRIENDS AT D.O.T..

WE HAVE MAPS OF OUR PROJECTS THAT ARE OUT THERE.

SO WE'RE GOING TO I DON'T WANT TO CONFUSE ANYBODY, BUT WE'LL TRY TO GET AS MUCH AS WE CAN NOW. BUT THEN IT NEEDS TO BECOME USER FRIENDLY.

YES. YES.

THANK YOU. ALL RIGHT.

THANK YOU. BOARD MEMBER CARN, YOU'RE RECOGNIZED.

THANK YOU, MR. CHAIR. THANK YOU FOR THE PRESENTATION MR. GEIS AND I DID ATTEND AND ENJOY THE PRESENTATION.

THE BOARD ENGAGEMENT.

I'M ON SLIDE NUMBER THREE OF YOUR PRESENTATION.

AND THERE WAS ONE JOB THAT SOMEBODY HAD TO DO WAS PUT PICTURES ON THE SLIDE.

THERE WAS ONE JOB THAT SOMEBODY HAD ON THIS SLIDE.

BUT MY HAIR LOOKS GOOD.

WE'LL SEE ABOUT CHANGING THAT ONE OUT OR PHOTOSHOPPING YOU IN WITH SOMETHING N OT EATING . OK.

FANTASTIC. THANK YOU, MR. GEIS. MOVING ON TO AGENDA ITEM 10, IF YOU WANT TO SEE THE SAME PHOTOS THAT HAVE BEEN

[10. Monthly Federal and State Legislative Reports: http://browardmpo.org/index.php/about-the-mpo/legislative-initiatives]

THERE FOR THE LAST FIVE YEARS, YOU CAN CLICK ON THAT HYPERLINK.

MOVING ON TO AGENDA ITEM NUMBER ELEVEN, GENERAL COUNSEL'S REPORT.

[11. General Counsel’s Report]

THANK YOU, CHAIR CALETKA, BOARD MEMBERS.

GOOD MORNING. SO A COUPLE OF ITEMS. ONE IS, AS YOU SEE IN MY AS PART OF YOUR BACK UP INTO YOUR AGENDA, I HAVE A MONTHLY REPORT THAT I SUBMIT THAT BASICALLY OUTLINES A SUMMARY OF THE ITEMS THAT I WORKED ON OVER THE OVER THE MONTH.

ANY QUESTIONS RELATED TO THAT PLEASE DON'T HESITATE TO RAISE THOSE WITH ME.

ONE THING I DO WANT TO BRING TO YOUR ATTENTION.

I USUALLY MAKE THE COMMENT RELATING TO THE VOTING, ELECTRONIC VOTING IN PARTICULAR.

I WANT YOU TO REALIZE THAT, YOU KNOW, OUR VOTING IS LIMITED TO VOTING MEMBERS IS LIMITED BY STATUTE. YOU'RE ONLY ALLOWED TWENTY FIVE MEMBERS TO VOTE AT ANY GIVEN TIME THAT ACTUALLY COUNTS TOWARDS THE VOTE.

ONE THING I WANT TO BRING TO YOUR ATTENTION, BECAUSE IT IS ELECTRONIC VOTING, WHEN YOU SIT DOWN AND YOU LOG IN, WE RECOGNIZE THAT YOU'RE PRESENT.

WHEN THE VOTE IS TAKEN , IF YOU DO NOT IF YOU'RE NOT SITTING IN YOUR SEAT AND DON'T VOTE, IT SHOWS YOU AS BEING ABSENT.

WHEN WE STARTED THIS MEETING, WE HAD 16 MEMBERS PRESENT.

WHEN WE'RE SITTING HERE AT THIS MOMENT, WE HAVE 24 MEMBERS PRESENT.

SO THE MEMBERS WHO HAVE COME IN LATE WILL WON'T SHOW AS HAVING VOTED IN THOSE EARLIER ITEMS. BUT AS ANYTHING COMES FORWARD, THEY WILL JUST LIKE AS YOU WALK AWAY OR YOU'RE NOT PRESENT AND DON'T VOTE, IT SHOWS YOU AS BEING ABSENT.

IT IS ELECTRONIC. IF YOU'RE NOT THERE TO REGISTER YOUR VOTE, YOU DO NOT GET COUNTED AS VOTING. SOMETHING TO PAY ATTENTION TO.

WE'VE HAD SOME PEOPLE HAVE ASKED US IN TIMES, TOO, THAT THEY WISH TO CHANGE THE VOTE OR TO ADD A VOTE OR SOMETHING.

THAT'S NOT THE WAY THE SYSTEM OPERATES.

IF YOU HAVE ANY QUESTIONS, CERTAINLY HERE TO ANSWER THEM.

THERE IS ONE. DEPUTY VICE CHAIR GOOD.

YES. THANK YOU, MR. CHAIR.

SO, MR. GABRIEL, I KNOW THAT IN MONTHS PAST WE DISCUSSED THE OPPORTUNITY FOR VOTING, ESPECIALLY AS IT RELATES TO DISTRICTS, BECAUSE THAT'S THE COMPOSITION OF THE GROUP.

[00:55:02]

YOU HAVE A MEMBER FROM A PARTICULAR AREA AND THEN YOU HAVE OTHER MEMBERS THAT FALL WITHIN THAT DISTRICT. AND WE TALKED ABOUT HOW THAT WAS GOING TO LOOK MOVING FORWARD.

I KNOW THERE WAS I THOUGHT THERE WAS CONSENSUS OF THE GROUP.

SO IT'S NOT A MATTER OF JUST WHO'S HERE, BUT THE AREA THAT YOU REPRESENT.

AND IT WAS ALSO GOING TO BE CHANGED WITHIN THE VOTING MECHANISM THAT WE UTILIZE.

SO WHERE ARE WE WITH THAT? I'LL DEAL WITH THE VOTING MECHANISM REAL QUICK AND THEN YOU KNOW YOU WANT TO TAKE SOME MORE NOTES ON THIS ONE. BUT THE BIGGER PICTURE IS THE VOTING MECHANISM.

THIS THIS IS ACTUALLY SOMETHING WE'RE WORKING WITH ARIZONA, THE COMPANY THAT THEY'RE OUT IN ARIZONA THAT ACTUALLY PATENTED THIS PROGRAM.

SO WE'LL BE WORKING WITH THEM ON DEALING WITH THAT.

YOU'RE GOING TO SEE SOME CHANGES OVER TIME, BUT I'M ALSO GOING TO PROBABLY BE COMING BACK WITH THE CONTRACT AMENDMENT. SO IN THE MEANTIME, IT'S IF I RECALL THE CONVERSATION, IT'S NOT A MATTER OF WHO'S SITTING IN THEIR SEAT.

IT'S A MATTER OF THE MPO MEMBER WHO MEMBERS WHO REPRESENT A GEOGRAPHIC AREA.

AND IF THE ONE MEMBER IS NOT PRESENT, THEN THOSE OTHERS THAT ARE WITHIN THAT GEOGRAPHIC AREA ARE THE ONES THAT ARE SUPPOSED TO REPRESENT THAT MEMBER.

SO I HAVEN'T SEEN ANY OF THAT IN ANY OF THE VOTES THAT WE'VE TAKEN.

WELL, WE'RE ALWAYS .

WELL, ONE OF THE THINGS YOU SEE ME DOING IS COUNTING.

BUT IT'S NOT A MATTER OF COUNTING.

BUT IT ALSO IDENTIFIES THE MUNICIPAL REPRESENTATIVES AND WHO THE ALTERNATES MAY BE.

SO I'M IDENTIFYING WHO THOSE ARE.

WE HAVE 25 OR LESS.

EVERYONE VOTES AND EVERYONE COUNTS NO MATTER WHAT.

WHEN WE HAVE OVER TWENTY FIVE, THEN THE MUNICIPAL REPRESENTATIVE, THE ALTERNATE FALLS AWAY BY POPULATION, ALSO BY DISTRICT.

THAT IS PART OF WHAT WE DO.

THAT IS PART OF WHAT WE DO.

AND IT IS IT IS REGISTERED THAT WAY.

SO CAN I JUST ASK THROUGH THE CHAIR IF THAT IN FUTURE VOTES, IF IF WE EVER ARE FORTUNATE ENOUGH TO HAVE MORE THAN TWENTY FIVE MEMBERS, THAT THAT COMMENT BE MADE BY THE LEGAL COUNSEL SO THAT EVERYONE PRESENT WILL UNDERSTAND HOW THE VOTE WILL BE TAKEN? YES. THAT'S THE MOST COMPLICATED PART OF THE JOB.

OVER ON THIS SIDE IS ACTUALLY TRYING TO COUNT WHICH DISTRICTS AND EVERYBODY WHO IS PRESENT AT ANY GIVEN MOMENT.

OKAY. EXECUTIVE BOARD MEMBER FURR YOU'RE RECOGNIZED.

THANKS. ON THAT SAME NOTE.

IS IT POSSIBLE WHEN WE SEE ALL THE NAMES, WHO'S PRESENT, W HO'S NOT , IS IT POSSIBLE TO PUT THEM IN THERE BY DISTRICT? THAT WAS WHAT I WAS TALKING ABOUT WITH THE CONTRACT.

SO I'M GOING TO HAVE TO YOU KNOW, WE'RE WORKING WITH ARIZONA TO KIND OF DEAL WITH THAT.

BUT BOARD MEMBER ZIADE, YOU'RE RECOGNIZED.

THAT'S THE ONLY BOARD MEMBER WE'RE DOING TODAY.

I'M FEELING A LITTLE VER KLEMPT HERE.

IS THE CENSUS GOING TO AFFECT ANY OF THIS? THE ANSWER IS YES.

BASICALLY IN 2022, ONCE THE CENSUS IS TAKEN CARE OF AND THE FINAL DOCUMENTS GET DONE, THEN IN 2022, WE ACTUALLY HAVE TO LOOK AT THE BOUNDARIES AND ACTUALLY REDISTRICT AND THE PAST CENSUS, WE WERE FINE PAST TWO CENSUSES.

WE WERE FINE FOR THE FIVE DISTRICTS.

WE THINK THAT THERE MIGHT BE A LITTLE MORE OF A CHANGE THIS TIME GIVEN THE GROWTH THAT'S HAPPENED IN HALLANDALE BEACH AS WELL AS DANIEL BEACH.

SO, YEAH, AND I'M SORRY.

AND PEMBROKE PINES, OBVIOUSLY, BECAUSE IT JUST DEPENDS.

IF PEMBROKE PINES PASSES FORT LAUDERDALE AS THE LARGEST CITY, THEN THEY GET TWO VOTING MEMBERS AND FORT LAUDERDALE LOSES A VOTING MEMBER.

AND THEN THERE'S THE DISTRICTS.

AND THE DISTRICTS HAVE TO WEIGH THE SAME FOR THE VOTING.

SO IN 2022 IT'S GONNA BE A FUN YEAR.

ALL RIGHT. THAT CONCLUDES THAT SECTION.

MOVING ON, WE NOW HAVE THE SURTAX UPDATES, MR.

[12. MPO Surtax Services Updates: http://www.browardmpo.org/index.php/current-projects-studies/surtax]

RIDDLE. GOOD MORNING.

ANDREW RIDDLE'S SURTAX SERVICES MANAGER.

AND I'M HERE TO BUY YOU THE SURTAX UPDATE.

AS A REMINDER, SURTAX STAFF IS REQUIRED TO UPDATE MPO BOARDS TWICE A YEAR AND ITS COMMITTEES FOUR TIMES A YEAR.

HOWEVER, NO ACTION IS REQUIRED BY THE MPO BOARD ON THE SURTAX EFFORTS.

THE MPO HAS BEEN TASKED TO REVIEW RANK AND PROGRAM CAPITAL PROJECTS THAT ARE ELIGIBLE FOR LOCAL SURTAX FUNDING.

WE HAVE COMPLETED THESE TASK AND WE WILL BE DELIVERING THE CYCLE 1 RANKED LIST TO THE COUNTY BY MARCH 1ST.

HERE ARE IMPORTANT ANNOUNCEMENTS.

TOMORROW, FEBRUARY 14TH, WE WILL BE POSTING THE RANKED LIST AND THE CYCLE 1 RECOMMENDED PROJECTS ON THE MPOS WEB SITE.

[01:00:03]

ON FEBRUARY 19TH , WE WILL HAVE A STAKEHOLDER ENGAGEMENT MEETING WITH ALL THE CITIES TO INTRODUCE THE CYCLE ONE PROJECTS ON FEBRUARY 19TH, 20TH AND 21ST.

WE WILL HAVE A ONE ON ONE MEETING WITH EACH CITY TO DISCUSS THEIR SPECIFIC QUESTIONS.

ON FEBRUARY 27, THE COUNTY WILL HOST A FOLLOW UP WORKSHOP REGARDING THE REHAB AND MAINTENANCE PROJECTS.

ON APRIL 2ND, THE SURTAX OVERSIGHT BOARD IS EXPECTED TO TAKE ACTION ON THE CYCLE 1 CAPITAL PROJECTS.

IN APRIL, THE COUNTY COMMISSION IS EXPECTED TO APPROVE CYCLE 1 PROJECTS.

IMMEDIATELY FOLLOWING THE COUNTY'S ACTION, THE CITIES CAN BEGIN THEIR PROJECTS.

HERE IS THE WORKSHOP FLYER THAT YOU ALL SHOULD HAVE RECEIVED IN YOUR EMAIL.

WE SENT IT TO YOU ON JANUARY 21ST AND FEBRUARY 5TH.

AND IT'S ALSO POSTED ON OUR MPO WEB SITE.

THIS IS THE CONFIRMED SCHEDULE FOR THE ONE ON MEETINGS WITH INDIVIDUAL CITIES.

ALSO ON OUR WEB SITE, WE HAVE BROKEN IT OUT BY THE TIME SLOTS.

SO IF YOU WANTED TO GO TO THE WEB SITE AND ACTUALLY SEE WHAT TIME YOU KNOW, DEERFIELD BEACH ON FEBRUARY 19TH, IT IS POSTED ON OUR WEB SITE.

THAT CONCLUDES MY UPDATE.

BUT I'M AVAILABLE FOR ANY QUESTIONS.

THERE'S NONE IN THE QUEUE. THANK YOU VERY MUCH.

YOU DID A GREAT JOB, MR. RIDDLE.

MOVING ON TO ITEM 13, WHICH IS MEMBER COMMENTS, I DO WANT TO ANNOUNCE THAT THE EXECUTIVE

[13. Member Comments]

BOARD HAS TAKEN AN ACTION THAT WILL CHANGE MEMBER COMMENTS IN THE FUTURE.

THEY ARE GOING TO BE MOVED UP.

THIS WAS SPEARHEADED BY EXECUTIVE BOARD MEMBER SOFIELD.

HE WANTED IT TO BE AS SOON AS POSSIBLE AFTER MEMBER COMMENTS JUST SO THAT WAY AS MANY PEOPLE ARE HERE AS POSSIBLE.

AND SO AFTER BACK AND FORTH, THERE WAS A COMPROMISE AND EVERYBODY WON.

AND STARTING WITH THE APRIL MEETING, YOU WILL HAVE AN OPPORTUNITY TO CLICK ON A HYPERLINK TO REQUEST THAT YOU WOULD LIKE TO SPEAK UNDER MEMBER COMMENTS.

YOU CAN DO SO UP TO 24 HOURS BEFORE THE MEETING AND IT WILL GENERATE THAT REPORT FOR US.

AND THE BENEFIT FOR DOING THAT IS, IS THAT WE HAVE IDENTIFIED THAT IF YOU DO ASK TO SPEAK IN ADVANCE, IF THERE'S A QUESTION, WE CAN DIRECT IT TO STAFF TO ANSWER FROM THAT POINT MOVING FORWARD. THAT WAY, THEY'RE NOT CAUGHT OFF GUARD.

THEY HAVE THE IDEA OF WHAT YOU'RE GOING TO SPEAK ABOUT AND THEY CAN BE PREPARED FOR IT.

WE WILL STILL ACCEPT YOU BEING ABLE TO SPEAK AT THE MEETING, BUT IT WILL RESULT IN YOU SPEAKING YOUR THREE MINUTES AND THEN STAFF WILL HAVE TO GET BACK WITH YOU.

THEY'RE ACTUALLY NOT GOING TO ADDRESS IT AT THAT MEETING RIGHT THEN AND THERE BECAUSE THEY MAY NOT BE PREPARED.

AND WE NEED TO MOVE ON AND NOT HAVE EXTENDED CONVERSATIONS.

SO THAT WAS THE COMPROMISE THAT THE EXECUTIVE BOARD ADOPTED.

AND SO MOVING FORWARD, PLEASE REQUEST FROM THE AGENDA THAT YOU WANT TO SPEAK IN ADVANCE.

THAT WAY WE CAN BE PREPARED TO ANSWER THOSE QUESTIONS FOR YOU DURING THAT MEETING.

SO NOW FOR A BOARD MEMBER COMMENTS, WE HAVE A BOARD MEMBER ZIADE.

THANK YOU. SO EXCITED.

SPEAKING OF THE CENSUS, IF THERE'S ANYONE IN ANY CITY THAT I KNOW THE CENSUS OFFERS INDIVIDUALS TO GIVE THE PRESENTATION IN OTHER LANGUAGES.

BUT I HAVE FOUND THAT THAT HAVING A PERSON IN OFFICE SPEAK TO THEM AND LET THEM KNOW HOW IT WILL AFFECT THEM IN THEIR CITY REALLY HELPS.

I SPEAK SPANISH FLUENTLY AND I WILL BE MORE THAN HAPPY TO ATTEND ANY MEETINGS THAT YOU HAVE IN YOUR CITIES TO OFFER THAT.

SO JUST REACH OUT AND LET ME KNOW.

THANK YOU FOR THAT. DEPUTY VISE CHAIR GOOD.

YOU'RE RECOGNIZED. YES.

THANK YOU, MR. CHAIR.

AND I GUESS MY COMMENTS COULD HAVE BEEN SHARED EARLIER WITH ONE OF THE ITEMS. BUT I WILL SAY, WHEN YOU HAD THE WONDERFUL OPPORTUNITY TO INTRODUCE OUR NEW STAFF HERE AT THE MPO, I ALSO NOTICED THE COMMENTARY ABOUT THE NEED FOR ADDITIONAL SPACE DUE TO THAT STAFF. SO I GUESS MY COMMENT IS MORE TO THE AGREEMENTS THAT THE MPO IS ENTERING INTO WITH THESE INTER LOCAL AGREEMENTS WITH THE MUNICIPALITIES.

DO THE CONTRACTS INCLUDE THE COST OF SPACE? YES. ASSOCIATED.

AND I LOOKED AT THE AGREEMENT AND I DON'T SEE IT.

IT'S ACTUALLY BUILT INTO THE ACTUAL COST.

SO THERE'S THE SPACE CAUSE THERE'S ACTUALLY COMPUTER EQUIPMENT, THERE'S INFRASTRUCTURE DESKS, THERE'S A BENEFIT PACKAGES.

ALL OF THOSE THINGS ARE BUILT IN.

AND EVEN THE COST OF CUTTING CHECKS ARE BUILD INTO ANYTIME WE'RE DOING WORK FOR ANYBODY OUTSIDE OF WHAT WE DO FOR OUR GRANT.

[01:05:02]

SO WHEN THE MPO VOTES ON THESE AGREEMENTS, IT'S NOT DEPICTED.

SO I WOULD ASK THAT SOMETHING BE INCLUDED AS PART OF THE AGREEMENT.

IT WENT BACK TO FORT LAUDERDALE.

IT'S ACTUALLY BUILT IN THERE. BUT I WILL GO THROUGH THE DETAIL WITH YOU.

THAT'S THAT'S THAT'S FINE.

BUT IT'S NOT WITH ME.

IT'S JUST IMPORTANT THAT THE PUBLIC UNDERSTAND THIS BECAUSE WHEN WE MAKE COMMENTS HERE THAT WE'RE NOW GOING TO HAVE TO GET ADDITIONAL SPACE.

I WANT THE PUBLIC TO UNDERSTAND THAT THOSE COSTS WERE BUILT INTO THESE AGREEMENTS.

SO I WOULD JUST SAY THAT EITHER I MEAN, AT THIS POINT, THE AGREEMENTS ALREADY FORMALIZED.

YES. BUT I THINK IT'S IMPORTANT THAT IT BE INCLUDED AS PART OF ANY FUTURE AGREEMENTS THAT IT DELINEATE, WHATEVER IT IS THAT THOSE BUILT IN COSTS.

I DON'T MEAN IT NEEDS TO BE ITEMIZED, BUT I THINK IT NEEDS TO BE NOTED IN SOME FASHION.

AND I DON'T KNOW HOW THAT'S BEST TO DO, BUT I THINK WHEN AGREEMENTS SUCH AS THESE COME BEFORE US, THE PUBLIC SHOULD UNDERSTAND THAT STAFF HAS TAKEN THE TIME TO BUILD IN THOSE THOSE DIFFERENT COSTS TO THE TO THE COST FACTOR ASSOCIATED WITH THAT MUNICIPALITY.

AND I'M GLAD TO HEAR THAT THAT WAS DONE.

AND I THINK WHAT SHE IS REALLY LOOKING FOR IS THAT FOR THE GENERAL COUNSEL DRAFTS THE CONTRACT, THAT THERE BE SOME LINES IN THERE THAT BASICALLY STATE SOMETHING TO THE EMPLOYEES AND THE PRO-RATA OF THE SPACE AND THE OVERHEAD IS INCLUDED IN THIS CONTRACT.

SO THAT WAY IT DELINEATES.

AND THEN WHEN A MEMBER OF THE PRESS OR A MEMBER OF THE COUNTY MOVES FORWARD AND SAYS, HEY, YOU KNOW, LIKE WE GOT THESE GREAT DEALS WITH THE CITY OF FORT LAUDERDALE, BUT YOU'RE WE'RE LOSING OUT ON THIS DEAL BECAUSE IT DIDN'T INCLUDE SPACE AND IT DID INCLUDE THESE OTHER THINGS THAT IT'S TRANSPARENT TO ANYBODY THAT WAS JUST LOOKING OR WATCHING THE MEETING MOVING FORWARD.

ABSOLUTELY. FORMER CHAIR BLATTNER, YOU'RE RECOGNIZED.

YES. THANK YOU.

I JUST MOVED BACK ON MEMBER COMMENTS.

I THINK THERE NEEDS TO BE A CLARIFICATION THERE THAT THESE ARE COMMENTS THAT DO NOT RELATE TO AGENDA ITEMS .

AGENDA ITEMS WE CAN ALL MAKE COMMENTS ON.

BUT THOSE COMMENTS AND MEMBER COMMENTS SHOULD BE RELATED TO NON AGENDA ITEMS. THANK YOU FOR THE CLARIFICATION, SIR.

BOARD MEMBER SHARIEF, YOU'RE RECOGNIZED.

SO I JUST WANTED TO MAKE SURE I HAD ASKED A QUESTION OFF LINE.

I WANTED TO MAKE SURE YOU ALL KNEW THE ANSWER TO THAT QUESTION AS WELL IN THE PRESENTATION ON THE SURTAX.

THERE WAS SOME OF THE SMALLER MUNICIPALITIES WERE NOT IN THAT FIRST ROUND, AND I WANTED TO MAKE SURE THAT THIS BOARD WAS INCLUSIVE OF THEM BECAUSE THAT'S ALWAYS BEEN AN ISSUE.

AND SO I'D ASK THE GENTLEMAN ABOUT THAT.

AND HE SAID THAT EVEN THOUGH THEY DIDN'T GET INCLUDED IN THE FIRST ROUND, THAT THEY HAVE SOME OTHER MAINTENANCE AND OTHER PROJECTS THAT THEY'RE GOING TO DO FOR THEM.

AND I WANT TO MAKE SURE THAT WE TOOK THAT BACK TO SOME OF OUR SMALLER MEMBERS AND ALSO GAVE THEM THE OPPORTUNITY TO OUTREACH AS WELL SO THAT THEY COULD SEE WHAT'S GOING TO HAPPEN IN THEIR CITIES.

SO INFORMATIONAL.

YES. THANK YOU FOR THAT.

EXECUTIVE BOARD MEMBER FURR YOU'RE RECOGNIZED.

THANK YOU. ANOTHER INFORMATIONAL ITEM.

YESTERDAY, THE COUNTY COMMISSION VOTED ON THIS A COUPLE OF AMENDMENTS TO THE SURTAX ORDINANCE. ONE OF THEM HAD TO DO WITH THE MECHANISMS WHEREBY THE COUNTY AND THE MPO WERE PUTTING FORTH THESE CONTRACTS, AS WELL AS AN ONE ITEM, WHICH WAS A OR OF OF CONCERN WITH SOME HAVING TO DO WITH THE INDEPENDENCE OF THE OVERSIGHT BOARD.

AND THERE WAS MANY DISCUSSIONS WITH BROWARD LEAGUE OF CITIES, WITH THE OVERSIGHT BOARD, WITH THE COUNTY COMMISSION, WITH LOTS PEOPLE.

AND YESTERDAY THE OVERSIGHT COMMITTEE HAD VOTED TO APPROVE THE ORDINANCE, THE CHANGES, AND THEN THE COUNTY COMMISSION VOTED FOR IT YESTERDAY.

SO I THINK IF IF WHEN YOU LOOK AT IT, IT'S A GOOD WORK OF IT WAS IT HAD TO BE NUANCED PRETTY WELL TO MAKE SURE THERE WAS INDEPENDENCE YET THAT THE COUNTY STILL WAS BECAUSE THERE'S STATUTORY AUTHORITY THERE.

SO I THINK I THINK IT ENDED UP BEING A GOOD AMENDMENT.

THANK YOU FOR THE INFORMATION, SIR.

BOARD MEMBER CARN, YOU'RE RECOGNIZED. THANK YOU, MR. CHAIR. I JUST WANTED TO PUBLICLY THANK THE EXECUTIVE COMMITTEE FOR ALLOWING US TO COME SPEAK IN THE PUBLIC COMMENT SLOT LAST WEEK.

I'LL BE FOLLOWING UP WITH MR. STUART AND STAFF ON SOME OF THE ISSUES THAT WE TALKED ABOUT.

AS FORMER CHAIR BLATTNER NOTED IN HIS COMMENTS, COMPLIMENTS IS THAT I JUST I WANT TO UNDERSTAND EVERYTHING.

THAT'S JUST THE NATURE OF AN ENGINEER, BUT I WANT TO UNDERSTAND IT SO THAT I CAN DEFEND ANYTHING THAT I'M CONFRONTED, NOT CONFRONT ED, BUT APPROACHED WITH BY ANY MEMBER OF THE PUBLIC. I WANT TO BE ABLE TO STAND PROUDLY AND DEFEND ANYTHING THAT WE'RE DOING, KNOW AT LEAST ENOUGH OF THE DETAILS SO THAT I CAN INTELLIGENTLY SPEAK AND THEN REFER TO STAFF FOR

[01:10:06]

A FOLLOW UP. SO THANK YOU FOR ENTERTAINING US ON THAT DAY.

THANK YOU. ABSOLUTELY.

AND I'D LIKE TO SAY, YOU KNOW, IT'S ALWAYS NICE TO HAVE ENGINEERS ON THE BOARD BECAUSE, YOU KNOW, SOME PEOPLE LOOK AT A GLASS AND THEY SAY IT'S HALF FULL.

SOME LOOK AT THE GLASS AND SAY IT'S HALF EMPTY.

AND ENGINEERS LOOK AT THE GLASS AND SAY THAT THAT GLASS IS ENGINEERED TO BE TWICE AS BIG AS IT WAS NEEDED TO BE.

EXECUTIVE BOARD MEMBER SOFIELD, YOU'RE RECOGNIZED.

YES. I WANT TO THANK THE EXECUTIVE BOARD FOR TAKING UP THE ISSUE ON A MEMBER COMMENT THAT SEEMED TO BE AN ITEM THAT WAS PRETTY IMPORTANT TO THE MEMBERS HERE, AND IT WAS A LITTLE RELENTLESS WITH YOU ON IT.

AND I DO APPRECIATE YOU AT LEAST COMPROMISING AND DO WHAT YOU DID.

BUT ONE THING I NOTICED, THOUGH, DRIVING THROUGH LAUDERDALE LAKES YESTERDAY WOULD.

I'M GLAD YOU SHOWED UP.

THE RAILING ON ON 441 AT OAKLAND PARK BOULEVARD ON THE SOUTH SIDE.

FINALLY, GREAT TO SEE THAT.

IS THAT A MPO PROJECT? IS THAT A CITY PROJECT? WELL, IT'S A SAFETY PROJECT BEING IMPLEMENTED.

I'VE BEEN ASKED FOR MY CITY FOR A LONG TIME.

IT'S A SAFETY PROJECT THAT'S BEING IMPLEMENTED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION. IT'S THEIR FACILITY.

AND BECAUSE OF THE NUMBER OF PEDESTRIAN CRASHES AND FATALITIES THAT HAVE HAPPENED THERE, THERE WAS A FINAL DETERMINATION TO GET THAT.

IT JUST TAKES TIME.

IT SEEMS LIKE A BEAUTIFUL RAILING. IT'S NOT DONE YET.

I COULD TELL IT'S GOING TO BE A BEAUTIFUL NICE RAILING.

ARE THEY GOING TO DO SOMETHING ON THE OAKLAND PARK SIDE? WEST OF 441? BECAUSE THAT SEEMS TO BE A BIG.

YEAH, JUST ANSWER. WE CAN ONLY HAVE ONE MIKE ON AT A TIME.

OK. SO JUST TO ANSWER THE QUESTION.

RIGHT NOW, NO, BUT THEY'RE WE'RE WORKING WITH THEM TO GET THAT PART OF THE PROJECT THERE.

IT JUST TAKES TIME. OK.

SO AS A PROJECT I'D BE INTERESTED FOR MY CITY TO SEE WHAT WAS WHAT I HAVE TO DO MAYBE GET WITH YOU ON THAT. YEAH. AND MAYBE WE CAN GET A PRESENTATION BY THE D.O.T.

DISTRICT SAFETY OFFICE.

PERHAPS WHEN IT'S ALL DONE. YEAH.

COMMISSIONER FROM LAUDERDALE LAKES CAN SHOW OFF THE PROJECT AND PICTURES TO US ON THE MPO. OR MAYBE WE CAN MEET UP THERE.

THANK YOU. PERFECT.

BOARD MEMBER WILLIAMS, YOU'RE RECOGNIZED.

I WOULD JUST LIKE TO SAY WE'RE SAVING OUR WE'RE SAVING OUR PEOPLE FROM DYING.

YOU KNOW, ONE DAY THE FRAME IS UP AND IT LOOKS REALLY NICE AND I'M SURE THEY'RE PROBABLY GONNA PUT SHRUBBERY IN.

SO I HAVEN'T GOTTEN THAT FAR WITH IT YET.

BUT IT'S YOU KNOW, WE'RE RIGHT ACROSS THE STREET FROM WALMART AND PEOPLE GET OFF THAT BUS AND THEY WILL WALK RIGHT ACROSS THE STREET AND GET HIT.

THANK YOU. ABSOLUTELY.

THANK YOU. OKAY.

NEXT, WE HAVE NON ACTION ITEMS.

[1. Planning Technical Assistance Program (PTAP) Update]

THE FIRST IS THE P TAP.

UPDATE MR. CALVARESI.

THANK YOU, CHAIR CALETKA, MEMBERS OF THE BOARD.

PAUL CALVARESI. SO THIS PTAP PROGRAM WAS APPROVED BY THE BOARD ABOUT A YEAR AGO.

IT TOOK A LITTLE WHILE TO GET THE FUNDING SET UP THROUGH THE FEDERAL TRANSIT ADMINISTRATION. BUT I'M PROUD TO ANNOUNCE THAT THIS APPLICATION IS LIVE.

IT'S ON OUR WEB SITE. AN ANNOUNCEMENT WAS SENT OUT TO THE CITY MANAGERS.

THE TAC MEMBERS AND THE BOARD MEMBERS.

SO I'M JUST GONNA GIVE A QUICK OVERVIEW OF THE BOARD ADOPTED POLICIES AND WHAT IT MEANS FOR THE APPLICATION. SO JUST A LITTLE REMINDER, THIS CAME ABOUT BECAUSE EVERY TWO YEARS WE UPDATE OR UPWP OR UNIFIED PLANNING WORK PROGRAM, WHICH IS OUR BUDGET AND WE GET REQUESTS FOR PLANNING PROJECTS.

AND THERE WAS NO MECHANISM TO SORT WHICH PROJECTS SHOULD BE INCLUDED IN WHICH ONES SHOULDN'T. SO WE DEVELOPED THIS PROGRAM TO MEET ONE, THE BROWARD MPO GOALS.

AND BECAUSE USING FEDERAL TRANSIT TRANSIT ADMINISTRATION FUNDS, IT HAS TO HAVE A TRANSIT NEXUS. AND I'M GOING TO COVER THAT MORE LATER.

OK. AND AT THE END OF THE DAY, THESE STUDIES SHOULD YIELD EXECUTABLE PROJECTS.

I KNOW WE'VE SEEN SO MANY PLANNING STUDIES THAT HAVE BEAUTIFUL PICTURES OF THINGS THAT WE'RE NEVER GOING TO BUILD. AND THAT'S NOT THE CASE FOR THIS FOR THIS PROGRAM.

NOW, WHO CAN APPLY? EVERYBODY IN THIS ROOM.

IN ORDER TO DO THIS, THE BROWARD MPO STAFF WILL CONDUCT THE STUDY ON BEHALF OF THE PARTNER AGENCY. AND IN ORDER TO DO THAT, WE MUST HAVE AN INTER LOCAL AGREEMENT FOR PLANNING. SO ABOUT SEVEN CITIES HAVE ALREADY SIGNED ON THE ILA.

AND WE HAVE MORE COMING. NOW, IT'S PART OF THE APPLICATION WE'RE ASKING FOR A RESOLUTION OF SUPPORT FROM THAT MUNICIPALITIES COMMISSION AND IT'S STATING THAT YOU'RE COMMITTING TO THE LOCAL MATCH, WHICH IS THE GREATER OF TEN THOUSAND DOLLARS OR 10 PERCENT OF THE AWARD IDENTIFYING WHOM THE LEAD STAFF PERSON WILL BE WHO WILL CORRESPOND WITH THE BROWARD MPO STAFF AND OUTLINING THE PUBLIC PARTICIPATION APPROACH.

SO THE APPLICATIONS BASED ON THE TRANSPORTATION PLANNING GUIDEBOOK, WHICH IS ALSO AVAILABLE ON OUR WEB SITE, ALSO ON OUR WEB SITE.

[01:15:02]

WE'VE LISTED ALL OF THE QUESTIONS THAT ARE IN THE APPLICATION.

NOW, THIS APPLICATION IS UNIQUE IN THAT THE FURTHER ALONG IN THE PLANNING PROCESS, THAT MEANS THAT AN APPLICANT IS THE MORE POINTS THEY ARE.

AND YOU ALWAYS HAVE THE OPTION TO MEET WITH BROWARD MPO STAFF TO DISCUSS THE SUBMITTAL.

SO YOU HAVE TWO OPTIONS, THE TRANSPORTATION PLAN AND A TRANSPORTATION PROJECT.

THINK OF A PLAN AS A POINT LIKE AN INTERSECTION YOU WANT TO STUDY OR PARTICULAR POINT ON A MAP. A PROJECT IS MORE SPREAD OUT.

APPARENTLY, I HAD A LITTLE BIT OF VERBAL DYSLEXIA AND I SWITCH THOSE AROUND.

OH, OK. SORRY.

THESE WERE ON MINE THESE WERE REVERSED.

SO PLAN, SPREAD OUT, PROJECT, POINT.

SO HOW DO WE SCORE ONCE AGAIN? AS YOU AS YOU GET THROUGH THE APPLICATION PROCESS, THE FURTHER ALONG YOU GET, YOU GET MORE POINTS. NOW THE THING ABOUT APPLICATION IS YOU SHOULD NEVER BE ABLE TO COMPLETE IT BECAUSE YOU'VE COMPLETED THE APPLICATION.

THAT MEANS YOU'VE ALREADY COMPLETED A STUDY AND YOU SHOULD HAVE A PROJECT THAT'S READY TO BE BUILT. SO THINK OF THIS.

SO THE BOARD WILL APPROVE THE RANKINGS AND THE TOP RANKED APPLICATION WILL BE FIRST IN LINE FOR FUNDING. AND THEN WE WILL GO THROUGH THE BROWARD MPOS PROCUREMENT PROCESS.

SO JUST TO REVIEW.

THESE ARE THE BOARD ADOPTED POLICIES FOR THIS PROGRAM.

AND ONCE AGAIN, EVERYTHING IS ONLINE ON OUR WEB SITE.

OK. OUR GOAL EXECUTABLE PROJECTS THAT MEET THE FTA TRANSIT NEXUS.

OK. THE BROWARD MPO STAFF WILL CONDUCT THE PLAN, THE STUDY ON THE MUNICIPALITY'S BEHALF.

AND WE HAVE TO HAVE THE IN ORDER DO THAT.

WE NEED TO HAVE THE INTER LOCAL AGREEMENT FOR PLANNING IN PLACE BY THE SUBMITTAL THE APPLICATION, WHICH IS APRIL 30TH.

AND WITH THAT, I'LL TAKE ANY QUESTIONS.

LOOKS LIKE THE QUEUE, OH A COUPLE POPPED IN.

BOARD MEMBER COLBOURNE, YOU'RE RECOGNIZED.

THANK YOU. ONE ONE OF THE QUESTIONS I HAVE IS, DO YOU CAN YOU GIVE AN EXAMPLE OF THE TYPE OF PROJECT THAT WILL BEST FIT THIS? THE OTHER THE OTHER QUESTION IS PROJECTS.

DOES IT HAVE TO BE LIKE A NEW PROJECT OR A PROJECT THAT WE ALREADY HAVE WHERE WE HAVE APPLIED FOR SOME OTHER GRANT OR WE HAVE IT ON SOME OTHER LIST? SO THIS IS THE FIRST TIME THAT ACTUALLY DOING OUR RESEARCH, THIS IS THE FIRST TIME THAT ANY MPO AND COUNTRY IS OFFERING A PROGRAM LIKE THIS.

SO YOU SAY WHICH TYPE PROJECTS.

THE BIGGEST THING IS MEETING THE FTA TRANSIT NEXUS.

SO IF YOU'RE CONNECTING TO TRANSIT FACILITIES, THAT'S THE FIRST FILTER.

AND YOUR SECOND QUESTION IS, WHICH TYPE OF PROJECT WOULD BE A BEST FIT.

REALLY ANYTHING TRANSPORTATION RELATED.

SO MULTI-MODAL ROADWAY, ANYTHING THAT'S REALLY CONNECTING PEOPLE.

SO IF WE HAVE A PROJECT ALREADY ON THE 2045 OR ON ONE OF THE OTHER LIST, BUT IT'S NOT QUITE YOU KNOW, IT'S NOT BEING FUNDED YET.

CAN WE TAKE ONE OF THOSE PROJECTS AND SUBMIT IT FOR THIS? OKAY. OR DOES IT HAVE TO BE A NEW PROJECT? NO. SO I THINK IN THIS CASE, WE'RE IN PLANNING WE HAVE A LIMITED LEXICON.

SO I'M USING THE PROJECT AS IT'S IN THE TRANSITION PLANNING GUIDEBOOK.

SO IN THIS CASE, IT'S A STUDY.

SO PROJECT IN THIS CASE WILL BE A SMALL STUDY.

IT WOULD BE.

IT WOULD NOT BE ANY THAT WOULD BE A STUDY BEFORE IT BECOMES.

RIGHT. SO IF IT'S ALREADY IN THE RTP THAT ACTUALLY OR THE MTP, THAT'S VERY GOOD.

SO THAT MEANS WE ALREADY HAVE AN ESTABLISHED PURPOSE AND NEED, WHICH IS THE FIRST QUESTION ON THE APPLICATION.

OKAY. THANK YOU.

YOU'RE WELCOME. ALL RIGHT.

THANK YOU. BOARD MEMBER CARN, YOU'RE RECOGNIZED.

THANK YOU, MR. CHAIR. IS THERE A DOLLAR LIMITATION TO STUDY HOW MUCH YOU'LL PAY? I KNOW THERE'S A MATCH, BUT OVERALL? WE HAVE ABOUT SIX HUNDRED THOUSAND DOLLARS AVAILABLE TOTAL FOR THE PROGRAM THIS YEAR.

AND WE'RE WAITING TO SEE HOW MANY APPLICATIONS WE HAVE AND WHAT THEY NEED IS BEFORE WE SET THE CAP. DID WE HAVE LAST YEAR DID WE EXPEND WHAT WE BUDGETED? OR THIS IS THE FIRST TIME WE'VE EVER.

YOU SAID FIRST TIME. FIRST TIME.

OKAY THEN HOW DID WE COME UP WITH SIX HUNDRED? FOR FDA FUNDING, T HAT'S THE AMOUNT THAT WAS LEFT OVER FROM OTHER PROGRAMS. OKAY. THANK YOU. ALL RIGHT.

THANK YOU VERY MUCH AND THANK YOU, MR. CALVARESI AND A S IDE TANGENT THAT I WANTED TO MENTION IS FOR THOSE OF YOU THAT HAVE BEEN HERE FOR A WHILE, YOU KNOW THAT IF YOU SUBMIT FOR AN APPROPRIATION TO THE STATE OF FLORIDA AND THE GOVERNOR VETOES IT, THERE'S A STATE STATUTE THAT SAYS THAT YOU ARE NOT ELIGIBLE FOR FUNDING WITHIN THE NEXT YEAR.

[01:20:01]

SO YOU SHOOT YOURSELF IN THE FOOT IF YOU DO NOT RECEIVE FUNDING.

AND WHEN WE WERE IN TALLAHASSEE, IT BECAME APPARENT TO US THAT THERE ARE TWO COMMUNITIES THAT SUBMITTED FOR AN APPROPRIATION.

AND IF THEY DON'T GET IT, YOU'RE GOING TO NOT BE ABLE TO GET FUNDING NOT ONLY THIS YEAR, BUT NEXT YEAR AS WELL.

SO YOU HAD BETTER MAKE SURE THAT YOU HAVE A LOCK ON THE GOVERNOR NOT VETOING YOUR PARTICULAR PROJECT, BECAUSE IF IT DOESN'T MAKE IT THROUGH, YOU SUFFER BECAUSE OF IT.

DID YOU WANT TO MENTION THE TWO COMMUNITIES BY NAME.

I'M GOING. OK.

JUST ASK YOUR CITY MANAGER IF YOU HAVE DONE THIS BECAUSE IT MAY END UP HURTING YOU AND THEN THERE IS NOTHING THAT CAN BE DONE.

IT'S A STATE STATUTE.

THE GOVERNOR HIMSELF CANNOT PUT IT BACK IN THE BUDGET.

SO MOVING ON TO THE NEXT NON-ACTION ITEM IS FOR THE T IGER GRANT UPDATE.

[2. Transportation Investment Generating Economic Recovery (TIGER) Grant Update]

MR. SANDERS. BUFFY SANDERS NPO STAFF. I JUST WANT TO GIVE YOU A QUICK UPDATE ON WHERE WE ARE WITH THE TIGER GRANT. JUST SO YOU KNOW, TIGER STANDS FOR TRANSPORTATION INVESTMENT GENERATING ECONOMIC AND RECOVERY.

IT WAS CREATED UNDER PRESIDENT OBAMA IN 2009.

THE [INAUDIBLE] PO ACTUALLY APPLIED FOR IT IN 2015, BUT DIDN'T RECEIVE IT BECAUSE IT WAS JUST WHAT WE ASKED FOR WAS A LITTLE TOO LARGE.

SO WE HEARD BACK FROM THE FEDS AND WE WENT DOWN TO A SMALLER SCALE WHERE WE WAS FOCUSED ON LADDERS OF OPPORTUNITY AND SCHOOLS AND EQUALITY AND STUFF LIKE THAT.

AND WE ENDED UP RECEIVING IT IN 2016 AND WE WON AN AWARD OF ELEVEN POINT FOUR MILLION.

WE STARTED THE PRELIMINARY DRAFT DESIGN IN 2017 AND WE FINALLY WAS ABLE TO DESIGN A DRAFT AGREEMENT WITH THE FEDERAL GOVERNMENT IN 2019.

THIS IS JUST A LIST OF THE PARTNERS THAT ARE INVOLVED TO TIGER.

THEY DID A GREAT JOB IN COMING UP WITH THE MATH.

WE WERE WELL OVER THE 20 PERCENT MATCH.

WE CAME CLOSE TO ABOUT 36 PERCENT.

AND WITH FDOT ACTUALLY AGREEING TO ACTUALLY BUILD AND MANAGED THE PROJECT.

AND SO THIS IS JUST THE COST BREAKDOWN THE TIGER WAS ELEVEN POINT FOUR MILLION, OUR PARTNERS CAME IN WITH SEVEN POINT EIGHT MILLION.

THE STATE IS ACTUALLY DOING A SMALL SEGMENT ON OAKLAND PARK JUST SOUTH OF POWERLINE ROAD.

I MEAN, IT'S JUST OUT OF OAKLAND PARK ON POWERLINE ROAD THAT'S GOING TO MATCH THE NORTHERN AND SOUTHERN PORTIONS OF THAT PROJECT TO MAKE IT EVEN.

AND THEN ACTUALLY SOME PARTNERS CAME IN SUCH HIGH WITH THE MATCH, WE WERE ABLE TO ADD OUR FUNDS IN TO HANDLE SOME OF THE ADDITIONAL COSTS OF THE OVERHEAD.

AND SO WE WERE STILL WELL ABOVE THE 20 PERCENT MATCH.

AND THIS IS JUST A LIST OF THE PROJECTS IN MARTIN LUTHER KING AND POMPANO LAUDERDALE LAKES GREENWAY, AND LAUDERDALE LAKES.

NORTHWEST 31ST IN FORT LAUDERDALE, SOUTHWEST 27TH AND RIVERLAND IN FORT LAUDERDALE AND ALSO POWERLINE ROAD.

AND THIS IS JUST A MAP OF THE PROJECTS OF THE FIVE PROJECTS AND IT DOESN'T INCLUDE THE 6 PROJECT BECAUSE IT'S A SMALL SEGMENT, BUT IS JUST SOUTH OF C THE YELLOW LINE OF C.

AND THE SCHEDULE RIGHT NOW.

RIGHT NOW, WE'RE EXPECT ING THE DESIGN BILL FOR THEM TO COME ON BOARD IN MAY OF 2020.

CONSTRUCTION STARTING IN AUGUST OF 2020.

AND CONSTRUCTION ENDING IN 2022 OF SEPTEMBER.

AND PRETTY MUCH THE TIGER WILL BE WRAPPED UP IN JUNE OF 2024.

THE DIFFERENCE BETWEEN 2022 WHEN WE FINISH CONSTRUCTION AND THE 2024 DATE IS THAT WE'VE GOT TO DO SOME MORE PAPERWORK AND MAKE SURE WE'RE DOING PERFORMANCE MEASUREMENTS AND MAKE SURE THAT THE MONEY WAS WELL SPENT.

AND IF YOU HAVE ANY QUESTIONS, I'M HERE AND ALSO WITH RICARDO GUTIERREZ.

OK. IF YOU WOULD LIKE TO ASK QUESTIONS.

JUST PUSH THE REQUEST TO SPEAK BUTTON.

BOARD MEMBER CARN YOU'RE RECOGNIZED.

THANK YOU. THANK YOU, SIR, FOR THE PRESENTATION.

AS ONE OF THE PARTICIPATING CITIES, WE'D LIKE TO SAY THANK YOU TO THE MPO FOR SHEPHERDING THIS THROUGH. WE DID SUFFER ALONG WITH YOU SOME OF THE BACK AND FORTH WITH DOT BUT WE FINALLY GOT IT DONE AND WE LOOK FORWARD TO THIS PROJECT.

I GREW UP IN OAKLAND PARK.

FAMILY HAS LIVED THERE FOR 57 YEARS.

I'M ONLY THIRTY NINE THOUGH.

[LAUGHTER] AND POWERLINE ROAD HAS JUST BEEN JUST THAT, JUST A BREEZEWAY TO LOOK THROUGH

[01:25:04]

AND WE LOOK FORWARD TO BEAUTIFYING THIS VITAL ARTERY IN OUR CITY.

SO THANK YOU FOR THE HARD WORK THAT YOU PUT IT.

ALL RIGHT. THANK YOU, MR. SANDERS. AND I BELIEVE YOU WERE ONE OF THE FIRST ROUND OF EMPLOYEES THAT CAME TO THE MPO WHEN WE SEPARATED. SO THANK YOU FOR YOUR LONGEVITY.

AND THANK YOU FOR THE PRESENTATION.

THANK YOU FOR THE OPPORTUNITY.

OKAY NEXT IS THE UNIFIED PLANNING WORK PROGRAM.

[3. Unified Planning Work Program (UPWP) Fiscal Year (FY) 2020/21 - FY 2021/22: Request for Input from Municipalities and Transportation Operating Agencies]

THIS IS ONE OF OUR CORE MINIMUMS THAT I CALL THEM.

YOU HAVE TO DO THESE.

AND BUT WE FIGURED IF YOU HAVE TO DO SOMETHING, YOU'RE GOING TO DO IT AS BEST AS POSSIBLE . MR. EMA. RIGHT.

AND WE'VE GOT STACIE BLIZZARD HERE.

SO WE'LL WE'LL DO AN EXTRA SPECIAL JOB THIS TIME AROUND.

YES. THANK YOU. SO CARL EMA, BROWARD MPO STAFF.

I'M HERE TO BRIEFLY GO OVER OUR UNIFIED PLANNING WORK PROGRAM OR UP WP UPDATE THAT WE'RE THAT'S CURRENTLY UNDERWAY.

WE DO THIS EVERY TWO YEARS LIKE CHAIR CALETKA SAID, THIS IS ONE OF OUR CORE PRODUCTS.

SO AS PART OF EVERY UPDATE, THE FIRST THING WE DO IS WE COME OUT TO YOU ALL, WE COME OUT TO YOUR ADVISORY COMMITTEES AS WELL AS THE PUBLIC, AND WE START TO GET YOUR FEEDBACK.

YOUR INITIAL FEEDBACK AND IDEAS FOR POTENTIAL STUDIES AND PLANS THAT COULD BE PART OF THE UPWP. SO THAT'S KIND OF WHAT WE'RE HERE TO DO TODAY.

JUST TO GET YOUR INITIAL FEEDBACK.

BUT I'LL ALSO BE KIND OF INTRODUCING AND TALKING A LITTLE BIT ABOUT THE UPWP.

I KNOW WE HAVE A LOT OF NEW MEMBERS THIS YEAR.

SO TO QUICKLY DEFINE IT.

AND IF YOU DON'T, IF YOU IF YOU'D PREFER TO GET AWAY FROM THE PLANNING JARGON FOR A SECOND, WE ALSO CALL THIS OUR TWO YEAR BUSINESS PLAN AND BUDGET.

SO THAT'S ESSENTIALLY WHAT IT IS.

THE ONE WE'RE WORKING ON RIGHT NOW.

IT'S GOING TO GO INTO EFFECT JULY 1ST OF THIS YEAR AND GO THROUGH JUNE 30TH, 2022.

THERE'S A CFR DEFINITION UP THERE ON THE SLIDE, BUT I'LL JUST TRY TO QUICKLY SUMMARIZE.

I MEAN, BASICALLY THE UPWP IS A DOCUMENT THAT HAS TO REFLECT ALL OF THE FEDERALLY FUNDED PLANNING ACTIVITIES IN THIS METROPOLITAN AREA.

IF YOU'VE NEVER BEEN INTO THE DOCUMENT, IT'S KIND OF LONG.

IT'S IT'S GOT A LOT OF REQUIRED SECTIONS.

I THINK WE HAVE ABOUT 140 PAGES NOW.

PROBABLY. BUT IF YOU WERE TO GO IN THERE, I WOULD DIRECT YOU TO GO TO THE WORK PROGRAM TASKS. I BELIEVE IT'S SECTION 5, AND THAT'S THE REAL MEAT OF THE DOCUMENT.

THERE YOU CAN SEE SORT OF THE DAY TO DAY ACTIVITIES OF THE MPO, EVERYTHING THAT WE DO.

SO IT COULD BE, YOU KNOW, ADMINISTRATION OR LONG RANGE PLANNING, DATA COLLECTION.

EVERYTHING IN THERE IS BROKEN OUT BY TASK.

AND WITHIN EACH TASK YOU HAVE SPECIFIC ACTIVITIES LISTED THAT MPO STAFF IS RESPONSIBLE FOR ACCOMPLISHING ALONG WITH THEIR ASSOCIATED BUDGETS AND WHERE THEY'RE GETTING THEIR MONEY FROM THE FUNDING SOURCE.

IS IT FH WA, FTA, ET CETERA.

I DON'T KNOW IF THERE'S ANY AVID YOU UPWP READERS HERE AMONGST YOU ALL, BUT THIS YEAR IT'S GOING TO BE A LITTLE BIT DIFFERENT.

WE HAVE BEEN TALKING WITH FDOT CENTRAL OFFICE AND THEY'VE BEEN ENCOURAGING ALL OF THE MPOS THROUGHOUT THE STATE TO STREAMLINE AS MUCH AS POSSIBLE THEIR UPWP DOCUMENTS.

SO THEY'VE SHARED SOME EXAMPLES WITH US FROM FROM OUTSIDE THE STATE AND WITHIN.

SO WE'VE LOOKED AT THOSE AND WE'RE TRYING TO BASICALLY COMBINE A LOT OF THE TASKS.

I THINK WE'VE GOT LIKE 13 RIGHT NOW.

WE'RE GONNA GO DOWN TO FIVE AND MIAMI-DADE TPO IS DOING THE SAME.

WE JUST FOUND OUT THE OTHER DAY.

SO THAT'S THE GOAL WE'RE TRYING TO STREAMLINE AND KIND OF STRIKE THAT BALANCE BETWEEN STILL HAVING A VERY TRANSPARENT DOCUMENT, BUT ALSO HAVING SOMETHING THAT'S A LITTLE EASIER TO REVIEW AND GO THROUGH.

SO FOR YOU ALL AND THE PUBLIC.

SO THAT'S THE GOAL, I'M SURE, AS THE STATE AND THE FEDS GET INVOLVED WE'RE GOING TO HAVE COMMENTS THAT WE'LL HAVE TO MAKE ADJUSTMENTS TO THE UPWP THAT'S BEING DEVELOPED AND ALL OF THAT. AND WE'RE WE'RE PREPARED TO DO THAT.

I THINK THE LAST THING I'D SAY BEFORE I MOVE ON FROM THIS SLIDE IS JUST THAT I WANT TO HIT ON THE UNIFIED ASPECT OF THE UNIFIED PLANNING WORK PROGRAM.

NOT ONLY DOES THIS INCLUDE OUR FEDERALLY FUNDED PLANNING ACTIVITIES, BUT ALSO THOSE OF OUR PARTNERS. SO IF YOU GO INTO THE DOCUMENT RIGHT NOW THAT'S ON THE SITE, YOU'LL SEE WE'VE GOT BROWARD COUNTY TRANSIT AND CITY OF FORT LAUDERDALE THAT ARE IN THERE.

THEY USE FEDERAL PLANNING DOLLARS FOR SOME OF THEIR PLANNING PROJECTS SO THAT THOSE HAVE TO BE SHOWN IN THERE. THE FEDS WILL INSIST AT SOME POINT THAT YOU ARE IN THE MPO'S, UPWP.

SO WE DID WHEN WE PRESENTED TO YOUR TECHNICAL ADVISORY COMMITTEE, WE DID LET THEM KNOW THIS. AND WE'VE BEEN IN TOUCH WITH SOME OF THE MUNICIPALITIES AND OTHER AGENCIES THAT HAVE HAD FEDERALLY FUNDED PROJECTS IN OUR PLAN IN THE PAST.

SO IF IT'S FEDERAL PLANNING DOLLARS, FEDERAL PLANNING GRANT NEEDS TO BE IN OUR UPWP.

THIS SLIDE YOU'VE ALL SEEN HUNDREDS OF TIMES.

SO ALL OF OUR CORE PRODUCTS, YOU SEE UNIFIED PLANNING WORK PROGRAM, THERE HIGHLIGHTED IN THE MIDDLE. AND IT'S KIND OF STRETCHED OUT TO SHOW YOU THAT.

I MEAN, REALLY, LITERALLY EVERYTHING WE DO IS CONTAINED WITHIN THAT DOCUMENT.

SO WHETHER IT'S DEVELOPMENT OF A MAJOR CORE PRODUCT LIKE THE METROPOLITAN TRANSPORTATION PLAN, WHICH PETER TOOK YOU ON THAT JOURNEY FOR THE LAST TWO YEARS, I BELIEVE YOU WERE ALL

[01:30:04]

HEAVILY INVOLVED IN ADOPTED THAT BACK IN DECEMBER.

EVERYTHING THAT PETER WAS DOING ON THE BACK END, THAT'S ALL IN THERE.

AND THOSE WORK, THOSE ACTIVITIES THAT I MENTIONED.

SAME THING WITH THIS MEETING HERE THAT WE'RE HAVING TODAY.

ALL STAFF SUPPORT FOR THE BOARD IS IN THERE.

THE RENT FOR THIS BUILDING, FOR EXAMPLE.

I MEAN, SO IT'S IT'S REALLY THESE ARE JUST SOME EXAMPLES OF HOW ALL ENCOMPASSING THAT THE UPWP IS MEANT TO BE.

SO WHAT DO YOU UPWP IS NOT IT IS NOT A LIST OF PROJECTS, SO IT'S NOT AS EXCITING MAYBE HAS THE MTP AND THE PRIORITIES LIST AND THE TRANSPORTATION IMPROVEMENT PROGRAM.

ACTUAL PLANS, YOU'RE GOING TO SEE THEM GO THROUGH THOSE WORK PRODUCTS THAT YOU USED TO AT THE TOP THERE IN THOSE BLUE BOXES.

THAT'S WE'RE GONNA SEE PROJECTS LIKE BIKES , SIDEWALKS, ETC.

PHYSICAL BUILDABLE PROJECTS ARE GOING TO BE ON THOSE TOP THREE.

BUT UPWP IS MORE PLANNING STRICTLY A PLANNING DOCUMENT.

SO THE REASON I BRING IT UP IS WE'RE DOING THE CALL FOR PLANS OF STUDIES RIGHT NOW, BUT IN FOR A LOT OF OUR CORE PRODUCTS.

WE DO CALL FOR THIS, CALL FOR THAT.

MOST THE TIME IT'S CALL FOR PROJECTS.

SO I THINK SOME PEOPLE GET CONFUSED AND THEY START SUBMITTING SIDEWALK PROJECTS TO US AND STUFF LIKE THAT FOR UPWP.

BUT THIS IS MORE OF A HAS A PLANNING EMPHASIS TO IT.

WELL, THAT WAS THE SLIDE I JUST TALKED ABOUT.

SO SKIPPING THAT, WHY DO WE DO THIS? SO WE DO THE PLANS, THE STUDIES, BECAUSE, A, WE HAVE TO.

IT'S PART OF UPWP DEVELOPMENT, BUT ALSO BECAUSE REALLY NONE OF OUR CORE PRODUCTS WE DEVELOP IN A BACK ROOM SOMEWHERE.

THERE'S NO ADVANTAGE TO DOING THAT.

WE WANT TO BE OUT AND AND ENGAGE WITH YOU AS MUCH AS POSSIBLE AND WE'LL BE TRANSPARENT AND GET YOUR FEEDBACK AS WELL.

YOU KNOW, AS A PLANNING AGENCY, THE MPO HAS AN IDEA OF WHAT IT SHOULD BE LOOKING AT AND WHAT'S IMPORTANT. BUT THERE IS, OF COURSE, AREAS WE'RE PROBABLY MISSING OR SOMETHING, YOU KNOW, THAT WE SHOULD BE CONSIDERING.

AND WE'RE NOT CURRENTLY DOING THAT RIGHT NOW.

SO WE DO TRY TO INCORPORATE A LOT OF YOUR IDEAS INTO OUR UPWP AS MUCH AS POSSIBLE GIVEN THE FUNDING AVAILABILITY.

THE GOOD NEWS THIS YEAR IS THANKS TO YOU ALL, YOU ALL AUTHORIZE THE CREATION OF PLANNING TECHNICAL ASSISTANCE PROGRAM, P TAP, WHICH PAUL JUST SPOKE TO YOU ABOUT.

SO THAT'S GOING TO HELP US THIS TIME.

IF WE HAVE REALLY GOOD IDEAS FOR STUDIES AND STUFF LIKE WE'VE HAD IN THE PAST THAT HAVE THAT HAVE COME IN. NOW WE HAVE A METHOD OF BEING ABLE TO FUND THOSE.

SO THAT'S KIND OF A BRIGHT SPOT THIS YEAR.

THE LAST THING ON THIS SLIDE THAT I'LL HIT ON IS THE LAST BULLET THERE JUST TO JUST TO CLEAR IT UP. SO THE UPWP STRICTLY DEALS WITH THE MPOS FEDERAL AND STATE PLANNING DOLLARS.

WE DON'T HAVE ANYTHING SURTAX RELATED IN THE DOCUMENT.

SO THAT'S THAT'LL BE KERRIE AND ANDREW.

GO AND BUG THEM ABOUT THAT.

SO THIS IS THE TIMELINE WE'VE GOT TO WORK WITH.

THIS IS PULLED RIGHT OUT OF THE FDOT HANDBOOK.

SO WE'RE KIND OF BOUND TO THIS.

AND IF YOU COMPARE WITH OUR MEETING SCHEDULE IT'S GOING TO BE PRETTY TIGHT.

I MEAN, I KNOW FINAL ADOPTION OF THE UPWP, IT'LL COME TO THE MPO BOARD HERE MAY 14TH FOR APPROVAL AND THEN YOU CAN SEE IT'S DUE THE FOLLOWING DAY.

SO IT'S GONNA BE PRETTY TIGHT.

BUT, YOU KNOW, IT'S THE SAME SCHEDULE EVERY EVERY COUPLE OF YEARS WE'VE DEALT WITH IT BEFORE. WE'LL WE'LL MAKE IT HAPPEN.

SO AND THEN AS EVERYTHING GOES SMOOTHLY, LIKE I SAID, JULY 1ST IS WHEN THIS WILL GO INTO EFFECT. SO THAT'S ABOUT ALL I HAVE TODAY, BECAUSE WE DON'T HAVE THE DOCUMENTS.

WE'RE GOING TO HAVE THAT NEXT NEXT MONTH FOR YOU.

MIKE AND I ARE SCRAMBLING RIGHT NOW TO PUT IT TOGETHER.

SO BUT WE WANTED TO COME TO YOU.

YOU'RE KIND OF THE LAST STOP ON THE CIRCUIT THAT WE'VE WE'VE DONE.

WE'RE WRAPPING UP THE CALL FOR PLANS AND STUDIES.

SO IF THERE'S SOMETHING YOU WANT TO SHARE, WE'RE HAPPY TO TAKE IT DOWN .

WE HAVE PRESENTED, LIKE I SAID, TO OUR TO OUR TECHNICAL ADVISORY COMMITTEE.

SO IF YOU IF YOU PREFER THAT, YOU KNOW, TO HAVE THOSE FOLKS PASS THOSE IDEAS ALONG, WE HAVE MET WITH THEM ALREADY.

BUT IF THERE'S SOMETHING HERE ON THAT FROM THE BOARD THAT YOU'D LIKE TO SHARE, HAPPY TO HEAR THAT. SO THANK YOU.

GREAT JOB, AS ALWAYS.

AND BOARD MEMBER LAZAROW, YOU'RE RECOGNIZED.

THANK YOU. I'D LIKE TO SHARE.

SO I WENT OVER THIS ITEM WITH MY DEVELOPMENT SERVICES DIRECTOR, DIRECTOR [INAUDIBLE], AND SHE SAID IT MUCH MORE ELOQUENT.

SO I'M GOING TO READ IT FROM HER EMAIL.

BUT SHE SAID THE IDEAS FOR THE STUDIES AND PROJECTS COULD INCLUDE FIRST AND LAST MILE MULTI-MODAL TRANSPORTATION OPTIONS TO SUPPLEMENT EXISTING COMMUNITY SHUTTLE SERVICES.

AND WOULD NEVER KNOW HOW TO SAY ALL THAT.

NOT NEVER, BUT IT'S DIFFICULT FOR ME.

AND ALSO THE ELECTRIC VEHICLES, FLEET TECHNOLOGIES AND RELATED INFRASTRUCTURE NEEDS FOR MASS TRANSIT AND PUBLIC AND PRIVATE TRANSPORTATION VEHICLES.

SO HALLANDALE BEACH JUST RECEIVED A $5 MILLION STATE GRANT FOR OUR ELECTRIC MINI BUSES.

[01:35:03]

WE HAD A 2.5 GRANT WITH THAT TO A 50 PERCENT MATCH BECAUSE OUR GRANT WRITER IS PHENOMENAL.

SHE IS REALLY AMAZING.

AND NO, YOU GUYS CAN'T HAVE HER BECAUSE HER ROI IS REALLY GREAT.

SO WE'RE REALLY PROUD OF THAT.

WE'RE REALLY HAPPY OF THAT.

ABOUT THAT, WE REALLY THINK THAT THAT'S GOING TO BE A GREAT THING FOR OUR CITY.

SO WELL ACTUALLY YEAH, WE HAVE EVERY YEAR THAT WE DO THE UPWP, WE HAVE PLANNING EMPHASIS AREAS THAT COME FROM THE STATE.

AND ONE OF THEM HAPPENS TO BE THIS YEAR.

AUTOMATED, CONNECTED, ELECTRIC SHARED USE VEHICLES, ACESU VEHICLES.

SO THAT'S GOING TO FIT INTO AND WE'RE WE'RE GONNA HAVE TO FOLLOW THAT.

AND SO ALL OF OUR OUR WORK AND OUR TASKS COMING UP ARE GONNA NEED TO ADDRESS THAT IN SOME WAY. SO WE'RE DEFINITELY GONNA BE LOOKING AT THAT.

BUT THANK YOU FOR YOUR FEEDBACK.

THANK YOU FOR THAT. JUST SO YOU'RE AWARE, GOVERNOR DESANTIS CREATED THAT PROGRAM AND IT WAS USING THE VOLKSWAGEN EMISSIONS SETTLEMENT MONEY IS WHAT SETUP FOR THAT.

AND YOU CAN ACTUALLY APPLY FOR THAT, EVEN FOR THE SCHOOL DISTRICT TO GET THAT GRANT MONEY. AND SO IT'S, YOU KNOW, HAVING THE 50 PERCENT MATCH GOES A LONG WAY.

AND SO I CONGRATULATE YOUR COMMUNITY ON BEING ABLE TO GET THAT.

AND WHAT WAS THE LAST NAME OF YOUR GRANT WRITER? OH, NO. OK, I'M JUST CHECKING.

WE HAVE IT WRITTEN DOWN.

OK. I DON'T SEE ANY OTHER FURTHER QUESTIONS.

SO THANK YOU, MR. EMA. THANK YOU FOR YOUR TIME.

OH, THE BUTTONS. CAN YOU TURN ON FORMER CHAIR BLATTNER'S MICROPHONE MANUALLY? BECAUSE. OK, IT'S ON .

YOU'RE RECOGNIZED. THANK YOU. I REMEMBER GOING THROUGH THIS WITH MICHAEL A COUPLE OF YEARS AGO AND BEING OVERWHELMED BY.

I THINK IT'S PAGES.

IT'S WHEN YOU WHEN YOU COME BACK TO US, CAN YOU SHOW US SOMETHING THAT DEMONSTRATES WHAT THIS LOOKS LIKE, WHETHER WHETHER IT'S BY A PROJECTOR OR WHATEVER, SO WE CAN SEE THE COMPLEXITY OF IT.

IT WILL HELP , AT LEAST IT WILL HELP ME, EVEN THOUGH I WENT THROUGH THIS A COUPLE OF YEARS. WE'LL HAVE THE FULL DRAFT AVAILABLE.

140 PAGES . RIGHT NOW WE'RE AT 85.

WE'RE TRYING TO GET THAT LOWER.

JUST JUST TO ADD TO IT, IT IS ONE OF THE THINGS THAT WE'RE AS CARL HAD MENTIONED EARLIER ON IS IS STREAMLINING THE DOCUMENT.

THERE'S STILL GOING TO BE A LOT OF INFORMATION IN IT BECAUSE THERE'S A LOT THAT THE MPO DOES. SO BUT THERE ARE GOING TO BE AREAS WHERE WE'LL CALL OUT WHERE TO FOCUS ON, BECAUSE A LOT OF THERE'S A LOT OF THOSE PAGES ARE APPENDICES, WHEREAS IF YOU WANT MORE INFORMATION, YOU CAN GO TO THE APPENDICES.

BUT THERE'S GOING TO BE PROBABLY MAYBE 20 PAGES JUST TO REALLY HONE IN ON.

AND THOSE ARE GOING TO BE PROBABLY THE MOST IMPORTANT PAGES TO LOOK AT.

AND WE CAN CALL THEM OUT WHEN WE MAKE THE PRESENTATION IN NEXT MONTH.

AND I DO WANT TO SHARE THIS WITH EVERYBODY HERE, TOO, TO MIKE AND I HAVE BEEN AROUND LONG ENOUGH THAT SOMETIMES THE DEPARTMENT OF THE FLORIDA DEPARTMENT OF TRANSPORTATION SAYS PUT AS MUCH AS YOU POSSIBLY CAN INTO THIS AND THEN IT GETS 180, 190 , 240 PAGES.

AND THEN THEY GO, HEY, YOU KNOW, WE NEED TO STREAMLINE THIS.

SO WE'RE ON THIS SIDE OF THE PENDULUM.

AND I'VE BEEN WARNING CARL, BECAUSE MIKE AND I WILL BE GONE, YOU KNOW, RETIRED, AND IT'S GONNA BE IT'S GOING TO SWING BACK.

SO SAVE THE DOCUMENTS SO THAT YOU KNOW WHAT THEY LOOK LIKE.

WE'VE KEPT EVERYTHING THAT WE USED TO HAVE.

SO WE ANTICIPATED THAT.

ALL RIGHT .

ALL RIGHT. THANK YOU. OKAY.

THAT THE REST ARE ALL ADMINISTRATIVE ITEMS. SO THE TIME IS 11:10 AND WE ARE ADJOURNED.
