SO THE FIRST THING THAT THIS REGIONAL TRANSPORTATION PLAN DID WAS TAKE A LOOK AT FUNDING TRANSPORTATION PROJECTS. THE SLIDE YOU SEE IN FRONT OF YOU. THIS IS HOW TRANSPORTATION IS FUNDED IN THE STATE OF FLORIDA. IT STARTS ON THE LEFT FOR THE FEDERAL SOURCES, STATE, THE MIDDLE, LOCAL. AND THEN FROM TOP TO BOTTOM, IT STARTS WITH FUNDING SOURCES. AND AT THE BOTTOM ARE PROGRAMS. AND I WANT YOU TO PAY ATTENTION TO THE DIFFERENCE BETWEEN FUNDING SOURCES AND FUNDING PROGRAMS. IT'LL COME UP LATER IN THE PRESENTATION. BUT FROM WHAT WE KNOW IS THAT OUR FEDERAL SOURCES ARE DECREASING. OK. THE HIGHWAY GAS TAXES YIELDING ONE LESS MONEY AND THAT AND THE FUNDS ARE WE CAN'T DO AS MUCH WITH THEM AS WE USED TO BE ABLE TO. THE STATE WAS VERY IS VERY GOOD AND HAS A VERY GOOD PROGRAM OF BUILDING AND MAINTAINING ROADS, WHICH WAS GREAT FOR FLORIDA'S ECONOMY. WE'RE NUMBER THREE POPULATION WISE. AND THAT'S JUST YEAR ROUND RESIDENTS. NOT TO MENTION THE CONTINUAL TOURIST POPULATION. BUT WHAT THAT ENDS UP DOING IS PUTTING STRESS ON THE LOCALS TO FILL ANY SORT OF FUNDING GAP. AND WE'VE SEEN THAT WITH MIAMI DADE AND BROWARD TRANSPORTATION SURTAXES. SO AS WE GO INTO THE RTP, WE'RE LOOKING AT. WELL, WE KNOW WE HAVE A GROWING POPULATION. WE'RE LOOKING AT A 30 PERCENT GROWTH RATE OVER THE NEXT 25 YEARS. THAT MEANS A THOUSAND PEOPLE A WEEK MOVING TO SOUTH FLORIDA. WE ALSO KNOW WE HAVE MISMATCHED INVESTMENTS THROUGHOUT THE MTP PROCESS. YOU HEARD PETER GIES TELLING YOU THAT HOW WHAT WE WANT TO FUND AND WHAT WE'RE ALLOWED TO FUND ARE TWO DIFFERENT COLUMNS. AND WE ALSO KNOW THAT OUR LAND USE ISN'T NECESSARILY. IT DOESN'T CONTRIBUTE TO HIGH CAPACITY TRANSIT. OK? THROUGHOUT OUR REGION AND USING ALL OF SOUTH FLORIDA'S REGION, ALL THREE COUNTIES, ONLY FIVE PERCENT OF THE POPULATION HAS WALKABLE ACCESS TO HIGH CAPACITY TRANSIT. SO WHAT WE DID WAS LOOKED WE DID SCENARIO PLANNING, TAKE AN EMPIRICAL LOOK AT WHAT IF WE WERE TO CHANGE FUNDING POLICIES AND WHAT IF WE WERE TO IMPLEMENT LARGE SCALE CAPITAL AND LAND USE INVESTMENTS? NOW, IN BLUE, YOU SEE OUR TREND. SO THAT'S OUR DO NOTHING, OUR NO BUILD OR NO BUILD OPTION. IN ORANGE IS A REGIONAL TRANSIT. SO THERE'S A MASSIVE INTER AND INTRA COUNTY REGIONAL TRANSIT NETWORK. AND IN YELLOW, IT'S THE SAME TRANSIT NETWORK AS IN ORANGE. BUT NOW WE'VE ALLOCATED GROWTH TO THOSE HIGH CAPACITY CORRIDORS. AND THE NEXT COUPLE OF SLIDES WILL BE TAKING YOU THROUGH THE RESULTS. SO IN ORDER TO MAKE AN APPLES TO APPLES COMPARISON, WE COMPARE THIS WITH WE USE THE REGIONAL TRANSPORTATION MODEL [INAUDIBLE]. KEEP IN MIND, THAT IS A VERY CAR CENTRIC MODEL. BUT EVEN EVEN USING THAT, WE DID SEE POSITIVE RESULTS. NOW WE KNOW THAT WE'RE NOT GOING TO ELIMINATE THE CAR, THE SINGLE OCCUPANCY VEHICLES NOT GOING AWAY. AND THAT'S NOT OUR GOAL. OUR GOAL IS TO PROVIDE OPTIONS. SO EVEN UNDER ALL THREE SCENARIOS, IT MAY NOT LOOK LIKE A BIG CHANGE. BUT BETWEEN THE TREND AND THE ALTERNATIVE GROWTH, THAT'S THREE MILLION LESS VEHICLES ON THE ROAD OR THREE MILLION LESS MILES. NOW, AS FAR AS ACCESS GOES IN THE TREND, YOU CAN SEE THAT VERY FEW. LIKE I SAID EARLIER, VERY FEW PEOPLE HAVE ACCESS TO HIGH CAPACITY TRANSIT. AND OF THAT, ONLY 10 PERCENT OF THE JOBS HAVE TO HAVE ACCESS TO TRANSIT UNDER THE TWO DIFFERENT SCENARIOS. AND I LIKE TO CALL ATTENTION TO THE ALTERNATIVE GROWTH. FIFTY PERCENT OF JOBS IN SOUTH FLORIDA WOULD HAVE ACCESS TO HIGH CAPACITY TRANSIT. NOW, WHAT DOES THAT MEAN FOR RIDERSHIP? WELL, IT INCREASES, BUT WE'RE LOOKING AT WHERE IT INCREASES AND WHERE IT DOESN'T. I LIKE TO CALL PARTICULAR ATTENTION TO THE LOCAL ROUTES VERSUS THE HIGH CAPACITY TRANSIT UNDER THE ALTERNATE GROWTH SCENARIO. [00:30:01] THE HIGH CAPACITY TRAIN TRANSIT, MEANING THE LONGER TRIPS TO CROSS COUNTY OR CROSSING COUNTY LINE TRIPS, INCREASES GREATLY. MEANWHILE, THE LOCAL TRIPS ACTUALLY HAVE WE SEE THE LEAST CHANGE. THE REASON FOR THAT IS BECAUSE WHEN WE COMBINE COMBINE THE DENSITY WITH THE HIGH CAPACITY TRANSIT, WHAT WOULD HAVE BEEN A LOCAL TRANSIT TRIP IS NO LONGER EVEN A VEHICLE TRIP. IT'S CONVERTED TO A WALKING OR CYCLING TRIP. SO WHAT DOES THIS MEAN LONG TERM? WELL, WHEN YOU THINK ABOUT THE REGIONS THAT HAVE REALLY ROBUST TRANSIT SYSTEMS THAT WE TRY TO MODEL, THEY STILL HAVE CONGESTION AS WE GO THROUGH THIS. AND WE'RE GOING TO GET SOME POLICY STATEMENT SOON. WE'RE NOT. OUR GOAL IS NOT TO ELIMINATE CONGESTION AND WE'RE NOT SELLING THIS, BUT WE'RE NOT SELLING. BUT WE'RE NOT. IT'S NOT A WE'RE GOING TO SOLVE CONGESTION IN SOUTH FLORIDA, EVEN IF YOU LOOK AS GOOGLE EARTH IMAGES. THESE ARE ALL TAKEN AT THE SAME TIME DURING PEAK. AND OTHER THAN DADE COUNTY, WHICH WE EXPECT, SOUTH FLORIDA'S MAJOR ROADWAYS ARE NOT VERY CONGESTED. BUT WE ALSO DON'T HAVE A LOT OF TRANSPORTATION OPTIONS. IT'S A SINGLE OCCUPANCY VEHICLE. WE HAVE TRI RAIL, WHICH SERVES ONE CORRIDOR AND THEN SOME. AND THERE'S SOME BUS ROUTES ALONG OUR MAJOR HIGHWAYS. SO WHEN YOU LOOK AT THEM AT THE OTHER MORE ROBUST TRANSIT SYSTEMS, YOU SEE THEY STILL HAVE CONGESTION. BUT THEY ALSO GIVE THE RESIDENTS OPTIONS. SO THE RESULT OF THIS ARE POLICY STATEMENTS. AND WE'RE USING THIS GRAPHIC TO SHOW THAT THESE ALL DON'T STAND ALONE. YOU CAN'T DO REGIONAL TRANSIT WITHOUT HAVING NEW REVENUE SOURCE TO FUND THAT TRANSIT. OK. WE ALSO USE THE COMPLIMENTARY LAND USE AND WE NEED TO BE ABLE TO FLEX THE FUNDING WE HAVE AVAILABLE. AND THESE POLICIES IN THE LONG RUN WILL BECOME INITIATIVES IN TALLAHASSEE SO THAT WE CAN TRY TO MOVE THE NEEDLE ON TRANSIT IN SOUTH FLORIDA. SO WE'RE IN MAY NOW. OK. IN AUGUST, THE REGIONAL TRANSPORTATION PLAN GOES TO THE SEFTC FOR FINAL ADOPTION. AND THAT'S NOT WHERE THIS ENDS. THEY DEVELOPED A COUPLE OF ALTERNATIVES TO THE CORRIDOR ALTERNATIVE, EITHER TAKING THE CONNECTOR ROAD, WHICH CONNECTS THE SAWGRASS EXPRESSWAY TO I-95 ON THE NORTH SIDE OF THE CORRIDOR, OR KIND OF BIFURCATING THE CURRENT LOCAL SOUTHWEST 10TH STREET. SO WE ARE LOOKING AT BASICALLY TWO FACILITIES WITHIN THE SAME CORRIDOR. HIGH SPEED CONNECTOR WAY ALONG WITH A LOWER SPEED LOCAL ROADWAY. SO AT THE FIRST ALTERNATIVE PUBLIC WORKSHOP, IT WAS DETERMINED FROM PUBLIC INPUT THAT THEY PREFERRED A NORTHERN ALIGNMENT FOR THE CONNECTOR AND THAT THE LOCAL ROAD BE MOVED CLOSER TO TO THIS UP TO THE SOUTH OF THE. I MEANT TO BASICALLY BETTER FACILITATE THE CONNECTIVITY WITH THAT LOCAL ROADWAY TO THE BUSINESSES AND TO THE RESIDENTS. SO WE WENT FURTHER ALONG IN THE DEVELOPMENT OF THE PROJECT AND LOOKED INTO THE ISSUES AND OTHER CONCERNS THAT WERE BROUGHT UP, WHICH MAINLY LOOKED AT THE AMOUNT OF DEPRESSED VERSUS NON DEPRESSED SECTION. SO WE EVALUATED THAT AND WE CAME UP WITH SEVERAL ALTERNATIVES TO DEPRESS THE ROADWAY, BUT A PARTIALLY DEPRESSED, FULLY DEPRESSED OR NON DEPRESSED SEGMENTS. SO THAT WAS FOR THE CONNECTOR ROADWAY, FOR THE LOCAL ROADWAY. ALL THAT WOULD BE AT GRADE TO ALLOW FOR, THOUGH, THAT CONNECTIVITY BETWEEN THE RESIDENTS AND THE BUSINESSES. SO THAT WAS SIMILAR FOR ALL THAT ALTERNATIVES. SO MOVING ON, AFTER OUR NOVEMBER 2018 FIRST OR SECOND WORKSHOP, WE ENDED UP HAVING ANOTHER ALTERNATIVE WORKSHOP TO BASICALLY ADDRESS SOME OTHER ISSUES THAT HAD COME UP AND MAINLY RELATED TO SOME OF THE THINGS LIKE YOU SEE ON THE SCREEN. THIS IS A SHOT ON YOUR TOP TOP RIGHT PICTURE OF THE WATERWAYS WHERE WE HAD INITIAL CONCEPT, SHOWED A BRIDGE OVER THE WATERWAYS ENTRANCE. SO THOSE TYPE OF THAT TYPE OF INPUT WAS AS BROUGHT TO THE TEAM. WE LOOKED AT SOME WAYS TO ADDRESS IT. SO YOU LOOK AT THE RENDERING BELOW THAT WE WERE ABLE TO SLIDE THAT BRIDGE FURTHER TO THE WEST TO GET THAT OUT OF THE VIEWSHED. A COUPLE OF THE OTHER MAJOR ISSUES THAT WERE BROUGHT UP WERE ABOUT TRUCKS. INITIALLY, TRUCKS WERE NOT GOING TO BE ALLOWED IN THE CONNECTOR AS IT WAS INTENDED TO CONNECT THE MANAGED PLAINS FACILITIES ALONG I-95 AND SAWGRASS. THAT IN ITSELF DID PRESENT SOME CONCERNS, BUT HAVING ADDITIONAL TRUCK TRAFFIC ON THE LOCAL ROADWAY. SO WE WERE ABLE TO LOOK AT THAT AND MAKE THAT CHANGE WERE ALLOWED, ALLOWING TO HAVE TRUCKS ON THE CONNECTOR ROAD THERE, THEREBY REDUCING THE NUMBER OF TRUCKS ON LOCAL ROADWAY. TOLLING WAS BROUGHT UP AS A CONCERN. TOLLING IS LOOKED AT FROM A TRAFFIC MANAGEMENT PERSPECTIVE. AND AT THIS POINT, OUR TRAFFIC ANALYSIS SHOWS THAT ANY KIND OF TOLLING COMPONENT TO MANAGE THIS CONNECTOR ROADWAY WOULD NOT BE NEEDED TILL THE WAY IN THE FUTURE PAST 2030. SO WE DON'T EXPECT TOLLING, AT LEAST INITIALLY NOT FOR MANY YEARS AFTER THAT. WE'VE ALSO BEEN LOOKING AT SOME DIFFERENT DEPRESSED OPTIONS AND IDENTIFYING A DEPRESSED OPTION WITHIN THE AREA WHERE IT'S HIGHLY RESIDENTS BOTH ON THE NORTH AND SOUTH SIDE OF THE ROADWAY. WE'RE LOOKING AT AS ONE OF THE OPTIONS TO DEPRESS THE RAMP THAT OTHERWISE WOULD BE A BRIDGE STRUCTURE BY PUTTING THAT THAT STRUCTURE BELOW GROUND. [00:40:06] AND AGAIN, CLEARS OUT VISUAL THAT THE VISUAL LOOK ALONG THE CORRIDOR. BRING US UP TO WHERE WE ARE TODAY. AND SO WE'VE BEEN WORKING WITH THE CITY TO MAKE SURE WE UNDERSTAND WHAT THOSE CONCERNS ARE. AND WHAT CAME OUT OF THOSE MEETINGS WAS THE CONCERN THAT THE PROJECT, THOSE CONNECTOR LANES THAT ROB MENTIONED, WE'RE ONLY CONNECTING TO THE I-95 EXPRESS LANES THAT WE'RE NOT CONNECTING TO THE GENERAL PURPOSE LANE. SO THERE WAS A CONCERN THAT PEOPLE WILL BE FORCED OUT OF THE CONNECTOR LANES AND USE THE LOCAL ROADS. ALSO REQUIRED TRUCKS WOULD HAVE TO GET OUT OF THE CONNECTOR LANES IN ORDER TO USE THE GENERAL PURPOSE LANES. THE NEXT ITEM WAS MORE. THEY WANTED TO SEE MORE OF A COMPLETE STREET. THEY HAD CONCERNS ABOUT SAFETY AND MULTIMODAL ASPECTS OF THE PROJECT FOR THE LOCAL STREETS. AND THEN THE THIRD ITEM WAS THAT THERE WAS NOT ENOUGH TO PRESS THE ELEMENTS OF THE PROJECT ARE PREFERRED, AS ROB MENTIONED, INCLUDED A WESTBOUND DEPRESS RAMP. WHEN THEY TALK ABOUT THE PRESS SECTIONS, THE EMPHASIS IS THE AESTHETICS OF THE CORRIDOR AND NOISE ABATEMENT AND IMPROVEMENTS OF NOISE IMPACTS BY DEPRESSING ROADWAYS. AND THEN THE FOURTH WAS THAT THERE WASN'T ENOUGH GREEN SPACE AND THERE WERE SOME IDEAS THROWN ABOUT TO TRY AND ADDRESS THAT. AND THEN A FIFTH WAS THAT THEY WANTED TO SEE MORE ACCESS TO THEM FROM THE TURNPIKE GOING THROUGH EACH ONE OF THOSE FAIRLY QUICKLY. THIS IS A LINE DIAGRAM OF THE CORRIDOR. FLORIDA'S TURNPIKE IS TO THE LEFT. I-95. AS YOU CAN SEE, WE'VE SET THAT UP TO SHOW THE EXPRESS LANES AS WELL AS THE GENERAL PURPOSE LANES OF NINETY FIVE, WHICH ARE DARK. THE LOCAL STREETS, 10TH STREET ARE DARK AS WELL. THE CONNECTOR LANES WE'RE SHOWING OUR GREEN. AND AS ROBERT MENTIONED AFTER THE FIRST WORKSHOP, IT IS DECIDED THAT THOSE SHOULD BE ON THE NORTH SIDE. SO THIS IS A NORTH ALIGNMENT. AND WHAT WE HAD BACK IN OCTOBER WAS THAT THE CONNECTIONS FROM 95. I WAS ON THE EXPRESS LANES. I WOULD BE ABLE TO ACCESS THESE CONNECTOR LANES DIRECT. AND THE COUNTERPART, IF I'M ON THE CONNECTOR LANES, GOING IN THE EASTBOUND DIRECTION, I WOULD BE ABLE TO ACCESS 95, BUT ONLY INTO THE MEDIAN, INTO THE EXPRESS LINE. SO IF I WANTED TO USE THE LOW, USE THE GENERAL PURPOSE LANES, I WOULD HAVE TO GET OUT OF THE CONNECTOR LANES. SO WHAT WE HAVE DEVELOPED IS A SOLUTION THAT NOT ONLY ACCESSES THE 95 EXPRESS LANES, BUT ALSO THE GENERAL PURPOSE LINE. SO THIS WAY, IF I'M ON THE CONNECTOR LANES AND I'M GOING EASTBOUND THROUGH THE CORRIDOR IF I WANT TO GO TO NINETY FIVE, I WILL HAVE A CHOICE. BUT I'LL BE ABLE TO MAKE A DIRECT CONNECTION AND STAY OFF OF THE LOCAL LANES SO I CAN GET INTO THE GENERAL PURPOSE LANES OR THE EXPRESS LANES. AND THAT WOULD BE THIS ON COMING FROM NINETY FIVE IF I'M IN THE EXPRESS LANES OR IN THE GENERAL PURPOSE LANES. I WILL STILL BE ABLE TO ACCESS THE CONNECTOR LANES DIRECT AND NOT HAVE TO USE THE LOCAL STREETS IN ORDER TO ACCESS IT. AND BY MAKING THOSE CONNECTIONS. WHAT THAT DOES IS IT ALLOWS MORE TRAFFIC TO BE PULLED INTO THE CONNECTOR LANES. SO IT HELPS REDUCE THE OVERALL TRAFFIC VOLUMES ALONG 10TH STREET. SO IT WAS A POSITIVE FROM A NUMBER OF ASPECTS. BUT THAT IS WHAT OUR CURRENT CONCEPT IS, MAKING ALL THOSE CONNECTIONS WITH THE BASE CONCEPT. SO FROM A COMPLETE STREET STANDPOINT, THE GRAPHIC YOU SEE ON THE LEFT HAS BICYCLE LANES ON THE PAVEMENT. AND THAT WAS A BIT OF AN ISSUE WHEN WE STARTED TO TALK WITH THE CITY, HOW IT WAS GOING TO INTERACT WITH SOME OF THE LOCAL ACCESS RAMPS AND SO FORTH. SO THERE'S BEEN SOME CHANGES TO THE FLORIDA DESIGN MANUAL THAT ALLOWS US TO REMOVE THE BIKE LANES FROM THE PAVEMENT. IF WE WERE TO HAVE A SHARED USE PATH. SO WHAT WE'VE DONE HERE IS CHANGE THE TYPICAL FROM WHAT YOU SEE ON THE LEFT TO WHAT'S ON THE ON THE RIGHT, WHICH CREATES A SHARED USE PATH FOR THE LENGTH OF THE QUARTER. AND THIS IS ACTUALLY SHARED USE PATH THAT WILL CONNECT OVERRIDE NINETY FIVE AS WELL. AND BY DOING THAT, REMOVING THE BIKE LANES FROM THE PAVEMENT. IT GIVES US MORE OPPORTUNITIES TO PUT MORE GREEN ALONG THE QUARTER TO MAKE IT MORE OF A [00:45:02] LOCAL STREET. SO EVERYBODY IS VERY SUPPORTIVE OF THIS CHANGE. THE CHANGE IN THE FLORIDA DESIGN MANUAL ALLOWS FOR IT. SO THAT WAS A BIG POSITIVE ASPECT THAT WE WERE ABLE TO ADDRESS THE DEPRESSED ELEMENT. THIS IS THIS IS MUCH MORE CHALLENGING TO DEAL WITH WHAT YOU SEE ON THE TOP HERE. THIS IS JUST AN AERIAL OF THE PROJECT. THIS IS OUR PROPOSED CONCEPT, WHICH HAS A WESTBOUND DEPRESSED RAMP IN THE MIDDLE HERE. BUT ON THE EAST SIDE, AS WE'RE GOING TO MILITARY TRAIL AND THE RAILROAD, WE HAVE TO DEAL WITH A S2 CANAL WHICH HANDLES THE DRAINAGE FROM THE RESIDENTIAL AREAS THROUGH CENTURY VILLAGE ULTIMATE OUTFALLS NORTH OF HILLSBOROUGH TO THE HILLSBOROUGH CANAL. WE HAVE TO START ELEVATING TO GET OVER MILITARY TRAIL AND WE HAVE TO ELEVATE OVER THE RAILROAD. SO SO THOSE CONSTRAINTS MAKE IT VERY PROBLEMATIC TO GO WITH IT. THE PRESS SECTION IN THIS AREA ON THE WEST SIDE, WE HAVE THE QUIET WATERS PARK. WE HAVE BUSINESSES ALONG POWERLINE ROAD AND AS WELL AS NUMEROUS UTILITIES THAT RUN UP AND DOWN POWERLINE ROAD AND ANOTHER C3 CANAL THAT HANDLES THE DRAINAGE FROM THE RESIDENTIAL AREA THAT WE HAVE TO DEAL WITH. SO WE LOOK AT DEPRESSING THE ROAD IN THIS AREA AND WE REALLY WERE SEEING MARGINAL BENEFITS BY DOING THAT. THE CLOSEST HOUSE IN THIS AREA IS ABOUT OVER 300 FEET AWAY FROM WHERE A WALL WOULD BE. SO SO THE WEST AREA AT POWERLINE ROAD HAS A NUMBER OF CONSTRAINTS. IT'S THIS CENTER AREA THAT WE WERE ABLE TO DEPRESS ELEMENTS IN ORDER TO AVOID ELEVATING STRUCTURES, AND THAT'S THE DEPRESSED WESTBOUND RAMP, WHICH ACTUALLY GOES UNDER. AND I DON'T KNOW IF YOU CAN MAKE IT OUT FROM THE GRAPHIC. IT GOES UNDER THE EASTBOUND CONNECTOR LANES. AND SO THIS AREA HERE, WE'RE NOT ELEVATING ANY ROADS IN THIS RESIDENTIAL AREA HERE, WHICH YOU SEE CENTURY VILLAGE ON THE NORTH. THIS IS WATER FOR COURTYARDS AND WATER FOR HOMES ON THE SOUTH. THE NEXT ITEM WAS THE IDEA OF INCREASING GREEN SPACE, AND IT REALLY CAME UP IN CONVERSATION WHERE, WELL, IF YOU'RE MAKING THOSE CONNECTIONS TO I-95, DO WE REALLY NEED TO HAVE THESE RAMPS? SO WE HAVE LOCAL INGRESS AND EGRESS RAMPS THAT ALLOWS US TO GO FROM THE LOCAL LANES TO THE CONNECTOR LANES. AND SO WE HAVE ONE SET THAT I'LL CALL THE POWER LINE ROAD RAMPS, WHICH OCCURRED JUST EAST OF POWERLINE ROAD SO I CAN TAKE THIS BLUE RAMP FROM THE LOCAL LANES TO GET INTO THE CONNECTOR LANES. AND IF I'M IN THE CONNECTOR LANES AND I WANT TO GET OFF PRIOR TO POWERLINE ROAD, I WOULD GET OFF HERE. AND THIS IS THE ACTUAL DEPRESSED ELEMENT THAT GOES UNDER THE EASTBOUND CONNECTOR LANES. AND THAT WOULD ALLOW ME TO GET TO POINTS TO THE RESIDENTIAL AREAS TO THE WEST OF POWERLINE ROAD AND UP ALONG POWERLINE ROAD. AND THEN THE SET OF RAMPS ON THE EAST SIDE AS THE NEWPORT CENTER RAMPS, BASICALLY, THESE ARE INGRESS AND EGRESS POINTS THAT HAPPEN AROUND THE NEWPORT CENTER DRIVE AND 12TH AVENUE. SO I'M I'M ON THE CONNECTOR LANES AND THE EAST BOUND DIRECTION. AND I WANT TO GO TO NEWPORT CENTER OR POINTS EAST. I CAN GET OFF I GO OVER MILITARY TRIAL SO I DON'T HAVE TO DEAL WITH THE SIGNAL AND MILITARY. AND I COME DOWN PRIOR TO THE NEWPORT CENTER INTERSECTION AND I CAN I COULD ACTUALLY ACCESS NINETY FIVE ON THE SURFACE RAMPS THAT'LL STILL BE INTACT OR I CAN CONTINUE TO THE EAST AND IN THE WESTBOUND DIRECTION. IF I'M ON LOCAL 10TH STREET, I WILL HAVE ACCESS TO GET INTO THE CONNECTOR LANE JUST TO THE WEST OF NEWPORT CENTER INTERSECTION WHERE IF I'M IN NEWPORT CENTER OR ALONG 12TH AVENUE OR AT THE PUBLIC'S DISTRIBUTION, I WOULD STILL BE ABLE TO ACCESS THE CONNECTOR LANES OR THE LOCAL LANES THROUGH THOSE INTERSECTIONS. SO WE LOOKED AT WHAT WHAT IT WOULD MEAN TO REMOVE THOSE. AND WHAT HAPPENS IS WHEN YOU REMOVE THOSE RAMPS, IT FORCES MORE TRAFFIC ON THE LOCAL LANES. SO REMOVING THE RAMPS WILL INCREASE TRAFFIC ON THE LOCAL LANES AND REMOVING THE POWER LINE. ROAD RAMPS ALLOWS US TO INCREASE GREEN SPACE ALONG THE CORRIDOR WHEREAS IF WE REMOVE THE NEWPORT CENTER RAMPS, IT REALLY DOESN'T ADD GREEN SPACE AND IT ADDS TRAFFIC. SO WHAT WE'VE COME UP WITH IS AN ALTERNATIVE TO CONSIDER THAT JUST REMOVES THE POWER LINE ROAD RAMPS. AND WHAT THIS DOES, IT DOES ADD GREEN SPACE TO THE CORRIDOR. BUT IT ALSO INCREASES SOME OF THE TRAFFIC. SO IT'S A BALANCE. IT'S ONE THAT WE THINK IT'S A VIABLE ALTERNATIVE. BUT WE RECOGNIZE IT DOES INCREASE TRAFFIC. SO WE'LL GET INTO MORE OF THE DETAILS OF OUR PUBLIC ENGAGEMENT. BUT WE ARE LOOKING TO GET AS MUCH INPUT ON THESE ALTERNATIVES, WHICH IS WITH AND WITHOUT [00:50:06] THE POWERLINE ROAD RAMPS AS WE MOVE FORWARD TO TRY AND FINALIZE THE PG&E STUDY. SO HERE ARE JUST SOME GRAPHICS FROM GREENSPACE STANDPOINT OF WHAT THE CORRIDOR WILL LOOK LIKE. THE GRAPHIC YOU SEE ON THE LEFT IS WITH THE POWER LINE ROAD RAMPS. AND SO WHAT THIS GRAPHIC, ALTHOUGH WE WILL ADD SOME MORE LABELING TO MAKE IT CLEAR THE EXISTING RIGHT OF WAY LINE IS PROBABLY IN THE WHEEL PATH OF THIS BLUE CAR. SO WE'RE PURCHASING RIGHT OF WAY AND WE'RE RELOCATING SOME P&L LANES A LITTLE BIT CLOSER TO THE RESIDENTS HERE. WE'RE HAVE TO BUY RIGHT AWAY IN THIS AREA IN ORDER TO CONSTRUCT THE ROADWAY WITH THE POWER LINE ROAD RAMPS WITHOUT THE POWER LINE ROAD RAMPS. THESE FP&L POLES THAT YOU SEE HERE ARE IN THEIR CURRENT CURRENT LOCATION. SO WE DON'T HAVE TO RELOCATE THOSE. AND THE RIGHT OF WAY IS EXISTING RIGHT AWAY, WHICH IS JUST ON THE OTHER SIDE OF THIS SHARED USE PATH. THESE TREES THAT WE'RE SHOWING IN THE BACKGROUND HERE ARE EXISTING TREES. SO FROM A GREENSPACE STANDPOINT, IT'S FROM AN IMPACT, PARTICULARLY AT THIS WATERFORD COURTYARD AREA WITHOUT THE POWER LINE ROAD RAMPS THAT THEY GAIN A LOT. BUT AGAIN, THIS DOES INCREASE TRAFFIC TO THE CORRIDOR. AND HERE'S JUST ANOTHER PERSPECTIVE, AND AGAIN, THIS IS THIS IS FROM MY CAMERA LOCATION. THAT DOES NOT MOVE AND BOTH OF THESE PICTURES. THE DIFFERENCE IS THAT IN THE PICTURE ON THE RIGHT, THE CAMERA IS LOCATED AROUND THE EXISTING RIGHT AWAY LINE. THESE HEDGES ARE EXISTING TODAY. SO THOSE FP&L LANES ON THE RIGHT THERE IN THEIR CURRENT CONDITION. WHEN IF WE INCLUDE THE RAMPS IN THE PROJECT, WE HAVE TO PURCHASE THEM RIGHT AWAY. SO THIS WILL BE TRIMMED BACK. THE POLES WILL BE RELOCATED TO WHERE THESE TREES ARE. AND THE ROAD WILL NEED TO MOVE CLOSER TO THE RESIDENTIAL AREAS. AND THAT'S WHAT YOU SEE ON THE PICTURE ON THE LEFT. SO JUST IN SUMMARY, WE DO HAVE AN INCREASE OF SPACE AS WELL AS THE ROADS, SINCE WE'RE NOT PURCHASING RIGHT AWAY, THE ROAD ACTUALLY MOVES ALMOST 50 FEET AT THE LARGEST PART AWAY FROM THE HOMES. AND THAT'S THE LOCAL ROAD. MOVING FARTHER TO THE NORTH DOES INCREASE. THE TRAFFIC LIVES ON LOCAL 10TH STREET. THE TRAVEL TIMES ARE NOT. WE'RE STILL FINALIZING THE TRAFFIC ANALYSIS, BUT THE ACTUAL TRAVEL TIMES DON'T VARY TOO MUCH. BUT BY ELIMINATING THOSE RAMPS, WE WOULD BE LIMITING PEOPLE'S CHOICES THAT LIVE ALONG THE CORRIDOR OR USING POWERLINE ROAD TO BE ABLE TO USE THE CONNECTOR LANES. SO WITHOUT THOSE RAMPS, THEY WOULD NOT HAVE ACCESS TO THE CONNECTOR LANES AND WOULD MOST LIKELY HAVE TO USE THE LOCAL LANES, WHICH WILL BE A LONGER TRIP FOR THEM BECAUSE OF THE SIGNALS AND LOWER SPEED VERSUS THE CONNECTOR LANES. AND THIS IS ONE OF THE BIGGEST TOPICS, I THINK, AS WE PICK THE PROJECT BACK UP WITH PUBLIC ENGAGEMENT OF GETTING FEEDBACK ON THIS ALTERNATIVE. AND FINALLY, FROM A TURNPIKE CONCEPT STANDPOINT, THE TURNPIKE HAS TAKEN A COUPLE OF STEPS BACKWARDS. THEY'VE REVISITED THEIR WHOLE PHILOSOPHY, ON [INAUDIBLE] LANES AND EXPRESS LANES. SO A LOT OF THAT, I THINK, IS PROBABLY POSITIVE FOR THE PUBLIC BECAUSE THERE WERE CONCERNS ABOUT THE CONNECTOR LANES ONLY CONNECTING TO EXPRESS LANES ON THE TURNPIKE ARE ONLY BEING ABLE TO CONNECT TO SAWGRASS EXPRESS LANES THAT ARE SOLELY EXPRESS LANES. SO THEY WOULD BE LIMITING THE AMOUNT OF TRUCKS THAT COULD USE THE CONNECTOR LANES. SO ALL THAT IS GOING TO CHANGE. THERE WILL BE CONNECTIONS, DIRECT CONNECTIONS FROM THE CONNECTOR LANES TO THE SOUTH ON THE TURNPIKE. THAT'LL BE TO THE GENERAL PURPOSE LANES OF THE TURNPIKE. FROM THE SAWGRASS EXPRESSWAY STANDPOINT, THE GENERAL PURPOSE LANES WILL HAVE THAT ACCESS DIRECTLY INTO THE CONNECTOR LANES WHERE THEY'LL BE ABLE TO CHOOSE THE LOCAL LANES. AND THE TURNPIKE IS LOOKING TO START MOVING FORWARD WITH MORE MEETINGS WITH THE CITY AND STARTING TO GET THEIR CONCEPT BACK IN ORDER. NOW, WITH THEIR CHANGES, WE FEEL CONFIDENT THAT THEY'LL BE ABLE TO CONTINUE MOVING FORWARD IN A POSITIVE DIRECTION. WITH WITH OUR PROJECT BEING ABLE TO ACCOMMODATE WHATEVER THEY END UP DOING. AND SO FROM A STATUS STANDPOINT, YOU KNOW, WE'VE COME UP WITH SOME SOLUTIONS TO ADDRESS THOSE CONCERNS. THIS REALLY SHOULD BE AN ASTERISK VERSUS A STAR, BECAUSE THE DEPRESSED ELEMENT WAS SOMETHING THAT WE WERE LOOKING TO DO. AND WE ALSO HAVE THE ALTERNATIVE TO REMOVE POWERLINE ROAD RAMPS THAT CREATES EVEN MORE GREEN SPACE. AND THEN THE TURNPIKE, WITH THE REMOVAL OF THEIR EXPRESS LANE CONCEPTS, HELPS ADDRESS A LOT OF THE CONCERNS. WE HAD A TURN [INAUDIBLE]. SINCE WE DON'T NEED THE SINCE WE'RE SHIFTING THAT TO A CURB AND GUTTER SECTION AND WE'RE ABLE TO TO HAVE A CURB AND GUTTER SECTION, WE'RE ADDING A SIDE AREA STRIP AND LANDSCAPING BETWEEN THE LOCAL LANES AND THE CONNECTOR LANES.
