[00:00:02] THERE WE GO. IF YOU CAN PLEASE KEEP YOUR MICROPHONES MUTED UNLESS SPEAKING, AND IF YOU [1. Call to Order and Recognition of Quorum] HAVE A QUESTION, RAISE YOUR HAND AND I WILL CALL ON YOU AS SOON AS I'M ABLE. IF YOU'RE NOT SURE HOW TO RAISE THE HAND AGAIN, I'LL GO THROUGH IT. AND YOU JUST PUT YOUR MOUSE DOWN TO THE BOTTOM OF THE SCREEN AND IT'LL POP UP A LITTLE TOOL PANEL. IF YOU CLICK ON THE PARTICIPANTS LITTLE ICON THERE, IT'LL COME UP AND YOU'LL BE THE FIRST ONE IN THAT BOX AND YOU JUST CLICK ON RAISE HAND AND BOTH REBECCA AND I WILL BE MONITORING THAT. IF YOU'RE CALLING IN TO RAISE YOUR HAND, IT'S STAR NINE AND THAT WILL RAISE IT ON OUR SIDE . IN TERMS OF WHEN WE DO VOTING, IT SHOWS UP WHO THE FIRST PERSON TO RAISE THEIR HAND AND THE SECOND. SO THOSE WILL BE DEEMED AS MAKING THE MOTION. AND THEN SECONDING IT. AND I THINK-- DID I HANDLE IT ALL CORRECTLY, REBECCA? I THINK I GOT IT ALL FOR THE RULES. WE ARE GOING TO, AGAIN, USE THE QUORUM METHOD, IF EVERYONE'S OK, WE'LL GO THROUGH EACH ITEM, SEE IF IT'S OK, THEN UNLESS YOU HAVE A CONCERN WITH IT, WHICH YOU WOULD RAISE YOUR HAND IF YOU HAVE A CONCERN, OTHERWISE, WE'LL PASS ON CONSENT. SO NEXT IS WE'LL DO THE VERBAL ROLL CALL. [2. Verbal Roll Call] WHEN YOUR NAME IS CALLED, PLEASE RESPOND WITH PRESENT. REBECCA WILL BRING US THROUGH THEM. YES, MA'AM. [00:06:49] WE'RE GOOD. OK, GREAT. THANK YOU, EVERYONE. THAT WENT WAY BETTER THAN OUR FIRST ATTEMPT. THE NEXT ITEM IS APPROVAL OF THE MINUTES. [3. Approval of Minutes - June 24, 2020] IF ANYBODY HAS ANY COMMENTS OR CHANGES TO THE MINUTES, PLEASE RAISE YOUR HAND. SEEING NONE. CAN I GET A MOTION AND A SECOND FOR APPROVAL OF THE MINUTES, PLEASE? MOVE BY STEVEN DAVID. AND SECONDED BY NATALIE YESBECK, THANK YOU. AND THEN WE PUT OUR HANDS DOWN, THEN WE'D LIKE TO USE THE UNANIMOUS CONSENT, AS I MENTIONED, ON THIS ONE. SO IF YOU HAVE A CONCERN WITH APPROVING THIS, RAISE YOUR HAND. OTHERWISE, WE WILL PASS THIS ON CONSENT. I SEE NONE. OK, GREAT, THANK YOU. THE NEXT IS APPROVAL OF THE AGENDA. [4. Approval of Agenda] CAN WE GET A MOTION ON THE SECOND ON THE AGENDA, PLEASE? BY RAISING YOUR HAND. ANYONE HAS ANY COMMENTS ON THE AGENDA? THANK YOU, NATALIE MADE THE MOTION TO APPROVE THE AGENDA. CAN I HAVE A SECOND, PLEASE? SECONDED BY CLARISSA. THANK YOU. AND AGAIN, HANDS DOWN. IF ANYBODY HAS A CONCERN WITH PASSING THIS, PLEASE RAISE YOUR HAND. OTHERWISE, WE WILL PASS THIS ON UNANIMOUS CONSENT. GREAT. THERE WERE NO CONCERNS RAISED, SO THIS AGENDA ITEM PASSES ON UNANIMOUS CONSENT. THE NEXT ITEM IS PUBLIC COMMENTS. REBECCA, DID WE RECEIVE ANY PUBLIC COMMENTS? WE DID NOT RECEIVE ANY PRIOR TO THE MEETING. OK, GREAT, WE CAN OPEN IT UP NOW IF ANYONE ATTENDING HAS ANY COMMENTS ON ITEMS THAT ARE NOT RELATED TO AGENDA ITEMS. IF YOU HAVE COMMENTS ON AGENDA ITEMS, WE'LL TAKE THOSE UP AS WE GO THROUGH. IS THERE ANYONE FROM THE AUDIENCE? IF YOU RAISE YOUR HAND, I DO NOT SEE ANY HANDS RAISED IN THAT SECTION. SO THANK YOU. WE'LL CLOSE THE FLOOR TO PUBLIC COMMENTS AT THIS TIME. OUR FIRST PRESENTATION TODAY IS IN REGARDS TO THE NPO SURTAX SERVICES UPDATE, AND MR. [6. MPO Surtax Services Updates: http://www.browardmpo.org/index.php/current-projects-studies/surtax] BRYAN CALETKA WILL BE PROVIDING US THAT UPDATE. BRYAN. AFTERNOON, MADAM CHAIR, CAN YOU HEAR ME? YES. I'M JUST WAITING FOR RELEASE OF CONTROL TO CONTROL. IT'S WAITING FOR YOU, BRYAN, I'M WAITING FOR YOU TO DO THE REMOTE CONTROL, REMEMBER? [00:10:19] OK, THERE WE GO. GOOD AFTERNOON, MADAM CHAIR AND MEMBERS OF THE BOARD. MY NAME IS BRYAN CALETKA AND I AM THE DIRECTOR OF TRANSPORTATION POLICY FOR THE BROWARD MPO, AND I WILL BE PROVIDING YOU WITH OUR SURTAX UPDATE. JUST AS A REMINDER FROM OUR PREVIOUS PRESENTATION, HERE WAS THE TIMELINE FOR SUBMITTING A FIVE YEAR PLAN TO BROWARD COUNTY. WE WERE WORKING COLLABORATIVELY THROUGH AT THE BEGINNING OF JULY, A DRAFT MPO PLAN WAS MADE AND SUBMITTED TO BROWARD COUNTY IN JULY. I STARTED ON JULY TWENTY SEVENTH AND TOOK OVER THE SURTAX MANAGEMENT RESPONSIBILITIES ON THAT DATE. ON JULY 31ST, I SUBMITTED TWO PLANS TO THE MAP ADMINISTRATOR WHICH MET OUR CONTRACTUAL DEADLINE STIPULATED IN OUR LOCAL AGREEMENT. A FIVE YEAR PLAN WAS PROVIDED BY THE OVERSIGHT BOARD ON AUGUST 14TH AND TRANSMITTED TO THE COUNTY COMMISSION FOR APPROVAL. SO AS I HAD MENTIONED BEFORE, PLANS WERE SUBMITTED ON JULY 31ST. WE SUBMITTED TWO. WE ARE REQUIRED TO SUBMIT A RECOMMENDED PLAN, WHICH WE DID, AND THEN AT THE REQUEST OF OUR COUNTY, WE ALSO INCLUDED A MINIMUM ANNUAL GUARANTEE PLAN, WHICH WAS THE 10 PERCENT AND THE VOTER APPROVED LANGUAGE AND IS THE 10 PERCENT MINUS THE COMMUNITY SHUTTLES. SO IF YOU LOOK AT THE PLAN THAT WE RECOMMENDED, IT HAD A TOTAL OF ABOUT 60 PROJECTS TOTALING TWO HUNDRED AND FORTY FOUR MILLION. THE ALTERNATIVE PLAN THAT WE SUBMITTED TO THE COUNTY WAS A FIVE YEAR PLAN BASED ON THE MAG WITH TWENTY FOUR PROJECTS AND A VALUE OF ONE HUNDRED AND FIFTY EIGHT MILLION. BROWARD COUNTY SUBMITTED THEIR OWN PLAN TO THE OVERSIGHT BOARD. IT WAS BASED ON THE DRAFT MINIMUM ANNUAL GUARANTEE PLAN THAT WE HAD GENERATED FOR THEM, THEIR PLAN HAS A TOTAL VALUE OF ABOUT ONE HUNDRED FIFTY EIGHT MILLION, WHICH MATCHES THE MINIMUM AMOUNT ANNUAL GUARANTEED PLAN THAT WE SUBMITTED. HOWEVER, THERE'S HAS ABOUT THIRTY TWO PROJECTS IN IT. THEY WERE ABLE TO ADD A FEW OF THE LOWER COST PROJECTS INTO IT BY STRETCHING OUT [INAUDIBLE] PLAN OVER A SERIES OF YEARS TO SAVE MONEY. SO. THIS WAS THE IMPACT. THIS IS THE DIFFERENCE BETWEEN THE RECOMMENDED PLAN AND WHAT WAS ADOPTED BY THE OVERSIGHT BOARD ON AUGUST 14TH. AS YOU CAN SEE ON THE LEFT, WE HAVE A SERIES OF CITIES AND THEN THE MIDDLE COLUMN IS THEIR PROJECT NUMBER AND THEN THE COST ESTIMATE OF THAT PROJECT NUMBER, WHICH DID NOT MAKE THE APPROVED PLAN BASED ON OUR RECOMMENDED PLAN. SO YOU CAN SEE WILTON MANORS LOST PROJECT THREE, WEST PARK EIGHT, AND SO FAR, WE HAVE A SECOND PAGE FOR THE OTHER CITIES THAT WERE IMPACTED AND THE TOTAL COST LOST WAS ABOUT SIXTY EIGHT MILLION DOLLARS, IT SAYS FIFTY EIGHT, BUT THAT'S MY ERROR. IT IS ACTUALLY SIXTY EIGHT. OVERALL, THE PANDEMIC AND THE COUNTY'S CHANGE OF DIRECTION HAS HAD A NEGATIVE IMPACT TO THE CITIES, AND I DO REMAIN AVAILABLE FOR QUESTIONS. HERE IS MY CONTACT INFORMATION. THANK YOU VERY MUCH, MR. CALETKA. DOES ANYBODY HAVE ANY QUESTIONS? I HAVE A QUESTION FOR YOU. SURE, GO AHEAD, NICK. GOOD AFTERNOON, MR. CALETKA. I DON'T SEE THIS PRESENTATION ON OUR AGENDA ANYWHERE, THERE'S A LINK TO THE WEBSITE, BUT NOT THE MATERIALS YOU PROVIDED. COULD YOU PLEASE PROVIDE THAT TO US AND MAKE A COMMITMENT THAT MOVING FORWARD YOU'LL PROVIDE YOUR POWER POINTS ON THE AGENDA LIKE ALL THE OTHER ITEMS? YES, THAT WAS THE FULL INTENT, IT WILL BE MADE AVAILABLE. THANK YOU, SIR. YOU'RE WELCOME. DOES ANYBODY ELSE HAVE ANY QUESTIONS? NO, I SEE NONE. I THINK I SHARE EVERYBODY'S FEELINGS THAT WE WERE A LITTLE DISAPPOINTED WITH THE REDUCTION AND WHAT THAT MEANS, BUT I THINK WHAT WE STILL DO HAVE, WE CAN STILL MAKE A DIFFERENCE IN THE COUNTY AND TRANSPORTATION. SO THANK YOU VERY MUCH, MR. CALETKA, FOR YOUR PRESENTATION. [00:15:02] YOU'RE WELCOME, MADAM CHAIR. NOW WE'RE GOING TO ENTER INTO OUR ACTION ITEMS. THE FIRST IS A MOTION TO RECOMMEND BROWARD MPO APPROVE AN AMENDMENT TO THE FISCAL YEAR FY [1. MOTION TO RECOMMEND BROWARD MPO APPROVE an Amendment to the Fiscal Year (FY) 2021 - 2025 Transportation Improvement Program (TIP): Florida Department of Transportation (FDOT) - Roll Forward Report With Staff Recommendations] TWENTY ONE TO TWENTY FIVE TRANSPORTATION IMPROVEMENT PROGRAM. FLORIDA DEPARTMENT OF TRANSPORTATION ROLL FORWARD REPORT WITH STAFF RECOMMENDATIONS. DR. CHEN IS HERE TO GIVE US A PRESENTATION ON WHAT THIS ITEM MEANS. TAKE IT AWAY. [INAUDIBLE] AMONG THE 225 MILLION DOLLARS, ABOUT TWO HUNDRED FORTY TWO MILLION DOLLARS, FUNDED BY [00:20:01] ABOUT 82 PERCENT OF THE TOTAL [INAUDIBLE]. FINAL RECOMMENDATION ON THIS ISSUE WILL BE [INAUDIBLE] TO ADDRESS YOUR QUESTION. GREAT, THANK YOU, DR. CHEN. DOES ANYBODY HAVE ANY QUESTIONS ABOUT THE ROLL FORWARD REPORT? RICHARD. YES, THANK YOU. APPRECIATE THE OPPORTUNITY TO ASK A QUESTION ABOUT TWO PROJECTS. ONE WAS THE TURNPIKE PROJECT THAT YOU'RE REMOVING FROM ATLANTIC TO [INAUDIBLE] ROAD AS FAR AS CONTINUING STUDYING THAT SEGMENT FOR WIDENING. WHEN YOU TALK ABOUT REMOVAL, DOES THAT MEAN THAT IT'S SUSPENDED OR IS IT REMOVED COMPLETELY FOR CONSIDERATION OR IS IT YOU KNOW, IS THERE ANY TIMING ON LOOKING AT, YOU KNOW, REVISITING THE PROJECT? [INAUDIBLE] OK, I COULDN'T REALLY HEAR THAT TOO WELL, FOR SOME REASON, IT MAYBE IT'S JUST THE MY HEADSET, BUT YEAH. I'M JUST TRYING TO SEE IF, YOU KNOW, IF IT'S REMOVED AND AND THAT IT IS, YOU KNOW, IT'S GOING TO BE REVISITED OR NOT REVISITED. JUST SO WE, YOU KNOW, WE HAVE AN IDEA WHERE THE PROJECT WOULD STAND AND YOU KNOW, GOING FORWARD. YEAH, I THINK JIHONG YOU SAID VICTORIA WILLIAMS COULD MAYBE ADDRESS THAT. VICTORIA, ARE YOU ON? YES, SIR, I AM. ALL RIGHT. THANK YOU. THESE ARE JUST LEFTOVER ITEMS FROM THE STUDY THAT WAS DONE FROM THE SEGMENT ATLANTIC TO [INAUDIBLE], SOME ABOUT THIRTEEN THOUSAND DOLLARS ADMINISTRATIVE ITEMS THAT WERE REMOVED. [00:25:04] CURRENTLY, THAT CORRIDOR IS UNDER ANOTHER STUDY THAT HAS A DIFFERENT SEGMENT I 595 GOING NORTH TO THE [INAUDIBLE] AREA. AND WE HAVE A GOOD PRESENTATION COMING UP THAT WE CAN GO AND MORE DETAILS ABOUT IT. RIGHT. OK, NOW I'M CLEAR. YEAH, I WAS WONDERING WHAT HAPPENED THERE. SO NOW THAT'S MAKES IT MUCH CLEARER FOR ME THAT, YOU KNOW, YOU GUYS ARE JUST-- IT MAYBE IS JUST A DIFFERENT TYPE OF DIFFERENT PROJECT ALTOGETHER. BUT THAT'S NOT WHAT I WAS-- GOOD. IT WASN'T WHAT I WAS THINKING. YOU'RE REMOVING THAT SEGMENT OF WIDENING TURNPIKE. EXCELLENT QUESTION. THANK YOU, SIR. YOU'RE WELCOME. AND THE ONLY OTHER QUESTION I HAD WAS ABOUT THE [INAUDIBLE] GRANT AND THERE WAS SOME NEW ADJUSTMENTS OR NUMBERS. SO FUNDING FOR-- IS THERE ANYTHING IN ADDITION THAT THE, YOU KNOW, THE LOCALS NEED TO CONTRIBUTE TO THE OVERALL [INAUDIBLE] GRANT PROJECT? OR IS THERE-- I JUST SAW THE NUMBERS BEING DISPLAYED THERE. AND AS FAR AS THE NEW COSTS AND IF THERE WAS ANYTHING THAT THE COUNTY, AT LEAST FROM MY PERSPECTIVE, HAD TO CONSIDER FOR FUTURE FUNDING? AND RIGHT NOW, WE'RE WORKING OUT THE NUMBERS [INAUDIBLE]. SO THEY ARE WORKING WITH US ABOUT THAT. [INAUDIBLE] AND OK. RICHARD, BY WAY OF THE CHAIR, IS IT ALL RIGHT IF I JUMP IN? YES. SO, RICHARD, TO ANSWER YOUR QUESTION DIRECTLY, THIS IS MORE OF AN ADMINISTRATIVE ITEM TO MAKE SURE THAT THE NUMBERS ARE CONSISTENT WITH WHAT'S IN THE [INAUDIBLE] CONTRACT. SO WE'RE NOT ANTICIPATING ANY NEW FUNDING TO BE ADDED. WE JUST WANT TO MAKE SURE THE FUNDS ARE ACCURATELY REFLECTED IN THE ROLL FORWARD REPORT. AND THAT'S WHAT WE WILL HAVE TO COORDINATE WITH [INAUDIBLE] PRIOR TO THE BOARD MEETING. RIGHT. THAT IS GOOD NEWS. THANK YOU. ANYBODY ELSE HAVE QUESTIONS ABOUT THE ROLL FORWARD REPORT? I DO HAVE A QUESTION, AND I THINK I ASKED THIS LAST YEAR. THERE'S SOME PROJECTS IN FORT LAUDERDALE THAT ARE VERY OLD, LIKE THE WASH OUT ON A1A. IT STILL HAS MONEY IN IT. HOW LONG DO THEY ROLL OVER AND WHEN DO THOSE PROJECTS GET CLOSED DOWN AND TAKEN OFF THE BOOKS? [INAUDIBLE] HI, JOHN, THANK YOU, CHAIR, THANK YOU FOR ASKING THE QUESTION. I ACTUALLY WOULD LIKE TO DEFER, IF WE CAN, OVER TO CHRISTINE [INAUDIBLE]. BELIEVE THAT SHE MIGHT HAVE A LITTLE MORE SPECIFIC INFORMATION THAN I COULD OFFER ON THIS ONE. MINE WOULD JUST BE GENERIC. CHRISTINE, ARE YOU HERE? SURE. CHRISTINE, IF YOU'RE HERE, YOU'RE ON MUTE. CAN YOU HEAR ME NOW? YES, YES. OK, I'M SORRY ABOUT THAT. I COULDN'T FIND MY UNMUTE BUTTON. OK, SO THIS IS CHRISTINE [INAUDIBLE], I'M A TRANSPORTATION PLANNING MANAGER FOR THE THE PHASE IS ACTUALLY CLOSED OUT. SO IT'S PROBABLY OPEN YET BECAUSE THERE MIGHT BE SOME THINGS THAT ARE BEING CLOSED OUT, MAYBE RIGHT OF WAY ACQUISITION OR SOME TYPE OF FINAL DESIGN DOCUMENTATION OR SOMETHING LIKE THAT. SO UNTIL THAT PHASE IS CLOSED OUT, IT CONTINUES TO SHOW UP. OK, THANK YOU VERY MUCH FOR THAT ANSWER. YOU'RE WELCOME. THANK YOU. AND TO FOLLOW UP, KAREN, I APOLOGIZE FOR FOR STEPPING IN, KAREN, IF YOU HAVE SPECIFIC PROJECTS THAT YOU HAD QUESTIONS ABOUT, FEEL FREE TO SEND THOSE OVER TO MYSELF OR MICHAEL [INAUDIBLE] AND WE'LL LOOK INTO THOSE FOR YOU. SURE. THAT WOULD BE GREAT. THANK YOU. BARNEY. YOU HAVE A QUESTION? YES. IT'S SPECIFIC TO THE PRESENTATION DR. CHEN JUST MADE. THE PROJECT FOR [INAUDIBLE] DRIVE PALM AVENUE THAT WAS SHOWN AS A REMOTE PROJECT, BUT IS SHOWN AS SU FUNDS ROLLING FORWARD. IS THAT A DIFFERENT TYPE OF PROJECT SHOWS LISTED ON BOTH? IS IT JUST A TYPO. [INAUDIBLE] UNDERSTOOD. THANK YOU. [00:30:03] OK, AND WE HAVE A QUESTION FROM THE AUDIENCE FROM SALVADOR [INAUDIBLE]. GO AHEAD. YES, GOOD AFTERNOON. THIS IS SAL [INAUDIBLE] FROM MIRAMAR. YEAH, I THINK I HAD A SIMILAR QUESTION TO BARNEY. I THINK I SAW IN ONE OF THE SLIDES SOME OF THE PROJECTS TO BE REMOVED. THE LAST TWO SLIDES SHOW THE PEMBROOK ROAD FROM [INAUDIBLE] TWENTY SEVEN TO 160 THAT [INAUDIBLE] TO BE REMOVED. BUT THEN I THOUGHT I SAW IT ON THE FOLLOWING SLIDE FOR THE FUNDS ROLLING FORWARD. SO I GUESS I WASN'T CLEAR IF IT WAS BEING REMOVED THERE STILL BEING FUNDS BEING ROLLED OVER? [INAUDIBLE] OK, GOT IT. THANK YOU. ANY OTHER QUESTIONS? THANK YOU VERY MUCH, DR. CHEN, IT WAS A GREAT PRESENTATION. CAN I GET A MOTION TO RECOMMEND THAT THE BROWARD MPO APPROVE AN AMENDMENT TO THE FISCAL YEAR TWENTY ONE TWENTY FIVE TIP FLORIDA DEPARTMENT TRANSPORTATION ROLL OVER FORWARD WITH THE STAFF RECOMMENDATIONS THAT WE WENT OVER OF THE RECOMMENDED CHANGES? AGAIN, IF YOU RAISE YOUR HAND TO MAKE THAT MOTION, OR SECOND, IF YOU'RE ON YOUR PHONE, STAR NINE WOULD RAISE YOUR HAND. THANK YOU. RICHARD MADE THE MOTION [INAUDIBLE]. NASIR SECONDED. GREAT. AND IF WE PUT OUR HANDS DOWN AGAIN, WE'LL ASK FOR UNANIMOUS CONSENT UNLESS SOMEONE HAS AN ISSUE AT THIS TIME. IF YOU HAVE AN ISSUE WITH APPROVING THE ON CONSENT, PLEASE RAISE YOUR HAND.. SEEING NONE. THIS PASSES ON UNANIMOUS CONSENT. NEXT ITEM IS THE MOTION TO RECOMMEND BROWARD MPO APPROVE THE PLANNING TECHNICAL ASSISTANCE [2. MOTION TO RECOMMEND BROWARD MPO APPROVE the Planning Technical Assistance Program (PTAP) List of Projects] PROGRAM LIST OF PROJECTS. WE BELIEVE WE HAVE A PRESENTATION BY MR. CALVARESI ON THIS ONE. PAUL, GO AHEAD. HI, GOOD AFTERNOON. THANK YOU. I CAN'T TURN MY CAMERA ON, BUT I GUESS THAT'S FOR THE BETTER FOR THE GROUP. THANK YOU SO MUCH. OK, SO IT'S BEEN A WHILE SINCE WE'VE DISCUSSED THIS PROGRAM, SO I'LL GO THROUGH A FEW REMINDERS AS FAR AS WHAT POLICY CMP BOARD HAS APPROVED. AT A FUTURE TIME, WE WILL BE DOING A REVIEW ON THE PROGRAM AND WHAT NEEDS TO CHANGE. BUT THAT'S NOT WHY WE'RE HERE TODAY. WE'RE JUST APPROVING THE LIST OF PROJECTS. SO IS YOUR CALL, THIS IS TO PROVIDE OPPORTUNITIES FOR PLANNING STUDIES. TYPICALLY WE DO A CALL FOR PROJECTS AND THERE WAS REALLY NO OBJECTIVE WAY TO SORT THROUGH WHICH PROJECT SHOULD GO TO THE TOP IN WHICH ONE SHOULDN'T. SO WE CREATED THE APPLICATION PROCESS IN LINE WITH THE MPO'S GOALS. AND SINCE WE'RE USING FTA FUNDING, FEDERAL TRANSIT ADMINISTRATION, ALL THE APPLICATIONS NEEDED A TRANSIT NEXUS, WHICH I'LL GLADLY TELL YOU THAT THEY ALL WERE ABLE TO MEET. OK, AND AT THE END OF THE DAY, THESE PROJECTS NEED TO YIELD SOMETHING EXECUTABLE, SOMETHING THAT COULD BE BUILT. SO WE GAVE APPLICANTS TWO OPTIONS, A TRANSPORTATION PLAN AND A TRANSPORTATION PROJECT. THE MAJOR DIFFERENCE BETWEEN THE TWO IS SCOPE. OK, PLANS. OK, PLANS WERE MUCH LARGER THAN PROJECTS IN THE APPLICATION. NOW, IN ORDER TO SCORE FOR THESE, ALL THE QUESTIONS NEEDED TO BE ANSWERED SEQUENTIALLY, AN AFFIRMATIVE ANSWER WITH PROPER BACKUP LED TO THE APPLICATION PROVIDING THE NEXT QUESTION . ONCE AN APPLICANT COULD NOT ANSWER ANY MORE QUESTIONS, THE APPLICATION STOPPED AND A SCORE SUBMITTED. WE HAD THREE REVIEWERS MAKE SURE THAT THE PHYSICAL DOCUMENTS THAT WERE PROVIDED AS BACKUP ALSO MET WHAT THE APPLICANT STATED. I KNOW HE SAID WE WEREN'T COULD DO A POSTMORTEM, BUT THERE WERE A FEW SNAGS IN THIS PROCESS. FIRST, WHICH WE LEARNED WERE THERE ARE A COUPLE OF USER ERRORS. FIREWALL. CERTAIN CITIES WEREN'T ALLOWED ACCESS TO THE APPLICATION WHICH WE WERE ABLE TO GET AROUND DIFFERENT WAYS. ANOTHER ONE WHICH I FOUND MOST INTERESTING IS THAT WHEN THE APPLICATION WAS DEVELOPED AND THROUGH THE UPDATE PROCESS, THE PROGRAM WAS TAKING PDFS. IT WAS UNTIL THE WEEK OF WHEN THEY PUSHED OUT AN UPDATE TO THE APPLICATION THAT PDFS WERE [00:35:04] NO LONGER AVAILABLE. SO WE HAD TO WORK AROUND THAT. I'D LIKE TO THANK OUR APPLICANTS FOR BEING FLEXIBLE. OK, SO AFTER THE ATTACK AND [INAUDIBLE] MAKE A RECOMMENDATION, THE APPEAL BOARD WILL APPROVE THE FINAL RANKINGS AND THEN THESE WILL BE IN LINE FOR FUNDING. AND ANY SORT OF CONSULTING SERVICES WILL BE PROCURED THROUGH THE MPO'S LIBRARY SERVICES. SO IN FRONT, YOU SEE THE APPLICATIONS. SO WE HAD TWO PROJECTS IN TWO PLANTS [INAUBIEL] TWO RANKS OF NUMBER ONE AND TWO RANKS OF NUMBER TWO. OK. ALL FOUR APPLICATIONS, WE WERE ABLE TO FUND ALL FOUR. AND WE'RE LOOKING FORWARD TO SHARING THOSE RESULTS WITH YOU IN THE FUTURE. SO WITH THAT, ANY QUESTIONS? ALL RIGHT, THANK YOU, PAUL. NICK, YOU HAVE A QUESTION. YES, I DO. THANK YOU, PAUL. IN THE PRESENTATION, IT STATES THAT IF THERE'S A TIE THAT THE [INAUDIBLE] WOULD BE RUN TO BE ABLE TO FIND A FINAL DETERMINATION OF THE RANKING. SEEING THAT THERE'S TIES IN THE FINAL RANKINGS, I'M GUESSING THAT WASN'T DONE. AND IF SO, IF NOT, WHY? SO IF YOU GO BACK AND TAKE A LOOK, WE HAD TWO PLANS AND TWO PROJECTS SUBMITTED. SO THERE IS A RANK ONE AND TWO FOR PLAN AND RANK ONE AND TWO FOR PROJECT. SO THEY'RE NOT TIES. THEY'RE TWO DIFFERENT APPLICATIONS. OK, SO THERE'S TWO SUBPROGRAMS WITHIN THE SAME PROGRAM, IS THAT WHAT YOU'RE SAYING? YES. OK, UNDERSTOOD. WHAT'S THE TOTAL FUNDING FOR ALL FOUR PROJECTS THAT ARE BEING FUNDED? WE'RE GOING TO DETERMINE THAT BASED ON THE NEED OF THE STUDY. WE HAVE FUNDING AVAILABLE IN OUR UPWP, BUT WE'RE GOING TO FUND WHAT'S NEEDED TO ACCOMPLISH EACH STUDY. AND HOW MUCH FUNDING IS AVAILABLE THEN IN THE UPWP? WE HAVE ABOUT 600000 DOLLARS AVAILABLE. THANK YOU. DOES ANYBODY ELSE HAVE ANY QUESTIONS? [INAUDIBLE]. IT'S NOT A QUESTION. I WANT TO SAY THANKS TO PAUL. HE IS SO HELPFUL BECAUSE, AS HE MENTIONED, THAT WE HAD A PROBLEM WITH SUBMITTING THE PDF, BUT HE REALLY HELPED US. AND I SHOULD SAY, THANKS TO PAUL, HE HELPED US TREMENDOUSLY. AND I SHOULD SAY WE ARE REALLY GRATEFUL TO PAUL THAT WE ARE ABLE TO SUBMIT THIS APPLICATION [INAUDIBLE]. OTHERWISE IT WOULD BE TOO DIFFICULT. THANK YOU, MAQSOOD, I REALLY APPRECIATE THAT, BUT IT'S THE MPO BOARD WHO APPROVES THESE, NOT ME. YEAH, BUT I'M TALKING ABOUT THE WAY YOU HELPED US. [INAUDIBLE]. WE SHOULD SAY THANKS TO YOU. IT WAS OUTSTANDING. YOU ARE SO COOPERATIVE AND HELPFUL. IT WAS MY PLEASURE. THANK YOU. ANY OTHER COMMENTS OR QUESTIONS? [INAUDIBLE], I SHOULD SAY, THANKS TO YOU, TOO. YOU ARE THE FIRST ONE THAT WE KNOW THAT THIS IS NOT ONE OF THE LEGS. WE HAVE A FEW OTHER CITIES INVOLVED AND YOU HAVE THE [INAUDIBLE] GIVE US THAT ADDITIONAL SUPPORT, I SHOULD SAY THANKS TO YOU TOO. WE'RE LOOKING FORWARD TO THAT PROJECT. IT'LL BE GREAT. THANK YOU. PAUL, CAN YOU SHARE WHAT THE NEXT STEPS ARE FOR THIS PROGRAM? SO. I'D LIKE MIKE TO JUMP IN ON THIS IF HE'S AVAILABLE. YES, I'M HERE. SO THE INTENT IS THAT THE MPO WILL LEAD THE PLANNING STUDIES FOR ALL FOUR OF THESE WITH A COMBINATION OF INTERNAL STAFF AND THEN, IF NEEDED, SUPPLEMENTING WITH CONSULTANT SUPPORT . ONCE THIS GOES TO THE MPO BOARD FOR APPROVAL, WE'LL BEGIN SCOPING THESE WITH THE APPLICANTS AND DOING AN INTERNAL LOOK AT ECONOMIES OF SCALE AND WHAT THE BEST ALIGNMENT IS OF HOW WE WANT TO GO ABOUT DOING A COMBINATION OF CONSULTING, SUPPORT, AND INTERNAL. YEAH, AND IF I MAY, MADAM CHAIR. THE INTENT WITH THIS, I JUST WANT TO BE CLEAR, WHILE IT'S AN APPROVAL OF A RECOMMENDATION FOR AN APPROVAL AND AS IT GOES TO THE BOARD, IT WAS TO COMPLETE THE STUDIES. IT WASN'T LIKE A GRANT. AND THAT'S WHY WE WANT TO BE CAREFUL ABOUT THAT, HOW WE USE THE TERMINOLOGY. IT WASN'T GOING TO BE A GRANT THAT IT WOULD BE THIS MONEY WOULD BE GIVEN TO A CITY AND THEN THE CITY PERFORM IT. IT'S ACTUALLY SOMETHING THAT WE HAVE MONEY THAT'S AVAILABLE, WHETHER IT BE THROUGH [00:40:01] CONSULTING SERVICES OR [INAUDIBLE] SERVICES TO PERFORM THE AWARDED APPLICATIONS. SO THAT WILL BE THE NEXT PHASE. AND RIGHT NOW, AS THE APPLICATIONS COME IN, THEY ALL LOOKED GOOD AND WE FEEL THAT WE CAN IMPLEMENT THEM ALL. IT'S THEN BUILDING ON WHILE WE HAVE THE BUDGET. IT'S BUILDING THE SCOPES TO THEM AND ALL THE DETAILS THAT COME OUT OF WHAT NEEDS TO BE DONE. WHAT ARE THE SKILLS THAT ARE AVAILABLE WITH MPO STAFF. WHERE CONSULTING SERVICES MIGHT BE WARRANTED AND THEN WE'LL HAVE A DETAIL OF WHAT THAT IS, JUST LIKE ANY PROJECT WHERE YOU PUT A LITTLE MORE MEAT ON IT. SURE, GREAT. THANK YOU, NICK, YOU HAVE A QUESTION? I DO. SORRY, I HAVE ONE MORE QUESTION. I SEE THAT THESE ARE FROM WHAT I UNDERSTAND, THESE ARE FTA FUNDS AND THAT ALL THESE PROJECTS HAVE TO HAVE A TRANSIT NEXUS. IS THAT CORRECT? THAT'S CORRECT. OK, WILL BCT BE A PART OF THE PLANNING PROCESS WHEN YOU GET THESE CONSULTANTS AND EVERYONE HAS TO HAVE THAT TRANSIT NEXUS AND COMPONENT I ASSUME THAT THEY'D BE INVOLVED? THE TRANSIT NEXUS MEANS THAT THERE'S A LINK TO PUBLIC TRANSPORTATION. SO THAT LINK COULD BE PHYSICAL THROUGH SIDEWALKS AND TRAILS OR IN CERTAIN CASES IT IS PLANNING. SO IT REALLY DEPENDS ON THE NATURE OF THE PROJECT. AND TO BE CLEAR ON THIS, IT'S NOT ALL FTA FUNDS. WE HAVE A MIX OF SU AND FTA FUNDS AND THE FTA FUNDS IS AN FTA TRANSFER THAT WE DID QUITE SOME TIME AGO. AND WE CAN USE PARTIAL FUNDS ON ONES THAT WE FEEL HAVE THE BEST TRANSIT NEXUS TO THEM. SO IT DOESN'T NECESSARILY MEAN THEY ALL HAVE TO. IT JUST THE ONES THAT DO TAP INTO THE FTA FUNDS THAT WE DO HAVE AVAILABLE WOULD HAVE TO HAVE A TRANSIT NEXUS. OK, WELL, THEN LET ME JUST SAY FOR THE RECORD THAT I THINK THAT IF THE PROJECTS HAVE TO HAVE A TRANSIT NEXUS AND WHETHER IT'S [INAUDIBLE] TRAIL TRYING TO USE A TRAIL NETWORK TO CONNECT TO THE CENTRAL TERMINAL AND TO PROVIDE OTHER TRANSIT CONNECTIVITY OR WHETHER IT'S AN ADA PROJECT OR A ROADWAY, WE ARE TRYING TO IMPROVE TRANSIT IN SHELTERS, WHICH I SEE ON SOME OF THESE PROJECTS. I THINK IT'S EXTREMELY IMPORTANT TO INCLUDE BCT IN THAT PLANNING PROCESS. SO NOTED. THANK YOU. MAQSOOD, YOU HAVE A QUESTION. YES, I KNOW WE HAVE THAT, AS I REMEMBER, 10 PERCENT OR 10 PERCENT [INAUDIBLE]REQUIREMENT THAT IF THE FUNDING IS AVAILABLE, YOU STILL DO HAVE TO HAVE THAT [INAUDIBLE]. THE MASSIVE ECONOMIC DOWNTURN [INAUDIBLE]. WE'RE STILL KEEPING THE MATCH. THANK YOU. YOU'RE WELCOME. THANK YOU. ANY OTHER QUESTIONS REGARDING THIS PROGRAM? SEEING NONE. I'D LIKE TO ASK FOR A MOTION TO RECOMMEND THE MPO APPROVE THE PLANNING TECHNICAL ASSISTANCE PROGRAM LIST OF PROJECTS. THE MOTION IS MADE BY MAQSOOD. AND SECONDED BY LISA ZELCH. THANK YOU VERY MUCH. AGAIN, WE ASK FOR A UNANIMOUS CONSENT TO APPROVE THIS ITEM UNLESS SOMEONE HAS AN ISSUE. IF YOU HAVE AN ISSUE NOW, PLEASE RAISE YOUR HAND. OTHERWISE, WE'LL PASS THIS ON UNANIMOUS CONSENT. SEEING NONE. THE ITEM PASSES, THANK YOU. THE NEXT ITEM ON OUR AGENDA IS A DISCUSSION AND MOTION REGARDING THE NOVEMBER TECHNICAL [3. DISCUSSION AND MOTION Regarding the November Technical Advisory Committee (TAC)/Citizens' Advisory Committee (CAC) Meeting Date] ADVISORY COMMITTEE AND CITIZENS ADVISORY COMMITTEE DATES. MR. HICKS IS HERE TO GIVE US A PRESENTATION OR DISCUSS IT. MADAM CHAIR, IF I MAY JUST START OUT WITH AN INTRODUCTION FIRST. SURE. JUST THIS WAS, YOU KNOW, NORMALLY FOR THIS TAC MEETING THAT COMES IN NOVEMBER. IT'S USUALLY THE FOURTH WEDNESDAY OF THE MONTH, BUT IT'S USUALLY THE FOURTH WEDNESDAY OCCURS MOST YEARS DURING THE THANKSGIVING WEEKEND OR THE THANKSGIVING LONG WEEKEND JUST BEFORE THANKSGIVING. AND IN THE PAST, THE TRADITION HAS ALWAYS BEEN WHEN THAT OCCURS, THE TAC APPROVES THE MEETING ONE WEEK IN ADVANCE OF THAT RATHER THAN CONFLICT WITH THE THANKSGIVING HOLIDAY. AND OF COURSE, THAT WAS THE CASE THIS YEAR. BUT WE WERE NOTIFIED A WHILE BACK FROM FDOT THAT THE WORK PROGRAM, WHICH IS USUALLY RECOMMENDED FOR APPROVAL OR ACTION AT THIS MEETING, WON'T BE AVAILABLE UNTIL THE 16TH OF [00:45:04] NOVEMBER, WHICH IS ESSENTIALLY TWO DAYS BEFORE THE TAC MEETING. AND, KAREN, AS YOU PROBABLY KNOW IN THE PAST, THAT THERE HASN'T BEEN A LONG TIME SOMETIMES TO REVIEW THAT DOCUMENT. SO TWO DAYS FOR BOTH THE TAC TO REVIEW THAT DOCUMENT. AND EVEN THEN, WE LIKE TO TAKE A LOOK IT AS STAFF TOO BEFOREHAND BEFORE WE PUT IT ON THE AGENDA. SO FDOT, OUR FDOT PARTNERS, WERE ASKING IF THAT COULD BE CONSIDERED BY THE TAC TO MOVE THE MEETING TO AFTER THE THANKSGIVING HOLIDAY, WHICH MIGHT, I THINK, ALLOW MORE TIME FOR YOU ALL TO REVIEW THAT. IN THE AGENDA WE HAD PROPOSED THE SECOND I KNOW FDOT MIGHT HAVE SOME CONCERNS OVER THAT, THEN I'LL TURN IT OVER EITHER TO JOHN OR MICHAEL. MIKE, THANK YOU SO MUCH. JOHN [INAUDIBLE] ON BEHALF OF FDOT PLANNING SUPERVISOR. MIKE IS RIGHT. WE ACTUALLY HAVE SOME CONFLICTS TO PRESENT THE DRAFT TENTATIVE WORK PROGRAM ON THOSE DAYS WITH OTHER MPO AGENCIES. ON WEDNESDAY, DECEMBER 2ND, WE'VE GOT THE MORNING TIED UP AND WE'VE ALSO GOT THE AFTERNOON TIED UP WITH PRIOR COMMITMENTS TO OTHER AGENCIES. SO WHAT WE WOULD LIKE TO SUGGEST IS EITHER THE AFTERNOON, ANY TIME ACTUALLY ON DECEMBER 1ST, OR IT LOOKS LIKE YOU GUYS WILL HAVE A CONFLICT ON THE MORNING OF THURSDAY, DECEMBER 3RD. SO WE WOULD RECOMMEND THURSDAY, DECEMBER 3RD, THE AFTERNOON. WE'RE ALSO OPEN TO FRIDAY AS WELL. WE DO HAVE A CONFLICT ON FRIDAY MORNING, DECEMBER 4TH, AND WE DIDN'T WANT TO THROW THAT ONE OUT THERE. WE IMAGINE THAT YOUR BOARD PROBABLY DOESN'T WANT TO MEET ON A FRIDAY AFTERNOON. SO WE WOULD LIKE TO REQUEST AGAIN ANY TIME ON DECEMBER 1ST OR THURSDAY AFTERNOON, DECEMBER 3RD, IN LIEU OF WEDNESDAY, DECEMBER 2ND. OK. MICHAEL, IS THERE ANY PREFERENCE FROM THE MPO SIDE FOR YOUR STAFFING PURPOSES, WHAT MAKES SENSE? I WAS JUST, YEAH, BECAUSE WE JUST GOT THIS INFORMATION JUST BEFORE THE MEETING. SO I WAS TRYING TO CHECK ALL OUR CALENDARS FOR. ONE OF THE THINGS THAT, YOU KNOW, I GUESS IT'S WHAT WORKS FOR THE TAC? WE JUST PUT THE SECOND BECAUSE IT'S NORMALLY A WEDNESDAY, SO KEEP IT. BUT I LOOKED AT TUESDAY AFTERNOON AND THURSDAY AFTERNOON, IT DOESN'T APPEAR THAT THERE'S ANY CONFLICT. SO LIKE THE FIRST OR THE THIRD. THE ONLY THING IS WE JUST HAVE TO ADDRESS IT, OBVIOUSLY, WITH THE CAC AND THEY MIGHT NOT BE ON THE SAME PAGE, BUT THAT'S OK. WE'LL HAVE TO DEAL WITH THAT. IN TERMS OF ME, OUR COMMISSION IS THAT, ON THE FIRST. SO I WOULD PREFER THE THURSDAY IF THERE'S CONSENSUS. IN THE AFTERNOON. IF ANYBODY ELSE HAS COMMENTS. ANDREW PINNEY. CAN'T HEAR YOU. YOU ARE UNMUTED BUT--. HELLO? HELLO. HEAR ME NOW? YES, OK, I JUST WANTED TO ADD IN THAT I PREFER THE THURSDAY THE THIRD AS WELL. THANKS. I DON'T KNOW IF THAT'S A SECOND OR IF YOU MADE A MOTION. PUT IT OUT THERE FOR FOLKS. ANYBODY ELSE? DOES ANYBODY HAVE AN ISSUE WITH THURSDAY AFTERNOON ON THE THIRD? IF THEY COULD RAISE THEIR HANDS, THEN WE COULD KNOW FOR SURE. DOES NOT APPEAR TO BE. I SEE NO HANDS. LOOKS LIKE WE'VE GOT AN ATTENDEE THAT HAS THEIR HAND UP FOR I DON'T KNOW IF IT'S A QUESTION. ANDREW, GO AHEAD. ANDREW [INAUDIBLE], IF YOU WANT TO SPEAK, YOU CAN UNMUTE YOURSELF. HE PUT HIS HAND DOWN. OK, SO I GUESS WE'RE OK WITH MOVING IT, SO WE NEED A MOTION TO AMEND OUR CALENDAR FOR THE NOVEMBER MEETING TO MOVE IT FROM WEDNESDAY, THE 18TH TO DECEMBER 3RD IN THE AFTERNOON AT [00:50:01] THE SAME TIME. A MOTION BY STEPHEN DAVID AND THE SECOND BY TAMMY REED- HOLGUIN. THANK YOU VERY MUCH. AND AGAIN, PASS ON CONSENT. UNLESS ANYBODY HAS AN ISSUE, RAISE YOUR HAND IF YOU HAVE AN ISSUE WITH THAT. SEEING NONE. GOOD. SO OUR MEETING FOR NOVEMBER WILL BE CANCELED AND WE'LL BE MEETING INSTEAD ON DECEMBER 3RD. AND I WOULD LIKE TO ASK, I KNOW BACK IN THE DAY WHEN WE DID HAVE TIME BETWEEN WHEN IT WAS RELEASED AND WHEN OUR MEETING WAS THE DOT, I BELIEVE, USED TO PREPARE THE CHANGES MEMO OF WHAT CHANGED, MAJOR CHANGES. SO IF WE COULD GET THAT AGAIN, THAT WAS VERY HELPFUL WHEN IT WAS PRESENTED. MADAM CHAIR, SO NOTED. THANK YOU VERY MUCH FOR THE GUIDANCE ON THAT AND I'LL BRING THAT BACK TO OUR [INAUIBLE] OFFICE. GREAT, THANK YOU. OK, THEN WE WILL MOVE ON TO NON ACTION ITEMS. OUR FIRST NON ACTION ITEM IS THE FEDERALLY MANDATED PERFORMANCE MEASURES AND TARGETS. [1. Federally Mandated Performance Measures and Targets] MR. FLAVIEN WILL BE PROVIDING US THAT UPDATE PRESENTATION. YES. GOOD AFTERNOON, MADAM CHAIR AND MEMBERS OF THE TAC. PAUL FLAVIEN [INAUDIBLE] MPO DATA SERVICES MANAGER. REBECCA, I'M WAITING TO GET-- THERE YOU GO. AS A REMINDER, THIS IS OUR YEARLY SORT OF REMINDER THAT WE DO-- ARE MANDATED TO DO PERFORMANCE MEASURES. AND AGAIN, AS A REFRESHER, THIS IS WHY WE'RE DOING PERFORMANCE MEASURES. IF THEY WERE ENACTED IN MAP TWENTY ONE IN TWENTY TWELVE AND THEN REITERATED AND FAST ACT IN TWENTY FIFTEEN. A NUMBER OF RULES AND THINGS WERE ENACTED BY FEDERAL HIGHWAY ADMINISTRATION AND FEDERAL TRANSIT ADMINISTRATION. AND AGAIN. WHY ARE WE DOING THIS? TO ENSURE THAT WE DELIVER EFFICIENT INVESTMENT OF FEDERAL TRANSPORTATION FUNDS. FOCUS ON NATIONAL TRANSPORTATION GOALS, INCREASE ACCOUNTABILITY AND TRANSPARENCY ON THE FEDERAL HIGHWAY PROGRAM, AND TO IMPROVE DECISION MAKING TO PERFORMANCE BASED PLANNING AND PROGRAMING. SO WHAT ARE WE REQUIRED TO MEASURE? WE'RE REQUIRED TO MEASURE THESE CERTAIN ITEMS HERE. SAFETY. THE SAFETY, WE'VE SEEN THIS BEFORE AT LEAST THREE YEARS. WE ON A YEARLY BASIS, WE ADOPT THE VISION ZERO SAFETY TARGETS. WE'RE ALSO REQUIRED TO MEASURE BRIDGE AND PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE. NOW, BRIDGE AND PAVEMENT AND SYSTEM PERFORMANCE ARE A FOUR YEAR TARGET. SO WE REALLY WON'T BE SETTING ANY TARGETS FOR THOSE AGAIN UNTIL TWENTY TWENTY TWO. WE'RE ALSO REQUIRED TO MEASURE TRANSIT ASSET MANAGEMENT AND ON A YEARLY BASIS, AGAIN, WE COORDINATE WITH OUR TRANSIT PARTNERS TO OFFSET TARGETS ON THOSE AND THEN WE HAVE TRANSIT SAFETY. NOW THE PTASP IS A PUBLIC TRANSPORTATION AGENCY SAFETY PLAN. THAT'S A REQUIREMENT. IT WAS PART OF THE LAW, BUT IT DIDN'T COME INTO IT-- IT HAD TO BE ENFORCED UNTIL RECENTLY. IN FACT, OUR TRANSIT PARTNERS, PRIMARILY FOR OUR COUNTY TRANSIT, THEY ADOPTED THEIR PLAN. THEY SET THE TRANSIT SAFETY TARGETS. THEY PROVIDED THEM TO US. AND WE HAVE ESSENTIALLY 180 DAYS AFTER THAT TO ACTUALLY ADOPT OUR TARGETS. AND CURRENTLY, AS WE UNDERSTAND THE LAW [INAUDIBLE] TODAY, BECAUSE THEY ARE UNDER THE FEDERAL RAILROAD ADMINISTRATION PURVIEW, AS FAR AS SAFETY MAY NOT NECESSARILY NEED TO SET IN TERMS OF SAFETY TARGETS FOR THE RAIL ROLLING STOCK. BUT WE'RE STILL LOOKING INTO IF THEY POTENTIALLY HAVE TO SET TARGETS FOR THE BUSSES THAT THEY OPERATE, THOSE SHUTTLE BUSSES. SO WE'RE STILL LOOKING INTO THAT. AND WE'LL YOU KNOW, BEFORE WE ACTUALLY HAVE YOUR TARGETS, YOU WILL HAVE CLARITY ON THAT. NEXT, AND AGAIN, THIS IS SORT OF TELLS YOU WHERE WE'RE ASKED WHAT THE STATUS OF THESE PERFORMANCE MEASURES. THE SAFETY WE ADOPTED LAST YEAR AND THE PREVIOUS YEAR. AND WE WERE ADOPTING IT IN NOVEMBER ON A YEARLY BASIS FOR SAFETY. BUT DUE TO SOME POTENTIAL CHANGES IN BOARD MEETING DATES, WE'RE SUGGESTING NOW WE MOVE THAT TO DECEMBER BECAUSE WE MAY NOT HAVE A NOVEMBER MPO BOARD MEETING. SO AND ALSO ALL THE OTHER MEASURES THAT OBVIOUSLY WOULD HAVE TO BE STARTED TO BE ADOPTED IN DECEMBER IF WE ACTUALLY SKIP THE NOVEMBER BOARD MEETING. AGAIN, IN TERMS OF ASSET MANAGEMENT AND THE NEW TRADE TRANSIT SAFETY MEASURE, YOU SEE [00:55:05] AGAIN, WE'LL BE LOOKING TO ADOPT THAT WITH THE BOARD IN DECEMBER. AND OF COURSE, WE'LL BE COMING BACK TO YOU NEXT MONTH, WELL NEXT MONTH FOR YOU TO RECOMMEND THAT THE MPO BOARD ADOPT SAFETY TARGETS AS WELL. AGAIN. HERE'S OUR CURRENT TARGETS, WHAT SAFETY AND WHAT I PROPOSED ARE. SO IN THE MIDDLE COLUMN YOU SEE ADOPTED AND PROPOSED. SO OBVIOUSLY WE'RE KEEPING THE VISION ZERO SAFETY TARGETS. AND ON THE LAST COLUMN IS WHAT WE HAVE AS OUR MOST CURRENT DATA USUALLY. WELL, THE PUBLIC TRANSPORTATION PROVIDES US WITH THE LATEST SAFETY DATA AND PROBABLY BE GIVING THAT TO US SOMETIME IN OCTOBER TO NOVEMBER TIMEFRAME. SO WE WILL HOPEFULLY WE'LL HAVE THE LATEST, WHICH WOULD BE THE TWENTY FIFTEEN TO TWENTY NINETEEN AVERAGE DATA FOR YOU TO SEE BEFORE YOU ADOPT. AND ALSO IF YOU WANT TO SEE ACTUALLY HOW WOULD WE'VE BEEN DOING SINCE FIVE YEAR AVERAGES FROM TWENTY FOURTEEN ON. YOU CAN ALSO GO TO OUR MPO WEBSITE. WE HAVE A PERFORMANCE MEASURE DASHBOARD AND THAT HAS ALL OF THAT DATA IN THERE. SO QUICK PLUG FOR THAT. BRIDGE AND PAVEMENT CONDITIONS, AGAIN, THIS IS A FOUR YEAR TARGET, AND AGAIN, I'LL JUST DRAW YOUR ATTENTION TO THE BASELINE AND THEN THE CURRENT DATA, WHICH WE ACTUALLY HAVE CURRENT DATA FOR THAT ONE. AND THE YELLOW PORTIONS HERE ARE WHERE WE'RE NOT CURRENTLY MEETING THE TARGET THAT WE HAVE HERE. WE'LL MOVE ON TO THE TAM, TRANSIT ASSET MANAGEMENT. AGAIN, THIS IS WHAT WE DID SINCE WE HAVE ESSENTIALLY MULTIPLE TRANSIT AGENCIES HERE IN THIS REGION. WE DID A COMPOSITE OF THEIR TARGETS, [INAUDIBLE] TARGETS AND THE [INAUDIBLE] AND THE CMA. AND ESSENTIALLY THIS IS WHAT YOU SEE HERE. AND AGAIN, NEXT TO LAST COLUMN, YOU'LL SEE ADOPTED TARGETS AND PROPOSED TARGETS. AND YOU WILL SEE SOME CHANGES IN HERE. AND THOSE CHANGES WERE BASED ON THE DATA THAT WE RECEIVE FROM OUR TRANSIT PARTNERS AS TO HOW THEY'RE ACTUALLY DOING VERSUS THE TARGETS AND THEN THEIR CURRENT TARGETS AS WELL. SO. TRANSIT SAFETY. NOW, THIS IS THE BRAND NEW ONE AND THESE ARE THE TARGETS THAT OUR FRIENDS OVER AT BROWARD COUNTY TRANSIT PROVIDED TO US, AND THIS WILL BE WHAT WE PROPOSE, AGAIN, WITH THE CAVEAT THAT WE MAY POTENTIALLY NEED TO ADD SOMETHING ELSE IN HERE BASED ON THE CLARITY THAT WE GET OF WHETHER WE NEED TO ADD SUPPORT TO THE TRAILS OF SHUTTLE BUSSES AS PART OF THIS. AND JUST A QUICK OVERVIEW OF WHAT'S THE BOARD DOING AS FAR AS SAFETY AND ALL THESE OTHER PERFORMANCE TARGETS, RIGHT. SO, AGAIN, YOU REMEMBER THE BOARD ALLOCATED 15 PERCENT OF MPO'S FEDERAL FUNDS AS PART OF THE MCP TO SAFETY AND FISCAL YEAR TWENTY TWENTY ONE TWENTY FIVE TO PASS OVER ONE HUNDRED SEVENTY NINE SAFETY PROJECTS IN IT, TOTALING OVER FIVE HUNDRED AND NINETY TWO MILLION DOLLARS. NOW THOSE FUNDS INCLUDE BOTH STATE AND FEDERAL FUNDS. I SHOULD CAVEAT THAT. BRIDGE AND SAFETY CONDITIONS AND AS FAR AS PM TWO AND THREE TARGETS, AGAIN, TWO BILLION DOLLARS IN OUR TWENTY ONE TWENTY FIVE TIP. 2.8 BILLION DOLLARS [INAUDIBLE] FOR THOSE ON TARGET. SO WE'RE SPENDING A LOT OF MONEY TO ACTUALLY MEET THOSE TARGETS AND POTENTIALLY EXCEED THOSE TARGETS. AND AS FAR AS TRENDS IN ASSET MANAGEMENT, YOU SEE MPO BOARD AGAIN, 10 PERCENT OF OUR FEDERAL FUNDS ARE ALLOCATED TO TRANSIT. AND IN THE TIP CURRENTLY WE HAVE FIVE HUNDRED AND FORTY TWO MILLION DOLLARS ALLOCATED TO THE STATE OF GOOD REPAIR TO HELP MEET THE TAM TARGETS. SO WHAT ARE THE NEXT STEPS, THE PERFORMANCE MEASURES? WELL, THE BOARD, MPO BOARD WILL GET AN INFORMATIONAL OVERVIEW, JUST LIKE YOU GET IN HERE ON OCTOBER 8TH. OCTOBER 28TH, TAC GET'S TO SEE HOPEFULLY YOU WILL RECOMMEND THAT THE NPR BOARD APPROVE THE PROPOSED TARGETS THAT WE'LL BRING BEFORE YOU. AND ON DECEMBER 10TH, THE MPO BOARD HOPEFULLY WILL APPROVE ALL OF THE TARGETS THAT WE HAVE TO APPROVE ON THAT DATE. SO WITH THAT, I AM DONE AND I CAN TAKE ANY QUESTIONS THAT YOU MAY HAVE. ALL RIGHT, THANK YOU, PAUL. QUESTIONS? NICK, YOU HAVE A QUESTION. GO AHEAD. HEY, PAUL, THANK YOU. I JUST HAVE A QUICK QUESTION ON JUST SOME OF THE TERMINOLOGY THAT I'M UNFAMILIAR WITH IN THE SAFETY MEASURES. SAYS SYSTEM RELIABILITY MBMD--. [01:00:02] I KNEW SOMEBODY WAS GOING TO ASK THAT QUESTION. IT ACTUALLY STANDS FOR MEAN DISTANCE BETWEEN MECHANICAL FAILURES, LITERALLY THE VEHICLE MILES BETWEEN MECHANICAL FAILURES. THAT MEASURE AND I JUST HAVEN'T SEEN IT IN THAT. THE OTHER THING WAS WHAT IS THE DIFFERENCE BETWEEN A LIKE A MAJOR LIKE I GUESS WHAT IS A SAFETY EVENT? YES, THAT'S A GOOD QUESTION. I WILL GET YOU AN OFFICIAL EXPLANATION, BECAUSE I DON'T WANT TO GIVE YOU SOMETHING OFF THE TOP OF MY HEAD. I CAN GET YOU THAT AFTER THE MEETING. THANK YOU. BARNEY, YOU HAVE A QUESTION? HEY, PAUL, HOW YOU DOING? HEY, BARNEY. HOW ARE YOU? HEY, I'M GOOD. I'M GOOD. I JUST HAD A QUICK QUESTION, PAUL. SOME OF THE PERFORMANCE MEASURES SHOWED ZERO. AND I JUST WANTED TO KNOW, WERE YOU WAITING FOR ANY UPDATED INFORMATION FROM US ON THAT OR WAS THAT MOST RECENTLY THAT YOU GOT THAT? THAT'S THE MOST RECENT THAT I HAVE FROM YOU GUYS. YES. OK, OK. I'LL FOLLOW UP ON THAT, PAUL. JUST MAKE SURE THAT THAT DATA'S CORRECT. OK, OK. OK. ANY MORE QUESTIONS FOR PAUL ABOUT THE PERFORMANCE MEASURES? NO, I SEE NO MORE. THANK YOU VERY MUCH, PAUL. MY PLEASURE. NEXT ON OUR AGENDA IS AN UPDATE ON THE METROPOLITAN TRANSPORTATION PLAN [2. Metropolitan Transportation Plan (MTP) Amendment Cycle Update] AMENDMENTS CYCLE. MR. GIES IS GOING TO GIVE US THAT PRESENTATION. GO AHEAD, PETER. THANK YOU, MADAM CHAIR. PETER GIES WITH THE BROWARD MPO, I BELIEVE, REBECCA, YOU HAVE GIVEN ME CONTROL OF THE SCREEN. YES. IT APPEARS AS THOUGH THAT IS WORKING. SO IT'S BEEN A WHILE SINCE I'VE BEEN BEFORE YOU BOTH IN PERSON, BUT EVEN VIRTUALLY AS WELL TALKING ABOUT THE COMMITMENT TWENTY FORTY FIVE METROPOLITAN TRANSPORTATION PLAN. THE TWENTY FORTY FIVE WAS ADOPTED BY THE MPO BOARD IN DECEMBER OF TWENTY NINETEEN AND ALSO RECOMMENDED FOR ADOPTION BY THE TAC IN NOVEMBER OF TWENTY NINETEEN. SO THIS PLAN HAS BEEN IN EFFECT SINCE DECEMBER AND WE'VE BEEN MOVING FORWARD. IT'S HARD TO BELIEVE THAT WE'RE ALMOST COMING UP ON A YEAR THAT THIS PLAN HAS BEEN ADOPTED. SO WE'RE IN OUR FIRST YEAR OVER A FIVE YEAR CYCLE FOR THIS PLAN. SO OF COURSE IT'S TIME TO TALK ABOUT AMENDMENTS TO THE PLAN. SO FOR THOSE OF YOU WHO ARE FAMILIAR WITH THE LONG RANGE TRANSPORTATION PLAN OR METROPOLITAN TRANSPORTATION PLANNING PROCESS, YOU KNOW THAT ANY PROJECT THAT HAS BEEN IDENTIFIED IN THE METROPOLITAN TRANSPORTATION PLAN THAT IS GOING TO BE MODIFIED OR A NEW PROJECT THAT'S GOING TO BE ADDED OR PROJECT WILL BE DELETED, REQUIRES AN AMENDMENT. AND THERE IS SOME VERY, VERY STRICT GUIDELINES AS TO HOW THAT PROCESS TAKES PLACE. IN ADDITION, WE'VE ALSO HAD SOME OF OUR OWN PROCESSES IN PLACE SET BY THE MPO RULES THAT WE HAVE TRIED TO CLARIFY A LITTLE BIT MORE AND ALSO MAKE IT MORE CONSISTENT WITH OUR MULTIMODAL PRIORITIES LIST AND TRANSPORTATION IMPROVEMENT PROGRAM PROCESS THAT I'D LIKE TO COVER WITH YOU TODAY. SO THERE WILL BE TWO ITEMS TO COVER. ONE ARE THE NEW MPO RULES RELATING SPECIFICALLY TO HOW WE ARE GOING TO ADDRESS AMENDMENTS IN THE MTP. AND THEN THE SECOND PART OF MY PRESENTATION WILL BE WHAT CONSTITUTES AN MTP AMENDMENT AND HOW YOU GO ABOUT THAT PROCESS. SO, AS YOU KNOW, THE METROPOLITAN TRANSPORTATION PLAN IS THE FIRST STAGE IN OUR PROJECT IDENTIFICATION AND DELIVERY PROCESS. AS JIHONG MENTIONED BEFORE, IT IS KIND OF LIKE A PIPELINE OR A CONVEYOR BELT WHERE PROJECTS THAT END UP IN THE TRANSPORTATION IMPROVEMENT PROGRAM START THEIR LIFE IN THE METROPOLITAN TRANSPORTATION PLAN. SO IN THEORY, ANY PROJECT THAT IS GETTING FUNDED BY THE MPO MUST ORIGINATE IN THE METROPOLITAN TRANSPORTATION PLAN. EVEN PROJECTS LIKE C SLIP BECAUSE THE ENTIRE PROGRAM IS AUTHORIZED AND SET UP THROUGH THE METROPOLITAN TRANSPORTATION PLAN. SO EVEN THOUGH WE MAY NOT HAVE THE DISCRETE PROJECTS, THAT PROGRAM IS ESTABLISHED IN THE MTP. SO AGAIN, THINK OF IT LIKE A CONVEYOR BELT AND ANY PROJECT THAT YOU ARE SEEKING, FEDERAL OR STATE FUNDING FOR, MUST BE IN THE MTP. AND THAT'S WHY THIS AMENDMENT PROCESS IS SO IMPORTANT. SO HERE ARE SOME NICE FEDERAL REGULATIONS FOR YOU TO READ. I TRIED TO HIGHLIGHT THE IMPORTANT BITS HERE AND BASICALLY WHAT AN AMENDMENT IS, IT INVOLVES A MAJOR CHANGE TO A PROJECT INCLUDED IN AN MTP, WHICH MAY BE THE ADDITION OR DELETION OF A PROJECT AND ALSO A CHANGE TO THE PROJECT, AS I MENTIONED. AND AN AMENDMENT TO AN MTP IS A REVISION THAT REQUIRES PUBLIC REVIEW AND COMMENT. AND THE KEY PIECE HERE IS AND A REDEMONSTRATION OF FISCAL CONSTRAINT. SO IF WE ARE GOING TO MODIFY A PROJECT ON THE MTP, IF YOU REMEMBER, WE HAVE A COST FEASIBLE PLAN AS PART OF THE MTP. AND IF WE'RE GOING TO MODIFY THAT, WE NEED TO MAKE SURE THAT THE PLAN REMAINS FINANCIALLY WHOLE. SO WE HAVE TO RE DEMONSTRATE THAT THE PLAN IS FISCALLY CONSTRAINED OVER THE TWENTY FIVE YEAR PERIOD OF THE PLAN WHEN WE ADD, DELETE OR MODIFY A PROJECT. [01:05:04] SO SOME CHANGES TO THE MTP AMENDMENT CYCLE. IN THE PAST, WHAT WE USED TO DO IS ENTERTAIN MTP AMENDMENTS AT ANY TIME THROUGHOUT THE YEAR AND PROCESS THOSE SORT OF AT WILL BASED ON HOW THEY WOULD COME TO US. NOW, THIS HAS PRESENTED PROBLEMS IN THE PAST, BECAUSE REALLY, WHEN WE GET AN MTP AMENDMENT AND WE PASS THE MTP AMENDMENT, THAT NEW MODIFICATION OR THAT ADDITION OR REMOVAL OF THE PROJECT SITS AND WAITS UNTIL THE NEXT MULTIMODAL PRIORITIES LIST CYCLE SO THAT IT CAN BE CAPTURED AS PART OF THE WORK PROGRAM AND TRANSPORTATION IMPROVEMENT PROGRAM CYCLE. SO WHAT WE'VE DONE IS WE'VE ACTUALLY GONE BACK AND SAID, OK, WHEN IS A LOGICAL TIME TO ENTERTAIN MTP AMENDMENTS SO YOU DON'T HURRY UP AND WAIT? SO CHANGES TO THE MPO RULES WERE ADOPTED ON JUNE 11, 2020, WHICH ESTABLISHED AN ANNUAL CYCLE WHERE THERE WOULD BE ONE TIME OF YEAR WHERE WE WOULD ENTERTAIN MTP AMENDMENTS SO THAT WE COULD LINE THAT UP WITH THE MULTIMODAL PRIORITIES LIST AND TIP CYCLE. THERE IS A PROVISION IN THE RULES THAT WOULD ALLOW THE EXECUTIVE DIRECTOR TO EXECUTE AN AMENDMENT OUTSIDE OF THAT CYCLE. BUT WE WOULD LIKE AS MUCH AS POSSIBLE TO STICK TO THIS NEW AMENDMENT CYCLE, WHICH THAT AMENDMENT REQUEST CYCLE IS DUE NOVEMBER 10TH OF EACH YEAR. SO THAT'S COMING UP JUST A LITTLE OVER A MONTH FROM NOW. AND AS I MENTIONED, THIS ENSURES AMENDMENTS ARE INCLUDED PROPERLY IN THE NEXT TIP CYCLE, BECAUSE IF YOU'LL SEE, IF WE TAKE AMENDMENTS AFTER THE NOVEMBER 10TH TIMEFRAME, YOU'RE ESSENTIALLY GOING TO BE WAITING A WHOLE OTHER YEAR BEFORE THAT AMENDMENT CAN BE INCORPORATED AS PART OF A MULTIMODAL PRIORITY LIST AND TIP. ON THE RIGHT, YOU'VE ALSO GOT AN OVERVIEW OF WHO MAY INITIATE AN MTP AMENDMENT. IT COULD BE THE GOVERNING BODY OF A MEMBER GOVERNMENT. SO IN THIS CASE, THE CITY COMMISSION OR COUNTY COMMISSION, A TRANSPORTATION OPERATING AGENCY SUCH AS FDOT BCT OR SFRTA. THE MPO BOARD AND YOU ALL AS THE TAC AS WELL, CAN INITIATE AN MTP AMENDMENT BY FORMAL REQUEST OF ONE OF THE MEETINGS. AND THEN ALSO THE EXECUTIVE DIRECTOR CAN DO THE SAME AS WELL. SO HERE'S A QUICK OVERVIEW OF OUR MTP AMENDMENT TIMELINE STARTING FROM NOVEMBER 10TH, AND THIS GETS TO OR THIS SPEAKS TO HOW WE'RE TRYING TO LINE UP OUR MPL AND TIP CYCLE WITH THE MTP AMENDMENT. SO YOU CAN SEE BEGINNING IN NOVEMBER 10 HERE, AS THE FIRST LINE ITEM IS REALLY WHEN THAT PROCESS KICKS OFF FOR US INTERNALLY. WE HAVE TO DETERMINE FISCAL CONSTRAINT BASED ON THE PLAN OF THE ADDED, REMOVED OR MODIFIED PROJECTS. WE HAVE TO THEN UPDATE THE SYSTEM PERFORMANCE REPORT. WE HAVE TO UPDATE THE ACTUAL MTP DOCUMENT, AND THEN WE HAVE TO MAKE SURE THAT WE PROVIDE THE PROPER AMOUNT OF PUBLIC REVIEW AND COMMENT BEFORE WE BRING THAT ITEM BEFORE THE TAC AND MPO BOARD FOR ADOPTION. SO WE'RE LOOKING AT THAT PROCESS ENDING SOMETIME IN FEBRUARY, WHICH WOULD BE FOR FEBRUARY MPO BOARD MEETING. AS YOU CAN SEE AT THE TOP IN THE BLUE BOX, THE MTP AMENDMENT PROCESS TAKES ABOUT NINETY FIVE DAYS TO COMPLETE AS A RESULT OF THAT. SO BY GETTING THE MTP AMENDMENT ADOPTED AT THE BEGINNING OF FEBRUARY, WE THEN CAN INCORPORATE THAT INTO OUR MULTIMODAL PRIORITIES LIST, WHICH IS DUE AS A DRAFT TO DOT IN MARCH. SO THIS LINES UP VERY NICELY BY HAVING THIS NOVEMBER 10TH DEADLINE, GIVING US PLENTY OF TIME TO EXECUTE ALL THE INTERNAL WORK AND THEN GET IT BEFORE THE MPO BOARD AND YOU ALL AS THE TAC AS WELL. SO THAT'S A LITTLE BIT OF AN OVERVIEW OF OUR PROCESS THAT IS CHANGING FOR THIS CYCLE. SO YOU MAY BE ASKING YOURSELF AT THIS POINT, WHY DO I NEED TO INITIATE AN MTP AMENDMENT? WHAT ARE THE REASONS FOR THAT? WELL, I THINK I'VE GONE THROUGH MOST OF THIS, BUT JUST TO HIT THE POINT HOME, YOU MIGHT WANT TO INITIATE AN MTP AMENDMENT BECAUSE THERE'S ADDITION OF A NEW PROJECT THAT YOU WOULD LIKE TO ADD AS A FEASIBLE PLAN. YOU MAY ALSO WANT TO REMOVE A PROJECT IN THE EXISTING COST FEASIBLE PLAN. AND FINALLY, YOU MIGHT WANT TO CHANGE THE SCOPE, COST OR IMPLEMENTATION TIME FRAME OF AN EXISTING PROJECT IN THE METROPOLITAN TRANSPORTATION PLAN COST FEASIBLE PLAN. SO IN WHAT PROGRAMS IS AN MTP AMENDMENT REQUIRED? SO I HAVE A SLIDE HERE OF OUR SIX FUNDING PROGRAMS, ROADWAY TRANSIT TSM&O AND SAFETY C SLIP THE COMPLETE STREETS MASTER PLAN OF MOBILITY HUBS. WELL, I CAN TELL YOU FOR SURE THAT ROADWAY AND TRANSIT, ANY PROJECT THAT IS BEING ADDED, DELETED OR MOVED IN THE ROADWAY ON TRANSIT PROGRAM WILL REQUIRE AN MTP AMENDMENT. FOR THE REMAINING PROGRAMS THEY MAY REQUIRE AN MTP AMENDMENT. LIKELY THEY WON'T, FOR EXAMPLE, AS SUBMITTING A PROJECT FOR THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM DOES NOT REQUIRE AN MTP AMENDMENT. THAT PROGRAM IS AUTHORIZED AS A FUNDING PROGRAM WITHIN THE MTP, ACKNOWLEDGING THAT PROJECTS WILL BE SUBMITTED FOR ON AN ANNUAL BASIS. THEY DON'T TYPICALLY REQUIRE RIGHT OF WAY OR ENVIRONMENTAL. SO THAT'S WHY THOSE PROJECTS CAN BE MORE PROGRAMMATIC IN NATURE. SO THEY WILL NOT REQUIRE AN MTP AMENDMENT. SAME THING FOR PROJECTS AND THE COMPLETE STREETS MASTER PLAN AS WELL. SO I WANT TO BE CLEAR THAT AS YOU'RE LOOKING AT POTENTIAL PROJECTS THAT YOU MIGHT BE [01:10:02] LOOKING FOR FUNDING THAT REALLY APPLIES MORE TO LARGER ROADWAY CAPACITY PROJECTS OR LARGER TRANSIT PROJECTS. STILL, PLEASE TALK TO US IF YOU'RE CONCERNED ABOUT A POTENTIAL PROJECT THAT MAY NOT FIT IN THE C SLIP OR COMPLETE STREETS MASTER PLAN BUCKET, AND WE CAN LET YOU KNOW IF IT WILL REQUIRE AN MTP AMENDMENT OR NOT. BUT AGAIN, IF IT'S ROADWAY OR TRANSIT RELATED FROM A CAPACITY PERSPECTIVE IS GOING TO REQUIRE RIGHT AWAY WILL HAVE REGIONAL IMPACT, IT'S GOING TO BE AN MTP AMENDMENT. SO THOSE ARE THE TWO PROGRAMS YOU REALLY WANT TO LOOK AT. SO TO DELVE A LITTLE BIT MORE DEEPER. THESE ARE THE TWO PROGRAMS THAT WILL REQUIRE MTP AMENDMENTS IF YOU'RE LOOKING TO ADD, DELETE OR MODIFY OR PROJECT. I THINK YOU ALL ARE VERY FAMILIAR WITH BOTH OF THESE PROGRAMS. I'M NOT GOING TO GO INTO A WHOLE LOT OF DETAIL, BUT I THINK WHAT I WANT TO EMPHASIZE IS PART OF THE SLIDE IS THAT ALL PROJECTS INCLUDED IN BOTH THE ROADWAY AND TRANSIT PROGRAM ARE SUBJECT TO THE MTP PRIORITIZATION PROCESS AND ALSO COST FEASIBILITY, THAT DEMONSTRATION OF FINANCIAL CONSTRAINT. SO WHEN, HYPOTHETICALLY SPEAKING, IF A PROJECT IS SUBMITTED TO US TO BE ADDED, LET'S SAY, TO THE MTP ROADWAY PROGRAM, WE WILL HAVE TO TAKE THAT PROJECT AND RERANK IT USING THE PROJECT PRIORITIZATION CRITERIA THAT WAS AGREED UPON THROUGH THE MTP DEVELOPMENT PROCESS. AND WE WILL HAVE TO SEE WHERE THAT PROJECT RANKS RELATIVE TO THE OTHER PROJECTS IN THE COST FEASIBLE PLAN, BECAUSE WE CAN'T JUST TAKE THAT ADDITIONAL PROJECT AND STICK IT AT THE TOP OF THE LIST. WE HAVE TO SEE WHERE IT FALLS IN THE SCOPE OF PROJECTS THAT ARE INCLUDED WITHIN THE COST FEASIBLE PLAN. SO, AGAIN, I WANT TO BE VERY CLEAR. JUST BECAUSE THERE IS AN ADDITION, IT DOESN'T MEAN THAT IT'S AUTOMATICALLY GOING TO GET FUNDED. IT MAY JUST BE ADDED TO THE NEEDS PLAN IF IT DOESN'T RANK HIGH ENOUGH. SO WHAT IS REQUIRED FOR AN MTP AMENDMENT? WELL, THE FIRST THING IS THAT THERE IS A FORMAL WRITTEN REQUEST THAT WILL BE REQUIRED FOR AN MTP AMENDMENT. SO THAT MUST COME FROM THE CITY, LIKELY THE CITY MANAGER OR SOMEONE WHO HAS AUTHORITY WITHIN THE GOVERNMENTAL AGENCY TO SPEAK FOR THAT AGENCY. AND THAT FORMAL WRITTEN REQUEST IS DUE ON NOVEMBER 10TH. SO I'M GOING TO STRESS THAT NOVEMBER 10TH DEADLINE AGAIN, THAT'S WHERE THAT FORMAL WRITTEN REQUEST MUST BE SUBMITTED TO THE MPO AND IT CAN BE SENT DIRECTLY TO ME. THE PROPOSED AMENDMENT ALSO NEEDS TO MAKE SURE THAT IT MEETS PROGRAM READY CRITERIA. SO FOR THOSE OF YOU WHO WERE PART OF THE MTP DEVELOPMENT PROCESS LAST YEAR, YOU KNOW THAT WE TOOK A LOT OF THE PROJECTS THAT WERE IN THE COST FEASIBLE PLAN TO THE CITY COMMISSION TO GET A RESOLUTION OF SUPPORT. WE ALSO MET WITH YOU ONE ON ONE TO VERIFY THE SCOPE OF WORK AND COST ESTIMATE AND MAKE SURE THAT THE APPROPRIATE PARTNERS HAD BEEN INTERACTED WITH. SO IF A PROJECT WAS PROPOSED BY A CITY ON A COUNTY FACILITY, WE WANTED TO MAKE SURE THAT THE COUNTY WAS INVOLVED IN THAT PROCESS, FOR EXAMPLE. SO THE SAME PROGRAM READY CRITERIA APPLY FOR AN AMENDMENT AS WELL. AND THOSE AMENDMENTS NEED TO MAKE SURE THAT YOU HAVE AT LEAST DONE YOUR DUE DILIGENCE IN EACH ONE OF THESE PROGRAM READY CRITERIA THAT YOU HAVE A RESOLUTION OF SUPPORT AND A SCOPE OF WORK COST ESTIMATE AND DEMONSTRATION OF PARTNER COLLABORATION. THEN ON OUR SIDE, ONCE WE RECEIVE THE MTP AMENDMENT, WE WILL HAVE TO RUN THAT AMENDMENT THROUGH THE MTP PRIORITIZATION PROCESS, AS I MENTIONED, AND ALSO RERUN THE FINANCIAL FEASIBILITY OF THE PLAN TO MAKE SURE THAT WE CAN KEEP THE PLAN WHOLE AND THAT WE'RE NOT OVERSPENDING ON THE ALLOCATION OF FUNDING THAT HAS BEEN GIVEN TO US BY DOT. AND THE LAST POINT IS VERY IMPORTANT. WHILE IT IS NOT REQUIRED, I DO WANT TO STRESS THAT MEETING WITH MPO STAFF PRIOR TO SUBMITTING AN MTP AMENDMENT REQUEST IS SOMETHING THAT WE WOULD STRONGLY DESIRE. AGAIN, IT SAVES US BOTH WORK ON THE FRONT END AND THE BACK END. IF WE CAN MEET WITH YOU TO DISCUSS A POTENTIAL AMENDMENT, WE CAN FIND OUT A) WHETHER IT IS AN AMENDMENT WOULD BE REQUIRED AND B) WHAT WHAT STEPS YOU'D HAVE TO TAKE TO MAKE SURE YOU MEET THE PROGRAM READY CRITERIA, BECAUSE WE DON'T WANT YOU GOING OFF THINKING THAT YOU'RE GOING TO GET YOUR AMENDMENT PROCESS THIS CYCLE. BUT YOU DIDN'T GET ALL THE INFORMATION TOGETHER FOR YOUR SCOPE OF WORK OR FOR PARTNER COLLABORATION. SO AGAIN, I WOULD HIGHLY RECOMMEND THAT YOU MEET WITH US TO MAKE SURE THAT YOU CAN GET YOUR PROPOSED PROJECT ELIGIBLE FOR AN MTP AMENDMENT. SO WITH THAT, I'M GOING TO END IT THERE. THIS IS, AGAIN, AN INFORMATIONAL ITEM FOR YOU ALL, AND YOU HAVE UNTIL NOVEMBER 10TH TO SET UP A MEETING WITH MYSELF. I'LL BRING THE TEAM TOGETHER AS WELL, FEEL FREE TO EMAIL ME DIRECTLY. AND THEN ALSO NOVEMBER 10TH WILL BE THE DEADLINE FOR FORMAL WRITTEN REQUEST OF ANY MTP AMENDMENTS. SO I'LL TURN IT BACK OVER TO YOU TO ANSWER ANY QUESTIONS OR COMMENTS. ALL RIGHT. THANK YOU VERY MUCH, PETER. DOES ANYBODY HAVE ANY QUESTIONS ABOUT THE NEW PROCESS FOR AMENDMENTS? I SEE NONE. THANK YOU VERY MUCH, PETER. THANK YOU. MOVE ON TO OUR NEXT ITEM, WHICH IS A REPORT FROM PARTNER AGENCIES, FDOT UPDATE [3. Report from Partner Agencies - Florida Department of Transportation (FDOT) Update on Local Project Delivery Process] [01:15:03] ON THE LOCAL PROJECT DELIVERY PROCESS. GOOD AFTERNOON. CAN YOU HEAR ME? YES, THANK YOU. HI, GOOD AFTERNOON. MY NAME IS JOHN CRANE AND I'M THE DISTRICT FOR PLANNING AND ENVIRONMENTAL ADMINISTRATOR FOR FDOT. I'M HERE TODAY TO KIND OF GIVE YOU AN UPDATE ABOUT THE [INAUDIBLE] DELIVERY PROCESS THAT WE'RE MOVING TO. FOR THE LAST NINE YEARS OR SO, FDOT HAS BEEN WORKING WITH THE MPO TO DELIVER C SLIP PROJECTS WHICH ARE ON THE LOCAL ROADWAY SYSTEM. AND THIS YEAR, IN JANUARY, WE MADE A DECISION THAT WE NO LONGER ARE GOING TO BE ABLE TO CONTINUE THAT PROJECT DELIVERY PROCESS AND THAT THESE PROJECTS ARE GOING TO BE DELIVERED THROUGH THE [INAUDIBLE] PROCESS. SO WE PREPARED THIS PRESENTATION TO COME TO YOU ALL AND GIVE YOU A LITTLE BIT MORE INFORMATION ABOUT BRIDGING THE LAP, BRIDGING THE GAP WITH LAP. SO WHY THE CHANGE? ESSENTIALLY, IT'S RESOURCES THAT ARE JUST LIKE, OH, HERE WE GO GOING. SORRY. VERY SENSITIVE MOUSE. I APOLOGIZE. [LAUGHTER]. I THINK REBECCA'S GOING TO TRY TO FIX IT. ALL RIGHT, HOLD ON A SECOND. WE WENT THROUGH A DRY RUN OF THIS EARLIER TODAY. SO I KNOW, IT WORKED OUT PERFECT THIS MORNING. I THINK IT'S ALL RIGHT. THIS IS GOOD. WE CAN START FROM HERE. SO YOU KNOW WHY THE CHANGE? JUST LIKE YOU ALL ARE EXPERIENCING, IS REALLY A RESOURCE ISSUE. SO THE DEPARTMENT WE HAVE OUR RESURFACING PROGRAM THAT'S RESURFACING RESTORATION AND REHABILITATION, AND THAT'S OVER THE LAST FEW YEARS HAS TRIPLED IN TERMS OF THE PROGRAM REQUIREMENTS ON OUR RESOURCES. IN THAT SAME AMOUNT OF TIME, OUR EXPERIENCE, PROJECT MANAGERS HAVE DECREASED SIGNIFICANTLY AND THEREFORE THAT'S CREATED A GAP AND BEING ABLE TO MEET THE SAME AMOUNT OF PRODUCTION WITH THE SAME AMOUNT OF RESOURCES. SO THAT'S CREATED THIS RESOURCE GAP. AND WE WERE TRYING TO IDENTIFY WAYS THAT WE WERE GOING TO BE ABLE TO STILL DELIVER THE PROJECTS. I THINK I'M GOING TO HAVE TO ASK YOU TO RUN THE SLIDE SHOW, REBECCA, BECAUSE MY MOUSE DOESN'T SEEM TO BE FUNCTIONING IN A VERY SOPHISTICATED WAY HERE. [INAUDIBLE] SO KEEP GOING BACK. GO BACK AGAIN. ALL RIGHT, SO HOW ARE WE GOING TO BRIDGE THAT GAP? WE'RE GOING TO BRIDGE THE GAP WITH LAP. OK, NEXT SLIDE. SO WHAT IS LAP? IT'S THE LOCAL AGENCY PROGRAM, IT'S THE METHOD USED FOR AGENCIES TO DELIVER THE FEDERALLY FUNDED PROJECTS. IT PROVIDES MUNICIPALITIES AND COUNTY THE FEDERAL FUNDS TO CONSTRUCT TRANSPORTATION FACILITIES. FDOT IS A STEWARD OF THOSE FEDERAL FUNDS AND IS RESPONSIBLE FOR THE OVERSIGHT OF THE FUNDS FOR FHAWA, MAKING SURE THAT ALL THE FEDERAL STANDARDS, GUIDELINES AND REGULATIONS ARE ADHERED TO. LOCAL AGENCIES FUND THE LOCAL PROJECTS AND THEN ARE ELIGIBLE FOR REIMBURSEMENT FOR THE [01:20:01] SERVICES PROVIDED TO THE TRAVELING PUBLIC THROUGH COMPLIANCE WITH THE FEDERAL STATUTES, RULES AND REGULATIONS. NEXT SLIDE. SO THE DIFFERENCE BETWEEN THE WAY WE WERE DOING BUSINESS, FDOT ADMINISTERED VERSUS THE LAP PROCESS. A NEW PROJECT WOULD TYPICALLY GO IN THE FIFTH YEAR OF THE WORK PROGRAM. SO WHEN WE GO THROUGH THE PRIORITIZATION PROCESS, WE'RE LOOKING AT, YOU KNOW, THE HIGHEST PRIORITY PROJECTS GOING INTO THE FIFTH YEAR OF THE WORK PROGRAM. IF THAT IS AN FDOT ADMINISTERED PROJECT, THEN THE FIRST POSSIBLE PROJECT WOULD BE A DESIGN PHASE. THE FIRST POSSIBLE PHASE WOULD BE A DESIGN PHASE, AND THEN CONSTRUCTION WOULD NOT GET PROGRAMED UNTIL THREE YEARS AFTER THAT. SO ONCE THE PROJECT BECOMES IDENTIFIED A PRIORITY, IT WOULD BE THE FIVE PLUS THREE OR EIGHT YEARS BEFORE WE REACH CONSTRUCTION. IF IT GOES THROUGH THE LAP PROCESS, WE WOULD BE PROGRAMING CONSTRUCTION IN THAT FIFTH YEAR AND THEN THEREFORE, WE WOULD REACH CONSTRUCTION WITHIN THAT FIVE YEAR PERIOD AND DESIGN WOULD HAVE TO BE ACCOMMODATED WITHIN THAT FIVE YEAR WINDOW. SO LAP EQUALS A FASTER PROJECT COMPLETION. NEXT. PROJECT COSTS. IF F.DOT ADMINISTERS THE DESIGN AND CEI, WE REQUIRE HIRING PRE QUALIFIED CONSULTANTS, WE ALSO REQUIRE MEETING ALL OF FDOT SPECIFICATIONS AND STANDARDS. THAT TYPICALLY REQUIRES HIGHER CONTRACT RATES FOR THE CONSULTANTS WE HIRE TO DO THE BUSINESS, AS WELL AS THE STRICTER STANDARDS REQUIRES MORE CONSTRUCTION GUIDELINES. THE LOCALS, ON THE OTHER HAND, CAN USE THEIR GC DESIGN CONSULTANTS AND THEY CAN USE THEIR LOCAL SPECIFICATIONS AND STANDARDS SO LAP THEREFORE ACTUALLY CREATES A REDUCED PROJECT COST. NEXT SLIDE. HOW CAN I SAY THAT? YOU MIGHT BE ASKING YOURSELF. WELL, WE LOOKED AT PROJECTS FROM 2010 TO 2019 ON THE OFF SYSTEM ROADWAYS, AND DURING THAT TIME PERIOD, FROM A LAP PERSPECTIVE, THERE WERE 71 MILLION IN LAP PROJECTS, ESSENTIALLY A BIKE LANE AND SIDEWALK TYPE PROJECTS THAT EQUATED TO 69 PROJECTS AT AN AVERAGE OF ONE MILLION PER JOB. DURING THAT SAME PERIOD, THE FDOT ADMINISTERED OFF SYSTEM ROADWAY PROJECTS WAS 62 MILLION IN CONSTRUCTION FUNDING. WE ONLY WERE ABLE TO ACCOMPLISH 22 PROJECTS AT AN AVERAGE OF THREE MILLION PER JOB. AGAIN, THOSE WERE BIKE LANE AND SIDEWALK PROJECTS, BUT THE PE .COSTS WERE TWENTY EIGHT MILLION, WHICH IS APPROXIMATELY 45 PERCENT OF THE CONSTRUCTION COSTS AND THE CEI COSTS WERE ELEVEN POINT FOUR MILLION. NEXT. SO AS YOU CAN SEE WITH THE LAP PROCESS, YOU ACTUALLY GET MORE PROJECT PRODUCTION. NEXT SLIDE. IN TERMS OF FDOT THEN DOING A PROJECT, YOU KNOW, WE'RE KIND OF LIKE A SLEDGEHAMMER, I GUESS, METHOD OF PRODUCING A PROJECT, YOU KNOW, WHERE WE'RE MORE ADEPT AT DOING LARGE PROJECTS P&E STUDIES THAT REQUIRE RIGHT OF WAY BRIDGE PROJECTS THAT REQUIRE A LARGE BRIDGE STRUCTURAL ANALYSIS AND THAT KIND OF THING. LOCALS, ON THE OTHER HAND, ARE VERY ADEPT AT BEING ABLE TO DO THE LOCAL ROADWAY PROJECTS. THEY'RE VERY FAMILIAR WITH DOING SIDE WALK, BIKE LANE PROJECTS, COMPLETE STREETS ON A LOCAL SYSTEM. YOU'RE MUCH MORE IN TUNE WITH YOUR LOCAL COMMUNITIES. AND THEREFORE THE ENGAGEMENT WITH THE LOCAL COMMUNITY I THINK GOES MUCH SMOOTHER AND IS OFTEN, YOU KNOW, IN METHODS THAT YOU'RE FAMILIAR WITH. MAYBE NOT EVERYBODY APPRECIATES THE DOT WAY OF DOING PUBLIC OUTREACH. AND THEN PROPERTIES OR RESIDENCES THAT TEND TO EXTEND THEM INTO THE RIGHT AWAY WITH THESE LOCAL PROJECTS. THE LOCAL AGENCIES ARE REALLY BEST SUITED TO MANAGE THAT PROCESS AND MAYBE OBTAINING ANY EASEMENTS THAT ARE NECESSARY, THAT KIND OF THING. NEXT SLIDE. SO WHAT ARE THE BENEFITS OF LAP ? FASTER PROJECT DELIVERY. THE CONSTRUCTION PHASE IS PROGRAMED IN THE FIFTH YEAR. REDUCED PROJECT COSTS BECAUSE THERE'S NO STATE QUALIFICATIONS, THERE'S LOWER CONTRACT RATES FOR DESIGN AND CEI. AND THE FOCUS ON CONSTRUCTION PROJECTS BEING ABLE TO DO MORE PROJECTS. WE'RE ABLE TO GET MORE PRODUCT ON THE GROUND. [01:25:03] NEXT SLIDE. SO WHAT DO YOU NEED TO KNOW? THE LOCAL AGENCIES NEED TO COMMIT TO THE DELIVERY OF THE PROCESS BEFORE THE PROJECT IS PROGRAMED, AND THAT'S THROUGH RESOLUTION AND A DELIVERY COMMITMENT. AND I DON'T THINK THAT'S NECESSARILY NEW THAT ANYBODY WHO'S BEEN DOING LAP UNDERSTANDS THAT COMMITMENT. BUT THIS BASICALLY ENSURES THE STABILITY OF THE WORK PROGRAM. LOCAL AGENCIES MUST BECOME PROJECT CERTIFIED FOR EACH PROJECT FOR THE CONSTRUCTION AND CONSTRUCTION ADMINISTRATION PHASE. THIS ENSURES THAT THE LOCAL AGENCIES FINANCIAL AND STAFFING ABILITY CAN COMPLY WITH THE FEDERAL REGULATIONS AND PROJECTS WITH MULTIPLE JURISDICTIONS WILL NEED TO IDENTIFY ONE LEAD AGENCY. SO IF A PROJECT RUNS ACROSS THREE MUNICIPALITIES, WE WOULD LOOK FOR THE IDENTIFICATION OF EITHER ONE OF THOSE MUNICIPALITIES OR PERHAPS MAYBE THE COUNTY TO GO AHEAD AND ADMINISTER THAT LAP PROJECT. THIS ASSURES EFFICIENT AND EFFECTIVE PROJECT DELIVERY. NEXT SLIDE. IN DISTRICT FOUR, LOCAL AGENCIES CONTRIBUTE TO THE PROJECT REALIZATION BY FUNDING THE DESIGN AND CEI COSTS. THIS ENSURES THAT MAXIMUM FUNDING IS AVAILABLE FOR THE CONSTRUCTION PHASE. LOCALS CAN MANAGE ONE OR TWO PROJECTS PER FISCAL YEAR BASED ON YOUR AGENCY'S WORKLOAD. AND THIS AGAIN ENSURES PROJECT DELIVERY SUCCESS FROM DESIGN THROUGH CONSTRUCTION. WE'VE LISTED THERE IN THE FINAL BULLET, A LINK TO THE LAP PROGRAM MANUAL FOR ADDITIONAL INFORMATION. SO I BELIEVE IF YOU HAVE A COPY OF THE PRESENTATION, THAT LINK IS POSTED IN THERE. NEXT SLIDE. SO THIS IS MY CONTACT INFORMATION AT FLORIDA DOT, IF YOU WANT TO WRITE IT DOWN, IT'S JOHN .KRANE@DOT.STATE.FL.US AND MY NUMBER IS NINE FIVE FOUR SEVEN SEVEN SEVEN FOUR FOUR FIVE NINE. WE ALSO HAVE MYA WILLIAMS IN THE AUDIENCE HERE. SHE'LL BE ABLE TO ANSWER ANY SPECIFIC QUESTIONS YOU MIGHT HAVE RELATED TO THE LAP, BUT HER CONTACT INFORMATION IS MYA.WILLIAMS@DOT.STATE.FL.US. AND HER PHONE NUMBER IS NINE FIVE FOUR SEVEN SEVEN SEVEN FOUR SIX ZERO EIGHT. THANK YOU. THANK YOU, JOHN. DOES ANYBODY HAVE ANY QUESTIONS ABOUT THIS? BRADLEY [INAUDIBLE]. GO AHEAD. BRADLEY, YOU CAN GO AHEAD. YOU WANT TO UNMUTE YOURSELF. YES, I'M SORRY. THANK YOU. THE CITY OF SUNRISE. AND JOHN, I JUST WANT TO CONFIRM ON THE PAGE THREE BULLET, A SLIDE, IT MENTIONS THAT LOCAL AGENCIES WILL BE REIMBURSED FOR ALL PHASES OF THE PROJECT, INCLUDING THE DESIGN, CIE AND CONSTRUCTION. AND THEN ON PAGE NINE, IT MENTIONS THAT LOCAL AGENCIES WILL NEED TO BE IN THIS PROJECT. SO CAN WE CLARIFY THAT? AND I UNDERSTAND THE PROCESS CORRECTLY, WHAT YOU'RE PLANNING? I DON'T SEE WHERE IT SAYS-- WHAT'S THE TITLE OF THE SLIDE? WHAT IS THE LAP? OK, FDOT IS THE STEWARD OF THE FEDERAL FUNDS AND IS RESPONSIBLE FOR OVERSIGHT. THE ONE THAT SAYS, WHAT IS LAP? AND IT'S SAYS LOCAL AGENCIES ARE REIMBURSED, THAT ONE. AND THEN I WANT TO CONFIRM HOW THAT GOES ALONG WITH THE SLIDE EIGHT. NINE, SLIDE NINE. SO BOTTOM OF SLIDE, THERE YOU GO. ALL RIGHT, WELL, REIMBURSEMENT AND NOW LOOK AT NINE. SO THIS IS THE CONSTRUCTION AND THE CONSTRUCTION PHASE IS WHAT THAT BULLET IS REFERRING TO. OH, AND THEN IN SLIDE NINE, IT'S ONLY DESIGN AND CIE COST SO IT'S LIKE NINE. SO DESIGN AND CEI COSTS IS WHAT THE CITY HAS TO FUND. YOU'RE NOT REIMBURSED FOR THAT. THAT'S FUNDING THAT THE MUNICIPALITY WILL HAVE TO COME UP WITH. WE WILL THE FEDERAL FUNDING WILL BE APPLIED TOWARDS THE CONSTRUCTION PHASE, SO, FOR EXAMPLE, A PROJECT THAT GOES INTO THE FIFTH YEAR FOR CONSTRUCTION FUNDING, THEN THE [01:30:03] MUNICIPALITY WILL NEED TO FUND THE DESIGN, AT LEAST BY THE SECOND YEAR PRIOR TO THAT CONSTRUCTION PHASE. WHICH [INAUDIBLE] CYCLE IS THAT GOING TO START WITH THREE OR FOUR? SO WE'RE WORKING WITH THE MPO RIGHT NOW. WE'VE IDENTIFIED THERE ARE A COUPLE, ABOUT SIX PROJECTS I BELIEVE IN IN THE CURRENT FISCAL YEAR AND NEXT FISCAL YEAR WHERE WE'RE WORKING AT MAINTAINING THE FUNDING THAT WE HAD FOR THE DESIGN AND CEI. BUT IT WILL BE STILL ADMINISTERED THROUGH THE LAP PROCESS. I BELIEVE THAT THE MPO IS IN THE PROCESS OF REACHING OUT TO THE MUNICIPALITIES TO CONFIRM THAT THEY WILL BE ABLE TO PRODUCE THAT, BUT WE WILL REIMBURSE THE DESIGN AND CEI FOR THOSE FIRST TWO YEARS. BUT AFTER THAT, ESSENTIALLY, WE'RE SAYING THAT'S WHEN IT WOULD START. SO, MIKE, YOU'RE GOING TO GET WITH US ON THIS. I THINK WE HAVE SOMETHING LIKE A THREE AND FOUR. YEAH, SO SO, FRED, YOU KNOW, THIS IS SOMETHING WE'VE BEEN WORKING WITH, WITH OUR DOT FOLKS, ON TRYING TO HAVE THE BEST OUTCOME WE CAN. SO I THINK THE WAY JOHN HAD SUMMARIZED IT, YOU KNOW, IS WE WERE ABLE TO AT LEAST GET SOME OF THE EARLIER YEARS WHERE WE CAN KEEP THE REIMBURSEMENT FOR THE CEI BUT SOME OF THE OUTER YEARS, BECAUSE OF VARIOUS REASONS, WE'RE NOT ABLE TO DO IT. BUT WE'LL STILL WORK WITH OUR PARTNERS. ALL RIGHT. AND I FOLLOW UP ON THAT COMMENT, MIKE. SO EVEN THOUGH C SLIP PROJECTS MAY ALREADY BE PROGRAMED WITHIN THAT FIVE YEAR PLAN TO HAVE DESIGN MONEY, THOSE CITIES WHO HAVE ALREADY AGREED AND DONE THEIR RESOLUTIONS OF HOW THAT WAS GOING TO GO DOWN WILL NOW HAVE TO PAY FOR DESIGN AND CEI. YES. THERE ARE GOING TO BE SOME PROJECTS IN THE OUTER YEAR WHERE AND I SEE BILL ON AND MAYBE HE WANTS TO CHIME IN ON THIS, BUT THERE ARE GOING TO BE SOME PROJECTS. YES. IN THE OUTER YEARS WHERE THE WAY THAT THE PROJECT IS DELIVERED AND THE ELEMENTS THAT HAVE TO BE FUNDED BY EITHER THE LOCALS OR THROUGH THE PROGRAM ARE CHANGING. CAN I JUST ASK ONE MORE THING? DOES THAT MEAN THAT THERE WILL BE MORE FUNDING AVAILABLE FOR MORE PROJECTS NOW BASED ON THIS? ACTUALLY, THAT'S A GOOD POINT. IN A WAY, YES, THERE COULD BE SOME MORE FUNDING THAT IS AVAILABLE. OBVIOUSLY, WE'RE HAVING SOME FUNDING OVERALL FUNDING ISSUES BECAUSE OF COVID THE FUNDING. I THINK YOU'RE GOING TO SEE IN FUTURE WORK PROGRAM PRESENTATION THAT WE'RE NOT GOING TO HAVE ALL THE FUNDING THAT WE HAVE ONCE ANTICIPATED. BUT, YEAH, THAT IS A POSSIBILITY. I CAN'T GUARANTEE IT. BUT YEAH, IT IS A POSSIBILITY BECAUSE NOW THE FUNDING IS BEING SHARED BY THE LOCALS. SO NOW THAT FUNDING SOME FUNDING IS FREED UP FOR THE PROGRAM. TO FOLLOW UP, YOU KNOW, TO THE CHAIR, SO YOUR STATEMENT IS ACCURATE IN THAT PROJECTS THAT ARE IN THE CURRENT WORK PROGRAM ARE BEING AFFECTED BY THIS. AND AS IT WAS MENTIONED, WE DID WORK WITH DOT TO TRY TO KEEP BOTH CURRENT YEAR AND NEXT FISCAL YEAR PROJECTS TO KEEP THOSE AS WHOLE AS WE COULD. SO WHILE THOSE ARE GOING TO BE CONVERTED TO LAP, THE THE DESIGN AS WELL AS THE CEI WILL BE COVERED FOR THOSE. BEYOND THAT, SO YEAR THREE AND BEYOND, INCLUDING THIS UPCOMING LAP CYCLE, OUR UPCOMING C SLIP CYCLE, ALL THE PROJECTS WILL BE CONVERTING OVER TO TO LAP AND THE DESIGN OF CEI WILL BECOME THE CITY RESPONSIBILITY. I'M HOPING THAT HERE WITHIN PROBABLY THIS NEXT WEEK OR WITHIN THE NEXT TWO WEEKS, CERTAINLY WE WILL BE REACHING OUT TO EACH OF THE CITIES TO COMMUNICATE ON THE SPECIFIC PROJECTS AND A LITTLE BIT MORE DETAIL AS TO EXACTLY WHAT'S HAPPENING WITH YOUR PROJECT AND WHAT THE STATUS AND WHAT THESE CHANGES WILL MEAN TO YOUR CITY AND THAT PROJECT. ONE MORE, WOULD BE ANY ADDITIONAL FUNDING AVAILABLE FROM MPO TO HELP MAKE UP FOR THIS? WELL, WE'VE EXPLORED THAT POSSIBILITY WITH WITH DOT, AND AT THIS POINT IN TIME, THE ANSWER IS NO. BUT, YOU KNOW, WE CAN CONTINUE TO LOOK AT THIS ISSUE AND WORK WITH DOT TO IDENTIFY [01:35:03] SOME POTENTIAL SOLUTIONS. BUT FOR RIGHT NOW, THAT ANSWER IS NO. ALRIGHT THANKS. AND I JUST TO CHIME IN HERE, I DON'T KNOW HOW OTHER CITIES DO THEIR CAPITAL BUDGETS, BUT FORT LAUDERDALE DOES A FIVE YEAR WORK PROGRAM FOR OUR CAPITAL. SO TO NOW BE ON THE HOOK FOR COMING UP WITH DESIGN AND CEI EARLIER THAN THAT FIVE YEARS IS GOING TO BE A CHALLENGE FOR US. I UNDERSTAND MOVING FORWARD AND I GET IT. AND I APPRECIATE ALL THAT DOT HAS DONE FOR ALL OF US HELPING US THROUGH THESE PROJECTS. BUT I MEAN, IT'S THAT IN-BETWEEN THAT'S GOING TO BE A REAL CHALLENGE. THAT'S GOING TO BE FOR US TOO. PETE SCHWARTZ, YOU HAVE A QUESTION. YEAH, THANK YOU. THANKS, JOHN, FOR THE PRESENTATION. I THOUGHT IT WAS ACTUALLY VERY HELPFUL. IT EXPLAINED A FEW OF THE THINGS THAT I THINK A LOT OF THE PEOPLE OUT THERE TODAY AREN'T AWARE OF. BRAD KIND OF STOLE A LITTLE BIT OF MY THUNDER WITH REGARD TO THE CEI, THE OTHER SOFT COST NOT BEING ELIGIBLE. SO THIS FIVE PLUS THREE PROCESS THAT WE WERE PREVIOUSLY. AND REALLY, IT'S NOT THAT IT'S ANY SHORTER, IT'S JUST ELIMINATING THE DESIGN PHASE AND IT'S GOING STRAIGHT TO CONSTRUCTION, WHICH I UNDERSTAND IS QUICKER. BUT THE CITY OF OAKLAND PARK STILL HAS EXTREME CONCERNS ABOUT NOT BEING FUNDED FOR CACE DESIGN. THE OTHER SOFT COSTS. THE CITY COMMISSION PASSED A RESOLUTION ON JULY 22ND URGING THE MPO TO WORK WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION TO FULLY FUND THESE LAP PROJECTS. THE OTHER MEMBERS OF THE TAC AND YOUR ELECTED OFFICIALS SHOULD HAVE RECEIVED A COPY OF THIS RESOLUTION. IF NOT, I BELIEVE IT'S GOING OUT AGAIN. BUT IT IS SOMETHING THAT I THINK THE MPO REALLY NEEDS TO CONSIDER ABOUT HOW WE FUNDED THESE COSTS PREVIOUSLY AND NOW WE'RE NOT ABLE TO FUND THEM AT THIS TIME. WHAT CAN WE DO? WHAT'S THE ALTERNATIVE? WHERE CAN WE HELP? YOU KNOW, NOT EVERY CITY'S IN THE SAME SITUATION. KAREN'S EXACTLY RIGHT ABOUT THIS FIVE YEAR CAPITAL PLANNING HORIZON. WE'RE IN THE SAME BOAT AND I'M AFRAID THAT IT MIGHT ADVERSELY AFFECT US. SO I REALLY ENCOURAGE ALL THE MEMBERS OF THE TAC TO DISCUSS WITH YOUR ELECTED OFFICIALS, ESPECIALLY YOUR MPO BOARD REPRESENTATIVE THIS ISSUE. IT'S MORE URGENT THAN MAYBE EVERYBODY APPEARS IT TO BE. JOHN, AGAIN, I APPRECIATE THE PRESENTATION. AND I THOUGHT IT WAS EXCELLENT. I THOUGHT IT WAS RIGHT ON POINT. AND I KNOW YOU'RE NOT THE YOU'RE THE MESSENGER AND WE APPRECIATE THAT. BUT, YOU KNOW, WE'VE HAD A NICE WORKING RELATIONSHIP WITH YOU AND WE CURRENTLY HAVE SOME PROJECTS GOING ON IN OAKLAND PARK. WE'RE VERY HAPPY TO BE WORKING ALONGSIDE FDOT. IT'S JUST THAT FUNDING FOR A SMALL CITY LIKE OAKLAND PARK IS ALWAYS A CHALLENGE. SO THANK YOU FOR YOUR COOPERATION. WELCOME. CAN YOU I DON'T KNOW IF IT WAS MENTIONED, BUT THIS DOES NOT JUST AFFECT C SLIP, IT AFFECTS OTHER PROJECTS AS WELL? CAN YOU TALK ABOUT THAT? YES, IT'S NOT GOING TO BE. THERE'S OTHER PROJECTS THAT ARE IN THE WORK PROGRAM FROM THE, LIKE THE COMPLETE STREETS MASTER PLAN. THERE ARE SOME PROJECTS THAT MIGHT BE IMPACTED BY IT. I THINK THE MOST IMPORTANT THING IS, YOU KNOW, WE'RE DEFINITELY GOING TO REACH OUT TO THOSE THAT ARE IMPACTED TO MAKE SURE THAT EVERYBODY HAS AS MUCH TIME AS WE CAN GIVE TO MAKE ADJUSTMENTS AS WE NEED. AND WE'RE STILL WORKING WITH OUR FDOT PARTNERS. AND I CERTAINLY APPRECIATE THE TAC MAKING THESE COMMENTS NOW, AS WE DO HAVE A DOT REPRESENTATIVES HERE, SO THEY CAN ALSO TAKE THAT BACK FOR CONSIDERATION. THANK YOU. TAMMY REED-HOLGUIN, YOU HAVE A QUESTION OR COMMENT, GO AHEAD. THE ANSWER ANSWERED MY QUESTION ABOUT THE DESIGN IN CIE COSTS. I'M WITH NORTH LAUDERDALE. SO WE'RE A SMALL CITY. WE'RE NOT A LAP CERTIFIED CITY. WE'RE NOT FAMILIAR WITH THAT PROCESS. I'M JUST VERY CONCERNED THAT THIS IS GOING TO BE A BURDEN TO US TO BECOME CERTIFIED, BECAUSE FROM WHAT I'VE HEARD SO FAR, IT'S A VERY EXPENSIVE, SOMEWHAT EXPENSIVE PROCESS TO GET CERTIFIED. AND I'M NOT SURE HOW COST EFFECTIVE THAT'S GOING TO BE FOR SMALLER CITIES IN TERMS OF THE AMOUNT OF FUNDING THAT WE WOULD BE GOING AFTER, WHICH IS TYPICALLY [01:40:03] THROUGH C SLIP AND COMPLETE STREETS MASTER'S PLANS. SO, YOU KNOW, I'M CONCERNED ABOUT THE HAVING TO BECOME LAP CERTIFIED AND BASICALLY WHERE WE'RE AT. THANK YOU FOR YOUR COMMENT. ANDREW PINNEY, YOU HAVE A COMMENT, GO AHEAD. YEAH, YOU GUYS STARTED TO HIT ON IT WITH THE WHEATHER IT'S C SLIP OR COMPLETE STREETS MASTER PLAN. REGARDLESS OF THE PROGRAM, IS IT WHETHER THE ROAD IS ON OR OFF THE HIGHWAY SYSTEM? IS THAT THE CRITERIA FOR WHEN FDOT BACKS OUT OF IT? THAT'S PRIMARILY THE DECISION. YOU KNOW, AND IT'S THE SCOPE OF THE PROJECT, TOO, I THINK. BUT. SO IF THERE WAS A COMPLETE STREET MASTER PLAN FOR STATE ROAD SEVEN, FDOT WOULD STILL DO THE DESIGN AND CEI? I BELIEVE THAT THAT'S THE CASE. OK, WELL, NOT TO ECHO EVERYBODY ELSE, BUT FROM A SMALLER CITY, THIS IS GOING TO IMPACT US PRETTY DEEPLY. IT'S HARD ENOUGH TO GET A SALE ON A PROJECT INVOLVING BIKE LANES AND WHATNOT SOMETIMES. BUT NOW TO SAY, OH, YEAH, BY THE WAY, YOU HAVE TO FUND DESIGN AND CEI. I'M PRETTY SURE THAT'S GOING TO BE A POISON PILL FOR A LOT OF PROJECTS. IS THERE ANY WAY TO REVERSE THE DECISION OR IS THERE ANY INFLUENCE OR IS THERE A CHANNEL WE CAN PURSUE? WELL, I MEAN, THIS IS ONE OF THE CHANNELS. OBVIOUSLY, WE'RE IN ACTIVE NEGOTIATIONS OR DISCUSSIONS, NOT NECESSARILY NEGOTIATIONS WITH THE MPO AND TRYING TO MAKE IT AS PALATABLE AS POSSIBLE TO THE MUNICIPALITIES. I MEAN, WE UNDERSTAND IT'S NOT, YOU KNOW, IT'S DIFFICULT TO JUST ABSORB, YOU KNOW, DESIGN AND CEI. BUT, YOU KNOW, I THINK EVERYBODY IS HAVING THE SAME KIND OF ISSUES IN TERMS OF RESOURCES AND FUNDING AND THAT KIND OF THING. SO IT'S SOMETHING THAT WE'RE SEEING ON OUR SIDE AS WELL. AND FRANKLY, WE JUST DON'T HAVE THE SAME AMOUNT OF RESOURCES. WHEN WE ACTUALLY HAD BEEN DOING IT THIS WAY ABOUT, YOU KNOW, 10 YEARS AGO AND HAD COME TO AN AGREEMENT WITH THE MPO TO TRY AND GO AHEAD AND START DOING SOME OF THESE OFF SYSTEM ROADWAYS. AND I THINK WE DID A LOT OF GOOD, YOU KNOW, IN THOSE NINE YEARS. THE PROBLEM IS THE RESOURCES IN-- OUR INTERNAL RESOURCES HAVE GREATLY CHANGED OVER THAT TIME. AND WE JUST SIMPLY DON'T HAVE THE CAPACITY TO BE DOING THAT, AS WELL AS MAINTAINING THOSE THINGS THAT WERE, YOU KNOW, STATUTORILY REQUIRED TO DO. YOU KNOW, WE'RE ALL CONCERNED WITH SAFETY, RESURFACING PAVEMENT MANAGEMENT, AND THOSE ARE OBLIGATIONS THAT WE ABSOLUTELY HAVE TO MEET. SO. ALL RIGHT. BUT WE WILL CONTINUE OUR DIALOG WITH THE MPO, CERTAINLY WE'RE HEARING WHAT YOU'RE SAYING TODAY, AND I'LL MAKE SURE THAT MY MANAGEMENT HERE IS AWARE OF THE CONCERNS ON THE PART OF THE MUNICIPALITIES. BUT YOU KNOW, I DON'T THINK THAT THEY'RE IGNORANT OF THE PROCESS. THEY'RE CERTAINLY AWARE THAT THIS IS NOT GOING TO BE RECEIVED, YOU KNOW, WITH GLEE. SO THANK YOU. THOMAS GOOD, YOU HAVE A COMMENT OR QUESTION. THANK YOU, MADAM CHAIR. DO APPRECIATE. I WON'T TAKE UP A LOT OF TIME, I HAVE THE SAME SENTIMENTS AS MOST EVERYBODY ELSE DOES ABOUT THE SUDDENNESS OF THIS SEEMING-- IT IS SORT OF A HARDSHIP FOR MANY OF US. I WILL SAY, THOUGH, THAT, YOU KNOW, WE WERE INTRODUCED TO THIS WHEN WE WERE ASKED TO SUPPORT A CHANGE IN THE POLICY AND THE POLICY. I THINK WE ALL ADOPTED A CHANGE THAT BASICALLY, YOU KNOW, LEFT THE DOOR OPEN FOR US TO FIND ANOTHER SOLUTION OTHER THAN ALL OF US HAVING TO PICK UP THE CEI AND THESE OTHER ADDITIONAL COSTS. I CAN SAY TO JOHN, THANK YOU VERY MUCH. APPRECIATE YOU SHARING THE INFORMATION OF YOUR ORGANIZATION WITH US. AND I KNOW THAT PROBABLY IS NOT AT THE DISCRETION OF THE LOCAL DOT DISTRICT FOUR TO MAKE THE CHANGE IN THIS PARTICULAR SITUATION. SO PETE, MEMBER PETE HAD MADE REFERENCE EARLIER ABOUT, YOU KNOW, PLEASE MAKE CERTAIN THAT YOU TALK TO YOUR ELECTED-- TO YOUR COMMISSION, BUT MORE IMPORTANTLY, THAT THIS NEEDS TO BE ELEVATED TO THE STATE LEVEL. THIS IS SOMETHING THAT WE NEED TO ASK THE STATE TO RECONSIDER AND MAYBE PUT THE CHANGE IN THIS AND REVERT BACK OR MAYBE EVEN JUST CHANGE THE LAP PROCESS ITSELF. I MEAN, THE LAP PROCESS OVER THE YEARS HAS BECOME VERY, VERY CUMBERSOME. [01:45:05] I MEAN, I DID A LAP PROJECT PROBABLY 20 YEARS AGO, AND IT WAS PROBABLY A FIVE OR SIX PAGE APPLICATION. TODAY, IT IS TREMENDOUSLY ARDUOUS AND VERY, VERY EXPENSIVE. AND MAYBE THAT'S ANOTHER SOLUTION IS TO ADDRESS THE LAP PROCESS ITSELF AND MAKE IT A BIT MORE EASIER FOR MANY OF US TO BE ABLE TO BE IN COMPLIANCE WITH THOSE LAP ARRANGEMENTS. BUT WE ALSO DID TALK ABOUT THE MPO POSSIBLY DEVELOPING A PROGRAM THAT THOSE OF US WHO CAN'T BECOME LAP CERTIFIED OR HAVE CHALLENGES WITH SOME OF THESE COSTS, THESE FRONT END COST, MAYBE THE MPO WAS GOING TO PUT A PROGRAM TOGETHER. SO MAYBE WE NEED TO TALK ABOUT IT AT THE LOCAL LEVEL AS WELL. BUT THE ONE THING I DO WANT TO SAY, THOUGH, IN CLOSING IS THAT MANY OF US DID ADOPT RESOLUTIONS. WE DID SAY, YES, WE ARE IN COMMITMENT TO THE PROJECT, AS WAS PRESENTED BEFORE OUR COMMISSIONS. BUT NOW THIS HAS CHANGED THAT PROJECT AND IN SOME CASES SUBSTANTIALLY. SO I WILL VENTURE TO SAY THAT MANY OF THOSE RESOLUTIONS OF SUPPORT MAY NOW BE NULL AND VOID. AND I'M CERTAIN TO TAKE THAT UP WITH MY COMMISSION IN REGARDS TO SOME OF THOSE PROJECTS THAT MAY BE IMPACTING THE CITY I WORK FOR. SO YOU ALL MAY WANT TO TALK WITH YOUR ATTORNEYS IN THAT REGARD AS WELL. SO THANK YOU, MADAM CHAIR. I DO APPRECIATE YOU ALLOWING ME THE TIME TO SPEAK. THANK YOU FOR YOUR COMMENTS, MR. GOOD. I HAD ONE FOLLOW UP QUESTION. IN TERMS OF THE LAP REQUIRING THE DESIGN AND CEI, YOU MADE REFERENCE THAT A DISTRICT FOUR THING IS THAT DISTRICT FOUR OR IS IT STATEWIDE THAT CITIES WANT A LAP HAVE TO DO DESIGN AND CEI? THIS IS A DISTRICT FOUR THING. WE BELIEVE THAT IT ALLOWS US TO GET A LOT MORE PRODUCT ON THE ROAD REALLY TOO SO THAT BY PROGRAMING CONSTRUCTION IN THE FIFTH YEAR, WE GET MORE PRODUCT ON THE GROUND. THE COSTS FOR DESIGN AND CEI ARE A LOT LESS. SO IT'S A POLICY THAT WE IMPLEMENT HERE AT DISTRICT FOUR. THERE ARE OTHER WAYS THAT OTHER DISTRICTS HAVE DEALT WITH THIS, BUT THERE'S NOT A UNIVERSAL AGREEMENT ACROSS THE STATE ON HOW THE BEST WAY TO ADMINISTER THAT IS. SO THERE'S NO STATUTORY REQUIREMENT MAKING, ONCE WE GO TO LAP, CITIES HAVE TO PAY FOR THESE? NO. BRADLEY SWING, YOU HAVE AN ADDITIONAL COMMENT OR QUESTION. YEAH, I'D JUST LIKE TO ASK TO MAKE SURE THAT HE GETS THAT A COPY OF THAT RESOLUTION OR MAYBE IT COMES THROUGH THE MPO SO WE CAN ALL HAVE IT. I ACCIDENTALLY LOWERED THE HAND OF SALVADOR [INAUDIBLE] . SALVADOR, GO AHEAD. YOU HAVE A QUESTION OR COMMENT? SO, YEAH, THIS IS SALVADOR [INAUDIBLE]. THIS IS A CITY OF [INAUDIBLE]. YEAH, I BASICALLY EXPRESSED THE SAME SENTIMENT AS EVERYONE ELSE. SO EVERYONE PRETTY MUCH COVERS THE QUESTIONS THAT I HAD. I JUST WANTED TO ADD THAT THE PROJECTS THAT WE'RE PROGRAM ALREADY BY FDOT AND THEIR FIVE YEAR PROGRAM UNDER TIME, I UNDERSTAND AFTER THE TWENTY TWO TWENTY THREE, THOSE ARE NOT GOING TO BE ELIGIBLE FOR DESIGN AND CEI. BUT IF THE MONEY WAS ALREADY PROGRAMMED, WHY CAN'T THAT BE JUST REIMBURSED TO THE CITY, EVEN IF IT GOES TO THE CITY, HAS TO BE MANAGED BY LAP? IF THE MONEY'S ALREADY PROGRAMED FOR IT, WHY CAN'T THE MONEY BE GIVEN TO THE CITIES? THERE A LAP RESTRICTION THAT PROHIBITS THAT, OR PERHAPS OTHERS MENTION CAN SOMETHING BE DONE TO CHANGE THE LAP PROCESS? WELL, WE'VE SO IN THE PAST, WE'VE HAD A LOT OF PROBLEMS WITH MUNICIPALITIES DOING LAP FOR DESIGN AND CEI. THE EXPERIENCE HAS BEEN VERY DIFFICULT. DOT HAS TO CERTIFY THE ENTIRE PROCESS FROM START TO FINISH, AND THE PROCUREMENT PROCESS IS ONE AREA IN PARTICULAR, I THINK, WHERE WE'VE HAD A LOT OF ISSUES WHERE WE'VE PAID FOR DESIGN THROUGH LAP, BUT MAYBE CHRISTINE OR MIA HAS HAD A LITTLE BIT MORE HISTORY ON THAT THAT YOU COULD ELUCIDATE ON. THAT'S CORRECT. YOU KNOW, RIGHT NOW FOR THE PAST COUPLE OF YEARS DISTRICT FOUR MADE THAT DECISION AND, IT WAS A BUSINESS DECISION, SO THAT'S WHY IT'S A [01:50:03] DISTRICT FOUR PRACTICE TO NOT REIMBURSE FOR DESIGN AND CEI. IT DID HELP US TO GET MORE PROJECTS OUT ON THE STREETS, IF YOU WILL. YOU KNOW, IT'S RIGHT NOW FOR AGENCIES TO BE EVEN CERTIFIED TO PARTICIPATE IN BEING ELIGIBLE FOR REIMBURSEMENT OF PROFESSIONAL SERVICES, THEY WOULD HAVE HAD TO GO THROUGH EXTENSIVE TRAINING, BY [INAUDIBLE]. THEY WOULD HAVE TO DEMONSTRATE THAT THEY ARE CAPABLE OF CARING PROFESSIONAL SERVICES. YOU KNOW, I'VE BEEN IN A COUPLE OF STATEWIDE MEETINGS MYSELF AND AGENCIES STATEWIDE OR DISTRICTS ARE STRUGGLING AT THIS POINT TO ADHERE TO THOSE REQUIREMENTS IN THE FEDERAL GUIDELINES AS IT RELATES TO SECURING THOSE PROFESSIONAL SERVICES CONTRACTS. SO IT'S REALLY BEEN A SAFEGUARD FOR OUR DISTRICT FOUR AGENCIES AND IN A LOT OF THESE OTHER DISTRICTS WANT TO FOLLOW SUIT. SO YOU MAY SEE A TREND. IT IS A TOPIC OF DISCUSSION RIGHT NOW AT THE STATEWIDE LEVEL. THERE COULD BE CHANGES TO COME. BUT, YOU KNOW, IT HAS BEEN A SAFEGUARD, THOSE PROJECTS RIGHT NOW THAT ARE PROGRAMED IN THOSE [INAUDIBLE] YEARS AND IT THERE'S FUNDING THAT HAS BEEN SET ASIDE FOR DESIGN AND CEI WILL NOW, THAT MEANS THERE MAY BE AN OPPORTUNITY FOR TO FUND MORE PROJECTS. SO IT IS, YOU KNOW, A POSITIVE IN IT. AND THEN IT WON'T COST AS MUCH FOR THOSE LOCAL AGENCIES TO PAY FOR THE DESIGN AND CEI. IN TERMS OF THE COST FOR THE CONTRACT, YES, OK. YEAH, AND I UNDERSTAND THAT I JUST THOUGHT THAT IF MAYBE THERE WAS ANOTHER MECHANISM, NOT THROUGH LAP, TO BE ABLE TO FUNNEL THAT FUND THAT WAS ALREADY PROGRAM FOR DESIGN AND CEI TO BE PROGRAMED TO GO TO THE CITIES TO TO LESSEN THE BURDEN. BECAUSE AS IT IS RIGHT NOW, LIKE EVERYONE SAYS, THIS IS GOING TO BE A HUGE IMPACT WHERE EVERYONE'S GOING TO HAVE TO DISCUSS WITH THEIR CITY OFFICIALS OVER THIS IS PUTTING ON THEIR BUDGET IN THE NEXT COMING YEARS. ANOTHER QUESTION THAT I HAD WAS ABOUT, I KNOW UNDER LAP, MOVING FORWARD IF THIS GOES THROUGH, IF WE HAVE TO COVER DESIGN AND CEI, WHAT ABOUT CONTINGENCY? I KNOW TYPICALLY WHEN WE PREPARE COST ESTIMATES FORMS USING ESTIMATE THE COST ESTIMATE FORMS, THERE'S A 20 PERCENT CONTINGENCY ITEM AND WE NEED TO ADD. THAT 20 PERCENT CONTINGENCY ITEM WILL ALSO BE INELIGIBLE FUNDING THAT WOULD NEED TO BE COVERED BY THE MUNICIPALITIES? YEAH, CONTINGENCY HAS ALWAYS BEEN A NON PARTICIPATING COST AND WILL REMAIN A NONPARTICIPATING COST. SIMPLY, [INAUDIBLE] DOES NOT REIMBURSE FOR CONTINGENCY. NOW THE 20 PERCENT, THAT IS UP TO THE LOCAL AGENCY, THAT'S NOT A SET PERCENTAGE. THAT DOT REQUIRES THE AGENCY TO SET ASIDE. SO IF A LOCAL AGENCY FEELS THAT THEY ONLY WANT TO SET ASIDE A 10 PERCENT CONTINGENCY, THEY CAN DO THAT, IT'S AT THEIR DISCRETION. AND TO KIND OF GET TO YOUR FIRST QUESTION, YOU KNOW, IN TERMS OF THE ONLY FUNDING ELIGIBLE FOR OFF SYSTEM ROADWAY'S IS FEDERAL FUNDING, AND THAT'S WHY IT GETS KIND OF CAUGHT IN THIS LAP PROCESS. AND I GUESS THE CONFUSION WAS BECAUSE I THOUGHT THE FUNDING WAS COMING THROUGH THE MPO AND THE APPEAL WAS ALLOCATING THE FUNDING TO THE FDOT ABOUT WHAT I GUESS FROM THIS MEETING, I UNDERSTAND THAT ALL FUNDING COMES THROUGH THE MPO. IS THAT CORRECT? THERE'S ALSO A FUND THAT IS FUNNELED THROUGH THE MPO AND ADMINISTERED BY THE FDOT. I'M SORRY. YES, SO THE MPO GIVES US THEIR PRIORITIES AND THEY HAVE THEIR TARGETS SET UP FOR THE VARIOUS PROGRAMS THAT THEY'VE IDENTIFIED IN THEIR BUSINESS PLAN, AND WE DO OUR BEST TO FUND THE TYPES OF PROJECTS, THE PRIORITY PROJECTS WITH THE FUNDING TYPES REQUESTED. BUT ULTIMATELY, I MEAN, SO WE'RE GOING THROUGH JUST EVERY YEAR WE HAVE TO REBALANCE THE WORK PROGRAM AND WE TRY TO MEET THOSE OF THOSE TARGETS. AND WE GO AHEAD AND THEN. AND THEN THE FEDERAL FUNDING GETS PASSED THROUGH TOO THE MPO THROUGH OUR PWP AND THE TIP [01:55:03] PROCESS. DID I SAY THAT RIGHT, MIKE? THANK YOU. WELL, I MEAN, IT'S A IT'S A BIG HITS, BIG SURPRISE TO WHICH I MEAN, HOPEFULLY THERE'S SOMETHING THAT CAN BE DONE. I DON'T KNOW IF ANYTHING CAN BE FROM OUR CITY OFFICIALS, IT'S NOT SOMETHING THEY CAN START A CONVERSATION WITH THE MPO AND FDOT ABOUT THIS. KAREN, COULD I ADD TO THAT? ABSOLUTELY. OK, SO I WOULD ALSO JUST DRAW EVERYONE'S ATTENTION TO OCTOBER 8TH, WHERE WE WILL BE HOLDING A BOARD FUNDING WORKSHOP. IT WILL BEGIN AT 1:00. AND I KNOW THIS IS ONE OF THE ITEMS THAT WILL BE DISCUSSED BACK TO MR. GOOD'S COMMENT ABOUT PERHAPS A COOPERATIVE TO DELIVER SOME OF THESE PROJECTS THAT WILL BE ON THAT AGENDA AS WELL. SO I WOULD ENCOURAGE ALL OF YOU TO TRY TO PARTICIPATE AND CERTAINLY TO ENCOURAGE YOUR ELECTED OFFICIALS AND PERHAPS YOUR CITY MANAGER TO TUNE IN AS WELL. IT'LL BE A REMOTE MEETING, SO SHOULD BE EASY FOR EVERYBODY TO JOIN. AGAIN, THAT'S THIS UPCOMING OCTOBER 8TH, ONE P.M. AND I'LL BE GIVING THE SAME PRESENTATION. THANK YOU, BILL. WE HAVE TWO MORE HANDS RAISED. THEN WE'LL MOVE ON TO THE NEXT ITEM. DOES IT MAKE SENSE IF WE PUT THIS ON FOR AN UPDATE AT OUR NEXT MEETING, IT'LL BE THE END OF OCTOBER. IF THERE'S BEEN ANY CHANGES OR UPDATES BY THAT TIME, WE CAN HEAR THEM AT OUR NEXT MEETING? WHAT WE CAN DO, KAREN, IS IF THERE IS ANY UPDATES, WE'LL TRY TO INCLUDE IT IN WHENEVER THERE IS AN UPDATE. IF THERE'S NO CHANGE, THEN WE WERE LIKE, WHAT IF THERE'S AN UPDATE? WE CAN ALWAYS PROVIDE THAT. OK, GREAT. THANK YOU. ENELISE MICHAEL, COMMENT OR QUESTION. GO AHEAD. THANK YOU. IT'S REALLY NOT A QUESTION, I JUST WANT TO ECHO THE SAME CONCERNS THAT THE OTHER MEMBERS HAD, BECAUSE I FOUND THAT WHEN THIS WAS THIS POLICY CHANGE WAS BROUGHT OUT FOR US TO VOTE. NOW, IT WAS MY UNDERSTANDING THAT WOULD ONLY IMPACT FUTURE CYCLES, NOT THE PROJECTS THAT WERE ALREADY PROGRAMMED. SO MAYBE IT WAS MY MISUNDERSTANDING, BUT I'D LIKE TO RESPECTFULLY REQUEST THAT, YOU KNOW, THERE IS CONSIDERATION TO, AT A MINIMUM, REIMBURSE THE PROJECTS THAT HAVE BEEN PROGRAMED. THANK YOU FOR YOUR COMMENT. AND [INAUDIBLE]. AND GO AHEAD. UNMUTE YOURSELF, YOU HAVE A QUESTION OR COMMENT. CAN YOU HEAR ME? YES. HI, I'M A CITY OF HOLLYWOOD. THANK YOU, JOHN, FOR YOUR PRESENTATION. I WANTED TO ASK FOR IT TO BE CONSIDERED THAT MAYBE YOU MEET US HALFWAY AND MAYBE THE LOCALS WOULD BE ABLE TO PARTICIPATE IN FUND THE DESIGN, BUT THE CEI PORTION IS SOMETHING THAT IS GOING TO BE REALLY IF YOU COMBINE THE TWO, IT'S GOING TO BE SUCH A HARDSHIP, I THINK, FOR A LOT OF THE CITIES THAT ALTHOUGH YOU'RE ASSUMING YOU'RE GOING TO HAVE MORE PROJECTS ON THE STREET, I HAVE A FEELING THAT THE SMALLER CITIES LOSE. A LOT OF THESE PROJECTS ARE GOING TO FALL OFF EVEN FOR LARGER CITIES LIKE OURS. I DON'T KNOW IF WE'RE GOING TO BE ABLE TO COVER BOTH DESIGN AND CEI FOR SOME OF THESE PROJECTS. THEY ARE GOING TO BE QUITE EXPENSIVE. SO MAYBE THERE COULD BE SOME CONSIDERATION GIVEN TO FUNDING LESS PROJECTS, LESS NUMBER OF PROJECTS, BUT FUNDING AT LEAST THE CEI PORTION OF THE ONES THAT YOU ARE FUNDING. AND WE MIGHT BE ABLE TO GET THE DESIGN FEES THROUGH OTHER SOURCES. BUT TO COVER BOTH IS GOING TO BE REALLY A HARDSHIP. THANK YOU. THANK YOU FOR YOUR COMMENT AND I AGREE. AND EVEN FROM FORT LAUDERDALE I WOULD BE CONCERNED ABOUT, YOU MENTIONED ONLY ONE OR TWO PROJECTS. IF THIS IS GOING TO IMPACT MORE THAN C SLIP AND ALSO THE COMPLETE STREETS MASTER PLAN AND ANY OTHER PROGRAMS IN THE MPO. WHAT IF THERE'S MORE THAN TWO PROJECTS IN A CITY THEN ARE WE LOSING FUNDING? AND I THINK YOU ARE GOING TO LOSE PROJECTS WITHIN THAT FIVE YEAR ALREADY PROGRAM. I UNDERSTAND MOVING OUT AND I FEEL YOU WITH THE STAFFING, BUT I THINK THERE SHOULD BE SOME CONSIDERATION. THANK YOU VERY MUCH, JOHN. ALL RIGHT, SO WE'LL TAKE ALL THE COUNSEL THAT WE'VE HEARD TODAY. YOU KNOW, I'VE HEARD THAT, YOU KNOW, YES, THERE'S-- ALL THE CITIES THAT SPOKE TODAY ARE CERTAINLY CONCERNED ABOUT FEELING IT'S A LITTLE UNFAIR AND THAT IT'S GOING TO BE DIFFICULT TO ABSORB THE COST FOR DESIGN AND CEI. [02:00:03] I HAVE HEARD IS THERE AN OPPORTUNITY TO AT LEAST FUND THOSE PROJECTS THAT ARE ALREADY FUNDED IN THE WORK PROGRAM? I'VE HEARD AND MAYBE ONE OPTION COULD BE, YOU KNOW, WE'LL FUND CEI WHILE MUNICIPALITIES TRY TO FIND DESIGN. I HEARD SOME DISCUSSION ABOUT MAYBE JUST TRYING TO CHANGE THE PROCESS ALTOGETHER. SO NOT ONLY WHAT IF I-- IF I DIDN'T SAY IT RIGHT NOW, THAT DOESN'T MEAN WE HAVEN'T HEARD IT. I'VE GOT BOTH JOHN P AND MICHAEL HICKS TAKING NOTE. SO WE HAVE HEARD WHAT YOU'RE SAYING AND WE'LL CONTINUE TO WORK WITH THE MPO TO TRY AND FIND A RESOLUTION THAT'S ACCEPTABLE TO EVERYBODY. WE CERTAINLY UNDERSTAND YOUR POSITION. AND I'M SORRY TO BE THE BEARER OF BAD TIDINGS, BUT THANK YOU FOR YOUR GOOD DISCUSSION TODAY. THANK YOU, JOHN. WE'VE ALL COME GREAT MEASURES TOGETHER AND KIND OF GOTTEN THE HANG OF OUR RELATIONSHIPS OF GETTING LOCAL PROJECTS TOGETHER. SO SAD TO SEE IT GO, BUT WE UNDERSTAND. THANK YOU. WE'LL MOVE ON TO THE NEXT ITEM, WHICH IS REPORT FROM PARTNER AGENCIES, THE [4. Report from Partner Agencies - Florida's Turnpike Enterprise Project Update] TURNPIKE ENTERPRISE PROJECT UPDATE AND MS. WILLIAMS WILL BE PROVIDING US A PRESENTATION. YES. YES. HI. GOOD TO SEE EVERYBODY. YES. SO EVERYONE'S DOING WELL. VICTORIA WILLIAMS. I'M THE LIAISON FROM THE TURNPIKE TO THE BROWARD MPO. I'M HAPPY TO BE HERE TODAY WITH OUR PLANNING MANAGER FROM THE TURNPIKE, CAROL SCOTT. SHE'S GOING TO GO THROUGH A POWERPOINT PRESENTATION THAT IS ATTACHED TO THE AGENDA. YOU'LL ALSO FIND A SECOND ATTACHMENT TO THE AGENDA THAT'S A HANDOUT THAT WE CREATED THIS SUMMER WITH A NICE MAP AND A LIST OF THE MAJOR PROJECTS FOR TURNPIKE AT THE TIME. AND ON PAGE TWO OF THAT HANDOUT IS A RECAP OF SOME OF THE DIFFERENCES IN THE MANAGED LANES THAT YOU FIND ON THE INTERSTATE EXPRESS LANES AND THE TURNPIKE THROUGH LINES. SO THOSE OPERATIONAL STRATEGIES, THE DIFFERENCES AND THE PROJECTS, CAROL'S GOING TO GIVE US A LOT MORE DETAILS ON THAT. ANY QUESTIONS? WE'LL BE HAPPY TO TAKE THEM AT THE END. THANK YOU. THANK YOU, VICKY, CAN YOU HEAR ME OK? YES. OK, SO I'M MAKING SURE THAT, OK, I KNOW WE WERE HAVING ISSUES WITH THE SLIDES ADVANCING, SO YEAH, I'M JUST GOING TO GIVE A QUICK BACKGROUND AND THEN DISCUSS A LITTLE BIT ABOUT OUR MANAGED LANES APPROACH AND THEN UPDATE YOU ON SOME MAJOR PROJECTS WE HAVE IN BROWARD COUNTY. SO FOR BACKGROUND, AS YOU MAY BE AWARE, THE TURNPIKE OWNS AND OPERATES TWO FACILITIES IN BROWARD COUNTY. WE HAVE THE TURNPIKE MAINLINE STATE ROUTE 91, STARTING AT GOLDEN GLADES AND MOVING NORTH. AND THEN WE HAVE STATE ROAD EIGHT TWENTY ONE, THE OTHER PART OF THE MAIN LINE, WHICH EXTENDS SOUTH INTO MIAMI-DADE. WE ALSO OWN AND OPERATE THE SAWGRASS EXPRESSWAY ON THE WESTERN EDGE OF BROWARD COUNTY. SO FDOT CONDUCTED A REVIEW OF MANAGED LANE STRATEGIES STATEWIDE AND IT INCLUDED ALSO HOW THE TURNPIKE WILL IMPLEMENT MANAGED LANES. AND DURING THE REVIEW WE LOOKED AT SYSTEM NEEDS AND FORECASTED TRAFFIC DEMAND AND WE DETERMINED THAT THE SAWGRASS EXPRESSWAY WIDENING THAT WE ARE CURRENTLY DESIGNING WILL ACTUALLY BE A CONVENTIONAL WIDENING. IT WILL NOT INCLUDE MANAGE LANES. AND AS YOU CAN SEE ON THIS GRAPHIC, ON THE SLIDE, WE'RE SHOWING THE SOUTHEAST FLORIDA MANAGED LANE NETWORK AND FOR THE TURNPIKE FACILITIES ON THE BOTTOM LEFT PART OF YOUR MAP, THAT THAT'S STATE ROAD EIGHT TWENTY ONE. THAT'S THE TURNPIKE GOING DOWN INTO MIAMI-DADE COUNTY. THOSE ARE MANAGED LANES THAT ARE CURRENTLY UNDER CONSTRUCTION. AND THEN THE TURNPIKE MAIN LINE FROM GOLDEN GLADES NORTH UP THROUGH PALM BEACH, WHERE WE ARE STILL CONSIDERING MANAGED LANES. SO MANAGED LANES, WHEN I SAY THAT WORD, I'M KIND OF USING IT AS AN UMBRELLA TERM, YOU KNOW, THAT'S A TYPE OF HIGHWAY LANE THAT USES VARIOUS OPERATIONAL STRATEGIES TO MANAGE TRAFFIC FLOW AND RELIEVE CONGESTION. SO WITH DOT, WE HAVE TWO TYPES OF MANAGED LANES. WE HAVE THE EXPRESS LANES, AS YOU SEE, OPERATING AND UNDER CONSTRUCTION AND DESIGN ON I-95, WHERE THEY USE FOUR OPERATIONAL STRATEGIES TO RELIEVE CONGESTION. THEY USE VEHICLE ELIGIBILITY, SEPARATION, ACCESS CONTROL AND TOLLING. FOR THE TURNPIKE, OUR MANAGE LANES, WE ARE CALLING THEM THROUGH LANES. WE USE THE OPERATIONAL STRATEGIES VERY SIMILAR TO THE I-95 EXPRESS WITH VEHICLE ELIGIBILITY, SEPARATION AND ACCESS CONTROL. [02:05:04] HOWEVER, TURNPIKE THROUGH LANES, THEY WILL ACTUALLY HAVE THE SAME TOLL AS THE OTHER GENERAL TOLL LANES ON THE FACILITY SINCE THE TURNPIKE IS ALREADY AT TOLL FACILITY. SO WHAT THAT WILL LOOK LIKE IS HERE'S A RENDERING ON THE SLIDE. AS YOU SEE, THEY'LL BE SEPARATED FROM THE GENERAL LANES WITH SOLID WHITE LINES. THERE WILL BE LIMITED POINTS OF ENTRY AND EXIT TO SERVE THE LONGER TRIP. WE WILL REQUIRE SUN PASS ONLY OR AN INTEROPERABLE TRANSPONDER TO USE THE LANES. NO LARGE TRUCKS OR TRUCKS TOWING TRAILERS. HOWEVER, WE WILL USE BUSSES. WE WILL ALLOW BUSSES. AND AS PETER MENTIONED EARLIER, THAT IN THE MEETING, YOU KNOW, AT THE BEGINNING OF THE CONVEYOR BELT, WE HAVE THE MTP. AND SO THIS IS ACTUALLY A PERFECT EXAMPLE OF A FUTURE MTP AMENDMENT, BECAUSE WE'VE CHANGED THE SCOPE OF OUR MANAGED LANES FROM EXPRESSED TO THROUGH. WE WILL BE COORDINATING WITH THE STAFF TO MAKE AN AMENDMENT IN THE NEXT COUPLE OF MONTHS. NOW, TO KICK OFF JUST OUR QUICK UPDATE ON OUR MAJOR PROJECTS, SO AS YOU CAN SEE IN THIS MAP, WE HAVE A LOT GOING ON IN BROWARD COUNTY. I THINK ALMOST EVERY INCH OF THE TURNPIKE IS BEING EITHER CONSTRUCTED OR STUDIED OR DESIGNED. SO WE HAVE NINE CAPACITY PROJECTS. FOUR OF THOSE ARE PD&E STUDIES, ACTUALLY, TWO OF THE PD&E STUDIES ARE TURNPIKE AND TWO OF THE PD&E STUDIES ARE DISTRICT FOUR. AND WE HAVE FOUR DESIGN PROJECTS AND ONE CONSTRUCTION PROJECT. SO AS YOU'LL SEE ON THE SLIDES, THE COLORED BOX IN THE LEFT CORNER CORRESPONDS WITH THE COLOR ON THE MAP. SO PROJECT ONE IS ACTUALLY A WIDENING ON THE SAWGRASS EXPRESSWAY FROM NORTHWEST 8TH STREET TO SOUTH OF ATLANTIC BOULEVARD. AND IT ALSO INCLUDES A NEW INTERCHANGE AT NORTHWEST 8TH STREET AND [INAUDIBLE] DRIVE INTERCHANGE IS ALSO INCLUDED WITHIN THESE LIMITS. AND WE'RE COORDINATING VERY CLOSELY WITH BROWARD COUNTY STAFF ON AN AGREEMENT TO DELIVER THE INTERCHANGE. SO PROJECT TWO IS ACTUALLY SPLIT INTO TWO PROJECTS ON THIS MAP OR ON THIS PRESENTATION. PROJECT TWO A IS ACTUALLY IMPROVEMENTS TO THE ATLANTIC BOULEVARD INTERCHANGE. AND IN ADDITION TO MAKING IMPROVEMENTS TO THE INTERCHANGE, WE'RE ALSO ADDRESSING DRAINAGE ISSUES THAT WE'VE BEEN HAVING AT THIS LOCATION. THIS PROJECT IS CURRENTLY IN DESIGN AND FUNDED FOR CONSTRUCTION. PROJECT TWO B IS THE WIDENING THAT CORRESPONDS WITH THAT INTERCHANGE IMPROVEMENT. WE'RE WIDENING SAWGRASS EXPRESSWAY TO 10 LANES FROM ATLANTIC BOULEVARD TO SOUTH OF STATE ROUTE SEVEN. AND AGAIN, THIS IS A CONVENTIONAL WIDENING. AND ONE THING I ALSO WANT TO POINT OUT IS THAT AS WE'RE DEVELOPING OUR TENTATIVE WORK PROGRAM, WE MAY BE TAKING SOME OF THESE PROJECTS AND SPLITTING THEM UP INTO A COUPLE MORE PROJECTS JUST TO MAKE THEM A LITTLE BIT EASIER TO DELIVER. SO WE'LL BE COMING BACK TO YOU PROBABLY WHEN WE'RE COMMUNICATING THE TENTATIVE WORK PROGRAM AND YOU MIGHT SEE SOME, YOU KNOW, EXTRA FPID NUMBERS OR DASH THREES OR FOURS WITH THESE PROJECTS. I DID CLICK IT'S BEING SLOW. OK, PROJECT THREE IS A PD&E. THIS IS TO STUDY THE WIDENING OF THE SAWGRASS FROM STATE ROUTE SEVEN TO POWER LINE ROAD. THIS IS TO WIDEN TO 10 LANES. AND CURRENTLY WE ARE REVISING THE CONCEPT AND WE'RE IN CLOSE COORDINATION WITH DISTRICT FOUR, BECAUSE AS YOU CAN SEE ON THE MAP, THEY ALSO HAVE PROJECTS FOUR OR FIVE, WHICH I'M ABOUT TO HIGHLIGHT. SO, YOU KNOW, OUR GOAL IS TO ALIGN OUR CONCEPT WITH THE SOUTHWEST 10TH STREET CONNECTOR PROJECT. AND PROJECT FOUR, AS YOU SEE HERE ON THE SLIDE. THIS IS THE SOUTHWEST 10TH STREET CONNECTOR PROJECT, WHICH IS A PD&E CONDUCTED CURRENTLY BY DISTRICT FOUR. AND WE'RE JUST POINTING IT OUT BECAUSE JUST TO SHOW YOU THAT WE'RE TAKING INTO CONSIDERATION ALL THE MAJOR PROJECTS AS WE WORK THROUGH OUR PD&E AND OUR DESIGN AND THAT WE'RE IN COORDINATION WITH THE DISTRICT. PROJECT FIVE IS ALSO A DISTRICT FOUR PROJECT. THE PROJECT DEVELOPMENT ENVIRONMENT STUDY, AND THAT'S FOR THE I-95 WIDENING AND INTERCHANGE IMPROVEMENTS FROM SOUTHWEST 10TH STREET TO HILLSBOROUGH BOULEVARD. [02:10:01] PROJECT SIX IS AT THE VERY BOTTOM OF THE MAP. THIS IS ACTUALLY OUR SOLE CONSTRUCTION PROJECT FOR THIS UPDATE. THIS IS THE TURNPIKE MAINLINE STATE ROUTE EIGHT 21, AND WE'RE WIDENING IT FROM FOUR TO EIGHT LANES. IT'S UNDER CONSTRUCTION. OUR GOAL IS TO HAVE IT OPEN TO TRAFFIC IN 2022. AND THIS IS A THROUGH LANE PROJECT. PROJECT SEVEN IS A UNIQUE ONE IN THAT THIS PROJECT IS ACTUALLY OUR NUMBER ONE PRIORITY FOR THE ENTIRE TURNPIKES SYSTEM. WE NEED TO PROVIDE ADDITIONAL TRAFFIC RELIEF AS SOON AS PRACTICAL. AND WE HAVE PLANS FOR A FUTURE PD&E STUDY FOR THE ULTIMATE 10 LANE SECTION. HOWEVER, WE CURRENTLY HAVE A DESIGN PROJECT. IT'S FOR TRANSPORTATION SYSTEMS MANAGEMENT AND OPERATION SHOULDER CONVERSION TO ADD TWO LANES. SO WE'RE WIDENING THE ROAD, BUT IT'S MORE OF A SHOULDER CONVERSION SO THAT WE CAN PROVIDE TRAFFIC RELIEF, YOU KNOW, QUICKER THAN WAITING FOR THE PD&E. AND PROJECT EIGHT IS THE PD&E STUDY THAT WE HAVE, IT'S THE PROBABLY OUR LONGEST PROJECT ON THIS MAP. THIS IS FROM SOUTH OF 595 TO [INAUDIBLE] ROAD. AND THIS IS THE PD&E STUDY THAT WE HAVE TO STUDY WIDENING TO 10 LANES. WE ARE ALSO LOOKING AT TWO NEW INTERCHANGES AT OAKLAND PARK BOULEVARD AND CYPRUS CREEK ROAD. AND THOSE-- EITHER ONE OF THOSE COULD RELIEVE CONGESTION AT COMMERCIAL BOULEVARD. AND WE'RE CURRENTLY GOING THROUGH THE CONCEPT DEVELOPMENT PROCESS. AND THE NEXT MILESTONE WILL BE TO CONTINUE TO COORDINATE WITH THE STAKEHOLDERS AND HOLD A PUBLIC MEETING NEXT YEAR. AND OUR LAST PROJECT FOR TODAY IS A SMALLER PROJECT THAN PROJECT EIGHT. THIS IS ACTUALLY ANOTHER TSM&O SHOULDER CONVERSION THAT WE HAVE TO ADD TWO LANES, ONE NORTH, ONE SOUTH, AND THIS IS FROM NORTH OF SAWGRASS EXPRESSWAY TO PALM BEACH COUNTY. AND WE ARE CURRENTLY IN DESIGN. AGAIN, THIS JUST SIMILAR TO PROJECT NUMBER SEVEN. WE HAVE A FUTURE PD&E STUDY AS A GOAL FOR 10 LANES FOR THE ULTIMATE SECTION. AND THIS IS ALSO IN THE WORK PROGRAM. AND WITH THAT, I CAN TAKE ANY QUESTIONS. I ALSO HAVE-- I SEE A TECHNICAL EXPERT, ANDREW VELASQUEZ IS HERE, TOO, IF WE GET INTO TRAFFIC DETAILS. ARE THERE ANY QUESTIONS ABOUT THIS PRESENTATION? NO, I SEE NO QUESTIONS, THANK YOU VERY MUCH, CAROL AND VICTORIA, GREAT PRESENTATION. THANK YOU FOR KEEPING US UP TO DATE ON WHAT'S GOING ON ON THE TURNPIKE. ABSOLUTELY. THANK YOU. OUR NEXT PRESENTATION IS IN REGARDS TO THE PORT EVERGLADES MASTER [5. Report from Partner Agencies - Port Everglades Master/Vision Plan] PLAN VISION PLAN. DR. YACINTHE WILL BE PROVIDING US THAT PRESENTATION. GO AHEAD. NATASHA. ARE YOU READY TO GO? I CANNOT HEAR YOU. HI, MADAM CHAIR. YES, NOW WE CAN HEAR YOU. I HAD IT ON MUTE. THANK YOU, MADAM CHAIR AND MEMBERS OF THE COMMITTEE FOR THE OPPORTUNITY TO SPEAK ON BEHALF OF THE MASTER VISION PLAN. [INAUDIBLE] REBECCA'S ASSISTANCE TO GET THE REPRESENTATION ON THE SCREEN. SO. ARE YOU ABLE TO HEAR ME NOW? MM HMM. OK, GREAT. THANK YOU. FOR TODAY'S AGENDA-- NEXT SLIDE, PLEASE. I'M GOING TO BE SPEAKING REGARDING THE GUIDING PRINCIPLES, SUPPORT OVERVIEW, MASTER PLAN PROJECTS, DISCUSSION OF THE NEXT STEPS AND TIME PERMITTING, A VERY BRIEF VIDEO SHOWING THE PROPOSED ALIGNMENT FOR THE [INAUDIBLE] FIVE FLYOVER AND THE PROPOSED RAIL ALIGNMENT. NEXT SLIDE, PLEASE. AS MANY OF YOU MAY KNOW, WE HAVE TO UPDATE THE MASTER VISION PLAN EVERY SO OFTEN, EVERY TWO TO THREE YEARS, TO BE SPECIFIC. IN TERMS OF BEING ASKED WHY DO WE DO THAT? [02:15:02] WELL, ESPECIALLY WE DO IT FOR TWO REASONS. NUMBER ONE IS THAT WE ARE REQUESTED TO DO SO BY A BOARD OF BROWARD COUNTY COMMISSION. AND SECONDLY IS TO LOOK AT THE MARKET ASSESSMENTS, AS WELL AS MARKET PROJECTIONS, WHICH WE HAVE TO UPDATE ABOUT TWO TO THREE YEARS. SO AS PART OF THE UPDATE, WHICH STARTED ABOUT TWO YEARS AGO, SOME OF THE PRINCIPLES WE LOOKED AT WERE HOW CAN WE INCREASE CAPACITY AT THE PORTS? SO THE PORT IS [INAUDIBLE]. SO WE HAVE TO ADD [INAUDIBLE] WHERE POSSIBLE. SO SOME OF THE WAYS WE'RE LOOKING TO SEE HOW DO WE DO THAT, WE WANT TO ALSO ENHANCE EFFICIENCY BY REDUCING OUR [INAUDIBLE] MOVEMENT TO MINIMIZE TRAFFIC AND KAREN CAN ATTEST TO THAT WE DO HAVE A TRAFFIC ISSUE AT THE PORT, WHICH WE ARE TALKING ABOUT IN A FEW. ALSO, HOW DO WE MAINTAIN FLEXIBILITY? ONE EXAMPLE IS WHAT HAPPENED AS WE ARE DEALING WITH THE COVID-19. SO HOW DO WE PLAN FOR EXPECTED CONDITIONS WITHOUT PRECLUDING UNEXPECTED CONDITIONS? ALSO, HOW DO WE PRESERVE THE ENVIRONMENT AS WELL AS FACILITATE INTEGRATION, INCLUDING OPTIMIZING ON USE TRANSPORTATION NETWORK TO PROVIDE BEST POSSIBLE LEVEL OF SERVICE? NEXT SLIDE, PLEASE. SO JUST A LITTLE BIT ABOUT THE PORT FOR THOSE OF YOU WHO ARE ON THE MEETING TODAY, ABOUT SEVENTY ONE POINT THREE PERCENT OF THE PORT IS WITHIN THE CITY OF HOLLYWOOD. ABOUT THIRTEEN POINT THREE PERCENT WITHIN FORT LAUDERDALE, THIRTEEN POINT FOUR PERCENT WITHIN THE CITY OF DANIA BEACH. THERE'S A LITTLE BIT OF UNINCORPORATED. WE'VE GOT ABOUT A LITTLE UNDER TWO PERCENT OF UNINCORPORATED COUNTY WITHIN THE PORT. THE AREA HERE HIGHLIGHTED IN THE LIGHT BEIGE OF THE AIRPORT. AND THAT'S THAT'S AN ADVANTAGE FOR US BECAUSE WE ACTUALLY ARE LOCATED WITHIN HALF A MILE FROM THE AIRPORT AND-- THE NEXT SLIDE. SO THE FIRST STEP IS A SELF SUPPORTING ENTERPRISE FUND. SO WHAT DOES THAT MEAN? [INAUDIBLE] THAT WE DO NOT RELY ON OR WE DO NOT USE A LOT OF TAXPAYER DOLLARS FOR OUR OPERATIONS. WE ARE GOVERNED BY THE BROWARD COUNTY BOARD OF COUNTY COMMISSIONERS, LOCATED ABOUT 110 MILLION COMBINED SEASONAL PERMANENT CONSUMERS. SO WHAT DOES THAT MEAN? SO EVEN THOUGH WE ARE LOCATED THE SIXTH LARGEST METROPOLITAN AREA, WE ACTUALLY HAVE WITHIN A ONE DAY DRIVE. WHEN I SAY WE, THE TRUCKERS, TO OVER 110 MILLION COMBINED SEASONAL AND PROMINENT CONSUMERS DO HIGH SEASON, WHICH IS USUALLY BETWEEN OCTOBER AND APRIL OF THE FISCAL YEAR. WE HAVE THE SHORTEST, STRAIGHTEST ENTRANCE CHANNEL ON THE SOUTHEAST U.S. ATLANTIC COAST. SO WE THINK SHIP'S FUEL COST AND TIME TO GO IS A KEY POINT AND IMPORTANCE FOR THE SHIPPERS. OVERALL, WE ARE AN ECONOMIC ENGINE. OVER THIRTY TWO DOLLARS BILLION FOR FY NINETY ONE POINT ONE DAY IN THE STATE AND LOCAL TAXES FOR FY 19. ABOUT 13000 DIRECT LOCAL JOBS RECEIVE OVER FIVE HUNDRED TWENTY FOUR MILLION IN DIRECT WAGE AND SALARY INCOME FROM THE PORT AND OVER TWO HUNDRED NINETEEN THOUSAND FOR THE JOBS RELY ON THE PORT, GENERATING OVER NINE POINT ONE DOLLARS BILLION IN WAGES. AND I WAS HAPPY TO SAY THAT WE'RE ONE STEP LIKE PORT EVERGLADES AND LOS ANGELES, AND THAT'S KEY FOR THOSE WHO ARE POOR, THE TRUCKING OR THE SHIPPING INDUSTRY. THAT'S A VERY IMPORTANT THING TO HAVE AT THE PORTS. NEXT SLIDE, PLEASE. SOME OF THE KEY CORRIDORS AT THE PORT, WE DO HAVE, AS YOU CAN SEE, THE ROADWAY CORRIDOR, WHICH IS IN THE DARK BLUE THERE, THEY HAVE WHAT WE CONSIDER TO BE THE RAIL CORRIDOR. OF COURSE, THESE ARE IMAGINARY CORRIDORS, BUT WE CONSIDER THEM TO BE THE PRIMARY CORRIDORS OF THE PORT. AND WE ALSO HAVE THE MARINE CORRIDORS WHICH ARE IN LIKE SKY-BLUE DARKNESS THERE. AGAIN, WE ARE WITHIN THE CONVENTION CENTERS, WITHIN THE PORTS JURISDICTIONAL AREA. AND WE ARE HALF A MILE AWAY FROM THE AIRPORT. NEXT SLIDE. SO THESE ARE FOR OUR PARTNERS THAT ARE JOINING US. OF COURSE, THESE ARE THE EXISTING CONDITION, MANY USERS AT THE PORT. SO THE AREAS HIGHLIGHTED IN ORANGE ARE PRIMARILY CONTAINER AND CARGO ACTIVITIES AT THE PORT. WE DO HAVE SOME ENVIRONMENTAL CONSERVATION AREAS DIRECTLY TO THE MID PORT AREA, AS WELL AS JUST WEST NEAR THE AIRPORT ITSELF. THE AREA SHADED IN DARK BLUE IS MOSTLY CRUDE ACTIVITIES AND WE DO HAVE THE PURPLE, WHICH ARE PETROLEUM, WHICH IS OWNED BY THE PRIVATE SECTOR, THE FLORIDA POWER AND LIGHT STATION IS WITHIN THE PORT, BUT IT IS A PRIVATELY OWNED FACILITY AND WE HAVE, OF COURSE, THE CONVENTION CENTER. SO THESE ARE THE EXISTING CONDITION. BUT OUR INTENT AND I'M HOPING THAT IT DOES EMERGE WITH POSSIBLE TRANSITIONAL SLIDE, IS TO LOOK LIKE THIS IN 20 YEARS. SO, REBECCA, IF YOU COULD JUST HIT THE--. AND GO BACK, PLEASE. SO HERE'S OUR CURRENT EXISTING CONDITIONS AND THIS IS WHAT WE ANTICIPATE TO BE IN TWENTY THIRTY EIGHT. AS YOU CAN SEE, WE WOULD LIKE OUR FOCUS, OUR INTENT IS TO MERGE THE LAND USES SOME MORE [02:20:05] OF THE CARGO AREA OR CONTAINER AREA WITHIN THE OUR SOUTH AREA AND PERMIT PORT, THE AREA SHADED IN LIGHT BLUE AND DARK BLUE, MOSTLY CRUZ AND RO-RO, WHICH IS A ROLL ON ROLL OFF SO THAT TWENTY FIVE ACRES WITHIN THE NEXT 20 YEARS WILL BE MOSTLY FOR THE AUTO TERMINAL. SO WE DO HAVE A VERY GROWING LARGE AND GROWING AUTO TERMINAL ACTIVITY AT THE PORTS. AND OF COURSE OUR CONVENTION CENTER AND WE'RE MEETING WITH THE PRIVATE SECTOR FOR THE PETROLEUM ACTIVITIES. NEXT SLIDE. SO AS PART OF WE ACTUALLY HELD OVER 40 MEETINGS AS PART OF THE THIRD UPDATED MASTER VISION PLAN AND [INAUDIBLE] WE'RE DETERMINED THAT THE PROJECT IS THERE ON A FIVE YEAR PROJECT. INCLUDE THE AREAS THAT ARE MOSTLY IN RED. SO IF YOU HAVE THE RED HIGHLIGHTED, YOU HAVE A FORMER [INAUDIBLE], SO OUR PROPOSAL, THAT'S A P3 PUBLIC PARTNERSHIP WITH THE FLORIDA EAST COAST THAT WE ANTICIPATE TO BE BY 2023, WHICH WOULD PROVIDE US WITH WHAT'S KNOWN AS THE IRRADIATION AREA FOR MOSTLY PLANTS AND FRUITS. AND SO THE PERISHABLES, WE ARE NUMBER ONE. AND SOME OF THE PERISHABLE ACTIVITY. THE PORT ACCESS ROAD IS ALSO PART OF IT, EVEN THOUGH IT'S NOT A PORT PROJECT, IT IS ACTUALLY A COUNTY LED PROJECT. I ANTICIPATE THAT TO BE COMPLETED BY 2024. AND IF RICHARD IS STILL ON THE LINE WITH US, HE COULD PROBABLY SPEAK MORE ON THAT. WE ALSO HAVE THE [INAUDIBLE] FLY OVER, SO WE HELD A MEETING WITH FDOT ON THAT PROJECT AND I'LL GET INTO MORE DETAIL ABOUT THAT ONE ALSO BACK IN JULY. SO FDOT IS HAVING SOME INTERNAL MEETINGS TO DISCUSS THE POTENTIAL FOR THAT PROJECT TO BECOME A LIABILITY, AND WE CAN THEN WORK WITH THE PEOPLE TO GET IT ON OUR TIP AT SOME POINT. OUR MIDDLE WEST IS ALSO ANOTHER PUBLIC PRIVATE PARTNERSHIP PROJECT WITH [INAUDIBLE]. AND, OF COURSE, AS I MENTIONED BEFORE, THE MANEUVERABLE YARD, WHICH IS ANTICIPATED TO BE EXPENDED BY ANOTHER NINE ACRES BY 2023. NEXT SLIDE. FOR THE FIVE TO 10 PROJECTS, WE'VE GOT ABOUT FOUR HUNDRED EIGHTY SEVEN MILLION DOLLARS WORTH OF NEW PROJECTS, AND THAT INCLUDES THE GRIFFIN WOOD EXTENSION AVENUE IMPROVEMENT. SO WHAT WE'RE LOOKING AT IS THE POTENTIAL FOR SECONDARY ACCESS INTO THE PORT. IT IS A VERY, VERY CONCEPTUAL OBJECTIVE RIGHT NOW, BUT BASED ON TRAFFIC STUDIES THAT WERE CONDUCTED AS PART OF THE MASSIVE ACTION PLAN, WE IDENTIFIED THE NEED FOR SECONDARY ACCESS TO THE PORTS BECAUSE WE DO HAVE INCREASED AND TRAFFIC THAT IS PROJECTED. THE APM IS THE RAIL EXTENSION. ONCE AGAIN, THAT IS THE RAIL CONNECTOR FROM THE AIRPORT TO, EXCUSE ME, FROM THE [INAUDIBLE], THE IMC CENTER TO THE CONVENTION CENTER, AND THAT IS ANTICIPATED BY 2028, EVEN THOUGH IT IS WITHIN OUR MASTER DIVISION PLAN, IT IS A COUNTY LED PROJECT ONCE AGAIN . THE REMAINDER ON THE-- THAT'S FINE. YOU CAN GO BACK TO 2020. THE REMAINING PROJECTS. THESE ARE OUR VISION. WHAT WE CONSIDER TO BE OUR VISION PROJECTS ARE THE COMMERCIAL CONSOLIDATION. SO OUR CURRENT BUILDING RIGHT NOW, WE ANTICIPATE, WHICH IS GOING TO BE WHERE YOU HAVE THE SPACE 90 TO. THAT'S WHAT WE CURRENTLY ARE LOCATED. SO THE INTENT THAT WAS THAT WITHIN THE 20 YEARS WE WILL DEMOLISH THIS BUILDING, WE'RE GOING TO EXPAND IT FOR CARGO AREA AND WE'RE GOING TO GO RIGHT ACROSS, WHICH IS ON MACINTOSH ROAD IN THE RED THAT IS THE CURRENT ALAMO BUILDING. WE HOPE TO BE ABLE TO PURCHASE IT AND REBUILD THERE [INAUDIBLE] COMMERCIAL CONSOLIDATION ALONG WITH OTHER OFFICES. THE RO-RO AGAIN, IS THE ROLL ON ROLL OFF FOR THE AUTO TERMINAL, ANTICIPATING EXPANDING FROM THE NINE ACRES TO TWENTY THREE ACRES BY 2033. AND THE REMAINDERS ARE AT PROJECTS THAT WE'RE PROPOSING. NEXT SLIDE, PLEASE. SO I [INAUDIBLE] FLY OVER, SO ESSENTIALLY WHAT THE PROJECT IS WILL GET A LOT OF QUESTIONS ON THIS PROJECT. WE'RE CONDUCTING A SEPARATE TRAFFIC STUDY THAT'S PART OF THE MASTER PLAN, WHICH SHOWS THAT WHEN COMBINED WITH ADDITIONAL FUTURE SUPPORT TRANSPORTATION PROJECTS, THE [INAUDIBLE] FLY OVER GREATLY IMPROVED TRUCK RELATED CONGESTION AT THE INTERSECTION OF [INAUDIBLE] AND MACINTOSH. WE HAVE A CONGESTION ISSUE AT THE PORT. WE ARE NOT DOUBTING IT. WE DO. AND WE ARE TRYING TO FIND WAYS TO MITIGATE THAT. OUR TRAFFIC MOSTLY CONSISTS OF TRUCKS MOVING CONTAINERS INTO AND OUT OF THE PORTS, CONTAINER TERMINALS AND OR THE ICTF, WHICH IS THE INTERMODAL CONTAINER TRANSFER FACILITY. SO THE FLYOVER IS ONE WAY TO MITIGATE THAT, ALONG WITH ADDITIONAL PROJECTS SUCH AS A SECONDARY ACCESS TO THE PORT VIA NE 7TH AVENUE. SO THIS IS GOING TO BE A MULTILANED BIDIRECTIONAL GREAT SEPARATION THAT LINKS MACKINTOSH ROAD [INAUDIBLE]. AND THESE AGAIN ARE CONCEPTUAL IN NATURE. BUT SOME OF THE PROPOSALS IN TERMS OF THE OFFRAMP, THE 250 FOOT RADIUS AS WELL AS EMERGENTLY. SO THE VIDEO, IF WE HAVE SOME TIME, WILL SHOW YOU SOME OF THE PROPOSED ALIGNMENT FOR THIS PARTICULAR PROJECT. [02:25:02] SO THAT PROJECT IS [INAUDIBLE] SIX MILLION DOLLARS OF WHICH THE PORT SHARE IS GOING TO BE SEVEN MILLION. WE HOPE TO PARTNER WITH [INAUDIBLE] FOR THE ADDITIONAL FUNDING AS WELL AS FOR ADDITIONAL ANALYSIS THAT'S GOING TO BE REQUIRED FOR THIS PROJECT. NEXT SLIDE. THE EFFORT TO SUPPORT THE CONNECTOR, YOU PROBABLY BEST KNOWN AS SUPPORT OR THE PEOPLE MOVER PROJECT, SO THIS ONE IS A PROPOSED [INAUDIBLE] EFFICIENT MODE THAT WILL CONNECT THE AIRPORT WITH PORT EVERGLADES. SO THE AIRPORT HAS THEIR INTERNAL CIRCULATOR THAT'S BEING PROPOSED AT THIS TIME. SO THIS EXTENDS IT. AND WE ALSO HAVE BEEN WORKING WITH INTERNAL STAKEHOLDERS AS WELL AS FDOT IN TERMS OF REVIEWING WHAT THE PROPOSED TECHNOLOGY COULD BE. IT MAY BE LIGHT RAIL, IT MAY BE APM. BUT THAT HAS YET TO BE FINALIZED, AS WELL AS THE PROPOSED ALIGNMENTS TO BE RECOMMENDED. SO THERE ARE A COUPLE OF STUDIES GOING ON RIGHT NOW WITH OUR RAIL SECTION. WE HAVE THE PREFUNDING STUDY AS WELL AS THE SYSTEM STUDY BEING CONDUCTED. AND WHAT WE ARE HOPING IS THAT WITHIN THE NEXT 18 MONTHS, WE'LL BE ABLE TO PROVIDE A FINAL RECOMMENDATION TO OUR COUNTY ADMINISTRATOR AS WELL AS OUR BOARD IN TERMS OF THE TECHNOLOGY AND FINALIZE THE ALIGNMENT. NEXT SLIDE, PLEASE. THE PORT ACCESS ROAD, ALSO KNOWN AS THE BYPASS ROAD, 35 MILLION DOLLAR PROJECT, AGAIN, ANTICIPATION BY THE END OF TWENTY TWENTY FOUR POINT FORTY THREE EXCUSE ME, ONLY 24. AND ESPECIALLY WHAT THAT IS, IS THAT TO REDUCE TRAFFIC VOLUMES ON US ONE BETWEEN [INAUDIBLE] FOUR AND 17 STREETS. SO WE'RE HOPING THAT THE VOLUME WILL PROVIDE CONGESTION RELIEF THAT WE ARE SEEING AND BEEN SAYING FOR YEARS AMONG US TO, IN FACT, THE 17TH STREET, AS WELL AS [INAUDIBLE]. WE ALSO HOPE THAT THIS ROAD WILL PROVIDE AN ALTERNATE ROUTE FOR TRAFFIC COMING FROM THE AIRPORT TO GET TO THE CONVENTION CENTER AND OR THE BEACH. OK, SO THE POINT IS NOT JUST ABOUT CAPITAL IMPROVEMENT PROJECTS, BUT WE ALSO ARE ENVIRONMENTALLY CONSCIOUS, AS I LIKE TO SAY, AND ALSO WE HAVE A LOT OF PROGRAMS AND PROJECTS IN TERMS OF THE ENVIRONMENT I SUPPORT. SO ONE OF THEM BEING THE WEST LAKE NATURAL AREA RESTORATION, AND ESSENTIALLY THAT IS AT THE BROWARD COUNTY PARK. IT'S PART OF OUR NAVIGATION IMPROVEMENT PROJECT, ALSO KNOWN AS THE [INAUDIBLE]. AND THAT'S A JOINT PROJECT WITH THE FORT LAUDERDALE INTERNATIONAL AIRPORT OF 168 ACRES OF FLUSHING, MANGROVE AND SEAGRASS. WE ALSO PURCHASED WETLAND PARCELS FOR CONSERVATION AS PART OF THAT RESTORATION. THERE'S ALSO THE MANATEE AGGREGATION AREA. AS YOU PROBABLY KNOW, BACK IN 2010, 465 MANATEES WERE SPOTTED AT THE PORT. SO THERE IS A YEAR-ROUND PRESENCE FOR MANATEES AT THE PORT. WE DO HAVE A MANATEE PROTECTION PLAN AS PART OF OUR [INAUDIBLE] REQUIREMENT. WE ALSO INSTALLED A THREE FOOT MANATEE FENDERS ON OUR BLOCKHEADED. TWENTY SIX THOUSAND A BULKHEAD EXCLUSION DEVICES AS PART OF OUR ENVIRONMENTAL INITIATIVES AND ENHANCED NURSERY AREAS AT THE PORT. NEXT SLIDE. THE MIDLAND UPLAND ENHANCEMENT PROJECT. THIS IS A SELF-PORTRAIT EXTENSION THAT HAD TO HAPPEN IN ORDER FOR US TO MAKE OUR LARGEST PROJECT SUPPORT OUR 90 YEAR HISTORY. SO ESSENTIALLY WHAT WE DID WAS WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, ANOTHER FORUM TO RELEASE THE EIGHT POINT SEVEN ACRES OF CONSERVATION EASEMENT AREA. WE IN TURN, CREATED SIXTEEN POINT FIVE ACRES OF WETLAND ENHANCEMENT AREAS. WE PLANTED OVER 70000 MANGROVES AND WHAT'S KNOWN AS A PROCESS CALLED THE TRENDING TOWARDS SUCCESS. SO THE [INAUDIBLE] MARITIME AND TRADE MAGAZINE ACTUALLY GAVE US THE DREDGING AND PORT CONSTRUCTION INNOVATION AWARD FOR THAT PROJECT AS WELL AS WE WILL SEE THE BARGE GO GREEN FOR SUSTAINABILITY AS PART OF THIS PROJECT. SO THAT PROJECT IS ANTICIPATED TO BE MANAGED BY A THIRD PARTY. [INAUDIBLE] HAS YET TO BE DETERMINED, BUT THAT PROJECT WAS COMPLETED BACK IN 2016. NEXT SLIDE, PLEASE. WE ALSO RECEIVED, WE ACTUALLY VOLUNTEER, I SHOULD SAY, FOR GREEN MARINE CERTIFICATION. SO ESSENTIALLY IT'S AN ENVIRONMENTAL PROGRAM WHICH MAKES IT POSSIBLE FOR PORTS AND TERMINAL OPERATORS TO VOLUNTARILY REDUCE THEIR ENVIRONMENTAL FOOTPRINT. SO WE DID THAT. WE ALSO WE JOINED BACK IN 2013, AND THEY ARE HAPPY TO REPORT THAT WE, BASED ON THE 2019 SCORE, WE RECEIVED FIVE OUT OF FIVE IN TERMS OF PREVENTION, ENVIRONMENTAL LEADERSHIP, COMMUNITY IMPACTS, GREENHOUSE GASES AND AIR POLLUTANTS. [02:30:03] AND IN 2020, THE PORT WE SEE WAS THE RECIPIENT OF ENVIRONMENTAL EXCELLENCE AWARD BY THE ASSOCIATION OF ENVIRONMENTAL PROFESSIONALS. NEXT SLIDE. SO WHAT ARE OUR NEXT STEPS? WELL, AFTER I ADDRESSED ALL YOUR QUESTIONS, IF YOU HAVE ANY TODAY, I'LL BE PRESENTING THE PLAN TO THE MPO BOARD IN OCTOBER. WE ARE WORKING WITH [INAUDIBLE] GROUP TO INTEGRATE THE MASTER VISION PLAN INTO THE FOURTH COMPONENT OF BROWARD COUNTY COMPREHENSIVE PLAN NOW KNOWN AS THE BROWARD MAP. AND WE CONTINUE TO ENGAGE AND INVOLVE VARIOUS STAKEHOLDERS ABOUT WHATEVER PROJECTS AND MISSION PRESENT AS NEEDED TO ALL OF OUR STAKEHOLDERS WHENEVER WE ARE CALLED UPON TO PRESENT ON OUR MASTER PLAN, WHICH WAS ADOPTED BY THE BOARD IN JUNE OF THIS YEAR. SO WITH THAT IS MY CONTACT INFORMATION, HAVE ANY ADDITIONAL QUESTIONS. AND IF WE'RE STILL ABLE TO REBECCA JUST THE SHORT VIDEO. ABOUT THE FLYOVER AND THE ALIGNMENT. LET'S SEE, DO WE HAVE ANY QUESTIONS FIRST FOR NATASHA? OH, SURE, [INAUDIBLE]. I JUST WANT NO PROBLEM. I DON'T SEE ANY QUESTIONS? CAN YOU JUST THE DATE WHEN YOU'RE GOING TO HAVE THOSE STUDIES DONE? CAN YOU STATE THAT AGAIN? OH, WITHIN 12 TO 18 MONTHS. SO WE HAVE THE PREPLANNING IS ALREADY UNDERGOING. SO THAT SHOULD BE WRAPPED UP WITHIN THE NEXT MONTH OR TWO. AND THEN WE ALSO HAVE THE PROGRAMING STUDY, WHICH WITHIN THE NEXT 18 MONTHS OR SO COME THE END OF 2021. ARE YOU INVOLVING AGENCY PARTNERS OR IS IT JUST GOING TO BE A PORT DECISION ON WHAT GETS PUT THERE? THAT PARTICULAR STUDY IS ACTUALLY BEING HANDLED BY [INAUDIBLE] ATTORNEYS GROUP . HE IS IN CHARGE OF THE RAIL SECTION. SO I DON'T KNOW RICHARD IS STILL HERE. I DON'T KNOW IF YOU STILL WANT A-- OK, THE ANSWER YOUR QUESTION, I THINK I BELIEVE THAT'S GOING TO BE SOME EXTERNAL PRESENTATIONS TO ITS AGENCIES ALSO, BUT IT'S NOT [INAUDIBLE] YOU KNOW, I'M ALWAYS AVAILABLE IF YOU HAVE ANY QUESTIONS AND I CAN BE MORE THAN HAPPY TO SHARE INFORMATION WITH YOU. YEAH. YEAH. SORRY I WAS ON MUTE, I WAS TALKING BUT OK. BUT YEAH. SO WE HAD THE STUDY WHICH IS LED MORE OR LESS BY THE TRANSPORTATION DEPARTMENT WITH DEREK CHEN AND WE'RE HELPING OUT ON THAT. AND THEY AS FAR AS THE RAIL AND WE WORKING WITH DOT AND ANYTHING ASSOCIATED WITH THE RAIL, WE'VE BEEN TRYING TO COME UP TO SOME KIND OF CONSENSUS WITH THE STAKEHOLDERS OF WHAT THEY WANT AND THINGS THAT WE THINK WE NEED TO INCLUDE AS PART OF MOVING FORWARD. SO THAT IS STILL IN THE WORKS. AND I THINK THE CITY OF FORT LAUDERDALE AND OTHERS ARE, YOU KNOW, WHOEVER THIS AFFECTS WOULD BE ENGAGED AND SPOKEN TO AS FAR AS, YOU KNOW, LIKE WHAT'S THEIR INPUT AND WHAT THEY'D LIKE TO SEE OR WHAT PROBLEMS THEY HAVE. AND I KNOW THERE'S BEEN DISCUSSIONS ABOUT IT POTENTIALLY GOING FURTHER THAN THE CONVENTION CENTER. SO I THINK THAT WOULD BE WHERE IT WOULD INTEREST MOST. CORRECT. RIGHT. TO 17TH STREET. AND I THINK THAT'S-- THERE THERE IS TALKS ABOUT THAT. I THINK THERE'S GOING TO BE A STATION RIGHT THERE AT THE CONVENTION CENTER, OF COURSE, WITH THE HOTEL. BUT YEAH, IS THERE THEY'RE LOOKING AT IT RIGHT NOW. REYNOLDS SMITH AND HILL IS ACTUALLY DOING THE OUTREACH. AND THEY SHOULD BE SPEAKING TO YOUR CITY FOLKS, TOO, ABOUT THAT. OK, GREAT. THANK YOU, RICHARD. YOU'RE WELCOME. THANK YOU, NATASHA. SO IF YOU WANT TO RUN THE QUICK VIDEO, I KNOW WE'RE RUNNING LATE. I APPRECIATE EVERYBODY'S PATIENCE. YEAH, JUST THE GENERAL IDEA. SO PUNISHMENT FOR HAVING SUMMER OFF. WE HAVE A BUSY AGENDA WHEN WE COME BACK. YES, IT IS. I THINK IT'S EXACTLY ONE MINUTE AND 20 SECONDS. JUST SHOWING THE ALIGNMENT, THE PROPOSED ALIGNMENT WITH THE FLYOVER. YOU'RE GOING TO SEE THE COMPLETION OF THE INTER-MODAL LOGISTICAL CENTER, AS WELL AS DIFFICULTIES OF ALIGNMENT FOR THE FOR THE [INAUDIBLE]. SO. WHATEVER YOU'RE READY, REBECCA. [VIDEO] [02:35:48] OK, SHORT AND SWEET, MADAM CHAIR. THANK YOU VERY MUCH. MY PLEASURE. SO NEXT, JUST SOME MORE HOUSEKEEPING IN YOUR AGENDA. THE COMMITTEE REPORTS PARTICIPATION RECORD. I WANTED TO MAKE SURE TO REMIND EVERYBODY, [INAUDIBLE] APPLICATIONS ARE COMING VERY [3. Complete Streets and Localized Initiatives Program (CSLIP) applications now being accepted. The due date for completed applications is November 18, 2020 at 5:00 p.m.] QUICKLY, ESPECIALLY IF YOU HAVE PROJECTS THAT YOU HAVE PARTNERS IN THE COUNTY OR DOT GETTING YOUR COMMISSION ITEMS. IT IS NOVEMBER 18TH, WHICH NOW WE DON'T HAVE A MEETING ON. SO YOU HAVE ALL DAY TO FINISH UP YOUR APPLICATIONS LAST MINUTE AND THEN IF ANYBODY HAS [1. Member Comments] ANY MEMBER COMMENTS. BEFORE WE GO. MADAM CHAIR, THIS IS JOHN [INAUDIBLE] WITH FDOT. I JUST WANTED TO SPEAK UP BRIEFLY, IF YOU DON'T MIND, TO LET YOU KNOW I GOT CLARIFICATION FROM OUR WORK PROGRAM OFFICE WITH REGARD TO THE MAJOR CHANGES REPORT. AND IT LOOKS LIKE WE NO LONGER PROVIDE THOSE. THAT'S THE WORD THAT I'M GETTING BACK. SO I'M SORRY TO BE THE BEARER OF BAD NEWS, BUT THAT'S THE INFORMATION THAT I HAVE AT HAND. THAT'S REALLY TOO BAD, BECAUSE NOW MAKING CITIES GO THROUGH THIS GIANT DOCUMENT AND COMPARED TO LAST YEAR TO COMPARE WHAT THE CHANGES ARE MAKES IT VERY DIFFICULT WHERE DOT ALWAYS USED TO PROVIDE THOSE MAJOR CHANGES. YES, I UNDERSTAND. AND I'LL BRING THE COMMENT BACK. THANK YOU FOR FINDING THAT OUT. YOU'VE GOT IT. THAT'S JUST KILLING US TODAY. MAKE IT HARDER. ANY OTHER COMMENTS? NO. OK, HEARING NONE. MAKING A MOTION TO ADJOURN. THANK YOU, EVERYBODY. SEE YOU NEXT MORNING. THANK YOU, MADAM CHAIR. BE SAFE, EVERYONE. YES, BE SAFE. THANK YOU, GUYS. THANK YOU. * This transcript was compiled from uncorrected Closed Captioning.
