AND WHAT THAT'S GOING TO DO FOR ALL OF US IS ESSENTIALLY ESTABLISH A SPINE FOR A COMMUTER RAIL SYSTEM FOR THIS COUNTY, WHICH IS PRETTY MOMENTOUS. IT'S SOMETHING I THINK EVERYBODY'S BEEN I KNOW AS A HOLLYWOOD CITY COMMISSIONER, WE'VE BEEN LOOKING AT THIS FOR 20 YEARS.
AND TO FINALLY GET A COUNTY COMMISSION CONSENSUS ON THIS WAS IS A BIG DEAL.
AND I THINK I THINK THE COUNTY IS WORKING WITH THE MPO VERY CLOSELY RIGHT NOW TO TRY TO TO PUT TOGETHER ALL THE THINGS NECESSARY THAT ALLOW US TO GO FOR MEGA GRANTS.
AND WHEN YOU'RE TALKING ABOUT BILLION DOLLAR GRANTS ON JUST THIS KIND OF A PROJECT.
WHAT THAT WHAT IT'S ALSO GOING TO DO IS BY ESTABLISHING THAT SPINE, IT STARTS TO HELP US FIGURE OUT WHERE TO ESTABLISH THE ARTERIALS, WHICH WOULD BE GOING UP AND DOWN, YOU KNOW, WHETHER IT'S HOLLYWOOD BOULEVARD OR IT'S COMMERCIAL BOULEVARD OR WHATEVER TO CONNECT WITH THAT.

UNFORTUNATELY, HE WOULDN'T LET US TAPE IT.

OBVIOUSLY WE HAVE A COUPLE MORE WEEKS HERE IN WASHINGTON WORKING ON OUR APPROPRIATION BILLS AND SOME OTHER MESSAGING BILLS BEFORE THEY'LL GO INTO RECESS.
AND SO THIS IS JUST KIND OF OUR OVERVIEW OF OUR PRESENTATION THIS MORNING.
LIKE I MENTIONED, CONGRESS RIGHT NOW IS WORKING ON THE FY 2023 APPROPRIATION BILLS.
THE HOUSE IS ALMOST DONE WITH ITS WORK.
THIS IS THE SEMICONDUCTOR CHIPS LEGISLATION.
THEY'RE ALSO WORKING ON THE NATIONAL DEFENSE AUTHORIZATION ACT THIS WEEK, THE WRDA BILL, THE WATER RESOURCES, AND THEN SEVERAL OTHER TYPES OF MESSAGING BILLS, THINGS THAT THEY WANT TO BE ABLE TO GO BACK HOME TO THEIR DISTRICTS IN AUGUST AND TALK ABOUT JUST SOME KEY DATES TO KIND OF THINK ABOUT THE END OF THE FISCAL YEAR, SEPTEMBER 30TH. AND SO WE'RE PROBABLY GOING TO HAVE A CONTINUING RESOLUTION LIKE ALWAYS THAT GETS ENACTED JUST TO KIND OF KEEP THE GOVERNMENT OPEN AND LEVEL FUND IT. AND WE HAVE THE MIDTERM CONGRESSIONAL ELECTIONS WHICH THE OUTCOME OF THE MIDTERMS WILL AFFECT WHAT THAT LAME DUCK SESSION LOOKS LIKE.
AND RON, WE'LL TALK ABOUT THAT A LITTLE BIT LATER.
THERE'S A HUGE INCREASE OF FUNDING THAT THE HOUSE HAS PROPOSED FOR THE DEPARTMENT OF TRANSPORTATION.
SO $2.42 BILLION MORE THAN LAST YEAR'S NUMBERS.
THERE WERE SEVERAL PROGRAMS THAT WERE CREATED IN THE IJA, THE BIPARTISAN INFRASTRUCTURE LAW THAT LORI WILL TALK ABOUT THAT DIDN'T HAVE ANY FUNDING ATTACHED TO THOSE PROGRAMS. AND THE GOOD NEWS IS THE HOUSE HAS PROPOSED TO FUND THOSE PROGRAMS FOR THIS UPCOMING FISCAL YEAR.
SO WHAT YOU SEE HERE IS $55 MILLION FOR THE HEALTHY STREETS PROGRAM.
THIS IS A PROGRAM THAT IS LOOKING AT TREE CANOPIES, INNOVATIVE PROJECTS WITH PAVEMENT.
RIGHT. SO COOL, COOL PAVEMENTS OR POROUS PAVEMENTS IF YOU HAVE CERTAIN ROADS THAT TEND TO FLOOD.
AND WHAT CAN WE THINK ABOUT INNOVATIVELY? THERE IS $100 MILLION FOR THE NEW ACTIVE TRANSPORTATION INFRASTRUCTURE GRANT PROGRAM, WHICH IS REPLACING THE DEPLOYMENT PROGRAM THAT WAS PART OF MAP 21 FOR SEVERAL YEARS, THAT IT'S GOING TO HAVE A NEW INNOVATIVE FACE TO THIS AND THEN $100 MILLION FOR THRIVING COMMUNITIES.
AND THEN WHAT THE HOUSE IS ALSO PROPOSING IS AN ADDITIONAL $775 MILLION FOR THE RAISE PROGRAM.
THIS IS IN ADDITION TO THE $1.5 BILLION THAT AUTOMATICALLY WILL GO TO RAISE.

SO WE'RE GOING TO SEE, MOST LIKELY IN FY 23, ANOTHER OVER $2 BILLION COMPETITION FOR RAISE, WHICH IT'S A LOT OF MONEY AND UNHEARD OF.THE REALLY GOOD NEWS FOR THE MPO IS THAT WE WORKED CLOSELY WITH YOUR CONGRESSIONAL DELEGATION TO HAVE SEVERAL OF YOUR PROJECTS INCLUDED IN THIS TRANSPORTATION APPROPRIATIONS BILL $10.7 MILLION DOLLARS IN PROJECTS FOR THE MPO.
I HAVE TO TELL YOU, WE'VE BEEN RESEARCHING ALL OF THE PROJECTS THAT GOT ADVANCED THROUGH THE PROCESS AND THEN GOT FUNDING INCLUDED, $10.7 MILLION IS ONE OF THE HIGHEST DOLLAR AMOUNTS THAT'S GOING TO ONE SPECIFIC ENTITY.
EACH MEMBER IS LIMITED TO MAKING ONLY 15 REQUESTS, SO AND MOST MEMBERS GOT OVER 50 REQUESTS.
SO TO GET TO BE A PART OF THAT ELITE GROUP WAS WONDERFUL.
AND WE'RE GRATEFUL TO HAVE GREG AND PAUL COME TO D.C.
AND HELP US ADVOCATE FOR THESE PROJECTS.
SO ALMOST $1.9 MILLION FOR THE AERIAL TRAFFIC MANAGEMENT SYSTEM, $5 MILLION FOR UNIVERSITY DRIVE MULTIMODAL IMPROVEMENTS, AND $3.9 FOR LYONS ROAD PEDESTRIAN MOBILITY SAFETY.
SO WHEN THE MONEY DOES COME BACK DOWN, WE'RE GOING TO BE WORKING WITH THE DISTRICT WORK PROGRAM STAFF TO THEN BE ABLE TO MOVE OTHER PROJECTS FORWARD LIKE WE DID WITH THE [INAUDIBLE] MONEY WAY BACK IN THE DAY.
SO YOU'RE GOING TO SEE THE ORGANIZATION WHERE WE'RE TALKING TO THE BOARD MEMBERS ABOUT TAKING THIS EXTRA MONEY THAT WE WERE IN, THE ELITE OF ELITES AROUND THE COUNTRY AND ADVANCE EVEN MORE PROJECTS.

SO WE MET WITH THE DEPARTMENT OF TRANSPORTATION.
WE MET WITH CHARLES SMALL, THE ASSISTANT SECRETARY FOR INTERGOVERNMENTAL AFFAIRS.
WE MET WITH THE DEPUTY ASSISTANT SECRETARY FOR CLIMATE CHANGE AT DOT, ANDREW WISHNIA, WHO HAS FAMILY FROM PLANTATION TO TALK ABOUT THE NEW PROTECT PROGRAM THAT LAURIE WILL GET INTO IT A LITTLE BIT.
AND SO WE'VE BEEN WORKING HARD TO MAKE SURE WE'RE STAYING IN TOUCH WITH EVERY DEPARTMENT, AT EVERY AGENCY AT THE DEPARTMENT OF TRANSPORTATION TO MAKE SURE WE'RE LETTING THEM KNOW WHAT YOU ALL ARE WORKING ON AND WHAT THE MPO IS PRIORITIZING.

SORRY ABOUT THAT. IN ADDITION TO THE REGULAR FORMULA PROGRAMS THAT YOU'LL GET THROUGH MTP, THEY CREATE A COUPLE NEW FORMULA PROGRAMS THAT WILL GO DIRECTLY TO THE STATE AND THEN THE STATE WILL SUB ALLOCATE IT TO LOCAL GOVERNMENTS AND TO THE MPO.
THERE HAS NEVER BEEN A BRIDGE PROGRAM BEFORE AT THE FEDERAL GOVERNMENT.
THE STATE FDOT GOT $44 MILLION DOLLARS FOR THEIR BRIDGES AND AS YOU CAN SEE, $7.9 FOR OFF SYSTEM.
THOSE ARE BRIDGES THAT ARE NOT PART OF THE FEDERAL HIGHWAY SYSTEM.
THEY GOT THIS MONEY BACK IN JANUARY.
THE SECOND PROGRAM IS CALLED CARBON REDUCTION.
THIS WAS CREATED BY A GROUP OF MEMBERS FROM CALIFORNIA AND NEW YORK CITY.
BUT FDOT IS GOING TO USE THIS AS WELL AS THE BROWARD MPO.
SO THIS IS MONEY TO THE STATES TO REDUCE TRANSPORTATION EMISSIONS AND ALSO HELP DEVELOP STRATEGIES.

AND THEN SECOND, THE THIRD IS THE PROTECT PROGRAM.AND THIS WAS PRETTY MUCH CREATED FOR FLORIDA.
GREG AND PAUL, AS SHE SAID, JUST SPOKE TO DOT ABOUT IT.
AND OF COURSE, THAT IS PART OF THE SEA LEVEL RISE AND FLOOD CONTROL AS WELL.
AS YOU CAN SEE, FLORIDA GOT A SIZABLE AMOUNT.
AND JUST TO SHOW YOU SOME OF THE TRADITIONAL FORMULA DOLLARS THAT THIS MPO IS GETTING DIRECTLY HUGE INQUIRIES FOR THE STBG PROGRAM, AND THAT'S WHAT GREG AND PAUL USED TO GET TO FUND THE PROJECTS FROM MTP, WHICH THAT WAS JUST DISCUSSED.
AND WHAT GREG AND YOU ALL HAVE BEEN TRYING TO GET FOR MANY, MANY YEARS IS TO MAKE SURE THAT MONEY IS ALLOCATED FOR INCREASE FOR THE POPULATION. SO THAT IS DEFINITELY GOING TO BENEFIT THE MPO.
I THINK SOMEONE JUST SAID THEY'RE GETTING EMAILS CONSTANTLY FROM DOT AND EPA.
RAISE Y'ALL ARE APPLYING AGAIN.
SECOND IS SAFE STREETS AND ROADS FOR ALL.
IT'S BEEN ON YOUR PRIORITIES FOR MANY, MANY YEARS.
SO THIS IS THE FIRST FEDERAL PROGRAM FOR VISION ZERO.
AS GREG JUST SAID, YOU'RE ALSO APPLYING FOR THAT.
SO IT INCLUDES MANY OF OUR REQUESTS.
THE THIRD PROGRAM, THERE'S ALSO A COMPETITIVE GRANT PROGRAM FOR BRIDGES, AND THAT'S OUT RIGHT NOW.
AND THEN RECONNECTING COMMUNITIES.
THIS IS CREATED TO, AS YOU KNOW, UNFORTUNATELY, WHEN CITIES AND STATES BUILT HIGHWAYS AND RAILROADS BACK IN THE FORTIES AND FIFTIES, OFTEN THAT WAS IN UNDERSERVED COMMUNITIES, WHICH IS BLOCKING THEIR ACCESS TO JOBS AND TO OTHER NEIGHBORHOODS.
SO THIS PROGRAM IS TO TEAR DOWN THESE HIGHWAYS OR TO MITIGATE THE RAILROAD SO UNDERSERVED COMMUNITIES ARE CONNECTED AND THERE'S A BETTER SPINE AND ACCESS. THEN THERE'S A RAILROAD CROSSING ELIMINATION PROGRAM.
ONCE AGAIN, IT'S BEEN A PRIORITY FOR MANY YEARS FOR Y'ALL.
THERE'S NEVER BEEN A FEDERAL FUNDING FOR THIS.
SO THAT WAS ANOTHER PROGRAM WE LOBBIED OUR DELEGATION AND THOSE APPLICATIONS ARE DUE OCTOBER 4TH.
AND THEN LASTLY, THE SMART GRANTS PROGRAM.
I KNOW YOU'VE ALL BEEN WORKING ON TECHNOLOGY.
ITS FOR MANY YEARS, ONCE AGAIN, A FIRST FEDERAL PROGRAM FOR THIS.
AND WE'RE EXPECTING TO SEE THE NOTICE OF FUNDING OPPORTUNITY LATER THIS FALL.
THE THRIVING COMMUNITIES WITH DOT IS PARTNERING WITH HUD.
BUT MAKING SURE YOU'RE WORKING WITH AFFORDABLE HOUSING AS WELL AND THEN PROTECT.

SO MATHEMATICALLY, YOU KNOW, THE SENATE IT'S 50/50, WHICH IN THIS US SENATE BECAUSE IT TAKES 60 VOTES TO GET ANYTHING DONE, IT'S PRETTY MUCH AT A STALEMATE BETWEEN THE TWO. I MEAN, THERE'S A 51 WITH A WITH THE SENATE PRESIDENT, WHICH IS THE VICE PRESIDENT IF THERE'S ACTUALLY A 50/50 VOTE.

AND IF ONE SIDE JUST SAYS, I DON'T WANT TO DO IT, IT'S NOT GOING TO HAPPEN.SO THE SENATE IS PRETTY MUCH DEADLOCKED AT 50/50.
THE HOUSE IS ONLY FIVE SEATS TO THE DEMOCRAT SIDE AND OUT OF 435 SEATS, THAT'S A VERY SMALL AMOUNT.
SO WHAT DOES THAT MEAN TO THE ELECTION COMING UP WITH EVERYTHING GOING ON RIGHT NOW IN THE NATIONAL ECONOMY AND WHETHER PEOPLE'S FOCUS IS GOING TO BE ON THE COST OF GAS OR INFLATION, IF THAT'S A PRIORITY MATTER, THAT COULD CERTAINLY SWAY CLOSE RACES TO GO REPUBLICAN IF THERE'S A UPTICK DEMOCRATS TRADITIONALLY DON'T PERFORM AS WELL IN MIDTERM ELECTIONS FOR WHATEVER REASON.
SO I THINK THE HOUSE IS A LITTLE MORE TIED TO SORT OF THOSE KINDS OF MOOD SWINGS.
IF THAT HAPPENS THE CHAIR POSITIONS OF APPROPRIATIONS CHANGE AND THEN YOU HAVE THE RANKING MEMBER, WHICH IS THE SENIOR MOST RIGHT NOW, THE SENIOR MOST REPUBLICAN MEMBER FLIPS AND THAT BECOMES THE CHAIR.
THEY'RE TERM LIMITS AND THINGS LIKE THAT, WHICH MAY CHANGE THINGS, BUT THAT MAY CHANGE IT.

AND DEPENDING ON WHAT CONGRESS SAYS, I WOULD ASSUME YOU'RE GOING TO HAVE SOME TYPE OF ASSUME EVERYTHING IS GOING TO BE SPLIT GOVERNMENT, WHICH I THINK IS THAT'S JUST THE WAY IT'S GOING TO BE. SO AGAIN, WE'LL KNOW MORE AS TIME GOES ON.
THERE'S STILL SOME STATES THAT HAVE PRIMARIES THAT HAVE TO RUN THEIR COURSE.

AND WE'RE REALLY FOCUSED ON WHAT WE CALL PREMIUM TRANSIT.
BUT BEYOND DEVELOPING THAT 30 YEAR VISION, A BIG PART OF THE PREMO PROGRAM IS DEVELOPING THAT PIPELINE OF PROJECTS THAT MEETS THAT 30 YEAR VISION. SO WE'RE GOING TO BE DEVELOPING THAT AND SEQUENCING PROJECTS OVER TIME TO MEET THAT 30 YEAR VISION.
ALL THE MUNICIPALITIES ARE MAJOR STAKEHOLDERS IN THIS EFFORT AND MAKING SURE THAT WHEN WE START INVESTING IN TRANSIT, THESE PREMIUM TRANSIT CORRIDORS, THAT WE'RE DOING THE MOST EFFICIENT, COST EFFECTIVE AND COORDINATED WAY.
YOU CAN SEE THEM LISTED HERE ON YOUR SCREEN, IMPROVING MOBILITY FOR ALL.
THAT MEANS ALL THE COMMUNITIES ALL ACROSS BROWARD COUNTY AND MAKING SURE THAT WE'RE LOOKING AT INVESTING EQUITABLY ACROSS THE COUNTY, INTEGRATING WITH THE WITH COMMUNITIES AND MAKING SURE WE'RE SERVE COMMUNITIES.
NOT THAT ONLY OUT THERE TODAY, BUT THOSE COMMUNITIES IN THE FUTURE.
BECAUSE I DO WANT TO TAKE A MOMENT TO CALL SPECIAL ATTENTION TO THAT, BECAUSE THERE'S A LOT OF NATIONAL EXAMPLES THAT SHOW HOW PREMIUM TRANSIT CAN DO A REALLY GREAT JOB OF CREATING LIVABLE PLACES, HELPING TO IDENTIFY WHAT WE CALL TRANSIT ORIENTED DEVELOPMENT.
AND IT'S A REALLY GREAT OPPORTUNITY TO LOOK AT ECONOMIC DEVELOPMENT OPPORTUNITIES THAT CAN MOVE THE COUNTY INTO THE FUTURE AND EVEN HELP WITH THINGS LIKE AFFORDABLE HOUSING NEEDS AND GOALS.
OUTSIDE OF ECONOMIC DEVELOPMENT, WE WILL, OF COURSE, WANT TO MAKE SURE THAT OUR INVESTMENTS ARE WISE INVESTMENTS AND THAT WE'RE DOING THEM SAFELY IN A SECURE ENVIRONMENT AND ALWAYS KEEPING AN EYE OUT IN TERMS OF ENVIRONMENTAL STEWARDSHIP.

WHAT ARE THE TYPES OF RIDERS WE CAN SERVE AND WHERE ARE THEY GOING AND HOW COULD THEY BENEFIT FROM THAT INVESTMENT? NOW YOU'LL NOTICE IN THOSE STEPS A, B AND C, I USE THE WORD CORRIDOR THAT WAS INTENTIONAL STEPS A, B AND C, WE'RE REALLY TRYING TO ANSWER THE QUESTION OF WHERE. WE'RE LOOKING AT SOME OF THOSE PROJECTS THAT YOU GUYS HAVE BEEN DISCUSSING FOR PROBABLY DECADES, IF NOT LONGER, LOOKING FOR THOSE MATURE PROJECTS AND MAKING SURE THEY CHECK THE BOXES FOR OUR PREMO PLAN DEVELOPMENT, BUT THEN TRY TO FIND A WAY TO GET THEM MOVING FASTER BECAUSE AT THE END OF THE DAY, THE MOST IMPORTANT THING IS START GETTING SERVICE OUT THERE ON THE GROUND.
WE ARE ROUTINELY WORKING WITH OUR PROJECT ADVISORY GROUP.
THAT IS A NUMBER OF DIFFERENT AGENCIES AND STAKEHOLDERS ACROSS THE COUNTY.

THIS IS OUR IMPLEMENTATION PROCESS.

I'M JUST GOING TO BRIEFLY GO OVER THE FIRST STEP, WHICH IS OUR PROGRAM READY PROCESS, WHICH IS WHAT WE ALL HAVE BEEN REALLY PRIORITIZING THESE PAST FIVE, SIX YEARS WHERE WE'RE TRYING TO MAKE SURE PROJECTS ARE PROGRAM READY, WHICH MEANS THAT THERE'S A THERE'S A IDENTIFIED SCOPE OF WORK.THERE'S ALL OF OUR PARTNERS HAVE COLLABORATED COLLABORATED WITH EACH OTHER THAT THE WORK WE'RE PROPOSING IS ACTUALLY WITHIN THE PUBLIC RIGHT AWAY AND NOT ON SOMEONE'S PRIVATE PROPERTY, THAT WE HAVE A PRETTY GOOD COST ESTIMATE THAT'S REALISTIC AND THAT WE HAVE A RESOLUTION OF SUPPORT FROM FROM THE COMMISSIONS, AND THAT THERE HAS BEEN PUBLIC OUTREACH THAT HAS BEEN CONDUCTED FOR THE COMMUNITIES.
AND THEN OBVIOUSLY, ONCE THE PROJECT GETS PROGRAM READY, IT BECOMES ELIGIBLE FOR FUNDING AND EVENTUALLY IT GETS PROGRAMED AND IT GOES THROUGH THE REST OF THE LIFECYCLE UNTIL IT'S COMPLETED. SOME OF THE OTHER ACTIVITIES THAT WE ARE INVOLVED WITH ARE ALSO SHOWN ON THE SCREEN.
SO FIRST I'M GOING TO GO OVER IS THE MOBILITY PROGRAM THAT WE HAVE AT THE MPO.
THIS PAST YEAR WE WERE ABLE TO COMPLETE THREE PROJECTS FOR APPROXIMATELY $20 MILLION.
WE HAVE 15 PROJECTS IN DESIGN FOR APPROXIMATE $140 MILLION OF CONSTRUCTION.
AND WE HAVE CURRENTLY, UNFORTUNATELY, ONLY TWO PROJECTS FOR $11 MILLION THAT ARE PROGRAMED.
BUT THIS IS JUST THE MOBILITY PROJECTS OR THE MOBILITY PROGRAM PROJECTS.
AND THIS PAST YEAR WE WERE ABLE TO ADD 19 MILES OF MULTIMODAL FACILITIES TO THE EXISTING NETWORK.
AND THEN THE NEXT FEW PROJECTS I'M GOING TO PROVIDE SOME PICTURES.
MANY OF THESE PROJECTS ARE IN MANY OF YOUR MANY OF YOUR CITIES, SUCH AS FOR BOARD MEMBERS, SHUHAM, LEWELLEN, TRANTALIS, MCKINZIE, MARTIN AND WELCH.
BUT BUT WE ARE DOING SOME WIDENING OPERATIONS TO ADD SOME BIKE LANES.
WE'RE DOING SOME SIDEWALK IMPROVEMENTS.
WE'RE JUST REALLY TRYING TO MAKE THAT THIS CONNECTION, WHICH CONNECTED TO A PROJECT WHICH YOU RECENTLY FINISHED ALONG SOUTHWEST 56TH AVENUE, ANOTHER PROJECT IS OUR OAKLAND PARK MOBILITY PROJECT.
IMPROVEMENTS. THE THE PICTURES THAT ARE SHOWN ARE ACTUALLY WITHIN THE CITY OF LAUDERHILL, ALONG INVERURIE BOULEVARD ON THE RIGHT AND SORRY IN THE CITY OF FORT LAUDERDALE ON THE LEFT, WHICH IS ALONG NORTHEAST 32ND STREET, WHERE WE ADDED BIKE LANES AND WE DID SOME SIDEWALK IMPROVEMENTS FOR THOSE COMMUNITIES.
WE WERE ABLE TO DO SOME DRAINAGE IMPROVEMENTS.
THESE ALL THESE PROJECTS ARE CLOSELY OR ARE ALMOST COMPLETED HOPEFULLY BY NEXT YEAR ON JULY 14TH OR 13TH OR WHATEVER, WE'LL BE ABLE TO SAY THAT WE WERE ABLE TO COMPLETE THESE FIVE PROJECTS.
AND AND I'M GOING TO JUST QUICKLY GO OVER SOME OF THE PROGRESS PICTURES FOR THESE PROJECTS.

SO MOVING FROM OUTREACH AND EDUCATION TO THE APPLICATION DEVELOPMENT PHASE, ALL MUNICIPALITIES WERE REQUIRED TO MEET ONE ON ONE WITH THE MPO TO GET THE PASSWORD.
