THIS IS THE MOTION TO RECOMMEND BROWARD MPO APPROVE AN AMENDMENT TO THE FISCAL YEAR 2025 THROUGH 2029.

TRANSPORTATION IMPROVEMENT PROGRAM FLORIDA DEPARTMENT OF TRANSPORTATION ROLL FORWARD REPORT WITH STAFF RECOMMENDATIONS.

AND JIHONG CHEN IS GOING TO PRESENT.

IT'S TIME OF THE YEAR TO PROCESS ROLL FORWARD REPORT IS AN ANNUAL ROUTINE PROCESS FOR THE BROWARD MPO. ROLL FORWARD REPORT IS THE FIRST AMENDMENT TO THE NEWLY ADOPTED TIP.

TODAY I'M PRESENTING FISCAL YEAR 2025 ROLL FORWARD REPORT.

IT IS THE FOURTH AMENDMENT TO FISCAL YEAR 2025 TO 2029 TRANSPORTATION IMPROVEMENT PROGRAM.

YOU MIGHT HAVE SEEN THE BROWARD MPOS CORE PRODUCTS TRANSPORTATION IMPROVEMENT PROGRAM IS ONE OF THE CORE PRODUCTS.

THIS SLIDE SHOWS BROWARD MPOS ROLL FORWARD REPORT DEVELOPMENT PROCESS.

THE BROWARD MPO RECEIVES TIP DATABASE FROM FDOT IN EACH MARCH OR APRIL.

THE BROWARD MPO USES THE DATABASE TO DEVELOP TRANSPORTATION IMPROVEMENT PROGRAM, AND THE BOARD APPROVES THE TRANSPORTATION IMPROVEMENT PROGRAM.

THIS DATABASE RECEIVES IT GENERATED FROM THE DRAFT TENTATIVE WORK PROGRAM.

FROM HERE YOU SPLIT INTO TWO PATHS.

THE PATH IN BLUE INDICATES BROWARD MPO APPROVES THE TIP.

THE BROWARD IN RED INDICATES THE STATE ADOPTS A WORK TRANSPORTATION WORK PROGRAM.

ON JULY 1ST.

AFTER JULY 1ST, THE FDOT GENERATES ROLL FORWARD REPORT FOR EACH MPO.

YOU MAY WONDER WHAT PROJECTS IN THE ROLL FORWARD REPORT PROJECTS WERE SUPPOSED TO BE AUTHORIZED AND ENCUMBERED BEFORE JUNE 30TH, BUT DID NOT BECAUSE OF VARIOUS REASONS.

THOSE PROJECTS WILL BE AUTOMATICALLY ROLLED FORWARD IN THE WORK PROGRAM, BUT NOT AUTOMATICALLY ROLL FORWARD IN THE TIP.

SO THE BROWARD MPO HAVE TO AMEND THE TRANSPORTATION IMPROVEMENT PROGRAM TO INCLUDE THOSE PROJECTS IN THE TIP IN ORDER TO RECEIVE FUNDS.

SO AFTER THE BOARD APPROVED THE ROLL FORWARD REPORT, THOSE PROJECTS WILL MERGE TO THE NEWLY ADOPTED TRANSPORTATION IMPROVEMENT

PROGRAM, AND THIS NEW TIP TAKES EFFECT ON OCTOBER 1ST.

SO THE NEW TIP FISCAL YEAR 2025 TO 2029 TAKES EFFECT ON OCTOBER 1ST, 2024.

THE ROLL FORWARD REPORT INCLUDES 177 PROJECTS WORTH ABOUT $697 MILLION. ROLL FORWARD.

THE ROLL FORWARD REPORT INCLUDES 21 PROJECTS WORTH ABOUT $11 MILLION OF BROWARD MPO ATTRIBUTABLE FUNDS ROLLING FORWARD.

AND WE ANALYZED THOSE SECTIONS.

WE ALIGNED THOSE URBAN THAT URBAN BOUNDARY WITH THE ROADWAY WITH THE ENTIRE YOUR ENTIRE COUNTY.

AND WE DETERMINE WHICH ONES WERE GOING TO BE OUTSIDE THE URBAN BOUNDARY, WHEREAS THE ONES THAT WERE GOING TO BE INSIDE THE URBAN OUTSIDE THE URBAN BOUNDARY, WHICH IS THE RURAL AREA.

SO YOU CAN SEE HERE THAT YOUR BLUE IS WHAT WAS IN 2014.

THAT WAS THE URBAN BOUNDARY.

AND THEN YOUR SMOOTH URBAN BOUNDARY IN 2024 IS YOUR PINK.

SO AS YOU CAN SEE HERE, IT EXTENDED PAST WHAT WAS DONE IN 2014.

SO THIS SECOND PORTION OR SECOND STEP OF THE PROCESS WAS TO MAKE SURE THAT WE ANALYZED THE ENTIRE SYSTEM AND WE MADE THOSE CHANGES. SO PRETTY MUCH WHAT WE DID IS WE LOOKED AT IF THEY QUALIFY, THERE ARE CERTAIN CRITERIA THAT FHWA GIVES US TO BE ABLE TO ANALYZE THESE ROADWAYS.

SO PRETTY MUCH. I DON'T WANT TO BORE YOU WITH ALL THIS INFORMATION, BUT PRETTY MUCH YOU HAVE TO HAVE CERTAIN AMOUNT OF CRITERIA, ITEM OR PURPOSES FOR EACH ONE OF THEM AND THE ONE THE MAP ON THE RIGHT HAND SIDE ARE SOME SAMPLES OF ROADWAYS THAT WERE CHANGED AS PART OF THIS PART OF THE ANALYSIS.

SOME OF THE MUNICIPALITIES THEY CONCUR WITH THAT OUR INITIAL RECOMMENDATIONS.

IT'S BEEN A FEW MONTHS SINCE WE'VE BEEN ABLE TO TALK TO EVERYBODY HERE ABOUT THE BROWARD SAFETY ACTION PLAN.

SOME OF, YOU KNOW, PIECES OF IT.

AND SO SO WE'LL BE, YOU KNOW, WE WERE JUST TALKING RECENTLY, [LAUGHTER] SO WE'LL BE GIVING YOU A BROAD OVERVIEW.

I ONLY HAVE TEN MINUTES.

LAST WEEK WE DID A COUPLE PRESENTATIONS OF 45 MINUTES THAT COVERED, AGAIN, MORE, MORE BREADTH, BUT STILL KIND OF HIGH LEVEL.

SO I'M GOING TO GO THROUGH STUFF SOMEWHAT BRIEFLY AND THEN YOU CAN ASK ANY QUESTIONS.

I'M ALSO PREPPING OUR CITIZEN'S ADVISORY COMMITTEE.

BUT BASICALLY, THE BROWARD SAFETY ACTION PLAN IS A COMBINED EFFORT OF BROWARD COUNTY AND THE BROWARD MPO.

AND I'LL GIVE A LITTLE BIT OF EXPLANATION OF HOW WE GOT STARTED WITH IT.

BUT THE SAFETY ACTION PLAN HAS THREE MAIN COMPONENTS IN THIS SLIDE.

IT NEEDS TO BE A DATA DRIVEN PLAN.

SO WE WANT TO WORK WITH INFORMATION THAT ARE AVAILABLE.

WE RECOGNIZE THAT THERE'S INFORMATION THAT WE DON'T HAVE, BUT WE WANT TO HAVE A FOUNDATION FOR THE RECOMMENDATIONS THAT WE COME FORWARD WITH.

WE ALSO WANT IT TO BE ACTION ORIENTED.

THE IDEA THAT IT'S A PLAN THAT WE WANT TO HAVE, NOT ONLY RECOMMENDATIONS, BUT THINGS THAT CAN HAPPEN.

AND SO THAT'S SOMETHING GOOD WITH OUR COUNTY PARTNERS THAT AS THEY'RE PARTICIPATING, THEY'RE GOING TO BE RESPONSIBLE FOR MOVING A LOT OF THINGS FORWARD.

SO WE NEED TO MAKE SURE THAT IT WORKS WELL WITH WHAT THEY'RE ABLE AND WILLING TO DO.

AND THEN THE POINT IS OF ALL OF THIS IS TO REDUCE OR ELIMINATE CRASHES THAT RESULT IN DEATH OR SERIOUS INJURY ON THE ROADWAYS.

IN BROWARD, AS WE APPLIED FOR THE FUNDING, THERE WERE CERTAIN CRITERIA THAT WE NEEDED TO ADDRESS.

ONE WAS ABOUT EQUITY.

SO WE HAD STATISTICS THAT SHOWED 28.27% POPULATION IN OUR UNDERSERVED COMMUNITIES.

BUT THEN WE ALSO HAD TO HAVE SOME SAFETY.

AND UNFORTUNATELY WE DID QUALIFY BY HAVING BAD SAFETY STATISTICS THAT AS OUR ANALYSIS HAS SHOWN, THAT BETWEEN 2018, 2022, THESE WERE THE FIVE YEARS THAT WE HAD THE FULL SET OF INFORMATION, OVER 5000 PEOPLE WERE EITHER KILLED OR SERIOUSLY INJURED ON OUR ROADWAYS IN BROWARD.

AND THERE'S AN ECONOMIC COST TO THIS ALSO, WHICH WILL BECOME IMPORTANT AS WE TALK IN THE FUTURE ABOUT COST BENEFIT ANALYSIS.

BUT THERE'S ABOUT $14.2 BILLION IN ECONOMIC IMPACT TO OUR COMMUNITIES.

DEATH, LOST WAGES, PHYSICAL INJURY, ALL THESE DIFFERENT KINDS OF THINGS.

THE GRANT ITSELF, THE BROWARD MPO RECEIVED $5 MILLION, AGAIN IN PARTNERSHIP WITH BROWARD COUNTY.

WE ARE ADMINISTERING THE GRANT, BUT BROWARD COUNTY IS PROVIDING A LOCAL MATCH IN TERMS OF THREE STUDIES THAT THEY ARE DOING, AND THOSE ARE FEEDING INTO THE RECOMMENDATIONS THAT WILL COME FORWARD. THERE'S A NEAR MISS STUDY, THERE IS AN INTERSECTION STUDY.

AND THEN THERE'S ALSO A LOW STRESS MULTI-MODAL MOBILITY PLAN.

AND WE'LL BE HAVING THAT PRESENTATION HERE, I THINK, IN A COUPLE OF MONTHS IN OCTOBER.

WE'RE WORKING ON BASICALLY AN 18 MONTH SCHEDULE.

THE IDEA IS TO COMPLETE THE PLAN BY JUNE 2025 AND HAVE THAT GO TO THE MPO BOARD AND THE BOARD OF COUNTY COMMISSIONERS FOR APPROVAL.

SIMILAR TO YOU ALL WITH THE TECHNICAL ADVISORY COMMITTEE.

WE NEED TO GET INPUT FROM A VARIETY OF SOURCES.

SO WE HAVE AN OVERSIGHT COMMITTEE THAT VIEWS THINGS ON A HIGHER LEVEL, MEETS QUARTERLY, AND THEN WE HAVE A TECHNICAL WORKING GROUP THAT DIVES INTO THE ISSUES AND THEY MEET ON A MONTHLY BASIS.

AND SO EACH OF THESE GROUPS IS HELPING PROVIDE DIRECTION AS THIS PLAN GOES FORWARD.

THE MAIN OUTCOMES THAT WE WANT TO GET WITH THE PLAN ARE THREE THINGS.

ONE IS AN ACTION PLAN GOAL, SO THAT WE SAY BY THIS PARTICULAR YEAR, WE WANT TO HAVE REDUCED OR ELIMINATED DEATH AND SERIOUS INJURIES ON OUR ROADWAYS.

WE'RE ALSO LOOKING AT POLICIES AND PROGRAMS. SO WE'RE TALKING ABOUT SPEED MANAGEMENT POLICIES; POLICIES THAT CAN STREAMLINE THE PROCESS TO DO TRAFFIC CALMING IN NEIGHBORHOODS OR MID-BLOCK CROSSINGS, A VARIETY OF DIFFERENT THINGS IN THAT REGARD.

OUR TIMELINE STARTING A YEAR AND A HALF.

WE'RE ABOUT MIDWAY THROUGH THE PROCESS HERE.

THE MAIN THING I WANTED TO BRING UP TO YOU, TO YOUR ATTENTION HERE IS NUMBER THREE, THAT IN ADDITION TO ALL THE DIFFERENT WORK THAT WE'RE DOING WITH THE ANALYSIS AND COMING UP WITH ALTERNATIVES AND RECOMMENDATIONS, WE HAVE NINE DIFFERENT FOCUS PLANS THAT WE'RE LOOKING AT, AREAS OF PARTICULAR EMPHASIS AND STUDY. SO WE'RE LOOKING AT RAIL SAFETY.

NATALIE'S PARTICIPATED IN SOME OF THAT.

WE'RE LOOKING AT LIGHTING.

WE FOUND OUT THAT WE THOUGHT THERE WAS A LOT OF DEATH AND SERIOUS INJURY WHERE THERE WAS NOT LIGHTING ON CORRIDORS.

THAT'S NOT THE CASE. THERE'S LIGHTING IN A LOT OF THE PLACES WHERE THERE ARE THESE SERIOUS CRASHES, BUT IT'S NOT ADEQUATE LIGHTING.

SCHOOL ZONES. AGAIN, FINDING OUT SCHOOL ZONES ARE VERY EFFECTIVE AT HELPING KEEP CHILDREN SAFE WHEN THE FLASHERS ARE GOING ON, BUT IT'S OTHER TIMES OF DAY THAT IT'S NOT AS SAFE.

NEIGHBORHOOD INTRUSION. MID-BLOCK CROSSINGS.

ALL THESE DIFFERENT THINGS. THESE ARE DIFFERENT ACTION PLANS THAT WE'RE GOING TO COME UP WITH RECOMMENDATIONS.

AND AT THE END OF THE PROCESS, WE'LL COMPILE THOSE INTO A MAJOR DOCUMENT THAT PROVIDES A PLAN FOR HOW TO MOVE FORWARD WITH IMPLEMENTATION.

SO THIS IS JUST A HIGH LEVEL.

WHEREAS CRASHES, THERE'S THE IDEA THAT IT'S SOMETHING WE CAN TAKE, ACTIONS TO PREVENT CRASHES FROM OCCURRING.

AND THEN WHEN WE TALK ABOUT KSIS THAT'S KILLED OR SERIOUSLY INJURED.

SO THAT'S THE MAIN STATISTIC THAT WE'RE LOOKING AT, THE MAIN KIND OF CRASH TYPE THAT WE WANT TO ADDRESS AS WE GO FORWARD.

AGAIN, I MENTIONED WE HAVE A FIVE YEAR WINDOW OF CRASH DATA THAT WE'VE LOOKED AT.

AND AGAIN, ONLY THE STUFF THAT WE HAVE REPORTED INFORMATION AND THEN ALSO CRASHES INVOLVING A MOTOR VEHICLE.

THERE'S A I USUALLY SAY WE KNOW, BUT WE DON'T KNOW, BUT WE THINK THAT THERE IS UNDERREPORTING OF BICYCLE AND PEDESTRIAN CRASHES.

I KNOW I'VE FALLEN TWICE AND BROKEN MY ARM ON A BIKE, AND I NEVER REPORTED IT TO THE POLICE.

SO AGAIN, WE HAVE TO WORK WITH THE DATA THAT ARE AVAILABLE.

AS WE GO FORWARD. THEN WE TAKE THIS DATA AND WE USE IT TO HELP PRIORITIZE THE CORRIDORS THAT WE'RE GOING TO BE LOOKING AT.

AND WITH THAT, THEN THAT LEADS US TO AS JULIA KNOWS, THE THE IDEA OF PRIORITY CORRIDORS THAT WE'RE GOING TO BE FOCUSING ON.

AND SO WE HAD THREE DIFFERENT CRITERIA THAT WE USED TO IDENTIFY THOSE CORRIDORS.

SO FIRST OFF, IT'S OUR HIGH INJURY NETWORK AND UNDERSTANDING WHERE CRASHES AND SERIOUS INJURIES ARE OCCURRING WITH THIS MAPPING, THERE WAS A KIND OF A SLIDING SCALE ALSO TO SEE WHERE THERE WERE GROUPINGS OF KSIS ALONG THE CORRIDOR.

AND AS WE MAP THESE, WE ENDED UP, YOU KNOW, PLAYING HOW MANY SHOULD WE SHOW ON THIS? WE CAME UP WITH SHOWING 75% OF THE CASES ARE ON 6% OF THE ROADWAYS, WHICH IS KIND OF AMAZING TO KNOW THAT THEY'RE KIND OF FOCUSED.

WE KNOW THERE ARE NEIGHBORHOODS WHERE THINGS ARE SCATTERED, BUT IF YOU'RE LOOKING FOR WHERE MOST OF THEM ARE OCCURRING, 6% OF OUR ROADWAYS, OVER HALF OF THOSE ARE ON STATE FACILITIES, ABOUT 25% ON COUNTY FACILITIES AND THE REST ON CITY ROADS.

WE ALSO DEVELOPED A HIGH RISK NETWORK AND LOOKED AT THE CHARACTERISTICS OF THOSE ROADWAYS THAT TENDED TO HAVE THE THE DEATH AND SERIOUS INJURIES AND PREPONDERANCE OF THE CRASHES ARE ON SIX LANE FACILITIES WITH SPEED LIMITS OF 45MPH.

SO WE ALSO LOOKED AT THOSE KIND OF WHERE THE RISK MIGHT BE WHERE THE CRASHES AREN'T NECESSARILY OCCURRING, BUT THE PROPENSITY MIGHT BE THERE TO DO IT.

AND YOU CAN SEE THERE'S A SLIGHT DIFFERENCE BETWEEN THOSE TWO MAPS OF HIGH INJURY AND HIGH RISK.

AND THEN THE THIRD THING WE LOOKED AT WAS EQUITY CONSIDERATIONS.

SO USING THE BROWARD MPO TRANSPORTATION EQUITY ASSESSMENT TOOL, WE LOOKED AT WHERE THERE ARE CONCERNS ABOUT EQUITY AND OVERLAID THOSE ALL SO HIGH INJURY NETWORK, HIGH RISK NETWORK AND EQUITY AREAS AND CAME UP WITH A LIST OF OVER 338 CORRIDORS THAT ARE RANKED BASED ON THOSE CRITERIA.

THIS IS THE TOP OF THE LIST.

AND AS YOU CAN SEE, MOST OF THE CORRIDORS THAT ARE MOST HAVING THE MOST DEATH AND SERIOUS INJURY ARE STATE FACILITIES.

AND SO WE FACE THE QUESTION OF, OKAY, WHAT DO WE DO WITH THIS INFORMATION? HOW DO WE MOVE FORWARD? WE COULD HAVE DECIDED TO JUST FOCUS ON STATE CORRIDORS, BUT WE ALSO WANTED TO LOOK AT A VARIETY OF DIFFERENT CORRIDOR TYPES, LOOK AT DIFFERENT JURISDICTIONAL LEVELS WITH STATE, COUNTY AND LOCAL ROADS, AND THEN ALSO LOOK AT DIFFERENT PHYSICAL TYPES TWO LANE, FOUR LANE, SIX LANE, DIFFERENT THINGS OF THAT SORT.

SO WE TOOK THE TOP 30 ABOUT TOP 25 STATE CORRIDORS, THE TOP 25 COUNTY CORRIDORS AND THE TOP 25 LOCAL CORRIDORS DID SOME ANALYSIS AND FIGURED

AS JENNIPHER MENTIONED, YOU HAVE BEEN HEARING ABOUT THRIVING COMMUNITIES IN THE MONTHLY GRANT UPDATE FOR THE PAST COUPLE OF MONTHS.

BUT AS PART OF THIS PROGRAM, WE'RE CREATING A TRANSIT ORIENTED DEVELOPMENT TOOLKIT.

AND THE GOAL OF THIS TOOLKIT IS TO PROVIDE THE MPO, AS WELL AS OUR MUNICIPALITIES, WITH THE RESOURCES AND STRATEGIES TO IMPLEMENT TOD IN OUR COMMUNITIES, AND ALSO RECOGNIZING THE DIVERSE CHALLENGES AND ALSO OPPORTUNITIES THAT ARE AVAILABLE IN CENTRAL BROWARD.

THE THRIVING COMMUNITY PROGRAMS FOCUS AREA IS FROM COUNTY LINE TO COUNTY LINE, FROM FLORIDA TURNPIKE TO I-95, WHICH IS A HUGE SWATH OF OUR COUNTY.

IT'S ABOUT A THIRD OF BROWARD COUNTY.

AND WITHIN THAT AREA THERE ARE 20 MUNICIPALITIES THAT ARE INCLUDED WITHIN THE STUDY AREA.

AND SO THE REASON THAT WE SELECTED THIS AREA IS BECAUSE THERE ARE A LARGE NUMBER OF TRANSIT DEPENDENT RESIDENTS, BUT ALSO A DISPROPORTIONATE NUMBER OF JOBS AVAILABLE.

SO THERE ARE A LOT OF PEOPLE WHO PASS THROUGH CENTRAL BROWARD, BUT WE REALLY WANT TO EXPLORE OPPORTUNITIES FOR PEOPLE TO STOP HERE AND STIMULATE SOME ECONOMIC DEVELOPMENT AND INVESTMENT IN THAT AREA.

SO OUR LARGE STUDY AREA IN BROWARD IS VERY UNIQUE FOR THE THRIVING COMMUNITIES PROGRAM, AND IT'S ACTUALLY THE LARGEST NATIONWIDE, WHICH IS VERY EXCITING BECAUSE IT MEANS THAT WE'VE STIMULATED QUITE A BIT OF AND GARNERED A LOT OF ATTENTION HERE IN OUR COMMUNITY FROM A NATIONAL PERSPECTIVE, WHICH IS GREAT.

ON JUNE 20TH, WE HOSTED OUR FIRST VIRTUAL KICKOFF, WHICH WAS A HUGE SUCCESS.

AND OF THE 20 CITIES THAT ARE WITHIN OUR STUDY AREA, WE HAD 18 REPRESENTATIVES THAT JOINED US.

WE ALSO HAD FOLKS FROM FDOT, AS WELL AS TRI-RAIL AND BROWARD COUNTY WHO JOINED US FOR THAT.

AND IN TOTAL WE HAD 60.

SO WE WERE VERY EXCITED TO KIND OF JUST KICK OFF THE PROGRAM.

AND THAT'S A GREAT SEGUE. AND THANK YOU TO JENNIFER FOR MENTIONING OUR OCTOBER EVENT.

THE MPO SUCCESSFULLY APPLIED FOR THIS AND IS RECEIVING THIS AS PART OF THE COMPLETE TRANSIT ORIENTED NEIGHBORHOODS COHORT.

IT'S ONE OF 14 COMMUNITIES ACROSS THE COUNTRY THAT'S FACING SIMILAR CHALLENGES RELATED TO AFFORDABLE HOUSING, EQUITABLE TRANSIT ORIENTED DEVELOPMENT, OR ETOD, AND CONCERNS OF DISPLACEMENT, GENTRIFICATION, AND CREATING SAFE, WALKABLE CONNECTIONS TO TRANSIT.

THE TOD TOOLKIT WILL PROVIDE THE MPO AND MUNICIPALITIES WITH RESOURCES AND STRATEGIES TO ADDRESS A LOT OF THE DIVERSE CHALLENGES THAT WE HAD TALKED ABOUT AND ARE STARTING TO LOOK INTO IN A LITTLE MORE DETAIL.

THE TOOLKIT WILL BE DEVELOPED BASED ON THE RESULTS OF A THOROUGH EXISTING CONDITIONS, ANALYSIS, AND ALSO INPUT FROM YOU ALL AS STAKEHOLDERS ON THE OPPORTUNITIES IN YOUR COMMUNITIES AND THE CHALLENGES THAT YOU FACE IMPLEMENTING YOUR TOD PLANS.

SO THE PROJECT GOALS ARE TO REALLY LEVERAGE INVESTMENT TRANSIT WITH LAND USE TO SUPPORT ECONOMIC OPPORTUNITY, ESTABLISH EQUITABLE TOD GOALS, AND ENSURE THAT TOD BENEFITS EXISTING COMMUNITIES AND RESIDENTS AS WELL AS WELCOMES NEW ONES.

GUIDE PLANNING EFFORTS ALONG KEY CORRIDORS AND INTERSECTIONS TO BE CONSISTENT WITH TOD GOALS, AND SUPPORT MUNICIPAL PLANS AND GOALS WHILE IMPROVING ACCESS TO TRANSIT.

BUT WE'RE REALLY TRYING TO USE THESE KEY INTERSECTIONS AND CORRIDORS TO HELP US IN OUR EXISTING CONDITIONS, ANALYSIS AND TOOLKIT DEVELOPMENT, JUST TO BE ABLE TO FOCUS A LITTLE BIT MORE ON SUCH A LARGE STUDY AREA.

NEXT SLIDE. WE'RE CURRENTLY CONDUCTING A DISCOVERY EFFORT TO UNDERSTAND EXISTING CONDITIONS AND OPPORTUNITIES WITHIN THE STUDY AREA THAT CAN FIT INTO A VARIETY OF TYPOLOGY BASED SOLUTIONS.

WE CAN THEN BE REPLICATED THROUGHOUT ANY MUNICIPALITY WITHIN THE STUDY AREA.

SO THIS INITIAL ANALYSIS AND MAPPING WILL HELP US DEVELOP A DEEPER UNDERSTANDING OF THE STUDY AREA INCLUDES KEY CORRIDORS AND INTERSECTIONS REALLY LAY THE GROUNDWORK FOR WHAT MIGHT BE INCLUDED WITHIN THE TOOLKIT.

SO OUR ANALYSIS IS LOOKING AT A REALLY BROAD BREADTH OF CONDITIONS FROM PREVIOUS PLANS AND STUDIES, ZONING AND REGULATORY ANALYSIS, FUTURE LAND USE, EXISTING LAND USE, PUBLIC AMENITIES AND COMMUNITY NEEDS, AND MULTIMODAL CONNECTIVITY, EQUITABLE TOD, AFFORDABLE HOUSING AND NATURAL AND ENVIRONMENTAL FEATURES.

AND NEXT SLIDE HERE JUST WANT TO RUN THROUGH A FEW.

THESE ARE REALLY HIGH LEVEL IN DRAFT IN PROGRESS MAPS FROM OUR ANALYSIS, JUST TO PROVIDE AN OVERVIEW OF WHAT WE'RE WORKING ON AND COME BACK TO OUR EVENT IN OCTOBER.

SO IN THIS EXAMPLE WE'RE LOOKING INTO FUTURE LAND USE AND ACTIVITY CENTER DESIGNATIONS IN THE STUDY AREA.

THIS WILL HELP OUR TEAM UNDERSTAND WHICH FUTURE LAND USE DESIGNATIONS AND ACTIVITY CENTERS ARE SUPPORTIVE OF TOD, WHERE GAPS MIGHT EXIST IN LAND USE THAT'S SUPPORTIVE OR NOT SUPPORTIVE OF TOD, AND THE DISTRIBUTION OF THESE USES AND CENTERS ACROSS THE KEY CORRIDORS AND INTERSECTIONS.

NEXT SLIDE. MULTIMODAL TRANSPORTATION IS OBVIOUSLY A CRITICAL COMPONENT OF TRANSIT ORIENTED DEVELOPMENT AND CAN HELP ENABLE HIGHER DENSITY, MIXED USE, WALKABLE DEVELOPMENT.

WE ARE LOOKING INTO EXISTING AND PROPOSED TRANSIT BIKE FACILITIES AND SIDEWALKS USING AVAILABLE DATA.

NEXT SLIDE. AND THE TOOLKIT THE TOD TOOLKIT IS GOING WELL BEYOND JUST LOOKING AT LAND USE AND TRANSIT, AND REALLY TRYING TO TAKE A CLOSER LOOK AT HOW TRANSIT ORIENTED DEVELOPMENT CAN HELP COMMUNITIES IMPROVE ACCESS TO KEY COMMUNITY NEEDS AND SERVICES SUCH AS SCHOOLS, GROCERY STORES, HOSPITALS, PARKS.

THE ANALYSIS WILL HELP US IDENTIFY GAPS FOR EXISTING ACCESS TO THESE ESSENTIAL NEEDS AND SERVICES, AND WITH AN UNDERSTANDING OF WHERE THESE ARE AND WHERE THE GAPS ARE, IT WILL HELP US INFORM THE TOOLKIT STRATEGIES AND RECOMMENDATIONS SO WE CAN PROVIDE TOOLS TO HELP CLOSE SOME OF THESE GAPS WHERE THEY EXIST.

NEXT SLIDE. AND TO HELP ENSURE THAT TOD CAN BENEFIT THOSE LIVING IN THE COMMUNITIES TODAY AND MEETS THEIR NEEDS, MITIGATES ANY POTENTIAL UNINTENDED IMPACTS WE'RE PERFORMING AN EQUITABLE TOD ASSESSMENT.

THE MPOS 2019 COMPLETE STREETS MASTER PLAN HAD A REALLY DETAILED AND IN DEPTH EQUITABLE ANALYSIS.

AND SO WE'RE REALLY TRYING TO LOOK AT THAT, UPDATE IT AND BRING THAT FORWARD AND APPLY IT TO THE TOOLKIT.

HERE'S JUST SOME POTENTIAL CRITERIA THAT MAY BE A PART OF THIS, BASED ON WHAT WAS USED IN THE 2019 COMPLETE STREETS MASTER PLAN.

GREAT. SO OUR NEXT STEPS IS TO WORK TO COMPLETE THIS DRAFT EXISTING CONDITIONS ANALYSIS AND THEN REVIEW AND REFINE THEM.

AND AGAIN, THE PURPOSE OF THIS DEEP DIVE INTO EXISTING CONDITIONS IS TO PROVIDE AN UNDERSTANDING OF TYPICAL CONDITIONS ACROSS THE STUDY AREA TODAY.

AND WHEN WE MOVE FORWARD AND START DEVELOPING TOD PLACE TYPES, THE EXISTING CONDITIONS WILL HELP US UNDERSTAND WHAT TOOLS, WHAT STRATEGIES, WHETHER IT'S RECOMMENDATIONS FOR ZONING OR FUTURE LAND USE, OR HOW TO IMPROVE ACCESS FROM A SHOPPING CENTER TO THE ADJACENT EXISTING RESIDENTIAL NEIGHBORHOOD.

THE ANALYSIS WILL HELP US FIND THESE GAPS.

UNCOVER WHERE THEY MAY BE AND WHAT TOOLS WE MIGHT NEED TO PROVIDE FOR COMMUNITIES TO IMPLEMENT TOD AND THEIR VISIONS FOR THE FUTURE.

SO THIS WILL BE THE FIRST OPPORTUNITY FOR EVERYONE TO COME TOGETHER FOR INPUT AND DISCUSSION ON HOW THIS TOD TOOLKIT CAN BEST SERVE THEIR COMMUNITIES IN CENTRAL BROWARD COUNTY. AND IT'S REALLY IMPORTANT WE'RE DOING THIS DETAILED EXISTING CONDITIONS ANALYSIS, BUT GETTING INPUT FROM YOU ALL WHO LIVE AND WORK THERE AND ARE VERY INVOLVED IN THE INS AND OUTS OF THE COMMUNITIES, WE REALLY NEED THAT AS WELL TO HELP ENSURE THAT THE TOD TOOLKIT PROVIDES RESOURCES THAT YOUR COMMUNITIES CAN USE FOR IMPLEMENTING PLANS THAT YOU HAVE IN PLACE.

AND, YOU KNOW, IT'S KIND OF LIKE, OKAY, AN ITERATIVE PROCESS.

ONE CONCEPT I DID WANT TO SHARE OR A COUPLE OF CONCEPTS THAT I THOUGHT HAVE BEEN USEFUL OVER TIME FOR ME, UNDERSTANDING HOW TO BEST REALLY BRING ABOUT TO THE ONE IS WALKABILITY SCORE.

AND I JUST THOUGHT THAT THE WALKABILITY SCORE HELPED PEOPLE UNDERSTAND, YOU KNOW, HOW MANY THINGS CAN I ACCESS WITHIN A SHORT WALKING DISTANCE FROM MY HOUSE? AND SO THOSE ARE ALL THE, YOU KNOW, HOW MANY TRIPS CAN I MAKE TO LIKE, GROCERY STORES OR, YOU KNOW, ACCESS THINGS OF CONVENIENCE. SO I'M HOPING YOU'RE INCLUDING SIMILAR CONCEPTS.

THE OTHER IS THE 15 MINUTE COMMUNITIES.

I THINK THAT'S A YOU KNOW, IT'S A REDO OF AN EXISTING CONCEPT, BUT IT'S VERY EASY TO EXPLAIN, YOU KNOW, WHAT CAN YOU DO, WHERE CAN YOU GO WITHIN 15 MINUTES? BUT THE MOST IMPORTANT FOR ME RIGHT NOW IS THE DIFFERENCE BETWEEN ACCESS AND ACCESSIBILITY.

SO ONE IS BEING ABLE TO ACCESS THE TRANSIT SERVICE BECAUSE THAT'S WHAT TRANSIT ORIENTED SHOULD BE.

BUT THE OTHER THING IS ACCESSIBILITY.

AND IT'S MAKING SURE THAT WE ARE, YOU KNOW, PEOPLE ARE ABLE TO GET FROM THOSE NEW BUILDINGS TO OR ANY BUILDING TO THE SIDEWALK EASILY AND THEN GET TO THE BUS STOP CONVENIENTLY OR TO WHATEVER TRANSIT SERVICE IS EXISTING.

AND SO MAKING THAT DISTINCTION AND INFORMING ZONING CODES SO THAT WE'RE DESIGNING OUR SITE PLANS PROPERLY TO INCORPORATE A SAFE ACCESS IS VERY, VERY IMPORTANT.

I'M LOOKING FORWARD TO PARTICIPATING IN THE WORKSHOP.

AND JUST WANT TO ADD ONE MORE THING.

THERE'S SOMETHING CALLED LIVE LOCAL.

IT IS NEW LEGISLATION THAT WAS PASSED IN THE STATE.

IT ALLOWS RESIDENTIAL DEVELOPMENT ALONG COMMERCIAL CORRIDORS.

AND SO THE LAND USE MIGHT SHOW AS COMMERCIAL BUT RESIDENTIAL MIGHT HAPPEN THERE.

AND SO WE WANT TO MAKE SURE THAT THIS RESIDENTIAL IS DESIGNED IN A WAY THAT IT RELATES TO THE STREETS AND HELPS THE ACCESS AND ACCESSIBILITY COMPONENT OF YOUR PLAN.

I KNOW THAT RIGHT NOW YOU HAVE THE ACTIVITY CENTERS IDENTIFIED, BUT THE COMMERCE LAND USE DESIGNATION ALSO ALLOWS FOR RESIDENTIAL BY RIGHT WHEN YOU'RE PROVIDING AFFORDABLE HOUSING NOW, WHICH IS ALSO BASED ON A DIRECT ACCESS TO A ROADWAY CLASSIFIED AS A STATE ROAD, COUNTY ARTERIAL OR FUNCTIONAL CLASSIFICATION MAP, SO THAT WE ARE RECOGNIZING THE POSSIBILITY FOR INCORPORATING THESE HOUSING USES, AS WELL AS COMMERCIAL USES, TO BETTER RESPOND TO THE HOUSING AND TRANSPORTATION CONNECTION.

AND I DON'T KNOW IF THAT WOULD BE ANOTHER CONSIDERATION FOR THIS TOOLKIT.
