IN ORDER TO RAISE YOUR HAND OR FOR ANY OTHER TOOLS OR INFORMATION THAT YOU NEED VIA ZOOM ON THE BOTTOM OF YOUR SCREEN IS A BLACK TOOLBAR AND A LINK THAT SAYS PARTICIPANTS.
IF YOU CLICK THAT A COLUMN OF ALL THE PARTICIPANTS FOR OUR PANELISTS, WHICH ARE ALL OF OUR COMMITTEE MEMBERS WILL SHOW UP ON THAT LIST.
AT THE BOTTOM OF THAT COLUMN IS THE RAISE HAND FEATURE OR BUTTON, AND AT THAT POINT YOU'LL BE ABLE TO RAISE YOUR HAND FOR DIFFERENT ITEMS THAT WE HAVE.

AND WE DO ASK THAT YOU ANNOUNCE YOUR NAME FOR EACH OF THE MOTIONS OR THE CHAIR WILL MAKE SURE TO MAKE THE ANNOUNCEMENT OF MOTIONS AND WHO HE'S CALLING UPON.
SOUND GOOD MIKE? I THINK IT SOUNDS GOOD.
I WANT TO JUST WELCOME YOU ALL.

I STILL CAN'T HEAR YOU, BUT I COULD SEE YOUR FACE AND SEE YOUR SMILE.
TAMMY, WAS THAT A YES? I DO SEE HER ON. SHE MIGHT BE WORKING ON SOME TECHNICAL DIFFICULTIES, WHICH HAPPENS.
[00:05:07]
SO I'M GOING TO GO TO THE NEXT.YES, HERE. WOW, I'M SORRY I BUTCHERED THAT.
THAT'S QUITE ALL RIGHT. IT'S A MOUTHFUL.
YOU KNOW, YOU MIGHT WANT TO TELL PEOPLE TO INCREASE THEIR VOLUME OR SOMETHING.
MAYBE THAT'S WHAT THE PROBLEM IS.
MICHAEL, I KNOW, I BELIEVE YOU'RE ON BUT WE'RE NOT HEARING YOU.
YOU MAY TRY CALLING IN ALSO AND THAT SAME WITH TAMMY IF YOU WANT TO TRY CALLING IN.
I DON'T HAVE HIM ON YET. HE'S NOT ON MY OTHER LIST EITHER.
HERE. DID I SAY THAT LAST NAME RIGHT.
CAN YOU HEAR ME? YES, YOU DID IT'S GLOVER.
THANK YOU. WELL LIKE IT'S WITH A K BUT NOT A K.
THANKS. I KNOW I'M GOING TO [INAUDIBLE] MOHAMMED, I KNOW I'M GONNA DO YOUR NAME WRONG.
I THINK I HAVE IT SPELLED WRONG HERE.
I DO, HUH? NO WONDER IT WAS CONFUSING.
I'M LOOKING AND I'M LIKE, THAT'S NOT THE WAY THAT'S SPELLED.
SURE ENOUGH, MY PAPER WAS WRONG.
OKAY SHE'S NOT ON YET. IGOR COLMENARES.
KARL THOMPSON, I SEE YOU ON BUT ARE YOU ABLE TO HEAR US.
IF ANYTHING, DO TRY CALLING IN USING YOUR PHONE AND THE IDENTIFICATION THROUGH THE EMAIL THAT I SENT. THAT'S HOW YOU CAN GET THE PHONE LINE AND I WILL SHOW IT AGAIN, JUST TO BE SURE. AT THE END OF THIS.
TODD LARSON. [INAUDIBLE] NOPE. STEPHEN DAVID.
[00:10:08]
SHE'S NOT ON YET.BARNEY MCCOY. HE'S NOT ON YET. DAWN TEETSEL. HERE.

THANK YOU, KARL THOMPSON. ANDREW SEBO.
HELLO. HI. YOUR NAME? NATACHA YACINTHE. THANK YOU.
AWW. NATACHA. IT'S A BUNCH OF VOICES.
SO I DON'T KNOW WHO IT IS UNTIL YOU SAY YOUR NAME.
THEN YOU CAN STAR SIX TO MUTE YOUR MIKE, BACK OFF.
THANK YOU. ANDREW SEBO, I SEE YOU ON.
IF ANYTHING, ANDREW, YOU CAN CALL IN AND CHRISTINA MISKIS.
AND THAT IS A ROLL CALL. DID WE MISS ANYBODY? I JUST ADDED LISA WIGHT OK. OK.
LISA WIGHT AS WELL, REBECCA, I JUST STARED AT HER AS A PANELIST.
ALL RIGHT, LISA, ARE YOU ABLE TO USE YOUR MIKE? YES, I AM. WONDERFUL.
VERY GOOD. AND THE ONLY ONE I DIDN'T HEAR FROM WAS MICHAEL RIGHETTI.
I'VE JUST ADDED ENELISE INTO THE SYSTEM.
ALL RIGHT. ALL RIGHT, THANK YOU, GUYS.
YEP. SO JUST JUST A REMINDER, SO WHEN WE DO SEND OUT FOR THE NEXT MEETING.
JUST BE SURE YOU LOOK THROUGH THE ATTENDANCE RECORD TO MAKE SURE WE'RE ACCURATE WITH IT.
IT'S VERY IMPORTANT. THANK YOU.
YEAH I DON'T KNOW IF PAUL HAS BEEN ABLE TO GET VOICE YET, BUT THE NEXT ITEM ON THE AGENDA
[3. Approval of Minutes - February 26, 2020]
IS APPROVAL OF THE MINUTES. SO IF I CAN GET A MOTION TO APPROVE THE MINUTES.AGAIN, IF YOU PULL UP THE COMMENTS OR THE COLUMN OF THE PARTICIPANTS, YOU WILL SEE A RAISE HAND BUTTON AT THE BOTTOM OF THAT COLUMN AND THE FIRST PERSON TO RAISE THEIR HAND WILL.
I SAW MICHAEL HAD RAISED HIS HAND.
MICHAEL RIGHETTI. AND ANDREW SEBO.
WELL, WE HAVE NEW ONES NOW. NOW THERE'S DIFFERENT ONES.
AND THEN I GUESS, RICHARD, THAT'S WHAT'S SHOWING ON MINE.
YEP. ANY COMMENTS? I DON'T SEE ANY COMMENTS.
SO THEN WE'RE GONNA DO A ROLL CALL FOR THIS TOO TO VOTE.
THAT'S RIGHT. I DIDN'T HAVE THIS ONE FOR YOU.
I'M SORRY, PAUL, CARPENTER THAT YOU'RE UNABLE TO GET A MIKE TO WORK.
[00:15:02]
IF YOU WANT, YOU COULD TRY CALLING IN AND SEE IF THAT ENDS UP WORKING FOR YOU.IN THE MEANTIME, WE ARE GOING TO VERY.
[INAUDIBLE] I'M NOT SURE WHO THAT WAS.
MIKE, DO YOU WANT TO DO THE UNANIMOUS ASK ABOUT DOING UNANIMOUS CONSENT? YEAH. THERE'S A WAY THAT WE COULD DO IT.
AND IT'S WE CAN SEE HOW THIS WORKS OR NOT.
WE CAN DO IT BY UNANIMOUS CONSENT.
BUT IF THERE'S SOMEBODY WHO DOES OBJECT TO IT, THEN WE'LL HAVE TO DO A ROLL CALL.
SO IF YOU DO OBJECT, PLEASE RAISE YOUR HAND.
I DO NOT SEE ANY HANDS RAISED.
JUST ANOTHER REMINDER, IF YOU'RE NOT SURE HOW TO RAISE YOUR HANDS, YOU CLICK ON AT THE BOTTOM, IT SAYS PARTICIPANTS, AND THEN THEY'LL COME UP WITH A FULL LIST.
AND THEN AT THE BOTTOM RIGHT CORNER IT SAYS, RAISE HAND AND THAT WOULD BE YOUR OWN HAND.
I DO NOT SEE ANY SO WE CAN MOVE ON TO APPROVAL OF THE AGENDA.
[4. Approval of Agenda]
PETE SCHWARZ MOTION TO APPROVE.OK. PETE AND I SEE NATALIE'S HAND.
YEAH. PETE AND NATALIE DO IT THE SAME AS CONSENT.
CLEAR THE HANDS THAT ALREADY WERE DONE.
ANYBODY HAS AN ISSUE WITH MOVING FORWARD WITH THE AGENDA AS PROPOSED RAISE YOUR HAND.
GOOD. MOVING ON. PUBLIC COMMENT.
[5. Public Comments]
ALL RIGHT. IF WE HAVE ANY.OK. IF WE HAVE ANY PUBLIC COMMENT, THOSE THAT ARE CALLING IN OR LISTENING IN.
AGAIN, YOU CAN RAISE YOUR HAND IF YOU'RE ON THE PHONE BY STAR 9 OR IF YOU ARE ON THE WEBSITE VERSION, YOU WILL BE ABLE TO SEE RAISE HAND AT THE BOTTOM OF THE PARTICIPANTS COLUMN. AGAIN, IN ORDER TO FIND THAT PARTICIPANTS COLUMN YOU'LL HAVE TO SELECT THE PARTICIPANTS PICTURE ON THE TOOLBAR AT THE BOTTOM OF THE SCREEN.
THE COLUMN WILL SHOW UP ON YOUR RIGHT HAND SIDE AND YOU CAN RAISE YOUR HAND.
YEAH, I'M NOT SEEING ANYTHING, KAREN.
OK, GREAT, WE'LL MOVE ON TO ACTION ITEMS.
[1. MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the Federal Fiscal Year (FFY) 2020 - 2024 Transportation Improvement Program (TIP): "FM# 435808-1 SR-9/I-95 from S. of SR-870/Commercial BLVD to N. of Cypress Creek Road"]
THE FIRST ACTION ITEM IS A MOTION TO RECOMMEND BROWARD MPO APPROVAL OF AN AMENDMENT TO THE FISCAL YEAR 20-24 TIP.AND THE AMENDMENT IS IN RELATION TO THE I-95 COMMERCIAL CYPRESS CREEK BOULEVARD PROJECT.
IS THERE SOMEONE TO SPEAK TO THE AMENDMENT.
YES. I WILL BRIEF THE AMENDMENT, THE FLORIDA DEPARTMENT OF TRANSPORTATION IS REQUESTING AN AMENDMENT TO THE CURRENT FEDERAL FISCAL YEAR 2020 AND THE 2024 TIP.
THE AMENDMENT IS ID'ING THE PROJECT.
I HAVE NUMBER 5 3 5 8 0 8 -1 I-95 FROM [INAUDIBLE] OF COMMERCIAL BLVD TO NORTH OF CYPRESS CREEK ROAD TO THE CURRENT TIP.
THIS PROJECTS WAS [INAUDIBLE] INCLUDED IN THE PREVIOUS TIP, WHICH IS FEDERAL FISCAL YEAR 2019 TO 2023 TIP.
IT WAS NOT INCLUDED IN THE CURRENT TIP BECAUSE OF A NON FUNDING TIES TO THE [INAUDIBLE] IN THE FISCAL YEAR. RIGHT NOW ADDITIONAL SURVEY WORK HAS BEEN IDENTIFIED FOR THIS WORK SEGMENT. SO THE PROJECT NEEDS TO BE INCLUDED IN THE CURRENT TIP IN ORDER TO GUIDE INITIAL FURTHER AUTHORIZATION.
THE SURVEY WORK IDENTIFIED [INAUDIBLE] TO THE MOBILITY HARBOR PROJECT.
I5 NUMBER 4 3 5 8 0 8- 5 I-95 MOBILITY HAVE [INAUDIBLE] CYPRESS CREEK ROAD.
SO AMENDMENT AS TWO HUNDRED AND SIXTY EIGHT THOUSAND AND SEVENTY FOUR DOLLARS FOR THE
[00:20:06]
ADDITIONAL SURVEY WORK.SO HAVE ANY QUESTIONS? RAISE YOUR HAND IF YOU GOT QUESTIONS.
[INAUDIBLE]. PLEASE GET SOMEONE TO MAKE A MOTION TO APPROVE THIS CHANGE.
EVERYBODY. LOOK AT THAT. THEY SAW, RICHARD FIRST TO MAKE THE MOTION AND RICHARD HUGHES TO SECOND. GREAT.
SEEING NONE. ARE WE ALSO GOING TO DO THIS AS CONSENT? CORRECT. YES.
ANYBODY. IF ANYBODY HAS A REMAINING ISSUE OR IS NOT IN FAVOR, PLEASE RAISE YOUR HAND.
OTHERWISE, IF YOU APPROVE THIS CHANGE, WE WILL GIVE IT A SECOND AND THEN MOVE FORWARD.
PAUL AND LISA YOU HAVE A CONCERN ABOUT IT.
CAN YOU HEAR ME. NO BUT CAN YOU HEAR ME? I HEAR PAUL. YEAH.
I WAS JUST TRYING TO TEST IT OUT AND PUSHING EVERY BUTTON I CAN.
AND I REDID IT A COUPLE OF TIMES, SO I HAVE NO OBJECTIONS.
LISA, YOU WERE FINE THOUGH. YEAH, I'M FINE.
I'M SORRY. I HIT THE WRONG BUTTON BY MISTAKE. OK.
NEXT ITEM, PAUL, DO YOU WANT TO TAKE OVER?
[2. MOTION TO RECOMMEND BROWARD MPO APPROVE the MPO's Fiscal Year (FY) 2020/21 - FY 2021/22 Unified Planning Work Program (UPWP)/Business Plan and Budget for Submittal to Funding Agencies for Approval]
WHERE ARE WE? SECOND ITEM.TO RECOMMEND THAT MPO APPROVE THE FISCAL YEAR 21 THROUGH 22 UNIFIED PLANNING WORK PROGRAM BUSINESS PLAN, BUDGET AND SUBMITTAL OF FUNDING OR AGENCIES FOR APPROVAL.
ANYTHING ELSE? THAT'S THE MOTION.
DO WE HAVE ANY COMMENTS OR DO WE WANT TO MAKE A MOTION? NO ANSWER? NO. DID YOU WANT ME TO JUST GIVE A QUICK OVERVIEW OF THIS PAUL? OF COURSE KARL. ARE YOU SURE? OK. THANK YOU FOR REMINDING ME.
NO PROBLEM. FIRST OF ALL, I JUST WANTED TO SAY GOOD TO SEE YOU ALL.
I HOPE YOU AND YOUR FAMILIES ARE SAFE AND HEALTHY.
THIS ITEM YOU'VE SEEN, THIS IS THE THIRD TIME I'M COMING BEFORE YOU WITH THE UNIFIED PLANNING WORK PROGRAM OR UPWP.
THIS IS REALLY JUST THE FINAL.
I KNOW YOU'VE SEEN THIS BEFORE.
A COUPLE MONTHS AGO WHEN YOU APPROVED THE DRAFT.
TODAY, I'M REALLY JUST GOING TO COVER ANY CHANGES THAT OCCURRED.
AND THERE ARE NOT MANY TO THE DOCUMENT.
SO JUST TO START OFF, MPO STAFF INITIATED CHANGES.
IT'S ONLY REALLY ANY NEW INFORMATION YOU RECEIVED.
YOU KNOW, SAY LIKE A REVISED BUDGET ESTIMATE FOR A PROJECT OR SOMETHING LIKE THAT.
WE, OF COURSE, INCORPORATED THAT ALL BACK INTO THE DOCUMENT.
THERE'S A LITTLE CLEANUP AS WELL AND REFORMATTING, BUT THAT'S ABOUT AS FAR AS WE WENT JUST AS STAFF. AND THEN WE PUT THAT VERSION UP ON THE WEBSITE AND IT WENT OUT ALONGSIDE THE AGENDA FOR THIS MEETING.
THE BIGGER THING THAT CAME LAST WEEK AT THE END OF LAST WEEK WAS THE STATE AND FEDERAL COMMENT. SO, AS YOU CAN IMAGINE, CAME AT THE END OF THE WEEK.
SO IT WAS A FUN WEEKEND ADDRESSING THOSE.
SO THE GOOD NEWS, THOUGH, IS THAT DESPITE ALL OF THIS STREAMLINING THAT OCCURRED THIS YEAR, NONE OF THE COMMENTS WERE REALLY MAJOR OR SUBSTANTIVE.
IT WAS ALL KIND OF WHAT WE TYPICALLY GET IN FROM THESE REVIEW AGENCIES.
SO IF YOU LOOK DOWN, IT'S APPENDIX C AND D, WE HAVE ALL THE COMMENTS AND ALL OF OUR RESPONSES. AND MOST OF IT IS JUST ASKING FOR ADDITIONAL DETAILS TO BE ADDED TO CERTAIN TASKS. YOU KNOW, THEY HAD SOME SUGGESTED LANGUAGE THAT WE INCORPORATED.
SO YOU CAN SEE ALL THAT THERE IN THE APPENDICES.
THE ONLY OTHER THING I CAN THINK OF IS WE HAD SOME PLACE HOLDER SECTIONS THAT WE HAD SINCE SWAPPED OUT WITH THE APPROPRIATE DOCUMENTATION THAT BELONGS THERE.
I THINK THAT'S PRETTY MUCH ALL THE CHANGES, EVERYTHING ELSE YOU'VE SEEN BEFORE IN THE PREVIOUS DRAFT. SO WITH THAT, I THINK NEXT STEPS IS JUST GOING TO BE FINAL MPO APPROVAL ON MAY 14TH. WE'RE GONNA DO A VIRTUAL MEETING SIMILAR TO THIS ONE TODAY.
AND THEN THE NEXT DAY IT'S GOING TO BE DUE TO OUR FEDERAL AND STATE FUNDING AGENCIES FOR FINAL REVIEW AND APPROVAL.
AND WITH THAT MR. CHAIR. THAT'S ABOUT IT.
NOT MUCH ELSE TODAY. NOT A REAL FORMAL PRESENTATION BECAUSE IT'S PRETTY MUCH BEEN SEEN
[00:25:03]
BEFORE. BUT I'LL OPEN IT UP, IF ANYONE HAS ANY QUESTIONS OR COMMENTS, OF COURSE.YEAH. IF ANYBODY HAS QUESTIONS OR COMMENTS, PLEASE RAISE YOUR HAND NOW.
AND I RECOGNIZED KARL KENNEDY.
IF YOU CAN HEAR ME, I JUST HAD A COUPLE QUESTIONS.
I WAS LOOKING AT THE BUDGET PAGE TWENTY NINE AND PAGE THIRTY ONE.
AND I DON'T KNOW IF THIS IS TOO LATE TO RAISE THIS, BUT I WAS JUST WONDERING WHY THE FH THE W SURFACE TRANSPORTATION SALARIES IN 2021 WERE ONLY 230,000 AND IN 21 AND 22 THEY WENT TO 1.6 MILLION.
SO I'M JUST GOING THERE RIGHT NOW ON MY SCREEN KARL.
SAME HERE. ARE YOU WANTING TO SHARE YOUR SCREEN.
KARL YOU CAN SHARE YOUR SCREEN OR MIKE EITHER OF YOU CAN SHARE YOUR SCREEN.
OK. I'M GOING TO POP MINE UP HERE.
HERE WE GO. CAN YOU GUYS SEE THAT? NO. OH, THERE IT IS.
OK. SO SORRY, KARL, YOU SAID IT WAS TWENTY NINE.
IT WAS. IT WAS TWO HUNDRED AND THIRTY THOUSAND.
AND FOR 21 22 IT WAS 1.6 MILLION FOR THE FAWA SURFACE TRANSPORTATION SALARIES. SO I THINK YOU'RE TALKING HERE TWO HUNDRED 230.
KARL, ONE OF THE THINGS THAT YOU WANT TO LOOK AT IS KIND OF THE THE OVERALL BOTTOM TOTALS WHERE WE HAVE TOTALS ON EACH OF THOSE.
ONE OF THE THINGS THAT WE HAVE TO DO WITH IT'S A GOOD OBSERVATION.
SO YOU LOOK AT THE OVERALL AMOUNT FOR LIKE SALARY AND FRINGE FOR EACH YEAR.
IT'S ABOUT 2.4 IN THE FIRST YEAR AND THEN 2.5 IN THE SECOND YEAR.
SO IT'S FAIRLY CONSISTENT OF HOW MUCH WE SPEND, BUT IT'S HOW WE DIVIDE UP THE MONEY.
ONE OF THE THINGS THAT WE HAVE TO DO AS PART OF OUR UPWP, I THINK THIS IS A GOOD QUESTION, IS SOME OF THE MONEY HAS TO BE SPENT EARLIER RATHER THAN LATER.
SO WE SPEND THAT MONEY UPFRONT.
SO IN THE CASE OF THE TWENTY THE FIRST FISCAL YEAR, WE SPEND MORE OF OUR SALARY IN FRINGE AND PL BECAUSE WE NEED TO SPEND THAT FIRST.
AND THEN ONCE WE'VE EXHAUSTED DOWN TO A CERTAIN AMOUNT, WE THEN MOVE INTO FHWA FUNDING.
SO THAT'S KIND OF WHAT YOU SEE HERE IS KIND OF SPENDING DOWN THE PL FIRST BECAUSE YOU'LL SEE THERE'S A LITTLE LESS IN PL.
BUT THEN WE WE RAMP IT UP FOR SU THE NEXT FISCAL YEAR.
SO IT GOES DOWN A LITTLE BIT FOR SOME OF THE CATEGORIES SAME WITH FDA AND HOW WE SPEND IT.
AND THE MATCH, SO THAT'S KIND OF HOW IT'S REFLECTED THERE.
OK. YEAH, I HAD A QUESTION ABOUT THE FTA, TOO, ON PAGE 72 AND 73, IT WAS 3.17 FOR THE 20-21 FISCAL YEAR AND IT WAS 1.18 FOR THE 21-22 FISCAL YEAR.
IT'S HOW OUR AUTHORIZATIONS COME IN.
THAT'S WHERE THE COMPLEXITY OF OUR BUDGETS GETS A LITTLE FRUSTRATING, AT LEAST FOR US, BECAUSE THERE ARE CERTAIN REQUIREMENTS OF WHEN AND HOW WE SPEND THE MONEY AND ON WHAT PATH. THAT'S WHERE YOU SEE THOSE FLUCTUATIONS HERE WHERE IT MIGHT NOT MAKE SENSE, BUT USUALLY WHAT I TELL EVERYBODY, LOOK AT THE VERY RIGHT SIDE TOTALS.
BUT THE MIX OF MONEY IS DIFFERENT PER FISCAL YEAR.
AND IT'S JUST HOW WE HAVE TO SPEND IT.
THANK YOU. ANY OTHER QUESTIONS? I DON'T SEE ANY OTHER HANDS RAISED.
IF WE WANT TO GO TO THE WAY WE'RE DOING IT IS UNANIMOUS CONSENT DO I DO THAT OR KARL DO THAT OR IF THERE'S ANYBODY THAT WOULD OBJECT TO IT PLEASE RAISE YOUR HAND.
THOMAS GOOD. DID YOU HAVE A COMMENT, THOMAS, OR WERE YOU JUST OBJECTING SO WE GO TO A VOTE. SO I RECOGNIZE YOU.
YEAH, YOU COULD JUST GO TO A VOTE.
I JUST WANT MINE TO BE A NO VOTE.
[00:30:01]
WELL, WE CAN'T DO UNANIMOUS CONSENT THEN.RIGHT MIKE DOES OK. MEANS I HAVE TO GO DO ROLL CALL.
ROLL CALL VOTE. OK, IS THAT CORRECT, MIKE? I WOULD BELIEVE SO.
ALL RIGHT. STARTING OFF A LIST.
PAUL CARPENTER, I'M GOOD, THANK YOU.
YES. MAXINE CALLOWAY, PLEASE SAY YAY OR YES.
OR AYE OR YES, SO MAXINE CALLOWAY.
YES. TAMMY I'M STILL GONNA BUTCHER YOUR LAST NAME, HOULGIN.
YOU SAID NO. WAS THAT CORRECT? CORRECT. NO.
MICHAEL RIGHETTI. MICHAEL RIGHETTI.
KARL KENNEDY HE'S NOT ON HERE ANYMORE.
KARL THOMPSON, I'M SORRY WE'RE GETTING A COUPLE INTERFERENCE.
HE'S NOT ON NOW OK. DAWN TEETSEL.
IT'S AFTER THREE O'CLOCK HE'S ALREADY GONE.
NATACHA YACINTHE. NATACHA YACINTHE.
[00:35:02]
YES. YACINTHE.ANDREW SEBO. HE'S ON BUT THERE'S NO SOUND.
WELL, YES, THERE'S TWO HANDS UP IF YOU WANT TO RECOGNIZE THEM.
CHAIR. DO YOU HEAR ME NOW? DO YOU HEAR ME NOW? YES.
OK, SO I RECOGNIZE THOMAS GOOD HIS HANDS UP.
YOU STILL THERE THOMAS. YES, I'M LOWERING MY HAND, I APOLOGIZE.
I JUST THOUGHT IT WAS AN AUTOMATIC THING.
WE'RE LEARNING NEW METHODS HERE.
YES, I'M HERE. YOU GOT YOUR HAND.
YEAH. YOU GOT YOUR HAND UP. DO YOU WANT TO SAY SOMETHING? OH, I DO? YOU GOT TO JUST CLICK THE RAISE HAND ON THE BOTTOM OF THAT.
OH, [INAUDIBLE]. THANK YOU. SO WE DISPOSED OF THE RAISED HANDS, THE MOTION IS PASSED.
WE SHOULD MOVE ON TO THE NEXT MOTION.
[3. MOTION TO RECOMMEND THE BROWARD MPO APPROVE the Transportation Performance Measures Consensus Planning Document]
MOTION TO RECOMMEND THAT BROWARD MPO APPROVE THE TRANSPORTATION PERFORMANCE MEASURES CONSENSUS PLANNING DOCUMENT.AND WHO'S GOING TO DO THIS AGAIN? THAT WILL BE PAUL FLAVIEN.
YES MR. CHAIR. MR PAUL FLAVIEN.
PAUL FLAVIEN BROWARD MPO STAFF.
YOU SHOULD BE ABLE TO SHARE THE SCREEN.
BUT BEFORE YOU DO SO, CHAIR, WE HAVE A HAND RAISED IN THE AUDIENCE, AS ATTENDEE.
ALL MY ATTENDEES. THERE IT IS.
I DON'T KNOW WHO IT IS, BUT HOW DO I.
DO I JUST. IT'S A PHONE NUMBER ENDING IN 3 6 9.
WE'RE GOING TO RECOGNIZE THEM.
COULD YOU STATE YOUR NAME? HEY THIS IS BARNEY, BARNEY MCCOY.
OH OK. YOU'RE SUPPOSED TO BE A PARTICIPANT.
I'M NOT SURE WHAT HAPPENED WHEN I CALLED IN.
BARNEY OK. I PUT MY HAND UP JUST TO VOTE YES ON THE PRIOR MOTION BUT IT'S ALREADY CARRIED. I'M NOT SURE WHY I'M SHOWING AS AN ATTENDEE VS PANELIST.
THANK YOU, BARNEY. I'M SORRY I MISSED YOUR HAND UP.
I'LL MAKE SURE I LOOK THAT YOU SHOULD BE ABLE TO VOTE.
AND SO I'VE LEFT IT NOW THAT HE IS ABLE TO SPEAK, IT IS MUTED, BUT HE IS NOW ABLE TO SPEAK. SO IF HE WANTS TO UNRAISE HIS HAND, DOES HE DO STAR SIX OR HOW DO YOU DO THAT? I UNRAISED IT FOR HIM? THANK YOU. OKAY.
OK. THANK YOU. WE'RE ON BACK ONTO THE MOTION TO APPROVE THE TRANSPORTATION PERFORMANCE MEASURES CONSENSUS PLANNING DOCUMENT WITH PAUL FLAVIEN.
YES AGAIN MR. CHAIR PAUL FLAVIEN BROWARD MPO STAFF.
AND YOU KNOW, ANYTHING ON PERFORMANCE MEASURES RELATED, YOU WILL SEE ME OR HEAR FROM ME.
SO THIS DOCUMENT, OH LET SHARE THE SCREEN.
OK. CAN YOU ALL SEE IT? OK. YES, WE CAN. OK.
WHAT IS THIS DOCUMENT? WELL, THIS DOCUMENT WAS ACTUALLY DEVELOPED BY THE FLORIDA DEPARTMENT OF TRANSPORTATION IN THE 27 MPO'S IN THE STATE OF FLORIDA THROUGH THE MPOAC.
NOW, THE MPOAC FOR YOU WHO DON'T KNOW, IS AN ASSOCIATION OF ALL THE MPO'S IN THE STATE OF FLORIDA. THEY MEET ON A QUARTERLY BASIS, WITH DOT WITH FHWA AND FTA.
AND ESSENTIALLY THEY HASH OUT ISSUES THAT POTENTIALLY COULD AFFECT ALL THE MPO'S IN THE STATE AND THINGS LIKE THAT.
AND SO ONE THEY DEVELOPED THIS DOCUMENT OVER A YEAR AND A HALF, ACTUALLY, AND THIS DOCUMENT SPEAKS TO THE REQUIREMENTS THAT WE HAVE AS PART OF THE FAST ACT RELATING TO
[00:40:06]
PERFORMANCE MEASURES.SO THE FAST ACT ACTUALLY REQUIRES THAT WE HAVE SOME SORT OF DOCUMENTATION THAT WE ARE COORDINATING, COORDINATING TO FDOT THE MPO'S AND THE TRANSIT AGENCIES.
SO WE HAVE TO HAVE A AN ACTUAL PHYSICAL DOCUMENT THAT OUTLINES HOW WE ARE ACTUALLY DOING THAT COORDINATION AND SHARING INFORMATION AND THINGS LIKE THAT.
SO THIS DOCUMENT ALSO, I SHOULD MENTION, WAS PART OF THE TIP PREVIOUSLY, AND I THINK IT WAS THAT WAY FOR TWO CYCLES OF THE TIP.
BUT WE RECENTLY GOT ADVICE FROM FHW AND FTA THAT IT SHOULD BE A STANDALONE DOCUMENT BECAUSE ESSENTIALLY THIS WOULD COME TO YOU EVERY YEAR AS PART OF THE TIP AND IT WOULD BE VOTED ON. SO ESSENTIALLY, WITH SUNSET ALMOST EVERY YEAR.
SO THE ADVICE THAT THEY GAVE US WAS IT SHOULD BE A DOCUMENT VOTED ON BY ITSELF AND STAND ALONE. AND SO IT DOES NOT SUNSET ON A YEARLY BASIS.
SO THIS IS WHY THIS IS BEING BROUGHT TO YOU APART FROM THE TIP BECAUSE BEFORE IT WAS PART OF THE TIP. AGAIN, THE PURPOSE OF THE DOCUMENT IS TO OUTLINE THE MINIMUM ROLES OF FDOT MPOS AND PROVIDES OF PUBLIC TRANSPORTATION WITHIN A PLANNING AREA AND HOW THEY DO COORDINATION IN TERMS OF RELATED TO PERFORMANCE MEASURES.
AGAIN, THE DOCUMENTS SATISFIES THE REQUIREMENTS THAT ARE STATED IN THIS CODE OF FEDERAL REGULATIONS STATED HERE.
ALL RIGHT. AND ESSENTIALLY, IT SAYS THAT.
THE PROVISION DOCUMENTED THAT WE HAVE TO HAVE A COOPERATIVE IN COOPERATION THAT THE MPO'S AND STATE PROVIDERS OF PUBLIC TRANSPORTATION MUST MEET THESE REQUIREMENTS RELATED TO PERFORMANCE MEASURES. SO AGAIN, THIS DOCUMENT WAS CRAFTED BY THE 27 MPOS DOT AND IT'S BEEN VETTED BY FHW AND FTA AND IT'S GOOD TO GO.
AND WHAT WE ARE ASKING TODAY IS FOR THE TAC TO RECOMMEND THAT THE BROWARD MPO APPROVE THE CONSENSUS DOCUMENT AT THEIR MAY I BELIEVE MAY 14TH MEETING AND THEN THIS DOCUMENT WILL BE A STAND ALONE AND WE NO LONGER HAVE TO AND NO LONGER SUNSET AND WE'LL BE ABLE TO USE IT GOING FORWARD. AND THE NEXT STEP ACTUALLY WOULD BE FOR THE BOARD TO APPROVE IT ON THEIR MAY 14TH AGENDA.
IF THERE ARE ANY QUESTIONS, I'LL BE HAPPY TO TAKE THEM.
SO IF ANYBODY HAS ANY QUESTIONS OF PAUL, PLEASE RAISE YOUR HAND.
I'M SURE THEY'RE FORMULATING QUESTIONS PAUL.
SO GIVE IT ABOUT 10 MORE SECONDS.
SO LET'S MOVE TO UNANIMOUS CONSENT.
IF SOMEONE DOES NOT WANT TO AS AN OBJECTION TO THIS AND DOES NOT VOTE FOR IT IN THE AFFIRMATIVE, PLEASE RAISE YOUR HAND.
SEEING NONE. I THINK WE COULD DO UNANIMOUS CONSENT.
HAVE A VOTE. OK, YEAH WHO WAS THAT, THAT SAID THAT REBECCA.
AND WE NEED ONE MORE HAND-UP FOR A SECOND MAQSOOD.
WE'VE GOT A MOTION AND A SECOND.
THAT MEANS THAT WE HAVE UNANIMOUS CONSENT IF UNLESS SOMEBODY ELSE OBJECTS . WHICH SEEING NONE.
STEPHEN DAVID. HE'S THE ONE WHO MADE THE MOTION.
YOU WANT TO SAY ANYTHING STEPHEN. NO. WOULD THAT BE THE CORRECT PROCESS? WE DID GET A MOTION AND A SECOND.
YEAH. AND WE'VE GOT STEPHEN DAVID HAS RAISED HIS HAND.
IS HE OBJECTING TO THE DAVID? STEPHEN, ARE YOU. THAT WAS THE MOTION [INAUDIBLE].
OK. THAT WAS JUST FOR THE MOTION.
OK. SO IF ANYBODY RAISES THEIR HAND AND WANTS TO OBJECT TO THIS.
SEEING NONE. IT'S BEEN APPROVED BY UNANIMOUS CONSENT.
SO WE'LL MOVE INTO THE NON-ACTION ITEMS.
[1. Broward MPO Performance Measures Dashboard]
THIS IS A PERFORMANCE MEASURES DASHBOARD, MR. CHAIR. YOU HAVE ME AGAIN.OH, BOY. MORE OF THE SAME OR WHAT? NO, NO.
THIS IS THE PERFORMANCE DASHBOARD IS SOMETHING THAT THE MPO DEVELOPED WITH THE AID OF A
[00:45:05]
COMPANY CALLED MY SIDEWALK.THEY HAVE A PRETTY NICE SOFTWARE WHERE IT IS ESSENTIALLY YOU'RE ABLE TO DISPLAY THINGS IN A VISUALLY APPEALING MANNER.
PAUL. YES. REBECCA MPO, YOU HAVE TO RESHARE YOUR SCREEN TO SHOW.
OH OK. CAUSE ALL WE'RE STILL SEEING IS YOUR POWERPOINT.
THAT'S VISUALLY PLEASING. VERY QUICKLY.
THE WAY YOU WOULD GET TO THIS PERFORMANCE MEASUREMENT DASHBOARD.
CAN YOU SEE? ARE YOU SEEING THE MPO'S WEB SITE.
WRONG. SORRY, RESOURCES, MYSIDEWALK, SORRY.
RESOURCES MY SIDEWALK AND PERFORMANCE MEASURES DASHBOARD.
AND IT WILL TAKE YOU TO THIS LOVELY SCREEN HERE AND YOU WILL CLICK ON THAT PICTURE THERE AND YOU WILL SEE THIS POP UP.
NOW, IF YOU LOOK ON THE LEFT WHERE MY CURSOR IS, CAN YOU SEE MY CURSOR? REBECCA, GIVE ME A THUMBS UP? YEAH. OK. NOW YOU SEE, FIRST THING YOU WILL SEE IS ABOUT THE BROWARD MPO ESSENTIALLY GIVES US SOME DETAIL ABOUT THE MPO, HOW WE'RE ORGANIZED, YOU KNOW, TALKS ABOUT PERFORMANCE MANAGEMENT.
AND IT GIVES, YOU KNOW, SOME STATISTICS ABOUT BROWARD POPULATION, THINGS LIKE THAT.
NUMBER OF JOBS, THAT KIND OF THING.
NOW, THE NEXT THING YOU WILL SEE IS THE STATE OF THE TRANSPORTATION SYSTEM.
YOU CLICK ON THAT. THAT REALLY ESSENTIALLY TALKS ABOUT HOW'S BROWARD'S TRANSPORTATION SYSTEM. YOU KNOW, YOU GO DOWN IT HAS A LINK HERE WHERE YOU COULD CLICK ON AND GO TO OUR COMMITMENT 2045, WHICH YOU JUST ADOPTED.
AND YOU GO THROUGH THAT AGAIN.
SOME MORE INFORMATION ABOUT BROWARD'S [INAUDIBLE] HOUSEHOLDS, THINGS OF THAT NATURE.
ONE OF THE COOL THINGS ABOUT THIS DASHBOARD? RIGHT. IF YOU YOU SEE THIS LITTLE ICON HERE WITH THE FOUR LITTLE SQUIGGLY LINES, IF YOU CLICK ON IT, YOU CAN ACTUALLY LIKE THIS IS A MAP, RIGHT? YOU CAN DOWNLOAD THIS MAP EITHER.
YOU KNOW, YOU COULD DOWNLOAD THE GIS AND YOU CAN ESSENTIALLY RECREATE THAT DATA FOR YOUR PURPOSES. RIGHT NOW IF THIS WAS A TABLE OR SOMETHING YOU COULD CLICK ON THAT AND YOU COULD DOWNLOAD IT EITHER AS A JPEG OR DOWNLOAD THE DATA ITSELF.
SO THAT'S ONE OF THE REALLY, REALLY COOL THINGS ABOUT THIS DASHBOARD.
NOW, ONE OF THE THINGS THAT WE HAVE ON THERE FOR THE PERFORMANCE MEASURES RIGHT.
NOW, LET'S SAY YOU JUST WANT TO KNOW HOW WE'RE DOING, RIGHT? WE DON'T WANT TO GET INTO THE HEAVY DETAILS.
WE CAN JUST CLICK ON A SCORE CARD, RIGHT.
AND THE SCORE CARD, GIVES YOU A QUICK SNAPSHOT OF WHERE WE ARE CURRENTLY.
NOW, I NEED TO SAY THE CURRENT DATA THAT WE HAVE, WE HAVE TARGETS FOR FISCAL YEAR 20.
RIGHT. BUT THE CURRENT DATA THAT WE HAVE IT ALL REFLECTS 2018 CONDITIONS.
JUST THE DISCLAIMER OUT THERE.
NOW YOU CAN LOOK AT THE SAFETY, YOU KNOW, WE ADOPTED THE DIVISION ZERO GOALS.
SO OBVIOUSLY WE HAVEN'T MET THAT RIGHT.
IT TALKS ABOUT WHERE WE ARE ACTUALLY.
AND THIS IS A FIVE YEAR AVERAGE THAT YOU'RE LOOKING AT RIGHT HERE.
FIVE YEAR AVERAGE, FIVE YEAR AVERAGE, AND THEN THE TARGET, OF COURSE, IS ZERO.
AND THEN IT SORT OF GIVES YOU A TREND.
RIGHT. HOW ARE WE MOVING? WHICH DIRECTION? THE FIRST TWO.
OBVIOUSLY, WE'RE MOVING IN THE WRONG DIRECTION.
THE LAST [INAUDIBLE] WE'RE GETTING BETTER, RIGHT? BECAUSE GREEN IS GOOD.
RED IS BAD. THAT'S THE WAY YOU LOOK AT IT.
NOW THE NEXT ONE IS INFRASTRUCTURE CONDITIONS.
AGAIN, IT'S A SORT OF A MIXED BAG HERE.
RIGHT. SOME OF THEM. OK, WE'RE MEETING THE GOALS.
SOME OF THEM, A COUPLE OF THEM WE'RE NOT.
THEN AGAIN. SOMETIMES THE TREND LINE JUST STAYS STEADY.
THAT'S WHAT THAT BAR MEANS RIGHT THERE.
AND IN THIS ONE, WE'RE NOT MEETING THE GOAL.
THIS ONE WE'RE MEETING THE GOAL, BUT WE ARE MORE MOVING IN THE RIGHT DIRECTION.
SO AGAIN, SAME THING FOR SYSTEM RELIABILITY AND IN TRANSIT ASSET MANAGEMENT.
NOW, I DO NEED TO SAY SOMETHING ABOUT TRANSIT ASSET MANAGEMENT.
I HAD A DISCUSSION WITH OUR PARTNERS OF BCT.
SOME OF THE DATA THAT WE HAVE ON THIS DASHBOARD IS SOMEWHAT INCONSISTENT WITH SOME OF THE DATA THAT WE HAVE BECAUSE WE USE NTD DATA AND WHERE WE WILL BE UPDATING WHAT WE HAVE TO MAKE SURE THAT IT MATCHES COMPLETELY WITH BROWARD COUNTY TRANSITS INFORMATION.
SO I JUST WANT TO PUT THAT OUT THERE.
[00:50:02]
IF YOU JUST WANT A QUICK LOOK AT WHERE WE ARE AS FAR AS PERFORMANCE MEASURES.NOW, IF YOU WANT TO REALLY GET INTO THE DETAILS, THERE'S A COUPLE OF WAYS YOU COULD DO THAT. RIGHT. YOU COULD CLICK HERE ON SAFETY AND IT WILL TAKE YOU TO THE SAFETY PAGE OR GO BACK INTO THE SCORECARD.
IF YOU WANTED TO KNOW MORE ABOUT THE FIVE YEAR AVERAGE OF FATAL CRASHES, YOU COULD JUST CLICK ON THAT LINK AND IT WILL TAKE YOU TO THAT.
RIGHT. TELLS YOU WHERE WE ARE.
CURRENT AND THIS IS A FIVE YEAR AVERAGE FROM 2014 TO 2018.
RIGHT. AND AGAIN, LIKE I WAS TELLING YOU BEFORE, THIS DATA HERE, YOU COULD CLICK ON THIS LITTLE ICON HERE AND YOU CAN EXPORT THIS AS A CSV.
YOU CAN EXPORT IT AS A PICTURE YOU COULD PUT IN A POWERPOINT OR SOMETHING LIKE THAT.
RIGHT. AND THIS IS KIND OF COOL, TOO, RIGHT? THIS ONE ESSENTIALLY HAS TWO [INAUDIBLE] PHASES TO IT.
THIS IS THE FIVE YEAR AVERAGE.
AND YOU CLICK ON THIS AND IT SHOWS YOU THE YEARLY DATA.
NOW, FOR THESE GRAPHS, WHAT WE DID, WE'RE COMPARING OURSELVES WITH OUR PARTNERS TO THE NORTH PALM BEACH TPA AND OUR PARTNERS TO THE SOUTH MIAMI DADE TPO.
NOW, THE BLACK LINE IS BROWARD.
AND YOU KNOW, THE LEGEND IS DOWN HERE.
BLACK BROWARD, MIAMI IS BLUE PALM BEACH IS GREEN.
AGAIN WE HAVE THIS FOR THE FATAL CRASHES.
AND WE DID THIS FIVE YEAR AVERAGE FOR FATALITY RATE AND THIS IS THE ANNUAL DATA, AS WELL AS THE FIVE YEAR DATA.
AGAIN ALL THIS DATA YOU CAN DOWNLOAD YOURSELF AND JUST, YOU KNOW, HAVE FUN WITH IT.
OH, ONE OF THE COOL THINGS THAT WE ACTUALLY ALSO HAVE OF THIS? THIS DATA THAT YOU'RE SEEING HERE IS FATAL CRASHES AND SERIOUS INJURIES IN BROWARD FROM 2014 TO 2018 JUST SORT OF A HEAT MAP THAT SHOWS YOU WHERE ALL THOSE THINGS ARE OCCURRING.
AND LETS SEE, WE HAVE ANOTHER MAP HERE IF YOU CLICK THE SECOND BUTTON HERE.
THIS ONE IS WHAT WE'RE CALLING THE HIGH INJURY NETWORK.
ESSENTIALLY WHAT WE FOUND OUT IS IT'S LIKE THEY ARE SAYING HERE.
FIFTY FIVE PERCENT OF ALL THE FATAL SERIOUS INJURIES CRASHES OCCUR ON 3.5 PERCENT OF OUR STREETS. YOU KNOW, 92 CENTERLINE MILES, YOU KNOW, RECORDED OVER TWELVE HUNDRED SERIOUS INJURIES AND FATAL CRASHES FROM 2014 TO 2018.
SO, AGAIN, GOING TO MOVE IT ALONG.
YOU GET SORT OF THE SAME KIND OF INFORMATION FOR THE INFRASTRUCTURE CONDITIONS.
A MAP HERE OF LIKE THE BRIDGE CONDITIONS IN BROWARD.
YOU NOTICED WE DON'T REALLY HAVE A LOT OF RED IN BROWARD, WHICH IS A GOOD THING, RIGHT? AND THIS HERE SHOWS YOU WHERE WE'RE CURRENTLY AT.
RIGHT. AND REMEMBER, FOR SAFETY AND TRANSIT, ASSET MANAGEMENT ARE YEARLY TARGETS.
BUT FOR BRIDGE AND PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE, THOSE ARE FOUR YEAR TARGETS. WHICH IS WHY YOU SEE THE GOAL HERE IS 2018 TO 2021 GOAL.
AND THIS IS OUR CURRENT DATA AGAIN, TWENTY EIGHTEEN.
AND WE'RE DOING WELL. WE'RE DOING WELL.
THIS AGAIN SHOWS YOU HOW WE'RE DOING AS FAR AS HOW PAVEMENT CONDITION IS THROUGHOUT BROWARD. NOW REMEMBER THIS IS ONLY FOR THE NATIONAL HIGHWAY ROADS IN BROWARD.
SO NOT EVERY ROAD IN BROWARD IS A NATIONAL HIGHWAY FACILITIES.
RIGHT. MOST OF THE MAJOR ARTERIALS, OBVIOUSLY IN YOUR INTERSTATES WOULD BE PART OF THAT.
AS YOU CAN SEE HERE ON THIS MAP, AGAIN.
PAVEMENT CONDITIONS HAVE GONE DOWN SINCE LAST YEAR.
YOU KNOW, PROBABLY DUE TO A WHOLE OTHER CONSTRUCTION AND THINGS THAT ARE GOING ON RIGHT NOW. SO THEN AGAIN, WE COMPARE OURSELVES WITH OUR PARTNERS TO THE NORTH AND TO THE SOUTH.
AGAIN, YOU CAN CLICK ON HERE AND DOWNLOAD THE DATA AND USE IT AS YOU AS YOU PLEASE.
INTERSTATE PAVEMENT OR CONDITION.
NOW WE ALSO MEASURE INTERSTATE PAVEMENT IN POOR CONDITION.
YOU KNOW, THE GOAL IS LESS THAN 5 PERCENT AND CURRENTLY WE HAVE ZERO PERCENT.
SO WE DON'T HAVE ANY PAVEMENT THAT IS REALLY IN POOR CONDITION IN BROWARD.
IT'S JUST IT'S AS FAR AS THE PAVEMENT THAT IS IN REALLY GOOD CONDITION.
WE'RE NOT ACTUALLY QUITE AT THE GOAL.
WE'RE A LITTLE SHORT OF THAT RIGHT NOW.
AND, YOU KNOW, SAME THING FOR NON INTERSTATE PAVEMENT.
WE'RE NOT QUITE AT THE GOAL YET.
AND AGAIN, AS FAR AS THE PAVEMENT IN POOR CONDITION WHERE WE'RE BEATING THAT GOAL.
AND I WANT TO JUMP TO THE TAM TRANSIT ASSET MANAGEMENT.
[00:55:03]
AGAIN, THIS IS WHAT I WAS REFERRING TO WHEN I SAID OUR DATA'S A LITTLE INCONSISTENT WITH BCT'S AND WE'LL BE UPDATING THIS THIS RIGHT HERE.SO AND ESSENTIALLY IT SHOWS YOU.
USEFUL LIFE. THIS IS A LOT OF COOL SORT OF INFORMATION.
AND IF YOU WANT TO GO IN THERE AND JUST LOOK AROUND AND SEE WHAT INFORMATION INTEREST YOU OR YOU CAN DOWNLOAD, FEEL FREE TO DO THAT.
SO WITH THAT, I THINK I'M DONE.
IF THERE ARE ANY QUESTIONS, I'LL BE MORE THAN HAPPY TO TAKE THOSE QUESTIONS.
WELL, WE DO HAVE A HAND-RAISED LET GET MY SCREEN BACK HERE.
THANK YOU. THIS IS A GREAT TOOL.
I'M REALLY HAPPY TO SEE THIS AND SEE HOW WE CAN COMPILE ALL THE INFORMATION.
I DID HAVE A QUESTION FOR YOU ON THAT LAST EXAMPLE THAT YOU SHOWED UNDER THE REVENUE VEHICLES THAT HAVE MET OR EXCEEDED THEIR USEFUL LIFE.
WHEN I WENT TO THAT PAGE, I NOTICED, FOR EXAMPLE, AND THIS MIGHT JUST BE INFORMATION THAT NEEDS TO BE UPDATED.
BUT RIGHT AT THE TOP THERE, THERE IS A BAR GRAPH SHOWING NUMBER OF VEHICLES, FOR EXAMPLE.
AND IF YOU HOVER YOUR MOUSE OVER COMMUTER RAIL PASSENGER COACH, IT IDENTIFIES AS BCT.
OH. OK. I JUST WANTED TO MAKE SURE THAT YEAH, WE'LL TAKE CARE OF THAT.
YEAH. AND IT SAYS TRI RAIL NEXT TO IT TOO.
RIGHT. RIGHT. SO FOR A SECOND I THOUGHT BCT HAD SIXTEEN LOCOMOTIVES AND YOU KNOW, THINGS [INAUDIBLE] GONNA GO WELL FOR US. BUT I GUESS NOT.
[LAUGHTER] I'M THE ONLY ONE HERE.
YEAH. SO THE OTHER QUESTION I HAD WAS REGARDING THE TIMELINE FOR INPUTTING THE DATA.
I KNOW THAT YOU SAID THAT YOU WERE UTILIZING NTD DATA AND THAT RECONCILING THAT WITH BCT.
I KNOW ON APRIL 1ST MY DIRECTOR SUBMITTED ALL OF OUR TAM, YOU KNOW, UPDATES TO THE THREE DIFFERENT MPOS. SO I WANTED TO KNOW WHEN WILL THAT BE REFLECTED? BECAUSE FRANKLY, OUR CHANGE FROM THE 2018 DATA TO THE 2019 DATA IS QUITE LARGE.
I JUST WANTED TO KNOW WHAT'S THE PROCESS FOR THAT.
IS IT JUST AS IT COMES IN IT GETS ROLLED IN.
TYPICALLY WHAT WE TRY TO DO, WE ADOPT OUR PERFORMANCE TARGETS NORMALLY IN NOVEMBER OF EVERY YEAR. OK.
AND WE COME TO THE BOARD IN NOVEMBER.
THIS IS A DECISION THAT WAS MADE BY THE MANAGEMENT OF THE MPO THAT BECAUSE TECHNICALLY ALL THESE ADOPTION DATES ARE SCATTERED ALL OVER THE PLACE.
SOME OF THEM ARE IN NOVEMBER, SOME OF THEM ARE IN FEBRUARY.
BUT FOR THIS MPO, WE DECIDED THAT WE WERE GOING TO RATIONALIZE THOSE DATES AND NOVEMBER BECAME THAT MONTH. SO THE INFORMATION THAT WE HAVE AS OF NOVEMBER OF THAT PARTICULAR YEAR, THAT IS WHAT WE'RE GOING TO USE AS FAR AS THE DATA FOR THAT.
BUT THE TARGETS WE WILL YOU KNOW, OBVIOUSLY WE WILL ADJUST AS NEEDED.
OF COURSE, WE WILL BE COORDINATING WITH YOU AS WE COORDINATE WITH BCT TO MAKE SURE THAT EVERYTHING IS THE WAY IT SHOULD BE.
I JUST WANT TO SAY GREAT JOB, THIS IS A REALLY AWESOME WEBSITE.
IT'S SO WELL LAID OUT AND UNDERSTANDABLE.
I THINK IT'S A FANTASTIC [INAUDIBLE] PUTTING IT TOGETHER.
I'M SORRY, CAN YOU HEAR ME? YES.
NO, THIS IS JUST A FOLLOW UP TO THE CONVERSATION YOU AND I HAD THIS MORNING, PAUL, ABOUT, YOU KNOW, THE REGULARITY WITH WHICH THIS INFORMATION IS UPDATED.
BUT YOU INDICATED THAT YOUR BOARD HAD AGREED UPON A DATE.
SO, YOU KNOW, WE JUST LIKE TO MAKE SURE WE HAVE, YOU KNOW, WITHIN THE CONFINES OF THOSE DATES FROM YOUR BOARD, WE'D JUST LIKE TO MAKE SURE WE'VE GOT THE MOST RECENT INFORMATION POSSIBLE FOR THIS. THAT'S ALL.
ALL RIGHT. THERE ARE NO MORE HANDS RAISED.
[INAUDIBLE] IS GONE, SO THANK YOU, PAUL.
IF THERE'S NO MORE QUESTIONS AND NO MORE COMMENTS WE'LL MOVE ON TO THE NEXT AGENDA ITEM.
[2. DRAFT Fiscal Year (FY) 2021 Multimodal Transportation Priorities List (MMPL)]
SO THIS IS THE FISCAL YEAR 2021 MULTIMODAL TRANSPORTATION PRIORITIES LIST THE MMPL.[01:00:07]
HELLO, MR. CHAIR AND THE COMMITTEE MEMBERS [INAUDIBLE] STAFF.FOR THE MMPL IS A NEW PROCESS FOR THE BROWARD MPO.
YOU MAY WONDER WHAT PRODUCT IS INCLUDED IN THERE.
SO THIS MMPL CONTAINS A SERIES OF PROJECTS IN NUMERICAL ORDER.
AND THE PROJECTS ARE GETTING FUNDING FOLLOWING INTO ORDER.
JIHONG YOU CAN SHARE YOUR SCREEN NOW.
OH, I THINK. REBECCA, I THINK THAT'S YOUR SCREEN.
OH, OK. JUST TELL ME WHEN TO GO TO THE NEXT SLIDE THEN.
GO TO NEXT SLIDE. SORRY I WAS GOING TO DO THIS.
THERE YOU GO. NOW YOU HAVE CONTROL.
OK. YOU MAY ALREADY KNOW THE CORE PRODUCTS OF BROWARD MPO.
JUST LIKE A PIPELINE PROJECTS IN THE METROPOLITAN TRANSPORTATION PLAN MOST AS A MULTIMODAL PRIORITIES LIST AND DONE [INAUDIBLE] TRANSPORTATION IMPROVEMENT PROGRAM FOR IMPLEMENTATION. THE OTHER CORE PRODUCTS ALSO INCLUDE UNIFY THE PLANNING WORK PROGRAM, STRATEGIC BUSINESS PLAN AND PUBLIC PARTICIPATION PLAN.
RIGHT NOW WE ARE AS A PHASE, MULTIMODAL PRIORITIES LIST.
THIS SLIDE SHOWS THE BROWARD MPO'S PLANNING PROCESS.
THE BROWARD MOVES METROPOLITAN TRANSPORTATION PLAN EVERY FIVE YEARS.
THE PROJECTS IN THE MTP MOVES TO THE MULTIMODAL PRIORITY LIST.
AS THE PROJECT MOVES TO THE MULTIMODAL PRIORITY LIST.
SO AFTER THAT USES THE MMPL TO PROGRAM PROJECTS TO INCLUDE IN THE FDOT'S DRAFT [INAUDIBLE] WORK PROGRAM BASED UPON AVAILABLE REVENUES.
SO FLORIDA DEPARTMENT OF TRANSPORTATION RELEASE THE WORK PROGRAM EACH FALL.
AND IS A BROWARD BOARD REVIEW AND APPROVES THE WORK PROGRAMM EACH FALL AS WELL.
THE BROWARD MPO STAFF USES THE DATABASE DERIVED FROM THE WORK PROGRAM TO PREPARE THE TIP AND THE PART OF RULES OF TIP IN JULY EACH YEAR.
THIS CHART SHOWS THE BROWARD MPO DEVELOPING AND APPROVING THE MMPL.
THE BOTTOM HALF OF THE CHART INDICATES THE BROWARD MPO DEVELOPING THE MMPL.
AS A BEGINNING OF A NEW YEAR, THE BROWARD MPO STAFF COLLECT EXISTING AND THE NEW PROJECTS TO INCLUDE IN THE MMPL.
SO ON MARCH 1ST, THE BROWARD MPO STAFF SENT THE DRAFT TO THE FDOT.
IN THE MEANWHILE, THE BROWARD MPO STAFF REQUESTS TURNPIKE PRIORITIES. IN THE MIDDLE OF MARCH THE BROWARD MPO STAFF MEETS WITH THE FDOT STAFF TO DISCUSS THE MMPL.
AFTER THE MEETING THE BROWARD MPO STAFF INCORPORATES COMMENTS WE RECEIVED DURING THE MEETING INTO THE DRAFT MMPL.
SO THE UPPER PARTS OF THE CHART INDICATES THE BROWARD MPO APPROVES THE MMPL.
THE BROWARD MPO STAFF PRESENTS THE MMPL TO TAC, CAC AND THE BOARD DURING THEIR APRIL AND THE MAY MEETINGS.
THE MMPL IS SCHEDULED FOR APPROVAL DURING THE TAC, CAC PART MAY AND JUNE MEETINGS.
AFTER THE BOARD APPROVES THE MMPL, SO MPO STAFF SENT THE MMPL TO FDOT BEFORE AUGUST THE 1ST EACH YEAR.
[01:05:02]
THIS SLIDE SHOWS A BIG PICTURE OF THE MULTI-MODAL PRIORITIES LIST.MMPL SERVES A BRIDGE BETWEEN METROPOLITAN TRANSPORTATION PLAN AND [INAUDIBLE] PROGRAM.
SO MMPL IS ORGANIZED BY [INAUDIBLE] FUNDING PROGRAM AND ALSO THE MMPL [INAUDIBLE] BY AND SOURCE.
IN EDITION TO THAT MMPL MONITORS [INAUDIBLE] AND PROJECTS OF PROGRAM READINESS.
WE WILL TALK MORE ABOUT THOSE STEPS LATER.
AS I MENTIONED, THE EARLY THE MPPL IS ORGANIZED BY SIX FUNDING PROGRAMS. THIS SLIDE YOU MAY ALREADY SEEN DURING THE MTP DEVELOPMENTAL PROCESS.
THIS [INAUDIBLE] INCLUDE SIX FUNDING PROGRAM.
CSLIP, MOBILITY HUBS PROGRAM AND THE [INAUDIBLE] MASTER PLAN PROGRAM.
THIS SLIDE ALSO SHOWS THE PERCENTAGE WELL APPROVED IN THE MTV BY THE PART.
THIS PERCENTAGE IS USED TO DISTRIBUTE THE BROWARD MPO'S ATTRIBUTE OF FUNDS.
AS I SAID THE MMPL MONITORS PROJECT OF PROGRAM READINESS.
WHAT IS PROJECT PROGRAM READINESS.
MEETING FOUR CRITERIA ON THIS SLIDE [INAUDIBLE] PROJECT PROGRAM READINESS.
A PROGRAM READY PROJECTS HAS TO HAVE A CLEAR SCOPE OF WORK APPROVED RESOLUTION, COST ESTIMATE AND THE PARTNER COLLABORATION.
THE BROWARD MPO STAFF HAD TO BE WORKING WITH MUNICIPALITIES, COUNTY AND THE PLANNING PARTNERS TO MAKE THE PROJECT PROGRAM READY.
LET'S TAKE A LOOK AT THE MMPL FOR THIS YEAR.
THERE ARE 118 PROJECTS INCLUDED IN THE MMPL.
AMONG THE 118 PROJECTS THERE ARE 1 UPWP PROJECT.
18 COMPLETE STREET MASTER PLAN PROJECTS.
AND 7 TSMO AND THE SAFTEY PROJECT.
LET'S TAKE A LOOK [INAUDIBLE] AMOUNT PROGRAM AND OWNERSHIP.
[INAUDIBLE] CSLIP, INCLUDES PROJECTS ONLY ON LOCAL ROADS.
ABOUT SIXTY TWO MILLION DOLLARS ARE NEEDED FOR THE PROJECTS ON CSLIP.
COMPLETE STREET MASTER PLAN FOR THE PROJECTS, BOTH ARE LOCAL ROADS AND THE STATE ROADS ABOUT SIXTY SEVEN MILLION DOLLARS [INAUDIBLE] ARE NEEDED FOR THE PROJECTS ON LOCAL ROADS AND ABOUT FORTY FIVE BILLION DOLLARS [INAUDIBLE] FOR PROJECTS ON STATE FACILITY.
THERE ARE ONLY THERE IS ONLY ONE MOBILITY HUBS PROJECTS ON LOCAL ROADS.
ABOUT 272 THOUSAND UNFUNDED FUNDS ARE NEEDED FOR THE PROJECT.
ROADWAY PROGRAM INCLUDES PROJECTS BOTH ON LOCAL ROADS AND STATE ROADS.
ABOUT 301 MILLION DOLLARS UNFUNDED FUNDS ARE NEEDED FOR THE PROJECT ON THE LOCAL ROADS AND ABOUT 1.3 BILLION DOLLARS OF UNFUNDED FUNDS ARE NEEDED FOR THE PROJECTS ON THE STATE FACILITIES.
TRANSIT PROGRAM INCLUDES PROJECTS BOTH ON LOCAL ROADS AND THE STATE ROADS.
ABOUT 37 MILLION DOLLARS UNFUNDED FUNDS ARE NEEDED FOR THE PRODUCTS ON LOCAL ROADS AND ABOUT ONE HUNDRED EIGHTY MILLION DOLLARS UNFUNDED FUNDS ARE NEEDED FOR THE PROJECTS ON STATE ROADS. SYSTEMS MANAGEMENT AND THE SAFETY PROGRAM INCLUDE THE PROJECTS, BOTH ON STATES FACILITY AND LOCAL FACILITY.
[01:10:02]
$400,000 DOLLARS UNFUNDED FUNDS ARE NEEDED FOR THE PROJECTS AT LOCAL FACILITY.180 MILLION DOLLARS UNFUNDED FUNDS ARE NEEDED FOR STATE [INAUDIBLE] FACILITY.
SO IN SUMMARY, MMPL NEEDS ABOUT 467 MILLION DOLLARS UNFUNDED FUNDS FOR PROJECTS IN LOCAL FACILITY AND ABOUT 1.7 BILLION DOLLARS UNFUNDED FUNDS ARE NEEDED FO R PROJECTS ON THE STATE FACILITY.
SO MMPL ALSO MONITORS PROJECTS PROGRESS.
THIS SLIDE SHOWS NUMBER OF FULLY-FUNDED PROJECTS.
SO FULLY-FUNDED PROJECTS ARE REMOVED FROM THE LAST YEAR'S MMPL.
IT'S NOT GOING TO INCLUDE IN THIS MMPL.
WHAT IS FULLY-FUNDED PROJECTS.
ALL THE FUNDS FOR PROJECTS HAS BEEN PROGRAMMED IN THE WORK PROGRAM OR THE TIP.
NO ADDITIONAL FUNDS ARE NEEDED.
THERE ARE 13 FULLY FUNDED PROJECTS ARE REMOVED FROM THE MMPL.
AMONG THE 13 PROJECTS THERE ARE 5 CSLIP PROJECTS, 3 CSMP STREET MASTER PLAN PROJECTS, 2 ROADWAY PROJECTS, AND 3 SYSTEMS MANAGEMENT AND THE SAFETY PROJECTS.
IN ADDITION TO [INAUDIBLE] THE MMPL ALSO INCLUDES TURNPIKES PRIORITY.
FOR MORE INFORMATION, PLEASE REFER TO THE LAST SECTION OF THE MMPL.
SO WITH THAT DO YOU HAVE ANY QUESTIONS.
THANK YOU JIHONG. IF ANYBODY HAS ANY QUESTIONS, YOU NEED TO RAISE YOUR HAND.
NOT SEEING ANY. SO APPRECIATE THE PRESENTATION.
IT'S MIKE RONSKAVITZ. IF I COULD JUST MAKE ONE COMMENT ON THIS.
SURE. JUST SO THE TAC MEMBERS RECOGNIZE THAT NEXT MONTH THIS WILL BE AN ACTION ITEM.
SO IF WE DO HAVE ANY QUESTIONS IN THE MEANTIME, LET US KNOW, BECAUSE NEXT MONTH IT'S COMING BACK AS AN ACTION ITEM.
YOU'LL APPROVE MULTI-MODALS PRIORITIES LIST.
SO IF YOU HAVE ANY QUESTIONS AFTER THE MEETING, PLEASE REACH OUT TO MYSELF OR CHRISTOPHER.
WE ARE READY TO ANSWER YOUR QUESTIONS.
THANK YOU, JIHONG. WE'LL MOVE ON TO THE NEXT INFORMATION AND ACTION ITEM THE REPORT FROM
[3. Report from Partner Agencies - Florida Department Of Transportation (FDOT) - Florida Transportation Plan (FTP) 2020 Update]
THE DEPARTMENT OF TRANSPORTATION FTP THE FLORIDA TRANSPORTATION PLAN THE 2020 UPDATE.WHO'LL BE DOING THIS PRESENTATION? I BELIEVE IT'S JESSICA.
OK. CAN YOU HEAR ME? I CAN. I CAN HEAR YOU? YEP.
I THINK REBECCA MIGHT BE GIVING YOU CONTROL.
YEP. ACTUALLY, THIS IS JOHN PODCZERWINSKY WITH FLORIDA DEPARTMENT OF TRANSPORTATION.
JOHN. I'M CHIMING IN JUST TO INTRODUCE EVERYBODY FOR A MOMENT AND THEN I'LL HAND IT OVER TO JESSICA. SO FIRST OF ALL, I'D LIKE TO THANK EVERYBODY FOR THE OPPORTUNITY TO SHARE WITH YOU THE FLORIDA TRANSPORTATION PLAN, SOMETIMES REFERRED TO AS THE FTP AND THE UPDATE THAT IS CURRENTLY TAKING PLACE.
OUR GOAL HERE TODAY IS THREE-FOLD, THREE ITEMS THAT WE HAVE GOALS ON.
FIRST, TO INFORM YOU ABOUT THE PURPOSE OF THE FTP AND WHY IT MATTERS.
THE SECOND, WE WOULD LIKE TO HIGHLIGHT SOME KEY TRENDS IMPACTING TRANSPORTATION.
AND THE THIRD, MOST IMPORTANTLY, WE WOULD LIKE TO ENCOURAGE YOU TO PROVIDE YOUR INPUT THAT WILL HELP SHAPE THE PLAN.
WE HAVE AN INTERACTIVE PORTION OF THE PRESENTATION WHERE WE CAN GET YOUR FEEDBACK.
SO WE RECOMMEND TO EVERYBODY TO GET YOUR CELL PHONES OUT.
YOU WILL BE LIVE VOTING AND YOU'LL NEED YOUR PHONES TO PARTICIPATE.
SO WITH THAT, I'M GOING TO TURN THE PRESENTATION OVER TO JESSICA JOSSELYN WITH KITTELSON & ASSOCIATES. JESSICA, GO AHEAD.
TAKE IT AWAY. THANK YOU JOHN. I APPRECIATE THE OPENING, SO THE FTP IS A SINGLE OVERARCHING STATEWIDE PLAN GUIDING FLORIDA'S TRANSPORTATION FUTURE.
IT IS A PLAN FOR ALL OF FLORIDA CREATED BY AND PROVIDING DIRECTION TO FDOT AND ALL ORGANIZATIONS THAT ARE INVOLVED IN PLANNING AND MANAGING FLORIDA'S TRANSPORTATION SYSTEM.
[01:15:07]
THAT INCLUDES STATEWIDE, REGIONAL AND LOCAL PARTNERS.THE FTP PROVIDES POLICY GUIDANCE AS WELL AND ESTABLISHES THE POLICY FRAMEWORK FOR ALLOCATING THE STATE AND FEDERAL TRANSPORTATION FUNDS, WHICH FLOW THROUGH FDOT'S FIVE YEAR WORK PROGRAM.
THE FTP IS IMPORTANT, BECAUSE IT NOT ONLY SETS A LONG RANGE VISION FOR THE FUTURE, BUT ALSO GUIDES TRANSPORTATION DECISION MAKING TODAY.
THE PLAN CONSIDERS HOW WE WILL DO THE FOLLOWING THINGS ATTAIN OUR GOAL OF ZERO FATALITIES ON FLORIDA'S TRANSPORTATION SYSTEM, PROVIDE A MORE EFFICIENT AND MOBILE TRANSPORTATION SYSTEM, MEET THE NEEDS OF A GROWING AND CHANGING POPULATION, MAKE OUR ECONOMY MORE COMPETITIVE, ENHANCE THE QUALITY OF LIFE AND ENVIRONMENT FLORIDA'S COMMUNITIES, INCREASE OPPORTUNITIES FOR ACCESS TO TRANSIT AND OTHER MODES OF TRANSPORTATION.
AND LASTLY, ADDRESS EMERGING ISSUES SUCH AS THE RAPID CHANGES IN TECHNOLOGY THAT WE FACE.
ONE EXAMPLE OF HOW FTP HAS SHAPED TRANSPORTATION POLICY IS THE 2020FTP, WHICH LED TO THE CREATION OF THE STRATEGIC INTERMODAL SYSTEM.
MANY OF YOU KNOW THAT AS THE CIS COMPOSED OF THE STATE'S LARGEST AND MOST STRATEGIC TRANSPORTATION FACILITIES ACROSS TRAVEL MODES.
THE UPDATED FTP WILL HAVE THREE ELEMENTS.
THE FIRST ELEMENT THAT YOU SEE HERE IS THE VISION ELEMENT FOCUSING ON THE MAJOR TRENDS, UNCERTAINTIES AND THEMES THAT WILL SHAPE THE FUTURE OF TRANSPORTATION OVER A LONG PERIOD, ABOUT 50 YEARS.
THE SECOND ELEMENT, THE POLICY ELEMENT, ESTABLISHES THE GOALS AND OBJECTIVES THAT WILL GUIDE FDOT AND OUR PARTNERS IN MAKING PLANNING AND INVESTMENT DECISIONS.
IT GENERALLY HAS A TWENTY FIVE YEAR HORIZON TO MATCH UP WITH THE MPO'S AND IS THE HEART OF THE FTP. IT IS ANTICIPATED TO FOCUS ON FOUR COST CUTTING TOPICS THAT INCLUDE TECHNOLOGY, RESILIENCE, STATE AND INTERREGIONAL TRANSPORTATION AND REGIONAL AND LOCAL NEEDS. THE LAST ELEMENT IS THE IMPLEMENTATION ELEMENT, AND IT'LL LIKELY BE CENTERED AROUND THOSE CROSS-CUTTING TOPICS WITH SPECIFIC DEFINED ACTIONS FOR THE SHORT AND MEDIUM TERM. FDOT IS ALSO CONTEMPLATING A FOURTH ELEMENT THAT WOULD SERVE AS A SYSTEM PERFORMANCE REPORT. SO PAUL'S PRESENTATION WAS TIMELY AND IT WOULD INCORPORATE FEDERAL REQUIREMENTS FOR TRANSPORTATION PERFORMANCE REPORTING.
THIS ELEMENT WOULD ALSO PROVIDE A FRAMEWORK FOR A CONSIDERATION OF ADDITIONAL PERFORMANCE INDICATORS TO SUPPORT THE FTP.
SORRY GUYS. SO NOW WE WILL MOVE INTO THE GOALS.
THE FTP GOALS FROM THE LAST UPDATE ARE REMAINING LARGELY INTACT, AS YOU WOULD SUSPECT, REFINEMENTS MADE TO THEM, SUCH AS LINKING TRANSPORTATION CHOICES TO IMPROVEMENTS IN ACCESSIBILITY AND EQUITY, REFLECT INPUT FROM OUR PARTNERS AND THE PUBLIC ON SUCH AS YOURSELF. THE GOAL AREAS ARE REPRESENTATIVE OF THE THEMES THAT HAVE HISTORICALLY BEEN HIGHLIGHTED FTPS AND ALSO CONSIDER EMERGING TRENDS AND TECHNOLOGIES THAT ARE IMPACTING THE TRANSPORTATION SYSTEM.
OBJECTIVES IDENTIFIED FOR THESE GOALS OFTEN OVERLAP GOAL AREAS.
THIS UPDATE OF THE PLAN WILL CONSIDER OBJECTIVES AND STRATEGIES WITHIN THE FOUR CROSS-CUTTING TOPICS TO BETTER ALIGN THE OBJECTIVES AND STRATEGIES REALLY WITH THE INTENT TO PROVIDE CLEAR DIRECTION FOR IMPLEMENTATION.
AS INDICATED HERE WITH SNAPSHOTS OF OTHER REPORT COVERS, FDOT PREPARES NUMEROUS STATEWIDE PLANS WICH I'M PRETTY SURE YOU ALL KNOW OF WHICH ARE GUIDED BY AND HELP INFORM THE FLORIDA TRANSPORTATION PLAN.
THEY INCLUDE MODAL PLANS, THE FLORIDA STRATEGIC HIGHWAY SAFETY PLAN, THE FREIGHT MOBILITY AND TRADE PLAN AND THE SIS POLICY PLAN.
IN CASE ANY OF YOU FORGOT SOME OF THOSE PLANS.
DURING THE FTP UPDATE PROCESS, WE ALSO DRAW UPON PLANS OF TRANSPORTATION PARTNERS.
GIVEN I'M SPEAKING WITH THE MPO RIGHT NOW, IT'S IMPORTANT TO HIGHLIGHT THAT THE MPO LONG RANGE TRANSPORTATION PLAN OR AS YOU CALL IT THE, METROPOLITAN TRANSPORTATION PLAN IS CERTAINLY ONE OF THOSE KEY DOCUMENTS THAT IS CONSIDERED WHEN DEVELOPING THE FTP UPDATE.
NOW, GETTING BACK TO THE CROSS CUTTING TOPICS I MENTIONED.
HERE'S A SNAPSHOT OF A BIT MORE DETAIL ON THE [INAUDIBLE].
[01:20:07]
AND THE POTENTIAL AREAS TO BE COVERED IN THOSE FOUR AREAS.I WANT TO NOTE THAT RESILIENCE INCLUDES ECONOMIC AND SOCIETAL CHANGES AS WELL AS ENVIRONMENTAL CHANGES.
SO NOW MOVING IN TO SOME INFORMATION ON TRENDS, AND KIND OF THE BASELINE.
SO EMERGING TRENDS FOR THE FOUR CROSS-CUTTING TOPICS HAVE BEEN IDENTIFIED, AS I NOTED IN THE UPDATE, AND MORE INFORMATION ON THEM IS AVAILABLE ON THE FTP WEB SITE, WHICH IS IN THE BOTTOM LEFT HAND CORNER OF THIS SLIDE.
THIS SLIDE HIGHLIGHTS EXAMPLES OF TRENDS RELATING SPECIFICALLY TO THE CROSS-CUTTING TOPIC OF TECHNOLOGY SUCH AS YOUR E COMMERCE 64 PERCENT ACCOUNTS FOR MANUFACTURING SHIPMENTS.
AND TECHNOLOGY IS OFFERING NEW WAYS OF TRAVELING AND CHANGING THE WAY WE MOVE FREIGHT, OUR BEHAVIOR AND HOW WE USE, SHARE AND MANAGE DATA, AS MANY OF YOU ARE AWARE.
THIS SLIDE HIGHLIGHTS EXAMPLES OF TRENDS RELATED TO RESILIENCE, WHICH ESPECIALLY IN SOUTHEAST FLORIDA, NEED TO BE INTEGRATED MORE FULLY INTO OUR PLANNING PROJECT DEVELOPMENT AND OTHER PROCESSES.
I THINK THE BROWARD MPO, SPEAKING ON BEHALF OF FDOT WOULD RECOGNIZE THAT YOU WERE DOING A GREAT JOB OF DOING THIS.
SPECIFICALLY FOR THE FTP THE IMPORTANT QUESTIONS WE WANT TO ANSWER WHEN IT COMES TO RESILIENCE IS WHAT ARE NATURAL HAZARDS IMPACTING OUR TRANSPORTATION SYSTEM.
WHAT TYPES OF EXTREME WEATHER CAN AFFECT THE MOBILITY OF FLORIDIANS? HOW CAN OUR TRANSPORTATION SYSTEM BE RESILIENT BY EVOLVING ECONOMIC TRENDS? AND LASTLY, HOW CAN WE BETTER UNDERSTAND HOW OUR TRANSPORTATION INFRASTRUCTURE IS VULNERABLE TO HAZARDS AND THREATS? THIS SITE HIGHLIGHTS EXAMPLE OF TRENDS RELATED TO THE STATE AND INTERREGIONAL TRANSPORTATION CROSS-CUTTING TOPIC, WHICH ENCOMPASSES MULTIPLE MODES AND FOCUSES ON LINKING REGIONS TOGETHER INTO A SINGLE STATE AND CONNECTING FLORIDA TO MARKETS AROUND THE NATION AND THE WORLD. NOTE, FOR EXAMPLE, THAT THE [INAUDIBLE] MILES TRAVELED IS GROWING FASTER THAN FLORIDA'S POPULATION AND LICENSED DRIVERS.
IT'LL BE INTERESTING TO SEE HOW WE CONTINUE TO HANDLE THAT THROUGHOUT THE STATE.
SO MOVING INTO THE TRENDS IN REGIONAL AND LOCAL EXAMPLES, AMONG THE POTENTIAL AREAS TO COVER UNDER THIS TOPIC ARE ISSUES AND INTERESTS OF URBANIZED, NON URBANIZED AND RURAL AREAS, WHICH THOSE DON'T ALL NECESSARILY HAPPEN IN BROWARD, BUT CERTAINLY THROUGHOUT THE STATE AND SOUTHEAST FLORIDA.
CONGESTION RELIEF, LAND USE AND COMMUNITY PLANNING, REGIONAL VISION'S, ENVIRONMENT AND ECONOMIC DEVELOPMENT.
SO NOW THAT I KIND OF WALKED THROUGH WHAT THE FTP IS OR REMINDER WHY IT'S IMPORTANT AND WHAT WE'RE SEEING IN TERMS OF TRENDS WHICH PROBABLY MIMIC SOME OF WHAT YOU'RE MTP HAS SHOWN. NOW WE'RE GONNA HAVE THE INTERACTIVE PORTION.
SO IF YOU ALL COULD GET YOUR CELL PHONES OUT OR OPEN UP A WEB BROWSER ON YOUR COMPUTER.
I'M GONNA ASK THAT YOU PLUG IT IN THE WEB ADDRESS.
W W W.POLLEV .COM/FTP2045. AND IF YOU DON'T WANT TO USE THE WEB SITE, THERE'S ALSO THE OPTION OF TEXTING AND YOU WOULD TEXT FTP 2 0 4 5 TO THE NUMBER 2 2 3 3 3.
SO I'M GOING TO GIVE EVERYONE A FEW MORE SECONDS TO GET THAT PULLED UP.
NOW YOU SHOULD SEE A SCREEN KIND OF WAITING FOR THE POLL THE START.
AND REBECCA, IF YOU CAN, GIVE ME A SIGN THAT IT'S WORKING.
I HAVE IT UP AND WAITING FOR YOU TO START.
SO GIVE ANOTHER MINUTE FOR EVERYONE ELSE.
AND WHILE YOU GUYS ARE PULLING THIS UP, JUST TO REITERATE THIS INFORMATION IS GOING TO BE SUMMARIZED BY THE PROJECT TEAM AND INCORPORATED INTO THE FTP.
[01:25:04]
SO WE REALLY APPRECIATE YOUR PARTICIPATION.I THINK THE MOST URBANIZED REGION IN THE STATE IT WILL BE VERY IMPORTANT TO GET YOUR FEEDBACK INTO THE PLAN.
OK. SO WE'RE GOING TO GO AHEAD AND START.
SO THE FIRST QUESTION THAT WE'RE LOOKING FOR YOUR FEEDBACK.
WHAT TREND IS THE MOST IMPORTANT TO OR WILL HAVE THE BIGGEST IMPACT ON FLORIDA'S TRANSPORTATION FUTURE? YOU HAVE LOT OF OPTIONS.
SO WE'LL GIVE YOU A BIT OF TIME.
OK, SO LOOKS LIKE WE HAVE A TIE FOR RESILIENCE.
THERE'S ONLY I THINK, FIVE OR SO QUESTIONS, SO IT SHOULDN'T TAKE TOO LONG.
IN YOUR OPINION, WHAT IS THE GREATEST CHALLENGE FOR FLORIDA TO OVERCOME RELATED TO CHANGING TECHNOLOGY AND OUR TRANSPORTATION SYSTEM? SO HERE WE HAVE A FEWER SET OF OPTIONS.
OK. SO IT'S LIKE THE MOST VOTES IS INTEGRATING ALL EXISTING AND NEW EMERGING TECHNOLOGIES IN THE SAME SYSTEM, AND I BELIEVE I HAVEN'T GIVEN ALL THESE PRESENTATIONS, BUT I BELIEVE THAT IT'S DOMINATING ACROSS THE DIFFERENT GROUPS WE'VE SPOKEN TO IN DISTRICT FOUR.
SO THE NEXT QUESTION, WHAT IS THE TOP TREND OR DISRUPTER AFFECTING FLORIDA'S TRANSPORTATION SYSTEM? OK. A FEW MORE SECONDS.
ALL RIGHT, SO THE GROUP THOUGH POOR OR INOPERABLE INFRASTRUCTURE IS THE TOP [INAUDIBLE] DISRUPTOR. JUST TWO MORE QUESTIONS AND THESE ARE OPEN ENDED QUESTIONS.
WHAT REGIONAL OR LOCAL NEEDS SHOULD BE CONSIDERED AS WE UPDATE THE FTP? SO YOU CAN JUST TYPE IN WHATEVER YOU LIKE HERE.
THIS IS GREAT. I LIKE HOW DIVERSE THE ANSWERS ARE.
THE LAST QUESTION IS HOW CAN WE BEST IMPLEMENT THE FTP STRATEGIES ACROSS FLORIDA'S VARIED REGIONS AND LOCALITIES TO ENSURE MAXIMUM SUCCESS IN ACHIEVING THE GOALS OF THE FTP? I KNOW GIVEN HOW DIVERSE WE ARE THIS CAN BE A CHALLENGE.
[01:30:50]
JUST A FEW MORE SECONDS.THANK YOU. SO WE VALUE YOUR INPUT.
WITHOUT IT, REALLY, AS YOU KNOW, THE FTP CANNOT REFLECT THE NEEDS, VALUES AND VISIONS OF THE PEOPLE WHO CALL FLORIDA HOME AND THOSE WHO VISIT IT.
AS I WAS SAYING, ALL INPUT RECEIVED IS ORGANIZED BY THE PROJECT TEAM AND PRESENTED TO A DIVERSE 30 PLUS MEMBER STEERING COMMITTEE GUIDING THE PLAN UPDATE.
WITH ALL INPUT CONSIDERED THE PROJECT TEAM IN CONSULTATION WITH THE STEERING COMMITTEE WILL REFINE THE PLAN AS WE'VE DONE IN PAST CYCLES TO REPRESENT WHAT WE HEARD.
AS A REMINDER, MORE INFORMATION IS AVAILABLE ON THE FTP WEB SITE, INCLUDING MORE INFORMATION ON THOSE CROSS-CUTTING TOPICS THAT I SPOKE ABOUT AND YOU'LL SEE THE WEB SITE ADDRESS AGAIN IN THE UPPER LEFT HAND CORNER OF THIS SLIDE.
AS YOU CAN SEE HERE, THERE ARE MULTIPLE WAYS TO GET INVOLVED, RANGING FROM COMPLETING THE ONLINE SURVEYS TO PROVIDING COMMENTS USING THE GENERAL FEEDBACK FORM.
BUT OF COURSE, YOUR CONTRIBUTIONS TODAY WERE HEARD AND WILL BE DOCUMENTED.
ALSO, [INAUDIBLE] FTP UPDATE SCHEDULED FOR 2020, WHICH IS SUBJECT TO CHANGE.
LIKE MANY OF YOUR AGENCY PRODUCTS DUE TO COVID 19 IMPACTS.
SO DUE TO THAT, THE PLANNING REGIONAL WORKSHOPS ARE ON PAUSE.
BUT THE DRAFT PLAN, WHEN COMPLETED, WILL HAVE A 30 DAY PUBLIC COMMENT PERIOD AND PUBLICATION OF THE FINAL PLAN IS STILL SCHEDULED FOR DECEMBER PENDING THE IMPACT OF COVID 19. SO WITH THAT, I WILL OPEN IT UP TO ANY QUESTIONS OR COMMENTS.
I APPRECIATE YOUR PATIENCE ON LISTENING TO ME WALK THROUGH THAT.
THANK YOU, JESSICA. AT THIS POINT, I HAVE NO HANDS RAISED.
BUT SEEING NONE IS THERE ANYTHING YOU WANT TO ADD, MIKE.
NO, I LIKE THE INTERACTIVE PORTION, JESSICA IT WAS VERY GOOD.
AND AND LOOK FORWARD TO SEEING THE PLAN AS IT PROGRESSES.
AND HOPEFULLY WE'LL GET THROUGH THIS COVID 19 AND THE OTHER SIDE MUCH BETTER.
YES. SO LET'S GET BACK TO THE AGENDA THAT ENDS ARE NON ACTION ITEMS AND THE COMMITTEE REPORTS ARE THERE FOR YOUR VIEWING UNDER ADMINISTRATIVE ITEMS, THIS IS A TIME FOR ANY MEMBER COMMENTS.
ANYBODY WANT TO MAKE A COMMENT OR STATEMENT OR THIS IS THE TIME TO DO IT NOW.
OUR NEXT MEETING WILL BE ON MAY 27TH.
I'M ASSUMING UNDER CURRENT CIRCUMSTANCES, WE MAY BE BACK HERE ON THE ZOOM MEETING.
WELL, AS I'M SURE THE MPO STAFF WILL LET US KNOW.
BUT WE'LL LET YOU KNOW. WELL OUR OFFICES ARE CLOSED UNTIL MAY 31ST.
SO, YES, WE WILL BE IN ON ZOOM FOR OUR NEXT TAC MEETING.
OK. WELL, YOU GUYS DID A GREAT JOB OF GETTING THIS SET UP AND WE AVOIDED A LOT OF THE GLITCHES. BUT I HOPE EVERYBODY WAS ABLE TO PARTICIPATE AS MUCH AS THEY WERE ABLE TO OR WANTED TO. IT'S A NEW WAY OF DOING THINGS FOR ME, CERTAINLY.
SO I THINK WE GOT THROUGH IT PRETTY WELL.
AND THANK YOU TO THE STAFF FOR ASSISTING US GETTING THROUGH.
SO EVEN NEXT MONTH, WILL BE EVEN BETTER, I'M SURE.
SO IF THAT'S IT, THEN WOULD SOMEONE PLEASE MAKE A MOTION TO ADJOURN.
[01:35:07]
WE HAVE ONE. THANK YOU NATALIE. AND WE HAVE TWO ANDREW SEBO.S WITH THAT IF THERE'S NOBODY OBJECTING, I'LL DECLARE THIS AS UNANIMOUS CONSENT.
AND THE MEETING'S ADJOURNED. THANK YOU ALL FOR COMING.
THANK YOU, GUYS. THANK YOU.
