IT IS THE JULY BOARD MEETING AND THEY NO EXCEPTION NOW WE'RE PRESENTING THE DRAFT FISCAL YEAR 2021 TO 2025 TRANSPORTATION IMPLEMENT THE PROGRAM TODAY.

STARTING 30 DAYS PUBLIC COMMENTS APPEARING HOSTING PUBLIC MEETINGS [INAUDIBLE] DRAFT THE TIP AND THEN SENDING IT TO THE FEDERAL HIGHWAY ADMINISTRATION AND THE FEDERAL FUNDING AUTHORITY AND THE FDOT.

AND ABOUT 15 MILLION DOLLARS FUNDS SIX MAJOR INFRASTRUCTURE PROJECTS.

THE BROWARD MPO MONITORS PROJECTS PROGRESS FOR THE PROJECTS IN THE BROWARD MPO'S FUNDING PROGRAMS. THIS SLIDE SHOWS PROJECTS JUST GRADUATED FROM THE TIP AND UNDER CONSTRUCTION.

THERE ARE A TOTAL OF TWENTY FOUR PROJECTS WORTH ABOUT ONE TWENTY FIVE MILLION DOLLARS.

THE BROWARD MPO STAFF RECOMMEND REMOVING THE TWO PROJECTS ON THIS SLIDE FROM THE DRAFT TIP. FIRST ONE YOU MAY REMEMBER LAST OF THE BOARD MEETING WITH [INAUDIBLE] OF MOTION ON THIS ITEM. FIRST ONE IS I75 AT ROYAL PALM BOULEVARD, PARK AND RIDE.

ON JUNE 11 2020 THE MPO BOARD VOTED TO REMOVE THE PARK AND RIDE ELEMENT FROM THE PROJECT AND THEY KEPT THE INTERCHANGE IMPROVEMENT IN THE PROJECT.

MPO STAFF CONFIRMED WITH FDOT AFTER THE BOARD MEETING THAT THE PROJECT SCOPE ONLY INCLUDES PARK AND THE RIDE ELEMENT.

AND SO THEREFORE RECOMMENDS TOTAL REMOVAL OF THESE PROJECT FROM THE DRAFT TIP.

TO OTHER IMPROVEMENTS OF THIS AREA, SUCH AS THE INTERCHANGE IMPROVEMENTS, ARE INCLUDED IN SEPARATE PROJECTS WILL NOT BE AFFECTED BY THE REMOVAL OF THIS PROJECT.

THE SECOND ONE IS PEMBROKE ROAD FROM US TWENTY SEVEN TO SW 160TH AVENUE.

THIS PROJECT IS REMOVED.

THIS PROJECT IS INCLUDED IN THE CYCLE ONE FISCAL YEAR 2020, MUNICIPAL SURTAX CAPITAL PROJECTS PRIORITIES.

AND THIS DOCUMENT WAS OVERRULED BY THE BOARD OF COUNTY COMMISSIONERS ON JUNE 18TH 2020 MEETING AND ALSO THE CITIES OF PEMBROKE PINES AND THE CITY OF MIRAMAR HAVE MUTUALLY AGREED TO REMOVE THIS PROJECT FROM THE DRAFT TIP BASED ON THE APPROVAL OF THE SURTAX FUNDING FOR

THIS PROJECT. THE BROWARD MPO STAFF RECOMMEND TO DEFER THE PROJECT ARTERIAL CONNECTIVITY STUDY ALONG I 595 CORRIDOR ON THIS SLIDE.

THE PLANNING STUDY FOR THIS PROJECT IS A FULLY FUNDED AND CURRENTLY UNDERWAY.

DEFERRAL OF THIS PROJECT DOES NOT IMPACT THE PLANNING STUDY.

SO ONGOING ARTERIAL CONNECTIVITY STUDY IS ANTICIPATED TO IDENTIFY SPECIFIC IMPROVEMENTS FOR VETTING AND CONSIDERATION AS PART OF THE FUTURE AMENDMENT TO THE 2045 MTP AND MAYBE ELIGIBLE FOR FUTURE FUNDING.

SUN TROLLEY VEHICLE REPLACEMENT FROM THE DRAFT TIP.

THE CITY OF FORT LAUDERDALE COMMISSION TOOK ACTION ON JULY 7TH 2020 TO RETURN FTA FLEX FUNDS, WHICH ARE BEING PLACED ON THE MOBILITY HUBS.

THIS WAS THE ORIGINAL INTENDED USE FOR THE FUNDS AND IS ACCEPTABLE TO FTA FHWA AND FDOT.

THIS REMAINS CONSISTENT WITH THE MULTIMODAL PRIORITIES LIST AT THE TIME THE FUNDS WERE APPROPRIATED. THE SECOND ONE IS ADDING THE FUND REMOVED FROM THE SUN TROLLEY VEHICLE REPLACEMENT TO THE PLANTATION'S SUNRISE ANCHOR HUB.

IT'S ABOUT 4,560,000.

SO IN SUMMARY, THE BROWARD MPO RECOMMENDS FIVE AMENDMENTS TO THE DRAFT TIP.

REQUESTED BY THE PORT EVERGLADES THE BROWARD MPO STAFF RECOMMEND TO ADD 100 PERCENT LOCALLY FUNDING THE SEAPORT OF PROJECTS TO THE DRAFT TIP AS INFORMATION ONLY PROJECT.

RIGHT. SO WE ACTUALLY SHOW THEM THIS IS HOW THIS ALL WORKS.

IN THE CASE OF TODAY'S MEETING, YOU KNOW, INCLUDING THE BOARD MEMBERS WERE WITHIN ONE HUNDRED AND EIGHT PARTICIPANTS.

HOWEVER, LIKE EVEN DURING THE TAC AND CAC MEETING, WE'VE BEEN EXCEEDING THE NUMBER OF PARTICIPANTS BECAUSE PEOPLE WERE LOOKING TO US VIRTUALLY.

TYPICALLY, IT'S HARD FOR PEOPLE TO UNDERSTAND THE MPO PROCESS WHEN WE TALK TWENTY FIVE YEARS OUT, THIS IS MORE TANGIBLE BECAUSE IT'S WITHIN THE NEXT FIVE YEARS.

AND SO, YOU KNOW, WE TRY TO GO INTO MANY LOCATIONS.

AND SO ALL I'M SPEAKING ABOUT IS SIMPLIFYING HOW WE REACH OUT TO THE COMMUNITY, THE GREATER COMMUNITY, SO THEY BETTER UNDERSTAND THE DYNAMICS OF WHAT WE DO.

AND ALL THOSE MEETINGS THAT YOU JUST SPELLED OUT AND I GET THAT WE'RE WITHIN THE PANDEMIC RIGHT NOW AND IT'S A DIFFERENT TIME AND PLACE.

AND I'M CERTAINLY NOT CRITICAL OF THAT I THINK YOU ALL HAVE DONE AN AMAZING JOB.

MAYBE WE SHOULD DO IT WITHIN THE DISTRICTS THAT WE ARE DIVIDED UP INTO ON THIS MPO BOARD SO THAT THOSE MUNICIPALITIES WITHIN THOSE DISTRICTS CAN KIND OF SHARE THE INFORMATION AND INVITE THE PUBLIC OUT TO GET A SENSE OF WHAT'S, YOU KNOW, THE SCOPE OF WHAT'S BEING CONSIDERED MOVING FORWARD.

THESE ARE, AGAIN, ARE JUST SUGGESTIONS, BECAUSE I WILL TELL YOU THAT NO MATTER HOW MUCH WE VIEW WHAT WE DO HERE AND THE GREAT WORK THAT WE ALL THINK WE'RE DOING, THERE IS A LOT MORE PEOPLE OUT THERE THAT DON'T UNDERSTAND WHAT THE MPO DOES AND HOW WE DO IT.

NOW, TALKING ABOUT THE POLICIES AND KIND OF WHY WE CHANGE THEM IN THE PAST, WE DO LOOK BACK AND TRY TO MAKE IMPROVEMENTS BASED OFF SUGGESTIONS FROM EITHER TECHNICAL STAFF, F DOT OR STAFF INTERNALLY AT THE MPO.

AND WE TAKE THOSE SUGGESTIONS AND WE TRY TO INCORPORATE IT IN THE POLICIES FOR THE NEXT COMING CYCLE. THIS YEAR, IT'S A LITTLE BIT DIFFERENT.

WE HAD A LOT OF EXTERNAL CHANGES OCCURRING HERE IN BROWARD.

THE MAIN ONE IS THAT FDOT INDICATED TO THE MPO THAT THEY ARE GOING TO BE GREATLY REDUCING THE NUMBER OF LOCAL TRANSPORTATION PROJECTS THAT THEY MANAGE.

AND WHEN I SAY LOCAL PROJECTS, I MEAN PROJECTS ON LOCAL FACILITIES.

SO CITY ROADS, COUNTY ROADS AND THINGS LIKE THAT.

SO IN THE PAST, FDOT WAS THE MAIN CONSTRUCTION ARM THAT WE UTILIZE TO DELIVER THESE PROJECTS. SO THAT REALLY JUST LEAVES ONE OPTION AND THAT'S THE LOCAL AGENCY PROGRAM OR

THE LAP PROGRAM. AND THOSE OF YOU WHO MAY BE FAMILIAR WITH THIS PROGRAM, IT TENDS TO BE A LITTLE BIT MORE CUMBERSOME.

AND THERE'S A LOT OF PAPERWORK AND THERE'S ALSO A FINANCIAL OBLIGATION TYPICALLY WITH THE LAP PROGRAM HERE IN BROWARD.

NOW, WE'RE GOING TO BE TRYING TO MITIGATE FOR SOME OF THOSE BURDENS THAT ARE PLACED ON MUNICIPALITIES. I KNOW ONE OF THE THINGS THAT HAS BEEN DISCUSSED HERE IS THE DEVELOPMENT OF THE MANAGEMENT CONSTRUCTION MANAGEMENT ARM THAT THE MPO IS LOOKING TO IMPLEMENT.

AND IDEALLY THAT MANAGEMENT ARM WOULD HELP DELIVER THE LAP PROJECTS ALMOST IN AN FDOT CAPACITY SIMILAR TO THE OLD PROGRAM OR THE PREVIOUS CYCLES.

THE OTHER THING THAT WE ARE ALSO LOOKING INTO, AND I'LL TALK ABOUT IT A LITTLE BIT LATER, IS MITIGATING FOR THE PROFESSIONAL SERVICES COST.

SO WITH LAP TYPICALLY YOU'RE PAYING FOR THEIR PROFESSIONAL SERVICES LIKE DESIGN AND CEI.

THE INTENT OF THE MPO IS TO PAY FOR THOSE SERVICES.

THAT BEING SAID, WE'RE STILL WORKING ON THE DETAILS OF MANY OF THESE THINGS, SO THERE'LL BE SOME MORE INFORMATION COMING IN THE FUTURE.

SO WITH THAT SAID, I'LL GET STRAIGHT INTO THE POLICIES.

AGENCIES ARE ALLOWED TO APPLY FOR UP TO TWO APPLICATIONS AND THEN AN ADDITIONAL TWO PARTNER APPLICATIONS FOR A TOTAL OF FOUR APPLICATIONS.

SO HERE WE HAVE THE FIRST POLICY THAT HAS BEEN MODIFIED.

SO, AGAIN, FDOT USED TO BE THE MAIN DELIVERY ARM.

AND WE HAD AGENCIES INCLUDE THAT IN THE RESOLUTIONS THAT THEY TOOK TO THEIR COMMISSION.

SO WE CUT OUT THE PART HERE THAT INDICATES THAT DOT WILL BE DESIGNING AND CONSTRUCTING THE PROJECTS ON THE AGENCY'S BEHALF.

AND THE REQUIREMENT FOR THE RESOLUTION.

AND INSTEAD, WE'RE JUST REPLACING IT WITH THAT THE RESOLUTION SHOULD NOTE THAT THE PROJECTS WILL BE DELIVERED VIA LAP IF LOCATED ON A LOCAL FACILITY.

NOW, WHEN WE TOOK IT TO THE TAC ONE OF THEIR RECOMMENDATIONS WAS TO ADD THOSE LAST TWO WORDS THERE. IF REQUIRED.

AND WE HAVE INCORPORATED THAT IN THE STAFF RECOMMENDATION AS WELL.

WE THINK IT'S A GOOD SUGGESTION.

WHAT IT DOES IS IT ALLOWS THE MPO TO IF THERE WAS A SCENARIO IN THE FUTURE WHERE FDOT STILL WOULD DELIVER A PROJECT ON A LOCAL FACILITY, SAY, IF IT WAS IMPACTING A STATE FACILITY OR IF FOR SOME REASON THEY GO BACK AND SAY THAT THEY ARE WILLING TO DELIVER THE PROJECTS FOR CSLIP [INAUDIBLE] FACILITIES SOMETIME IN THE FUTURE, IT WON'T PRECLUDE US FROM ALLOWING THAT. SO WE INCLUDED IN THERE.

WE THINK IT'S A GOOD SUGGESTION.

SO THAT HAS BECOME OUR STAFF RECOMMENDATION AS WELL.

ON THAT LAP. MY UNDERSTANDING IS THE FUNDING PART RESORTS BACK TO MUNICIPALITIES.

THE ACTUALLY I THINK IT WAS MORE THAN THAT.

BUT DISTRICT FOUR CREATED A POLICY SO THAT I GUESS THE INTENT WAS TO HAVE MUNICIPALITIES TO HAVE SOME SKIN IN THE GAME.

AND WHAT IT WAS, WAS, YES, IT REQUIRED THE LOCAL MUNICIPALITIES TO PAY FOR THE DESIGN, THE CI, ALL THE PROFESSIONAL SERVICES AND THEN THE LAP PORTION THE LAP FUNDING WOULD GO TOWARDS THE CONSTRUCTIONS ON A REIMBURSEMENT BASIS.

SO I THINK THE REIMBURSEMENT WAS BELIEVE IT WAS ONCE A MONTH.

BUT WHAT THE MPO IS DOING NOW IS TO KEEP THE SORT OF THE CSLIP FEELING THE SAME WAY THAT IT WAS. WE'RE LOOKING TO KIND OF REPEAL THAT POLICY AT THE DISTRICT LEVEL SO THAT WE, AS THE MPO CAN ACTUALLY PAY FOR THOSE PROFESSIONAL SERVICES FOR THE AGENCY.

SO EVEN IF YOU SUCCESSFULLY DID A LAP PROJECT IN THE PAST, YOU STILL HAVE TO REAPPLY.

THAT BEING SAID, IF YOU DID A GOOD JOB IN THE PAST, MY UNDERSTANDING IS ALSO THAT IT'S PROBABLY PRETTY EASY TO GET RECERTIFIED FOR LAP.

THE MPO IN THAT INSTANCE, AS GREG MENTIONED, WE'RE MEETING WITH THE DOT TRYING TO ALLOW FOR A WAY THAT THE MPO CAN PAY FOR THOSE SERVICES USING THE EITHER OUR SU DOLLARS OF THE TAP DOLLARS ITSELF. THE SECOND MAJOR BURDEN IS ACTUALLY MANAGING A LAP PROJECT.

THERE'S A LOT INVOLVED WITH IT.

YOU HAVE THE DESIGNATED STAFF PERSON.

THAT STAFF PERSON HAS TO GO THROUGH ALL THE CERTIFICATION PROCESSES.

THERE'S A LOT OF PAPERWORK AND A LOT OF REQUIREMENTS FOR THE AGENCY ITSELF.

IF THE CITY WERE TO DO IT JUST IN THE CITY AND THE STAFF GETTING RECERTIFIED PLUS DEDICATING SOMEONE FULL TIME ADDITIONAL IN THESE PANDEMIC TIMES THAT WE'RE ALREADY SUFFERING, THAT COULD BE A PERSON THAT'S UPWARDS OF 80 TO 100 THOUSAND DOLLARS A YEAR.

AND I JUST WAS INTERESTED TO KNOW, BECAUSE IF ANY OF THESE PROJECTS ARE FEDERALLY FUNDED, THEN WE FALL UNDER A DIFFERENT SET OF CRITERIA FOR THE PROJECTS.

NOW IS THE MPO, IF THIS ARM AND OTHER RELIEF OF SOME OF THE FINANCIAL BURDENS.

SO THE CSLIP PROGRAM UTILIZES A KIND OF A MIX OF FUNDING.

SOME OF IT'S OUR S U DOLLARS OUR ATTRIBUTABLE DOLLARS THAT WE KIND OF HAVE FREE RANGE OVER. THE OTHER IS WHAT'S CALLED THE TAP DOLLARS, BECAUSE THIS IS ESSENTIALLY A MODIFICATION TO THE TAP PROGRAM.

AND THAT GOES THROUGH THE STATE.

SO THE STATE HAS SOME CONTROL OVER THAT.

SO WE WANT TO MAKE SURE WE'RE GRASPING THE LARGEST POT OF MONEY POSSIBLE.

SO THERE WILL STILL BE SOME REQUIREMENTS AS FAR AS PAYING FOR THE DESIGN AND CEI.

I DON'T KNOW, GREG, IF YOU ENVISION MAYBE JUST UTILIZING THE SU DOLLARS FOR THAT.

AS CONOR MENTIONED, THE CHANGES THAT HAPPENED PREVIOUSLY TO HAVE TO DOT DELIVER THE PROJECTS HAPPENED IN THE LAST RECESSION.

AND IT WAS AN AGREEMENT BETWEEN MYSELF AND THE FORMER DOT SECRETARY, DISTRICT SECRETARY AND DIRECTOR OF OPERATIONS.

THAT DOT WOULD BE DELIVERING THESE PROJECTS.

SO NOW WITH THIS CHANGE AGAIN AT THE DISTRICT AND LIKE I SAID, I'LL BE WORKING WITH THE DISTRICT STAFF OVER THE SUMMER.

UNDERSTOOD. SO THIS IS WHERE THAT CHANGE CAME ABOUT THE DOT, UNFORTUNATELY, BECAUSE OF THE COVID ISSUES AS WELL, WE'RE GOING TO BE FACING SOME STEEP REDUCTIONS AND, YOU KNOW, IN DEALING WITH THEIR STAFFING LEVELS, TOO.

SO THERE'S SEVERAL THINGS GOING ON WITH US, UNFORTUNATELY.

YOU KNOW, IT WAS A DECISION THAT WAS MADE.

SOMETIMES THINGS HAPPEN AND THEN WE'RE TRYING TO REACT TO IT.

MAYBE NOW THAT WE'VE HAD THIS MEETING AND OTHER ELECTED OFFICIALS, I GET THAT IT'S BEEN BEFORE OTHER COMMITTEES AND THOSE COMMUNICATIONS THAT ARE SUPPOSED TO TAKE PLACE.

WONDERFUL. SO, YEAH, I'M HERE JUST TO CHAT WITH YOU ABOUT THE UPDATE THAT WE ARE DOING TO OUR TITLE SIX PLAN.

AND JUST TO KIND OF REVIEW WHAT TITLE SIX IS.

IT'S PART OF THE CIVIL RIGHTS ACT OF 1964 THAT PROHIBITS DISCRIMINATION BASED ON RACE, COLOR OR NATIONAL ORIGIN IN PROGRAMS OR ACTIVITIES THAT RECEIVE FEDERAL ASSISTANCE.

SO, OF COURSE, THE BROWARD MPO IS A RECIPIENT OF FEDERAL FUNDS.

AND SO WE ADHERE TO ALL OF THE REQUIREMENTS UNDER THAT UNDER THAT ORDER.

SO THE OBJECTIVES REALLY OF OUR TITLE SIX PROGRAM ARE THREEFOLD.

AND THAT'S TO ENSURE THAT THE LEVEL AND QUALITY OF PUBLIC TRANSPORTATION SERVICE IS PROVIDED IN A NONDISCRIMINATORY MANNER TO PROMOTE FULL AND FAIR PARTICIPATION IN PUBLIC TRANSPORTATION DECISION MAKING WITHOUT REGARD TO RACE, COLOR OR NATIONAL ORIGIN.

AND THEN LAST, TO ENSURE MEANINGFUL ACCESS TO TRANSIT RELATED PROGRAMS AND ACTIVITIES BY PERSONS WITH LIMITED ENGLISH PROFICIENCY.

NOW, IN REGARDS TO KIND OF SOME OF THE SPECIFICS OF OUR TITLE SIX PROGRAM, I'M JUST GOING TO KIND OF RUN YOU OVER THE KIND OF HIGH LEVEL OVERVIEW AND THEN WE'LL GET INTO A LITTLE BIT OF THE DETAILS. BUT REALLY, THIS IS AN UPDATE TO OUR EXISTING PROGRAM.

SO WE'VE WE'VE BEEN CONDUCTING TITLE SIX PROGRAMS FOR A FEW YEARS NOW, AND IT'S DUE TO

THE FTA EVERY THREE YEARS.

SO THE CURRENT PLAN THAT WE HAVE, WHILE IT DOESN'T EXPIRE UNTIL JANUARY 30, 1ST OF TWENTY TWENTY ONE, YOU'LL SEE AT THE LAST BULLET THERE, THE SUBMISSION DEADLINE TO THE FTA IS OCTOBER 1ST OF 2020.

NOW, WE UNDERSTAND THAT THAT'S A LITTLE BIT OF TIME INTO THE FUTURE.

BUT AGAIN, BEING PROACTIVE WITH SOMETHING LIKE THIS IS NEVER A BAD THING.

NOW, WITH REGARDS TO THE LAST PLAN THAT WE HAD OR THE CURRENT PLAN THAT WE'RE WE'RE SORT OF UNDER THE UMBRELLA OF RIGHT NOW, THE FTA REVIEW, THAT PLAN.

IT'S AN EXTENSIVE REVIEW PROCESS.

THEY CONCURRED WITH THAT PLAN AND HAD NO CORRECTIVE ACTIONS.

SO WE THINK THAT, YOU KNOW, WE'VE WE'VE BEEN DOING A GOOD THING.

SO WE'RE TRYING TO CONTINUE TO REPLICATE THOSE REALLY GOOD EFFORTS.

THE ONE HIGHLIGHT THAT I WILL POINT OUT WITH THE 2020 PLAN IS THAT IT INCORPORATES THE TRANSPORTATION PLANNING EQUITY ASSESSMENT.

AND FOR SOME OF THE NEWER BOARD MEMBERS, YOU MIGHT NOT HAVE SEEN AS DETAILED OF A PRESENTATION IN THE PAST.

BUT THIS IS SOMETHING THAT WAS CREATED BY THE MPO.

WEIRDLY, WE'VE RECEIVED RECOGNITION IN REGARDS TO THE WAY THAT WE'VE APPROACHED EQUITY IN TRANSPORTATION AND TRYING TO MAKE SURE THAT ALL OF OUR PLANS AND PROGRAMS, NO MATTER WHAT THEY ARE WITHIN THE MPO AND ACTUALLY BROADER USES AS WELL, ALLOW FOR LOOKING AT EQUITY IN A VERY STANDARDIZED WAY.

SO WHAT YOU'LL SEE HERE IS A MAP, AND THIS IS TWENTY SEVENTEEN THROUGH TWENTY NINETEEN.

AND WHAT WE'VE DONE IS ACTUALLY MAPPED OUT ALL OF OUR OUTREACH ACTIVITIES AND WE'VE OVERLAID THOSE WITH OUR TITLE SIX BLOCK GROUPS OR BASICALLY THE HIGHLIGHTED GROUPS WITHIN THE TITLE SIX POPULATION.

AND, YOU KNOW, YOU CAN SEE THAT THERE'S VARIOUS EVENTS THROUGHOUT THE COUNTY.

AND AGAIN, I'M NOT SURE IF YOU'RE ABLE TO TO READ THE LEGEND.

I HOPE IT ISN'T TOO SMALL, BUT WE'VE TRIED TO CHARACTERIZE THEM BY THE TYPE OF OUTREACH THAT WE'VE DONE. SO WHETHER IT'S BEEN COMMUNITY OUTREACH, WE DID, AS GREGORY MENTIONED EARLIER. MR. STUART, WE DID DO A LOT WITH THE MTV.

SO YOU'LL SEE THAT THOSE ARE THE GREEN DOTS SORT OF SPREAD THROUGHOUT THE COUNTY MEETINGS, PRESENTATIONS, NETWORK EVENTS, SCHOOLS.

JUST TO KIND OF NAME A FEW.

NOW, THE REASON THAT WE DO THIS IS TWOFOLD.

ONE IS TO OBVIOUSLY IDENTIFY THE AREAS THAT WE HAVE TOUCHED AND WE HAVE BEEN ABLE TO CONNECT WITH. BUT MORE IMPORTANTLY, WE USE IT TO IDENTIFY AREAS FOR FUTURE OUTREACH.

SO, AGAIN, MAPPING THOSE.

OR LAYERING THOSE TWO MAPS ON TOP OF ONE ANOTHER GIVES US A REALLY GOOD SENSE OF THE TITLE SIX POPULATIONS OR JUST AREAS IN BROWARD COUNTY THAT WE WOULD LIKE TO CONTINUE TO REACH OUT TO OR, YOU KNOW, FURTHER DEVELOP OUR OUTREACH ACTIVITIES.

SO JUST TO GIVE A LITTLE BIT OF A HIGHLIGHT OF SOME OF THE SOME OF THE SORT OF FEET ON THE STREET, WHAT THAT TITLE SIX PROGRAM ACTUALLY LOOKS LIKE, I'VE JUST KIND OF INCLUDED A FEW EXAMPLES. SO THE FIRST ONE YOU'LL SEE UP TOP IS A SCREENSHOT, BUT ALSO CAPTURING SPEAK UP, BROWARD. AND THAT'S REALLY BECOME THE THE ARM, I SHOULD SAY, OF WHICH WE DO A LOT OF OUR OUTREACH. IT'S BECOME THE PUBLIC FACING ELEMENT OF THE MPO.

AND THAT'S SOMEWHERE, OBVIOUSLY, THAT WE DO A LOT OF OUTREACH.

YOU'LL SEE THAT IN LIGHT OF A LOT OF THE COVID AND THINGS THAT HAVE BEEN GOING ON.

OUTREACH HAS REALLY TAKEN ON A NEW FACE AND A NEW LOOK.

SO WE'VE DONE A LOT OF THINGS VIRTUALLY.

I KNOW IT WAS MENTIONED THAT WE'VE SEEN GREAT PUBLIC PARTICIPATION IN A LOT OF OUR MEETINGS THROUGH PEOPLE CONNECTING VIRTUALLY.

BUT WHAT YOU'LL SEE THERE IS THAT WE'RE CONDUCTING A SERIES OF WEBINARS RIGHT NOW OVER THE SUMMER MONTHS, AND THEN JUST KIND OF A SCREENSHOT OF SOME OF THE PARTICIPANTS.

WE'VE ALSO GOT OUR THINK LIKE A PLANNER WORKSHOPS WHICH ARE AIMED AT STUDENTS.

WE'VE ACTUALLY EXPANDED THAT PROGRAM.

TRADITIONALLY, WE WERE ONLY MEETING WITH HIGH SCHOOL STUDENTS, BUT WE'VE EXPANDED THAT UP TO MIDDLE SCHOOLS, EXPOSING THEM TO THE WORLD OF TRANSPORTATION, CAREERS AND TRANSPORTATION, AND REALLY JUST GIVING THEM A SENSE OF, YOU KNOW WHAT NOT JUST WHAT THE MPO DOES, BUT THEIR POTENTIAL FUTURE IN THIS INDUSTRY SHOULD THEY DECIDE TO GO THAT ROUTE. WE'VE ALSO GOT A TWO TRAVELING DISPLAY BOOTHS THAT I'M HOPING MANY OF YOUR CITIES HAVE SEEN. WE'VE CERTAINLY TRIED TO GET THAT BOOTH OUT.

VARIOUS, YOU KNOW, IF YOU'VE GOT COMMISSION MEETINGS OR CITY EVENTS GOING CITIES, EVENTS GOING ON. WE'VE TRIED TO GET THAT BOOTH OUT ALONG WITH SOME OF MPO LITERATURE.

AND THEN THE LAST ONE THAT YOU'LL SEE IS THE TRACK PROGRAM.

SO THIS, AGAIN, IS GEARED AT STUDENTS, BUT THIS IS WHERE WE BRING IN BROWARD SCHOOL TEACHERS AND THEY ARE GIVEN MATERIALS.

THEY'RE GIVEN A TWO DAY TRAINING TO THEN TAKE BACK WHAT IS A NATIONAL PROGRAM TO THEIR SCHOOLS IN REGARDS TO TRANSPORTATION, CIVIL ENGINEERING AND THE LIKE.

SO, AGAIN, JUST A FEW EXAMPLES OF THE WAYS IN WHICH TITLE SIX IS IS KIND OF OUT IN THE COMMUNITY. THE LAST THING I WANT TO TOUCH ON IS THE LEP OR THE LIMITED ENGLISH PROFICIENCY. SO THIS IS A PORTION OF THE TITLE SIX PLAN.

BUT REALLY, AGAIN, ITS PURPOSE IS TO ENSURE THAT WE HAVE MEANINGFUL ACCESS FOR THOSE WHO MAY HAVE A LIMITED ABILITY TO UNDERSTAND ENGLISH.

SO WHEN WE PUT TOGETHER THAT PLAN, WE USE WHAT'S CALLED A FOUR FACTOR ANALYSIS, WHERE WE LOOK AT THE NUMBER AND PROPORTION OF LEP PERSONS WITHIN THE BROAD URBANIZED AREA.

WE LOOK AT FREQUENCY OF CONTACT, NATURE AND IMPORTANCE OF ACTION TO PEOPLE'S LIVES, AND THEN RESOURCES AVAILABLE FOR LEP OUTREACH AND COST ASSOCIATED WITH THAT.

NOW WE DO A LOT IN TERMS OF MAKING OUR WRITTEN MATERIALS AND OUR WEB MATERIALS AVAILABLE IN DIFFERENT LANGUAGES. WE ALSO HAVE STAFF WHO SPEAK A PLETHORA OF LANGUAGES, SOME OF WHICH MIGHT SURPRISE YOU.

BUT REALLY WE ARE ABLE TO PROVIDE THOSE RESOURCES TO ANY RESIDENT OR ANY ANYONE IN BROWARD WHO SHOULD REQUEST.

SO, AGAIN, THAT'S JUST KIND OF A HIGH LEVEL OVERVIEW.

THEN WE HAVE OUR PARTNERS WHERE WE'RE GOING WITH STRATEGIC, THE REGIONAL TRANSPORTATION PLAN, WHICH IS AN EFFORT THIS MPO IS LEADING WITH MIAMI-DADE AND PALM BEACH.

THIS IS THE WORK WE'VE BEEN DOING WITH BROWARD COUNTY.

WE HAVE SOME ENGAGEMENTS AND I THINK THIS IS GOING TO THE VICE CHAIRS, WHOLE CONCEPT OF WHAT DO WE DO AND HOW ARE WE ENGAGING THE PUBLIC, INCLUDING SOMETHING THAT I THINK IS PRETTY UNIQUE. AND THAT'S THAT WE'VE ACTUALLY ATTENDED 30 CONFERENCES AND ATTENDING CONFERENCES IS ONE THING.

BUT FOR 30, WE'VE ATTENDED WE'VE ACTUALLY MADE PRESENTATIONS ON WHAT THIS ORGANIZATION DOES. AND WE'VE BEEN ASKED AS OF THIS MORNING, I WAS JUST ASKED TO PARTICIPATE IN A PRESENTATION IN TENNESSEE, VIRTUALLY.

SO WE'RE LITERALLY CONSTANTLY BEING ASKED TO SHOWCASE WHAT WE'VE BEEN DOING HERE IN BROWARD, WHICH WE NEED TO DO A BETTER JOB, I THINK, IN SHOWCASING IT TO THE BOARD MEMBERS. SO YOU'RE REALIZING, YOU KNOW, THE AMOUNT OF EFFORT THAT IS GOING ON ARE SAFE STREETS SUMMIT THIS YEAR WAS ACTUALLY ONE OF THE LARGEST WE'VE HAD IN OUR HISTORY OF HOSTING, AND NEXT YEAR IS GOING TO BE HOSTED BY IN PALM BEACH.

HOWEVER, IT WILL BE VIRTUAL BECAUSE WE'RE THINKING THE PANDEMIC IS STILL NOT GOING TO BE COMPLETED JANUARY IT LIST OF THE PROJECTS THAT WE DID IN THE PAST YEAR.

TWENTY NINE MILES OF BIKE LANE TYPE PROJECTS, 100 HUNDRED FACILITY MILES AND 30 PROJECTS TOTALING ABOUT THREE HUNDRED MILLION DOLLARS.

THAT'S THERE FOR YOU ALL TO READ AND SEE.

ULTIMATELY, THE CSLIP PROJECT, WHICH IS SOMETHING WE WERE JUST DISCUSSING.

WE TALK ABOUT THE SUCCESS.

YOU CAN SEE WHERE A MAJORITY OF THE CSLIP PROJECTS HAVE OCCURRED OVER TIME.

THE TIGER MAP IS ALSO SHOWING YOU WHERE WE HAVE FEDERAL DOLLARS COMING IN.

AND IT'S ACTUALLY FILLING IN A LIKELY NETWORK, WHICH YOU CAN SEE FROM DOWN BY THE AIRPORT ALL THE WAY UP THROUGH POMPANO OUT OUT TO COCONUT CREEK AND THEN BACK EAST.

SO THERE IS A METHOD TO OUR MADNESS WHEN WE'RE DOING OUR BIKE LANE PROJECTS.

YOU ALSO HAVE A PAGE THAT TALKS ABOUT BASICALLY WHAT WE'RE TRYING TO DO ON OUR MOBILITY HUBS. AND THIS IS ACTUALLY IN DOWNTOWN FORT LAUDERDALE.

AND SO ONCE THE COVID CRISIS IS OVER WITH, THIS IS WE ANTICIPATE AND THIS CONSTRUCTION WILL BE DONE. WE ANTICIPATE THIS IS GOING TO BE A HIGHLY USED PROJECT.

AS WE TALKED WITH OUR PARTNERS ON THE FREIGHT SIDE AS WELL, THE AMOUNT OF FREIGHT THAT'S STILL COMING IN AND OUT OF BROWARD COUNTY AND PORT EVERGLADES HAS BEEN PHENOMENAL.

WHAT YOU'RE GOING TO START SEEING IN THE NEXT SEVERAL YEARS IS THE FEC IS LOOKING TO START BRINGING IN AUTOS INTO PORT EVERGLADES AT A GREATER CLIP.

AND THAT WAY, WHEN THE TRAINS GO NORTH, THEY'RE NOT EMPTY.

THEY'RE ACTUALLY FILLED WITH CARS.

WE HAVE A PAGE THAT IS DEDICATED TO OUR BOARD MEMBERS.

UNFORTUNATELY, BOTH SIDES, THE HOUSE AND SENATE, ARE ON.

THEY BOTH AGREE THAT SOMETHING NEEDS TO HAPPEN, BUT THEY ARE ON TWO COMPLETELY DIFFERENT SIDES AS FAR AS WHAT NEEDS TO HAPPEN AS THEY'RE LOOKING AT SOMETHING REGARDING INFRASTRUCTURE, NO MATTER WHAT ISSUES TO HOW THAT FUNDING GETS THROUGH TO THE LOCALS.

ON THE TWENTY TWENTY ONE APPROPRIATIONS UPDATE, CONGRESS IS PASSING A LOT OF SPENDING BILLS. UNFORTUNATELY, THESE BILLS NEED MONEY IN ORDER TO WORK.

SO THERE'S THERE'S A LOT OF COMMIT.

THERE'S A LOT OF COMMITMENTS, BUT NOT ENOUGH FUNDING FUNDING YET.

SO THEY'RE GONNA HAVE TO SEE HOW THEY'RE GOING TO FUND THESE COMMITMENTS.

NOW, THE FAST ACT, WHICH IS THE CURRENT TRANSPORTATION FUNDING, WHICH FUNDS ALL FEDERAL TRANSPORTATION, INCLUDING THE EPA, IS SET TO EXPIRE IN A YEAR.

SO AS WE MOVE FORWARD, WE'RE LOOKING AT ONE OF TWO POSSIBILITIES.

THE FIRST ONE IS THAT THE FAST ACT IS EXTENDED JUST BY CONTINUING RESOLUTION.

THE SECOND IS THE INVEST ACT, WHICH WAS BROUGHT THROUGH BY THE HOUSE AND PASSED, WHICH IS REALLY AN EXPANSION OF EVERYTHING THAT GREG JUST EXPLAINED IN THE ANNUAL REPORT.

SO TAKE EVERYTHING YOU SEE THERE AND IT WILL GREATLY INCREASE THE FUNDING FOR ALL OF THOSE PROGRAMS. SO AS YOU MOVE FORWARD, WE'RE LOOKING AT WORST CASE SCENARIO, WE STAY THE SAME. BEST CASE SCENARIO, ALL THE FUNDING AND ALL THE COMMITMENTS THAT THE BOARD IS MAKING, JUST GET THAT MUCH JUST BECOME THAT MUCH MORE RICH.

OK. I'M NOT GOING TO GO THROUGH THE DETAILS OF WHAT'S IN THERE, BUT THERE IS ADDITIONAL FUNDING FOR THE HIGHWAY TRUST FUND.

OK. MORE FUNDING FOR SAFETY, WHICH IS A LARGE CONCERN FOR PARTICULARLY SOUTH FLORIDA.

OK. WE'RE LOOKING AT EXPANDED RAIL FREIGHT RAIL PROGRAMS AND THERE'S EVEN A CARVE OUT FOR EFFECTS OF CLIMATE CHANGE.

AT THE END OF THE SESSION, THERE WAS A HIGH DEGREE OF COOPERATION BETWEEN THE GOVERNOR'S OFFICE AND THE THE THE SENATE AND THE HOUSE THIS SESSION.

AND AT THE END OF THE SESSION, COVID 19, WAS REALLY JUST STARTING TO TAKE EFFECT.

WE WERE REALLY KIND OF UNDERSTANDING THAT THIS WAS GOING TO BE, YOU KNOW, SOMETHING MAJOR. BUT THEY DID PASS IT ON NINETY THREE POINT TWO BILLION DOLLAR BUDGET.

THEN THE GOVERNOR, OF COURSE, VETOED ABOUT A BILLION DOLLARS OF THAT.

HE CALLED IT THE. HE LIKENED IT TO THE GAME OF THRONES RED WEDDING.

PART OF THAT BILLION WAS ALSO REPLACED BY SOME CARES FUNDING IN CERTAIN BUCKETS.

BUT IN THAT NINETY TWO POINT TWO BILLION DOLLAR BUDGET THAT THAT WAS PRESERVED, THERE WAS THE WORK PROGRAM WAS STILL FULLY FUNDED AT NINE POINT TWO BILLION DOLLARS.

AND THAT INCLUDED VARIOUS THINGS.

EIGHT HUNDRED MILLION DOLLARS FOR RAIL AND TRANSIT.

FOUR HUNDRED BILLION FOR AVIATION.

236 FOR SAFETY INITIATIVES.

IT ALSO INCLUDED 2.5 BILLION FOR HIGHWAY CONSTRUCTION.

PART OF THAT, HE ALSO PRESERVED SEVEN HUNDRED AND THIRTY EIGHT MILLION FOR THE PLANNING AND DESIGN OF THE COURSE, EXPANSION OF THE TOLL ROADS ALONG IN THE RURAL AREAS OF THE STATE. AND IF ANYONE HAS ANY QUESTIONS, PLEASE FEEL FREE TO STOP.

SB 1718 DIRECTS FDOT TO DEVELOP A STATEWIDE MASTER PLAN FOR ELECTRIC VEHICLE INFRASTRUCTURE ALONG THE STATE HIGHWAY SYSTEM.

AND IT'S DIRECTED TO TO WORK WITH THE OFFICE OF ENERGY AND ALSO THE PSC IN DEVELOPING THAT. AND THE OFFICE OF ENERGY ACTUALLY GOT STARTED EARLY BEFORE THE GOVERNOR SIGNED THE BILL ON ITS OWN E.V.

ROADMAP. THAT'S GOING TO PLAY INTO THAT.

SO THEY'VE ALREADY BEEN WORKING HARD AND COLLECTING INPUT AND WORKSHOPPING ALL OF THE STAKEHOLDERS IN DEVELOPING THAT WITH E BIKES.

WE WERE ABLE TO PRESERVE HOME RULE AND LOCAL CONTROL, AND A LOT OF THAT WAS DUE TO OUR COALITIONS EFFORTS ON MICROBIOME, THE MICRO MOBILITY BILL FROM THE PREVIOUS SESSION, AND THEN ALSO WITH SB 178, WHICH IS THE SLIP STUDY.

WHAT THAT DOES IS IT REQUIRES THAT A SLIP STUDY BE CONDUCTED ON ANY CONSTRUCTION PROJECTS, STATE FUNDED CONSTRUCTION PROJECT ALONG THE COASTAL CONSTRUCTION ZONE.

AND WE'RE GOING TO BE WORKING WITH FBEP IN THE INTERIM TO ENSURE THAT OUR SEAPORT IS IT ISN'T GOING TO BE HARMED BY THAT.

THE FDOT PACKAGES DID NOT MAKE IT THIS YEAR, WHICH IS NOT UNUSUAL.

THERE WAS AN EFFORT TO REQUIRE THE COMPLETE REPLACEMENT OF SIGNALS AT MID BAR CROSSWALKS.

BUT THANKFULLY, YOU KNOW, WE WORK WITH OUR GREATER COALITIONS OF FLORIDA LEAGUE OF CITIES DID A GREAT JOB IN THE MOPAC WITH CARL [INAUDIBLE].

AND WE WERE ABLE TO PREVENT THAT FROM MOVING FORWARD IN THE SENATE, ALTHOUGH THE HOUSE DID PASS IT AND IT WAS NARROWED DOWN SIGNIFICANTLY.

BY THE TIME THE HOUSE PASSED IT.

THAT THOSE ARE THE MAIN ONES.

THE TRANSPORTATION TRANSPORTATION DISADVANTAGE BILL ALSO DID NOT MAKE IT, THOUGH IT GOT REALLY CLOSE. AND THAT WOULD HAVE REQUIRED MORE COOPERATION BETWEEN THE COUNTIES ON TRUST, TRANSPORTATION, DISADVANTAGED PROGRAMS. AND IF YOU HAVE ANY FURTHER QUESTIONS ON ANY OF THOSE.

SO JUST LOOKING AHEAD, WE KNOW THAT THERE'S A LOT OF UNCERTAINTY, WE'VE ALREADY BEEN DISCUSSING A LOT OF THAT PARTICULAR THAT CSLIP PRESENTATION THAT WAS JUST GIVEN THE 2020 ELECTIONS. THERE ARE A LOT OF OPEN SEATS.

I KNOW THAT THE GAS TAX WAS ALREADY ESTIMATED TO BE, I THINK, THIRTY SEVEN POINT FIVE PERCENT UNDER ESTIMATES FOR THE MONTH OF MAY.

AND I THINK IT'S 25 PERCENT DOWN YEAR TO DATE.

SO WE KNOW THAT WE'RE GONNA BE HAVING SOME SIGNIFICANT CHALLENGES THERE.

AND THEN DESPITE ALL OF THE THE THE PRIORITY CHANGES AS A RESULT OF COVID 19, WE DO THINK A LOT OF THE LEGISLATION THAT FAILED LAST YEAR WILL WILL LIKELY RETURN AS IT USUALLY DOES. SO THOSE WILL CONTINUE TO BE ONGOING CONVERSATIONS.

AND THEN JUST REAL QUICK, SOME OF THE THINGS THAT THAT WE'VE BEEN DOING ON YOUR BEHALF.

FROM THE BEGINNING, WE STARTED STRENGTHENING OUR RELATIONSHIP WITH THE LEGISLATIVE DELEGATION, OUR VERY FIRST SESSION WHEN WE WHEN WE HAD TO PLAY DEFENSE ON BOARD MEMBERSHIP. WE REALIZE THAT MPOS ACROSS THE STATE DID NOT HAVE THE RELATIONSHIP WITH THEIR LEGISLATIVE DELEGATION, THAT THEY NEEDED IF THEIR DELEGATION EVEN KNEW WHAT AN MPO WAS. SO WE'RE REALLY GRATEFUL TO HAVE THOSE THOSE PARTNERS HERE AND OUR LOCAL LEVEL.

WE HAD GREAT PARTICIPATION IN OUR IN OUR WORKSHOP PRIOR TO THE TO THE SESSION WITH STATE REP RELATIONSHIPS. GREGG ALREADY MENTIONED COMING UP FOR BROWARD DAYS AND MEETING WITH THE SECRETARY. WE ALSO SPEND ALL OF OUR TIME IN CLOSE CONTACT, YOU KNOW, WITH WITH LAWMAKERS, WITH AGENCY STAFF, WITH THE GOVERNOR'S OFFICE AND EVERYONE ALL ACROSS THE STATE AND A LOT OF COALITIONS, THE MPOAC AND IN OTHERS.

SO WE CONTINUE TO RAISE THE AWARENESS OF MPOS, THE FUNCTION OF EMBRYOS, AND RAISE THE AWARENESS OF THE BROWARD MPO AND ALL THE GOOD WORK THAT YOU GUYS ARE DOING WITH REGIONAL COLLABORATION. THIS IS AN ONGOING EFFORT THAT THAT IT SEEMS TO BE STRENGTHENING RIGHT NOW DURING THE COVID 19 CRISIS, THAT THAT WE'RE ALL KIND OF COOPERATING AS A REGION.

AND WE'RE HOPEFUL THAT THOSE RELATIONSHIPS REMAIN STRONG AND CONTINUE TO GROW AS WE AS WE FACE A LOT OF THE SAME CHALLENGES.

AND IT WOULD GIVE US A LOT MORE MANPOWER TO FACE THOSE CHALLENGES TOGETHER.

AND WE'VE BEEN WORKING WITH WHETHER IT'S WITH TRANSPORTATION ORGANIZATIONS, SFRTA, THE FLORIDA ASSOCIATION OF COUNTIES, OUR ECONOMIC DEVELOPMENT WINGS ON ON STRENGTHENING THOSE RELATIONSHIPS AND KEEPING TRANSPORTATION IN THOSE CONVERSATIONS.

AND THEN JUST POST COVID 19 OPPORTUNITIES.

WE LEARNED A LOT, I THINK, THROUGH THIS ABOUT AREAS THAT CAN BE MODERNIZED AND GOVERNMENT. SO WE WE DEFINITELY THINK THERE'S GOING TO BE SOME OPPORTUNITIES TO MODERNIZE GOVERNMENT, WHETHER THAT'S, YOU KNOW, ALLOWING THE CONTINUATION OF VIRTUAL MEETINGS, WHICH WE THINK GETS MORE PARTICIPATION.

THE COUNTY COMMISSION APPROVED NINETY SEVEN OF 110 PROJECTS RECOMMENDED FOR CYCLE ONE TOTALING SIXTY FIVE POINT SEVEN MILLION DOLLARS.

THIS INCLUDES TWENTY NINE OF THE THIRTY THREE SHOVEL READY PROJECTS ESTIMATED AT FORTY ONE MILLION DOLLARS.

ALL DESIGN PHASES FOR THE PEMBROKE ROAD AND MARIMAR PARKWAY EXTENSIONS TO COMPLETE THE REGIONAL NETWORK, ESTIMATED AT SIX MILLION DOLLARS, WAS ALSO APPROVED, AND 64 OF THE SEVENTY THREE PLANNING AND DESIGN PROJECTS ESTIMATED AT 18 MILLION OTHERS WAS APPROVED.

THESE PROJECTS HAVE REMAINING PHASES AND REQUIRE FUNDING FOR FUTURE CYCLES.

I JUST WANT TO MAKE YOU AWARE THAT CITIES MUST HAVE AN EXECUTED PROJECT AND A LOCAL AGREEMENT WITH THE COUNTY BEFORE THEY CAN START THEIR SURTAX FUNDED PROJECTS.

WHAT ARE THE MAIN ELEMENTS OF THE FIVE YEAR PLAN? IS THE ESTIMATED SURTAX REVENUE AND THE AMOUNT ALLOCATED TO THE MUNICIPAL PROJECTS AS IDENTIFIED IN THE SURTAX PLAN BUDGET? THE IMPACTS FROM THE PANDEMIC WILL BE A FACTOR IN THE REVENUE ESTIMATES OVER THE NEXT FIVE YEARS. SO JUST KEEP THAT INTO CONSIDERATION.

ANOTHER ELEMENT OF THE PLAN IS THE ESTIMATED EXPENDITURES.

THE TOTAL COST OF EXISTING AND NEW COMMUNITY BUS SERVICE IS SUBTRACTED FIRST FROM THE SURTAX AMOUNT ALLOCATED FOR EACH FOR THE MUNICIPAL PROJECTS EACH YEAR.

THE REMAINING AMOUNT WILL BE USED TO FUND THE HIGHEST RANKED UNFUNDED CAPITAL PROJECTS.

ON JULY 30, FIRST MPO SURTAX STAFF WILL TRANSMIT THE FIVE YEAR PLAN RECOMMENDATIONS TO COUNTY STAFF. THE SURTAX OVERSIGHT BOARD WILL TAKE ACTION ON THE FIVE YEAR PLAN ON AUGUST 13TH AND 14TH, AND THE COUNTY COMMISSION IS EXPECTED TO APPROVE THE FIVE YEAR PLAN IN AUGUST OR SEPTEMBER.

WE ACTUALLY STARTED A NEW A NEW EDUCATIONAL MESSAGING INITIATIVE WHERE WE WORK WITH DOT AND WE AND WE WORK WITH MPO PR DEPARTMENT TO TRY TO HELP PUSH OUT SOME PROJECT UPDATES FOR ALL THE DIFFERENT PROJECTS WE HAVE GOING ON IN BROWARD COUNTY AND AND AND THOSE THAT ARE FUNDED WITH MOBILITY FUNDS.

THIS IS AN EXAMPLE OF ONE OF THE POST POSTS THAT WE HAVE SENT OUT ON SOCIAL MEDIA.

SOME OF THE INFORMATION THAT WE GENERALLY GIVE ON THE POST ARE SUCH A ARE THE PROJECT, THE SCOPE OF THE PROJECT WHERE THE PROJECT GETS THE TYPE OF ACTIVITY THAT'S GOING ON WHEN IS PROJECTED TO BE COMPLETED.

AND ACTUALLY, IN THE CAPTIONS OF THESE OF THESE ZONES, WHICH ARE MEDIA POLLS THAT WE'VE

THIS PAST YEAR, WE HAVE BEEN WORKING ON THIS 30 YEAR INITIATIVE WHERE THE MOBILITY TEAM NEEDS IT TO LOOK MUNICIPALITIES AND WITH DOT RIGHT BEFORE A PROJECT IS ABOUT TO BEGIN DESIGN. AND WE EVEN TALK WITH THE TALK WITH THE LOCALS TO DISCUSS THIS GOAL, MAKE SURE THAT THEY THAT THAT THERE'S SOLE SUPPORT FOR THESE PROJECTS.

AND THEN SOMETIMES THERE ARE SOME PROJECTS THAT THE CITIES ACTUALLY HAVE PROGRAMED IN THOSE SECTIONS, YOU KNOW, THROUGH OTHER TYPES OF FUNDING SOURCES.

SO THEN SO THEN WE'RE ABLE TO ADJUST THE SCOPE AND WE TRY TO DO THAT RIGHT BEFORE THE PROJECT IS ADVERTISED FOR DESIGN ACQUISITION FOR THESE PAST FEW MONTHS.

WE HAVE MET WITH. WE HAVE MET WITH THE WITH THE LOCALS FOR THESE SIX PROJECTS WHERE WE WENT OVER THE SCOPE'S AND SOME OF THESE SCOPES, WE ACTUALLY HAD TO ADJUST BECAUSE THOSE LOCAL MUNICIPALITIES ACTUALLY ACQUIRED SOME FUNDS AND SOME OTHER WAY.

SO JUST SURTAXES, RECEIPTS OR OR SOME OTHER FUNDING SOURCE.

THIS IS AN EXAMPLE OF WHAT CAN COME OUT OF A FEASIBILITY STUDY.

THEY JUST LOOK THEY'LL TAKE A LITTLE LOOK AT THE RIGHT AWAY THAT'S AVAILABLE AND YOU LOOK AT DIFFERENT TYPES OF LAYOUTS AND AND AND THEY'LL USE THIS FEASIBILITY STUDY TO HELP DEVELOP THE SCOPES FOR FOR FOUR PROJECTS AS THEY MOVE INTO DESIGN AND THEN END IT.

AND IT GIVES EVERYONE A GOOD UNDERSTANDING OF WHAT WE'RE ABLE TO DO AND ACCOMPLISH WITH OUR FUNDS. IS AN EXAMPLE OF A PROJECT.

WHEN WE'RE TRYING TO GET A PROGRAMED DEPEND UPON THE RESOURCES THAT ARE AVAILABLE, SOMETIMES WE'RE ABLE TO DEVELOP RENDERING SUCH AS THIS.

AND THIS IS A RENDERING OF A PROJECT THAT WE'RE TRYING TO GET PROGRAMED ALONG SOUTHGATE BOULEVARD, WHERE WE'RE GOING TO HAVE SEPARATED BY GLUING FACILITY ADJACENT TO A SIDEWALK.

AND IT'S KIND OF OFFSET FROM THE FROM THE TRAVEL WEEK.

COMING RIGHT NOW, INDESIGN, YOU HAVE 18 PROJECTS, ALL THE PROJECTS ARE IN ARE IN DIFFERENT PHASES. AND IN SOME OF THESE PROJECTS ARE ABOUT TO START CONSTRUCTION EITHER LATER ON THIS YEAR OR EARLY OR NEXT YEAR.

CURRENTLY. OF WITH THESE 18 DIFFERENT PROJECTS.

THERE'S SOME PROJECTS SUCH AS FOUR THREE ONE SEVEN ZERO FOUR AT THE BOTTOM OF THE SCREEN HAD MULTIPLE SEGMENTS JUST BECAUSE IT'S A PROJECT.

IT DOESN'T MEAN THAT WE CAN GO TO PROJECTS WITH OTHER PROJECTS THAT ARE CLOSE BY.

AND A LOT THESE PROJECTS GO THROUGH VARIOUS MUNICIPALITIES.

THERE'S A TYPICAL SECTION THAT WE SOMETIMES SHOW DURING OUR PUBLIC OUTREACH MEETINGS WITH THE PUBLIC. THIS IS SOMETHING THE DESIGN TEAM WILL PUT TOGETHER AND IT WILL GIVE THE PUBLIC SOMEWHAT OF AN UNDERSTANDING OF WHAT WE'RE TRYING TO IMPLEMENT.

YOU KNOW, LIKE A VISUAL.

ACTUALLY DOING DESIGN, THIS PROJECT IS IN THE CITY OF HOLLYWOOD ALONG MOSHIN STREET.

AND WE FOUND OUT DURING DURING DESIGN.

IT'S VERY LATE IN DESIGN THAT YOU SEE IN HOLLYWOOD AND IN BROWARD COUNTY HAVE PROJECTS THAT WERE PROGRAMED INTO SECTIONS.

SO WE ACTUALLY WORKED TOGETHER WITH THEM TO MAKE SURE THAT OUR IMPROVEMENTS ARE IMPLEMENTED EITHER THROUGH OUR PROJECT OR THROUGH THEIRS, TO PREVENT TO TO HELP MAKE SURE THAT WE'RE USING EVERYONE'S TAXPAYER DOLLARS EFFECTIVELY.

REALLY, IN CONSTRUCTION, WE HAVE 15 PROJECTS.

THERE'S PROJECTS ALL OVER BROWARD COUNTY.

EVEN THOUGH WE HAVE 15 PROJECTS, WE A LOT OF THESE PROJECTS ACTUALLY HAVE MULTIPLE SEGMENTS. SO CURRENTLY RIGHT NOW WE HAVE THIRTY EIGHT SEGMENTS, FOOD FOR THESE FIFTEEN PROJECTS. SO IT'S VERY IMPORTANT THAT WE DO A GOOD JOB DELIVERING THIS PROJECT.

THE INSET REALLY SHOWS THAT THERE'S ACTUALLY THREE PROJECT PDP STUDIES ALL MENTIONED THE PROJECT DEVELOPMENT IN ENVIRONMENTAL STUDIES THAT ARE THE PREFACE TO GOING INTO FINAL DESIGN AND THEN CONSTRUCTION ALONG THE MAIN CORRIDOR IN HIGHLIGHTED IN BLUE IS THE SOUTHWEST STREET CORRIDOR.

IT GOES ON I-95, THAT INTERCHANGE CONNECTION WITH I-95 AND THE CONNECTOR FACILITY.

AND IT'S A PROJECT EXTENDS TO JUST NORTH OF THE HILLSBOROUGH BOULEVARD INTERCHANGE.

AND THEN ON THE WEST SIDE AND ON THE LEFT SIDE OF YOUR SCREEN, THE TURNPIKE ENTERPRISE IS ALSO DOING A PTSD STUDY TO LOOK AT THAT, THAT IMPROVEMENTS TO THE TURNPIKE INTERCHANGE AT SAWGRASS EXPRESSWAY.

IN TWENTY SEVENTEEN, THE MPO BOARD VOTED TO PRIORITIZE THIS PROJECT.

THEY HAD RECEIVED RECOMMENDATIONS FROM THE COMMUNITY OVERSIGHT ADVISORY COMMITTEE THAT THE COAT. AND THEY'D PASSED THOSE LONG TO AT THE OTEY WHO BEGAN TO ACTUALLY USE THAT THOSE RECOMMENDATIONS AS THE BASIS FOR A PDT STUDY SCOPE.

WE ACTUALLY EXECUTED THE CONTRACT WITH THE ARSON TEAM IN JULY OF TWENTY SEVENTEEN.

SO THREE YEARS AGO WE KICKED OFF THE STUDY.

AND THEN IN NOVEMBER OF THE SAME YEAR, WE ACTUALLY HAD OUR FORMAL KICKOFF MEETING WITH THE PUBLIC. AND THAT'S A GOOD TIME.

YOU KNOW, OVER THE LAST THREE YEARS, WE'VE HELD OVER 200 STAKEHOLDER MEETINGS.

I'VE GOT A COUPLE OF MEETINGS LISTED HERE.

THEY'RE REALLY SOME OF THE LARGER MOSCOW MEETINGS.

BUT WE'VE BEEN REACHING OUT TO THE PUBLIC PRETTY MUCH CONTINUOUSLY, EVEN THROUGH A LOT OF THE CURRENT TIMEFRAME.

WE'VE JUST HAD SOME WEBINARS RECENTLY THAT WE THINK WERE VERY SUCCESSFUL IN PROVIDING INFORMATION TO THE PUBLIC.

BUT AFTER OUR KICKOFF MEETING, WE LEFT TO.

LED TO OUR ALTERNATIVE'S PUBLIC WORKSHOP.

AND IN APRIL 2018, WHICH WE PRESENTED DIFFERENT CONCEPTS TO THE PUBLIC AND WE RECEIVED FEEDBACK ABOUT HOW TO LOCATE THE CONNECTOR ALONG FACILITY.

WHAT CAME OUT OF THAT WAS REALLY A NORTHERN ALIGNMENT WHERE WE LOCATE THIS CONNECTOR ROADWAY ON THE NORTHERN PART OF THAT THAT RIGHT AWAY AND RECONSTRUCT THE LOCAL ROADWAY ON THE SOUTH END. SO KIND OF SETTING THAT CORRIDOR UP THAT LED US TO OUR NOVEMBER.

TWENTY EIGHTEEN SECOND ALTERNATE WAS WORKSHOP WHERE WE WE BROUGHT TO THE PUBLIC A NUMBER OF COMPLETED ALTERNATIVES, WHICH INCLUDED SEVERAL ALTERNATIVES, ROUTE AMOUNT OF DEPRESSED SECTIONS ALONG THAT QUARTER, OR WHAT KIND OF CAME OUT OF THAT AS A FEEDBACK LED US TO SOME SIGNIFICANT CHANGES, INCLUDING ALLOWING TRUCKS IN THIS CONNECTOR ROAD.

ORIGINALLY, TRUCKS WERE NOT ALLOWED.

IT ALSO MOVED AN OVERPASS THAT WAS ORIGINALLY DESIGNED OR CONCEPTUALLY TO BE IN FRONT OF THE WATERWAYS COMMUNITY.

THAT WAS BASICALLY, IN THEIR VIEW, SHED AND THERE WERE CONCERNS WITH IT.

SO WE WERE ABLE TO DO SOME REDESIGNS AND MOVE THAT BRIDGE FURTHER TO THE WEST OUT OF THAT COMMUNITIES. YOU SAID WE ALSO DETERMINED THAT THE CONNECTOR LANES WOULD NOT BE TOLD.

THOSE ARE SOME OF THE MAJOR DECISIONS OR POLICY CHANGES THAT CAME ABOUT FROM THAT APRIL 18TH, I'M SORRY, NOVEMBER 2018 WORKSHOP AS WE MOVE FORWARD.

WE HAD SCHEDULED A PUBLIC HEARING, WHICH WAS FOR OCTOBER OF TWENTY NINETEEN LEADING UP TO

SO AS A RESULT OF THAT, WE HAVE THE A CONCEPT CHANGE.

AND NOW THE CONNECTOR FACILITY IS PROPOSED TO CONNECT WITH THE I-95 GENERAL PURPOSE LANES AS WELL AS EXPRESS LANES.

ALSO, THE LOCAL ROADWAY FELT THAT THERE WAS A NEED TO BE MORE AT A MORE COMPLETE STREETS, ELEMENTS TO THAT. SO WHAT WE HAVE DONE IS FOCUS ON ITEMS LIKE THE BIKE PATH, WHICH WAS SLATED TO BE ADJACENT TO THE TRAVEL LANES.

WE'VE MOVED THAT INTO A SHARED USE PATH AWAY FROM THE ROADWAY FEATURES AND ALLOWED US TO LOOK AT IT TO REALLY BRING IN THAT MORE OF A COMPLETE STREETS VISION TO THAT THAT LOCAL ROADWAY MATTER.

DEPRESSED SECTION IS SOMETHING WE'VE SPENT A LOT OF TIME LOOKING AT.

LOOKING AT THE IMPACTS AND HOW WE CAN MAXIMIZE THE DEPRESSED AREAS OR REDUCE THE IMPACTS THAT ARE THOUGHT TO BE DUE TO ESTHETICS AND NOISE.

SO A LOT OF THE DEPRESSED SECTION IS REALLY TO HELP WITH THOSE ESTHETICS, NOISE IMPACTS THAT WE'VE LOOKED AT, HOW WE CAN DO THAT IN OTHER WAYS THROUGHOUT THE CORRIDOR.

SO INCLUDING WARRANTING NOISE ABATEMENT, LIKE NOISE LOSS THROUGHOUT THE QUARTER, ENHANCING LANDSCAPING AND OTHER THINGS TO PROVIDE BUFFER AREAS TO HELP REDUCE THOSE TYPE OF IMPACTS. FOURTH, THE FOURTH, THE AMOUNT OF GREEN SPACE.

SO THERE'S PEOPLE FOR ME WITH A QUARTER OR NO, THERE'S A LOT OF EXTRA RIGHT AWAY OUT THERE NOW THAT EXISTS AND THERE'S A LOT OF TREES AND GRASS AREA.

SO BRINGING IN THE ADDITIONAL ASPHALT TAKES AWAY FROM THAT GREEN SPACE.

SO WE'VE LOOKED AT CONCEPTS TO KIND OF BRING BACK ADDITIONAL GREEN SPACE, ALLOWING ADDITIONAL LANDSCAPING AND KIND OF REALLY MAKING IT MORE OF A LOCAL FEEL TO IT AND TRAFFIC CALMING WITH WITH THOSE EXTRA AMENITIES.

AND FINALLY, THERE WERE CONCERNS BROUGHT UP ABOUT THE TURNPIKE.

I'D MENTIONED THAT THE TURNPIKE STUDY THAT'S ONGOING AND THE CONCERNS RELATED TO THAT, THE TURNPIKE DID NOT APPLY TO APPLY FOR ACCESS.

THEY WEREN'T LOOKING AT CONCEPT THAT PROVIDED FOR ACCESS.

TODAY, THERE ARE SOME RESTRICTIONS.

SO THE TURNPIKE HAS BASICALLY MAKING SOME CHANGES.

THEY BASICALLY DROPPED THEIR EXPRESS LANE CONCEPT FROM THE SAWGRASS EXPRESSWAY AND THE TURNPIKE FACILITIES.

SO THEY'RE LOOKING AT SOME NEW CONCEPTS AS FAR AS HOW THOSE CONNECTIONS CAN BE MADE.

AND I BELIEVE THEY'RE ACTUALLY PRESENTED AT THE MPO IN SEPTEMBER AND THEY'LL PROVIDE IT UPDATE AT THAT TIME. SO WE'LL GO TO THE NEXT SLIDE.

SO THE BIKE LANE IS IN THE PAVEMENT WITH A EIGHT FOOT SIDEWALK.

WHAT WE'VE DONE IS A. WIDEN THE SIDEWALK TO TWELVE FEET, WHICH ALLOWS US TO CREATE MORE GREEN SPACE AND MORE BUFFER BETWEEN THE SIDEWALK AND THE ROAD, AS WELL AS BETWEEN THE LOCAL ROADS AND THE CONNECTOR LANES.

AND ROB MENTIONED THE.

CONCERN REGARDING GREEN SPACE AND WHAT THIS IS, IS JUST A LINE DIAGRAM TO HELP ILLUSTRATE THE CONNECTIONS THAT ARE BEING MADE FROM THE CONNECTOR LANES WHICH ARE IN GREEN.

THE BLACK LANES GOING LEFT TO RIGHT OUT TO LOCAL LANES.

SO THERE'S TWO SETS OF LOCAL ACCESS RAMPS TO GET YOU FROM THE LOCAL LANES INTO THE CONNECTOR LANES AND VICE VERSA.

THERE'S A PAIR JUST TO THE EAST, A POWERLINE ROAD.

AND THEN THERE'S ANOTHER PAIR.

OVER AT. JUST TO THE WEST OF EXCUSE ME, EAST, A MILITARY TRAIL.

AND AS YOU CAN SEE, WE'RE MAKING CONNECTIONS TO BOTH THE NINETY FIVE EXPRESS AND THE GENERAL PURPOSE LINES, WHICH REALLY ALLOWS US TO GET A LOT OF USE OUT OF THE CONNECTOR

LINES. SO THE THOUGHT WAS, IF WE'RE ABLE TO FILL UP THOSE CONNECTOR LANES AND PULL MORE TRAFFIC OFF THE LOCAL LIGHTS, WOULD WE BE ABLE TO ELIMINATE THESE LOCAL ACCESS RAMPS TO GAIN GREEN SPACE? WELL, THE NEWPORT CENTER RAMPS IN THAT PARTICULAR AREA.

EVEN ELIMINATING THOSE DOESN'T GAIN ANY GREEN SPACE.

BUT THE POWERLINE ROAD RAMPS, IF WE DO ELIMINATE THEM, IT WILL CREATE MORE TRAFFIC ON THE LOCAL LANES OF TRAVEL TIME AND THE CONNECTOR LANES AND THE LOCAL LANES WILL BE RELATIVELY THE SAME. BUT IT DOES PUT MORE TRAFFIC ON THE LOCAL AGENTS, BUT IT DOES GAIN SOME GREEN SPACE AND IT MOVES THE ROAD FURTHER AWAY FROM THE HOMES.

I'VE GOT A COUPLE OF GRAPHICS TO HELP ILLUSTRATE THAT THE TOP PICTURE IS WITH THE POWER LINE ROAD RAMP. SO WHAT THIS GRAPHIC SHOWS YOU IS THAT THESE F PNL POLLS THAT EXIST OUT THERE TODAY, THEY'RE ACTUALLY RELOCATED IN THE TOP PICTURE WHERE THIS IS THE WATERFORD COURTYARD COMMUNITY, WHICH IS RIGHT IN THE MIDDLE OF THE QUARTER.

WE ACTUALLY HAVE TO BY ABOUT 12 TO 18 FEET FROM FROM FROM THIS COMMUNITY WHEN WE'RE BUILDING THE RAMPS.

SO IT GETS A LITTLE BIT MORE NARROW HERE.

BUT AGAIN, THE TRAFFIC AND ONE THING I WANT TO POINT OUT ON THE TRAFFIC AND BOTH OF THESE BUILD OPTIONS, EITHER WITH THE RAMPS OR WITHOUT THE RAMPS, BOTH OPTIONS IN THE 20 DESIGN HERE, LOWER THE TRAFFIC THAT'S OUT THERE TODAY THAT WE HAVE TWENTY SIXTEEN COUNTS AND IT'S CONSIDERABLY LESS.

BUT WITH THE POWERLINE ROAD RAMPS, WE'RE ACTUALLY REDUCING THE FUTURE TRAFFIC BELOW WHAT TODAY'S TRAFFIC IS BY 73 PERCENT IN THE A.M.

AND 52 PERCENT IN THE P.M..

IF WE WERE NOT TO BUILD THOSE RAMPS, WE'RE ABLE TO GAIN SOME GREEN SPACE.

AS I MENTIONED, THESE F PINNELL POLES REMAIN IN THE SAME LOCATION.

AND THERE'S NO RIGHT AWAY NEEDED FROM WATER FOR COURTYARD'S SO THEY CAN KEEP THE LANDSCAPING THAT THEY HAVE OUT THERE, WHICH ARE PRETTY DECENT SIZED TREES.

THE TRAFFIC IS MORE THAN IF WE WERE TO DO THE POWERLINE ROAD RAMPS IN THE LOCAL LANES.

BUT IT STILL REDUCES IT MORE THAN IT IS TODAY, 40 PERCENT AND A 20 PERCENT IN THE PM.

THIS NEXT GRAPHIC GIVES YOU A MORE OF AN AERIAL VIEW WHERE YOU CAN SEE THE RAMP.

THIS IN THE MIDDLE OF THE LANE.

THIS IS THE WESTBOUND DEPRESS RAMP, WHICH ACTUALLY GOES UNDER THE EASTBOUND CONNECTOR LANES, WHICH ARE ON THE LEFT SIDE HERE.

THIS ALLOWS US TO MAKE THIS CONNECTION, BUT NOT ELEVATE ROADS IN FRONT OF THE RESIDENTIAL AREAS IN THE MIDDLE OF THE COURT.

AND WHAT YOU'RE GOING TO SEE IS IF WE DID NOT BUILD THAT RAMP WITH THAT GREEN SPACE AND RIGHT AWAY AREA WOULD LOOK LIKE SO THAT THIS IS THE WITHOUT RAMPS.

THE BIGGEST ONES BEING THE TRADEOFF BETWEEN ESTHETICS, WHICH WE'RE CONSIDERING THE GREEN SPACE, ADDITIONAL LANDSCAPING WITH THE LOCAL TRAFFIC, BYAM, AS WELL AS THE ACCESSIBILITY BY NOT PROVIDING THAT RAMP FROM THE LOCAL LANES TO THE CONNECTOR LANES.

THE PEOPLE AND THE VEHICLES ALONG POWERLINE ROAD AND WEST WESTERN COMMUNITIES WOULD NOT HAVE ACCESS TO THE CONNECTOR ROAD.
