[1. MOTION TO RECOMMEND BROWARD MPO ENDORSE the Route to 2050 Metropolitan Transportation Plan (MTP) Draft Cost Feasible Plan]

SOME REALLY IMPORTANT ITEMS TODAY IN OUR AGENDA THAT REALLY PAVE OUR WAY FOR THE NEXT MANY YEARS.

SO WE'LL START OUT WITH THE MTP PRESENTATION AND ACTION ITEM PRESENTED BY MR. RESTREPO. YES.

GOOD AFTERNOON. MY NAME IS CHRISTOPHER RESTREPO.

BROWARD MPO.

I'M ONE OF YOUR CO PROJECT MANAGERS FOR ABOUT TO 2050, ALSO KNOWN AS OUR METROPOLITAN TRANSPORTATION PLAN.

SO TODAY IS GOING TO BE A VERY EXCITING DAY.

HOPEFULLY THIS IS THE CULMINATION OF EVERYTHING WE'VE BEEN WORKING FOR THIS PAST YEAR AND A HALF THROUGH OUR NEEDS ASSESSMENT, THROUGH OUR CALL FOR PROJECTS, THROUGH OUR PROJECT PRIORITIZATION, AND FINALLY, OUR FINAL LIST OF PROJECTS FOR OUR DRAFT COST FEASIBLE PLAN.

SO LAST MONTH, I WALKED THROUGH WHAT THAT WHOLE PROCESS LOOKED LIKE.

TODAY WE'RE GOING TO TALK ABOUT THE PROGRAMS, TALK ABOUT SOME STATISTICS FROM THE PROGRAMS, JUST WHAT YOU CAN EXPECT TO SEE IN EACH ONE OF THEM, AND THEN ALSO GIVE A DEFINITION OF WHAT A COST FEASIBLE PLAN IS SO THAT WE'RE ALL AWARE OF THAT.

SO FIRST UP, WHAT'S THE COST FEASIBLE PLAN? I HAVE SOME INFORMATION HERE THAT ARE TAKEN FROM FLORIDA STATUTES AND FROM OUR FDOT, MPO PROGRAM MANAGEMENT HANDBOOK.

BUT ESSENTIALLY WHAT A DRAFT COST FEASIBLE PLAN IS, IS DIFFERENT STRATEGIES THAT WE HAVE AT OUR DISPOSAL HERE AT THE MPO TO CREATE A PLAN THAT CAN FUND PROJECTS THROUGH VARIOUS PROGRAMS THAT WE HAVE.

SO THOSE ARE THOSE SIX PROGRAMS THAT WE HAVE ESTABLISHED IN OUR MTP.

WHEN IT COMES DOWN TO IS THE DRAFT PROCESS FEASIBLE PLAN NEEDS TO BE FISCALLY CONSTRAINT.

SO WHAT THAT MEANS IS WE LOOK AT FUNDS THAT ARE COMMITTED TO THE PLAN THAT ARE AVAILABLE FOR THE PLAN AND ALSO THAT ARE REASONABLY AVAILABLE TO THE PLAN.

SO THINKING OUT TO THE YEAR 2050, OBVIOUSLY THE MONEY IS REALLY FAR AWAY, NOT YET COMMITTED, BUT WE DO HAVE OUR REVENUE FORECAST THAT WE'RE ABLE TO USE TO ASSIGN THOSE FUNDS TO PROJECTS THAT WE RECEIVE THROUGH OUR NEEDS ASSESSMENT.

SO THAT'S A COST. SO HOW DO WE ASSIGN PROJECTS TO OUR COST FEASIBLE PLAN? WELL, HERE'S AN ILLUSTRATION THAT I DEBUTED LAST YEAR AT THE BEGINNING OF OUR MTP PROCESS.

JUST BRINGING IT BACK UP AGAIN TODAY SO THAT WE CAN LEARN AGAIN ABOUT OUR TIME BANDS.

SO OUR COST FEASIBLE PLAN ARE THOSE DARK BLUE RECTANGLES THAT YOU SEE THERE.

AND WE HAVE FOUR TIME BANDS.

THE FIRST ARE GOING TO BE THE COMMITTED FIRST FIVE YEARS THAT ARE OUR TRANSPORTATION IMPROVEMENT PROGRAM.

AFTER THAT, FROM THE YEARS 2031 TO 2035 ARE OUR SECOND TIME BAND.

OUR THIRD TIME BAND IS FROM 36 TO 40.

AND THEN OUR LAST TEN YEARS WOULD BE THE FOURTH TIME BAND OF THE PROGRAM.

WE'RE ALSO GOING TO BE DOING SOMETHING WITH OUR MTP, WHERE WE'RE INTRODUCING AN ILLUSTRATIVE PLAN AND AN UNFUNDED NEEDS PLAN.

ESSENTIALLY, THE UNFUNDED NEEDS PLAN WILL BE ALL OF THE PROJECTS THAT WE RECEIVED THROUGH OUR NEEDS ASSESSMENT THAT DID NOT MAKE THE COST FEASIBLE PLAN.

AND THEN THE ILLUSTRATIVE PLAN IS THERE AVAILABLE FOR PROJECTS THAT DO HAVE LOCAL FUNDS ATTACHED TO THEM, AND THAT COULD POTENTIALLY BE SEEKING THINGS LIKE FEDERAL GRANTS SO THAT THEY CAN HAVE A SPOT RESERVED IN THE MTP.

BUT THEY WON'T ESSENTIALLY HAVE OUR MPO ATTRIBUTABLE DOLLARS ASSIGNED TO IT.

SO WHAT IS DIFFERENT FROM THIS LIST TO THE PREVIOUS LIST THAT YOU SAW LAST MONTH? WELL THERE ARE. FIRST WE DID A COUPLE OF STAFF RECOMMENDED POLICY DECISION CHANGES.

SO THE FIRST ONE IS WITHIN OUR ROADWAY PROGRAM.

WE HAD A LOT OF FEASIBILITY STUDIES THAT WERE RANKING A LITTLE BIT LOWER THAN WE WANTED THEM TO DO THEN WE WANTED THEM TO RANK.

SO WE THOUGHT AS A POLICY DECISION THAT WE WOULD PUT THOSE FEASIBILITY STUDIES TO THE TOP OF THE ROADWAY PROGRAM.

THESE PROJECTS ARE MUCH LOWER COST THAN THE REST OF THE PROJECTS THAT HAD DESIGNED RIGHT OF WAY AND CONSTRUCTION INVOLVED.

AND A LOT OF THESE FEASIBILITY STUDIES LOOK AT POTENTIAL FOR RAIL ROAD GRADE SEPARATION CROSSINGS.

ALSO THINGS LIKE GRADES SEPARATION FOR INTERSECTIONS.

AND THEN ALSO THERE WAS A PROJECT FOR US, 27 FOR THE CAPACITY FOR POTENTIAL FREIGHT AND PASSENGER MOVEMENT.

AND THESE ARE THINGS AS A PLANNING AGENCY, WE WANT TO DO A LOT OF PRIORITY.

WE WANT TO PUT A LOT OF PRIORITY ON AND WE WANT TO BE ABLE TO DO GOOD FEASIBILITY STUDIES EARLIER INSTEAD OF LATER.

SO WE THOUGHT IT WAS GOOD TO RECOMMEND TO HAVE THOSE MOVED TO THE TOP OF THE LIST.

THAT DOESN'T MEAN THAT THE FIRST TWO TIME BANDS OF OUR COST FEASIBLE PLAN IS GOING TO BE A FEASIBILITY STUDY.

OBVIOUSLY, WE'RE WE'RE A BIG STAFF, BUT WE CAN'T DO ALL THOSE FEASIBILITY STUDIES ALL AT ONCE.

SO WE HAVE A STRATEGY TO DELAY THOSE PROJECTS.

SO IT WOULD BE LIKE TWO PROJECTS PER YEAR AND STILL BE ACCOMPLISHED ALL OF THEM.

SO AS YOU GO THROUGH THE DRAFT COST FEASIBLE PROJECT DRAFT COST FEASIBLE PLAN, YOU'LL SEE THAT THERE ARE TIME BANDS THAT HAVE FEASIBILITY STUDIES.

THEN THERE ARE TIME BANDS THAT ALSO HAVE CONSTRUCTION AND DESIGN FOR OTHER PROJECTS, AND THEY'RE ALL KIND OF MIXED IN TOGETHER.

FOR TRANSIT AND HUBS THE WAY THAT WE'VE RANKED SOME OF OUR PROJECTS, SOME OF OUR MOBILITY HUB PROJECTS RANKED HIGHER THAN OTHERS.

BUT WE WANTED TO MAKE SURE THAT WE WERE COMPLEMENTING THE BROWARD COUNTY TRANSIT PRIMO PLAN AS BEST AS POSSIBLE.

SO INSTEAD OF USING THE RANKING THAT WAS ASSIGNED TO THE PROJECTS THROUGH OUR DRAFT LIST OF PRIORITIZED PROJECTS, WE REORGANIZED THEM TO MATCH THE CONSTRUCTION SCHEDULE OF OUR PRIMO PLAN. WE THINK THAT'S JUST A BETTER WAY TO SPEND THOSE DOLLARS.

ALSO, WHAT YOU'RE GOING TO SEE IS THE FISCAL YEAR 2025 THROUGH 29 DRAFT TENDER WORK PROGRAM PROJECTS.

THOSE ARE ALL EXISTING PLUS COMMITTED PROJECTS THAT WE EXPECT WILL BE A PART OF OUR TRANSPORTATION IMPROVEMENT PROGRAM THAT IS GOING TO BE HOPEFULLY APPROVED THIS JULY.

SO RIGHT NOW, THEY'RE BEING SET AS PLACEHOLDERS WITHIN THE DRAFT CONCEPTUAL PLAN THAT WILL BE CONSUMING THE FUNDS FOR THAT FIRST TIME BAND, THE TIP TIME BAND.

SO ONCE THE THE TIP IS APPROVED, THOSE PROJECTS WILL ENTER OUR FISCAL PLAN.

AND THEN ALSO FOR FUNDING YOU'RE GOING TO SEE PHASES, YOU'RE GOING TO SEE FUNDS ATTACHED TO THOSE PHASES AND THEN THE THRESHOLDS FOR EACH ONE OF THE PROGRAMS. SO THAT'S ALL WRAPPED UP INTO THAT PDF.

SO NOW THAT WE'VE GOT OUR BEARINGS WITH WHAT THAT DOCUMENT IS, LET'S TALK A LITTLE BIT ABOUT THE PROJECTS.

SO OUR COMPLETE STREETS PROGRAM, IT'S REALLY TO CONNECT ALL THOSE BICYCLE AND PEDESTRIAN GAPS THAT WE HAVE WITHIN OUR NETWORK BY PRODUCING PROJECTS THAT CAN HOPEFULLY FILL THOSE GAPS. THE TYPES OF PROJECTS YOU'RE GOING TO SEE HERE ARE BIKE LANES, SIDEWALKS, MULTI-USE PATHS, TRAILS, POTENTIAL FOR LANDSCAPING, SOME LIGHTING.

AND THEN THERE ARE ALSO A FEW FEASIBILITY STUDIES IN THERE AS WELL.

WE HAVE A TOTAL OF 24 PROJECTS THAT MAKE UP THIS PROGRAM, AND THIS PROGRAM WILL BE TAKING 51% OF OUR MPO ATTRIBUTABLE DOLLARS.

SO IF YOU REMEMBER THAT GRAPH I SHOWED YOU LAST MONTH WHERE WE HAD THAT SMALL LITTLE GREEN SLICE OF THAT WHOLE CHART.

THE COMPLETE STREETS PROGRAM WILL BE TAKING 51% OF THAT SMALL LITTLE GREEN PIECE.

AND WE HAVE A TOTAL COST ESTIMATE OF ALL OF THOSE PROJECTS THAT MAKE UP THIS PROGRAM BEING $387 MILLION.

SO SOME HIGHLIGHTS, WE'RE NOT REMOVING SEA SLIP.

WE'RE GOING TO KEEP HONORING SEA SLIP.

SO THAT'LL BE PART OF THE COMPLETE STREETS MASTER PLAN.

AND WE DO HAVE A SET ASIDE A BUCKET OF WHAT OUR TAP FUNDS WOULD BE USED FOR THE SEA SLIP PROGRAM.

FOR ROADWAY.

THIS IS GOING TO BE YOUR ROADWAY CAPACITY AND YOUR FREIGHT TYPE PROJECTS.

YOU'RE GOING TO SEE THINGS.

A LOT OF FEASIBILITY STUDIES THAT I JUST MENTIONED.

YOU'RE GOING TO SEE SOME INTERSECTION IMPROVEMENTS, BRIDGES, TRUCK PARKING, GRADE SEPARATION.

AND OVERALL, WE HAVE 27 PROJECTS THAT BUILD UP THIS PROGRAM WITH 10% AND MPO ATTRIBUTABLE FUNDS GOING TOWARDS IT, WITH THE TOTAL COST OF 382 MILLION.

FOR TRANSIT AND HUBS, WE'RE GOING TO HAVE THOSE MOBILITY HUB PROJECTS COMPLEMENTING THE PREMO PROGRAM.

THERE ARE ALSO SOME TRANSIT IMPROVEMENT PROJECTS, SOME RAIL IMPROVEMENT PROJECTS, PARK AND RIDE, SOME FEASIBILITY STUDIES.

AND YOU'RE GOING TO HAVE 25 PROJECTS WITHIN THAT PROGRAM.

12% OF OUR MPO FUNDS WILL BE GOING TOWARDS IT, AND IT'S A TOTAL OF ABOUT 378 MILLION.

SO IF YOU LOOK AT THE THREE PROGRAMS FIRST, WE'RE ALL KIND OF CLOSE 382 387 378.

IT'S PRETTY WELL DISTRIBUTED THERE BETWEEN THE STATE AND FEDERAL FUNDS COMING TOGETHER.

FOR TECHNOLOGY, IT DROPS A LITTLE BIT.

WE HAVE A TOTAL OF ABOUT 22 PROJECTS THAT ARE FILLING UP THIS PROGRAM, 12% OF OUR TOTAL FUNDS AND $88 MILLION.

THIS IS WHERE YOU'RE GOING TO SEE YOUR EV CHARGING LOCATIONS, TSM TYPE PROJECTS, TRAFFIC SIGNALS, AND ALSO A LITTLE BUCKET FOR OUR DIGITAL TWIN THAT WE'RE SETTING UP.

FOR SAFETY RIGHT NOW, IT'S GOING TO LOOK LIKE THAT.

THERE ARE ONLY TWO PROJECTS IN THERE.

THAT'S BECAUSE WE HAVE SOME FUNDS RESERVED FOR PROJECTS THAT ARE KIND OF COME OUT OF OUR BROWARD SAFETY ACTION PLAN.

ONCE THAT BROWARD SAFETY ACTION PLAN GETS COMPLETED, WE'LL HAVE A LIST OF PROJECTS THAT WE CAN POPULATE THIS PROGRAM WITH.

SO IT'S GOING TO HAVE 12% OF OUR MPO FUNDS ATTACHED TO IT, FOR A TOTAL OF ABOUT $114 MILLION THROUGHOUT THE COURSE OF THE PLAN.

AND THEN RESILIENCY.

ANOTHER CAVEAT HERE WITH THE THREE, WE HAVE THREE PROJECTS THAT ARE CURRENTLY SITTING IN THIS PROGRAM.

AND THE THREE TYPES OF PROJECTS WE HAVE ARE RESILIENCY CORRIDOR FEASIBILITY STUDIES COUNTYWIDE MAST ARM CONVERSIONS, AND ALSO TRI RAIL STATION AC RETROFITS.

WE DO HAVE A LIST OF PROJECTS THAT WILL TAKE UP THE RESILIENCY CORRIDOR, FEASIBILITY STUDIES OR RESILIENCY STUDIES, AND ALSO OUR COUNTYWIDE MAST ARM PROJECTS.

THEY'RE JUST NOT PART OF THE DRAFT PLAN YET.

BUT ALL OF THOSE PROJECTS WILL BE WRAPPED UP WITHIN THAT $41 MILLION THAT WE HAVE SET ASIDE FOR THIS PROGRAM.

SO WHEN YOU'RE LOOKING AT THE PDF ITSELF, HERE'S A CUTE LITTLE HOW TO READ ME.

PLAN. MAYBE EXPLAIN WHY SOME OF THE PROJECTS DID NOT MAKE THE DRAFT COST FEASIBLE PLAN, BUT THEN ALSO SET EXPECTATIONS OF WHAT IT IS THAT WE'RE GOING TO BE ASKING FOR FOR THOSE RESOLUTIONS OF SUPPORT.

SO KIND OF LIKE WHAT WE DID AT THE BEGINNING WITH OUR CALL FOR PROJECTS.

THIS IS GOING TO BE LIKE THE THE END SIDE.

IT'S LIKE WE MET TO TALK ABOUT PROJECTS AT FIRST.

NOW WE'RE GOING TO TALK ABOUT LANDING THOSE PROJECTS.

I DON'T KNOW IF I'M THE BEST PERSON TO TALK ABOUT CENTRAL, BUT I CAN TALK ABOUT IT IN REGARDS TO THE 2015 MVP.

SO FOR IT TO HAVE ENTERED INTO OUR PLAN, IT WOULD HAVE HAD TO HAVE GONE THROUGH THE CALL FOR PROJECTS PROCESS.

I KNOW THAT YOU HAD SUBMITTED QUITE A FEW PROJECTS.

A LOT OF THEM WERE LIKE, I DON'T WANT TO SAY DISGUISED, BUT THEY WERE, THEY WERE, THEY WERE SHOWN AS EITHER WATER TRAIL OR THE NEIGHBORHOOD MOBILITY PROJECTS.

FOR US TO BE ABLE TO INCLUDE INTO THE PROJECT, IT NEEDS TO BE SOMETHING THAT HAS A GOOD SCOPE OF WORK.

IT HAS CLEAR LIMITS, AND MOST IMPORTANTLY, IT NEEDS TO BE FEDERALLY ELIGIBLE.

SO IT NEEDS TO BE ON THE FEDERAL AID NETWORK FOR US TO INCLUDE IT INTO THE PROJECT AND TO INTO THE PLAN.

BECAUSE IF IT'S NOT, THEN WE CAN'T ASSIGN FUNDS TO IT.

SO I DON'T KNOW THE FULL LIMITS OF THE SUN TRAIL MYSELF, I DON'T.

BUT IF I DON'T KNOW IF YOU WANT TO HELP ME OUT HERE, I DON'T KNOW.

I DON'T KNOW MORE ABOUT THE SUN TRAIL.

OKAY. THAT'S THAT WOULD BE THE PROCESS OF GETTING INTO THE FTP, IS THAT IT WOULD HAVE TO BE FEDERALLY ELIGIBLE, AND IT WOULD HAVE TO HAVE GOOD SCOPE AND LIMITS.

OKAY. AND THEN I NOTICED FOR OUR LAUDER TRAIL, ONE SEGMENTS IN THE COST FEASIBLE, THE OTHERS ARE IN THE UNFUNDED.

SO IT'S ONE OF THOSE REVENUE SOURCES THAT WE KNOW WILL LIKELY COME TO AREAS THAT HAVE SEGMENTS OF THE SUN TRAIL, BUT THERE'S NOT A DEDICATED DOLLAR AMOUNT ALLOCATION FOR THE BROWARD MPO TO CONSIDER FOR PROJECT.

AWARDS UPDATE FOR APRIL 2024.

AS A REMINDER, WE HAVE OUR MONTHLY MEETING EVERY SECOND TUESDAY OF EACH MONTH.

THRIVING COMMUNITIES PROGRAM STILL IN PRE-AWARD WE ARE GATHERING DATA AND PREPARING FOR A SITE VISIT.

WE ARE AWAITING ON THE SCOPE APPROVAL FROM US DOT AS WE MOVE FORWARD WITH THAT.

BUT THINGS ARE GOING WELL.

RAIL CROSSING, RAILROAD CROSSING ELIMINATION PROGRAM.

IT'S KIND OF BEEN THE SAME ONGOING PREPARING THE FRA AND BROWARD MPO AGREEMENTS AND PREPARING THE MULTI PARTY AGREEMENTS TO IMPLEMENT THE GRANT ITSELF.

SO WE'LL KEEP YOU POSTED ON THAT AS WE GO ALONG.

RECONNECTING COMMUNITIES WHICH, AS YOU'VE HEARD, THE ONE THAT WE RECENTLY WON.

WE ARE AWAITING THE KICKOFF WEBINAR FROM THE FHWA THAT WILL BE ACTUALLY ON APRIL 26TH.

AND SO WE'LL GO FORWARD FROM THERE WITH THE AGREEMENTS.

THE AGREEMENT TIMELINE THEY DID FOREWARN US IS ABOUT SIX MONTHS.

SO IT COULD BE A WHOLE LOT OF SIX MONTHS OF ME COMING UP AND GOING.

SO WE'RE WORKING ON THE AGREEMENT, GUYS, BUT KEEP YOU POSTED REGARDLESS.

SMART GRANT.

SAME THING. WE RECENTLY WON IT.

THE $2 MILLION ON MARCH 14TH.

AND NEXT STEPS RIGHT NOW IS WE WILL IDENTIFY USE CASES TO TO GUIDE DEVELOPMENT OF THE SMART METRO PROTOTYPE AND ITS SUSTAINED APPLICATION.

SO, YEAH, WE'RE WORKING WELL WITH THAT.

PROTECT PLANNING GRANT.

UNFORTUNATELY, IT WAS ANNOUNCED ON APRIL 11TH AND WE DID NOT RECEIVE THE GRANT.

WILL LET YOU KNOW OF THAT UPDATE.

AND WE WANT TO THANK A THANK YOU TO ALL INVOLVED WITH IT.

SO. WE HAVE THE A NEW ONE THAT WE'RE APPLYING FOR IN THE NEXT THIS WEEK.

SO THE PRIORITIZATION PROCESS PILOT PROGRAM.

THE PPPP, YES.

THE PURPOSE OF IT IS TO SUPPORT DATA DRIVEN APPROACHES TO PLANNING THAT, UPON COMPLETION, CAN BE EVALUATED FOR PUBLIC BENEFIT PROGRAM PROVIDES FUNDING TO DEVELOP AND IMPLEMENT A PUBLICLY ACCESSIBLE, TRANSPARENT PRIORITIZATION PROCESS FOR THE RANKING AND SELECTION OF PROJECTS FOR INCLUSION IN SHORT RANGE AND LONG RANGE TRANSPORTATION PLANS.

JUST SO YOU GUYS KNOW, THE ELIGIBLE ELIGIBLE APPLICANTS FOR THIS ARE MPOS AND STATES AND SAID WE ARE WORKING ON THE APPLICATION DEADLINE IS MAY 1ST, BUT WE ARE GETTING IT IN THIS FRIDAY, SO WE WILL KEEP YOU POSTED UPON THAT AS IT GOES ALONG.

OF COURSE, THESE ARE THE CURRENT OPEN GRANT APPLICATIONS THAT WE HAVE THAT ARE THERE FOR YOU TO PERUSE AT YOUR LEISURE.

AND THEN ADDITIONALLY THE UPCOMING GRANT APPLICATIONS.

BUT. WE'LL PROBABLY BE CUTTING THAT FROM THE LIST.

SO IT REDUCES THE AMOUNT THAT WE'RE LOOKING AT ALL THE TIME.

BUT YES, YOU KNOW, IN CASE IN CASE YOU HAVE FRIENDS IN OTHER PLACES WITH RURAL OPTIONS, YOU KNOW, IT'S ALWAYS A GOOD THING.
