FOR THOSE FOLKS WHO ARE ONLINE, YOU DO NOT NEED TO DO ANYTHING.
WE'RE TAKING NOTE THAT YOU'RE HERE AND YOU'LL BE MARKED ON THE ATTENDANCE FOR THE MEETING.
[3. Approval of Minutes - March 23, 2022]

NEXT ITEM IS APPROVAL OF THE AGENDA.
[4. Approval of Agenda]
IF I CAN HAVE A MOTION AND A SECOND FOR APPROVING THE AGENDA.MOTION MADE BY MYRIAM AND SECONDED BY LUIS.
ANY COMMENTS? NO. WE'LL TAKE A VOTE.
HAVE WE RECEIVED ANY PUBLIC COMMENTS ON ANYTHING PRIOR TO THE MEETING? NO. CHAIR WARFEL. WE DID NOT.
OKAY, GREAT. IS THERE ANYONE IN ATTENDANCE WOULD LIKE TO SPEAK TO ANYTHING ON OTHER THAN WHAT'S ON THE AGENDA? NO SEEING NONE.
[6. MPO Surtax Services Updates: www.my-mcps.org]
WE'LL MOVE ON TO THE NEXT ITEM, WHICH IS OUR FIRST PRESENTATION ABOUT MPO SURTAX SERVICES, AND KAT WILL GIVE US THAT PRESENTATION.MY NAME IS KATRINA REGNIER, BUT YOU CAN CALL ME KAT.
THE APPLICATION AND READINESS REVIEWS LEAD FOR TRANSPORTATION SURTAX NEW MUNICIPAL CAPITAL PROJECTS.
TODAY, I'M GOING TO DISCUSS THE OUTCOMES OF THE 2022 APPLICATION PERIOD.
ENGAGEMENT AND OUTREACH BEGAN LAST YEAR IN DECEMBER 2021 AND JANUARY 2022.
EVER SINCE THEN, WE'VE BEEN DOING ONE ON ONE MEETINGS AND 90% OF THE MUNICIPALITIES HAVE ATTENDED THESE MEETINGS AND WE DISCUSSED PROJECT IDEAS, EXPECTATIONS FOR THE APPLICATION PERIOD AS WELL AS CYCLE ONE AND LESSONS LEARNED.
SO THIS YEAR'S APPLICATION PERIOD WAS MARCH 11TH TO APRIL 8TH.
THIS PERIOD WE RECEIVED 100 APPLICATIONS FROM 20 DIFFERENT CITIES.
THEREFORE, THAT RESULTED IN A 67% INCREASE IN PARTICIPATION AND 138% INCREASE IN ELIGIBLE PROJECTS IN COMPARISON TO LAST YEAR.
THERE WERE VERY FEW PROJECTS REQUESTING CONSTRUCTION PHASE ONLY, ABOUT A QUARTER OF THE PROJECTS LIKE 24 REQUESTING PLANNING, DESIGN AND CONSTRUCTION. SINCE THERE WERE ONLY A COUPLE OF DESIGN BUILD PROJECTS, WE'RE GOING TO FOCUS THE NEXT YEAR ON EDUCATING MUNICIPALITIES ON THE
[00:05:02]
BENEFITS OF DESIGN BUILD TO GET TO CONSTRUCTION AS SOON AS POSSIBLE.WHILE SUBMISSIONS HAVE INCREASED, THERE'S STILL ROOM FOR IMPROVEMENT.
90% OF THE APPLICATIONS HAD RIGHT OF WAY.
HOWEVER, ABOUT A LITTLE BIT MORE THAN HALF SUBMITTED THE RESOLUTION SUPPORTS FOR THEIR PROJECTS.
SO THAT'S STILL TO BE SUBMITTED.
CITIES HAD UNTIL MAY 15TH TO SUBMIT THEM, SO THERE'S STILL TIME.
THE COST ESTIMATES HAD TO BE REVIEWED BY A THIRD PARTY.
MOST OF THEM WERE AT LEAST PRELIMINARY DESIGN.
HOWEVER, NONE OF THEM WERE AT 100% DESIGN, SIGN AND SEALED, AND THERE WAS ABOUT A THIRD OF THEM AT CONCEPTUAL DESIGN . FOR THE NEXT STEPS FOR THE PROGRAM IS TO RECOMMENDED PROJECTS.
SO ONCE THAT'S WRAPPED UP, YOU KNOW, WE WILL RANK THE PROJECTS AND SUBMIT THE LIST TO THE ADMINISTRATOR FOR FUNDING RECOMMENDATIONS. DO WE HAVE ANY QUESTIONS? THANK YOU. ANY QUESTIONS, IS THERE ANY QUESTIONS FROM ONLINE, KARL? NO CHAIR, NOTHING ONLINE.
THAT WAS A GREAT UPDATE. THANK YOU, EVERYONE.
[1. MOTION TO RECOMMEND BROWARD MPO APPROVE the MPO's Fiscal Year (FY) 2022/23 - FY 2023/24 Unified Planning Work Program (UPWP)/Budget for Submittal to Funding Agencies for Approval]
NEXT, WE'LL MOVE ON TO OUR ACTION ITEM FOR THE DAY, WHICH IS A MOTION TO RECOMMEND THE MPO APPROVE THE 2022 TO 2023 UPWP. OK YES SO, CHAIR WARFEL TECH MEMBERS, GOOD TO SEE YOU.GOOD AFTERNOON [INAUDIBLE] MPO STAFF.
I'M HERE TODAY TO TALK TO YOU ABOUT THE FINAL DRAFT UNIFIED PLANNING WORK PROGRAM OR UPWP OR JUST BUDGET IF YOU'RE A NORMAL PERSON . YOU MIGHT REMEMBER WE HAD A PRESENTATION ON THIS BACK IN FEBRUARY FROM OUR DIRECTOR OF TRANSPORTATION, BRYAN CALETKA.
AND SO THIS IS REALLY JUST A FOLLOW UP TO THAT.
IT'S GOING TO BE A BRIEF FOLLOW UP.
I HAVE A TOTAL OF ONE SLIDE IF THIS DECIDES TO WORK FOR YOU AND IT BECAUSE NOT A WHOLE LOT HAS CHANGED SINCE THE LAST TIME YOU SAW IT. SO AS THE SLIDE INDICATES, WE DID UPLOAD A DRAFT, A FINAL DRAFT ON OUR WEB PAGE, APRIL 18TH.
AND IN THAT DRAFT, THERE'S A COUPLE OF THINGS THAT HAVE CHANGED.
SO ONE OF THEM IS THE ADDITION OF NON MPO PLANNING PROJECTS.
SO THE IDEA OF WHAT THE UPWP IS, IT'S MEANT TO BE A COMPREHENSIVE PLANNING DOCUMENT.
WE'RE SUPPOSED TO INCLUDE ALL OF THE PLANNING ACTIVITIES IN THIS AREA.
SO NOT JUST MPO PROJECTS BUT ALSO THOSE OF OUR PARTNERS.
AND SO WE ALWAYS ASK FOR THIS.
YOU MIGHT HAVE SEEN THE EMAIL FROM US AND BUT TYPICALLY WE DON'T USUALLY GET MANY RESPONSES.
AND I THINK THAT'S, YOU KNOW, THERE'S NOT A WHOLE LOT OF INCENTIVE TO INCLUDE THESE PROJECTS.
YOU'RE NOT NECESSARILY GOING TO GET SOMETHING.
I THINK IF THERE'S AN ADVANTAGE MAYBE TO BE GLEANED, IT'S IF YOU PLAN TO GO AFTER FEDERAL FUNDING AT SOME POINT, IT CAN BE AN ADVANTAGE TO HAVE IT IN A FEDERAL PLANNING DOCUMENT, WHICH THE UPWP IS.
SO USUALLY WE JUST GET SUBMISSIONS FROM OUR BIGGER AGENCIES IN THE AREA.
SO WE HAVE FDOT, SFRTA AND BCT, THANKS TO NICK, THEY CONTRIBUTED PROJECTS AND WE'VE PUT THOSE CENTS IN THE UPWP UNDER APPENDIX E, SO YOU'LL SEE THAT THERE.
AND SO WE HAD CERTAIN CONSULTANT ACTIVITIES OUTLINED AND THE AMOUNTS BUDGETED THERE.
SO THAT'S ONE OF THE THINGS YOU'RE GOING TO NOTICE.
HOWEVER, WE'VE LEFT THE ACTIVITIES THEMSELVES.
SO YOU SEE WHAT WE ARE GOING TO TO BE PUTTING THE MONEY TOWARDS AS SOON AS WE GET IT IN.
AND THAT'S GOING TO BE ONE OF THOSE SITUATIONS WHERE IT'S GOING TO BE A ALMOST A DAY ONE AMENDMENT.
IF WE CAN MANAGE IT, IT'S GOING TO BE AS SOON AS WE CAN RIGHT AFTER ADOPTION.
I THINK THE GOOD NEWS WITH THIS IS IT'S REALLY JUST AFFECTING THE CONSULTANT BUDGETS.
THESE EFFORTS CAN STILL MOVE FORWARD WITH IN-HOUSE STAFF.
BUT THAT'S, LIKE I SAID, GOING TO BE ADDED IN AS SOON AS WE CAN.
AND THEN THE LAST HURDLE IS REALLY JUST THE STATE AND FEDERAL REVIEW SIDE.
[00:10:10]
THEY HAVE PROVIDED US COMMENTS, BUT THEY CAME A LITTLE LATER THAN USUAL THIS YEAR.SO NORMALLY WE TYPICALLY HAVE THESE READY FOR YOU WITH OUR RESPONSES INCLUDED THIS TIME.
THIS CAME TO US ON FRIDAY, SO WE'VE HAD VERY LITTLE TIME TO GO THROUGH THAT AND MAKE SURE THAT OUR RESPONSES ARE THOROUGH BEFORE WE AND WE WANT TO OBVIOUSLY DO THAT BEFORE WE UPLOADED IT AS PART OF THE UPWP.
SO I WILL SAY THOUGH FOR FDOT, I WAS REALLY APPRECIATIVE OF THE EFFORT THIS YEAR.
WE WANT TO MAKE SURE WE DO THAT BEFORE WE PUT THEM IN.
THE COMMENTS THEMSELVES WERE VERY MINOR.
I MEAN, SOME OF THEM WERE LITERALLY JUST CHANGE THIS WORD, UPDATE THIS NUMBER, THINGS LIKE THAT.
SO WE DIDN'T WANT TO HOLD UP THE PROCESS.
PLUS, WE'RE ON, OF COURSE, THE FEDERAL DEADLINE OF MAY 15TH.
AND THEN ANY ADDITIONAL COMMENTS, ANY OTHER THINGS WE NEED TO WRAP UP.
AND THEN ASSUMING EVERYTHING GETS THE GREEN LIGHT, IT GOES INTO EFFECT JULY 1ST OF THIS YEAR.
NOW, WE HAD A MEETING WITH OUR CHAIRS THIS MORNING, AND I KNOW, KAREN, YOU'RE INTERESTED AND YOU MADE A GOOD POINT OF MAYBE THIS IS AN OPPORTUNITY FOR US TO HIGHLIGHT SOME OF THE EFFORTS IN THE UPWP. I THINK A LOT OF IT IS A CONTINUATION OF THE GOOD WORK WE'VE BEEN TRYING TO DO AT LEAST.
BUT I THINK IF I HAD TO CALL OUT A FEW THINGS, I'D PROBABLY BE DRAWN TOWARDS THE BIGGER TICKET ITEM.
THAT'S SOMETHING THAT AFFECTS REALLY EVERYONE IN THIS ROOM.
AND YOU ALL REMEMBER THAT PROCESS.
THE OTHER THING IS THE RESILIENCY AND SAFETY PROGRAMS. THOSE ARE GOING TO BE STOOD UP AS PART OF THIS NEXT UPWP.
AND THOSE ARE REALLY COMING OUT OF THE 2045 MTP.
SO A LOT OF GOOD WORK THAT'S GOING TO BE DONE THERE.
AND WE'RE HAPPY TO TAKE ANY QUESTIONS YOU MIGHT HAVE.
GREAT THANK YOU. ANY QUESTIONS FOR KARL? ANY QUESTIONS? YOU CAN'T MAN ONLINE AND UP THERE AT THE SAME TIME.
ALL RIGHT. THANK YOU. SO I WILL A GIVE A MINUTE TO GET BACK DOING DOUBLE DUTY TODAY.
SO NOW I'M GOING TO ASK FOR A MOTION TO RECOMMEND THAT THE MPO APPROVE THE MPOS FISCAL UP WP.
MOTION WAS MADE BY NICHOLAS SOFOUL, SECONDED BY MYRIAM.
IF YOU'RE ONLINE AND YOU DO NOT AGREE WITH THIS MOTION, RAISE YOUR HAND AND WE WILL ADDRESS THAT.
ANYTHING ONLINE, KARL? NOBODY ONLINE.
I THINK YOU'RE THE MIGHT BE THE LAST.
OKAY. THANK YOU. MOTION PASSES.
[1. DRAFT Fiscal Year (FY) 2023 Multimodal Transportation Priorities List (MMPL)]
NEXT WE'LL MOVE ON TO NON ACTION ITEM, WHICH IS THE DRAFT FY 23 MULTIMODAL TRANSPORTATION PRIORITIES LIST.AND DR. CHEN WILL GIVE US THAT PRESENTATION.
GOOD AFTERNOON. I'M JIHONG CHEN WITH BROWARD MPO.
IT'S TIME OF THE YEAR TO PASS THE MULTIMODAL PRIORITY LIST IS AN ANNUAL ROUTINE PROCESS.
[00:15:07]
TODAY I PRESENTING FISCAL YEAR 2023 MULTIMODAL PRIORITY LIST.THIS PRIORITY LIST WILL BE USED BY FDOT TO DEVELOP DRAFT TENTATIVE WORK PROGRAM.
THIS DRAFT TENTATIVE WORK PROGRAM WILL BE RELEASED IN THE UPCOMING FALL.
AND THEN THE BROWARD MPO, WHERE YOU DRAFT THE TENTATIVE WORK PROGRAM TO DEVELOP OUR TRANSPORTATION IMPROVEMENT PROGRAM FROM 50 FROM FISCAL YEAR 2024 TO 2028.
YOU MAY HAVE SEEN THE CORE PRODUCTS OF THE BROWARD MPO MANY TIMES.
SO THE MULTI-MODAL PRIORITY LIST IS ONE OF THE CORE PRODUCTS.
SO OTHER OTHER CORE PRODUCTS INCLUDE METROPOLITAN TRANSPORTATION PLAN, TRANSPORTATION IMPROVEMENT PROGRAM, UPWP, STRATEGIC BUSINESS PLAN, AND THE PUBLIC PARTICIPATION PLAN.
THIS SLIDE SHOWS THE BROWARD MPO PLANNING PROCESS BY FOLLOWING FEDERAL LAW TO BROWARD MPO DEVELOP METROPOLITAN TRANSPORTATION PLAN EVERY FIVE YEARS.
BY FOLLOW STATE LAW, THE BROWARD MPO DEVELOP MPO AND THE TIP ANNUALLY.
AND THE LAST STAGE IS MORE TO TIP FOR IMPLEMENTATION.
SO THIS SLIDE SHOWS MULTI-MODAL PRIORITY LIST DEVELOPMENT PROCESS THE MULTIMODAL PRIORITY LIST SERVE AS A BRIDGE BETWEEN TRANSPORTATION PLAN AND TRANSPORTATION IMPROVEMENT PROGRAM.
THE MPO ORGANIZED BY MTP FUNDING PROGRAMS, YOU CAN SEE FROM ALL FROM THE ATTACHMENT ONE IN THE MEETING PACKAGE AND ALSO MPO TRACK FUNDS BY PHASE AND THE FUNDING SOURCE.
IN ADDITION TO CITE THE MPO MONITORS, FUNDING PROGRAMS AND THE PROJECT PROGRAM READINESS.
SO THIS SLIDE SHOWS THE FOUR CRITERIA TO DETERMINE PROGRAM READINESS OR NOT.
SO A PROJECT IS READY TO RECEIVE FUNDS.
THEY HAVE TO HAVE A CLEAR SCOPE OF WORK.
SO PART OF RESOLUTIONS FROM ALL PARTIES ASSOCIATED WITH THESE PROJECTS, SOUND COST ESTIMATE AND PARTNER COLLABORATION. SO YOU CAN FROM THE FROM MPO THERE WAS FOUR BUBBLES HERE.
YES. NO, WE PUT NO, IT'S RIGHT HERE.
IF WITH ONE NO, THIS PRODUCT IS NOT READY TO MOVE FORWARD.
THIS SLIDE SHOWS SIX FUNDING PROGRAMS. THOSE FUNDING PROGRAM IS USED IN THE METROPOLITAN TRANSPORTATION PLAN FISCAL YEAR 2045. PERCENTAGES IN THIS SLIDE ARE DETERMINED IN THE MTP WAS APPROVED BY THE BOARD SO THOSE THE PERCENTAGE IS USED TO DISTRIBUTE BROWARD MPOS ATTRIBUTABLE FUNDS TO SIX FUNDING PROGRAMS. LET'S TAKE A LOOK AT THE MPO FOR THIS YEAR.
OH. OH SO MPO INCLUDES 111 PRODUCTS THIS SLIDE ORGANIZED BY FUNDING PROGRAM YOU CAN SEE HOW MANY PRODUCTS INCLUDE HOW MANY HOW MANY PRODUCTS INCLUDE IN THE FUNDING PROGRAMS. THIS SLIDE SHOWS UNFUNDED AMOUNT BY PROGRAM AND OWNERSHIP.
IN SUMMARY, PRODUCTS [INAUDIBLE] ROAD NEEDS, ABOUT $560 MILLION UNFUNDED AMOUNT PRODUCTS ON STATE ROAD NEEDS ABOUT $1.6 BILLION UNFUNDED FUNDS.
[00:20:03]
THE BROWARD MPO STAFF ALSO MONITOR PROJECTS PROGRESS.THIS SLIDE SHOWS PROJECTS FULLY FUNDED AND GRADUATED FROM THE MPO, SO NO ADDITIONAL FUNDS NEEDED.
ALL PROGRAMS IN THE MOST RECENT WORK PROGRAM OR THE TIP.
SO THERE ARE TOTAL 24 PROJECTS FULLY FUNDED.
YOU MAY NOTICE THERE ARE 1964 PROJECTS FULLY FUNDED.
AMONG THE 19 PROJECTS, 16 PROJECTS REPROGRAM THE LAB PRODUCTS.
SO YOU CAN SEE THE HIGH NUMBER HERE THIS YEAR.
SO ANY QUESTIONS? THANK YOU. ANY QUESTIONS ABOUT THE MULTIMODAL PRIORITIES LIST? MR. GOOD. GO AHEAD. YES, THANK YOU, MADAM CHAIR.
I'M JUST WANTING TO ASK, YOU KNOW, SO I UNDERSTAND THE TOOL THAT'S BEFORE US.
SO LET'S SAY YOU GO TO PAGE UM LET'S SEE, UH, LET'S, LET'S JUST START WITH PAGE 15.
PETER, COULD YOU UPLOAD PAGE 15? WHICH PROGRAM? IT'S ATTACHMENT ONE, WHICH.
NO, THE THE I GUESS WHAT I'M TRYING TO UNDERSTAND HERE IS BECAUSE THE MMPO IS BASICALLY WHERE YOU TRANSITION PROJECTS FROM THE MTP TO THE TIP.
YES [INAUDIBLE] BETWEEN MTP AND THE TIP.
SO THIS IS A TOOL THAT KIND OF IDENTIFIES PROJECTS THAT YOU WANT TO MOVE INTO TO THE TIP.
YES. SO, YOU KNOW, WHEN YOU GET TO PAGE 15, I GUESS WE HAVE IT UP ON THE SCREEN RIGHT HERE.
SO, YOU KNOW, PRIOR PAGES AND EVERYTHING.
THIS IS A C SLIP, SO IT MAKES SENSE.
SO IT'S MOVING IN FROM PRETENDING IT WAS YEAR SIX.
IT'S MOVING INTO YEAR FIVE RIGHT.
YOU NEED TO STAY ON THAT PAGE FOR JUST A MOMENT.
SO IN 2026, YOU SEE, YOU KNOW, THERE'S POPULATED DATA, WHICH IS NUMBERS.
I GUESS THOSE ARE DESIGNED PORTIONS OF THE PROJECT, ETC..
SO THE MMPO IS GOING TO TAKE FROM THE MTP, MOVE IT INTO YEAR FIVE, SO IT GETS INTO THE TIP.
BUT THEN WHEN YOU GO TO PAGE 16, YOU NEED TO GO TO PAGE 16.
SO I GOT I SORT OF GOT A LITTLE LOST BECAUSE NOW I DON'T KNOW ANYTHING ABOUT THE INFORMATION HERE BECAUSE THERE IS THE PROJECTS ARE ALL ZEROED OUT FOR THE NEXT FIVE YEARS, BUT IT DOES HAVE A VALUE TO IT BECAUSE IN THE FAR RIGHT, IT HAS DOLLAR FIGURES ASSOCIATED WITH WHAT THE COST OF THAT PROJECT IS GOING TO BE.
FOR THE PAGE 16 THOSE ARE NEW PROJECTS.
SO NO FUNDING HAS BEEN PROGRAMED.
SO THEN ALL PRODUCTS, ZERO FUNDING PROGRAM, THEY NEED ALL THE FUNDS TO BE PROGRAMED INTO THE TIP.
SO THE PAGE SIX PAGES 15 THOSE PRODUCTS ALREADY PROGRAMED IN THE WORK PROGRAM.
SO FROM 2023 TO 2027, THOSE FUNDING AMOUNT IS PROGRAMED IN THE WORK PROGRAM FISCAL YEAR 23 TO 27. SO IS THIS INHERENTLY SAYING THAT CYCLE SIX PROJECTS HAVE BEEN IMPROVED IN THIS RANKED ORDER.
CORRECT. I THOUGHT WE WOULD TAKE THIS MMPO TO PROGRAM FUNDING FOR THOSE PROJECTS BASED ON THE AVAILABLE REVENUE. OKAY.
SO. SO THERE'S NO FUNDS, BUT THEY'RE RANKED, BUT THEY'RE ON THE TOOL.
SO THOSE ARE THE THOSE ARE THE PROJECTS.
I GUESS NEXT YEAR WE'LL SEE THAT IT'LL PROBABLY GET MOVED INTO THE NEXT YEAR.
I MEAN BECAUSE IT DOESN'T SHOW ANYTHING ABOUT HOW MUCH MONEY IS NEEDED PER YEAR.
I GUESS IN THIS TOOL, MAYBE IN OTHER TOOLS, IT'S THERE.
[00:25:02]
FOR 2023 TO 2027 IS NOT FUNDING NEEDED.SO THE FUNDING IS ALREADY PROGRAMED.
IF PROGRAMED, WE PUT FUNDING IN THE 2023 TO 2027.
IF FUNDING NEEDED, WE PULL THE FAR AND OF THE RIGHT SO SO FUNDING NEEDED PROGRAM.
AND THERE'S NO FUNDING THAT'S THE POINT I'M TRYING TO MAKE YET.
SO THAT'S THE POINT I'M TRYING TO MAKE.
AND THESE ARE THE CSMP PROGRAMS AND A VERY SIMILAR THING EXIST HERE TOO.
SO HAVE THESE PROGRAMS BEEN APPROVED FOR NO FUNDING IN THESE IN THIS PARTICULAR ORDER AS WELL TOO? THOSE THOSE ORDER WILL BE APPROVED THIS THE NEXT MEETING WE'RE BRINGING BACK TO THE MEET THIS MEETING AGAIN, NICE MONTHS.
SO THIS GROUP WILL APPROVE THIS DOCUMENT.
SO THESE SO THESE FIELDS HAVE NOT YET BEEN POPULATED BUT WILL BE POPULATED IN A MONTH? NO, THIS ALREADY POPULATED 2023 TO 2027 IS INCLUDED IN THE WORK PROGRAM, THAT FDOT RELEASED LAST FALL.
SO FOR THE FUNDING NEEDING, THE PORTION NEED THE POPULATED IN THE [INAUDIBLE] WORK PROGRAM.
OKAY. SO I REALLY DON'T UNDERSTAND THE TOOL VERY WELL THAN I APOLOGIZE.
THANK YOU. IF I COULD THROUGH TO THE CHAIR BILL CROSS MPO STAFF.
THE WAY THE PRIORITY LIST WORKS IS THAT THESE PROJECTS THAT DO NOT HAVE FUNDING BUT NEED FUNDING.
THIS IS THIS IS HOW WE SHARE THAT DESIRE WITH FDOT WHO ACTUALLY PROGRAMS THE FUNDING.
THESE PRIORITIES COME FROM A COUPLE OF PLACES.
SO FOR MOST OF THE PROGRAM, THE PRIORITIES ARE DIRECTLY OUT OF OUR MTP, WHICH WAS ALREADY APPROVED BY THE BOARD WITH PRIORITIES FOR SOME OF OUR ANNUAL PROGRAMS LIKE C SLIP THAT IS TAKEN EACH YEAR AND APPROVED BY THE BOARD IN A PRIORITY ORDER.
THIS YEAR WE HAD, I THINK 18, MAYBE 19 APPLICATIONS.
THEY'RE ALL HERE AND THE CURRENT FIVE YEARS ARE ALL SHOWN AS ZEROS BECAUSE THERE IS NO MONEY YET.
THAT FAR RIGHT COLUMN SHOWS THE REQUESTED AMOUNT AND THEY'RE AGAIN IN A PRIORITY ORDER.
SO WHAT DOT WILL DO IS THEY WILL SAY, OKAY, WE'VE GOT THIS MUCH MONEY.
AND SO EACH YEAR IN THE FALL, USUALLY NOVEMBER WE'LL GET A DRAFT TENTATIVE WORK PROGRAM FROM DOT AND THAT'S WHEN WE'LL SEE WHAT WE WERE ABLE TO GET FUNDED FOR THE NEW YEAR.
THEY MAY NOT BE BUILT YET, BUT THEY'RE FULLY FUNDED.
AND WE'LL PROVIDE YOU A LIST OF THOSE AS WELL.
THAT'S THAT'S PART OF THE TIP DOCUMENT.
SO THAT'S THAT'S KIND OF THE CONVEYOR BELT AND THAT'S WHERE WE ARE AT THIS HOPEFULLY THAT CLARIFIED NOT CONFUSED THE ISSUE FURTHER . I'M SORRY I'M PROBABLY NEED A MORE ONE ON ONE ISSUE WITH THIS HERE SO, AND WE'D BE GLAD TO DO THAT, BUT YOUR EXPLANATION IS ACTUALLY BRINGING ME MORE QUESTIONS AND I'D RATHER NOT TAKE UP THE BOARD'S TIME WITH THIS.
SO. OKAY, WELL, BECAUSE YOU TALKED ABOUT THE C SLIP, BUT I'M NOW ON THE CSMP AND WHERE IS THE CSMP LIST OF PRIORITIES COME FROM? WAS THAT APPROVED AS WELL TOO? YES. SO THE COMPLETE STREET PROGRAM WAS FIRST AS A MASTER PLAN APPROVED BY THE BOARD PRIOR TO THE 2045 PLAN.
AND THEN IT WAS ACTUALLY PULLED INTO AND ADOPTED AS PART OF THE 2045 MTP AS WELL.
SO THOSE ARE ALL APPROVED PRIORITIES.
[00:30:08]
AND THEY'RE NOT IN THE FUNDED CYCLE, I HAVE SEEN THOSE PRIORITIES CHANGE OVER TIME.SOMETIMES THEY CHANGE WELL, NOT SO MUCH.
OUR PRIORITIES STAY VERY CONSISTENT SINCE THE 2045 PLAN.
IF YOU LOOK AT THE MMPLS, WHAT WE'RE LOOKING AT TODAY FOR THE LAST SEVERAL YEARS, THERE'S ACTUALLY A HIGH DEGREE OF CONSISTENCY WITH THE EXCEPTION OF THINGS LIKE C SLIP, BECAUSE SEA SLIP IS A YOU GET RANKED ONCE.
IF YOU GET FUNDED, GREAT, YOU'RE FUNDED.
IF YOU HAVEN'T GOTTEN FUNDED, THEN YOU HAVE TO GO BACK AND REAPPLY AGAIN.
SO C SLIP IS DOES CHANGE EVERY YEAR, NO DOUBT.
BUT FOR MOST OF THE REST OF THE PROGRAMS THAT ARE ADOPTED AS PART OF THE MTP, THERE'S A HIGH DEGREE OF CONSISTENCY YEAR OVER YEAR UNTIL THEY BECOME FULLY FUNDED. YEAH.
SO YEAH. SO WHAT HAPPENS IF IT DOESN'T GET FUNDED? I MEAN, AND THAT'S THE OTHER THING I'M KIND OF LOST ON TOO, IS YOU'RE SAYING THAT THESE ARE PRIORITIES, THEY'RE GOING TO GET FUNDED.
SO WE'RE APPROVING THE RANKING, I GUESS, AND IF THEY GET FUNDED A CERTAIN AMOUNT OF DOLLARS.
WE WON'T KNOW THAT I GUESS I'M JUST.
ONE IS A DRAFT ALTERNATIVE RELEASE INFO YOU WILL SEE WHICH PROJECTS GET THE MONEY.
SO AFTER THAT, WE FOLLOW THIS ORDER TO PROGRAM PRODUCTS DEPENDING ON THE AVAILABLE FUNDING.
SO I CAN GO BACK TO THE QUESTION.
YOU HAVE THE ORDER CHANGE? YES. YES.
ONCE THE PRODUCT GRADUATED FROM MMPO, THEY REMOVE FROM THE MPO.
SO THE PRODUCTS WILL BE MORE UP.
SO THE OTHER CHANGE, THEY GOT THE TOP PRIORITY.
SO THE ONES THAT DON'T GET FUNDED WELL.
I MEAN, SO DOES THIS DOCUMENT CHANGE BY TIME IT GETS TO THE MPO BOARD? YES, IT DOES.
NO, NOT YET. WE WE WILL PRESENT THIS DOCUMENT DURING MPO BOARD MEETING AND THIS DOCUMENT WILL GO BACK TO THIS COMMUNITY MAY MPO.
IN OTHER WORDS, SO WHEN IT GOES BACK TO THE MPO BOARD, THESE WILL NOT BE POPULATED WITH NUMBERS.
NO, NO, WE ONLY APPROVE THIS ORDER.
AND AFTER THAT, WE WILL TAKE THIS MPO AND THE PROGRAM, AND THEN WE REPOPULATE IT.
SO THIS IS THE SLIDE THAT ATTEMPTS TO KIND OF LIKE LAY OUT THE PROCESS.
SO WHERE ARE WE RIGHT TODAY? SO WE'VE GOT EVERY FIVE YEARS WE ADOPT THE THE MTP, BUT THEN EACH YEAR WITHIN THAT CYCLE, WE HAVE A YEAR LONG PROCESS TO TRY TO FUND A NEW SET OF PROJECTS OR TO CONTINUE FUNDING PROJECTS THAT ONLY HAVE PARTIAL FUNDING AND ARE NOT YET FULLY FUNDED.
SO THIS IS ACTUALLY THE FIRST STEP IN THAT PROCESS IS WE SAY WE SET OUR PRIORITIES, THE BOARD SETS THIS PRIORITY AND WE SEND THAT OVER TO FDOT, WHO THEN WORKS ON PROGRAMING TO THE EXTENT THAT THEY CAN.
THE SECOND STEP IS THE DRAFT TENTATIVE, AND THAT COMES BACK EVERY FALL IN NOVEMBER TO THIS GROUP.
THEN THE THIRD STEP IS WHAT'S GOING TO BE COMING TO YOU NEXT MONTH, WHICH IS THE TIP.
AND THAT DRAFT TIP IS THEN WHAT THE MPO FINALLY ADOPTS.
THAT IS KIND OF THE END OF THAT YEAR LONG PROCESS.
SO IT'S ACTUALLY, I GUESS YOU COULD SAY IT'S A 13 MONTH PROCESS.
SO WE START WITH THE JUNE ADOPTION OF THIS PRIORITY LIST THEN THERE'S THE NOVEMBER DRAFT TENTATIVE, WHICH EVENTUALLY BECOMES OUR TIP THAT WE ADOPT EACH YEAR IN IN JULY.
[00:35:10]
SO HOPEFULLY THAT THAT CLARIFIES A LITTLE BIT.SO. SO EVERYTHING, IT SEEMS LIKE WHERE WE HAVE DONE PRIVATIZATIONS AND PRIOR PROCESSES, ALL THE 2027 FUNDING IS $0.
SO IT'S ALMOST LIKE WE'RE APPROVING JUST THE LIST, THE PRIORITY LIST.
WE'RE NOT APPROVING ANY FUNDING AMOUNT.
WE'RE JUST APPROVING A LIST OF PRIORITIES.
CORRECT. SO BUT NOW WE GET TO THIS PAGE HERE.
34. SO WHY ARE THESE DOLLARS THEN POPULATED IN 2027? THOSE NUMBERS IS TAKEN FROM THE DRAFT ALTERNATIVE WORK PROGRAM FISCAL YEAR 2023 TO 2027, AND YOU WILL APPROVE THE TIP.
BASICALLY, THOSE NUMBERS WILL REFLECT IN THE UPCOMING TIP JUNE.
IN JUNE, WE WILL PRESENT THOSE NUMBER WE PRESENT IN TIP.
SO WE'RE PUTTING THERE BECAUSE I HAD ALREADY DID THE WORK.
THEY POPULATE THOSE NUMBERS SO THEY ARE MOVE FORWARD TO THE NICE TO WORK PROGRAM.
I'M. I'M. I'M STRUGGLING FOR A MINUTE, SO.
IS IT. IS IT OKAY TO ASSUME THAT THE C SLIP AND THE CSMPS ARE LIKE NEW PROJECTS? IF THEY'RE ALL THERE OR FROM 2023 TO 2027, 2027 IS NEW PRODUCT.
IT CANNOT WE CANNOT SAY THIS NEW, BUT FOR SALES IT IS A NEW FOR THE COMPANY THE MASTER PLAN IS NEW.
THEY STAY ON THE LIST FROM LAST YEAR.
SO THIS MMPL IS GOING TO POPULATE WHAT YEAR OF THE WORK PROGRAM OR THE TIP? 2024 TO 2027, 2028.
MM HMM. SO IF I COULD ADD, SO WHAT YOU'RE SEEING IN THE 27 COLUMN IS, IS NOT YET IN RIGHT A TIP, BUT IT'S GOING TO BE IN JULY.
SO THE NUMBERS THAT ARE IN THERE ARE REALLY JUST FOR INFORMATION.
THEY'RE NOT. THIS IS A PRIORITY LIST.
IN THE PAST, WE HAD A VERY, VERY SIMPLE SPREADSHEET AND IT WAS JUST ONE THROUGH WHATEVER.
IT HELPS US. HOPEFULLY THERE'S A LITTLE BIT MORE TRANSPARENCY.
BUT THE FOCUS REALLY WITH THIS DOCUMENT IS NOT SO MUCH THE NUMBERS.
I WOULD SAY IT'S THE LACK OF NUMBERS THAT THAT WE'RE YOU KNOW, YOU REALLY WANT TO LOOK AT .
WHERE YOU'VE GOT NOTHING BUT ZEROS THOSE ARE 100% UNFUNDED PRIORITIES OF THE BOARD THAT WE JUST HAVEN'T GOTTEN TO YET, BECAUSE, AGAIN, THE MTP IS A 25 YEAR DOCUMENT AND WE'RE NOT FUNDING ALL OF IT AT ONCE.
YOU KNOW, THAT'S PROBABLY LIKE A DESIGN PHASE.
SO THEN WE ARE STILL WAITING TO RECEIVE FUNDING.
IT COULD BE TEN YEARS OR MORE.
SO CAN I OFFER THROUGH THE CHAIR? IF YOU HANG OUT AFTER THE MEETING, YOU KNOW.
WE'LL BE GLAD TO GO THROUGH THIS IN MORE DETAIL WITH YOU.
[00:40:01]
SO SO PROBABLY MY INITIAL REACTION TO THIS WAS I WAS APPROVING A DOCUMENT THAT WAS ZERO FUNDED.THAT WAS MY INITIAL FEEL FOR THIS, WHICH I DIDN'T FEEL RIGHT.
YEAH. SO SO I REDUCED THAT TO I'M NOT APPROVING A FUNDING LEVEL.
I'M ONLY APPROVING A PRIORITIZATION.
SO WE'RE JUST TAKING THEM IN DOWN, DOWN THE ORDER DOWN IN THAT PRIORITY ORDER AND SAYING THESE ARE THE ONES THAT EITHER ARE PARTIALLY FUNDED, STILL NEEDS SOME MORE, OR THESE ARE COMPLETELY UNFUNDED THAT ARE NEXT UP IN THE QUEUE TO RECEIVE FUNDING, FDOT WHAT CAN YOU DO FOR US? AND THEN IN NOVEMBER WE'LL GET THAT WHAT DOT DID WITH THIS PRIORITIES LIST AND THEN HAVE THAT TO VOTE ON.
SO. SO YOUR APPROVAL NUMBER IN THE TIP DOCUMENT THIS WILL BE [INAUDIBLE] JULY BOARD MEETING AND THE JUNE TAC MEETING.
SO I WOULD LOVE TO HAVE BEEN WITH THAT SIMPLE LIST FROM BEFORE, BUT BUT I GUESS IT'S FINE.
YOU KNOW, YOU ARE ADDING MORE INFORMATION.
AND THESE ARE QUESTIONS WE ALL CAN SO WE CAN ALL UNDERSTAND, YOU KNOW, THE TOOLS THAT YOU BRING BEFORE US, BECAUSE WHEN WE VOTE FOR THEM, WE NEED TO UNDERSTAND THEM WHEN WE SPEAK TO OTHERS WHO MAY HAVE THESE SAME KIND OF QUESTIONS.
AND WE WOULD WANT TO BE IN A POSITION OF AT LEAST GIVING THEM SOME SENSE OF COMFORT THAT IT'S OKAY.
SO, MADAM CHAIR, I'M FINE FOR NOW AND WE WILL HAVE PROBABLY MORE CONVERSATION BECAUSE THERE ARE A FEW OTHER QUESTIONS THAT I DO HAVE WITH THIS, BUT I GENERALLY UNDERSTAND NOW, AND THANK YOU FOR HAVING THE PATIENCE WITH ME TO GO THROUGH THIS.
AND TODAY IS JUST THE PRESENTATION.
I'M SURE A LOT OF FOLKS HERE HAVE THE SAME QUESTION, SO THANK YOU FOR YOUR QUESTIONS.
THANK YOU, MADAM CHAIR. NEXT, NICK, SO TIM PACKER PRIORITY LIST ALSO INCLUDE IN THE PRIORITY LIST ATTACHMENT ONE LAST SECTION AND THE MS. VICTORIA WILLIAM WILL PRESENT A TEMPORARY PRIORITY.
QUESTIONS? YEP. CAN YOU PUT YOUR BUTTON AGAIN NEXT ONE AWAY.
I HAVE A QUICK QUESTION JUST FOR THE TRANSIT SECTION.
IT'S PAGE 55, PHASE ONE, TWO AND THREE PROJECTS.
THIS MIGHT HAVE BEEN SOMETHING THAT WE'VE SEEN, WE'VE SEEN IN THE PAST.
MAYBE I JUST DIDN'T CATCH IT UNTIL NOW.
BUT THE LIKE, FOR INSTANCE, THE PHASE ONE PROJECT, WHICH IS THE ANDREWS AND THIRD MOBILITY IMPROVEMENTS, THE SPONSORS, THE CITY OF FORT LAUDERDALE, THE OWNERSHIP OF BOTH THOSE ROADS IS THE COUNTY.
SO I GUESS I'M WONDERING WHY THE LEAD AGENCY IS FDOT.
HI, BILL. COULD YOU TAKE THIS QUESTION? PHASE ONE UNDER TRANSIT, PAGE 55.
YEAH. THANKS, NICK, FOR THE FOR THE QUESTION THERE.
SO OFTENTIMES THE LEAD AGENCIES ABOUT MORE WHO'S LIKELY TO DELIVER THE PROJECT OR A PHASE OF THE PROJECT THAN AND IT DOES CHANGE OVER TIME.
SO IT'S NOT LIKE A IT'S NOT FIXED IN STONE.
SO IF IF THIS STUDY WAS TO MOVE FORWARD AND THROUGH THAT STUDY PROCESS, IT'S LIKE, YOU KNOW, THIS THING'S BECOMING MOSTLY ABOUT TRANSIT IN DOWNTOWN FORT LAUDERDALE AND IT MAKES SENSE FOR BCT, LET'S SAY, YOU KNOW, THEN WE WOULD CHANGE THE LEAD AGENCY OR IF THE CITY DECIDED THEY WANTED TO DELIVER IT OR WHOEVER.
SO I'M GOING TO SAY IT'S MORE OF A FLEXIBLE YEAH.
IT'S A PLACEHOLDER UNTIL THE POINT AND ALSO TO POINT OUT JUST AGAIN SO WE ALL KIND OF LEARNING TOGETHER WITH THESE QUESTIONS BECAUSE I KNOW WE ALL HAVE YOU KNOW, I KNOW THERE'S LOTS OF QUESTIONS WITH THIS.
THIS IS A PROJECT THAT YOU'LL NOTICE THERE'S TWO RED NO'S IN KIND OF THE TOP RIGHT CORNER THERE, WHICH MEANS THAT THAT'S OUR SIGNAL THAT THERE'S SOME ASPECT OF THIS PROJECT THAT'S NOT READY YET.
THERE'S STILL OUTSTANDING ISSUES.
[00:45:01]
UNDERSTOOD. THANK YOU SO MUCH. YOU BET.THAT ANSWERS MY QUESTION. THE REST OF THEM, TOO, IS BECAUSE THE EXACT SAME SITUATION.
ANY OTHER QUESTIONS ON THE MULTIMODAL PRIORITIES LIST MPO SIDE OF THINGS? MR. GOOD. I'M SORRY.
SO. SO TOO RED NO'S MEAN YOU'RE NOT ASKING FOR MONEY BECAUSE IT DOESN'T SAY IT ANYWHERE HERE.
YOU'RE NOT ASKING. YOU'RE ASKING FOR MONEY.
BUT YOU JUST SAID THOSE ARE INDICATORS THAT YOU'RE NOT ASKING FOR MONEY.
WHAT'S A ONE, RED NO? SO WHETHER IT'S ONE, TWO, THREE OR FOUR NO'S, IF YOU'VE GOT A RED NO, THAT'S A NO GO FOR FUNDING IN THAT CYCLE.
AND WE LOOK AT KEY THINGS LIKE DO YOU HAVE A SCOPE READY? DO YOU HAVE A GOOD COST ESTIMATE? DO YOU HAVE COMMUNITY SUPPORT AND DO YOU HAVE THE SUPPORT OF THE OWNER OF THE FACILITY? SO TO NICK'S EARLIER QUESTION, YOU KNOW, THIS PROJECT COULD BE PUT FORWARD BY THE CITY, LET'S SAY, BUT DO WE HAVE SUPPORT FROM THE COUNTY BECAUSE IT'S ON COUNTY FACILITIES? SO IF ANY OF THOSE FOUR KEY PROGRAMING READY QUESTIONS ARE A NO, THEN WE'RE TELLING DOT, YOU KNOW THIS ONE NOT READY YET.
YEAH, THIS ONE, AS AN EXAMPLE IS NOT READY YET.
SO IF THE HOLLYWOOD PEMBROKE PINES ONE CLEARS THEIR RED AND FORT LAUDERDALE.
DOESN'T THAT MEANS THEN THE HOLLYWOOD PREMIERE PINES GETS PRIORITY NUMBER ONE ON THE DOLLARS WHEN THEY BECOME AVAILABLE? YES, SIR. WE DON'T CHANGE THE ACTUAL PRIORITY NUMBER.
BUT WHAT WE WHAT DOT WILL DO IS THEY GO DOWN THE LIST FROM THE TOP TO THE BOTTOM.
OKAY. THANK YOU. THANK YOU, MADAM CHAIR.
THANK YOU. ANY MORE QUESTIONS ABOUT THIS SECTION? ANY QUESTIONS FROM ONLINE, KARL? NO. OKAY.
THANK YOU. ANYBODY AWAKE ONLINE? NEXT, WE'LL MOVE TO THE FLORIDA TURNPIKE SYSTEM PROJECT LIST FOR THE PRIORITIES.
THANK YOU, DR. CHEN. THANK YOU, [INAUDIBLE].
YES. WE WERE ASKED TO COME AND GIVE JUST A QUICK OVERVIEW OF OUR PROJECT LISTS.
YOU'LL SEE THAT THE TURNPIKE GOES THROUGH A SYSTEM.
IT'S VERY SIMILAR, LIKE A BUDGET.
WELL THIS LIST THAT I'LL SHOW YOU THESE LISTS ARE FOR WHAT WE HAVE PLANNED, WHAT ARE UNFUNDED NEEDS, AND OTHER PARTNERSHIP PROJECTS SUCH AS WITH DOT. I HOPE I'M GOING TO PRESS THE RIGHT BUTTON HERE, BILL.
IT'S THE ONE PROBABLY ON THE TOP.
RIGHT. THIS IS OUR TURNPIKE SYSTEM.
YOU'LL SEE THERE'S 500 MILES OR SO.
WE HAVE MANY DIFFERENT EXPRESSWAYS.
THERE'S FIRST COAST EXPRESSWAY UP BY JACKSONVILLE THAT'S IN THE FUTURE.
WE ALSO HAVE OTHER FDOT OWNED FACILITIES SHOWN ON THE MAP.
SO THIS IS THE SYSTEM THAT WE LOOK AT WHEN WE'RE PRIORITIZING THE PROJECTS.
SAWGRASS EXPRESSWAY AND OUR MAINLINE, THE TURNPIKE MAINLINE STATE ROAD 91.
THOSE ARE THE TWO FACILITIES IN BROWARD COUNTY.
I HAVE TWO SLIDES WITH OUR PROJECTS THAT ARE SHOWN IN VARIOUS STAGES.
YOU'LL SEE THEY'RE COLOR CODED.
I AM CERTAINLY AVAILABLE TO TAKE YOUR QUESTIONS.
I CAN ALSO BRING QUESTIONS FORWARD TO THE PROJECT MANAGERS THAT ARE INVOLVED.
A LOT OF WHAT YOU SEE HERE, WE'VE DEPICTED THE TSM AND O PROJECTS WHICH BASICALLY ARE TRYING TO ADDRESS SITUATIONS QUICKLY ADDING AUXILIARY LANES TO PREVENT BACKUPS IN THE MAIN LINE, FOR INSTANCE.
AND THAT'S WHAT WE SEE FUNDING HERE THROUGH THOSE FIVE YEARS THAT YOU SEE DEPICTED, THE TSM AND O INCLUDES IMPROVING INTERCHANGES. THAT'S PRETTY MUCH GIVING THOSE EXTRA LANES TO COME ON AND OFF IN MANY OTHER LOCATIONS THERE WE'VE GOT MILEPOSTS NOTED AND ALSO THE YEAR OF CONSTRUCTION.
WE'VE GOT FACT SHEETS ON EACH OF THEM, THOSE THAT ARE IN PROGRESS RIGHT NOW.
WE'VE GOT CONSTRUCTION PROJECT MANAGERS AND IF YOU'RE INTERESTED THERE, YOU CAN GET ON OUR WEEKLY CONSTRUCTION UPDATE, LIVE VIEW CAMERAS IF YOU WANT TO KNOW WHAT'S CAUSING THAT CONGESTION.
FLORIDA'S TURNPIKE, GREAT RESOURCE.
THIS NEXT SLIDE WILL SHOW YOU PRETTY MUCH THOSE UNFUNDED.
YOU SEE HOW THE COLOR'S CHANGED? THAT'S WHAT THE FOOTNOTE WOULD SHOW.
WE ALSO ARE PLANNING TO PLANNING TOWARDS A NEW INTERCHANGE AT STERLING ROAD.
THAT'S WHAT YOU SEE THERE IN GREEN.
THESE ARE IN THEIR VARIOUS STAGES OF PROGRESS.
[00:50:02]
WE DO MUCH OUTREACH WITH COMMUNITIES, YOUR CITIES, YOU'VE COUNTY, YOU'VE PROBABLY SEEN OUR REPS THERE.I'M GOING TO BACK UP ONE SLIDE.
SO WHAT WE WERE TALKING ABOUT HERE ARE THE BIG PROJECTS, RIGHT? WE'RE LOOKING AT NOT JUST TSM AND O AUXILIARY LANES, WE'RE LOOKING AT INTERCHANGES AND IMPROVEMENTS AND POSSIBLE WIDENING THAT INCLUDE M/L.
WHAT IS M/L? YEAH, THIS SLIDE EXPLAINS IT.
WE WERE TALKING TO BILL ABOUT IT EARLIER AND HE SUGGESTED WE FLESH THIS OUT A LITTLE MORE.
WHAT IS A MANAGED LANE? THESE ARE JUST WAYS TO CONTROL CONGESTIONS.
THESE ARE WAYS TO ADDRESS THE TRAFFIC FLOW.
YOU'VE GOT, FOR INSTANCE, AN EXPRESS LANE OR THROUGH LANE EXPRESS LANES YOU'LL FIND ON INTERSTATES, YOU'LL SEE VEHICLE ELIGIBILITY IS ONE OF THE COMPONENTS OF AN EXPRESS LANE.
YOU CAN'T GET IN THERE IF YOU'RE A BIG TRUCK.
SEPARATION. YOU KNOW, WE HAVE THOSE BARRIERS, THE THE LINES THAT WILL DEPICT A SEPARATED LANE.
ACCESS CONTROL. THAT MEANS IT'S MEANT FOR A LONGER TRIP.
ON THE RIGHT, YOU SEE THREE LANES.
THAT'S YOUR TURNPIKE TERMINOLOGY FOR OUR MANAGED LANES THAT ARE PROPOSED, YOU'LL SEE NUMBER FOUR IS ABSENT THE WORD TOLLING. TOLLING IS A COMPONENT TO EXPRESS LANES ON THE INTERSTATE.
IT'S A DYNAMICALLY PRICED TOLL.
WE SEE IT GO UP AS CONGESTION RISES TO DISCOURAGE PEOPLE FROM GETTING IN THERE BECAUSE IT'S SLOWING DOWN THE TURNPIKE. CHARGES A TOLL TO USERS.
ALL OF OUR IMPROVEMENTS ARE FINANCED, USER FINANCED.
WITH THOSE TOLLS WE DON'T CHARGE A SEPARATE TOLL FOR THREE LANES.
THERE IS NO DYNAMIC PRICING ON USING A THREE LANE, BUT YOU CAN'T GET IN THERE IF YOU'RE A TRUCK.
LET'S SEE WHAT ELSE. WE'VE GOT SOME FEATURES HERE.
SAME TOLL AMOUNT FOR ALL THE LANES SEPARATED FROM THE GENERAL LANES.
THIS IS NOW INTEROPERABLE WITH MANY OTHER STATES.
IF YOU USE A SUNPASS PRO, YOU CAN EVEN USE IT UP IN THE NORTHEAST.
THIS IS HOW WE SUPPORT TRANSIT.
AND SERIOUSLY, WE DO BELIEVE THIS PROVIDES A MORE RELIABLE TRIP TIME FOR TRANSIT VEHICLES.
THE THREE STRATEGIES SHOWN, AGAIN, THE RIGHT KIND OF VEHICLE, SEPARATED LANES AND ACCESS CONTROL.
THE REASON I'M SHOWING YOU SAWGRASS PROJECTS NOW IS BECAUSE THEY WON'T HAVE MANAGED LANES.
I JUST WANT TO MAKE THAT DISTINCTION.
THERE WON'T BE THAT THROUGH LANE ON THE SAWGRASS.
SO WE'RE PROPOSING SOME PROJECTS HERE.
IF YOU START AT THE BOTTOM OF THE LIST ON THE RIGHT, YOU'LL BE AT THE COUNTY LINE WITH MIAMI-DADE.
YOU'LL SEE OUR VARIOUS TYPES OF PROJECTS.
WE HAVE A LOT OF PE WE'RE STARTING TO TAKE A LOOK AT IT WITH CONSTRUCTION SHOWN A LITTLE FURTHER OUT, WE'RE GOING STRAIGHT ON UP THE LINE. WE'RE TOUCHING ALMOST EVERY MILE.
THAT'S WHERE WE STUCK IT IN THE MAP.
YOU REMEMBER THE PRESENTATION WE CAME AND SHOWED YOU ATLANTIC TRAILHEAD.
YOU KNOW, THERE'S A LOT OF FLOODING THERE.
SO WHEN WE'RE GOING TO MAKE A BIGGER BRIDGE, WE'RE GOING TO MAKE THE INFRASTRUCTURE ACCEPTABLE TO THE NEW WATER NEEDS THAT WE SAW IN THAT AREA. AND JUST CONTINUING RIGHT AROUND THE BEND, GOING TO THE EAST, WE'VE GOT THREE MORE PROJECTS RIGHT ON UP TO POWER LINE NOW WHERE YOU SEE THAT YELLOW IS THE NEW ROAD CONSTRUCTION AT SOUTHWEST 10TH STREET CONNECTOR.
YOU WILL SEE THAT WE FEEL THAT ALSO IS A PARTNERSHIP PROJECT WITH OUR SISTER AGENCY.
[00:55:03]
SO I'M VICTORIA WILLIAMS. I AM THE TURNPIKE ADMINISTRATOR AND I'D BE HAPPY TO TAKE ANY QUESTIONS OR IF YOU THINK OF IT LATER, CERTAINLY YOU CAN CONTACT ME THEN.MR. GOOD. THANK YOU, MADAM CHAIR, AND THANK YOU, VICTORIA.
JUST A COUPLE OF QUICK QUESTIONS ON ON THE TOOL THAT YOU ALL USE OR THE SPREADSHEET.
JUST IF YOU COULD INDULGE ME FOR JUST A MINUTE.
CAN YOU GO TO PAGE 58, 59 OF THE DOCUMENT? THANK YOU. SO WHAT IS ALL THE 20 TO 32, 43, 52? I MEAN, IT MEANS SOMETHING.
THERE'S ACTIVITY AND THEN THERE IS.
YES, THOSE ARE PHASES OF THE PROJECT.
AND THESE ARE JUST CODES THAT ARE USED AS WELL ON THE SPREADSHEET.
IT WOULD HELP IF WE KNEW WHAT THOSE CODES WERE.
I'LL WRITE THAT DOWN, GET YOU A LIST.
AND THEN THE OTHER THING WOULD BE IN REGARDS TO YOUR PARTNERSHIP PROJECTS, THE FUNDING VALUE THAT YOU SHOW, IS THAT JUST A TURNPIKES CONTRIBUTION OF IT? YES. OKAY. THAT'S WHAT I NEED TO KNOW.
THANK YOU. YES, SIR. THANK YOU.
THANK YOU, MADAM CHAIR. THANK YOU. ANY OTHER QUESTIONS REGARDING THE TURNPIKE PRIORITIES LIST? ANY QUESTIONS ONLINE? NO. GREAT.
[2. Report From Partner Agency - Florida Department of Transportation - Florida Rail Safety Initiatives]
AND MS. COHEN IS HERE, I BELIEVE, TO DO THE PRESENTATION.AND I BELIEVE ROB IS STILL ON AS WELL.
HE'S THE CO ADMINISTRATOR OVER HERE WHO HANDLES RAIL OPERATIONS.
I ASKED HIM TO STEP ON THE LINE AS WELL TO CHIME IN WHERE APPROPRIATE.
WE KIND OF TAG TEAM ON A LOT OF THESE RAIL SAFETY EFFORTS.
I'M REALLY EXCITED ABOUT THE OPPORTUNITY TO SHARE A QUICK OVERVIEW OF OUR RAIL SAFETY INITIATIVES.
SO THE SLIDE HERE IS JUST KIND OF WANTED TO KIND OF GO BACK TO THE BEGINNING HERE.
SO RAIL SAFETY HAS BEEN A CORE PART OF DOT'S MISSION FOR YEARS.
HOWEVER, REALLY KIND OF IN THE LAST COUPLE OF YEARS, WE'VE MADE AN EFFORT TO PROVIDE MORE EMPHASIS ON SHOWCASING ALL THOSE ONGOING EFFORTS, REALLY TO KIND OF BETTER COLLABORATE AND ALIGN WITH OUR PARTNERS.
SO REALLY, WE WANTED TO KIND OF BACK UP AND SAY, OKAY, BEFORE WE TRY TO ADDRESS ANYTHING NEW, WE WANT TO GO BACK AND VALIDATE THE CHALLENGES AND HELP LOOK AT WHO CAN HELP US ADDRESS THEM, BECAUSE SOMETIMES YOU LEAVE OUT A COUPLE OF PARTNERS AND THAT CAN IMPACT WHAT YOU CAN ACCOMPLISH.
IF I COULD GET NEXT SLIDE, PLEASE.
AND AS YOU CAN SEE ON THE MAP, UNFORTUNATELY, WHERE WE'VE GOT SOME OF OUR HIGHER POPULATION DENSITIES AROUND SOME OF THE AT GRADE CROSSINGS IN SOUTH AND CENTRAL FLORIDA, THERE'S JUST A GREATER LIKELIHOOD OF CONFLICTS BETWEEN USERS.
SO THAT'S WHERE WE'RE SEEING A LOT OF THE SIMILAR CRASH DENSITIES.
SO NOW WE KNOW WHERE WE'RE LOOKING AT.
WE CAN SET THE REGULATIONS, WE CAN HELP SET THE GUIDELINES FOR OUR LOCAL PARTNERS LIKE YOU GUYS.
YOU KNOW, IT MUST BE BASED ON COLLABORATION BETWEEN ALL OF THESE PARTNERS.
OR A LOT OF TIMES WE WILL OWN THE HIGHWAY CROSSING THE RAIL WITH THE STATE HIGHWAYS.
BUT OUR ROLE IS DIFFERENT IF IT'S A LOCAL ROAD.
AND SOMETIMES, LIKE I MENTIONED, YOU KNOW, WE WE ARE NONE OF THE ABOVE.
SO THAT'S WHERE WE STILL NEED TO PROVIDE SUPPORT.
BUT FIGURING OUT HOW TO DO THAT EFFECTIVELY IS A KEY CHALLENGE.
SO WHAT YOU GET NEXT SLIDE, I WANTED TO SET SOME CONTEXT ON HOW WE KIND OF BREAK DOWN.
WELL, WHAT DO WE DO ABOUT IT TO ADDRESS THESE SITUATIONS? SO TRADITIONALLY, THESE ARE KIND OF THE FOUR MAJOR APPROACHES RECOGNIZED AS KIND OF THE GO TO'S FOR SAFETY CATEGORIES.
[01:00:04]
THESE ARE THE SAME ONES WE USED IN OUR STRATEGIC HIGHWAY SAFETY PLAN.SO WE'LL GET A COUPLE HIGHLIGHTS OF EACH OF THESE ON THE NEXT COUPLE OF SLIDES.
ENGINEERING IS KIND OF OUR BREAD AND BUTTER.
SO THIS IS KIND OF A SAMPLE OF SOME OF THE TYPES OF SOLUTIONS THAT FDOT HAS IMPLEMENTED STATEWIDE.
AND IT'S JUST, LIKE I SAID, KIND OF A SAMPLE.
IT'S AN ONGOING FEDERAL PROGRAM WE'VE USED FOR YEARS.
IT HELPS INCREASE CROSSING SAFETY, AND IT'S REALLY HONESTLY OUR CRITICAL PROGRAM BECAUSE WE DON'T HAVE SUFFICIENT STATE FUNDS TO KIND OF HELP ADDRESS THIS ISSUE. THIS IS A CORE BREAKDOWN OF THE HIGHWAY SAFETY IMPROVEMENT PROGRAM AND A SET ASIDE FOR CROSSINGS IN PARTICULAR.
AND WE'VE GOT A NEEDS LIST A MILE LONG THAT COULD DO MORE PROJECTS IF THEY WERE MORE MONEY.
SO IT'S IT'S GREAT, BUT IT DOESN'T CAPTURE EVERYTHING.
WE HAVE TO MAKE SURE WE'RE LOOKING AT SOLUTIONS STATEWIDE.
SOMETIMES THAT MEANS GRADE SEPARATING.
YOU KNOW, IT REDUCES THOSE CONFLICTS FDOTS GENERALLY ON BOARD.
DYNAMIC ENVELOPE IS ONE OF THE PROGRAMS WE'VE REALLY DONE A TON OF EFFORT ON LATELY.
THAT'S THAT TOP RIGHT PICTURE.
JUST TO SHOWCASE WE'RE KIND OF THE SAFE ZONE IS.
WE'RE REALLY TRYING TO MAKE SURE THAT VEHICLES AREN'T STOPPING IN THAT ZONE.
IT'S JUST KIND OF AN AWARENESS FACTOR THERE.
PREEMPTION IS ANOTHER FACTOR AND FACTOR THERE.
I NEED TO CHANGE THE TRAFFIC LIGHTS TO ADDRESS THAT.
SOMETIMES IT IS AND THERE'S COMPONENTS ON THE RAIL SIDE THAT AREN'T ALIGNED.
IT'S JUST A LOT TO KEEP TRACK OF.
SO WE WANTED TO DO AN INVENTORY OF WHAT'S WORKING AND WHAT'S NOT SO WE CAN GO FIX IT.
DEVELOPING A MANUAL TO ESTABLISH DESIGN STANDARDS FOR CROSSINGS ON HIGHER SPEED CORRIDORS.
THAT'S ONE OF OUR EFFORTS THAT WE'RE GETTING STARTED ON RIGHT NOW.
THAT'S AS WE KIND OF SEE THIS EMERGING NEED TO ADDRESS.
GRANTS. THIS HAS BEEN A HUGE ONE WHERE WE'VE PARTNERED WITH BRIGHTLINE ON A RAISED GRANT RECENTLY.
WE'VE TRIED TO GO FOR SOME OF THE GRANTS.
AND ALL OF THAT KIND OF ALSO TIES INTO TRESPASS PREVENTION.
IT'S THE HONESTLY, DON'T EVEN REMEMBER WHAT THAT STANDS FOR [INAUDIBLE] WE'LL SPELL THAT OUT, BUT IT'S ESSENTIALLY GAINING THAT BUY IN FROM ALL OF OUR STAKEHOLDERS, SETTING PRIORITIES ON HOW DO WE FOLLOW THROUGH WITH OUR RESEARCH RECOMMENDATIONS ON OUR CENTRAL RAIL CORRIDOR AND THE FEC CORRIDOR, KNOWING THOSE WERE KIND OF THE CHALLENGE AREAS IDENTIFIED IN SOME OF OUR HOTSPOTS WE WANTED TO DIAL DOWN INTO OK NOW THAT WE KNOW THAT STATE WIDE LEVEL, THESE ARE OUR FOCUS AREAS WHERE THOSE INDIVIDUAL KIND OF COMPONENTS THAT WE WANT TO ADDRESS TRESPASSING CONCERNS.
OPERATION STRIDE KIND OF HAD A EDUCATION COMPONENT AS WELL.
SO IN ADDITION TO PAINTING THOSE STRIPES ON THE ROADWAY, WE ALSO DID A LOT OF SOCIAL MEDIA TO BLAST OUT THAT NOT ONLY THAT THOSE WERE HAPPENING SO PEOPLE KNEW WHAT TO EXPECT WHEN THEY CAME UP TO THE STRIPES ON THE ROAD.
[01:05:04]
IT'S A NONPROFIT AND EFFORT HAS A MEMBER ON THE OPERATION LIFESAVER FLORIDA BOARD.THAT'S MY BOSS, RICKY FITZGERALD.
AND WE ALSO PROVIDE OVERALL TECHNICAL AND OUTREACH SUPPORT.
SO WE'RE ALSO KIND OF TAKING A LEAD THERE ON THE OPERATION LIFESAVER BOARD MEMBERS OUR REPRESENTATIVES FROM RAILROADS ACROSS THE STATE, BUT WE HELP KIND OF MAKE SURE THAT THEY'VE GOT THE RESOURCES THEY NEED TO IMPLEMENT THEIR STRATEGIC VISION.
MEDIA CAMPAIGNS IN ADDITION TO THAT, OPERATION STRIDE KIND OF TARGETED EFFORT DISTRICT FOR EFFORT ACTUALLY CAME UP WITH THE BRAILLE SMART VIDEO SERIES AND A HANDOUTS ON RAIL SAFETY.
AND THERE'S A LOT OF EFFORTS IN GENERAL THAT WE DO ON SOME RAIL SOCIAL MEDIA.
THERE'S A LOT OF ONGOING MEDIA CAMPAIGNS TO JUST GET THAT WORD OUT THERE ON.
HERE'S THE EMERGENCY NOTIFICATION SIGNS.
THERE'S A LOT OF DIFFERENT ASPECTS OF HOW DO WE HELP? IN ADDITION TO KIND OF WHAT WE'RE DOING DIRECTLY, LOCAL PARTNERS ARE HELPING US DO SOME EDUCATION.
HOW DO YOU KNOW NOW THAT THIS RESEARCH IS COMPLETE? WE WANT TO MAKE SURE NOW YOU ARE YOUR OWN RAIL SAFETY CHAMPIONS.
HERE'S SOME INFORMATION AND TOOLS, PARTNERS THAT YOU CAN TAKE AND IMPLEMENT ON YOUR OWN.
AND AS ANOTHER FOLLOW UP TO THAT TRACE TRESPASS RESEARCH, WE'RE PARTNERING WITH SOME MENTAL HEALTH EXPERTS ON PREVENTING SUICIDES AND KIND OF DEVELOPING THAT TRAINING WITH THEM.
AND THAT'S KIND OF A HELPFUL NEW PARTNER THAT WE'RE REALLY RECENTLY BRINGING INTO THE CONVERSATION TO HELP ADDRESS THE TRESPASS PREVENTION IS NOT JUST MAKING SURE PEOPLE AREN'T CUTTING THROUGH FENCES, BUT IT'S THAT MENTAL HEALTH ASPECT AS WELL.
AND WE ARE NOT THE LEADERS ON THE MENTAL HEALTH SIDE, SO WE NEED TO BRING IN THE PEOPLE THAT ARE DYNAMIC MESSAGE SIGNS ARE KIND OF GO TO ON THE HIGHWAY TO LET YOU KNOW, HEY, YOU KNOW, CLICK IT OR TICKET SOME OF THOSE MESSAGES THAT YOU'VE SEEN ALL THE TIME.
WE'RE ALSO TRYING TO USE SOME OF THOSE RESOURCES THAT WE ALREADY HAVE TO DISPLAY RAIL SAFETY MESSAGING, ESPECIALLY NEAR CROSSINGS IN ANOTHER WAY TO ADDRESS THE SUICIDE PREVENTION. WE'RE ALSO PUTTING THESE 211 SIGNS ON OUR OWN STATE OWNED CORRIDORS AND REALLY JUST WORKING TO INCREASE EDUCATION THROUGH OUR ENFORCEMENT PARTNERS AS WELL.
WE'RE FINDING THAT AN EDUCATIONAL EFFORT INCLUDES GOING FROM FROM THE VERY BEGINNING, OUR NEW DRIVERS EDUCATED ON RAIL CROSSING SAFETY AND HOW TO ADDRESS THAT. GO TO NEXT SLIDE, PLEASE.
THIS IS SEPTEMBER EVERY YEAR AND IT'S A GREAT BIG EFFORT TO HAVE THAT.
IT'S AMAZING HOW PEOPLE ARE FAR MORE LIKELY TO OBEY THE LAW.
BUT IF NOTHING ELSE, IT'S THAT ADDITIONAL AWARENESS OF, YOU KNOW, WE WANT TO MAKE SURE THAT WE'RE TAKING GOOD USE OF THEIR TIME KNOWING THEY HAVE A MILLION PRIORITIES.
BUT IF THIS RAIL SAFETY ISSUE KEEPS POPPING UP AS THERE'S PEOPLE GOING AROUND GATES, THERE'S PEOPLE TRESPASSING IN AREAS WHERE IT'S A DEFINED ISSUE AREA, THEN THERE'S AN ENFORCEMENT COMPONENT THAT JUST HAS TO BE THERE SO WE CAN MAKE SURE THAT PEOPLE ARE IF WE'VE DONE THE ENGINEERING SIDE, WE'VE DONE THE EDUCATION, THE LAST PIECE IS ENFORCING THE LAW TO MAKE SURE PEOPLE ARE AWARE.
OPERATION LIFESAVER, WE WANT TO BRING IN THAT ENFORCEMENT COMPONENT AS WELL.
SO IN ADDITION TO HAVING REPRESENTATIVES FROM THE KEY RAILROADS AROUND THE STATE AND BROUGHT IN CHIEF DIXON FROM FLORIDA HIGHWAY PATROL ONTO OUR OPERATION LIFESAVER BOARD IN THE LAST YEAR, AND WE ALSO ADDED A BRIGHT LINE REPRESENTATIVE TO KIND OF CAPTURE THAT NOT ONLY THE RAILROADS BUT THE RAILROAD OPERATORS.
THAT'S KIND OF AN OVERVIEW OF KIND OF THE KEY CATEGORIES.
AND THIS IS KIND OF WHAT WE DECIDED AS THIS IS KIND OF WHAT WE'VE DONE IN THE PAST AND AS A WAY FORWARD TO BETTER ALIGN WITH OUR PARTNERS, WE REALLY DECIDED, HEY, THERE'S A LOT GOING ON HERE.
[01:10:01]
SOME OF THESE ADDITIONAL EFFORTS THAT GO ABOVE AND BEYOND WHAT WE'VE DONE SO FAR.SO NEXT SLIDE, ONE OF THE STRATEGIES WE CAME UP WITH IS OK, WE'VE GOT A LOT OF THESE KIND OF SUCCESSFUL THINGS THAT HAVE WORKED WHEN WE TRY TO MITIGATE PEDESTRIAN TRESPASSING. SO WHEN WE'RE LOOKING AT WALKABILITY IN MANY LOCATIONS, WE FOUND THAT TRESPASSING HAPPENS BECAUSE, OH, WHAT DO YOU KNOW? IT'S THE FASTEST ROUTE BETWEEN POINTS A AND B IS TO GO ACROSS THE RAILROAD.
THAT'S SOMETHING WE CAN ADDRESS.
YOU KNOW, IT'S IN THOSE INSTANCES, MAYBE WE INSTEAD OF FENCING IT OFF ENTIRELY, MAYBE IT'S BEST TO DIRECT PEDESTRIAN TRAFFIC TO A SAFE CROSSING POINT. SO THERE AT LEAST IS THAT ACCESSIBILITY OPTION.
WHEN THERE'S ILLICIT ACTIVITIES, OTHER THINGS THAT WE WANT TO DISCOURAGE USE OF THAT AREA OVERALL, SOMETIMES BOUNDARIES ARE MOST EFFECTIVE, AND MAYBE THAT MEANS A MORE HARDENED FENCING, OTHER TYPES OF BARRIERS.
ANOTHER ASPECT OF TRESPASSING IS MONITORING.
WE REALLY FOUND THAT WHEN YOU CATCH THE TRAIN ENGINEER'S OFF GUARD THEY CAN'T REACT.
WE'VE GOT OPERATION LIFESAVER MATERIALS ON THAT AS WELL.
IT'S NOT AS SIMPLE AS STOPPING THE CAR.
IT TAKES, LIKE, A MILE TO STOP A WHOLE TRAIN.
IN THE SAME WAY THAT KIND OF THAT MONITORING HELPS LIGHTING.
IT'S ANOTHER PROACTIVE METHOD OF IMPROVING PEDESTRIAN VISIBILITY.
SO THEN THERE'S NO ACCIDENTS THAT WAY IF PEOPLE ARE TRIPPING ON TRACKS AND THINGS LIKE THAT.
SAME THING A LOT OF PEOPLE DON'T REALIZE RAILROAD PROPERTY IS PRIVATE PROPERTY.
SO IF WE HAVE SOME SORT OF WARNING SYSTEMS, THOSE ARE PRETTY EFFECTIVE.
AND LIKE I TALKED ABOUT BEFORE, IF WE KIND OF COME UP WITH THESE NEW STANDARDS FOR THAT EMERGING HIGHER SPEED KIND OF COMPONENT, THAT GRAY AREA IN BETWEEN THAT 80 TO 110 MILES AN HOUR, IT REALLY JUST HAS DIFFERENT CHARACTERISTICS.
THEN YOU'RE KIND OF STANDARD 79 MILES AN HOUR AND UNDER.
SO WE'RE ADDRESSING THAT KIND OF NEW COMPONENT ON HOW DO WE COME UP WITH THE BEST MATCH FOR WHAT MAKES SENSE FOR THE VEHICLE AS MUCH MAKES SENSE FOR THE RAILROADS IN A NEW MANUAL THAT WE'RE ADDRESSING RIGHT NOW.
SO THAT CAN BE BECAUSE THE TRAFFIC LIGHTS AREN'T SET UP WELL IN A WAY THAT WOULD MAKE IT SO YOU CAN'T SEE THE NEXT SCREEN OR THERE'S TOO MANY LIGHTS IN A ROW OR THERE'S A PROBLEM WHERE YOU HAVE A LOT IN SOUTH FLORIDA, IT'S THERE'S A LOT OF THE RAILROAD IS PARALLEL TO THE HIGHWAY FACILITY FOR A LONG TIME.
THERE'S A LOT OF WAYS THAT THAT MIGHT BECOME AN ISSUE.
BUT IF WE HAVE, YOU KNOW, CLEAR GUIDELINES FOR STORAGE DISTANCE AND THINGS LIKE THAT, WE MAY BE ABLE TO ALLOW TRAFFIC TO CLEAR PRIOR TO TRAIN'S ARRIVAL WHEN THERE ISN'T ROOM TO KIND OF HAVE VEHICLES MOVE ALL THE WAY UP TO AN AREA AND USE PREEMPTION TO ALERT THE SIGNALS, HEY, THERE'S A TRAIN COMING.
WE NEED TO ADDRESS IT WITH THE TRAFFIC LIGHTS.
ONE OF THE THINGS WE'VE LOOKED INTO IS BLOCK CROSSING WARNINGS.
SO THEY'RE KIND OF MORE AWARE OF THEIR SURROUNDINGS.
MAKE SURE THAT THERE'S AN ESCAPE OPTION.
AND WANT TO MAKE SURE THAT THAT'S CLEAR.
THEY CAN ESCAPE SAFELY IF THEY DO RUN INTO THAT SITUATION.
AND ANOTHER OPTION SIMILAR TO THE KIND OF UPSTREAM OPTION IS WHEN THERE ISN'T ROOM TO STORE MANY VEHICLES ON A KIND OF A SMALLER ROADWAY, INSTEAD OF HAVING THEM GIVE ALL OF THE OPTIONS FOR TURNS, MAYBE KEEP TRAFFIC MOVING AND AVOID QUEUES OVERALL BY JUST DOING SOME RESTRICTIONS LIKE RIGHT TURNS ONLY OR NO TRUCKS, THERE'S WAYS TO KIND OF
[01:15:08]
AVOID SOME OF THOSE QUEUING PROBLEMS IN THE FIRST PLACE.HOW CAN WE IMPACT THAT CHANGE IN BEHAVIOR? AND THAT'S WHERE WE GO BACK TO.
WE NEED TO HAVE MORE CONTINUOUS EDUCATION AND ENHANCED AWARENESS OF THE HAZARDS AND CONSEQUENCES ASSOCIATED WITH THESE REALLY KIND OF JUST INHERENTLY DANGEROUS ACTIONS AROUND THE RAILROAD. SO RATHER THAN KIND OF SHIFTING TO, OH, WELL, WE HAVE, YOU KNOW, ENFORCEMENT AND A LOT OF ACTIVITIES AROUND RAIL SAFETY WEEK AND NOT A WHOLE LOT THE REST OF THE YEAR, REALLY JUST TRY TO HAVE THAT CONSISTENT AWARENESS AND REALIZE THAT HUMAN FACTOR IS REALLY AN ELEMENT IN ALMOST ALL INCIDENTS THAT'S NOT SPECIFIC TO RAIL.
AND THOSE MITIGATION METHODS INCLUDE THAT GREAT CROSSING SAFETY OUTRAGE THAT'S GOING BACK TO ALL THOSE TRESPASS PREVENTION OUTREACH ASPECTS THAT WE'VE LOOKED AT AND CONTINUING THOSE. AND THAT'S THE SUICIDE PREVENTION THAT WE'VE GOT ON THE SLIDE AS WELL.
ALL OF THOSE TOGETHER COMBINED ARE GOING TO MAKE A DIFFERENCE.
JUST IN CLOSING, THIS WAS KIND OF THE SAME MESSAGE WE HAD AT OUR FRA.
THE FEDERAL RAILROAD ADMINISTRATION LED TOWN HALL, WHAT WAS IT, TWO MONTHS AGO? WHAT ARE THE NEXT STEPS? WE WANTED TO KIND OF PUT IT OUT THERE AS THIS IS WHAT WE THINK SO FAR.
WE'RE OPEN TO ADDITIONAL INPUT.
AND I DID WANT TO MAKE SURE TO CLARIFY THAT THE FDOT DISTRICT FOUR STAFF ARE REALLY THE LEADS ON A LOT OF THESE ACTIVITIES LOCALLY, AND THEY CAN DEFINITELY PROVIDE A LOT MORE DETAIL ON WHAT'S BEEN DONE IN YOUR COMMUNITY SPECIFICALLY.
YOU KNOW, ONE OF THE NEXT STEPS THAT WE IDENTIFIED WAS PUTTING TOGETHER KIND OF A LIST OF NAMES AND ORGANIZATIONS TO BE INCLUDED IN KIND OF A CORE WORKING GROUP FOR BOTH THE CENTRAL FLORIDA RAIL CORRIDOR AND KIND OF THE SOUTH FLORIDA REGION TO INCLUDE THE SOUTH FLORIDA RAIL CORRIDOR AND THE FEC CORRIDOR.
AND WE REALLY WANT TO ASSIGN A LITTLE MORE ACCOUNTABILITY SO THOSE WORKING GROUP MEMBERS WILL BE LEADERS THAT CAN COME TOGETHER AND DEFINE THOSE POLICY AND ACTION ITEMS. AND THEN WE'LL HAVE SOME KIND OF SUPPORTING TASK TEAMS THAT MIGHT BE SUBJECT MATTER EXPERTS TO MAKE SURE THERE'S SOME UNDERSTANDING THERE.
TECHNICAL STAFF THAT CAN HELP IMPLEMENT THE DEFINED ACTION ITEMS. AND WE'LL CONTINUE TO WORK ON DEVELOPING OUR NEEDS LISTS, WORKING WITH OUR PARTNERS TO SUBMIT THOSE RELEVANT GRANT APPLICATIONS AND REALLY KIND OF CONTINUING TO DO WHAT WE'RE DOING RIGHT NOW, WHICH IS FORMALIZE A LOT OF THE ACTIVITIES THAT HAVE ALREADY BEEN HAPPENING, BUT PACKAGE THEM IN A WAY THAT THERE'S BETTER VISIBILITY AND BETTER ACCOUNTABILITY AND BETTER ALIGNMENT WITH OUR PARTNERS.
AND ACTUALLY ONE OF THE DIRECT RESULTS OF THE TOWN HALL WITH THE FRA A COUPLE OF MONTHS AGO WAS, YOU KNOW, BRIGHT LINE HAD BEEN DOING SOME KIND OF ENFORCEMENT BLITZES FOR A LITTLE WHILE TO KIND OF BRING THAT GREATER AWARENESS, ISSUING KIND OF WARNINGS FOR PEOPLE THAT WENT AROUND GATES AND DID THINGS THAT WERE ILLEGAL.
AND THEY COULDN'T NECESSARILY SAY, HEY, YOU'RE GOING TO GET FINED FOR THIS.
IT WAS MORE ABOUT THAT EDUCATION COMPONENT.
THEY WENT OUT AND ISSUED TONS AND TONS OF WARNINGS OF, HEY, DID YOU KNOW THIS IS AN ILLEGAL ACTIVITY? BRING THAT AWARENESS OUT THERE.
WE'VE GOT AN EXISTING SAFETY INSPECTOR PROGRAM.
WE ALREADY SUPPLEMENT THEIR EFFORTS, BUT WE REALLY FOUND THAT OUR PARTNERSHIP WAS GREATLY ENHANCED BY THIS EFFORT IN THE LAST COUPLE OF MONTHS WHERE, YOU KNOW, ON A FIRST NAME BASIS WITH A LOT MORE OF THEIR STAFF AND WE'RE EXPECTING THAT RELATIONSHIP TO CONTINUE TO GET EVEN BETTER.
THERE'S A GREAT MOMENT FOR A QUESTION.
CAN YOU HEAR ME? YES, THANK YOU.
I AM THE DIRECTOR OF PLANNING AND DEVELOPMENT SERVICES FOR THE CITY OF DEERFIELD BEACH.
THANK YOU FOR THIS PRESENTATION.
I HAVE A FEW QUESTIONS AND A FEW COMMENTS.
THERE HAVE BEEN OVER 50 DEATHS SINCE BRIGHT LINE HAS BEEN INTRODUCED BACK IN 2017.
I BELIEVE NINE OF THEM HAVE BEEN IN DEERFIELD BEACH.
I THINK WHAT YOU POLITELY REFERRED TO AS TRESPASSERS IS BASICALLY THAT ISSUE.
[01:20:03]
I SAW THE ONE SLIDE RELATED TO A.I.THAT IS, TO ME, THE ONLY SOLUTION TO THIS ISSUE AT THE MOMENT IS UNTIL BRIGHT LINE HAS THE ABILITY TO HAVE CCTV OR CAMERA ABILITY TO SEE WHERE THOSE CROSSINGS ARE AND TO KNOW IF THERE IS SOMETHING ON THE ROAD ON THE RAIL.
IT'S THE ONLY WAY WE'RE GOING TO SOLVE THIS ISSUE.
DEERFIELD BEACH HAS TWO TRAIN TRACKS NOW.
WE HAVE WE HAVE SLOW MOVING TRAINS.
WE'VE HAD THAT FOR A VERY LONG TIME AND WE'VE NEVER HAD THESE ISSUES PRIOR TO BRIGHT LINE.
WE NEED ADDITIONAL FUNDING TO CONTINUE THAT THAT FENCE.
SO TO PROTECT PEOPLE, I KNOW THAT PART OF THIS PARTICULAR PROGRAM IS TO ALSO INCLUDE FENCING, BUT I WANT TO MAKE THE NOTE OR THE POINT THAT THAT FENCING SHOULD BE ALLOWED TO BE WHAT THE CITY FINDS TO BE ACCEPTABLE, NOT NECESSARILY JUST A CHAIN LINK FENCE.
AND I WANT TO MAKE ANOTHER COMMENT OR A POINT.
BUT LAST MONTH, BACK IN MARCH, WE WERE CONTACTED BY BRIGHTLINE TO EVALUATE ELLER STREET AND THE FEC RAILWAY BECAUSE OF IT WAS AN AREA THAT WAS BEING ON THEIR LIST FOR ACCIDENTS.
THEIR SOLUTION WAS TO PUT A VERY SMALL EDGING ALONG THE ROADWAY THAT WOULD PREVENT PEOPLE FROM BEING ABLE TO DRIVE AROUND THE ARMS. WHEN WE DISCUSS WITH THEM THAT THERE ARE NO REPORTED TRAFFIC ACCIDENTS AT THIS INTERSECTION, ONLY SUICIDE DEATHS.
SO IT'S VERY DIFFICULT TO TAKE ANY OF THIS SERIOUSLY THAT THAT ANYONE IS TAKING THIS SERIOUSLY WHEN THE ISSUE THAT THE ENTIRE SOUTH FLORIDA IS HAVING A LONG, BRIGHT LINE AND BRIGHT LINE NOW BEING EXPANDING EVEN FURTHER TO ORLANDO, THAT THE ISSUE IS PEOPLE ON THE RAIL AND THAT ANY SOLUTION THAT IS ABOUT STOPPING VEHICLES FROM GETTING ACROSS.
TO ME THAT'S JUST THAT'S THAT'S IGNORING THE REAL ISSUE.
AND AND WE NEED TO BE HONEST ABOUT WHAT WE'RE TRYING TO REALLY PREVENT OUT HERE.
AND THAT'S WHAT'S REALLY IMPORTANT.
THANK YOU, ERIC. THAT'S WONDERFUL TO HEAR AND IT'S REFRESHING TO HEAR THAT.
WE AGREE THAT THE MENTAL HEALTH COMPONENT IS SADLY LACKING AND NEEDS TO BE ADDRESSED.
WE ARE BUILDING THAT WORKING GROUP.
WE'RE BUILDING THAT LIST NOW, SO THAT IS WONDERFUL TO HEAR.
AND WHAT WAS THAT SECOND INTERSECTION YOU MENTIONED WITH THE EDGING ON THE ARMS? THAT WAS JUST NOT REALLY THE KIND OF CORE ISSUE.
IT IS. THE ROAD IS CALLED ELLER, E-L-L-E- R OR NORTH EAST SECOND STREET.
ABSOLUTELY. YES, AND WE HAVE APPRECIATED THAT BRIGHT LINE IS TAKING THE LEAD ON DOING SOME OF THE OUTREACH TO HELP US IDENTIFY THOSE APPROPRIATE PARTNERS TO EXACTLY THAT VALIDATE WHAT ARE THE CORE ISSUES, WHAT ARE THOSE NEEDS THAT WE WANT TO GO AFTER IN SOME OF THESE GRANT OPPORTUNITIES THAT WE CAN BRING IN MORE FUNDING TO DO THINGS LIKE THAT, HARDENED FENCING AND EXACTLY THAT, FIGURE OUT WHAT ARE THE APPROPRIATE STRATEGIES TO MITIGATE THE ACTUAL ISSUE.
AND SOMETIMES THAT'S A COMBINATION OF THE ONES THAT WE'VE SPOKEN ABOUT TODAY.
SOMETIMES IT'S IT'S SOMETHING DIFFERENT.
GREAT. THANK YOU, HOLLY. ARE THERE ANY OTHER QUESTIONS ABOUT THIS INITIATIVE? ANY OTHER ONLINE QUESTIONS? NO. GREAT.
THE NEXT ITEMS ARE ON OUR GENDER COMMITTEE REPORTS, ADMINISTRATIVE ITEMS, MEMBER COMMENTS.
[ ADMINISTRATIVE ITEMS ]
DOES ANYBODY HAVE ANY COMMENTS TO SHARE WITH THE COMMITTEE? AND THEN FINALLY, WE HAVE STEPHANIE ONLINE TO TALK A LITTLE BIT ABOUT THE BE TACTICAL EVENT THAT'S COMING UP IN FORT LAUDERDALE.[01:25:10]
[INAUDIBLE] THANK YOU SO MUCH.SURE. HEY, GOOD AFTERNOON, EVERYONE.
THIS EVENT IS COMING UP IN MAY 12 TO MAY 15.
SO IF YOU ARE INTERESTED, YOU CAN SCAN THE QR CODE RIGHT THERE WITH YOUR PHONE AND YOU WILL ACCESS TO A LINK THAT WILL TAKE YOU TO THE REGISTRATION PLATFORM AND YOU CAN SELECT ANY SHEET THAT COULD WORK FOR YOU.
WE ARE GOING TO MAKE THESE TYPE OF IMPROVEMENTS.
SO WE ARE PUT IN THE POSITION OF REFUGE ISLAND.
WE ARE GOING ALSO TO INCLUDE A BIKE LANE ENHANCEMENTS.
AND WE ALSO ARE INCLUDING INTERSECTION IMPROVEMENTS HERE.
WE ARE TALKING ABOUT BETTER CROSSWALKS SO PATIENTS ARE MORE VISIBLE FOR DRIVERS.
SO THIS IS HAPPENING AND OF COURSE, THIS IS AN EVENT OPEN TO EVERYONE.
SO IF YOU ARE INTERESTED, YOU KNOW, WE DID THIS IN THE CITY OF DEERFIELD BEACH BACK IN 2021.
AND ERIC BAUER, HE CAN TELL US, TELL YOU A LITTLE BIT MORE ABOUT WHAT TYPE OF EXPERIENCE THIS IS.
THIS IS ACTUALLY, YOU KNOW, GIVING BACK TO THE COMMUNITY AND CONNECTING WITH THE COMMUNITY.
THIS IS, YOU KNOW, OUR PLANNING ALL DIFFERENT LEVEL.
AND I SEE, ERIC, THAT YOU HAVE YOUR HAND RAISED.
I WAS JUST GOING TO SAY, SINCE YOU MENTIONED ME.
NO, YOU KNOW, THIS IS THIS IS A FANTASTIC PROGRAM.
WE WERE WE WERE SO HAPPY TO BE THE THE FIRST CITY TO BE ABLE TO DO THIS PROGRAM.
WE RECEIVED TONS AND TONS OF COMPLIMENTS FROM THE NEIGHBORS IN THIS AREA.
WE'VE COLLECTED A BUNCH OF DATA ON THIS ROAD HAS REALLY, REALLY HELPED US.
AND I JUST THINK IT'S A FANTASTIC PROGRAM.
SO JUST JUST SAYING AS THE NEXT CITY I AGREE FOR SURE.
I LOVE THESE. YES, THAT IS NOTED.
AND HOPEFULLY WE CAN DO SOMETHING ABOUT IT.
I KNOW. OF COURSE, I THINK ALL OF US KNOW THAT, YOU KNOW, BECAUSE OF THE NEW BIPARTISAN LAW WE HAVE ALSO MORE FUNDS AND WITH MBOS THE UNITED STATES WILL HAVE MORE FUNDS FOR BETTER BIKE IMPROVEMENTS.
SO HOPEFULLY WE CAN APPLY FOR THESE GRANTS AND WE CAN GET THESE FUNDS TO FLORIDA.
I DID BRING SOME PAPER COPIES, IF ANYBODY'S INTERESTED TO GO TO.
OKAY. ANY OTHER COMMENTS? QUESTIONS BEFORE WE MOTION TO ADJOURN? THANK YOU, MR. GOOD.
WE'LL SEE YOU AGAIN ON MAY 25TH.
RECORDING STOPPED.
