GOOD AFTERNOON.

[1. Call to Order and Recognition of Quorum]

IT'S 2:33.

I THINK WE CAN START THE MEETING.

JUST ONE MORE COMMENT.

OKAY. SO JUST THAT WAY.

OKAY. ROLL CALL PLEASE.

[2. Electronic Roll Call]

GOOD AFTERNOON EVERYONE.

REBECCA SCHULTZ BROWARD MPO.

PLEASE MAKE SURE TO HIT PRESENT THOSE OF YOU THAT ARE IN THE ROOM.

IT IS A TOUCH SCREEN.

I KNOW IT'S BEEN A WHILE SINCE WE'VE BEEN IN BOTTOM LEFT HAND CORNER.

AND FOR THOSE OF YOU ONLINE, I DO HAVE YOU ON.

THANK YOU.

OKAY, WE HAVE A QUORUM.

APPROVAL OF MINUTES.

[3. Approval of Minutes - August 26, 2024]

AUGUST 26, 2026.

OKAY. WE DO HAVE A MOTION BY CHRISTOPHER.

SECOND BY KAREN.

NOW WE CAN VOTE FOR IT.

THE MOTION PASSED.

IT DOES NOT WORK HERE.

THE MOTION PASSES. APPROVAL OF AGENDA.

[4. Approval of Agenda]

WE NEED A MOTION.

MOTION BY KAREN.

SECOND BY ALEXANDER.

LET'S VOTE FOR IT.

OKAY. IT PASSES.

PUBLIC COMMENT.

WE HAVE ONE PUBLIC COMMENT.

[5. Public Comments Please submit to info@browardmpo.org at least 24 hours prior to the start of the meeting.]

MATTHUE GOLDSTEIN.

ARE YOU ALL RIGHT? CAN EVERYONE HEAR ME? ALL RIGHT.

SO MY NAME IS MAX GOLDSTEIN.

I LIVE AT 1021 NORTHWEST 15TH AVENUE IN PLANTATION.

I WANTED TO TALK TO YOU GUYS REGARDING THE SFRC CORRIDOR, WHICH IS WHERE TRI-RAIL CURRENTLY OPERATES.

IF YOU TAKE A LOOK AT THE 2050 LONG RANGE TRANSPORTATION PLAN THAT THE MPO IS ON THE VERGE OF PASSING, IT INCLUDES IN THE 2040 ISH RANGE A COUPLE PROJECTS RELATED TO THAT CORRIDOR.

ONE IS THE COMPLETE REMOVAL OF ALL THE WOODEN TIES AND REPLACING THEM ALL WITH CONCRETE CHANGING ALL THE SIGNAL BOXES AND BASICALLY TAKING APART THE CORRIDOR AND PUTTING IT BACK TOGETHER.

AND THIS IS NOT JUST A BROWARD THING.

THIS IS ALSO A PALM BEACH AND A MIAMI-DADE THING.

SO ALL THREE COUNTIES ARE PLANNING TO DO THIS IN THE 2040 ISH TIMELINE.

SO WHEN I SAW THAT, I THOUGHT, YOU KNOW, WHY DON'T WE ALSO ADVOCATE FOR ELECTRIFICATION OF THE CORRIDOR? AND I HAVE A LOT OF DATA ON WHY THAT'S A GOOD IDEA.

BUT THE BASIC PREMISE IS THAT IF YOU ELECTRIFY IT, NUMBER ONE, YOU REDUCE OPERATING COSTS AND MAINTENANCE COSTS.

AND NUMBER TWO, YOU CAN LET IT GO A LOT FASTER AND INCREASE FREQUENCY WITHOUT NECESSARILY BUYING MORE TRAINS.

THE BEST EXAMPLE RIGHT NOW IS CALTRAIN OVER IN THE SAN FRANCISCO BAY AREA.

THEY JUST ELECTRIFIED THEIR COMMUTER RAIL AND IT GOES ABOUT 25% FASTER.

SO WHAT WOULD THAT LOOK LIKE FOR TRI-RAIL? WELL, A TWO HOUR RIDE FROM WEST PALM BEACH TO MIAMI AIRPORT WOULD NOW BE ABOUT HALF AN HOUR SHORTER IF WE ELECTRIFIED IT.

AND I'VE ALREADY SPOKEN TO FDOT FOLKS TO SEE IF THEY BOUGHT INTO IT AND THEY SAID YES, IF THE MPO INCLUDES IT IN THEIR LONG RANGE PLAN, OR SFRTA INCLUDES IT IN THEIR TRANSIT DEVELOPMENT PLAN, THEN WE HAVE THE AUTHORITY TO GO AHEAD AND DO A FEASIBILITY STUDY, AND YOU JUST NEED TO GET THAT ADDED ONTO ONE OF THEIR PLANS, AND WE'LL TAKE IT FROM THERE.

SO MY REQUEST TO YOU GUYS IS TO MAKE A MOTION TO RECOMMEND THAT THE MPO ADD A FEASIBILITY STUDY FOR ELECTRIFICATION OF THE SFRC TO THE LONG RANGE 2050 PLAN.

THANK YOU.

BILL. DO YOU WANT TO COMMENT ON IT?

[00:05:13]

OKAY, THERE WE GO.

YEAH. THANK YOU, CHAIR.

BILL CROSS BROWARD MPO.

SURE. WE CAN DEFINITELY AS A TEAM, WE'LL GO BACK AND HAVE THAT CONVERSATION ABOUT THIS.

WE DID REACH OUT WHEN WE ORIGINALLY HEARD THAT THESE COMMENTS MIGHT BE COMING OVER TO SFRTA, AND THEY ARE I'M GOING TO SAY I THINK IT'S FAIR TO SAY THEY'RE KIND OF NEUTRAL ON THIS BECAUSE OF COURSE, THERE'S A BIG EXPENSE ASSOCIATED WITH IT. BUT THEY DID, YOU KNOW, RAISE THE QUESTION TO US.

WELL, DOES FDOT SUPPORT IT? BECAUSE FDOT OWNS THE CORRIDOR AND OF COURSE, WOULD BE EXPECTED TO BRING A LOT OF THE FUNDING.

AND SO IT'S INTERESTING TO HEAR HERE TONIGHT THAT FDOT SAID THAT THEY WOULD BE SUPPORTIVE OF DOING A FEASIBILITY STUDY.

THAT'S A FAIRLY LOW BAR FOR US.

WE HAVE SEVERAL FEASIBILITY STUDIES OF THINGS.

WE DON'T HAVE TO PROGRAM ANYTHING ELSE.

SO NO DESIGN, NO CONSTRUCTION MONEY.

WE CAN JUST PROGRAM A FEASIBILITY.

SO I THINK, YOU KNOW, IF THAT'S KIND OF IF THERE'S A SENSE OF THE GROUP THAT THEY WOULD LIKE US TO LOOK AT THAT, AND CHRISTOPHER IS GOING TO BE COMING UP HERE LATER IN THE AGENDA TO GIVE YOU A FULL PRESENTATION TONIGHT ON OUR MTP 2050 EFFORTS.

SO MIGHT BE APPROPRIATE AT THAT TIME.

YOU KNOW, IF WE COULD HEAR COMMENTS YOU KNOW, WE CAN CERTAINLY FOLLOW UP ON WHATEVER YOUR DIRECTION WOULD BE.

THANK YOU.

YEAH. GREAT IDEA.

YES. I THINK WE SHOULD TALK AT THAT TIME ON IT SO WE CAN MOVE TO ACTION ITEM.

[1. MOTION TO APPROVE the 2025 Technical Advisory Committee (TAC) Meetings Schedule]

ACTION ITEM NUMBER ONE.

MOTION TO APPROVE THE 2025 TECHNICAL ADVISORY COMMITTEE MEETING SCHEDULE.

SO MEETING SCHEDULE THAT IS PROVIDED.

AND YOU CAN SEE ON THE SCREEN IF ANYBODY HAS ANY COMMENT ON THIS SCHEDULE.

LOOKS LIKE NONE.

SO AS THIS IS THE ACTION ITEM.

WE CAN GO FOR VOTING.

FEW OF THEM DID NOT VOTE.

BUT ANYHOW, IT PASSES.

OKAY, WE'LL MOVE TO THE NEXT ITEM.

[2. MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Fiscal Year (FY) 2025 - 2029 Transportation Improvement Program (TIP): A. FM# 450866-2: WEST LAKE DRIVE AT LUCILLE RIVER BRIDGE # 865773 B. FM# 450867-2: WEST LAKE DRIVE AT MERCEDES RIVER BRIDGE # 865774 C. FM# 450868-2: WEST LAKE DRIVE AT ESTELLE RIVER BRIDGE # 865771 D. FM# 450870-2: SE 7TH STREET AT RIO CORDOVA BRIDGE # 865760]

MOTION TO RECOMMEND BROWARD MPO APPROVE AMENDMENTS TO THE FISCAL YEAR 2025 TO 2029 TRANSPORTATION IMPROVEMENT PROGRAM, TIP.

I WILL NOT READ THE WHOLE THING.

THERE ARE 1234 PROJECTS.

FM NUMBER 450866-2 FM NUMBER 450867-2.

FM NUMBER 450868-2.

FM NUMBER 45087-2.

THERE IS NO PRESENTATION, BUT IF YOU HAVE ANY COMMENT, WE DO HAVE FORT LAUDERDALE STAFF TO ANSWER YOUR QUESTION, IF ANYBODY HAS ANY QUESTIONS.

SOUNDS LIKE IT'S ON YOUR SCREEN.

I JUST WONDERED WHEN WE MIGHT SEE THE AMENDMENT THAT POMPANO JUST SUBMITTED.

HI, MAGGIE. PETER GIES WITH THE BROWARD MPO.

SO THIS IS NOT RELATED TO THE TIP AMENDMENTS HERE ON SCREEN, BUT YES, WE DID RECEIVE THE AMENDMENT OR THE MODIFICATION REQUEST FROM THE CITY OF POMPANO.

WE ARE CURRENTLY STILL REVIEWING THAT, AND IT WILL LIKELY BE PROCESSED FROM MODIFICATION.

IF IT IS DEEMED TO BE A MODIFICATION, IT WILL NOT BE BROUGHT TO THE MPO BOARD OR THE ADVISORY COMMITTEES.

AND WE'LL COMMUNICATE WITH YOU DIRECTLY THEN.

ADMINISTRATIVE. GOT IT.

YEAH. WE HAVE NO MORE COMMENT.

DO YOU SEE ANYBODY ONLINE? REBECCA. OKAY, SO BASICALLY WE CAN GO FOR THE VOTE THEN.

[00:10:07]

OKAY. THIS IS APPROVED.

IT PASSES. WE WILL MOVE TO NON ACTION ITEMS.

[1. Draft Route to 2050 Metropolitan Transportation Plan (MTP)]

NON ACTION ITEM NUMBER ONE, DRAFT ROUTE TO 250 METROPOLITAN TRANSPORTATION PLAN MTP.

CHRISTOPHER IS GOING TO MAKE THE PRESENTATION.

IT WILL BE [INAUDIBLE] BIG PRESENTATION TODAY.

GOOD AFTERNOON.

MY NAME IS CHRISTOPHER RESTREPO, A SENIOR PLANNER.

I THINK MY TITLE CHANGED FROM PRINCIPAL TO SENIOR.

SO SENIOR PLANNER AT THE BROWARD MPO WORKING UNDER CITY SERVICES TEAM.

BUT I'M ALSO YOUR PROJECT MANAGER FOR THE ROUTE TO 2050, ALSO KNOWN AS OUR METROPOLITAN TRANSPORTATION PLAN.

AND TODAY IS A REALLY, REALLY BIG DAY BECAUSE THIS IS THE LAST PRESENTATION THAT I'M GOING TO BE GIVING YOU GUYS ON THE PLAN ITSELF.

NEXT MONTH, WE'RE GOING TO BE COMING TO YOU FOR AN ENDORSEMENT FOR THE PLAN.

SO TODAY IS THE LAST TIME TO GET ALL ADDITIONAL COMMENTS AND FEEDBACK FROM YOU ALL SO THAT WE CAN MAKE ANY OF THOSE CHANGES THAT WE NEED TO DO TO THE PLAN BEFORE THE ADOPTION.

BEFORE I GET STARTED, I DO WANT TO SAY ONE OF MY FAVORITE THINGS ABOUT BEING A PART OF THIS WAS GETTING TO KNOW ALL OF Y'ALL A LITTLE BIT BETTER THROUGHOUT THIS WHOLE PROCESS, WHETHER THAT WAS THROUGH OUR CALL FOR PROJECTS, MEETINGS, THROUGH OUR POST COST FEASIBLE PLAN MEETINGS, TALKING ABOUT RESOLUTION OF SUPPORT, AND EVEN ATTENDING SOME OF YOUR CITY COMMISSION MEETINGS, IT'S BEEN A REAL BIG PLEASURE.

IT'S BEEN A GREAT OPPORTUNITY FOR ME AND MY CAREER TO BE A PART OF THIS.

SO THANK YOU GUYS FOR LETTING ME DO THAT.

SO NOW LET'S GET STARTED.

SO LET'S TALK ABOUT THE MTP.

BY A SHOW OF HANDS DOES ANYONE KNOW THAT WE HAVE A VISION 2100 AS PART OF THE MPO? OKAY. [LAUGHTER] GREAT.

SO VISION 2100.

ACTUALLY, YOU'RE IN LUCK BECAUSE IF YOU WANTED SOME EXTRA READING IN ADDITION TO OUR MTP, YOU CAN CHECK OUT OUR VISION 2100.

IT'S A SIMPLE GOOGLE SEARCH BROWARD MPO VISION 2100, AND THIS WAS ORIGINALLY CREATED AS PART OF OUR 2045 MTP, ALSO KNOWN AS COMMITMENT 2045 AND WHAT VISION 2100 DID WAS IT SET SOME PARADIGM SHIFTS WITHIN OUR TRANSPORTATION NETWORK.

SO SOME VERY LARGE GOALS FOR US TO GET TO BY THE YEAR 2100 TO MAKE SOME REALLY BIG CHANGES.

AND SO WHAT WE LIKE TO DO IS WHEN WE THINK ABOUT OUR METROPOLITAN TRANSPORTATION PLANS, IS THAT THERE ARE ADDITIONAL STEPS TO GETTING US TO THE YEAR 2100.

SO WHEN YOU LOOK AT OUR DRAFT MTP, THIS TIME AROUND, YOU'RE GOING TO SEE A LOT OF REFERENCES TO THAT VISION 2100.

SO WHAT YOU SEE IN FRONT OF YOU, THIS SLIDE IS THE FLOW OF HOW THAT DOCUMENT IS GOING TO WORK OUT.

WE'RE GOING TO START ESTABLISHING WHAT VISION 2100 IS, WHICH IT SETS THAT CALL TO ACTION FOR INNOVATION WITHIN BROWARD.

THEN THE VISION.

OH, SORRY. THEN ROUTE TO 2050 IS BASICALLY THAT MID-CENTURY CHECKPOINT TO SEE.

HEY, HOW ARE THINGS GOING? ARE WE STILL SETTING LOFTY GOALS TO GET US TO THAT VISION 2100? AND THEN YOU'RE GOING TO SPEND A LITTLE BIT OF TIME IN OUR DOCUMENT ON OUR EMPHASIS AREAS.

THAT'S WHAT MAKES ROUTE TO 2050 A LITTLE BIT DIFFERENT FROM 2045.

WE HAVE FOUR EMPHASIS AREAS TECHNOLOGY, HOUSING, RESILIENCY AND SAFETY.

YOU GUYS HAVE SEEN THEM BEFORE, BUT THERE'S GOING TO BE A LOT OF DISCUSSION ON THAT.

OUT OF THOSE EMPHASIS AREAS WE ALSO HAVE CHALLENGES AND OPPORTUNITIES.

SOME OF THEM ARE THINGS THAT WE NEED TO ADDRESS IMMEDIATELY, AND OTHER THINGS ARE REALLY COOL THINGS THAT WE CAN DO TO MAKE OUR PLAN EVEN STRONGER.

FROM THOSE CHALLENGES AND OPPORTUNITIES WE HAVE THE NEW CONCEPT, WHICH IS CALLED ROUTE MARKERS, WHICH HELP IDENTIFY WHAT SOME OF THOSE CHALLENGES ARE SO THAT WHEN WE GO INTO PROJECT IMPLEMENTATION, WE ARE VERY AWARE OF WHAT THOSE ARE SO THAT WE CAN MAKE SURE WE HAVE SCOPES FOR PROJECTS THAT ARE VERY POWERFUL.

AND THEN THOSE ROUTE MARKERS ARE FEEDING EVERY ONE OF THOSE PROGRAMS THAT WE HAVE ESTABLISHED.

SO OUR TRANSIT AND HUBS, ROADWAY, COMPLETE STREETS, TECHNOLOGY, RESILIENCY AND SAFETY.

THOSE ARE OUR SIX PROGRAMS. AND EACH ONE OF THOSE PROGRAMS ARE LOADED WITH PROJECTS THAT GET US EVEN CLOSER TO THAT VISION 2100.

SO THAT'S THE STORY, AND THAT'S WHAT WE'VE BEEN WORKING ON FOR THE PAST TWO YEARS.

SO I HOPE YOU GUYS ENJOY THE READ.

SO MY PRESENTATION TODAY IS REALLY BASED ON THE STRUCTURE OF WHAT THE DRAFT MTP LOOKS LIKE, SO THAT WHEN YOU'RE GOING THROUGH REVIEWING AND POTENTIALLY PROVIDING US SOME COMMENTS, YOU KNOW EXACTLY WHAT IT IS THAT YOU'RE LOOKING AT AND YOU CAN PROBABLY GET THROUGH IT QUICKER THAT WAY.

AND I'LL HIGHLIGHT SOME OF THE THINGS THAT YOU MIGHT WANT TO SPEND SOME ATTENTION ON, AND OTHER THINGS YOU CAN JUST BE LIKE, OH, THAT'S JUST A FEDERAL REQUIREMENT.

SO CHAPTER ONE WE'RE CALLING INTRODUCING ROUTE TO 2050.

SO ESSENTIALLY WHAT YOU'RE GOING TO FIND IN THIS CHAPTER IS A DESCRIPTION OF WHAT AN MTP IS.

AND THEN WHAT MAKES ROUTE TO 2050 DIFFERENT, WHICH ARE THOSE FOUR EMPHASIS AREAS WE JUST TALKED ABOUT.

YOU'RE ALSO GOING TO GET BASICALLY AN EXECUTIVE SUMMARY.

AND THIS IS GOING TO ENTICE YOU HOPEFULLY TO READ MORE OF THE CHAPTERS WITHIN THE DRAFT MTP.

SO EVERYTHING FROM THE DIFFERENT PUBLIC OUTREACH EVENTS THAT WE DO, THE VISION 2100, OUR PROGRAMS, OUR PARTNERSHIPS, ALL OF THAT IS GOING TO BE TEASED IN THIS EXECUTIVE SUMMARY, AND THEN YOU'LL BE ABLE TO GO INTO THE ADDITIONAL CHAPTERS TO GET MORE DETAIL.

CHAPTER TWO IS SETTING THE CONTEXT.

[00:15:02]

SO THIS CHAPTER FOCUSES ON THOSE GOALS AND OBJECTIVES THAT WE ESTABLISHED BACK IN MAY OF 2023, WHICH ARE SAFELY MOVE PEOPLE AND GOODS, CREATE JOBS, AND FOSTER RESILIENT COMMUNITIES.

IN ADDITION TO THAT, WE'RE ALSO TALKING A LOT ABOUT OUR PARTNERSHIPS.

SO EVERYTHING FROM FDOT, BROWARD COUNTY, THE DIFFERENT DIVISIONS OF BROWARD COUNTY AIRPORT, SEAPORT, RTA, OUR 31 MUNICIPALITIES.

AND ALSO YOU'LL HEAR YOU'LL READ A LITTLE BIT ABOUT OUR RELATIONSHIP WITH OUR REGIONAL NEIGHBORS, TPO AND TPA.

ALSO A PART OF THIS ASSESSMENT IS THAT WE HAVE TO LOOK AT ALL THE DIFFERENT PARTNER PLANS.

YOU HAVE SOME THAT ARE HIGHLIGHTED THERE.

WE WANT TO MAKE SURE THAT WE'RE DOING PLANNING CONSISTENCY WITH OUR PROJECTS.

SO WE HAVE HAD A LOT OF COORDINATION MEETINGS WITH OUR DIFFERENT PARTNERS TO MAKE SURE THAT WE'RE ALL ON BOARD WITH THE SAME PLAN.

AND I WON'T GO THROUGH THIS, BUT JUST TO REMIND YOU ALL, REMEMBER WHEN WE WERE SITTING OVER THERE AND WE HAD THAT FUN LITTLE ACTIVITY WHERE WE TALKED ABOUT OUR PRIORITIZATION FACTORS IN OUR CRITERIA? THOSE WERE ADOPTED OCTOBER 12TH OF 2023, AND WE USED THOSE CRITERIA TO RANK AND PRIORITIZE THE PROJECTS THAT YOU'LL FIND IN THE PLAN.

CHAPTER THREE IS EXISTING CONDITIONS.

SO IF YOU ARE A DIE HARD PLANNER AND YOU'VE DONE A LOT OF EXISTING CONDITIONS ANALYSIS BEFORE, THIS IS THE CHAPTER THAT YOU'RE GOING TO SEE ALL OF THOSE MAPS.

YOU'RE GOING TO SEE THINGS FROM LAND USE TO WHAT'S THE CURRENT ROADWAY SYSTEM, ALL THOSE FUN THINGS THAT YOU SEE AS PART OF LIKE THE DATA COLLECTION ARE GOING TO BE CAPTURED IN THIS CHAPTER, AND THAT'S WHY I DON'T HAVE AN EXTRA SLIDE THERE.

SO CHAPTER FOUR ARE CHALLENGES AND OPPORTUNITIES.

WE REALLY WANT TO DRIVE HOME WHAT IT IS THAT WE TOOK OUT OF OUR EMPHASIS AREAS.

SO IN HERE YOU'RE GOING TO SEE WHAT THOSE CHALLENGES ARE PRESENTED.

SO FIRST SAFETY AND PUBLIC HEALTH.

THERE'S SOME IMAGES HERE THAT KIND OF PIQUE YOUR INTEREST.

WE USE THESE IMAGES FOR OUR PUBLIC OUTREACH SO THAT WE HAVE SOMETHING A LITTLE BIT MORE RELATABLE FOR THEM TO TALK ABOUT OR TO RELATE TO.

WHEN WE TALK ABOUT OUR PLAN, THIS OBVIOUSLY RELATES TO OUR SAFETY EMPHASIS AREA.

WE ALSO HAVE GROWTH AND CONGESTION AS ANOTHER CHALLENGE THAT COMES OUT OF OUR HOUSING EMPHASIS AREA.

WE'RE EXPECTED TO HAVE ABOUT 330,000 MORE PEOPLE MOVING TO BROWARD.

WE CAN CALL THEM FRIENDS.

YOU KNOW, BROWARD COUNTY IS NOT A LITTLE SECRET ANYMORE.

EVERYBODY WANTS TO MOVE DOWN HERE.

MORE AND MORE PEOPLE ARE COMING.

SO WE NEED TO ADDRESS THE CONGESTION RESILIENCY.

YOU ALL KNOW WE'VE LIVED THROUGH FLOODS.

WE SEE SEA LEVEL RISING EVERY DAY.

THAT'S ONE OF THE CHALLENGES THAT ARE GOING TO BE ADDRESSED IN THE PLAN, AND IT'S PART OF OUR RESILIENCY EMPHASIS AREA.

AND THEN TECHNOLOGY, WE DON'T WANT TO GET LEFT BEHIND.

SO WE DO HAVE A SECTION ON THERE THAT TALKS ABOUT ALL OF THE POTENTIAL NEW TECHNOLOGY ADVANCES THAT WE CAN INCORPORATE INTO OUR PROJECTS.

IN ADDITION TO THOSE CHALLENGES, WE ALSO HAVE SOME REALLY COOL OPPORTUNITIES AN EACH ONE OF THESE BLOCKS HAS ITS OWN SECTION WITHIN THE DOCUMENT.

AND SO WE'VE BROKEN THEM UP INTO TWO DIFFERENT SECTIONS.

ONE THAT'S CALLED PROGRAM OPPORTUNITIES, THAT FOCUSES ON FUNDING PROJECTS TO ADDRESS THOSE CHALLENGES, AND THEN PROCESS OPPORTUNITIES THAT REALLY FOCUS ON IDENTIFYING NEW PROJECTS THAT WILL ADDRESS CHALLENGES AND FUNDING THOSE PROJECTS.

SO LOOKING FOR DIFFERENT OPPORTUNITIES TO FUND IT.

AND YOU CAN SEE THAT AS AN EXAMPLE IN OUR GRANTS COORDINATION MATRIX, WE'VE DONE AN ASSESSMENT OF ALL OF THE PROJECTS THAT HAVE GONE THROUGH OUR NEEDS ASSESSMENT.

AND WE PUT THEM THROUGH A MATRIX THAT HELPS BUILD THEM UP SO THAT THEY HAVE THEIR BEST CHANCE AT GOING AFTER POTENTIAL GRANTS, AND WHICH PROJECTS ARE THE BEST ONES TO GO AFTER THEM. FOR OUR PROGRAM OPPORTUNITIES WE'RE CONTINUING TO HAVE OUR CSLIP STILL A VERY SUCCESSFUL PROGRAM WITHIN THE MTP.

SO WE'RE STILL HONORING THAT AND KEEPING IT AS PART OF OUR PLAN.

AND WE HAVE OTHER THINGS LIKE OUR INTEGRATION OF OUR BROWARD SAFETY ACTION PLAN.

PROJECTS THAT COME OUT OF THAT ARE GOING TO BE INCORPORATED INTO THE PLAN AND THEN ROUTE MARKERS.

SO WE TALKED ABOUT THAT A LITTLE BIT, BUT HERE ARE SOME IMAGES OF WHAT THOSE ROUTE MARKERS ARE.

WE HAVE SIX OF THEM TO PROVIDE ADDITIONAL CONTEXT TO EACH ONE OF THE PROJECTS.

SO IF THERE IS A PROJECT THAT FALLS WITHIN THE DATA SET OF ANY OF THOSE ROUTE MARKERS, YOU'LL GET A RED EXCLAMATION MARK.

AND THEN WHEN WE GO TO SCOPE THOSE PROJECTS, WE'LL KNOW WHAT TO LOOK OUT FOR.

CHAPTER FIVE TALKS ABOUT PUBLIC INVOLVEMENT.

QUITE A FEW OF YOU HAVE PARTICIPATED IN SOME OF THESE EVENTS THAT WE'VE HAD.

HERE IS A SYNOPSIS OF THE COMPLETED PUBLIC OUTREACH.

WE'VE DONE 15 OUTREACH PRESENTATIONS.

WE HAD ONE MTP SUMMIT, WHICH WAS REALLY COOL.

WE'VE NEVER DONE THAT BEFORE.

WE WERE AT THE IMAX THEATER, GOT SOME REALLY GREAT PHOTOS.

YOU'LL SEE SOME OF THOSE IN THE PLAN ALSO.

AND WE'VE ALSO DONE FOCUS GROUPS.

SO COLLECTING SOME OF THE FEEDBACK FROM THOSE FOCUS GROUPS TO SEE HOW WE CAN BETTER PRESENT TO THE PUBLIC, AND THEN ALSO USER FEEDBACK FOR PROJECTS.

AND THIS IS ALSO A PLUG THAT WE'RE DOING SOME MORE PUBLIC OUTREACH NOW THAT THE PLAN IS ALMOST IN FINAL DRAFT FORM.

AND THEN ONCE ADOPTED, WE ARE GOING TO STILL GO OUT AND TALK ABOUT THE PLAN.

SO WE'RE DOING OUTREACH PRESENTATIONS TO A LOT OF DIFFERENT GROUPS THROUGHOUT THE COUNTY.

[00:20:02]

WE'RE ALSO DOING SOME WORKSHOPS.

WE HAVE SOME NEW STORY MAPS THAT ARE ABOUT TO GO ONLINE.

AND THEN IF YOU SEE THE IMAGE TO THE RIGHT, THAT IS AN INTERACTIVE MAP THAT SHOWS ALL OF OUR PROJECTS FROM OUR DRAFT COST FEASIBLE PLAN.

IF YOU'D LIKE TO LEAVE A COMMENT ON ANY OF THOSE PROJECTS, YOU CAN SCAN THAT QR CODE RIGHT THERE.

IT'LL TAKE YOU TO OUR WEBSITE.

SCROLL DOWN A LITTLE BIT. YOU'LL FIND A LINK TO THIS INTERACTIVE MAP.

CHAPTER SIX TALKS ABOUT OUR NEEDS ASSESSMENT.

SO YOU KNOW THAT WE ALL DID A CALL FOR PROJECTS.

WE TOOK ALL OF THOSE PROJECTS, DIVIDED THEM OR CATEGORIZED THEM INTO ONE OF THE SIX FUNDING PROGRAMS, APPLIED PRIORITIZATION FACTORS AND CRITERIA TO RANK THE PROJECTS.

AND THEN WE EVENTUALLY GOT OUR FINANCIAL PLANS OR OUR COST FEASIBLE PLAN.

HERE'S A RECAP OF ALL OF THOSE PROJECTS THAT WE GOT FROM THE ORIGINAL CALL FOR PROJECTS.

WE GOT ABOUT 434 OF THEM, CITY OF FORT LAUDERDALE SUBMITTING ABOUT 70 OF THOSE PROJECTS.

YOU CAN SEE THAT CHART REALLY, REALLY HIGH UP THERE.

AND IT WAS A REALLY COOL EXPERIENCE TO INTERACT WITH ALL THE DIFFERENT AGENCIES.

THESE ARE OUR SIX FUNDING PROGRAMS WITH BRIEF DESCRIPTIONS OF WHAT THEY ARE.

YOU'VE SEEN THEM BEFORE, BUT TWO OF THEM HAVE TWO NEW COLORS ROADWAY AND TRANSIT HUBS.

THEY WERE A DARK BLUE AND A LIGHT BLUE.

WE'VE SWITCHED THAT OUT FOR THIS RED AND PINK, SO THEY DON'T INTERFERE WITH SOME OF OUR ROUTE TO 2050 BRANDING THAT WE'VE ALREADY HAD.

CHAPTER SEVEN TALKS ALL ABOUT OUR FUNDING.

YOU'VE SEEN THIS GRAPH BEFORE.

YOU KNOW, THE BROWARD MPO ONLY HAS A LIMITED AMOUNT OF FUNDS THAT WE ACTUALLY CONTROL, THAT ALL OF US TOGETHER CONTROL.

AND THAT'S ABOUT 8% OF THE TOTAL FUNDING REVENUE THAT WE HAVE AVAILABLE.

OF THAT 8%, THIS IS THE FUNDING DISTRIBUTION OR PERCENTAGES FOR EACH ONE OF THE PROGRAMS THAT WE'RE GOING TO BE ALLOCATING THAT FUNDING TO COMPLETE STREETS BEING 51% OF THAT.

SO HERE'S THE BIG QUESTION.

SINCE YOU LAST SAW THE DRAFT COST FEASIBLE PLAN, WHAT HAS CHANGED TO WHAT YOU'RE GOING TO SEE IN THE DRAFT MTP? WELL, WE'VE INCORPORATED FDOT, SIS PROJECTS.

THEY CONSUME A LOT OF THE MONEY THAT WE HAD AVAILABLE AS PART OF THE STATE FUNDING GOALS.

WE'VE ALSO INCORPORATED THE FISCAL YEAR 2025 THROUGH 29 TRANSPORTATION IMPROVEMENT PROGRAM.

THERE'S A LOT OF PROJECTS IN THERE THAT ARE NOT FULLY FUNDED JUST YET.

THEY HAVE EITHER DESIGN OR PLANNING, BUT THEY NEED THAT CONSTRUCTION FUNDING TO GET DONE.

SO THAT CONSUMED A LITTLE BIT OF FUNDING.

SO THAT'S ALL THAT FUTURE YEAR COST.

SO THE LIST LOOKS A LITTLE BIT TINIER THAN WHAT YOU MIGHT EXPECT.

SO I HOPE THAT DOESN'T COME AS TOO MUCH OF A SHOCK GIVEN YOU GUYS ARE BRIEFER BEFORE YOU SEE THE DRAFT MTP.

AND I DON'T HAVE THOSE NUMBERS IN FRONT OF YOU RIGHT NOW, SO YOU JUST HAVE TO WAIT AND LOOK THROUGH THE DOCUMENT TO SEE WHAT TURNED OUT.

BUT THESE ARE OUR FUNDING PROGRAMS. AND IF WE THINK BACK TO THOSE CHALLENGES THAT I PRESENTED EARLIER, THESE ARE THE CHALLENGES EACH OF THE PROGRAMS ARE GOING TO BE ADDRESSING SPECIFICALLY, TECHNOLOGY FOR EXAMPLE, WILL BE ADDRESSING GROWTH AND CONGESTION.

ALSO, TECHNOLOGY ADVANCES, WHILE COMPLETE STREETS LOOKS MORE TOWARDS ENVIRONMENTAL IMPACTS, PUBLIC SAFETY AND HEALTH AND SAFETY, DOING SAFETY AND TECHNOLOGY.

AND THEN THE OTHER THREE PROGRAMS ROADWAY GROWTH AND CONGESTION, SAFETY AND PUBLIC HEALTH, TRANSIT HUBS, GROWTH AND CONGESTION, ENVIRONMENTAL IMPACTS AND RESILIENCY, ENVIRONMENTAL AND TECHNOLOGY.

SO CHAPTER EIGHT IS GOING TO BE EVALUATION.

SO THESE ARE GOING TO BE ALL OF OUR PERFORMANCE MEASURES.

AND IF YOU WANT A DEEP DIVE INTO THAT, PLEASE PAY ATTENTION TO PAUL FLAVIEN'S PRESENTATION.

HE'S GOING TO BE UP IN JUST A FEW MINUTES.

HE'S GOING TO TALK ABOUT ALL OF THAT.

AND THEN CHAPTER NINE IS NEXT STEPS.

WHAT ARE WE GOING TO DO FROM NOW UNTIL THE NEXT MTP.

SO THERE'S GOING TO BE A COUPLE OF THINGS THAT ARE GOING TO BE LAID OUT AS PART OF THAT CHAPTER.

ONE OF THE THINGS IS GOING TO BE OUR SMART METRO.

THAT'S OUR NEW AI INITIATIVE THAT WE'RE DOING AS PART OF THE MPO, HOW WE'RE GOING TO BE INCORPORATING THAT INTO OUR PROCESSES.

ALSO, OUR HOUSING COORDINATION PLAN, WHERE WE JUST SET UP A NOTICE TO PROCEED TO START WORKING ON THAT.

WE HAVE A STAFF WORKING GROUP ALREADY, SO WE'RE GOING TO INCORPORATE ALL OF THOSE FINDINGS ALSO.

AND THEN WE'VE ALSO GOT A COUPLE OF OTHER THINGS LIKE OUR CONCEPT DEVELOPMENT AND OUR RESILIENCY FRAMEWORK.

SO WHAT KIND OF COMMENTS DO WE NEED FROM ALL OF Y'ALL.

GO THROUGH THE DOCUMENT, TELL US WHAT YOU LIKE.

TELL US WHAT YOU DON'T LIKE.

MAKE SURE THAT WHAT WE'RE PRESENTING ALIGNS WITH THE GOALS AND OBJECTIVES THAT WE'VE SET AT THE BEGINNING OF OUR TWO YEAR PROCESS.

IS THE COMMUNITY ENGAGEMENT GOOD? DO YOU THINK THAT WE'VE DONE A GOOD JOB DOING THAT? OUR BIGGEST ONE OF OUR LARGEST GOALS IS SAFETY AND MULTIMODAL PLANNING.

ARE THERE PROJECTS THAT HELP REPRESENT THOSE GOALS? DO WE ADEQUATELY USE THE DATA THAT WE HAD AVAILABLE TO PRIORITIZE PROJECTS? ARE THE ROUTE MARKERS GOOD DATA THAT WE'VE USED? ALSO FORMATTING GRAPHICS.

IF YOU HAVE ANY COMMENTS ABOUT THAT, LET US KNOW.

AND THEN THE PROJECT DETAILS.

MY MOUTH IS DRY. SORRY.

THE PROJECTS THAT YOU ALL ENDED UP SUBMITTING.

DO THOSE PROJECTS ADEQUATELY REFLECT WHAT YOU SUBMITTED THROUGH THE CALL FOR PROJECTS? SO HERE IS THE COMMENT SCHEDULE.

SO UNFORTUNATELY YOU DO NOT HAVE THE DOCUMENT IN FRONT OF YOU RIGHT NOW.

[00:25:02]

WE ARE AIMING TO HAVE THAT DOCUMENT POSTED ON OUR WEBSITE BY OCTOBER 31ST.

FROM OCTOBER 31ST UNTIL NOVEMBER 15TH IS WHEN WE'RE OPENING UP THE THE COMMENT PERIOD.

AND THEN WE WILL BE COMING BACK TO YOU ALL IN DECEMBER FOR ENDORSEMENT OF THE PLAN.

AND WE'LL ALSO BE ASKING THE MPO BOARD TO ADOPT THE PLAN IN DECEMBER.

AND THAT IS MY PRESENTATION.

ANY QUESTIONS? PLEASE. HOLD ON.

IT'S STILL WORKING. HEY, CHRIS.

OKAY. SO JUST BRIEFLY ON ONE OF THE EARLY SLIDES YOUR POPULATION NUMBERS AND THE HOUSING NUMBERS DON'T ALIGN WITH WHAT THE COUNTY IS TELLING US.

THE COUNTY IS TELLING US 280,000 MORE PEOPLE AND 80,000 MORE HOUSING UNITS.

AND YOURS ARE LIKE, 50,000 HIGHER.

OKAY. SO ANYWAY, NO, THAT'S A GOOD COMMENT.

YEAH. THANK YOU.

TASHEEMA LEWIS? YES. HI. DO YOU HAPPEN TO HAVE THE HARD COPIES OF THE CHAPTERS THAT YOU JUST OUTLINED IN YOUR PRESENTATION WITH YOU TODAY, OR IS THAT JUST COMING? THAT'S WHAT'S COMING IN OCTOBER 31ST.

WE'RE GOING TO POST IT ON OUR WEBSITE, BUT IF YOU DO NEED A HARD COPY, WE'LL BE GLAD TO PRINT SOME FOR YOU AND WE'LL HAVE THEM HERE AT THE OFFICE.

THANK YOU. LEONARD DORNEVIL.

YEAH. I JUST WANTED TO ASK IS IT JUST GOING TO BE POSTED ONLINE, OR ARE YOU RECEIVING LIKE, AN EMAIL OR SOMETHING LIKE THAT FOR US TO REVIEW IT? YES. I WILL SEND YOU AN EMAIL WITH INSTRUCTIONS WITH SORRY.

THANK YOU. THANK YOU FOR ASKING THAT QUESTION WITH AN EXCEL FORM SO THAT IF YOU DO HAVE COMMENTS, YOU CAN PLACE THE COMMENTS ADEQUATELY SO THAT WE CAN PROPERLY CAPTURE THEM AND WITH INSTRUCTIONS ON THAT.

CHRISTOPHER SUNESON.

SEEMS LIKE I ALWAYS HAVE SOMETHING TO SAY, DON'T I? I LOVE IT. THANK YOU. BRING IT.

[LAUGHTER] I THINK I THINK FIRST OFF, YOU'VE DONE SUCH A GOOD JOB THAT WE SHOULD JUST START OVER AN.

REALLY I NEED A BREAK. [LAUGHTER]. NO, BUT HONESTLY, YOU HAVE DONE A GOOD JOB MANAGING THIS PROJECT THROUGHOUT THE COURSE OF TWO.

IS IT REALLY TWO YEARS? I CAN'T BELIEVE IT'S TWO YEARS.

YEAH I KNOW. I DO HAVE A COUPLE OF QUESTIONS.

THANK YOU FOR THE COMMENT ABOUT THE EMAIL IT WAS THE FIRST ON MY LIST.

SO ABOUT A YEAR AGO FDOT DID A SAFETY STUDY FOR A-1-A.

WERE ANY OF THOSE RECOMMENDATIONS INCLUDED IN THE DRAFT FINAL VERSION OF IT.

THIS IS THE A-1-A MULTIMODAL STUDY THAT TURNED INTO LIKE A RESILIENCY TYPE STUDY.

YES. SO LARRY HYMOWITZ IS THE PROJECT MANAGER AT FDOT FOR THAT.

AND I BELIEVE THAT'S STILL IN THE PROCESS OF GETTING WORKED OUT.

I KNOW LEVI IS HERE WHO'S BEEN A LIAISON.

I DON'T KNOW IF YOU CAN ANSWER ABOUT THAT, BUT TO ANSWER YOUR QUESTION, WE DO NOT HAVE PROJECTS FROM THAT STUDY IN THE PLAN.

SO FDOT IS GOING BACK TO LOOK AT THAT STUDY, AND I THINK PARING BACK SOME OF THEIR RECOMMENDATIONS FROM THE ORIGINAL STUDY, BUT IT HASN'T BEEN OFFICIALLY FINALIZED YET.

WE DO HAVE A COPY ON OUR WEBSITE OF SOME OF THE PRELIMINARY STUFF.

I CAN SHARE THAT WEBSITE ADDRESS WITH YOU.

I DON'T KNOW IT OFF THE TOP OF MY HEAD.

NO, NO, BUT I'M AWARE OF THIS.

THEY ARE STILL WORKING ON IT, AND THEY'RE ACTUALLY LOOKING AT EXPANDING IT UP THE COAST TO GET SOME OF THOSE IMPLEMENTED OR SOME OF THOSE IDEAS IMPLEMENTED EVEN FURTHER UP.

SO. OKAY, GREAT.

AND THEN WE HAD A PUBLIC COMMENT ABOUT ELECTRIFICATION OF THE SRTFA I THINK, I THINK I GOT THE ACRONYM RIGHT.

I HAD A FEW QUESTIONS ON THAT.

AND I'M NOT AN ENGINEER, SO I'M NOT SURE, BUT ELECTRIFICATION OF THE CORRIDOR MEANS WIRES RUNNING DOWN THE TRACK.

PARALLEL. YEAH, PARALLEL.

DOES THAT MEAN THAT WE WOULD NEED TO INVEST IN CHANGING IN LOCOMOTIVES IN ORDER TO HAVE THAT? I'M NOT THE BEST ANSWER TO THAT QUESTION, BILL, I DON'T KNOW.

BILL KNOWS EVERYTHING, SO I'LL TAKE A CRACK AT IT.

CAN YOU HEAR ME? OKAY.

SO YEAH. BILL CROSS BROWARD MPO.

SO YEAH. IF YOU GO THE ELECTRIFICATION ROUTE IT IS QUITE EXPENSIVE BECAUSE YOU ARE NOT ONLY BUILDING THE WIRES, BUT ALL THE POWER INFRASTRUCTURE THAT GOES ALONG WITH THAT.

AND THEN YOU NEED NEW ROLLING STOCK, AT LEAST NEW LOCOMOTIVES.

AND THAT'S WHAT CALIFORNIA'S DONE.

I'D ENCOURAGE YOU TO TAKE A LOOK AT, YOU KNOW, MR. GOLDSTEIN MENTIONED THE CALIFORNIA AND THAT'S THE SAN DIEGO.

NO SAN JOSE TO SAN FRANCISCO PIECE.

IT'S A GOOD EXAMPLE. AND YOU CAN GET SOME IDEA OF THE COST AND THE MAGNITUDE OF WHAT'S INVOLVED IN THAT TRANSITION.

BUT HE'S ALSO RIGHT AFTER THAT BIG UPFRONT CAPITAL INVESTMENT, THEN THE COST OF O&M SIGNIFICANTLY DROPS.

AND IT'S A MUCH NICER SERVICE ONCE YOU GET THERE.

AND IT WOULD BE CONSISTENT WITH OUR CLIMATE GOALS FOR YEAH, THAT WAS THE BIG ONE THAT I WAS THINKING ABOUT.

OKAY. WHAT DO WE HAVE TO DO TO INCLUDE THAT FEASIBILITY STUDY?

[00:30:05]

DO WE NEED A MOTION? I DON'T KNOW WHAT THE FORMALITY IS, BUT I THINK YOU CAN GIVE ME THE RECOMMENDATION.

I CAN PUT IT IN THE DATABASE.

WELL, IF I COULD CHAIR, I WOULD SUGGEST THAT YOU MAKE A MOTION, YOU KNOW, FOR US TO INCLUDE IT.

AND THEN I'M SURE THAT MR. RESTREPO WILL MAKE THAT HAPPEN FOR YOU.

OKAY, LET'S MAKE A MOTION, THEN, TO INCLUDE THAT.

YEAH, WELL, THERE'S MY MOTION.

I MOVE TO INCLUDE A FEASIBILITY STUDY FOR ELECTRIFICATION OF THE RAILWAY FOR AMTRAK.

I DON'T WANT TO MESS UP THE ACRONYM AGAIN.

MA'AM. YOU CAN HIT THE BUTTON THE COMPUTER TO MAKE THE MOTION AND TO SECOND IT.

OKAY. WE HAVE A MOTION BY CHRISTOPHER.

SECOND BY ALEXANDER.

SO IT SHOULD BE INCLUDED.

OKAY. AND I HAVE A QUESTION TO A SMART METRO.

CAN YOU PLEASE EXPLAIN WHAT IS SMART METRO OR DOES IT INCLUDE.

I WILL DO MY BEST.

BUT YOU KNOW, WE DO HAVE OTHER PROFESSIONALS ON STAFF THAT COULD TALK A LITTLE BIT MORE ABOUT THAT.

SO ESSENTIALLY ONE OF OUR GOALS THAT COMES OUT OF OUR TECHNOLOGY PROGRAM WAS TO PRODUCE A DIGITAL TWIN.

SMART METRO IS AN AI PLATFORM THAT COULD POTENTIALLY DO THAT FOR BROWARD COUNTY.

SO WE'RE LOOKING AT THINGS WHERE IT COULD MODEL TRAFFIC A LITTLE BIT FASTER THAN WHAT OUR TRADITIONAL MODELING EFFORTS ARE.

SO SOMETHING THAT USUALLY WOULD TAKE 30 HOURS TO RENDER OUT FOR MODEL OUTPUTS.

THIS SMART METRO COULD POTENTIALLY DO THAT WITHIN TWO HOURS, MAYBE EVEN TWO MINUTES, DEPENDING ON WHAT KIND OF SERVERS ARE CONNECTED TO IT.

OTHER THINGS THAT THE SMART METRO COULD BE DOING IS DOING MODELING ABOUT RESILIENCY CORRIDORS LIKE PREDICTING, FLOODING, DOING A REAL TIME ADVANCE WARNING ABOUT CORRIDORS THAT COULD POTENTIALLY BE FLOODED.

AND YOU CAN SEND THAT INFORMATION OUT TO PEOPLE SO THAT PEOPLE CAN AVOID THOSE TYPES OF THINGS.

BUT IT'S REALLY ABOUT ANY KIND OF ASSESSMENT, WHETHER IT'S ENVIRONMENTAL OR PHYSICAL, WHATEVER INPUTS WE PUT INTO IT, IT'S TO CREATE THAT SECONDARY TWIN, THAT DIGITAL TWIN OF OUR COUNTY SO THAT WE CAN RUN SCENARIOS QUICKER AND DO MORE PLANNING.

SO IT IS INCLUDED IN OUR VISION 2050 PLAN OR 2100.

IT IS BOTH.

SO WE ACTUALLY HAVE A CONTRACT RIGHT NOW THAT'S BEING WORKED ON SO THAT WE CAN START SETTING THAT SMART METRO UP.

AND THEN WE DO HAVE $500,000 IN OUR TECHNOLOGY PROGRAM DEDICATED TO THAT DIGITAL TWIN.

ONE MORE QUESTION UNDER VISION 2100.

ARE WE PLANNING ANY LIGHT RAIL IN THE CITY AREAS, NOT ONLY DOWNTOWN.

DO WE HAVE ANY PLAN LIKE THAT LIGHT RAIL TECHNOLOGY? YOU KNOW, IN OTHER PARTS OF THE WORLD THIS IS VERY POPULAR.

IT HAS HUGE CAPACITY IN TERMS OF THERE IS NO TRAFFIC DELAY.

BASICALLY, YOU CAN AVOID THE TRAFFIC JAM ON THE STREET AND IT HAS.

IT CAN TRANSPORT HOURLY MORE THAN 50, 60,000 PASSENGERS, I KNOW.

SO DO YOU HAVE ANY PLAN TO INCLUDE THAT KIND OF APPROACH IN OUR 2100 PLAN? YEAH. SO I WOULD ENCOURAGE ALL OF YOU ALL TO CHECK OUT VISION 2100.

AGAIN, GOOGLE SEARCH BROWARD MPO VISION 2100.

IT TAKES YOU TO OUR WEBSITE WHERE WE HAVE A REALLY GOOD PLAN AND IT SETS THE VISION, RIGHT.

AND IF YOU TAKE A LOOK AT OUR TRANSIT VISION ON THAT PLAN AND KIND OF DO LIKE A LASAGNA EXERCISE AND PUT IT ON TOP OF BROWARD PREMO BROWARD COUNTY'S PREMO PLAN, IT'S VERY SIMILAR. AND YOU CAN SEE THAT SOME OF THAT, OUR ANALYSIS SHOWS WHAT THEIR ANALYSIS SHOWS THAT CERTAIN CORRIDORS REQUIRE.

SOME OF THOSE LIKE LIGHT RAIL TYPE TECHNOLOGIES.

CHECK THAT OUT. AND ALSO WE ARE WORKING WITH BCT, WITH MISS KHALILAH OVER HERE TO INCORPORATE THOSE PREMO PROJECTS INTO OUR PLAN.

SO YES, WE ARE MAKING SURE THAT THAT IS A PRIORITY FOR US.

THANK YOU. I SEE NO MORE COMMENTS.

SO NOBODY IS IN THE QUEUE.

WE CAN MOVE TO THE NEXT ONE.

THANK YOU. THANKS FOR YOUR PRESENTATION AND EXPLANATION.

OKAY. FEDERALLY MANDATED PERFORMANCE MEASURES AND TARGETS.

[2. Federally Mandated Performance Measures and Targets]

PRESENTATION BY PAUL FLAVIEN.

GOOD AFTERNOON. MEMBERS OF THE TAC, PAUL FLAVIEN BROWARD MPO DATA MANAGER.

THE STAFF MEMBER TASKED WITH MAKING SURE THAT THE MPO IS CURRENT AND REMAINING CURRENT IN PERFORMANCE MEASURE REGULATIONS SET BY THE USDOT.

SO WITH THAT, I'LL START MY PRESENTATION.

HERE WE GO. NOW, WHILE WE START THIS PRESENTATION, YOU KNOW, I COME TO YOU EVERY YEAR AROUND THIS TIME.

AND ESSENTIALLY WE WANT TO KNOW THESE ARE THE TWO ACTS THAT ENACTED PERFORMANCE MEASURES, YOU KNOW, REQUIRES AGAIN PERFORMANCE MEASURES, SETTING OF

[00:35:02]

TARGETS AND THINGS LIKE THAT.

THOSE ARE THE TWO ACTS.

AND ALWAYS TALK ABOUT WHY WE HAVE WHY THEY WANTED TO ESTABLISH PERFORMANCE MEASURES.

RIGHT. SO TO ENSURE THAT WE HAVE AN EFFICIENT INVESTMENT OF FEDERAL TRANSPORTATION FUNDS, MAKING SURE THAT WE'RE REFOCUSING ON NATIONAL TRANSPORTATION GOALS AND ALSO ACCOUNTABILITY AND TRANSPARENCY AND IMPROVING DECISION MAKING.

RIGHT. SO WHAT ARE WE REQUIRED TO MEASURE? ESSENTIALLY THESE FIVE ITEMS RIGHT HERE.

SAFETY. THE NUMBER ONE, THAT WAS THE FIRST ONE SET.

OBVIOUSLY SAFETY IS THE MOST IMPORTANT THING WHEN IT COMES TO TRANSPORTATION BRIDGE AND PAVEMENT CONDITIONS, SYSTEM PERFORMANCE, WHICH IS ESSENTIALLY TRAVEL TIME RELIABILITY AND ESSENTIALLY FREIGHT TRAVEL TIME RELIABILITY.

AND ALSO THOSE TWO AT THE BOTTOM, TRANSIT ASSET MANAGEMENT, ESSENTIALLY STATE OF GOOD REPAIR FOR TRANSIT OPERATORS AND TRANSIT SAFETY.

NOW THE FIRST ONE PM ONE SAFETY, AND THE LAST TWO ARE YEARLY MEASURES THAT WE COME TO YOU EVERY YEAR.

AND ESSENTIALLY WE SET SET A TARGET OR AGREE TO SUPPORT A TARGET SET BY A DOT OR A TRANSIT AGENCY.

THE 2 PM TWO AND PM THREE THOSE ARE FOUR YEAR TARGETS.

SO WE DON'T COME TO YOU EVERY YEAR, OBVIOUSLY, TO SET A TARGET FOR THOSE, BUT ESSENTIALLY EVERY FOUR YEARS.

SO. OKAY.

SO THESE ARE OUR CURRENT SAFETY TARGETS.

WE HAVE A VISION ZERO.

THE STATE OF FLORIDA SET VISION ZERO TARGET.

AND WE AGREED WITH THAT TARGET.

AND SO WE ALSO HAVE A VISION ZERO TARGET.

AND IF YOU LOOK AT THE LAST COLUMN THERE THAT'S THE CURRENT 2019 TO 2023 DATA FIVE YEAR AVERAGE DATA FOR A NUMBER OF FATALITIES, NUMBER OF SERIOUS INJURIES, RATE OF FATALITY, SERIOUS INJURY RATE AND TOTAL NUMBER OF NON-MOTORIZED FATALITIES AND SERIOUS INJURIES, ESSENTIALLY BIKE AND PED.

RIGHT NOW THIS IS THE YEARLY DATA FOR FATALITIES OVERALL.

RIGHT FROM 2013, I THINK ALL THE WAY TO 2023.

AS YOU CAN SEE FROM 2022 TO 2023, WE HAD QUITE A DROP RIGHT.

SIGNIFICANT DROP IN FATALITIES.

AND THIS SHOWS ESSENTIALLY THE FIVE YEAR AVERAGE OF THAT DATA.

AS YOU CAN SEE THERE'S A TREND LINE IN THERE.

THE LITTLE DOTTED WHITE LINE YOU CAN SEE WE'RE ACTUALLY FOR THE FIRST TIME UNDERNEATH THAT TREND LINE.

SO THAT'S GOOD NEWS.

LOOKS LIKE PROGRESS IS BEING MADE.

NOW THIS IS THE YEARLY DATA FOR BIKE AND PED FATALITIES.

KIND OF A ROLLER COASTER IT LOOKS LIKE.

BUT AGAIN TREND LINE.

YOU SEE THAT AGAIN.

WE ARE UNDERNEATH THAT THAT TREND LINE.

RIGHT? WE ARE MOVING IN THE RIGHT DIRECTION.

NOW THIS IS SERIOUS INJURIES OVERALL THAT ONE WE'VE TAKEN A LITTLE STEP BACK.

WE ACTUALLY HAD AN INCREASE IN 2023 FROM 2022.

BUT AGAIN OVERALL IT'S ACTUALLY BEEN YOU KNOW GOING DOWN.

BUT IT KIND OF PERKED UP THIS LAST FIVE YEAR AVERAGE.

AND THIS IS BIKE AND PED SERIOUS INJURIES.

AND THIS IS THE FIVE YEAR AVERAGE.

AGAIN IT'S THAT ONE IS TRENDING IN THE RIGHT DIRECTION.

SO THE MPO HAS MADE A BIG COMMITMENT TO SAFETY.

RIGHT. WE IN OUR CURRENT TIP WE HAVE 117 PROJECTS OVERALL THAT HAVE SOME SAFETY COMPONENT TO IT, OVER $364 MILLION.

WE ALSO HAVE THE SS4A GRANT THAT THE MPO RECEIVED FROM THE FEDERAL GOVERNMENT THAT WE'RE ACTIVELY WORKING ON.

WE'RE CREATING A BROWARD SAFETY ACTION PLAN COLLEAGUE, MR. JAMES CROMAR IS LEADING THAT.

ESSENTIALLY IT'S THE TIMELINE IS FROM JANUARY TO JUNE OF JANUARY, FROM 24 TO JUNE OF 25 OF 18 MONTHS SCHEDULE.

THEY WILL HAVE THAT ACTION PLAN.

AND ALL THOSE PROJECTS THAT COME OUT OF THAT ACTION PLAN WILL BE FOLDED INTO THE MTP FOR FUNDING.

AND ALSO WE'LL BE GOING OUT FOR ESSENTIALLY IMPLEMENTATION GRANTS FROM THE FEDERAL GOVERNMENT AS WELL TO HELP, YOU KNOW, IMPLEMENT ALL THOSE PROJECTS THAT COME OUT OF THAT SAFETY ACTION PLAN.

NOW WE'RE MOVING ON TO THE BRIDGE AND PAVEMENT CONDITIONS.

WE'RE DOING WELL OVERALL, EXCEPT FOR THAT ONE RED SECTION THERE WHERE WE'RE NOT ACTUALLY MEETING THE GOAL.

WE'RE ACTUALLY NOT, YOU KNOW, UNDERNEATH THAT, THAT GOAL FOR I APOLOGIZE.

I'M, YOU KNOW, I'M OLDER.

I CAN'T ACTUALLY SEE WHAT'S ON THERE IN THIS MONITOR HERE IS OFF FOR SOME REASON.

SO. CAN YOU TURN THAT OFF FOR ME? DO YOU NEED ME TO? YEAH.

IT'S A PERCENT OF.

YEAH. PERCENT OF THE STATE IN GOOD WHERE THE RED IS.

[00:40:06]

OKAY. SO WE'RE WE'RE NOT MEETING THE TARGET FOR THAT PARTICULAR METRIC.

YEAH. THAT WOULD BE GREAT.

THAT WOULD BE BETTER RIGHT THERE. AWESOME.

YOU'RE WELCOME. DON'T GET OLD.

SO. [LAUGHTER] SO AGAIN, THIS IS ESSENTIALLY A SUMMATION OF ALL THE FUNDS THAT ARE CURRENTLY IN THE 2025 TO 2029 TIP IN REGARDS TO BRIDGE AND PAVEMENT CONDITIONS AND SYSTEM PERFORMANCE CONDITIONS AND FOR TRANSIT ASSET MANAGEMENT.

AGAIN, FOR THIS WE HAVE A BCT, WHICH IS OUR PARTNER IN SFRTA ANOTHER PARTNER.

SO WE HAVE TWO TIER ONE TRANSIT AGENCIES WITHIN OUR REGION.

RIGHT. SO THE MPO GETS A SET OF REGIONAL TRANSIT ASSET MANAGEMENT TARGETS.

SO THAT TARGET ESSENTIALLY IS A COMPOSITE OF SFRTA AND BCT DATA AND TARGETS.

SO THIS IS WHAT YOU'RE SEEING HERE.

OUR CURRENT THESE ARE OUR REGIONAL TARGETS RIGHT HERE IN THE I GUESS NEXT TO LAST COLUMN THERE.

AND THEN THIS IS THE CURRENT DATA IS ACTUALLY IN THE LAST COLUMN.

WE ALSO HAVE TRANSIT SAFETY TARGETS.

BUT AGAIN, FOR THIS ONE SFRT IS UNDER THE PURVIEW OF THE FEDERAL RAILROAD ADMINISTRATION.

SO THEY ARE NOT SUBJECT TO THIS RULE.

SO ONLY BCT IS SUBJECT TO THIS RULE.

SO WE ESSENTIALLY TAKE BCT'S INFORMATION AND WE ADOPT WHATEVER TARGETS THAT THEY HAVE.

NOW THESE ARE WHAT'S INCLUDED IN OUR TIP RIGHT NOW.

FISCAL 25 TO 29 TO SUPPORT TRANSIT ASSET MANAGEMENT AND SAFETY TARGETS.

AND AS FAR AS NEXT STEPS, WE WILL BE COMING BACK TO YOU IN DECEMBER 4TH FOR YOU TO ESSENTIALLY RECOMMEND THAT THE BOARD ADOPT OVERALL SAFETY TARGETS TRANSIT ASSET MANAGEMENT TARGETS AND TRANSIT SAFETY TARGETS.

NOW WHAT IS THE TARGETS YOU'VE SEEN? OBVIOUSLY WE'RE GOING TO REMAIN AT VISION ZERO.

AND THE TRANSIT ASSET MANAGEMENT AND TRANSIT SAFETY TARGETS ARE NOT GOING TO CHANGE MUCH BECAUSE AGAIN, THIS SEEMED TO BE AT A STEADY PACE.

SO AND THEN IN DECEMBER, OF COURSE, DECEMBER 12TH, THE BOARD WILL TAKE AN ACTION TO ACTUALLY ADOPT THOSE THREE SETS OF TARGETS.

AND WITH THAT, THAT'S ALL I HAVE.

AND ANY QUESTIONS THAT YOU MAY HAVE, I'LL BE MORE THAN HAPPY TO ENTERTAIN.

THANK YOU.

RICHARD TORNESE.

RICHARD. I THINK HE'S ONLINE.

IS HE? OKAY. IN THE ETHER? SO YOU MUST GO EARLY SO WE CAN MOVE TO THE NEXT.

CHRISTOPHER SUNESON.

THANK YOU. IT'S FRUSTRATING TO SEE THIS THING GO ON AND OFF.

PAUL, THANK YOU FOR A GOOD PRESENTATION.

I HAVE A QUESTION ABOUT THE CONSEQUENCES OF NOT MEETING THESE GOALS.

I SAW THAT LITTLE RED ONE, AND I KNEW IT WAS RED, BUT I COULDN'T REALLY READ IT EVEN THIS CLOSE TO THE MONITOR.

SO I'M WITH YOU, BROTHER. DON'T GET OLD.

[LAUGHTER] BUT WHAT IF WE HAVE AN ONGOING TREND? I THINK IS WHERE I'M GOING? WHAT ARE THOSE CONSEQUENCES THAT COME DOWN IF WE DON'T MEET THE GOALS? FUNNY YOU SHOULD ASK.

GOOD QUESTION. TECHNICALLY SPEAKING, THE ENTITY THAT WOULD BE HAVE CONSEQUENCES POTENTIALLY IS THE STATE OF FLORIDA, BECAUSE MPOS THE STATE SETS TARGETS, RIGHT? THE MPOS CAN EITHER SET THEIR OWN TARGETS OR AGREE TO SUPPORT THE STATE'S TARGETS.

BUT WHAT HAPPENS IS FHWA, USDOT, WHEN THEY LOOK AT THE TARGET SETTING AND PERFORMANCE, THEY'RE ACTUALLY LOOKING AT THE ENTIRE STATE. SO ESSENTIALLY IT ROLLS BACK UP TO THE STATE, RIGHT? THE 27 MPOS AND THEN IT ROLLS BACK UP.

SO ESSENTIALLY THE CONSEQUENCES ARE REALLY FOR THE STATE.

BUT WHAT WE'RE HERE TO DO, MAKE SURE WHEN WE SEE THAT RED IN BROWARD AND SAY, HEY, YOU KNOW, THERE NEEDS TO BE MORE FUNDS ALLOCATED TO THESE, YOU KNOW, MAKING SURE THAT WE, YOU KNOW, THAT WE COME UP AND WE MEET THAT TARGET.

[00:45:01]

ABSOLUTELY. TASHEEMA LEWIS, YOUR MIC IS ON.

HI, PAUL. HELLO.

I SAW I THINK, IF I RECALL CORRECTLY, YOU WERE SAYING BETWEEN 2019 AND 2024, IT WAS.

2023. 2023 THERE WAS A DIP UNDER THE TREND LINE.

IS THAT CORRECT? WELL, THE FIRST TIME.

WHAT DID YOU GUYS TAKE INTO ACCOUNT THE COVID KNOWING THAT WE WERE AT PRETTY MUCH STAY AT HOME AS FAR AS HOW DO YOU WHAT DATA DID YOU USE TO SOMEHOW LIKE THE RAW DATA, WAS IT WEIGHTED IN A CAPACITY TO MAKE ACCOUNT FOR THAT IMPACT? BECAUSE THAT COULD ALSO BE THE REASON WHY IT'S UNDERNEATH THE TREND.

IT'S ACTUALLY IT'S FIVE YEAR AVERAGE DATA.

SO SO THAT TENDS TO SMOOTH THE THE DATA OUT.

IF YOU JUST TAKE A ONE YEAR LOOK OKAY.

THAT MIGHT BE JUST A BLIP RIGHT.

IT MIGHT BE. BUT IF YOU AVERAGE IT OUT FIVE YEARS YOU ACTUALLY SEE WHATEVER THAT TREND IS.

RIGHT. SO THAT'S WHY WE LOOK AT FIVE YEAR DATA OKAY.

THANK YOU LEONARDO DORNEVIL.

YEAH. IF WE GO BACK TO THAT SLIDE AND I'M TALKING ABOUT THE SAME SLIDE WHERE WE HAVE THAT LITTLE RED.

OH, YOU MEAN THE PM2 PM3? YEAH. IS THAT THE.

RIGHT THERE. THERE YOU GO.

OKAY. AND IT SAYS PERCENT NON-INTERSTATE.

IS THAT ARE WE TALKING ABOUT, LIKE, NON-INTERSTATE HIGHWAYS? THAT'S WHAT YOU MEANT.

IS THAT WHAT IT IS? SO IS THAT LIKE.

IT'S NOT A 95, NOT AN I-75, NOT A I-5 95, NOT A TURNPIKE? DOES THAT INCLUDE LIKE OAKLAND PARK? DOES THAT INCLUDE LIKE, LOCAL ROADWAYS ALSO? I JUST. WELL, NO NO, NO, THIS IS NATIONAL HIGHWAY SYSTEM ROADWAYS.

SO ESSENTIALLY THINK ABOUT YOUR BIG ARTERIALS NORTH AND SOUTH.

RIGHT. THAT'S WHAT WE'RE TALKING ABOUT NATIONAL HIGHWAY SYSTEM.

SO YOUR LOCAL ROADWAYS.

NO THEY WOULDN'T BE INCLUDED IN THERE.

OKAY OKAY.

YEAH. THAT'S KIND OF MAKES SENSE BECAUSE I SEE NON-INTERSTATE HIGHWAY.

I WAS THINKING LIKE, IS IT LIKE, FOR EVERYTHING ELSE? NO. AGAIN THINK BIG NORTH SOUTH ARTERIALS STATE ROAD 7, UNIVERSITY DRIVE, YOU KNOW, BIG EAST, WEST, SUNRISE, BROWARD PINES, HOLLYWOOD BOULEVARD, THOSE TYPES OF ROADWAYS.

YEP. GOT IT.

OKAY, NO MORE COMMENT.

THANK YOU. THANKS FOR YOUR PRESENTATION, PAUL.

ITEM NUMBER THREE.

[3. Broward MPO Electric Vehicle (EV) Efforts and Master Plan]

BROWARD MPO ELECTRIC VEHICLE EFFORTS AND MASTER PLAN PRESENTATION BY LEVI STEWART.

HEY EVERYBODY, LEVI STEWART FIGUEROA BROWARD, MPO.

I AM HERE TO GIVE YOU A LITTLE UPDATE ON WHAT WE'VE BEEN DOING IN THE ELECTRIC VEHICLE SPACE HERE AT THE MPO OVER THE LAST REALLY TWO YEARS, BUT REALLY CONCERTED FOCUS HERE IN THE LAST SIX MONTHS OR SO.

I'M GOING TO GO OVER WHY WE'RE LOOKING AT EVS, WHAT WE'RE DOING, AND PROVIDE YOU WITH SOME RESOURCES THAT WE HAVE.

WHY ARE WE LOOKING AT EVS? THE NUMBER ONE REASON ENVIRONMENTAL IMPACT.

EVS ARE BETTER FOR THE ENVIRONMENT, FOR THE PEDESTRIANS WALKING.

THINGS LIKE THAT, I UNDERSTAND THAT.

LONG RANGE IF YOU LOOK AT THE FULL LIFE OF THE EV VEHICLE, IT MAY NOT BE THAT WAY, BUT WE'RE REALLY THINKING KIND OF IN OUR IMMEDIATE AREA TAILPIPE EMISSIONS ENVIRONMENTAL IMPACT.

REDUCED COST, IT'S CHEAPER, USUALLY FOR ELECTRIC VERSUS GASOLINE, AND EVS REQUIRE LESS MAINTENANCE LONG TERM.

AGAIN, YOU KNOW, IF YOU THINK ABOUT THE COST OF A VEHICLE, IT MAY NOT BE CHEAPER CURRENTLY, BUT PROJECTIONS ARE THAT EVS WILL COME DOWN IN PRICE.

SO THERE WILL BE A SAVINGS THERE.

BUT REALLY WHAT WE'RE TALKING ABOUT WHEN WE TALK ABOUT REDUCTION IS ELECTRIC VERSUS GAS CURRENTLY AND MAINTENANCE.

AND THEN THE BIG REASON IS THE FEDERAL GOVERNMENT HAS INVESTED 7.5 BILLION IN EVS.

SO WE WANT TO MAKE SURE THAT OUR AREA IS COMPETITIVE AND THAT WE'RE GETTING SOME OF THAT MONEY HERE.

ON A FEDERAL LEVEL THE BILOR THE IIJA WAS ADOPTED AND FUND 7.5 BILLION FOR FORMULA AND COMPETITIVE GRANT FUNDING. 5 BILLION GOES TO THE STATES AS PART OF THE NEVI PROGRAM.

AND THEN 2.5 BILLION IS GRANT PROGRAM.

AT THE STATE LEVEL WE'RE EXPECTING TO GET 198 MILLION OVER THE COURSE OF THE FIVE YEARS AS PART OF THE NEVI PROGRAM.

ONE OF THE THINGS THAT'S IMPORTANT TO UNDERSTAND IS THAT FDOT CONSIDERS OUR AREA BUILT OUT, BECAUSE WE HAVE A LARGE AMOUNT OF EV CHARGERS AND INFRASTRUCTURE HERE.

SO CURRENTLY, AS PART OF THEIR EV PLAN, THEY DON'T HAVE ANY MONEY EARMARKED FOR THE BROWARD COUNTY AREA.

THEY DO HAVE SOME MONEY MARKED FOR THE MICCOSUKEE STOP OUT IN THE EVERGLADES.

BUT ACTUALLY HERE IN THE MPO PLANNING AREA, THEY DON'T HAVE ANY FUNDS FOR EV INFRASTRUCTURE OUT OF THAT 198 MILLION IDENTIFIED CURRENTLY.

[00:50:10]

SO WHAT HAS THE MPO BEEN DOING? WE CREATED AN EV MASTER PLAN THAT FOCUSED ON THE ALTERNATIVE FUEL CORRIDORS, WHICH ALLOWS FOR GRANT FUNDING.

WE APPLIED FOR A CFI GRANT TO GET SOME MONEY HERE TO INSTALL SOME ADDITIONAL CHARGERS.

AND THEN WE'VE ALSO INCLUDED MONEY IN THE 2050 MTP, WHICH CHRISTOPHER MENTIONED FOR EV CHARGERS AS WELL.

BROWARD COUNTY, FLORIDA IS SECOND TO CALIFORNIA FOR EV OWNERSHIP, AND OUR TRI COUNTY AREA IS THE LARGEST EV OWNERS IN THE STATE.

SO IF YOU FROM MIAMI DADE UP TO PALM BEACH, MIAMI OR SORRY, BROWARD IS NUMBER TWO IN OWNERSHIP FOR EVS.

WE ACCOUNT FOR 2% OF ALL OF THE REGISTERED VEHICLES AND BROWARD COUNTY ARE ELECTRIC VEHICLES.

AND I NOTICED WHEN I WAS PUTTING THIS PRESENTATION TOGETHER, THE COLORS PROBABLY SHOULD HAVE BEEN REVERSED.

BLUE IS HIGHER OWNERSHIP, RED IS LOWER OWNERSHIP.

BUT REALLY OUT WEST WE HAVE A LOT OF OWNERSHIP.

AND HOW DO WE MAKE SURE THAT WE'RE NOT JUST FOCUSED ON 95 AND THE TURNPIKE? OVER THE PAST TEN YEARS, WE'VE SEEN OVER A 3,000% INCREASE IN EV SALES IN THE STATE OF FLORIDA.

AND THAT TREND LINE CONTINUES TO GO UP.

SO WE, AS PART OF OUR MASTER PLAN, KIND OF HAD TWO TRACKS.

ONE, WE LOOKED AT TRI-RAIL STATIONS.

WE TALKED TO TRI-RAIL.

THEY WERE WILLING TO PARTNER AND GET SOME EV CHARGERS AND THEIR PARKING LOT PARK AND RIDES.

AND SO THAT WAS KIND OF OUR TRACK ONE, LOOKING AT WHAT WE COULD DO WITH TRI-RAIL.

AND THEN WE DID SOME ANALYSIS TO UNDERSTAND WHERE FOLKS WERE GOING.

A LOT OF THE CHARGING THAT'S PART OF THE EXISTING NETWORK, REALLY TARGETS THE NORTH SOUTH 95 MOVEMENT TURNPIKE MOVEMENT.

SO WE WANTED TO FOCUS ON SOME OF THE LARGE EAST WEST ARTERIAL AND SAMPLE ATLANTIC COMMERCIAL OAKLAND PARK ALL THE WAY DOWN.

THOSE REALLY MADE SENSE.

AND 441 IS KIND OF CENTRAL.

SO ANYONE TRAVELING NORTH, SOUTH OR EAST WEST OUTSIDE OF THE INTERSTATE SYSTEM, THAT WAS REALLY KIND OF THE DATA SHOWED THAT WAS REALLY A GOOD PLACE TO PUT SOME OF THESE LOCATIONS. SO THE LITTLE DOTS THAT YOU SEE ON THE MAP IN ORANGE ARE REALLY WE'RE LOOKING AT THAT AREA.

WE'RE ABLE TO SPEND MONEY FROM THAT GRANT APPLICATION UP TO TWO MILES FROM THAT DOT.

SO IT'S NOT NECESSARILY AT THAT INTERSECTION.

IT COULD BE A PUBLIC PARK, IT COULD BE A PARK AND RIDE.

IT COULD BE A CITY HALL, ANY SORT OF PUBLIC SPACE THAT'S AVAILABLE WITHIN TWO MILES OF THAT DOT.

AND THE PLAN IS GOING TO BE OPTIMISTIC.

WHEN WE GET THE GRANT, WE'RE GOING TO WORK WITH THE MUNICIPALITIES AND THE AREAS THAT ARE IDENTIFIED.

WE'VE GOT LETTERS OF SUPPORT FROM ALL OF THE CITIES WITH THE EXCEPTION OF TWO.

SO WE'LL WORK WITH THOSE CITIES TO REALLY IDENTIFY WHERE IT MAKES THE MOST SENSE WITHIN THAT TWO MILES OF THAT CORRIDOR TO INSTALL THE INFRASTRUCTURE, WE'RE LOOKING AT FAST CHARGING, LIGHT CHARGING AND EV CHARGING OR BIKE CHARGING AT EACH OF THE INSTALLATIONS.

SO WE KIND OF HAVE DIFFERENT AMOUNTS OF CHARGERS DEPENDING ON THE AREA, BUT REALLY A MIX OF CHARGING INFRASTRUCTURE AVAILABLE AND THAT WE CAN KIND OF MIX AND MATCH WITH. SO THE BENEFIT ACCORDING TO THE ANALYSIS THAT WE DID, 187 JOBS IT SAYS CREATED.

I LIKE TO SAY JOBS TOUCHED.

SO 187 JOBS WILL BE IMPACTED BY THIS GRANT IF WE WERE TO GET IT.

AND THAT'S ANYWHERE FROM MY JOB TO THE PEOPLE MAKING THE EV EQUIPMENT, PEOPLE INSTALLING THE EQUIPMENT, THE JANITORS THAT CLEAN UP IN THE AREA.

SO IT'S REALLY A BROAD RANGE OF FOLKS THAT ARE INVOLVED IN THIS.

SO THAT'S WHY IT'S SUCH A HIGH NUMBER.

75% OF THESE ARE RECOMMENDED IN OR NEAR JUSTICE40 AREAS.

WE UNDERSTAND THAT NOT EVERYONE'S GOING TO OWN AN EV, BUT THE BIKE CHARGING, THE SCOOTER CHARGING FOR FOLKS THAT ARE RIDING PUBLIC TRANSIT, THE FOLKS THAT ARE GETTING ON THE TRAIN WE WANT TO MAKE SURE THAT'S INCLUDED.

AND THEN THE GREENHOUSE GAS REDUCTION.

AS PART OF THE MTP, WE DO HAVE 12% OF THE [INAUDIBLE] FUNDS IN THE TECHNOLOGY POT.

I THINK THAT MAY HAVE CHANGED SINCE I PUT THE SLIDE TOGETHER.

IT MAY BE A LITTLE LOWER, MAYBE A LITTLE HIGHER, BUT THERE'S MONEY IN THE MPP FOR THE TRI RAIL STATIONS.

IF WE DON'T GET THE GRANT, WE WILL BE MOVING FORWARD WITH SOME OF THE INSTALLATION OF EV CHARGERS.

ONE OF THE RESOURCES WE HAVE WE PUT TOGETHER BROWARDMPO.ORG/ELECTRICVEHICLES.

A COUPLE OF YEARS AGO. THIS IS KIND OF AN EV 101.

WHAT IS THE EV CAR? THERE ARE DIFFERENT TYPES. THERE ARE PLUG IN HYBRID ELECTRIC.

THERE ARE FULLY ELECTRIC.

KIND OF GIVES OUR RESIDENTS AND OUR CONSTITUENTS AN IDEA OF WHAT EVS ARE.

IT TALKS ABOUT THE CHARGING TYPES, INFRASTRUCTURE TYPES.

WHY GREENHOUSE GASES IMPACT IT.

AND YOU CAN ALSO FIND THE EV MASTER PLAN THERE.

AND THEN AS PART OF THE PACKAGE, WE INCLUDED THE FRANKLIN ELECTRIC EV SYSTEM AND SITE GUIDE.

[00:55:02]

SO YOU SHOULD HAVE THAT AS PART OF YOUR AGENDA PACKAGE.

SO AGAIN, LEVI STEWART FIGUEROA - SENIOR PLANNER HERE AT THE MPO.

IF YOU HAVE ANY QUESTIONS, LET ME KNOW OR REACH OUT TO ME ANYTIME AND I CAN GIVE YOU SOME ADDITIONAL INFORMATION OR WHATEVER YOU WOULD LIKE TO KNOW.

TASHEEMA LEWIS.

[INAUDIBLE] HI, LEVI.

IS THERE ANY TYPE OF FIRE LIKE, JACKETS FOR THESE VEHICLES THAT'S GOING TO BE INCLUDED IN THE PLAN? I'M NOT SURE IF YOU'RE AWARE, BUT I'M SEEING A LOT OF, LIKE FIRES HAPPENING WITH THE VEHICLES, WHETHER THEY'RE INSIDE PRIVATE PROPERTY, AND SO FORTH.

YEAH, THE STATE OF FLORIDA IS KIND OF WORKING THROUGH SOME OF THOSE QUESTIONS ABOUT SAFETY AND FIRE SAFETY AND EVEN ACCESSIBILITY ISSUES THAT REALLY AREN'T REQUIRED CURRENTLY.

BUT WE WILL PUT THAT INTO OUR PROCUREMENT PACKAGE WHEN WE START WORKING WITH A CONSULTANT TO MAKE SURE THAT SOME OF THE, I GUESS, THINGS THAT HAVE BUBBLED UP OVER THE YEARS ARE ADDRESSED, BECAUSE ONE OF THE THINGS THAT WE WERE TOLD BY THE FIRE MARSHAL IN MIAMI-DADE COUNTY WAS THE FIRES BURN LONGER AND HOTTER, SO THEY REALLY DON'T WANT THEM IN PARKING GARAGES.

AND IF THEY PUT THEM IN PARKING GARAGES, MAKE SURE THAT THEY'RE AT THE HIGHER LEVELS TO WHERE IT'S NOT BURNING AND MELTING THE WHOLE THING YOU KNOW, FROM THE BOTTOM UP. SO LITTLE THINGS LIKE THAT.

WE WILL INCLUDE AS PART OF OUR PROCUREMENT PACKAGE WHEN WE GET TO THAT POINT.

THANK YOU. BUT WE HAVE STARTED THINKING ABOUT THAT.

YES, MA'AM. WONDERFUL.

WE HAVE ONE MORE QUESTION, LEONARD DORNEVIL.

YES. LOOKING INTO THE MAP, I KIND OF REALIZE THERE ARE LIKE FEW CORRIDORS RUNNING EAST WEST THAT WERE NOT INCLUDED.

AND I'M PRETTY SURE, LIKE, THERE WAS LIKE A LOT OF DATA ANALYSIS THAT WAS DONE AS PART OF YOU KNOW, YOUR WORK IN TERMS OF, YOU KNOW, WHICH CORRIDOR TO INCLUDE.

BUT LOOKING AT IT, IT SEEMS LIKE THERE'S LIKE JUST YOU KNOW, MAYBE A COUPLE THAT WERE NOT INCLUDED IN TERMS OF, LIKE EAST WEST CORRIDORS.

CAN YOU LOOK FURTHER INTO THOSE AND CAN THOSE BE INCLUDED? YEAH. SO WHAT WE DID WAS WE HAD TO SPEND THE MONEY WITHIN TWO MILES OF THE ALTERNATIVE FUEL CORRIDORS, WHICH ARE ESTABLISHED BY FHWA.

SO THE WAY THAT WE LOOKED AT IT WAS WHERE MAKES THE MOST SENSE FOR WHERE EAST WEST CORRIDORS INTERSECT WITH THOSE ALTERNATIVE FUEL CORRIDORS TO TRY TO GET SOME MONEY GOING EAST WEST, BECAUSE ALL OF THE AFCS ARE NORTH SOUTH IN OUR AREA.

SO WE DO PLAN ON CONTINUING TO RECOMMEND EAST WEST CORRIDORS AS PART OF THE ALTERNATIVE FUEL CORRIDOR CYCLES, BUT IT HAS TO BE APPROVED BY FDOT TO THEN GO TO FHWA.

AND RIGHT NOW FDOT ISN'T APPROVING ANY ADDITIONAL ALTERNATIVE FUEL CORRIDORS.

GOT IT. THANK YOU.

THANK YOU. THANKS FOR YOUR.

OH, SORRY. WE HAVE SARAH.

YOUR MIC IS ON. SARAH, I THINK.

OH, NO. SORRY. I'M USING HER MIC NOW.

SO THANK YOU. I GOT CONFUSED.

OKAY. [LAUGHTER] THANK YOU.

THANK YOU. THANKS FOR YOUR PRESENTATION.

WE HAVE ITEM NUMBER FOUR, FEDERAL DISCRETIONARY GRANTS.

JENNIPHER TUCY.

I'M SORRY. THIS IS SARA FORELLE.

CAN YOU HEAR ME NOW? YES, WE CAN HEAR YOU.

OH, OKAY. GOOD AFTERNOON.

HI. LEVI.

LEVI. LEVI, ONE OF THE THINGS I WANT TO MAKE SURE THAT GETS IN YOUR PROCUREMENT IS MAINTENANCE.

ONE OF THE BIG ISSUES, YOU KNOW, INSTALLING IS GREAT, BUT IF THOSE CHARGING STATIONS AREN'T WELL MAINTAINED, WHAT YOU END UP WITH IS LITTLE OR NO PLACES TO CHARGE. SO IF YOU CAN MAKE SURE THAT THAT'S IN THE PROCUREMENT PACKAGE TOO.

THANK YOU.

YEAH. SO THE WAY THE GRANT WORKS IS IT'S A 20% MATCH FROM A PUBLIC OR A PRIVATE INVESTOR TO THE 80% FEDERAL MATCH.

AND THEY HAVE THE REQUIREMENT TO KEEP IT UP FOR FIVE YEARS AT A MINIMUM.

SO SOME OF THAT IS ALREADY BUILT INTO THE FUNDING, BUT THAT CAN ALSO BE INCLUDED AS PART OF OUR PROCUREMENT PACKAGE.

AND SO WHAT HAPPENS AFTER FIVE YEARS? BECAUSE THAT'S WHEN, YOU KNOW, IT'S LIKE THAT WARRANTY THAT YOU GET AND THEN EVERYTHING BREAKS DOWN AFTERWARDS.

WELL, I THINK THAT IS ONE OF THE THINGS THAT WE'RE GOING TO LOOK AT WHEN WE THINK ABOUT CHOOSING A PARTNER TO DO THE 20% MATCH, WHAT IS THEIR KIND OF EXISTING TRACK RECORD, AND MAKE SURE THAT WE'RE PARTNERING WITH GOOD FOLKS WHEN WE DO THE PROCUREMENT.

ALL RIGHT. WELL, I'M LOOKING FORWARD TO SEEING MORE OF THOSE CHARGING STATIONS BECAUSE IT'S REALLY DIFFICULT.

THANK YOU. THANK YOU.

THANK YOU. SO THAT IS ONLINE QUESTIONS.

ANYWAY DO WE HAVE ANYBODY ONLINE? REBECCA. OKAY, PERFECT.

THANK YOU. DISCRETIONARY FEDERAL DISCRETIONARY GRANTS.

[4. Federal Discretionary Grants ]

JENNIPHER WILL MAKE THE PRESENTATION.

HI, EVERYONE. NICE TO SEE YOU ALL AGAIN.

[01:00:02]

THANK YOU. CHAIRPERSON, I'M JENNIPHER TUCY.

I AM FROM THE BROWARD MPO GOVERNMENT RELATIONS, AND I WILL BE DOING THE GRANTS UPDATE WITH YOU.

PLEASE DON'T FORGET TO USE THAT.

OR PLEASE DON'T FORGET THAT WE HAVE OUR MONTHLY GRANTS COORDINATION MEETING EVERY SECOND TUESDAY OF EACH MONTH.

IT'S A GREAT OPPORTUNITY TO COLLABORATE AND SHARE IDEAS TOGETHER WITH OUR PARTNERS.

PLEASE USE THE QR CODE OR THE LINK TO SIGN UP FOR THE MONTHLY MEETINGS, AND WE LOOK FORWARD TO SEEING YOU THERE.

BUT DON'T FORGET TO USE THE QUESTIONNAIRE THAT WE HAD SENT OUT TO COLLECT INFORMATION FROM OUR PARTNERS AS TO WHICH GRANTS THEY ARE CONSIDERING AND APPLYING TO AND THE YEAR. IT WILL ALLOW US TO BUILD BETTER COLLABORATION BETWEEN ALL OF US, AND WE WILL BE SHARING THE INFORMATION AT THOSE MONTHLY MEETINGS AS TO WHO'S APPLYING FOR WHAT AND WHEN. ALL RIGHT, THRIVING COMMUNITIES PROGRAM AWARD.

WE WANT TO THANK YOU.

THANK YOU TO ALL WHO ATTENDED THE WORKSHOP ON OCTOBER 15TH.

WE HAD AN INCREDIBLE TURNOUT, AND WE ARE CURRENTLY ANALYZING THE DATA COLLECTED AT THE WORKSHOP.

OUR NEXT EVENT WILL BE AT THE END OF THE FIRST QUARTER OF 2025, WHERE WE WILL INTRODUCE THE TOD TOOLKIT.

RAIL CROSSING ELIMINATION PROGRAM.

THE BROWARD MPO IS FACILITATING THE COORDINATION AMONG BRIGHTLINE, THE COUNTY AND THE SIX CITIES REGARDING THE 20% LOCAL MATCH AGREEMENT.

WE WILL BE HOSTING A COORDINATION MEETING WITH ALL PARTIES ON OCTOBER 24TH TO FINALIZE THE LOCAL FUNDING AGREEMENT, AND IS AIMING TO HAVE THE LOCAL FUNDING AGREEMENT APPROVED BY THE RESPECTIVE COMMISSIONS IN NOVEMBER OR DECEMBER.

RECONNECTING COMMUNITIES.

THE NEPA CHECKLIST HAS BEEN COMPLETED AND WE ARE WORKING ON FINALIZING THE AGREEMENT WITH FORT LAUDERDALE.

THE SMART GRANT.

THE SMART GRANT WAS EXECUTED ON SEPTEMBER 20TH, AND WE AIM TO KICK OFF THE PROJECT AFTER THE NOVEMBER 14TH BOARD MEETING WHEN THE TASK WORK ORDER IS APPROVED WITH THE CONSULTANTS.

THE PRIORITIZATION PROCESS PILOT PROGRAM.

RIGHT. GOT THAT ON THE FIRST TRY.

WE SHOULD BE HEARING SOMETHING IN DECEMBER OF THIS YEAR.

THE CHARGING AND FUELING INFRASTRUCTURE GRANT THAT LEVI JUST WAS SPEAKING TO YOU ABOUT, IT HAS BEEN SUBMITTED, AND WE SHOULD BE HEARING SOMETHING IN WINTER 2025.

THESE ARE THE CURRENT OPEN GRANT APPLICATIONS WITH THE HYPERLINKS INCLUDED.

FALLING INTO FUNDS.

OKAY. NOT AS FUN AS THE BIG SUMMER BLOWOUT I GET IT.

THESE ARE UPCOMING. THESE ARE THE UPCOMING GRANT APPLICATIONS THAT SHOULD BE OPEN SOON.

THE PROJECT SHOULD BE OPENING HOPEFULLY SOON HERE.

I KNOW THAT WE WILL BE APPLYING FOR THAT.

AND I WANT TO THANK YOU VERY MUCH FOR YOUR TIME AND FOR LISTENING TO ANY OF MY BAD JOKES, SO I APPRECIATE IT.

[LAUGHTER] THANKS FOR YOUR PRESENTATION.

I DON'T SEE ANYBODY IN THE QUEUE.

THAT MEANS YOU HAVE DONE A GREAT JOB.

THANK YOU.

IT'S GOING TO BE A HARD ACT TO FOLLOW.

HOLY MOLY.

OKAY. HOUSING COORDINATION PLAN INTRODUCTION KAREN FRIEDMAN.

[5. Housing Coordination Plan Introduction]

OKAY, THIS IS MY FIRST TIME USING THIS, SO.

OH, DID I DO? WILL IT JUST AUTOMATICALLY SWITCH OVER? OH, I WAS MOVING THE RIGHT WAY.

OKAY. THANK YOU.

I APOLOGIZE.

GOOD AFTERNOON.

MY NAME IS KAREN FRIEDMAN.

I'M A SENIOR PLANNER HERE AT THE BROWARD MPO.

THIS IS GOING TO BE A VERY BRIEF, THOUGH IMPORTANT, PRESENTATION ON THE HOUSING COORDINATION PLAN.

FIRST THINGS FIRST, THIS IS A BRAND NEW EFFORT FOR THE BROWARD MPO.

IT IS FOLLOWING UP ON THE COMPLETION OF THE ROUTE TO 2050.

I KNOW EARLIER IN CHRISTOPHER'S PRESENTATION, HE MENTIONED THERE WOULD BE SOME FOLLOW UP PLANS.

AND ONE OF THOSE IS THE HOUSING COORDINATION PLAN.

SO SOME BASIC INFORMATION.

THERE'S FUNDING FOR THIS EFFORT IN OUR TWO YEAR BUDGET.

THEREFORE THIS IS ANTICIPATED TO BE A TWO YEAR PLANNING EFFORT WITH THE FINAL RECOMMENDATIONS IN JUNE OF 2026. AT THAT TIME, THE INFORMATION WOULD THEN BE AMENDED INTO OUR MTP 2050.

WE'RE VERY FORTUNATE.

ONE OF OUR PARTNERS, BROWARD COUNTY, HAS DONE A LOT OF EXCELLENT WORK, BOTH THROUGH THE AFFORDABLE HOUSING NEEDS ASSESSMENT AND MASTER PLAN AND THEIR ONGOING DASHBOARD, AND WE'RE

[01:05:01]

GOING TO BE ABLE TO TAKE ADVANTAGE OF ALL OF THE INFORMATION THAT THEY'VE DEVELOPED.

SO THERE'S THREE OUTCOMES WE'RE LOOKING FOR THROUGH THIS HOUSING COORDINATION PLAN.

NUMBER ONE TO BUILD UPON NOT ONLY OUR OWN BUT OUR PARTNERS PRIOR PLANNING EFFORTS TO DEVELOP REGIONAL GOALS FOR THE COORDINATION OF TRANSPORTATION AND HOUSING AND ECONOMIC STRATEGIES.

THAT'S CONSISTENT WITH THE IIJA.

AND FINALLY, TO IDENTIFY OUR OWN PROJECTS AND POLICIES AND CLIMATE \ ALIGNMENT INVESTMENTS SO THAT WE CAN BE PART OF THE SOLUTION TO THE COUNTY'S AFFORDABLE HOUSING CRISIS THAT WAS IDENTIFIED THROUGH THE COUNTY'S MASTER PLAN.

SO HERE YOU CAN SEE OUTCOME NUMBER ONE.

SO I'M GOING TO BE TALKING ABOUT BROWARD VISION AS WELL.

I KNOW CHRISTOPHER MENTIONED IT.

AND IT'S REALLY IMPORTANT THAT WE BUILD UPON THE GREAT PLANNING THAT THE BROWARD MPO DID A FEW YEARS AGO THAT TALKED ABOUT THE NEED TO INVEST IN THE TYPE OF DEVELOPMENT THAT WOULD SUPPORT ALL OF OUR HISTORIC TRANSIT INVESTMENTS AND ALLOW THIS COUNTY TO CONTINUE TO GROW. OF COURSE, AS I SAID, WE'RE GOING TO BE COLLABORATING WITH THE COUNTY ON THEIR GOALS FROM THE AFFORDABLE HOUSING MASTER PLAN AND THEN BUILDING UPON OUR RECENT WORK WITH ROUTE TO 2050.

THE OUTCOME NUMBER TWO, AS I REFERENCED, IT'S RELATED TO THE LEGISLATION, THE IIJA OR THE BUILD BACK BETTER.

THERE WERE SOME ADDITIONAL OPPORTUNITIES FOR MPOS NATIONWIDE TO GET INVOLVED WITH HOUSING COORDINATION.

SO WE'RE GOING TO BE BUILDING UPON THAT FEDERAL LEGISLATION.

AND YOU COULD SEE THOSE GOALS LISTED HERE.

AND THEN I DON'T NEED TO REPEAT THIS AGAIN, BUT, YOU KNOW, WORK TOWARDS THE GOALS THAT THE COUNTY HAS OUTLINED IN THEIR OWN MASTER PLAN.

THIS IS OUR SCHEDULE.

WE JUST ISSUED OUR NOTICE TO PROCEED FOR OUR CONSULTANT SUPPORT.

SO I DO ANTICIPATE THAT WITH THE CONSULTANT BEING ON BOARDED, THAT THIS SCHEDULE MAY BE FURTHER REFINED.

WHAT IT DOES SHOW HERE IN THE BLUE ON THE STAKEHOLDER INVOLVEMENT ARE THE FOUR TIMES WE ANTICIPATE COMING BACK TO YOU ALL TODAY.

THE WHOLE PURPOSE WAS TO JUST INTRODUCE THIS EFFORT TO YOU ALL, BECAUSE WE ARE UNDERGOING DATA COLLECTION AND ASSESSMENT, AND WE ANTICIPATE REACHING OUT TO ALL OF OUR PARTNERS, INCLUDING OUR MUNICIPAL PARTNERS.

SO I WANTED YOU TO HAVE AN IDEA OF WHY I WAS REACHING OUT TO YOU.

WE ANTICIPATE COMING BACK IN MARCH OF 2025.

THAT WOULD BE WHEN WE WOULD HAVE OUR WHAT WE'RE CALLING OUR HOUSING REPORT CARD.

HOW CAN WE DO BETTER IF WE DON'T KNOW HOW WE'VE BEEN IMPACTING HOUSING IN OUR PAST? THEN WE'LL COME BACK IN OCTOBER OF 2025 TO PRESENT THE RECOMMENDATIONS.

AND FINALLY IN APRIL 2026 WITH THE DRAFT PLAN.

AND WITH THAT SAID, THAT'S THE END OF MY PRESENTATION UNLESS YOU HAVE ANY QUESTIONS.

SO I DON'T SEE ANYBODY IN THE QUEUE.

NO MORE COMMENT.

THANK YOU, THANK YOU.
