OUR AUDITOR AS SCHOOL BOARD MEMBER GOOD MENTIONED, THOUGHT THAT THERE MIGHT BE A CONFLICT OF INTEREST WITH THE CITY OF FORT LAUDERDALE AND THIS IS SOMETHING THAT THE MPO HAD BROUGHT UP BEFORE.
[NOISE] ESSENTIALLY PRIMARILY CONCERNED WITH WHETHER OR NOT THERE'S THE CONFLICT OR AN ADVANTAGE BY SOMEONE WITHIN PLANNING SERVICES FROM THE MPO AND THEN APPLYING FOR SURTAX.
[NOISE] WELL, WHAT I'M ASKING AT THE COUNTY COMMISSION IS TO SEE, AND I KNOW ALAN AND THE COUNTY ATTORNEY HAD BEEN TRYING TO FIGURE OUT IS THERE A WAY TO REWORD THESE THINGS SO THAT THERE'S NOT A NECESSARY CONFLICT.
BUT I BELIEVE THE WILTON MANORS' CONTRACT IS SIMILAR, IF NOT IDENTICAL, TO THE FORT LAUDERDALE CONTRACT.
WHICH IS WHAT THE OTHER HAD PUT FORWARD THAT HE THOUGHT THERE MIGHT BE A CONFLICT.
I KNOW AT THE EXECUTIVE COMMITTEE MEETING, THERE WAS A DISCUSSION ABOUT THIS MAYBE GOING UP TO THE ATTORNEY GENERAL FOR AN OPINION.
I DON'T KNOW IF THAT'S STILL HAPPENING OR NOT.

THEY ISSUE THE FUNDING AND THEY SAY, "HERE'S HOW MUCH YOU HAVE FOR FUNDING." THEN WHAT WE DO IS WE USE THAT FUNDING AND WE UTILIZE WHAT'S CALLED A MPO PROGRAM MANAGEMENT HANDBOOK THAT THE DISTRICT OFFICES USE FOR US TO STRUCTURE THE UPWP OR OUR BUDGET.
SO WE WORK WITHIN THOSE CONFINES TO DEVELOP THE BUDGET AND UNDER THOSE WITH THAT GUIDE.
THEN WHAT YOU'LL SEE IS IN THIS FINAL DOCUMENT, WE GET COMMENTS FROM OUR FEDERAL STATE PARTNERS, WHICH ARE IN THE LAST TWO APPENDICES OF THE DOCUMENT, TO BASICALLY SAY IF THERE ARE ANY ISSUES OR THINGS THAT NEED TO BE CHANGED IN THE UPWP, TO BE ASSURED THAT WE CAN GET REIMBURSEMENT FROM OUR FEDERAL AND STATE PARTNERS.
SO IT IS KIND OF PRESCRIPTIVE.
WE CAN WORK ON SOME OF THE NICE ELEMENTS OR THE SUPERFICIAL SITE, HOW IT'S LAID OUT, AND THE WAY SOME OF THE TASKS ARE.

WORKING IN A REMOTE LOCATION, WE WERE SET UP, THE ORGANIZATION WAS SET UP TO ACTUALLY WORK THIS WAY, UTILIZING OUR FEDERAL PARTNERS AS AN EXAMPLE.
THE FEDERAL HIGHWAY ADMINISTRATION, THE ENTIRE OPERATION IS VIRTUAL.
WELL, THEY DO HAVE HEADQUARTERS BUILDINGS THAT YOU'RE ABLE TO ACTUALLY UTILIZE ALL THE EQUIPMENT NO MATTER WHERE YOU ARE AND NOT JUST IN THE UNITED STATES BUT AROUND THE WORLD TO ACTUALLY PARTICIPATE IN MEETINGS.

IT'S A BIG HEAVY METAL, I'LL SHOW IT TO YOU WHEN WE FINALLY HAVE THE OPPORTUNITY TO DO AN IN-FACE MEETING.

THE COUNTY TRANSIT OPERATIONS AS WELL AS TRI-RAIL, WE RECEIVED ADDITIONAL TRANSIT FUNDING FROM THE FEDERAL GOVERNMENT.
OUR ADVOCACY TEAM WORKED VERY HARD TO SECURE THAT MONEY FOR OUR REGION, THAT ALL BENEFITED BOTH TRI-RAIL AND BCT.
IT ALSO BENEFITED HOME TRAN (PHON) AND MIAMI-DADE TRANSIT.
THEY ALSO ADVOCATE THAT WAS THE FIRST COVID BILL THAT CAME OUT.
THE SECOND COVID BILL THAT CAME OUT HAS BEEN ALLOCATING MONEY FOR LOCAL GOVERNMENTS.

A PROVISO WAS ADDED TO THAT, THAT MADE LOCAL GOVERNMENTS HAVE TO BE THE SIZE OF 500,000 OR MORE, WHICH BENEFITS DIRECTLY TO BROWARD COUNTY GOVERNMENT.HOPEFULLY, THAT DISTRIBUTION WON'T GO WELL WITH THE LOCAL GOVERNMENTS HERE IN THE REGION.
THEY'VE ALSO BEEN ADVOCATING UP IN WASHINGTON FOR THIS FINAL BILL THAT HAS COME OUT ON THE HOUSE SIDE THAT AS ACTUALLY PROVIDING EVEN MORE MONEY FROM LOCAL GOVERNMENTS AND YOU RECEIVED AN E-MAIL UPDATES FROM US THE OTHER DAY WITH THE FUNDING BREAKDOWN BETWEEN THE COUNTY AND THE CITIES, AND THOSE ARE FOUR AREAS UNDER 500,000, WHICH IS GREAT.
ANOTHER THING THAT'S IN THE HOUSE BILL, HOPEFULLY ONE DAY WHEN THE SENATE TAKES IT UP, AND I THINK THAT WILL BE SOMETIME IN JULY.
THERE IS A DIRECT ALLOCATION TO THE MPO, IT'S BASICALLY DOTS AND NPO'S AROUND THE NATION.
THERE'S ABOUT $15 BILLION THAT'S ALLOCATED TO THE DOTS.
THEN BY FORMULA, WILL GO DOWN TO THE VARIOUS TMA, WHICH IS WHAT WE'RE MPO'S.
IN A ROUNDABOUT NUMBER, WE'VE BEEN WORKING WITH THE FOLKS AT THE NATIONAL ASSOCIATION OF REGIONAL COUNCILS AND THE ASSOCIATORS TEAM OF METROPOLITAN PLANNING ORGANIZATIONS, THAT NUMBER TO BROWARD SHOULD BE IN THE $100 MILLION RANGE.
THAT ACTUALLY CAN COVER SALARIES AND BENEFITS AND ALL THE REST SHOULD THERE BE A SHORTFALL IN GAS TAXES WHICH GIVEN THE ECONOMIC DOWNTURN THAT WE'VE HAD.
BECAUSE OF COVID, WE ANTICIPATE THAT THAT WILL HAPPEN.
OUR FUNDING SIDE IS SOLID, AT LEAST THROUGH THE HIGHWAY TRUST FUND THROUGH THE END OF THIS FISCAL YEAR.
THERE'S GOING TO NEED TO EITHER BE A CONTINUING RESOLUTION OR A NEW FIVE-YEAR OR SEVEN-YEAR TRANSPORTATION BILL THAT WILL NEED TO BE PASSED BY THE HOUSE AND THE SENATE.
MOST OF THAT BILL HAS ALREADY BEEN ASSEMBLED ON THE HOUSE SIDE AS WELL AS THE SENATE SIDE.
THE ONLY PIECE AND PARCEL THAT HAS BEEN DRESSED UP IN WASHINGTON IS FOR THE MASS TRANSIT FUNDS.
SO WE'RE WORKING TO TRY TO ENSURE THAT THAT MOVES FORWARD AS WELL.

THE FEDS WERE REALLY IMPRESSED WITH IT, BOTH FHWA AND FTA, BUT THEY DID HAVE A COUPLE OF COMMENTS.

THE FTP PROVIDES POLICY GUIDANCE AND ESTABLISHES THE POLICY FRAMEWORK FOR ALLOCATING THE STATE AND FEDERAL TRANSPORTATION FUNDS WHICH FLOW THROUGH FDOTS FIVE-YEAR WORK PROGRAM.
IT IS IMPORTANT BECAUSE IT NOT ONLY SETS A LONG-RANGE VISION FOR THE FUTURE, BUT ALSO GUIDES TRANSPORTATION DECISION-MAKING TODAY.
THE PLAN CONSIDERS HOW WE WILL ATTAIN OUR GOAL OF ZERO FATALITIES ON FLORIDA'S TRANSPORTATION SYSTEM, PROVIDE A MORE EFFICIENT AND MOBILE TRANSPORTATION SYSTEM, MEET THE NEEDS OF A GROWING AND CHANGING POPULATION, MAKE OUR ECONOMY MORE COMPETITIVE, AND ENHANCE THE QUALITY OF LIFE AND ENVIRONMENT OF FLORIDA'S COMMUNITIES.
IT ALSO INCREASES OPPORTUNITIES FOR ACCESS TO TRANSIT AND OTHER MODES OF TRANSPORTATION AND ADDRESSES EMERGING ISSUES SUCH AS THE RAPID CHANGES IN TECHNOLOGY.
SO FDOT PREPARES NUMEROUS STATEWIDE PLANS WHICH ARE GUIDED BY AND HELP INFORM THE FTP.
THEY INCLUDE MODAL PLANS AND OTHER PLANS SUCH AS THE FREIGHT MOBILITY AND TRADE PLAN, AND THE STRATEGIC INTERMODAL SYSTEM OR THE SIS POLICY PLAN.
DURING THE FTP UPDATE PROCESS, FDOT ALSO DRAWS ON VISIONS AND PLANS OF PARTNERS INCLUDING METROPOLITAN PLANNING ORGANIZATIONS, REGIONAL PLANNING COUNCILS, LOCAL GOVERNMENTS AND MODAL PARTNERS, AND OTHER STATE AGENCIES.
THE CURRENT FTP HAS THREE ELEMENTS.
A VISION ELEMENT THAT'S LOOKING AT ABOUT 50 YEARS, A POLICY ELEMENT WITH A 25-YEAR HORIZON AND THAT MATCHES THE MPO LONG-RANGE TRANSPORTATION PLANS, AND AN IMPLEMENTATION ELEMENT.
THE UPDATED FTP MAY INCLUDE A FOURTH ELEMENT, THE PERFORMANCE ELEMENT.
THE GOALS FROM THE LAST FTP UPDATE ARE REMAINING LARGELY INTACT.
REFINEMENTS MADE TO THEM SUCH AS LINKING TRANSPORTATION CHOICES TO IMPROVEMENTS IN ACCESSIBILITY AND EQUITY REFLECT INPUT RECEIVED FROM OUR PARTNERS AND THE PUBLIC.
THE GOAL AREAS ARE REPRESENTATIVE OF THE THEMES THAT HAVE HISTORICALLY BEEN HIGHLIGHTED IN FTPS AND CONSIDER EMERGING TRENDS AND TECHNOLOGIES, THAT ARE IMPACTING THE TRANSPORTATION SYSTEM.
