MY NAME IS BRYAN CALETKA AND I AM THE DIRECTOR OF TRANSPORTATION POLICY FOR THE BROWARD MPO, AND I WILL BE PROVIDING YOU WITH OUR SURTAX UPDATE.

JUST AS A REMINDER FROM OUR PREVIOUS PRESENTATION, HERE WAS THE TIMELINE FOR SUBMITTING A FIVE YEAR PLAN TO BROWARD COUNTY.

WE WERE WORKING COLLABORATIVELY THROUGH AT THE BEGINNING OF JULY, A DRAFT MPO PLAN WAS MADE AND SUBMITTED TO BROWARD COUNTY IN JULY.

I STARTED ON JULY TWENTY SEVENTH AND TOOK OVER THE SURTAX MANAGEMENT RESPONSIBILITIES ON THAT DATE.

ON JULY 31ST, I SUBMITTED TWO PLANS TO THE MAP ADMINISTRATOR WHICH MET OUR CONTRACTUAL DEADLINE STIPULATED IN OUR LOCAL AGREEMENT.

A FIVE YEAR PLAN WAS PROVIDED BY THE OVERSIGHT BOARD ON AUGUST 14TH AND TRANSMITTED TO THE COUNTY COMMISSION FOR APPROVAL.

SO AS I HAD MENTIONED BEFORE, PLANS WERE SUBMITTED ON JULY 31ST.

WE SUBMITTED TWO.

WE ARE REQUIRED TO SUBMIT A RECOMMENDED PLAN, WHICH WE DID, AND THEN AT THE REQUEST OF OUR COUNTY, WE ALSO INCLUDED A MINIMUM ANNUAL GUARANTEE PLAN, WHICH WAS THE 10 PERCENT AND THE VOTER APPROVED LANGUAGE AND IS THE 10 PERCENT MINUS THE COMMUNITY SHUTTLES.

SO IF YOU LOOK AT THE PLAN THAT WE RECOMMENDED, IT HAD A TOTAL OF ABOUT 60 PROJECTS TOTALING TWO HUNDRED AND FORTY FOUR MILLION.

THE ALTERNATIVE PLAN THAT WE SUBMITTED TO THE COUNTY WAS A FIVE YEAR PLAN BASED ON THE MAG WITH TWENTY FOUR PROJECTS AND A VALUE OF ONE HUNDRED AND FIFTY EIGHT MILLION.

BROWARD COUNTY SUBMITTED THEIR OWN PLAN TO THE OVERSIGHT BOARD.

IT WAS BASED ON THE DRAFT MINIMUM ANNUAL GUARANTEE PLAN THAT WE HAD GENERATED FOR THEM, THEIR PLAN HAS A TOTAL VALUE OF ABOUT ONE HUNDRED FIFTY EIGHT MILLION, WHICH MATCHES THE MINIMUM AMOUNT ANNUAL GUARANTEED PLAN THAT WE SUBMITTED.

HOWEVER, THERE'S HAS ABOUT THIRTY TWO PROJECTS IN IT.

THEY WERE ABLE TO ADD A FEW OF THE LOWER COST PROJECTS INTO IT BY STRETCHING OUT [INAUDIBLE] PLAN OVER A SERIES OF YEARS TO SAVE MONEY.

SO. THIS WAS THE IMPACT.

THIS IS THE DIFFERENCE BETWEEN THE RECOMMENDED PLAN AND WHAT WAS ADOPTED BY THE OVERSIGHT BOARD ON AUGUST 14TH.

AS YOU CAN SEE ON THE LEFT, WE HAVE A SERIES OF CITIES AND THEN THE MIDDLE COLUMN IS THEIR PROJECT NUMBER AND THEN THE COST ESTIMATE OF THAT PROJECT NUMBER, WHICH DID NOT MAKE THE APPROVED PLAN BASED ON OUR RECOMMENDED PLAN.

SO YOU CAN SEE WILTON MANORS LOST PROJECT THREE, WEST PARK EIGHT, AND SO FAR, WE HAVE A SECOND PAGE FOR THE OTHER CITIES THAT WERE IMPACTED AND THE TOTAL COST LOST WAS ABOUT SIXTY EIGHT MILLION DOLLARS, IT SAYS FIFTY EIGHT, BUT THAT'S MY ERROR.

IT IS ACTUALLY SIXTY EIGHT.

OVERALL, THE PANDEMIC AND THE COUNTY'S CHANGE OF DIRECTION HAS HAD A NEGATIVE IMPACT TO THE CITIES, AND I DO REMAIN AVAILABLE FOR QUESTIONS.

ONCE AN APPLICANT COULD NOT ANSWER ANY MORE QUESTIONS, THE APPLICATION STOPPED AND A SCORE SUBMITTED. SO IT'S BEEN A WHILE SINCE I'VE BEEN BEFORE YOU BOTH IN PERSON, BUT EVEN VIRTUALLY AS WELL TALKING ABOUT THE COMMITMENT TWENTY FORTY FIVE METROPOLITAN TRANSPORTATION PLAN.

THE TWENTY FORTY FIVE WAS ADOPTED BY THE MPO BOARD IN DECEMBER OF TWENTY NINETEEN AND ALSO RECOMMENDED FOR ADOPTION BY THE TAC IN NOVEMBER OF TWENTY NINETEEN.

AND THERE IS SOME VERY, VERY STRICT GUIDELINES AS TO HOW THAT PROCESS TAKES PLACE.

IN ADDITION, WE'VE ALSO HAD SOME OF OUR OWN PROCESSES IN PLACE SET BY THE MPO RULES THAT WE HAVE TRIED TO CLARIFY A LITTLE BIT MORE AND ALSO MAKE IT MORE CONSISTENT WITH OUR MULTIMODAL PRIORITIES LIST AND TRANSPORTATION IMPROVEMENT PROGRAM PROCESS THAT I'D LIKE TO COVER WITH YOU TODAY.

SO THERE WILL BE TWO ITEMS TO COVER.

ONE ARE THE NEW MPO RULES RELATING SPECIFICALLY TO HOW WE ARE GOING TO ADDRESS AMENDMENTS IN THE MTP. AND THEN THE SECOND PART OF MY PRESENTATION WILL BE WHAT CONSTITUTES AN MTP AMENDMENT AND HOW YOU GO ABOUT THAT PROCESS.

SO, AS YOU KNOW, THE METROPOLITAN TRANSPORTATION PLAN IS THE FIRST STAGE IN OUR PROJECT IDENTIFICATION AND DELIVERY PROCESS.

AS JIHONG MENTIONED BEFORE, IT IS KIND OF LIKE A PIPELINE OR A CONVEYOR BELT WHERE PROJECTS THAT END UP IN THE TRANSPORTATION IMPROVEMENT PROGRAM START THEIR LIFE IN THE METROPOLITAN TRANSPORTATION PLAN.

SO IN THEORY, ANY PROJECT THAT IS GETTING FUNDED BY THE MPO MUST ORIGINATE IN THE METROPOLITAN TRANSPORTATION PLAN.

EVEN PROJECTS LIKE C SLIP BECAUSE THE ENTIRE PROGRAM IS AUTHORIZED AND SET UP THROUGH THE METROPOLITAN TRANSPORTATION PLAN.

SO EVEN THOUGH WE MAY NOT HAVE THE DISCRETE PROJECTS, THAT PROGRAM IS ESTABLISHED IN THE MTP. SO AGAIN, THINK OF IT LIKE A CONVEYOR BELT AND ANY PROJECT THAT YOU ARE SEEKING, FEDERAL OR STATE FUNDING FOR, MUST BE IN THE MTP.

AND THAT'S WHY THIS AMENDMENT PROCESS IS SO IMPORTANT.

SO HERE ARE SOME NICE FEDERAL REGULATIONS FOR YOU TO READ.

AND AN AMENDMENT TO AN MTP IS A REVISION THAT REQUIRES PUBLIC REVIEW AND COMMENT.

AND THE KEY PIECE HERE IS AND A REDEMONSTRATION OF FISCAL CONSTRAINT.

SO IF WE ARE GOING TO MODIFY A PROJECT ON THE MTP, IF YOU REMEMBER, WE HAVE A COST FEASIBLE PLAN AS PART OF THE MTP.

AND IF WE'RE GOING TO MODIFY THAT, WE NEED TO MAKE SURE THAT THE PLAN REMAINS FINANCIALLY WHOLE. SO WE HAVE TO RE DEMONSTRATE THAT THE PLAN IS FISCALLY CONSTRAINED OVER THE TWENTY FIVE YEAR PERIOD OF THE PLAN WHEN WE ADD, DELETE OR MODIFY A PROJECT.

SO WHAT WE'VE DONE IS WE'VE ACTUALLY GONE BACK AND SAID, OK, WHEN IS A LOGICAL TIME TO ENTERTAIN MTP AMENDMENTS SO YOU DON'T HURRY UP AND WAIT? SO CHANGES TO THE MPO RULES WERE ADOPTED ON JUNE 11, 2020, WHICH ESTABLISHED AN ANNUAL CYCLE WHERE THERE WOULD BE ONE TIME OF YEAR WHERE WE WOULD ENTERTAIN MTP AMENDMENTS SO THAT WE COULD LINE THAT UP WITH THE MULTIMODAL PRIORITIES LIST AND TIP CYCLE.

THERE IS A PROVISION IN THE RULES THAT WOULD ALLOW THE EXECUTIVE DIRECTOR TO EXECUTE AN AMENDMENT OUTSIDE OF THAT CYCLE.

BUT WE WOULD LIKE AS MUCH AS POSSIBLE TO STICK TO THIS NEW AMENDMENT CYCLE, WHICH THAT AMENDMENT REQUEST CYCLE IS DUE NOVEMBER 10TH OF EACH YEAR.

SO THAT'S COMING UP JUST A LITTLE OVER A MONTH FROM NOW.

SO BY GETTING THE MTP AMENDMENT ADOPTED AT THE BEGINNING OF FEBRUARY, WE THEN CAN INCORPORATE THAT INTO OUR MULTIMODAL PRIORITIES LIST, WHICH IS DUE AS A DRAFT TO DOT IN MARCH. SO THIS LINES UP VERY NICELY BY HAVING THIS NOVEMBER 10TH DEADLINE, GIVING US PLENTY OF TIME TO EXECUTE ALL THE INTERNAL WORK AND THEN GET IT BEFORE THE MPO BOARD AND YOU ALL AS THE TAC AS WELL.

YOU MAY ALSO WANT TO REMOVE A PROJECT IN THE EXISTING COST FEASIBLE PLAN.

AND FINALLY, YOU MIGHT WANT TO CHANGE THE SCOPE, COST OR IMPLEMENTATION TIME FRAME OF AN EXISTING PROJECT IN THE METROPOLITAN TRANSPORTATION PLAN COST FEASIBLE PLAN.

SO IN WHAT PROGRAMS IS AN MTP AMENDMENT REQUIRED? SO I HAVE A SLIDE HERE OF OUR SIX FUNDING PROGRAMS, ROADWAY TRANSIT TSM&O AND SAFETY C SLIP THE COMPLETE STREETS MASTER PLAN OF MOBILITY HUBS.

WELL, I CAN TELL YOU FOR SURE THAT ROADWAY AND TRANSIT, ANY PROJECT THAT IS BEING ADDED, DELETED OR MOVED IN THE ROADWAY ON TRANSIT PROGRAM WILL REQUIRE AN MTP AMENDMENT.

FOR THE REMAINING PROGRAMS THEY MAY REQUIRE AN MTP AMENDMENT.

LIKELY THEY WON'T, FOR EXAMPLE, AS SUBMITTING A PROJECT FOR THE COMPLETE STREETS AND OTHER LOCALIZED INITIATIVES PROGRAM DOES NOT REQUIRE AN MTP AMENDMENT.

THAT PROGRAM IS AUTHORIZED AS A FUNDING PROGRAM WITHIN THE MTP, ACKNOWLEDGING THAT PROJECTS WILL BE SUBMITTED FOR ON AN ANNUAL BASIS.

THEY DON'T TYPICALLY REQUIRE RIGHT OF WAY OR ENVIRONMENTAL.

SO I WANT TO BE CLEAR THAT AS YOU'RE LOOKING AT POTENTIAL PROJECTS THAT YOU MIGHT BE

LOOKING FOR FUNDING THAT REALLY APPLIES MORE TO LARGER ROADWAY CAPACITY PROJECTS OR LARGER TRANSIT PROJECTS.

THESE ARE THE TWO PROGRAMS THAT WILL REQUIRE MTP AMENDMENTS IF YOU'RE LOOKING TO ADD, DELETE OR MODIFY OR PROJECT.

I THINK YOU ALL ARE VERY FAMILIAR WITH BOTH OF THESE PROGRAMS. I'M NOT GOING TO GO INTO A WHOLE LOT OF DETAIL, BUT I THINK WHAT I WANT TO EMPHASIZE IS PART OF THE SLIDE IS THAT ALL PROJECTS INCLUDED IN BOTH THE ROADWAY AND TRANSIT PROGRAM ARE SUBJECT TO THE MTP PRIORITIZATION PROCESS AND ALSO COST FEASIBILITY, THAT DEMONSTRATION OF FINANCIAL CONSTRAINT.

SO WHEN, HYPOTHETICALLY SPEAKING, IF A PROJECT IS SUBMITTED TO US TO BE ADDED, LET'S SAY, TO THE MTP ROADWAY PROGRAM, WE WILL HAVE TO TAKE THAT PROJECT AND RERANK IT USING THE PROJECT PRIORITIZATION CRITERIA THAT WAS AGREED UPON THROUGH THE MTP DEVELOPMENT PROCESS.

AND WE WILL HAVE TO SEE WHERE THAT PROJECT RANKS RELATIVE TO THE OTHER PROJECTS IN THE COST FEASIBLE PLAN, BECAUSE WE CAN'T JUST TAKE THAT ADDITIONAL PROJECT AND STICK IT AT THE TOP OF THE LIST. WE HAVE TO SEE WHERE IT FALLS IN THE SCOPE OF PROJECTS THAT ARE INCLUDED WITHIN THE COST FEASIBLE PLAN.

SO, AGAIN, I WANT TO BE VERY CLEAR.

JUST BECAUSE THERE IS AN ADDITION, IT DOESN'T MEAN THAT IT'S AUTOMATICALLY GOING TO GET FUNDED. IT MAY JUST BE ADDED TO THE NEEDS PLAN IF IT DOESN'T RANK HIGH ENOUGH.

SO WHAT IS REQUIRED FOR AN MTP AMENDMENT? WELL, THE FIRST THING IS THAT THERE IS A FORMAL WRITTEN REQUEST THAT WILL BE REQUIRED FOR AN MTP AMENDMENT. SO THAT MUST COME FROM THE CITY, LIKELY THE CITY MANAGER OR SOMEONE WHO HAS AUTHORITY WITHIN THE GOVERNMENTAL AGENCY TO SPEAK FOR THAT AGENCY.

AND THAT FORMAL WRITTEN REQUEST IS DUE ON NOVEMBER 10TH.

SO I'M GOING TO STRESS THAT NOVEMBER 10TH DEADLINE AGAIN, THAT'S WHERE THAT FORMAL WRITTEN REQUEST MUST BE SUBMITTED TO THE MPO AND IT CAN BE SENT DIRECTLY TO ME.

THE PROPOSED AMENDMENT ALSO NEEDS TO MAKE SURE THAT IT MEETS PROGRAM READY CRITERIA.

SO FOR THOSE OF YOU WHO WERE PART OF THE MTP DEVELOPMENT PROCESS LAST YEAR, YOU KNOW THAT WE TOOK A LOT OF THE PROJECTS THAT WERE IN THE COST FEASIBLE PLAN TO THE CITY COMMISSION TO GET A RESOLUTION OF SUPPORT.

WE ALSO MET WITH YOU ONE ON ONE TO VERIFY THE SCOPE OF WORK AND COST ESTIMATE AND MAKE SURE THAT THE APPROPRIATE PARTNERS HAD BEEN INTERACTED WITH.

SO IF A PROJECT WAS PROPOSED BY A CITY ON A COUNTY FACILITY, WE WANTED TO MAKE SURE THAT THE COUNTY WAS INVOLVED IN THAT PROCESS, FOR EXAMPLE.

SO THE SAME PROGRAM READY CRITERIA APPLY FOR AN AMENDMENT AS WELL.

AND THOSE AMENDMENTS NEED TO MAKE SURE THAT YOU HAVE AT LEAST DONE YOUR DUE DILIGENCE IN EACH ONE OF THESE PROGRAM READY CRITERIA THAT YOU HAVE A RESOLUTION OF SUPPORT AND A SCOPE OF WORK COST ESTIMATE AND DEMONSTRATION OF PARTNER COLLABORATION.

THEN ON OUR SIDE, ONCE WE RECEIVE THE MTP AMENDMENT, WE WILL HAVE TO RUN THAT AMENDMENT THROUGH THE MTP PRIORITIZATION PROCESS, AS I MENTIONED, AND ALSO RERUN THE FINANCIAL FEASIBILITY OF THE PLAN TO MAKE SURE THAT WE CAN KEEP THE PLAN WHOLE AND THAT WE'RE NOT OVERSPENDING ON THE ALLOCATION OF FUNDING THAT HAS BEEN GIVEN TO US BY DOT.

AND THE LAST POINT IS VERY IMPORTANT.

WHILE IT IS NOT REQUIRED, I DO WANT TO STRESS THAT MEETING WITH MPO STAFF PRIOR TO SUBMITTING AN MTP AMENDMENT REQUEST IS SOMETHING THAT WE WOULD STRONGLY DESIRE.

AGAIN, IT SAVES US BOTH WORK ON THE FRONT END AND THE BACK END.

IF WE CAN MEET WITH YOU TO DISCUSS A POTENTIAL AMENDMENT, WE CAN FIND OUT A) WHETHER IT IS AN AMENDMENT WOULD BE REQUIRED AND B) WHAT WHAT STEPS YOU'D HAVE TO TAKE TO MAKE SURE YOU MEET THE PROGRAM READY CRITERIA, BECAUSE WE DON'T WANT YOU GOING OFF THINKING THAT YOU'RE GOING TO GET YOUR AMENDMENT PROCESS THIS CYCLE.

HI, GOOD AFTERNOON. MY NAME IS JOHN CRANE AND I'M THE DISTRICT FOR PLANNING AND ENVIRONMENTAL ADMINISTRATOR FOR FDOT.

I'M HERE TODAY TO KIND OF GIVE YOU AN UPDATE ABOUT THE [INAUDIBLE] DELIVERY PROCESS THAT WE'RE MOVING TO. FOR THE LAST NINE YEARS OR SO, FDOT HAS BEEN WORKING WITH THE MPO TO DELIVER C SLIP PROJECTS WHICH ARE ON THE LOCAL ROADWAY SYSTEM.

AND THIS YEAR, IN JANUARY, WE MADE A DECISION THAT WE NO LONGER ARE GOING TO BE ABLE TO CONTINUE THAT PROJECT DELIVERY PROCESS AND THAT THESE PROJECTS ARE GOING TO BE DELIVERED THROUGH THE [INAUDIBLE] PROCESS.

SO WE PREPARED THIS PRESENTATION TO COME TO YOU ALL AND GIVE YOU A LITTLE BIT MORE INFORMATION ABOUT BRIDGING THE LAP, BRIDGING THE GAP WITH LAP.

SO WHY THE CHANGE? ESSENTIALLY, IT'S RESOURCES THAT ARE JUST LIKE, OH, HERE WE GO GOING.

SORRY. VERY SENSITIVE MOUSE.

SO YOU KNOW WHY THE CHANGE? JUST LIKE YOU ALL ARE EXPERIENCING, IS REALLY A RESOURCE ISSUE.

SO THE DEPARTMENT WE HAVE OUR RESURFACING PROGRAM THAT'S RESURFACING RESTORATION AND REHABILITATION, AND THAT'S OVER THE LAST FEW YEARS HAS TRIPLED IN TERMS OF THE PROGRAM REQUIREMENTS ON OUR RESOURCES.

IN THAT SAME AMOUNT OF TIME, OUR EXPERIENCE, PROJECT MANAGERS HAVE DECREASED SIGNIFICANTLY AND THEREFORE THAT'S CREATED A GAP AND BEING ABLE TO MEET THE SAME AMOUNT OF PRODUCTION WITH THE SAME AMOUNT OF RESOURCES.

SO THAT'S CREATED THIS RESOURCE GAP.

AND WE WERE TRYING TO IDENTIFY WAYS THAT WE WERE GOING TO BE ABLE TO STILL DELIVER THE PROJECTS. I THINK I'M GOING TO HAVE TO ASK YOU TO RUN THE SLIDE SHOW, REBECCA, BECAUSE MY MOUSE DOESN'T SEEM TO BE FUNCTIONING IN A VERY SOPHISTICATED WAY HERE.

ALL RIGHT, SO HOW ARE WE GOING TO BRIDGE THAT GAP? WE'RE GOING TO BRIDGE THE GAP WITH LAP.

SO WHAT IS LAP? IT'S THE LOCAL AGENCY PROGRAM, IT'S THE METHOD USED FOR AGENCIES TO DELIVER THE FEDERALLY FUNDED PROJECTS.

IT PROVIDES MUNICIPALITIES AND COUNTY THE FEDERAL FUNDS TO CONSTRUCT TRANSPORTATION FACILITIES. FDOT IS A STEWARD OF THOSE FEDERAL FUNDS AND IS RESPONSIBLE FOR THE OVERSIGHT OF THE FUNDS FOR FHAWA, MAKING SURE THAT ALL THE FEDERAL STANDARDS, GUIDELINES AND REGULATIONS ARE ADHERED TO.

LOCAL AGENCIES FUND THE LOCAL PROJECTS AND THEN ARE ELIGIBLE FOR REIMBURSEMENT FOR THE

SERVICES PROVIDED TO THE TRAVELING PUBLIC THROUGH COMPLIANCE WITH THE FEDERAL STATUTES, RULES AND REGULATIONS.

NEXT SLIDE. SO THE DIFFERENCE BETWEEN THE WAY WE WERE DOING BUSINESS, FDOT ADMINISTERED VERSUS THE LAP PROCESS.

A NEW PROJECT WOULD TYPICALLY GO IN THE FIFTH YEAR OF THE WORK PROGRAM.

SO WHEN WE GO THROUGH THE PRIORITIZATION PROCESS, WE'RE LOOKING AT, YOU KNOW, THE HIGHEST PRIORITY PROJECTS GOING INTO THE FIFTH YEAR OF THE WORK PROGRAM.

IF THAT IS AN FDOT ADMINISTERED PROJECT, THEN THE FIRST POSSIBLE PROJECT WOULD BE A DESIGN PHASE.

THE FIRST POSSIBLE PHASE WOULD BE A DESIGN PHASE, AND THEN CONSTRUCTION WOULD NOT GET PROGRAMED UNTIL THREE YEARS AFTER THAT.

SO ONCE THE PROJECT BECOMES IDENTIFIED A PRIORITY, IT WOULD BE THE FIVE PLUS THREE OR EIGHT YEARS BEFORE WE REACH CONSTRUCTION.

IF IT GOES THROUGH THE LAP PROCESS, WE WOULD BE PROGRAMING CONSTRUCTION IN THAT FIFTH YEAR AND THEN THEREFORE, WE WOULD REACH CONSTRUCTION WITHIN THAT FIVE YEAR PERIOD AND DESIGN WOULD HAVE TO BE ACCOMMODATED WITHIN THAT FIVE YEAR WINDOW.

SO LAP EQUALS A FASTER PROJECT COMPLETION.

PROJECT COSTS.

IF F.DOT ADMINISTERS THE DESIGN AND CEI, WE REQUIRE HIRING PRE QUALIFIED CONSULTANTS, WE ALSO REQUIRE MEETING ALL OF FDOT SPECIFICATIONS AND STANDARDS.

THAT TYPICALLY REQUIRES HIGHER CONTRACT RATES FOR THE CONSULTANTS WE HIRE TO DO THE BUSINESS, AS WELL AS THE STRICTER STANDARDS REQUIRES MORE CONSTRUCTION GUIDELINES.

THE LOCALS, ON THE OTHER HAND, CAN USE THEIR GC DESIGN CONSULTANTS AND THEY CAN USE THEIR LOCAL SPECIFICATIONS AND STANDARDS SO LAP THEREFORE ACTUALLY CREATES A REDUCED PROJECT COST. NEXT SLIDE.

HOW CAN I SAY THAT? YOU MIGHT BE ASKING YOURSELF.

WELL, WE LOOKED AT PROJECTS FROM 2010 TO 2019 ON THE OFF SYSTEM ROADWAYS, AND DURING THAT TIME PERIOD, FROM A LAP PERSPECTIVE, THERE WERE 71 MILLION IN LAP PROJECTS, ESSENTIALLY A BIKE LANE AND SIDEWALK TYPE PROJECTS THAT EQUATED TO 69 PROJECTS AT AN AVERAGE OF ONE MILLION PER JOB. DURING THAT SAME PERIOD, THE FDOT ADMINISTERED OFF SYSTEM ROADWAY PROJECTS WAS 62 MILLION IN CONSTRUCTION FUNDING.

WE ONLY WERE ABLE TO ACCOMPLISH 22 PROJECTS AT AN AVERAGE OF THREE MILLION PER JOB.

AGAIN, THOSE WERE BIKE LANE AND SIDEWALK PROJECTS, BUT THE PE .COSTS WERE TWENTY EIGHT MILLION, WHICH IS APPROXIMATELY 45 PERCENT OF THE CONSTRUCTION COSTS AND THE CEI COSTS WERE ELEVEN POINT FOUR MILLION.

NEXT. SO AS YOU CAN SEE WITH THE LAP PROCESS, YOU ACTUALLY GET MORE PROJECT PRODUCTION.

IN TERMS OF FDOT THEN DOING A PROJECT, YOU KNOW, WE'RE KIND OF LIKE A SLEDGEHAMMER, I GUESS, METHOD OF PRODUCING A PROJECT, YOU KNOW, WHERE WE'RE MORE ADEPT AT DOING LARGE PROJECTS P&E STUDIES THAT REQUIRE RIGHT OF WAY BRIDGE PROJECTS THAT REQUIRE A LARGE BRIDGE STRUCTURAL ANALYSIS AND THAT KIND OF THING.

LOCALS, ON THE OTHER HAND, ARE VERY ADEPT AT BEING ABLE TO DO THE LOCAL ROADWAY PROJECTS.

THEY'RE VERY FAMILIAR WITH DOING SIDE WALK, BIKE LANE PROJECTS, COMPLETE STREETS ON A LOCAL SYSTEM. YOU'RE MUCH MORE IN TUNE WITH YOUR LOCAL COMMUNITIES.

AND THEREFORE THE ENGAGEMENT WITH THE LOCAL COMMUNITY I THINK GOES MUCH SMOOTHER AND IS OFTEN, YOU KNOW, IN METHODS THAT YOU'RE FAMILIAR WITH.

MAYBE NOT EVERYBODY APPRECIATES THE DOT WAY OF DOING PUBLIC OUTREACH.

AND THEN PROPERTIES OR RESIDENCES THAT TEND TO EXTEND THEM INTO THE RIGHT AWAY WITH THESE LOCAL PROJECTS. THE LOCAL AGENCIES ARE REALLY BEST SUITED TO MANAGE THAT PROCESS AND MAYBE OBTAINING ANY EASEMENTS THAT ARE NECESSARY, THAT KIND OF THING.

NEXT SLIDE. SO WHAT ARE THE BENEFITS OF LAP ? FASTER PROJECT DELIVERY.

THE CONSTRUCTION PHASE IS PROGRAMED IN THE FIFTH YEAR.

REDUCED PROJECT COSTS BECAUSE THERE'S NO STATE QUALIFICATIONS, THERE'S LOWER CONTRACT RATES FOR DESIGN AND CEI.

AND THE FOCUS ON CONSTRUCTION PROJECTS BEING ABLE TO DO MORE PROJECTS.

WE'RE ABLE TO GET MORE PRODUCT ON THE GROUND.

AND I DON'T THINK THAT'S NECESSARILY NEW THAT ANYBODY WHO'S BEEN DOING LAP UNDERSTANDS THAT COMMITMENT. BUT THIS BASICALLY ENSURES THE STABILITY OF THE WORK PROGRAM.

LOCAL AGENCIES MUST BECOME PROJECT CERTIFIED FOR EACH PROJECT FOR THE CONSTRUCTION AND CONSTRUCTION ADMINISTRATION PHASE.

THIS ENSURES THAT THE LOCAL AGENCIES FINANCIAL AND STAFFING ABILITY CAN COMPLY WITH THE FEDERAL REGULATIONS AND PROJECTS WITH MULTIPLE JURISDICTIONS WILL NEED TO IDENTIFY ONE LEAD AGENCY. SO IF A PROJECT RUNS ACROSS THREE MUNICIPALITIES, WE WOULD LOOK FOR THE IDENTIFICATION OF EITHER ONE OF THOSE MUNICIPALITIES OR PERHAPS MAYBE THE COUNTY TO GO AHEAD AND ADMINISTER THAT LAP PROJECT.

THIS ASSURES EFFICIENT AND EFFECTIVE PROJECT DELIVERY.

NEXT SLIDE. IN DISTRICT FOUR, LOCAL AGENCIES CONTRIBUTE TO THE PROJECT REALIZATION BY FUNDING THE DESIGN AND CEI COSTS.

THIS ENSURES THAT MAXIMUM FUNDING IS AVAILABLE FOR THE CONSTRUCTION PHASE.

BUT IT WILL BE STILL ADMINISTERED THROUGH THE LAP PROCESS.

I BELIEVE THAT THE MPO IS IN THE PROCESS OF REACHING OUT TO THE MUNICIPALITIES TO CONFIRM THAT THEY WILL BE ABLE TO PRODUCE THAT, BUT WE WILL REIMBURSE THE DESIGN AND CEI FOR THOSE FIRST TWO YEARS.

BUT AFTER THAT, ESSENTIALLY, WE'RE SAYING THAT'S WHEN IT WOULD START.

THE OTHER MEMBERS OF THE TAC AND YOUR ELECTED OFFICIALS SHOULD HAVE RECEIVED A COPY OF THIS RESOLUTION. IF NOT, I BELIEVE IT'S GOING OUT AGAIN.

THE PROBLEM IS THE RESOURCES IN-- OUR INTERNAL RESOURCES HAVE GREATLY CHANGED OVER THAT TIME. AND WE JUST SIMPLY DON'T HAVE THE CAPACITY TO BE DOING THAT, AS WELL AS MAINTAINING THOSE THINGS THAT WERE, YOU KNOW, STATUTORILY REQUIRED TO DO.

DOT HAS TO CERTIFY THE ENTIRE PROCESS FROM START TO FINISH, AND THE PROCUREMENT PROCESS IS ONE AREA IN PARTICULAR, I THINK, WHERE WE'VE HAD A LOT OF ISSUES WHERE WE'VE PAID FOR DESIGN THROUGH LAP, BUT MAYBE CHRISTINE OR MIA HAS HAD A LITTLE BIT MORE HISTORY ON THAT THAT YOU COULD ELUCIDATE ON.

THAT'S CORRECT. YOU KNOW, RIGHT NOW FOR THE PAST COUPLE OF YEARS DISTRICT FOUR MADE THAT DECISION AND, IT WAS A BUSINESS DECISION, SO THAT'S WHY IT'S A

DISTRICT FOUR PRACTICE TO NOT REIMBURSE FOR DESIGN AND CEI.

IT DID HELP US TO GET MORE PROJECTS OUT ON THE STREETS, IF YOU WILL.

YOU KNOW, IT'S RIGHT NOW FOR AGENCIES TO BE EVEN CERTIFIED TO PARTICIPATE IN BEING ELIGIBLE FOR REIMBURSEMENT OF PROFESSIONAL SERVICES, THEY WOULD HAVE HAD TO GO THROUGH EXTENSIVE TRAINING, BY [INAUDIBLE].

THEY WOULD HAVE TO DEMONSTRATE THAT THEY ARE CAPABLE OF CARING PROFESSIONAL SERVICES.

YOU KNOW, I'VE BEEN IN A COUPLE OF STATEWIDE MEETINGS MYSELF AND AGENCIES STATEWIDE OR DISTRICTS ARE STRUGGLING AT THIS POINT TO ADHERE TO THOSE REQUIREMENTS IN THE FEDERAL GUIDELINES AS IT RELATES TO SECURING THOSE PROFESSIONAL SERVICES CONTRACTS.

SO IT'S REALLY BEEN A SAFEGUARD FOR OUR DISTRICT FOUR AGENCIES AND IN A LOT OF THESE OTHER DISTRICTS WANT TO FOLLOW SUIT.

SO YOU MAY SEE A TREND.

IT IS A TOPIC OF DISCUSSION RIGHT NOW AT THE STATEWIDE LEVEL.

THERE COULD BE CHANGES TO COME.

BUT, YOU KNOW, IT HAS BEEN A SAFEGUARD, THOSE PROJECTS RIGHT NOW THAT ARE PROGRAMED IN THOSE [INAUDIBLE] YEARS AND IT THERE'S FUNDING THAT HAS BEEN SET ASIDE FOR DESIGN AND CEI WILL NOW, THAT MEANS THERE MAY BE AN OPPORTUNITY FOR TO FUND MORE PROJECTS.

SO IT IS, YOU KNOW, A POSITIVE IN IT.

AND THEN IT WON'T COST AS MUCH FOR THOSE LOCAL AGENCIES TO PAY FOR THE DESIGN AND CEI. IN TERMS OF THE COST FOR THE CONTRACT, YES, OK.

YEAH, AND I UNDERSTAND THAT I JUST THOUGHT THAT IF MAYBE THERE WAS ANOTHER MECHANISM, NOT THROUGH LAP, TO BE ABLE TO FUNNEL THAT FUND THAT WAS ALREADY PROGRAM FOR DESIGN AND CEI TO BE PROGRAMED TO GO TO THE CITIES TO TO LESSEN THE BURDEN.

BECAUSE AS IT IS RIGHT NOW, LIKE EVERYONE SAYS, THIS IS GOING TO BE A HUGE IMPACT WHERE EVERYONE'S GOING TO HAVE TO DISCUSS WITH THEIR CITY OFFICIALS OVER THIS IS PUTTING ON THEIR BUDGET IN THE NEXT COMING YEARS.

ANOTHER QUESTION THAT I HAD WAS ABOUT, I KNOW UNDER LAP, MOVING FORWARD IF THIS GOES THROUGH, IF WE HAVE TO COVER DESIGN AND CEI, WHAT ABOUT CONTINGENCY? I KNOW TYPICALLY WHEN WE PREPARE COST ESTIMATES FORMS USING ESTIMATE THE COST ESTIMATE FORMS, THERE'S A 20 PERCENT CONTINGENCY ITEM AND WE NEED TO ADD.

THAT 20 PERCENT CONTINGENCY ITEM WILL ALSO BE INELIGIBLE FUNDING THAT WOULD NEED TO BE COVERED BY THE MUNICIPALITIES? YEAH, CONTINGENCY HAS ALWAYS BEEN A NON PARTICIPATING COST AND WILL REMAIN A NONPARTICIPATING COST.

SIMPLY, [INAUDIBLE] DOES NOT REIMBURSE FOR CONTINGENCY.

NOW THE 20 PERCENT, THAT IS UP TO THE LOCAL AGENCY, THAT'S NOT A SET PERCENTAGE.

THAT DOT REQUIRES THE AGENCY TO SET ASIDE.

SO IF A LOCAL AGENCY FEELS THAT THEY ONLY WANT TO SET ASIDE A 10 PERCENT CONTINGENCY, THEY CAN DO THAT, IT'S AT THEIR DISCRETION.

AND TO KIND OF GET TO YOUR FIRST QUESTION, YOU KNOW, IN TERMS OF THE ONLY FUNDING ELIGIBLE FOR OFF SYSTEM ROADWAY'S IS FEDERAL FUNDING, AND THAT'S WHY IT GETS KIND OF CAUGHT IN THIS LAP PROCESS.

AND I GUESS THE CONFUSION WAS BECAUSE I THOUGHT THE FUNDING WAS COMING THROUGH THE MPO AND THE APPEAL WAS ALLOCATING THE FUNDING TO THE FDOT ABOUT WHAT I GUESS FROM THIS MEETING, I UNDERSTAND THAT ALL FUNDING COMES THROUGH THE MPO.

IS THAT CORRECT? THERE'S ALSO A FUND THAT IS FUNNELED THROUGH THE MPO AND ADMINISTERED BY THE FDOT. I'M SORRY.

YES, SO THE MPO GIVES US THEIR PRIORITIES AND THEY HAVE THEIR TARGETS SET UP FOR THE VARIOUS PROGRAMS THAT THEY'VE IDENTIFIED IN THEIR BUSINESS PLAN, AND WE DO OUR BEST TO FUND THE TYPES OF PROJECTS, THE PRIORITY PROJECTS WITH THE FUNDING TYPES REQUESTED.

BUT ULTIMATELY, I MEAN, SO WE'RE GOING THROUGH JUST EVERY YEAR WE HAVE TO REBALANCE THE WORK PROGRAM AND WE TRY TO MEET THOSE OF THOSE TARGETS.

AND WE GO AHEAD AND THEN.

AND THEN THE FEDERAL FUNDING GETS PASSED THROUGH TOO THE MPO THROUGH OUR PWP AND THE TIP

AND THEN WE HAVE STATE ROAD EIGHT TWENTY ONE, THE OTHER PART OF THE MAIN LINE, WHICH EXTENDS SOUTH INTO MIAMI-DADE.

WE ALSO OWN AND OPERATE THE SAWGRASS EXPRESSWAY ON THE WESTERN EDGE OF BROWARD COUNTY.

SO FDOT CONDUCTED A REVIEW OF MANAGED LANE STRATEGIES STATEWIDE AND IT INCLUDED ALSO HOW THE TURNPIKE WILL IMPLEMENT MANAGED LANES.

AND DURING THE REVIEW WE LOOKED AT SYSTEM NEEDS AND FORECASTED TRAFFIC DEMAND AND WE DETERMINED THAT THE SAWGRASS EXPRESSWAY WIDENING THAT WE ARE CURRENTLY DESIGNING WILL ACTUALLY BE A CONVENTIONAL WIDENING.

IT WILL NOT INCLUDE MANAGE LANES.

AND AS YOU CAN SEE ON THIS GRAPHIC, ON THE SLIDE, WE'RE SHOWING THE SOUTHEAST FLORIDA MANAGED LANE NETWORK AND FOR THE TURNPIKE FACILITIES ON THE BOTTOM LEFT PART OF YOUR MAP, THAT THAT'S STATE ROAD EIGHT TWENTY ONE.

THAT'S THE TURNPIKE GOING DOWN INTO MIAMI-DADE COUNTY.

THOSE ARE MANAGED LANES THAT ARE CURRENTLY UNDER CONSTRUCTION.

AND THEN THE TURNPIKE MAIN LINE FROM GOLDEN GLADES NORTH UP THROUGH PALM BEACH, WHERE WE ARE STILL CONSIDERING MANAGED LANES.

SO MANAGED LANES, WHEN I SAY THAT WORD, I'M KIND OF USING IT AS AN UMBRELLA TERM, YOU KNOW, THAT'S A TYPE OF HIGHWAY LANE THAT USES VARIOUS OPERATIONAL STRATEGIES TO MANAGE TRAFFIC FLOW AND RELIEVE CONGESTION.

SO WITH DOT, WE HAVE TWO TYPES OF MANAGED LANES.

WE HAVE THE EXPRESS LANES, AS YOU SEE, OPERATING AND UNDER CONSTRUCTION AND DESIGN ON I-95, WHERE THEY USE FOUR OPERATIONAL STRATEGIES TO RELIEVE CONGESTION.

THEY USE VEHICLE ELIGIBILITY, SEPARATION, ACCESS CONTROL AND TOLLING.

FOR THE TURNPIKE, OUR MANAGE LANES, WE ARE CALLING THEM THROUGH LANES.

WE USE THE OPERATIONAL STRATEGIES VERY SIMILAR TO THE I-95 EXPRESS WITH VEHICLE ELIGIBILITY, SEPARATION AND ACCESS CONTROL.

HOWEVER, TURNPIKE THROUGH LANES, THEY WILL ACTUALLY HAVE THE SAME TOLL AS THE OTHER GENERAL TOLL LANES ON THE FACILITY SINCE THE TURNPIKE IS ALREADY AT TOLL FACILITY.

SO WHAT THAT WILL LOOK LIKE IS HERE'S A RENDERING ON THE SLIDE.

AS YOU SEE, THEY'LL BE SEPARATED FROM THE GENERAL LANES WITH SOLID WHITE LINES.

THERE WILL BE LIMITED POINTS OF ENTRY AND EXIT TO SERVE THE LONGER TRIP.

WE WILL REQUIRE SUN PASS ONLY OR AN INTEROPERABLE TRANSPONDER TO USE THE LANES.

NO LARGE TRUCKS OR TRUCKS TOWING TRAILERS.

HOWEVER, WE WILL USE BUSSES.

WE WILL ALLOW BUSSES.

AND AS PETER MENTIONED EARLIER, THAT IN THE MEETING, YOU KNOW, AT THE BEGINNING OF THE CONVEYOR BELT, WE HAVE THE MTP.

AND SO THIS IS ACTUALLY A PERFECT EXAMPLE OF A FUTURE MTP AMENDMENT, BECAUSE WE'VE CHANGED THE SCOPE OF OUR MANAGED LANES FROM EXPRESSED TO THROUGH.

WE WILL BE COORDINATING WITH THE STAFF TO MAKE AN AMENDMENT IN THE NEXT COUPLE OF MONTHS.

NOW, TO KICK OFF JUST OUR QUICK UPDATE ON OUR MAJOR PROJECTS, SO AS YOU CAN SEE IN THIS MAP, WE HAVE A LOT GOING ON IN BROWARD COUNTY.

I THINK ALMOST EVERY INCH OF THE TURNPIKE IS BEING EITHER CONSTRUCTED OR STUDIED OR DESIGNED. SO WE HAVE NINE CAPACITY PROJECTS.

FOUR OF THOSE ARE PD&E STUDIES, ACTUALLY, TWO OF THE PD&E STUDIES ARE TURNPIKE AND TWO OF THE PD&E STUDIES ARE DISTRICT FOUR.

AND WE HAVE FOUR DESIGN PROJECTS AND ONE CONSTRUCTION PROJECT.

SO AS YOU'LL SEE ON THE SLIDES, THE COLORED BOX IN THE LEFT CORNER CORRESPONDS WITH THE COLOR ON THE MAP.

SO PROJECT ONE IS ACTUALLY A WIDENING ON THE SAWGRASS EXPRESSWAY FROM NORTHWEST 8TH STREET TO SOUTH OF ATLANTIC BOULEVARD.

AND IT ALSO INCLUDES A NEW INTERCHANGE AT NORTHWEST 8TH STREET AND [INAUDIBLE] DRIVE INTERCHANGE IS ALSO INCLUDED WITHIN THESE LIMITS.

AND WE'RE COORDINATING VERY CLOSELY WITH BROWARD COUNTY STAFF ON AN AGREEMENT TO DELIVER THE INTERCHANGE. SO PROJECT TWO IS ACTUALLY SPLIT INTO TWO PROJECTS ON THIS MAP OR ON THIS PRESENTATION.

PROJECT TWO A IS ACTUALLY IMPROVEMENTS TO THE ATLANTIC BOULEVARD INTERCHANGE.

AND IN ADDITION TO MAKING IMPROVEMENTS TO THE INTERCHANGE, WE'RE ALSO ADDRESSING DRAINAGE ISSUES THAT WE'VE BEEN HAVING AT THIS LOCATION.

THIS PROJECT IS CURRENTLY IN DESIGN AND FUNDED FOR CONSTRUCTION.

PROJECT TWO B IS THE WIDENING THAT CORRESPONDS WITH THAT INTERCHANGE IMPROVEMENT.

WE'RE WIDENING SAWGRASS EXPRESSWAY TO 10 LANES FROM ATLANTIC BOULEVARD TO SOUTH OF STATE ROUTE SEVEN. AND AGAIN, THIS IS A CONVENTIONAL WIDENING.

THIS IS TO WIDEN TO 10 LANES.

AND CURRENTLY WE ARE REVISING THE CONCEPT AND WE'RE IN CLOSE COORDINATION WITH DISTRICT FOUR, BECAUSE AS YOU CAN SEE ON THE MAP, THEY ALSO HAVE PROJECTS FOUR OR FIVE, WHICH I'M ABOUT TO HIGHLIGHT. SO, YOU KNOW, OUR GOAL IS TO ALIGN OUR CONCEPT WITH THE SOUTHWEST 10TH STREET CONNECTOR PROJECT.

AND PROJECT FOUR, AS YOU SEE HERE ON THE SLIDE.

THIS IS THE SOUTHWEST 10TH STREET CONNECTOR PROJECT, WHICH IS A PD&E CONDUCTED CURRENTLY BY DISTRICT FOUR. AND WE'RE JUST POINTING IT OUT BECAUSE JUST TO SHOW YOU THAT WE'RE TAKING INTO CONSIDERATION ALL THE MAJOR PROJECTS AS WE WORK THROUGH OUR PD&E AND OUR DESIGN AND THAT WE'RE IN COORDINATION WITH THE DISTRICT.

PROJECT FIVE IS ALSO A DISTRICT FOUR PROJECT.

THE PROJECT DEVELOPMENT ENVIRONMENT STUDY, AND THAT'S FOR THE I-95 WIDENING AND INTERCHANGE IMPROVEMENTS FROM SOUTHWEST 10TH STREET TO HILLSBOROUGH BOULEVARD.

PROJECT SIX IS AT THE VERY BOTTOM OF THE MAP.

THIS IS ACTUALLY OUR SOLE CONSTRUCTION PROJECT FOR THIS UPDATE.

THIS IS THE TURNPIKE MAINLINE STATE ROUTE EIGHT 21, AND WE'RE WIDENING IT FROM FOUR TO EIGHT LANES. IT'S UNDER CONSTRUCTION.

OUR GOAL IS TO HAVE IT OPEN TO TRAFFIC IN 2022.

AND THIS IS A THROUGH LANE PROJECT.

PROJECT SEVEN IS A UNIQUE ONE IN THAT THIS PROJECT IS ACTUALLY OUR NUMBER ONE PRIORITY FOR THE ENTIRE TURNPIKES SYSTEM.

WE NEED TO PROVIDE ADDITIONAL TRAFFIC RELIEF AS SOON AS PRACTICAL.

AND WE HAVE PLANS FOR A FUTURE PD&E STUDY FOR THE ULTIMATE 10 LANE SECTION.

HOWEVER, WE CURRENTLY HAVE A DESIGN PROJECT.

IT'S FOR TRANSPORTATION SYSTEMS MANAGEMENT AND OPERATION SHOULDER CONVERSION TO ADD TWO LANES. SO WE'RE WIDENING THE ROAD, BUT IT'S MORE OF A SHOULDER CONVERSION SO THAT WE CAN PROVIDE TRAFFIC RELIEF, YOU KNOW, QUICKER THAN WAITING FOR THE PD&E.

AND PROJECT EIGHT IS THE PD&E STUDY THAT WE HAVE, IT'S THE PROBABLY OUR LONGEST PROJECT ON THIS MAP. THIS IS FROM SOUTH OF 595 TO [INAUDIBLE] ROAD.

AND THIS IS THE PD&E STUDY THAT WE HAVE TO STUDY WIDENING TO 10 LANES.

WE ARE ALSO LOOKING AT TWO NEW INTERCHANGES AT OAKLAND PARK BOULEVARD AND CYPRUS CREEK ROAD. AND THOSE-- EITHER ONE OF THOSE COULD RELIEVE CONGESTION AT COMMERCIAL BOULEVARD.

AND WE'RE CURRENTLY GOING THROUGH THE CONCEPT DEVELOPMENT PROCESS.

AND THE NEXT MILESTONE WILL BE TO CONTINUE TO COORDINATE WITH THE STAKEHOLDERS AND HOLD A PUBLIC MEETING NEXT YEAR.

AND OUR LAST PROJECT FOR TODAY IS A SMALLER PROJECT THAN PROJECT EIGHT.

THIS IS ACTUALLY ANOTHER TSM&O SHOULDER CONVERSION THAT WE HAVE TO ADD TWO LANES, ONE NORTH, ONE SOUTH, AND THIS IS FROM NORTH OF SAWGRASS EXPRESSWAY TO PALM BEACH COUNTY.

AND WE ARE CURRENTLY IN DESIGN.

SO THE FIRST STEP IS A SELF SUPPORTING ENTERPRISE FUND.

SO WHAT DOES THAT MEAN? [INAUDIBLE] THAT WE DO NOT RELY ON OR WE DO NOT USE A LOT OF TAXPAYER DOLLARS FOR OUR OPERATIONS. WE ARE GOVERNED BY THE BROWARD COUNTY BOARD OF COUNTY COMMISSIONERS, LOCATED ABOUT 110 MILLION COMBINED SEASONAL PERMANENT CONSUMERS.

SO WHAT DOES THAT MEAN? SO EVEN THOUGH WE ARE LOCATED THE SIXTH LARGEST METROPOLITAN AREA, WE ACTUALLY HAVE WITHIN A ONE DAY DRIVE.

WHEN I SAY WE, THE TRUCKERS, TO OVER 110 MILLION COMBINED SEASONAL AND PROMINENT CONSUMERS DO HIGH SEASON, WHICH IS USUALLY BETWEEN OCTOBER AND APRIL OF THE FISCAL YEAR.

WE HAVE THE SHORTEST, STRAIGHTEST ENTRANCE CHANNEL ON THE SOUTHEAST U.S.

ATLANTIC COAST. SO WE THINK SHIP'S FUEL COST AND TIME TO GO IS A KEY POINT AND IMPORTANCE FOR THE SHIPPERS. OVERALL, WE ARE AN ECONOMIC ENGINE.

OVER THIRTY TWO DOLLARS BILLION FOR FY NINETY ONE POINT ONE DAY IN THE STATE AND LOCAL TAXES FOR FY 19. ABOUT 13000 DIRECT LOCAL JOBS RECEIVE OVER FIVE HUNDRED TWENTY FOUR MILLION IN DIRECT WAGE AND SALARY INCOME FROM THE PORT AND OVER TWO HUNDRED NINETEEN THOUSAND FOR THE JOBS RELY ON THE PORT, GENERATING OVER NINE POINT ONE DOLLARS BILLION IN WAGES. AND I WAS HAPPY TO SAY THAT WE'RE ONE STEP LIKE PORT EVERGLADES AND LOS ANGELES, AND THAT'S KEY FOR THOSE WHO ARE POOR, THE TRUCKING OR THE SHIPPING INDUSTRY.

THAT'S A VERY IMPORTANT THING TO HAVE AT THE PORTS.

NEXT SLIDE, PLEASE. SOME OF THE KEY CORRIDORS AT THE PORT, WE DO HAVE, AS YOU CAN SEE, THE ROADWAY CORRIDOR, WHICH IS IN THE DARK BLUE THERE, THEY HAVE WHAT WE CONSIDER TO BE THE RAIL CORRIDOR. OF COURSE, THESE ARE IMAGINARY CORRIDORS, BUT WE CONSIDER THEM TO BE THE PRIMARY CORRIDORS OF THE PORT.

AND WE ALSO HAVE THE MARINE CORRIDORS WHICH ARE IN LIKE SKY-BLUE DARKNESS THERE.

AGAIN, WE ARE WITHIN THE CONVENTION CENTERS, WITHIN THE PORTS JURISDICTIONAL AREA.

AND WE ARE HALF A MILE AWAY FROM THE AIRPORT.

NEXT SLIDE. SO THESE ARE FOR OUR PARTNERS THAT ARE JOINING US.

OF COURSE, THESE ARE THE EXISTING CONDITION, MANY USERS AT THE PORT.

SO THE AREAS HIGHLIGHTED IN ORANGE ARE PRIMARILY CONTAINER AND CARGO ACTIVITIES AT THE PORT. WE DO HAVE SOME ENVIRONMENTAL CONSERVATION AREAS DIRECTLY TO THE MID PORT AREA, AS WELL AS JUST WEST NEAR THE AIRPORT ITSELF.

THE AREA SHADED IN DARK BLUE IS MOSTLY CRUDE ACTIVITIES AND WE DO HAVE THE PURPLE, WHICH ARE PETROLEUM, WHICH IS OWNED BY THE PRIVATE SECTOR, THE FLORIDA POWER AND LIGHT STATION IS WITHIN THE PORT, BUT IT IS A PRIVATELY OWNED FACILITY AND WE HAVE, OF COURSE, THE CONVENTION CENTER. SO THESE ARE THE EXISTING CONDITION.

BUT OUR INTENT AND I'M HOPING THAT IT DOES EMERGE WITH POSSIBLE TRANSITIONAL SLIDE, IS TO LOOK LIKE THIS IN 20 YEARS.

SO, REBECCA, IF YOU COULD JUST HIT THE--.

AND SO THE PERISHABLES, WE ARE NUMBER ONE.

AND SOME OF THE PERISHABLE ACTIVITY.

THE PORT ACCESS ROAD IS ALSO PART OF IT, EVEN THOUGH IT'S NOT A PORT PROJECT, IT IS ACTUALLY A COUNTY LED PROJECT.

I ANTICIPATE THAT TO BE COMPLETED BY 2024.

AND IF RICHARD IS STILL ON THE LINE WITH US, HE COULD PROBABLY SPEAK MORE ON THAT.

WE ALSO HAVE THE [INAUDIBLE] FLY OVER, SO WE HELD A MEETING WITH FDOT ON THAT PROJECT AND I'LL GET INTO MORE DETAIL ABOUT THAT ONE ALSO BACK IN JULY.

SO FDOT IS HAVING SOME INTERNAL MEETINGS TO DISCUSS THE POTENTIAL FOR THAT PROJECT TO BECOME A LIABILITY, AND WE CAN THEN WORK WITH THE PEOPLE TO GET IT ON OUR TIP AT SOME POINT. OUR MIDDLE WEST IS ALSO ANOTHER PUBLIC PRIVATE PARTNERSHIP PROJECT WITH [INAUDIBLE].

AND, OF COURSE, AS I MENTIONED BEFORE, THE MANEUVERABLE YARD, WHICH IS ANTICIPATED TO BE EXPENDED BY ANOTHER NINE ACRES BY 2023.

NEXT SLIDE.

FOR THE FIVE TO 10 PROJECTS, WE'VE GOT ABOUT FOUR HUNDRED EIGHTY SEVEN MILLION DOLLARS WORTH OF NEW PROJECTS, AND THAT INCLUDES THE GRIFFIN WOOD EXTENSION AVENUE IMPROVEMENT.

SO WHAT WE'RE LOOKING AT IS THE POTENTIAL FOR SECONDARY ACCESS INTO THE PORT.

IT IS A VERY, VERY CONCEPTUAL OBJECTIVE RIGHT NOW, BUT BASED ON TRAFFIC STUDIES THAT WERE CONDUCTED AS PART OF THE MASSIVE ACTION PLAN, WE IDENTIFIED THE NEED FOR SECONDARY ACCESS TO THE PORTS BECAUSE WE DO HAVE INCREASED AND TRAFFIC THAT IS PROJECTED.

THE APM IS THE RAIL EXTENSION.

ONCE AGAIN, THAT IS THE RAIL CONNECTOR FROM THE AIRPORT TO, EXCUSE ME, FROM THE [INAUDIBLE], THE IMC CENTER TO THE CONVENTION CENTER, AND THAT IS ANTICIPATED BY 2028, EVEN THOUGH IT IS WITHIN OUR MASTER DIVISION PLAN, IT IS A COUNTY LED PROJECT ONCE AGAIN . THE REMAINDER ON THE-- THAT'S FINE.

YOU CAN GO BACK TO 2020.

THE REMAINING PROJECTS.

THESE ARE OUR VISION. WHAT WE CONSIDER TO BE OUR VISION PROJECTS ARE THE COMMERCIAL CONSOLIDATION. SO OUR CURRENT BUILDING RIGHT NOW, WE ANTICIPATE, WHICH IS GOING TO BE WHERE YOU HAVE THE SPACE 90 TO.

THAT'S WHAT WE CURRENTLY ARE LOCATED.

SO THE INTENT THAT WAS THAT WITHIN THE 20 YEARS WE WILL DEMOLISH THIS BUILDING, WE'RE GOING TO EXPAND IT FOR CARGO AREA AND WE'RE GOING TO GO RIGHT ACROSS, WHICH IS ON MACINTOSH ROAD IN THE RED THAT IS THE CURRENT ALAMO BUILDING.

WE HOPE TO BE ABLE TO PURCHASE IT AND REBUILD THERE [INAUDIBLE] COMMERCIAL CONSOLIDATION ALONG WITH OTHER OFFICES.

THE RO-RO AGAIN, IS THE ROLL ON ROLL OFF FOR THE AUTO TERMINAL, ANTICIPATING EXPANDING FROM THE NINE ACRES TO TWENTY THREE ACRES BY 2033.

AND THE REMAINDERS ARE AT PROJECTS THAT WE'RE PROPOSING.

NEXT SLIDE, PLEASE. SO I [INAUDIBLE] FLY OVER, SO ESSENTIALLY WHAT THE PROJECT IS WILL GET A LOT OF QUESTIONS ON THIS PROJECT.

WE'RE CONDUCTING A SEPARATE TRAFFIC STUDY THAT'S PART OF THE MASTER PLAN, WHICH SHOWS THAT WHEN COMBINED WITH ADDITIONAL FUTURE SUPPORT TRANSPORTATION PROJECTS, THE [INAUDIBLE] FLY OVER GREATLY IMPROVED TRUCK RELATED CONGESTION AT THE INTERSECTION OF [INAUDIBLE] AND MACINTOSH.

WE HAVE A CONGESTION ISSUE AT THE PORT.

WE ARE NOT DOUBTING IT.

WE DO. AND WE ARE TRYING TO FIND WAYS TO MITIGATE THAT.

OUR TRAFFIC MOSTLY CONSISTS OF TRUCKS MOVING CONTAINERS INTO AND OUT OF THE PORTS, CONTAINER TERMINALS AND OR THE ICTF, WHICH IS THE INTERMODAL CONTAINER TRANSFER FACILITY.

SO THE FLYOVER IS ONE WAY TO MITIGATE THAT, ALONG WITH ADDITIONAL PROJECTS SUCH AS A SECONDARY ACCESS TO THE PORT VIA NE 7TH AVENUE.

SO THIS IS GOING TO BE A MULTILANED BIDIRECTIONAL GREAT SEPARATION THAT LINKS MACKINTOSH ROAD [INAUDIBLE].

AND THESE AGAIN ARE CONCEPTUAL IN NATURE.

BUT SOME OF THE PROPOSALS IN TERMS OF THE OFFRAMP, THE 250 FOOT RADIUS AS WELL AS EMERGENTLY. SO THE VIDEO, IF WE HAVE SOME TIME, WILL SHOW YOU SOME OF THE PROPOSED ALIGNMENT FOR THIS PARTICULAR PROJECT.

SO THAT PROJECT IS [INAUDIBLE] SIX MILLION DOLLARS OF WHICH THE PORT SHARE IS GOING TO BE SEVEN MILLION. WE HOPE TO PARTNER WITH [INAUDIBLE] FOR THE ADDITIONAL FUNDING AS WELL AS FOR ADDITIONAL ANALYSIS THAT'S GOING TO BE REQUIRED FOR THIS PROJECT.

NEXT SLIDE. THE EFFORT TO SUPPORT THE CONNECTOR, YOU PROBABLY BEST KNOWN AS SUPPORT OR THE PEOPLE MOVER PROJECT, SO THIS ONE IS A PROPOSED [INAUDIBLE] EFFICIENT MODE THAT WILL CONNECT THE AIRPORT WITH PORT EVERGLADES.

SO THE AIRPORT HAS THEIR INTERNAL CIRCULATOR THAT'S BEING PROPOSED AT THIS TIME.

SO THIS EXTENDS IT.

AND WE ALSO HAVE BEEN WORKING WITH INTERNAL STAKEHOLDERS AS WELL AS FDOT IN TERMS OF REVIEWING WHAT THE PROPOSED TECHNOLOGY COULD BE.

IT MAY BE LIGHT RAIL, IT MAY BE APM.

THE PORT ACCESS ROAD, ALSO KNOWN AS THE BYPASS ROAD, 35 MILLION DOLLAR PROJECT, AGAIN, ANTICIPATION BY THE END OF TWENTY TWENTY FOUR POINT FORTY THREE EXCUSE ME, ONLY 24.

AND ESPECIALLY WHAT THAT IS, IS THAT TO REDUCE TRAFFIC VOLUMES ON US ONE BETWEEN [INAUDIBLE] FOUR AND 17 STREETS.

SO WE'RE HOPING THAT THE VOLUME WILL PROVIDE CONGESTION RELIEF THAT WE ARE SEEING AND BEEN SAYING FOR YEARS AMONG US TO, IN FACT, THE 17TH STREET, AS WELL AS [INAUDIBLE].

WE ALSO HOPE THAT THIS ROAD WILL PROVIDE AN ALTERNATE ROUTE FOR TRAFFIC COMING FROM THE AIRPORT TO GET TO THE CONVENTION CENTER AND OR THE BEACH.

OK, SO THE POINT IS NOT JUST ABOUT CAPITAL IMPROVEMENT PROJECTS, BUT WE ALSO ARE ENVIRONMENTALLY CONSCIOUS, AS I LIKE TO SAY, AND ALSO WE HAVE A LOT OF PROGRAMS AND PROJECTS IN TERMS OF THE ENVIRONMENT I SUPPORT.

SO ONE OF THEM BEING THE WEST LAKE NATURAL AREA RESTORATION, AND ESSENTIALLY THAT IS AT THE BROWARD COUNTY PARK. IT'S PART OF OUR NAVIGATION IMPROVEMENT PROJECT, ALSO KNOWN AS THE [INAUDIBLE]. AND THAT'S A JOINT PROJECT WITH THE FORT LAUDERDALE INTERNATIONAL AIRPORT OF 168 ACRES OF FLUSHING, MANGROVE AND SEAGRASS.

WE ALSO PURCHASED WETLAND PARCELS FOR CONSERVATION AS PART OF THAT RESTORATION.

THERE'S ALSO THE MANATEE AGGREGATION AREA.

AS YOU PROBABLY KNOW, BACK IN 2010, 465 MANATEES WERE SPOTTED AT THE PORT.

SO THERE IS A YEAR-ROUND PRESENCE FOR MANATEES AT THE PORT.

WE DO HAVE A MANATEE PROTECTION PLAN AS PART OF OUR [INAUDIBLE] REQUIREMENT.

WE ALSO INSTALLED A THREE FOOT MANATEE FENDERS ON OUR BLOCKHEADED.

TWENTY SIX THOUSAND A BULKHEAD EXCLUSION DEVICES AS PART OF OUR ENVIRONMENTAL INITIATIVES AND ENHANCED NURSERY AREAS AT THE PORT.

THE MIDLAND UPLAND ENHANCEMENT PROJECT.

THIS IS A SELF-PORTRAIT EXTENSION THAT HAD TO HAPPEN IN ORDER FOR US TO MAKE OUR LARGEST PROJECT SUPPORT OUR 90 YEAR HISTORY.

SO ESSENTIALLY WHAT WE DID WAS WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, ANOTHER FORUM TO RELEASE THE EIGHT POINT SEVEN ACRES OF CONSERVATION EASEMENT AREA.

WE IN TURN, CREATED SIXTEEN POINT FIVE ACRES OF WETLAND ENHANCEMENT AREAS.

WE PLANTED OVER 70000 MANGROVES AND WHAT'S KNOWN AS A PROCESS CALLED THE TRENDING TOWARDS SUCCESS. SO THE [INAUDIBLE] MARITIME AND TRADE MAGAZINE ACTUALLY GAVE US THE DREDGING AND PORT CONSTRUCTION INNOVATION AWARD FOR THAT PROJECT AS WELL AS WE WILL SEE THE BARGE GO GREEN FOR SUSTAINABILITY AS PART OF THIS PROJECT.

SO THAT PROJECT IS ANTICIPATED TO BE MANAGED BY A THIRD PARTY.

[INAUDIBLE] HAS YET TO BE DETERMINED, BUT THAT PROJECT WAS COMPLETED BACK IN 2016.

NEXT SLIDE, PLEASE. WE ALSO RECEIVED, WE ACTUALLY VOLUNTEER, I SHOULD SAY, FOR GREEN MARINE CERTIFICATION.

SO ESSENTIALLY IT'S AN ENVIRONMENTAL PROGRAM WHICH MAKES IT POSSIBLE FOR PORTS AND TERMINAL OPERATORS TO VOLUNTARILY REDUCE THEIR ENVIRONMENTAL FOOTPRINT.

SO WE DID THAT. WE ALSO WE JOINED BACK IN 2013, AND THEY ARE HAPPY TO REPORT THAT WE, BASED ON THE 2019 SCORE, WE RECEIVED FIVE OUT OF FIVE IN TERMS OF PREVENTION, ENVIRONMENTAL LEADERSHIP, COMMUNITY IMPACTS, GREENHOUSE GASES AND AIR POLLUTANTS.
