THERE'S A COUPLE OF MAJOR UPDATES HAPPENING WITH THE PROGRAM , SO I'LL GET INTO THAT A

SO FIRST OFF, CYCLE THREE, WE WERE ABLE TO FUND 15 PROJECTS FROM 13 DIFFERENT AGENCIES AND THAT TOTALED TO $ 31.9 MILLION IN FUNDS.THAT 31.9 IS A COMBINATION OF OUR SU DOLLARS, WHICH IS OUR FEDERAL DOLLARS, THE TAP DOLLARS, WHICH IS FROM THE OLD TAP PROGRAM AND ALSO A LITTLE BIT OF LOCAL DOLLARS THAT WERE CONTRIBUTED TO THE INDIVIDUAL PROJECTS.
SO I HAVE SOME CLOSING INFORMATION HERE .
SO IF YOU WERE AWARDED A PROJECT, YOU PROBABLY WOULD'VE RECEIVED A LETTER STATING THAT YOU WERE AWARDED FUNDING FOR THE PROJECT.
I WENT TO THE MPO BOARD MEMBERS, CITY MANAGER, AND I THINK WHOEVER WAS DESIGNATED FROM THE AGENCY TO MANAGE THE PROJECTS.

SO CYCLE FOUR CLOSED, NOVEMBER 13TH, 2019, JUST COUPLE OF MONTHS AGO .
WE RECEIVED SIXTEEN APPLICATIONS FROM 13 DIFFERENT AGENCIES.
AND SINCE THE CLOSE DATE, THE MPO HAS BEEN EVALUATING AND PRIORITIZING THE DIFFERENT PROJECTS THAT WERE SUBMITTED THROUGH THE APPLICATION.
DURING THAT PROCESS WE FOUND THAT FIVE OF THE APPLICATIONS THAT WERE SUBMITTED WERE FOUND TO BE INCOMPLETE, SO THEY WON'T BE REPRESENTED IN T HE FINAL RANKING TABLE THAT YOU'RE ABOUT TO SEE. SO WITH THAT, HERE IS THE OBJECTIVE RANKING.
SO IF YOU REMEMBER, IF YOU WERE HERE LAST YEAR OR THE PRIOR YEARS BEFORE THAT, THE OBJECTIVE RANKING IS THE OUTPUT OF THE OBJECTIVE RANKING TOOL THAT WE HAVE.
ESSENTIALLY, WE GEOCODE THE DIFFERENT PROJECTS.
WE HAVE DIFFERENT DATA SETS THAT THEY'RE EVALUATED AGAINST AND THEN THEY'RE ALL EVENTUALLY RANKED AGAINST EACH OTHER.
SO YOU CAN SEE THE PRIORITIZATION OF THAT ON THE LEFT HAND SIDE.
AND THEN THE POINT VALUES ASSIGNED TO EACH PROJECT ON THE RIGHT HAND SIDE.
IT THEN GOES THROUGH A SECOND RANKING, WHICH IS THE ROUND RANK.
THIS IS WHERE WE DO AN EQUITABLE DISTRIBUTION OF PROJECTS THROUGHOUT THE COUNTY TO MAKE SURE THAT NO ONE AGENCY IS GETTING MULTIPLE PROJECTS WHILE OTHER AGENCIES GET ZERO PROJECTS. THAT DIDN'T REALLY TAKE INTO EFFECT THIS CYCLE.
THE ONLY AGENCY THAT HAD MULTIPLE PROJECTS IN THE RANKING WAS MIRAMAR, AND COINCIDENTALLY ONE OF THEIR PROJECTS WAS RANKED AT THE BOTTOM , SO NO PROJECTS WERE SWITCHED AROUND FOR THE ROUND RANKING. THE LAST RANKING IS THE POLICY RANK.
THIS IS WHERE WE LET AGENCIES PRIORITIZE THEIR OWN PROJECTS AT A LOCAL LEVEL.
THAT WAY, IF THEY HAVE THEIR OWN LOCAL PRIORITIES, THEY CAN SWAP OUT PROJECTS FOR THEIR OWN. SO HERE AGAIN, MIRAMAR WAS THE ONLY ONE THAT HAD A POLICY ESTABLISHED IN THEIR RESOLUTION THAT ALLOWED THEM TO SWAP OUT THEIR SOUTHWEST 84TH PROJECT FOR THEIR PRIORITY, WHICH IS THE HONEY HILL ROAD PROJECT.
AND WITH THAT, THAT'S THE FINAL RANKING.
SO HERE IS A FINAL LIST OF PROJECTS.
YOU CAN SEE THE BRIEF DESCRIPTION OF THE INDIVIDUAL PROJECTS AND THE COSTS ASSOCIATED WITH THEM. THE TOTAL COST IS ABOUT $26.6 MILLION REQUESTED.
SO LAST THING I WANNA TALK ABOUT IS CSLIP MOVING FORWARD.
THERE'S A COUPLE OF THINGS I WANT TO TALK ABOUT.
ONE OF THE BIGGEST CHANGES IS WITH CSLIP IS WITH THE NEW MTP.
THERE'S BEEN A NEW ESTABLISHMENT OF FUNDS FOR OUR DIFFERENT PROGRAMS. CSLIP WAS ESSENTIALLY RECEIVING ALMOST ALL OF OUR SU DOLLARS.
AND NOW WITH THE ESTABLISHMENT OF ALL THESE DIFFERENT PROGRAMS, SOME OF WHICH EXISTED BEFORE, JUST DIDN'T HAVE A LOT OF MONEY ASSIGNED TO IT AND OTHERS ARE BRAND NEW.
CSLIP HERE HAS BEEN BROUGHT TO ABOUT 20 PERCENT OF THE SU DOLLARS, SO IT'S GOING FROM ESSENTIALLY AROUND A HUNDRED PERCENT OF THE SU DOWN TO ABOUT 20 PERCENT.
THAT BEING SAID, THE OVERALL POT OF FUNDS ARE STILL THERE.
IT'S JUST BEING ESSENTIALLY SPLIT UP BETWEEN THESE DIFFERENT PROGRAMS. SO THERE'S A COUPLE MORE ITEMS HERE.
SO PENDING THE BOARD APPROVAL, APPLICATIONS WILL BE VETTED BY THE MPO AND DOT STAFF.
PART OF THAT VETTING PROCESS CONTAINS SITE VISITS , SO WE'LL BE GOING OUT SOMETIME IN THE SPRING OR SUMMER, MOST LIKELY PROBABLY TOWARDS MORE OF THE SPRING TO GO OUT AND VISIT THE PROJECTS , TAKE A LOOK AT THEM.
WE ENCOURAGE OUR APPLICANTS TO GO OUT WITH US SO THAT WE CAN TALK ABOUT THE PROJECT WHILE WE'RE OUT THERE. AND THEN AFTER THAT, WE'LL BE DOING SOME ONE ON ONE DISCUSSIONS FOLLOWING THAT. THE NEXT IS THE, I'M SORRY, THE NEXT CYCLE OF CSLIP, CYCLE FIVE, IS

SO THE WHAT THAT MEANS IS THAT ALL FUTURE C SLIP PROJECTS WILL HAVE TO GO THROUGH THE LAP PROCESS. WITH THAT BEING SAID, WE UNDERSTAND THAT LAP, ESPECIALLY FOR OUR SMALLER AGENCIES, CAN BE KIND OF A TEDIOUS OR EVEN A VERY, ALMOST IMPOSSIBLE TASK.
SO WE ARE WORKING WITH THE DEPARTMENT RIGHT NOW TO WORK OUT AN ALTERNATIVE DELIVERY MECHANISM. DON'T HAVE A LOT OF INFORMATION RIGHT NOW, BUT WE JUST WANT TO LET YOU ALL KNOW THAT THAT IS IN THE WORKS.

AND ONCE A PROJECTS ARE PROGRAM READY AND FDOT PROGRAMS IT, AS LONG AS IT'S ON ONE OF OUR PRIORITY LISTS, IT GETS PROGRAMMED IN THE FIFTH YEAR, AND THEN IT GOES THROUGH A DESIGN,

THEN ONCE THE PROJECT IS AWARDED THEN ABOUT FIVE MONTHS LATER, THEN IT GOES THROUGH CONSTRUCTION. THEN IF [INAUDIBLE] CONSTRUCTION AND DEPENDING UPON THE COMPLEXITY OF THE PROJECT AND THE TYPE OF WORK [INAUDIBLE] SOME PROJECTS ARE 200 DAYS, SOME PROJECTS LAST TWO YEARS, IT JUST REALLY DEPENDS.
AND ONCE THE PROJECT IS COMPLETED, THERE'S ALWAYS AN OPPORTUNITY FOR A RIBBON CUTTING DEPENDING UPON THE LOCAL MUNICIPALITY'S RESOURCES THAT ARE AVAILABLE.
AND THEN SOMETIMES YOU CAN HELP WITH THE COORDINATION OF THOSE.
SO AS OF MAY OF 2019, THERE HAS BEEN NINE PROJECTS THAT HAVE BEEN COMPLETED IN CONSTRUCTIO N.
ONE OF THOSE PROJECTS THAT I'D LIKE TO HIGHLIGHT IS THE HOLLYWOOD BOULEVARD COMPLETE STREETS PROJECT, WHICH IS THE PROJECT THAT WON A AWARD AT THE SAFE STREET SUMMIT THIS YEAR. LIKE A LOT OF THESE PROJECTS HAVE HAVE DIFFERENT SEGMENTS.
SO AS YOU CAN SEE ON THE TABLE, THERE'S SOME PROJECTS THAT ARE ADJACENT TO EACH OTHER THAT HAVE THE SAME COLOR AND THERE'S OTHER PROJECTS THAT ARE THAT HAVE DIFFERENT COLORS THAT ARE RIGHT BEHIND OR ABOVE OR BELOW THEM.
SO WHAT THAT SHOWS IS ALL THE PROJECTS THAT ARE GROUPED TOGETHER HAVE THE SAME COLOR AND T HOSE ARE ALL JUST DIFFERENT SEGMENTS IN THE SAME PROJECT.

CURRENTLY WE HAVE 11 PROJECTS.
NINE OF THOSE PROJECTS CAME FROM OUR TRANSIT CORRIDOR STUDIES THAT THAT FDOT LED.
ONE PROJECT THAT I WANT TO TALK ABOUT REALLY BRIEFLY IS, FOR INSTANCE, LIKE THE UNIVERSITY DRIVE PROJECT THAT'S AT THE BOTTOM.
AS YOU CAN SEE, THE PRODUCTION DATE IS WHEN THE DESIGN IS SUPPOSED COMPLETED.
AND IN THE LETTING DATE IS SHOWN , BUT ALL THOSE DATES CAN BE MOVED DEPENDING UPON THE OBSTACLES THAT COME DURING THE DESIGN ONCE IT STARTS.
SO CURRENTLY WE HAVE S 17 PROJECTS THAT ARE IN DESIGN.
ALL THE PROJECTS SHOULD BE COMPLETED BY THE END OF FISCAL YEAR OR WILL BE COMPLETED IN 2022. ONE PROJECT THAT'S PRETTY INTERESTING ON THERE IS THE STATE ROAD 7/COPANS ROAD PROJECT THAT EXTENDS FROM STATE ROAD 7 TO LYONS ROAD.
THAT'S GONNA BE THE FIRST PROJECT THAT WE'RE TRYING TO DO THE IMPLEMENTATION WITH F DOT TO TRY TO GET A GRADE SEPARATED BIKE LANE, AND THAT GRADE SEPARATED BIKE LANE WE'RE USING OUR COMPLETE STREET GUIDELINES THAT WAS ADOPTED LAST YEAR.
SO HOPEFULLY THAT INNOVATION THAT COMES FROM THAT PROJECT, WE CAN TRY TO PUSH THAT FOR OUR FUTURE PROJECTS. LUCKILY ON THE PROJECT, WE HAD THE RIGHT OF WAY AVAILABLE, BUT HOPEFULLY WE CAN USE THAT PROJECT AS A TEMPLATE FOR TRYING TO PUSH THOSE MORE INNOVATIVE IDEAS THROUGH FDOT.
CURRENTLY, WE HAVE WE HAVE 13 PROJECTS IN CONSTRUCTION.
THE REASON WHY THERE'S TWO SLIDES OF THESE PROJECTS IS A LOT OF THESE PROJECTS HAVE A LOT OF DIFFERENT SEGMENTS .
THE CONSTRUCTION START DATE IS SHOWN IN THE TABLE , AND THE CONTRACT DAYS W AS THE FDOT ESTIMATE FOR HOW LONG THE CONSTRUCTION WILL TAKE.
BUT THOSE CONTRACT DATES DON'T TAKE INTO ACCOUNT HOLIDAYS , WEATHER DAYS, IT DOESN'T TAKE INTO ACCOUNT ANY TYPES OF UTILITIES THAT MAY HAVE TO BE RELOCATED IF THEY WEREN'T IDENTIFIED BEFORE.
THE PROSPECT ROAD , THAT'S NEAR THE BOTTOM HALF OF THIS TABLE , IS HOPEFULLY GOING TO BE A SPECIAL COMPLETE STREETS PROJECT BECAUSE FOR MOST OF THAT CORRIDOR WE'RE GONNA HAVE A GREEN BUFFER BIKE LANES THROUGHOUT.
AND THAT PROJECT IS SUPPOSED TO START SOMETIME IN APRIL.

I'LL JUST SAY THAT ONE OF THE THINGS THAT WE'RE WORKING ON I N MY TEAM, MOBILITY PLANNING IN THE COUNTY, IS ONCE WE RECEIVE THE DATA SETS FROM THE MPO ON THE MUNICIPAL PROJECTS, WHICH SHOULD HAPPEN IN THE NEXT WEEK, WE CAN THEN OVERLAY THAT WITH OUR DATA OF THE COUNTY PROJECTS. BECAUSE EVEN WITHIN THE COUNTY RIGHT NOW, I DON'T EVEN KNOW WHAT THE OVERLAP IS. I COULDN'T TELL YOU, BUT WE WILL KNOW VERY SOON.
AND ONCE WE GET THAT DATA, THAT'S SOMETHING THAT OUR GIS ANALYZERS ARE LOOKING AT , SO WE CAN START TO IDENTIFY THOSE OVERLAPS AND TRY TO CREATE SOMETHING MOVING FORWARD.
SO JUST KNOW IT'S SOMETHING WE ARE LOOKING AT ON THE COUNTY SIDE AS WELL.
BUT OTHER THAN THAT, I JUST WANT TO SAY THAT MARCH IS BIKE MONTH, SO GET OUT AND TRY TO SEE WHAT EVENTS THERE ARE. I KNOW THE BROWARD COUNTY PARKS PUTS ON A LOT OF EVENTS FOR BIKE MONTH. THERE'S GOING TO BE AN OFFICIAL BROWARD COUNTY PROCLAMATION AT THE MARCH 10TH BOARD OF COUNTY COMMISSIONERS MEETING AT 10:00 A.M.
