MY NAME IS CHRISTOPHER RESTREPO, ONE OF THE PROJECT MANAGERS FOR OUR ROUTE TO 2050 METROPOLITAN TRANSPORTATION PLAN AND I AM GOING TO BE GIVING YOU A QUICK UPDATE ON SOME OF THE THINGS THAT YOU CAN EXPECT FROM US IN THE NEXT COMING MONTHS AS IT RELATES TO OUR COST FEASIBLE PLAN.

SO FIRST UP, HERE IS A SCHEDULE OF WHERE WE ARE.

WE GOT AN ENDORSEMENT OF OUR DRAFT COST FEASIBLE PLAN FROM OUR BOARD JUST A FEW WEEKS AGO, AND THAT WAS PREEMPTED BY THE ENDORSEMENT THAT WE RECEIVED FROM ALL OF YOU, ALL AS PART OF OUR APRIL TAC MEETING.

AND I DID MAKE THE THE SUGGESTION TO TELL ALL OF THE BOARD MEMBERS TO PLEASE GIVE YOU ALL KUDOS FOR ALL THE GREAT WORK AND PARTICIPATING IN THE DEVELOPMENT OF OUR DRAFT COST FEASIBLE PLAN. SO I HOPE SOME OF THEM GAVE YOU GUYS SOME PHONE CALLS.

IF NOT, THAT'S I'LL FOLLOW UP ON THEM.

BUT ANYWAYS SO WE'RE IN THIS TIME FRAME BETWEEN MAY AND SEPTEMBER, WHERE WE'RE GOING TO BE SEEKING RESOLUTIONS OF SUPPORT FROM ALL OF THE LOCAL AGENCIES WHO SUBMITTED PROJECTS, AND THEN ALSO SOME OF THE PROJECTS THAT WE HAVE IDENTIFIED THROUGH OUR NEEDS ASSESSMENT THAT FALL WITHIN YOUR PROPER JURISDICTIONS TO MAKE SURE THAT WE'RE ALL SUPPORTIVE OF THE PROJECTS BEFORE WE GET THEM FINALIZED IN OUR COST FEASIBLE PLAN.

SO WHAT CAN YOU EXPECT? WE WANT WE WOULD LIKE TO FIRST HOST SOME MEETINGS WITH ALL OF YOU, ALL BETWEEN THE MONTHS OF JUNE AND JULY, SO THAT WE CAN TALK A LITTLE BIT ABOUT WHAT WE ARE ASKING FOR IN THOSE RESOLUTIONS OF SUPPORT AND THEN WE CAN ALSO USE THAT TIME TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ABOUT THE PROJECTS THAT MAYBE DIDN'T MAKE THE DRAFT COST FEASIBLE, PLAN OR PROJECTS THAT ARE IN THE COST FEASIBLE PLAN THAT YOU MIGHT NOT HAVE HEARD OF AND WE WOULD LIKE TO JUST, YOU KNOW, CLEAR ALL THE AIR ABOUT EVERYTHING.

SO THAT'S WHAT THE DISCUSSION THAT WE'RE GOING TO HAVE DURING THOSE MEETINGS, WHO ALL IS INVITED, OF COURSE, ALL OF YOU, ALL SELVES, THE TAC MEMBERS HERE, IF YOU HAVE CITY STAFF THAT WORKED ON PUTTING THE SCOPES TOGETHER FOR SOME OF THOSE PROJECTS, THEY'RE MORE THAN WELCOME TO BE PART OF THAT.

ALSO, IF YOUR CITY MANAGER IS INTERESTED, IT'S OPTIONAL AND IF YOUR ELECTED OFFICIALS INTERESTED IN BEING THERE, WE WOULD LOVE TO HAVE THEM AS WELL.

WE ARE GOING TO DO A SIMILAR SETUP, LIKE WE DID WITH OUR CALL FOR PROJECTS WHERE WE HAD THAT CALENDLY APPLICATION SO THAT YOU CAN GO IN THERE, SELECT A DATE, SELECT A TIME, IT'LL GIVE ME A CALENDAR INVITE, AND IT'LL GIVE ONE FOR YOU ALL AS WELL.

WHAT WE WOULD LIKE TO DO IS HOST THEM IN PERSON.

BUT IF THAT'S NOT AN OPTION, A VIRTUAL OPTION IS MORE THAN ACCEPTABLE AS WELL.

SO WHAT IS THE WHOLE PURPOSE OF ALL OF THESE MEETINGS IS TO MAKE SURE THAT THESE PROJECTS ARE PROGRAM READY AND IF YOU FORGOT WHAT PROGRAM READY MEANS, THESE ARE THE CUTE LITTLE ICONS TO HELP REMIND US ALL.

SO PROGRAM READY MEANS THAT A PROJECT HAS A GOOD SCOPE OF WORK.

EVERY PROJECT THAT IS IN OUR DRAFT COST FEASIBLE PLAN DOES HAVE A GOOD SCOPE OF WORK, SO WE'RE GOOD THERE.

IT ALSO HAS A COST ESTIMATE THAT WAS EITHER PROVIDED BY YOU ALL OR DEVELOPED BY OUR CONSULTANT TEAM, BY LOOKING AT THE SCOPE ELEMENTS.

SO WE HAVE THAT.

WHAT'S MISSING ARE THOSE RESOLUTIONS OF SUPPORT AND THAT PARTNER COLLABORATION.

SO WHAT WE'RE ASKING FOR IS A AGENCY RESOLUTION OF SUPPORT FOR THE PROJECT CENTER, THE COST FEASIBLE PLAN.

IF THE PROJECT FALLS WITHIN YOUR JURISDICTIONAL BOUNDARY IT IS REQUIRED FOR US TO HAVE THAT RESOLUTION SO THE PROJECT CAN CONTINUE ON IN THE COST FEASIBLE PLAN. IF WE DON'T RECEIVE THAT, WE'LL REMOVE THE PROJECT FROM THE LIST, AND THEN THE NEXT PROJECT THAT'S IN THE PRIORITY ORDER WILL MOVE UP INTO IT.

WE ALREADY HAVE ALL THE PROJECT INFORMATION THAT'S REQUIRED.

SO WHEN WE SAY CLEARLY IDENTIFY SCOPE PROJECT ELEMENTS AND DEFINES PROJECT LIMITS, ALL OF THAT INFORMATION IS ALREADY PROVIDED IN THE DRAFT COST FEASIBLE LIST.

WE JUST NEED ALL OF THAT INFORMATION TO BE IDENTIFIED IN THE RESOLUTION ITSELF AND THEN IT'LL JUST HAVE SOME LANGUAGE THAT SAYS THAT IT INCLUDES A COMMITMENT TO WORK WITH THE MPO AND THE PARTNERS TO PREPARE THE PROJECT FOR PROGRAMING.

SO, YEAH AND THE DUE DATE FOR THESE RESOLUTIONS WOULD BE SEPTEMBER 6TH OF THIS YEAR SO 2024.

THE SECOND PART TO THIS IS IF THE PROJECT THAT FALLS IN YOUR JURISDICTIONAL BOUNDARY ACTUALLY DOES NOT FALL ON YOUR LOCAL ROADWAY.

SO FOR EXAMPLE, IF IT FALLS ON AN FDOT ROADWAY OR A COUNTY ROADWAY, WHAT WE WOULD NEED IS SOME FORM OF LETTER OF CONCURRENCE OR A YES FROM THEM SAYING THAT THEY APPROVE OF THE PROJECT, THAT THEY'RE OKAY WITH THE PROJECT GOING FORWARD, AND THAT IS GOING TO BE REQUIRED FOR US TO PROGRAM FUNDS ON IT.

SO IF YOU DON'T HAVE THAT RIGHT NOW, THAT'S OKAY.

WE'LL KEEP IT IN THE PLAN BUT FOR OUR NEXT PROGRAMING CYCLE THAT STARTS IN JANUARY OF 2025, WE'RE GOING TO REQUIRE SOME KIND OF FORM OF CONCURRENCE FROM THE FACILITY OWNER SO THAT WE CAN START ATTACHING FUNDS TO THAT PROJECT.

SO WE'RE HERE TODAY IN MAY INTRODUCING THE CONCEPT OF OUR RESOLUTIONS OF SUPPORT.

WE WOULD LIKE TO HOST THOSE PARTNER MEETINGS BETWEEN JUNE AND JULY.

SO NEXT WEEK I'LL BE SENDING OUT AN EMAIL WITH THE CALENDLY LINK ASKING YOU ALL TO GO INTO THAT CALENDAR AND START RESERVING SOME MEETINGS.

WE'LL DISCUSS THOSE PROJECTS AND THEN HOPEFULLY WE CAN GET ON SOME COMMISSION MEETINGS FOR THOSE RESOLUTION SUPPORT BETWEEN JUNE AND SEPTEMBER.

SO YOU ARE CORRECT IN THAT SOME OF THE PROJECTS MAYBE WOULD HAVE BEEN AS PART OF THE 2045 PLAN, WE WOULD NEED NEW UPDATED LANGUAGE SAYING THAT IT'S GOING TO BE PART OF THE 2050 PLAN.

WHAT HAS BEEN DONE IN THE PAST IS BATCH RESOLUTIONS OF SUPPORT.

SO IF YOUR MUNICIPALITY HAS A LOT OF PROJECTS, YOU CAN INCLUDE ALL THAT, A LOT OF THE PROJECT INFORMATION AS ONE RESOLUTION.

BUT IT LOOKS LIKE BILL WANTED TO CHIME IN REAL QUICK.

MAYBE IF I COULD SHARE.

SEPTEMBER 16TH SEPTEMBER 6TH IS A HARD DEADLINE.

OKAY AND IT IS REALLY IMPORTANT THAT YOU GET THOSE RESOLUTIONS TO SUPPORT BECAUSE PROJECTS THAT DON'T HAVE THEM WON'T MOVE FORWARD INTO THE COST FEASIBLE PLAN.

WE HAVE A FEDERAL DEADLINE OF DECEMBER AND SO IN ORDER TO MAKE THAT THIS IS WHERE THAT DEADLINE FALLS, I'M JUST I DON'T THINK WE HAVE FLEXIBILITY WITH THAT. SO WE'LL WORK WITH YOU AS BEST WE CAN.

THEY'VE ALSO HAD SOME DISCUSSIONS WITH PALM BEACH COUNTY AND THE PALM BEACH TPA, AND IT LOOKS LIKE WE ARE GOING TO BE STOPPING THE PROJECT BEFORE THAT BRIDGE, BECAUSE ONE OF THE THINGS WE'VE IDENTIFIED, JUST TAKING A LOOK AT IT, DOING A VERY PRELIMINARY DESKTOP REVIEW OF SOME OF THE TRAFFIC PATTERNS AND EVERYTHING ON THERE, IS THAT THE ISSUE SEEMS TO BE MORE WITH HOW THE LANES COME IN AND OUT, RATHER THAN THERE BEING A FULL CAPACITY ISSUE.

SO I THINK THE PD IS GOING TO FOCUS MOSTLY ON HOW TO WORK THAT AND GET IT KIND OF INTO.

SO IF YOU'VE EVER DRIVEN IN THAT SECTION, THERE'S A TURN LANE THAT COMES ON, THEN IT DROPS HEADING NORTHBOUND.

NEXT, WE WILL BE MEETING WITH BROWARD COUNTY F DOT DISTRICT FOUR AND US DOT TO FINALIZE PROTOTYPE USE CASES NEXT MONTH.
