SO I'M JUST GOING TO GO AHEAD AND DO THAT NOW.JUST RECAPPING WHAT WE RECOMMENDED TO THE COUNTY AND THEN WAS RECOMMENDED TO THE OVERSIGHT BOARD FOR FISCAL YEAR 2020, CYCLE 1 SURTAX CAPITAL PROJECT RECOMMENDATIONS.
THERE WERE FOUR ROUNDS, SHOVEL READY PROJECTS.
SO THAT'S PROJECTS NUMBERS 1-33 IN THE PRIORITIZED LIST FOR ABOUT $45 MILLION.
PROJECTS 34-37 WERE RECOMMENDED FOR DESIGN PHASE TO COMPLETE THE ROADWAY REGIONAL NETWORK FOR A TOTAL OF ABOUT SIX MILLION DOLLARS, AND THREE ROUNDS OF THE TOP THREE HIGHEST RANKED PROJECTS PER CITY FOR THE PLANNING OR DESIGN PHASE PROJECTS.
THAT'S PROJECTS 38-310 FOR A TOTAL OF ABOUT $21 MILLION.
SO THE CYCLE 1 RECOMMENDATIONS TO THE COUNTY FROM THE MPO [INAUDIBLE] WAS 110 PROJECTS FOR A TOTAL OF $72 MILLION.
ON MAY 22ND, THE OVERSIGHT BOARD MET AND UNFORTUNATELY, THEY HAD TO CONTINUE THE MEETING TO JUNE 4TH DUE TO A POWER OUTAGE.
BUT ON JUNE 4TH, THE BOARD DID TAKE ACTION ON THE RECOMMENDATIONS.
SO 97 OF THESE 110 PROJECTS WERE DEEMED ELIGIBLE, THREE PROJECTS WERE DEEMED INELIGIBLE, FIVE PROJECTS WERE DEFERRED TO CYCLE 2 OF THE FIVE-YEAR PLAN.
FIVE PROJECTS WERE REMOVED FROM CYCLE 1 CONSIDERATION BY MUNICIPALITIES.
THE BROWARD COUNTY COMMISSION MEETING WAS HELD ON JUNE 16TH AND WAS ALSO CONTINUED DUE TO A POWER OUTAGE TO JUNE 18TH, WHICH IS THE DAY THAT THE COUNTY COMMISSION OFFICIALLY TOOK ACTION ON THE SURTAX MUNICIPAL CAPITAL PROJECTS.
SO THE 97 CAPITAL PROJECTS WERE UNANIMOUSLY APPROVED ON CONSENT TOTALING APPROXIMATELY $66 MILLION.
THAT AGENDA ITEM IS POSTED ON THE COUNTY'S WEBSITE.
OUR NEXT STEPS THIS SUMMER, JUNE THROUGH AUGUST, WE ARE WORKING ON THE DEVELOPMENT OF THE FIVE-YEAR PLAN, WHICH IS FISCAL YEARS 2021-2025.
WE WILL BE REACHING OUT TO THE POINT OF CONTACT THAT THE CITIES FOR RESOLUTIONS OF SUPPORT.

ON JUNE 11, 2020, THE BROWARD BOARD VOTED TO REMOVE THE PARK AND RIDE LOT ELEMENT FROM THE OVERALL I-75 AT ROYAL PALM INTERCHANGE IMPROVEMENTS, RECOMMENDING THE DELETION OF THE PROJECT.
THE PARK AND RIDE PROJECT WAS BEING DESIGNED WITH IMPROVEMENT TO THE SOUTHBOUND OFF-RAMP THROUGH INTERCHANGE IMPROVEMENT OF PROJECT.
RIGHT NOW THE FDOT IS ASSESSING HOW BEST TO IMPLEMENT THE OFF RAMP TURN LANE IMPROVEMENTS EITHER AS STAND-ALONE PROJECT OR WITH SOME OTHERS I-75 PROJECT.
THE SECOND REMOVAL IS PEMBROKE ROAD FROM US-27 TO SOUTHWEST 160TH AVENUE.
THIS PROJECT IS INCLUDED IN THE CYCLE 1, FISCAL YEAR 2020 MUNICIPAL SURTAX CAPITAL PROJECTS PRIORITIES.
THIS DOCUMENT WAS APPROVED BY THE BOARD OF COUNTY COMMISSIONERS ON JUNE 18, 2020.
THE CITY OF PEMBROKE PINES AND MIRAMAR HAVE MUTUALLY AGREED TO REMOVE THESE PROJECTS FROM THE DRAFTED TIP BASED ON THE APPROVAL OF THE SURTAX FUNDING FOR THIS PROJECT.

JUST A QUICK REVIEW, SO THE TITLE VI PROGRAM PURPOSE IS THAT TITLE VI OF THE CIVIL RIGHTS ACT OF 1964 PROHIBITS DISCRIMINATION BASED ON RACE, COLOR, OR NATIONAL ORIGIN IN PROGRAMS AND ACTIVITIES THAT RECEIVE FEDERAL ASSISTANCE.
THE BROWARD MPO, OF COURSE, BEING A RECIPIENT OF FEDERAL FUNDS MEANS THAT WE MUST ADHERE TO SET ORDER.
NOW, THE OBJECTIVES OF THE TITLE VI PROGRAM ARE THREEFOLD.
SO WE WANT TO ENSURE THAT THE LEVEL AND QUALITY OF PUBLIC TRANSPORTATION SERVICE IS PROVIDED IN A NONDISCRIMINATORY MANNER.
WE PROMOTE FULL AND FAIR PARTICIPATION IN PUBLIC TRANSPORTATION DECISION-MAKING WITHOUT REGARD TO RACE, COLOR, OR NATIONAL ORIGIN.
THE THIRD IS TO ENSURE MEANINGFUL ACCESS TO TRANSIT RELATED PROGRAMS AND ACTIVITIES BY PERSONS WITH LIMITED ENGLISH PROFICIENCY.
SO HIGH LEVEL, THIS PLAN IS REALLY AN UPDATE TO OUR PLAN.
WE ARE REQUIRED TO SUBMIT AN UPDATE EVERY THREE YEARS TO

NOW, OUR CURRENT PROGRAM DOESN'T EXPIRE UNTIL JULY 30TH OF 2021, BUT WE DO HAVE TO SUBMIT THIS TO THE FTA FOR THEM TO BEGIN REVIEW OCTOBER FIRST OF 2020.
SO WE'RE JUST BEING PROACTIVE AT THIS POINT.
AGAIN, THE FTA CONCURRED WITH THE LAST PLAN THAT WE SUBMITTED IN 2017, NO CORRECTIVE ACTIONS.
ONE THING TO NOTE IS THAT WE DID IN THIS 2020 PLAN INCORPORATE THE TRANSPORTATION PLANNING EQUITY ASSESSMENT, WHICH WAS A WAY TO LOOK AT EQUITY THAT WAS CREATED BY THE MPO AS AN ASSESSMENT, AND WE'VE BEEN ABLE TO INTEGRATE THAT SYSTEM OF EQUITY ANALYSIS THROUGHOUT THIS TITLE VI PLAN.

OKAY, PERFECT. ALRIGHT. SO MY NAME IS CONOR CAMPOBASSO WITH THE BROWARD MPO AND TODAY I'M GOING TO BE GIVING AN UPDATE ON THE POLICIES FOR THE COMING CYCLE OF CSLIP.
SO BEFORE WE GET INTO IT THOUGH, I JUST WANTED TO GIVE A LITTLE BIT OF INFORMATION FOR THOSE WHO MAY NOT BE AS FAMILIAR WITH THE CSLIP PROGRAM OR MAYBE NEW MEMBERS HERE ON THE TAC.
ESSENTIALLY, CSLIP IS A FUNDING MECHANISM THAT WE USE AT THE BROWARD MPO TO HELP FUND LOCAL TRANSPORTATION PROJECTS IN THE BROWARD AREA.
SO I'LL JUST GET RIGHT INTO IT.
THE REASON WHY WE'RE UPDATING, ACTUALLY IN THE PAST, WE TYPICALLY UPDATE THE POLICIES ONCE A YEAR AND THEY'RE TYPICALLY BASED OFF OF EITHER RECOMMENDATIONS FROM TECHNICAL STAFF LIKE THE TAC OR FDOT, OR EVEN INTERNAL MPO STAFF, TAKE ALL THOSE COMMENTS AND THEN BASED OFF THOSE, WE'LL DO SOME CHANGES TO STREAMLINE THE CSLIP PROCESS.
THIS YEAR IT'S A LITTLE DIFFERENT.
WE HAD SOME MAJOR CHANGES OCCURRING OUTSIDE OF THE PROGRAM, AND THE BIGGEST ONE BEING THAT DOT EARLIER THIS YEAR NOTIFIED US THAT THEY WILL NO LONGER OR THEY WILL BE GREATLY REDUCING THE AMOUNT OF LOCAL PROJECTS THAT THEY ARE MANAGING AND CONSTRUCTING.
THIS REALLY LEAVES ONLY THE LOCAL AGENCY PROGRAM AS THE ONLY DELIVERY MECHANISM AVAILABLE TO THE APPLICANTS.
ONE THING THAT THE MPO REALIZES IS THAT THE LOCAL AGENCY PROGRAM OR LAP CAN BE A CUMBERSOME PROCESS, ESPECIALLY IF THE AGENCY DOESN'T HAVE A LOT OF STAFF MEMBERS TO ALLOCATE TO IT.
SO ONE THING THAT WE ARE LOOKING AT DOING IS STANDING UP A PROGRAM OR A CONSTRUCTION MANAGEMENT ARM AT THE MPO, AND THAT CONSTRUCTION MANAGEMENT ARM WOULD ESSENTIALLY TAKE OVER THOSE LAP SERVICES OR THE LAP REQUIREMENTS ON BEHALF OF THE AGENCY AND HELP DELIVER THE PROJECTS.
I DON'T HAVE A LOT OF INFORMATION ON THAT RIGHT NOW, BUT THERE SHOULD BE SOME MORE INFORMATION COMING LATER THIS YEAR ON THAT.
SO WE WILL JUST GET STRAIGHT INTO THE POLICIES THEN.
SO, I'M ESSENTIALLY GOING TO GO THROUGH ALL THE POLICIES THE CSLIP PROGRAM HAS.

I'LL BE SKIPPING OVER A COUPLE THAT HAVE BEEN AROUND FOR A WHILE OR ARE PRETTY STRAIGHTFORWARD, AND THEN TOUCHING ON THE ONES THAT WE'VE CHANGED, WHICH WILL BE EITHER CROSSED OUT IN RED TEXT OR THE NEW TEXTS WILL BE ADDED IN BLUE, AND YOU'LL SEE THAT LATER.SO THIS PAGE REALLY DOESN'T HAVING ANYTHING CHANGING ON IT.
ONE THING I WOULD LIKE TO MENTION IS THAT THE PROGRAM DOES HAVE A FUNDING CAP OF $3 MILLION AND THAT IS FOR CONSTRUCTION COSTS, SO ALL OF THE ONE ITEM COSTS MINUS THE PROFESSIONAL SERVICES LIKE CEI DESIGNING AND STUFF LIKE THAT.
IT ALSO HAS A MINIMUM REQUIREMENT OF 500,000 FOR CONSTRUCTION COSTS.
IT'S JUST THAT THE PROGRAM DOES HAVE THAT APPLICATION LIMIT OF TWO APPLICATIONS PER APPLICANT AND AN ADDITIONAL TWO IF YOU'RE PARTNERING WITH THE DIFFERENT AGENCIES, SAY YOU'RE A LOCAL CITY AND YOU'RE PROPOSING A PROJECT THAT GOES INTO ANOTHER CITY, AND YOU TEAM UP TOGETHER TO SUBMIT A PROJECT, YOU CAN DO AN ADDITIONAL TWO APPLICATIONS.
SO THE FIRST POLICY THAT WE ARE CHANGING HAS TO DO DIRECTLY WITH DOT DELIVERING THE PROJECT.
SO IN THE PAST WE WOULD HAVE YOU INCLUDE ESSENTIALLY THAT DOT WILL BE DESIGNING AND CONSTRUCTING THE PROJECTS ON THE AGENCY'S BEHALF IN RESOLUTION TEXTS, SINCE THAT'S NO LONGER THE CASE AND SINCE LAP IS THE ONLY AVAILABLE OPTION, SORRY, I GOT TO MINIMIZE THAT.

THEY'LL GO THROUGH A PROCESS WITH YOU PRIOR TO THE SUBMITTAL OF THE PROJECT AND DETERMINE WHICH AGENCY WILL BE BEST SUITED TO DELIVER THE PROJECT.
BUT IN MOST INSTANCES, DOT DOES PREFER TO CONSTRUCT THEIR OWN PROJECTS ON THEIR OWN FACILITIES.
IF YOU ARE PROPOSING A PROJECT ON A STATE FACILITY, THEY WILL NEED SOME LEAD TIME, SO AS SOON AS YOU'RE THINKING ABOUT DOING SO, DEFINITELY REACH OUT TO DOT, THAT'S HERE FOR A MINIMUM OF SIX WEEKS LEAD TIME, BUT THE SOONER, THE BETTER.
A LOT OF TIMES THERE'S A LOT OF DELAYS DEPENDING ON HOW BUSY PEOPLE ARE, AND IT DOES GET PASSED AROUND QUITE A BIT, GETTING ALL THE CORRECT APPROVALS AND EVERYTHING, SO THE SOONER, THE BETTER ON STATE FACILITIES.

ALL OF THAT WAS ACTUALLY DESIGNED TO ENSURE THAT PROJECTS GOT DELIVERED OVER THE YEARS AS WE CREATED [INAUDIBLE].
THERE WAS SOME DIFFICULTY AND SOME OF THE PROJECTS, WE'VE HAD PROJECTS APPROVED BY LOCAL GOVERNMENTS GET ALL THE WAY THROUGH DESIGN.
THEN THE LOCAL GOVERNMENT WILL SAY, WELL, WE DON'T WANT IT ANY LONGER.
THAT DOESN'T FIT WELL INTO THE DOT WORK PROGRAM MIX AND IT BECOMES VERY DIFFICULT BECAUSE THEY GET DINGED FOR PROJECTS BEING REMOVED, BEING PUT BACK IN, BEING SKIPPED AROUND AT CENTRAL OFFICE OF TALLAHASSEE.
ONE OF THE CONVERSATIONS I HAD WITH SECRETARY [INAUDIBLE] WAS, ALL RIGHT WE HAVE 31 LOCAL GOVERNMENTS PLUS THE COUNTY POSTAL SCHOOL BOARD.
HOW CAN WE BEST DELIVER IN A WAY WHERE WE CAN ENSURE THAT LAB CERTIFICATION GOES ON LONGER, FOR OUR COUNTY IS ONE OF THOSE THAT ACTUALLY HAS A LONGER-TERM LAB CERTIFICATION.
SO THAT WAY PROJECTS CAN STILL BE BUILT EFFICIENTLY.
THAT WAS ONE OF THE REASONS WHY WE HAD A WELL, MAYBE THE MPO CREATES A SEPARATE ENTITY THAT DOES CONSTRUCTION FOR THE CITIES, FOR OUR MUNICIPAL PARTNERS, AND DELIVERY OF FEDERAL FUNDS.
THERE'S ANOTHER OPTION AND MY PREFERENCE WOULD BE IF DOT CONTINUE TO DELIVER.
HOWEVER, THEY'RE UNCOMFORTABLE WITH THAT.
THEN THE THIRD OPTION, OBVIOUSLY, WOULD BE FOR THE CITIES TO DELIVER, YOU WOULD STILL HAVE TO GO THROUGH LAB CERTIFICATION.
BUT WE WANT TO BE ABLE TO COVER, AND AGAIN, THAT'S A DISTRICT BY DISTRICT POLICY, IT ISN'T A STATE-WIDE POLICY.
WE WANTED TO BE ABLE TO COVER THE CITY'S COSTS BECAUSE WE THINK THAT'S THE RIGHT THING.
ALL OF THOSE THREE THINGS HAVE BEEN GOING ON IN DISCUSSION.

TO TRY AND GO THROUGH THIS AS QUICKLY AS POSSIBLE.BUT THIS IS THE FIRST TIME THAT THE TECHNICAL ADVISOR COMMITTEE IS ACTUALLY SEEING ONE OF OUR STRATEGIC BUSINESS PLANS.
THIS IS SOMETHING THAT OUR MPO BOARD WORKS ON TYPICALLY ON A BIYEARLY BASIS AND IT IS THE STRATEGIC DIRECTION FOR THE ORGANIZATION AS A WHOLE.
I THINK FOR THIS CYCLE, WE REALLY WANTED TO MAKE SURE THAT TAC WAS AWARE OF THE POLICY DIRECTION THAT THE BOARD WAS GOING INTO.
TO REITERATE, THE MPO BOARD IS A POLICY-MAKING BOARD AND THEREFORE THEY'RE THE ONES WHO REALLY SET THE POLICY DIRECTION FOR THE ORGANIZATION.
BUT IT'S IMPORTANT THAT YOU ALL AS TECHNICAL STAFF UNDERSTAND WHAT THE POLICY BOARD AS A WHOLE IS, THE DIRECTION THAT THEY'RE LOOKING TO MOVE INTO, AS WELL AS A WAY TO ALIGN YOURSELF WITH YOUR MPO BOARD REPRESENTATIVES.

THE FIRST STRATEGIC BUSINESS PLAN WAS PASSED BY THE BROWARD MP0 IN 2015.
THIS WAS OUR FIRST ATTEMPT SINCE WE'VE GONE INDEPENDENT TO TRY AND GET THE BOARD TOGETHER AND PUT THEIR HEADS TOGETHER TO PROVIDE THAT POLICY DIRECTION FOR THE ORGANIZATION.
CLEARLY SINCE 2010 THROUGH NOW, WE'VE GROWN AS AN ORGANIZATION AND WE ARE INVOLVED IN QUITE A FEW DIFFERENT THINGS.
WE'RE EXPANDING BEYOND OUR TRADITIONAL MPO DUTIES AND HAVE BEEN RECOGNIZED ALSO AS A HIGH-PERFORMING MPO NATIONALLY.

IN 2017, WE REVISED THAT STRATEGIC BUSINESS PLAN AND SAT DOWN ONCE AGAIN WITH THE MPO BOARD AND REASSESSED WHERE WE WERE AND SET A MISSION AND VISION FOR THE ORGANIZATION AND ALSO SOME FIVE-YEAR AND TWO-YEAR SUCCESS MARKERS.
SO THAT WAY WE COULD MEASURE OUR PROGRESS AND MAKE SURE THAT WE WERE SETTING UP SOME GOAL POSTS FOR THE MPO'S FUTURE.
THE REVISED STRATEGIC BUSINESS PLAN WHICH WAS ADOPTED, LIKE I SAID LAST MONTH, IT BUILDS OFF OF THE MISSION AND VISION AND THE GOALS OF THE PAST STRATEGIC BUSINESS PLANS.
THE INTENT IS NOT TO REINVENT THE WHEEL EVERY TIME WE GO BACK TO THE MPO BOARD AND ASK THEM ABOUT THEIR STRATEGIC BUSINESS PLAN, BUT TO MAKE SURE THAT WE CAN INCORPORATE COURSE CORRECTIONS WHERE NECESSARY BUT KEEPING THE GENERAL MISSION AND VISION IN MIND WHEN WE ARE MAKING THOSE COURSE CORRECTIONS.
THIS STRATEGIC BUSINESS PLAN INCORPORATES FEEDBACK FROM OUR 2020 BOARD ENGAGEMENT FORUM.
THE BOARD ENGAGEMENT FORUM IS SOMETHING THAT WE STARTED DOING LAST YEAR AS A WAY TO ENGAGE OUR BOARD MEMBERS IN THE JANUARY TIME-FRAME WHEN THEY TYPICALLY DO NOT HAVE AN MPO BOARD MEETING.
BUT WE USED THAT AS AN OPPORTUNITY TO DISCUSS THE ORGANIZATION, THE TYPES OF THINGS THAT WE'RE ENGAGING IN, THE STATUS OF OUR CORE PRODUCTS AND USE THAT AS AN OPPORTUNITY TO REALLY DIVE DEEP INTO SOME OF THOSE CORE PRODUCTS AND HOW THOSE APPLY TO THE ORGANIZATION, SOME OF THE LEGISLATION THAT'S CHANGED, SOME OF THE HOT TOPICS THAT ARE GOING ON IN THE TRANSPORTATION WORLD AND HELP INFORM OUR BOARD MEMBERS.

JUST QUICKLY ON THE VISIONARY OPPORTUNITIES, THESE ARE AREAS THAT WE KNOW OTHER MPO'S IN THE NATION ARE MAKING GREAT STRIDES IN AND THE BOARD HAS EXPRESSED AN INTEREST IN THE MPO LINKING ITS TRANSPORTATION POLICY AND FUNDING INFLUENCE, AND SO YOU CAN SEE UNDER THAT HEADING, WE HAVE LINKING AFFORDABLE HOUSING TO TRANSPORTATION, PREPARING FOR AN AUTONOMOUS FUTURE WITH AUTOMATED CONNECTED VEHICLES AND SMART CITIES AS WELL.
I ALLUDED TO THE FACT THAT WE HAVE TWO-YEAR AND FIVE-YEAR SUCCESS MARKERS AT THE BEGINNING OF THE PRESENTATION, YOU SEE HERE THESE ARE OUR NEW TWO-YEAR AND FIVE-YEAR SUCCESS MARKERS.
THE TWO-YEAR SUCCESS MARKER HAS REALLY FOCUS ON THE NEXT FEW YEARS AND HOW WE'RE GOING TO HANDLE ESPECIALLY THIS LAP PROCESS.
THE IDEA THAT WE WANT TO HELP FACILITATE THAT PROCESS FOR LOCAL GOVERNMENTS, MAKE SURE WE'RE TAKING THE BURDEN OFF OF THEM WHEN IT COMES TO ENGINEERING AND CEI.
I THINK TODAY'S CONVERSATION WAS VERY CONSTRUCTIVE IN MAKING SURE THAT WE MOVE IN A DIRECTION THAT BENEFITS THE LOCAL MUNICIPALITIES FROM THAT PERSPECTIVE AND MAKING SURE THAT THEY STILL HAVE ACCESS TO LOCAL DOLLARS TO BUILD THEIR PROJECTS AND NOT MAKE THE PROCESS BURDENSOME.
WE ALSO ARE LOOKING TO FOCUS ON CLIMATE CHANGE AND RESILIENCY.
AS I MENTIONED, WE ARE WORKING INTERNALLY TO SET UP A PROCESS FOR ANALYZING THE EIGHT RESILIENCY QUARTERS THAT WE'VE IDENTIFIED IN THE MTP.
WE'RE WORKING CLOSELY WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO DO THAT, AND WE ALSO WANT TO MAKE SURE THAT WE'RE FOCUSING ON THE SAFETY TARGETS.
PAUL FLAVIEN I BELIEVE TWO MEETINGS AGO, SHARED WITH YOU THE FEDERAL PERFORMANCE MEASURES AND THAT WE'VE ADOPTED THE STATE'S DIRECTION ON THAT WHICH IS A VISION ZERO GOAL WHERE WE WANT TO HAVE ZERO FATALITIES AND SERIOUS INJURIES ON OUR TRANSPORTATION NETWORK.
THE MTP HAS ESTABLISHED A FUNDING PROGRAM FOR SAFETY THAT WE WANT TO MAKE SURE WE'RE FUNNELING PROJECTS THROUGH AND GETTING PROJECTS BUILT THAT DO ADDRESS THOSE SAFETY CONCERNS.
THE FIVE-YEAR SUCCESS MARKERS FOCUS MORE THIS TIME AROUND ON THE ORGANIZATIONAL SIDE OF THINGS THAT WE ARE LOOKING AT THE IMPACT OF STAFF CHANGES.
IN THE ORGANIZATION WE'RE GROWING, WE WANT TO MAKE SURE THAT WE'RE TAKING THOSE THINGS INTO ACCOUNT AND THAT WE ARE SETTING UP A PROCESS TO ADDRESS NEW TRANSPORTATION TRENDS AND TECHNOLOGIES.
TYPICALLY, IN THE PAST THESE ARE THINGS THAT COME UP, AND WE NEED DIRECTION FROM A STAFF RESOURCE PERSPECTIVE ON HOW TO ADDRESS THOSE THINGS.
THIS MAY BE THINGS LIKE SMART CITIES, AUTOMATED VEHICLES, AND THE LIKE AND WE REALLY WANTED TO MAKE SURE WE HAD A SYSTEM IN PLACE TO ADEQUATELY ADDRESS THOSE AND SEE WHETHER IT WAS ACTUALLY WORTH PURSUING.
WHICH LEADS US INTO THE ADAPTIVE FRAMEWORK.

IN ORDER TO GET PROJECTS PROGRAMMED, WE HAVE TO GET THE PROJECTS PROGRAM READY AND THEN WE ACTUALLY FOLLOW THE PROJECT ALL THE WAY THROUGHOUT UNTIL IT'S COMPLETED.
THE ONE MAJOR THING THAT I WANT TO HIGHLIGHT HERE IS THE PROGRAM READY REQUIREMENTS.
WE HAVE BEEN MEETING WITH SEVERAL MUNICIPALITIES OVER THE LAST COUPLE OF MONTHS TO TRY TO GET OUR NEXT GROUP OF COMPLETION MASTER PLAN PROJECTS, PROGRAM READY AND ELIGIBLE FOR FUNDING.
SOME OF THE THINGS THAT WE'VE BEEN MEETING FROM LOCAL MUNICIPALITIES AND COLLABORATING WITH THEM ON VARIOUS ITEMS SUCH AS SCOPE OF WORK AND RUNNING VERIFICATION.
WE ALSO RELY ON THE LOCAL MUNICIPALITIES TO DO SOME OF THE PUBLIC OUTREACH AND TO PROVIDE A RESOLUTION OF SUPPORT.
THIS CYCLE FROM PROGRAMMING TO COMPLETION SOMETIMES TAKES UP TO TEN YEARS UNFORTUNATELY, BUT THAT'S JUST THE PROCESS AS OF RIGHT NOW.
ONE THING I WANT TO HIGHLIGHT IS, RIGHT AROUND THE TIME THAT A PROJECT IS GOING TO CONSTRUCTION, THAT IS THE TIME WHERE LOCAL MUNICIPALITIES HAVE THE OPPORTUNITY TO EITHER DO A GROUNDBREAKING OR DO A RIBBON CUTTING AT THE END.
I WANT TO PROVIDE AN UPDATE OF HOW PROJECTS HAVE BEEN GOING ALONG DURING THE COVID-19 PANDEMIC.
AS OF RIGHT NOW, ANY OF OUR PROGRAM READY FOR PROJECTS THAT I'VE BEEN AFFECTED, PROGRAMMING PROJECTS OR PROGRAMMED PROJECTS HAVE NOT BEEN AFFECTED, PROJECTS AND DESIGN HAVE NOT BEEN AFFECTED.
HOWEVER, IN CONSTRUCTION WE'VE HAD A FEW IMPACTS.
OUT OF THE 15 PROJECTS, THERE'S BEEN THREE PROJECTS THAT CONSTRUCTION WAS EITHER DELAYED OR COMPLETELY STOPPED DUE TO COVID-19 INFECTIONS, CONTRACTOR OFFICES BEING COMPLETELY SHUT DOWN OR CONTRACTORS REQUESTING MATERIALS FROM MANUFACTURERS.
HOWEVER, IT'S SOME OF THOSE MANUFACTURERS WERE COMPLETELY SHUT DOWN DURING THE MONTH OF MARCH AND MAY.
DURING THIS TIME, IN ORDER TO FURTHER SHOW THE PUBLIC AND RESIDENTS AND COMMUNITIES, I'VE ALSO WORKED ON OUR MOBILITY PROJECTS AND THESE MOBILE PROJECTS ARE MOVING FORWARD.
OUR PIO TEAM AND OUR MOBILITY TEAM HAD BEEN WORKING HAND IN HAND WITH FDOT WITH OUR NEW EDUCATIONAL MESSAGING INITIATIVE.
AS PART OF THIS INITIATIVE, AS YOU SEE HERE, THIS IS ONE OF THE POSTS THAT WE'VE SENT OUT.
WE GIVE A PICTURE OF A CONSTRUCTION ACTIVITY THAT'S HAPPENING ON ON A MOBILITY PROJECTS AND GIVE SOME OTHER PERTINENT INFORMATION SUCH AS THE CITY THE PROJECT IS LOCATED IN, WHAT CONSTRUCTION ACTIVITY SHOWN, THE SCOPE OF THE PROJECT, THE LENGTH, AND ALSO THE ESTIMATED COMPLETION DATE.

THE PROJECTS AT THE BOTTOM THAT ARE IN GREY, THOSE PROJECTS WERE ACTUALLY OUR FIRST GROUP OF COMPLETION MASTER PLAN PROJECTS THAT BECAME PROGRAM READY.
THEY ACTUALLY HAVE FUNDING ASSIGNED FOR FEASIBILITY STUDY IN FISCAL YEAR 2025.
ONCE THOSE PROJECTS GO THROUGH A FEASIBILITY STUDY AND THEIR DEAN FEASIBLE WITH THE DIFFERENT SCOPE ELEMENTS THAT WE HAD IDENTIFIED.
EACH ONE OF THOSE PROJECTS WILL BE ASSIGNED TO SEPARATE FM NUMBER, SO THERE COULD POTENTIALLY BE EIGHT MORE PROJECTS THAT COMES OUT OF THAT FEASIBILITY STUDY.
CURRENTLY, AS OF RIGHT NOW, ANOTHER INITIATIVE THAT WE'VE UNDERTAKEN IN THIS PAST YEAR HAS BEEN OUR 30 YEAR CHECK WHERE SOMEWHERE A YEAR FROM DESIGN STARTING, OUR MOBILITY TEAM HAS BEEN MEETING WITH THE LOCAL MUNICIPALITIES AND THE DOT TO GO OVER THE PROJECT SCOPES BEFORE TO PROJECTS GO INTO DESIGN AND CONSULTANT IS ACQUIRED.
SO FAR THIS YEAR, WE HAVE MET WITH [INAUDIBLE] FOR THESE SIX PROJECTS THAT ARE HIGHLIGHTED IN RED AND WE'VE BEEN MEETING WITH THEM TO HELP FURTHER DEFINE THIS GOAL.

WE'VE ALSO FOUND OUT SOME OF THESE PROJECTS WERE IDENTIFIED [NOISE] IN SURTAX APPLICATIONS SO WE'VE BEEN CHANGING THE SCOPE AROUND TO TRY TO ACCOMMODATE THOSE OTHER PROJECTS, AT THE END OF THE DAY, IT'S A BETTER USE OF TAXPAYER'S DOLLARS.THIS EXAMPLE OF WHAT A FEASIBILITY STUDY CAN COME UP WITH.
THIS PROJECT SPECIFICALLY WAS A PROJECT THAT WAS IDENTIFIED IN OUR UNIVERSITY DRIVE QUARTERS STUDY FROM A FEW YEARS BACK.
AS YOU CAN SEE, DOT WILL LOOK AT WHERE TO RIGHT AWAY IS, HOW MUCH SPACE IS AVAILABLE DEPENDING UPON THE TYPICAL SECTION THAT WE WANT TO IMPLEMENT, AND IT GIVES DESIGN WHEN THE PROJECT NEEDS TO DESIGN A PRETTY GOOD IDEA OF WHAT'S POSSIBLE AND WHAT'S FEASIBLE WITH OUR FUNDS.
THIS IS EXAMPLE OF SOUTHGATE BOULEVARD, WHEN WE WERE TRYING TO GET THIS PROJECT PROGRAMMED AND PROGRAM READY, WE DEVELOPED A RENDERING SUCH AS THIS TO HELP SHOW THE COMMISSIONERS OF THE CITY OF MORGAN AND TO HELP SHOW THE COMMUNITIES WHAT WE'RE TRYING TO IMPLEMENT ALONGSIDE CABLE OF ART.
SO THIS IS A VISUAL, NOT EVERY PROJECT WE WERE ABLE TO PROVIDE RENDERINGS OF THIS KIND, BUT THERE'S OTHER SOFTWARE OUT THERE THAT'S AVAILABLE THAT'S FOR FREE SUCH AS [INAUDIBLE] THAT WE HAVE ALSO GIVEN TO LOCAL MUNICIPALITIES.

CURRENTLY, WE HAVE 18 PROJECTS THAT HAVE STARTED DESIGN, THEY'RE ALL IN VARIOUS PLACES ALONG.
SOME OF THEM ARE IN 30 PERCENT, SOME ARE IN 60, SOME ARE IN 90, AND SOME OF THEM ARE ACTUALLY ABOUT TO FINISH DESIGN.

HOWEVER, FOR THAT PROCESS, CONSTRUCTION TYPICALLY STARTS THREE TO FOUR MONTHS AFTER THE PROJECT HAS BEEN AWARDED TO A CONTRACTOR.
THIS IS A TYPICAL SECTION THAT WE HAD PUT TOGETHER, OUR DOT HAD PUT TOGETHER FOR WASHINGTON STREET IN SEMI SECOND AVENUE, AND ONE THING THAT WE'VE SEEN IN THIS PAST YEAR IS THAT THERE'S A LOT OF DIFFERENT PROJECTS HAPPENING ALL OVER BROWARD COUNTY.
FOR THIS PROJECT WE HAD A SURTAX PROJECT THAT WAS GOING THROUGH THE CORRIDOR.
WE HAD ANOTHER SEA OF HOLLYWOOD PROJECT THAT WAS HAPPENING IN THAT SAME CORRIDOR, WE ALSO HAD A BROWARD COUNTY WATER AND SEWER PROJECT THAT WERE HAPPENING IN THE SAME CORRIDOR OR WE WERE ABLE TO WORK TOGETHER TO TRY TO MAKE SURE THAT ALL OF OUR SCOPE ELEMENTS WERE IMPLEMENTED BY EITHER THE MPO OR THEY WERE IMPLEMENTED BY THE LOCALS OR BY BROWARD COUNTY.
WE WERE ABLE TO DO THAT COORDINATION PRETTY SUCCESSFULLY.
CURRENTLY RIGHT NOW, WE HAVE 15 PROJECTS THAT ARE IN CONSTRUCTION, AND SOME OF THESE PROJECTS HAVE A LOT OF DIFFERENT SEGMENTS.
EVEN THOUGH WE HAVE 15 PROJECTS, WE ACTUALLY HAVE 38 CORRIDORS THAT WE'RE WORKING ON.
BECAUSE SOME OF THESE CORRIDORS ARE GROUPED TOGETHER UNDER 1FM NUMBER.
HOWEVER, DEPENDING UPON THE SCOPE AND ELEMENTS, SOMETIMES YOU GROUP THEM TOGETHER JUST BECAUSE IT'S MORE FEASIBLE THAT WAY.
ONE THING THAT I WANT TO HIGHLIGHT HERE IS A PROSPECT ROAD PROJECT THAT WE JUST STARTED CONSTRUCTION IN THE LAST FEW MONTHS.
FOR THIS PROJECT, WE WERE ACTUALLY GOING TO DO A RIBBON CUTTING EVENT WITH THE CITY OF OAKLAND PARK.
HOWEVER, DUE TO THE COVID-19 PANDEMIC, WE HAD TO FIGURE OUT SOMETHING ELSE TO DO INSTEAD.

THIS IS ONE OF THE PROJECTS WE HAD IN THE CITY OF POMPANO BEACH WHERE WE RECONSTRUCTED A MULTI-USE PATH FOR BICYCLES, PEDESTRIANS, SKATERS, AND I'M PRETTY SURE DURING THIS COVID-19 PANDEMIC, SOME OF THESE IMPROVEMENTS, OUR COMMUNITIES HAVE REALLY SEEN THE BENEFIT OF IT AND I'M PRETTY SURE IT DOES GET USED A LOT MORE THAN THE ONE PERSON THAT'S ON THIS PICTURE.
